Governor Healey Announces Statewide Deployment of State-of-the-Art Technology to Improve Road Safety and Prevent Wrong-Way Driving

Governor Healey Announces Statewide Deployment of State-of-the-Art Technology to Improve Road Safety and Prevent Wrong-Way Driving
BOSTON- Governor Maura Healey, joined by Public Safety and Security Secretary Gina Kwon, Massachusetts State Police Colonel Geoffrey Noble, Undersecretary and State Highway Administrator Jonathan Gulliver and Senate Minority Leader Bruce Tarr, today announced a comprehensive statewide initiative to reduce wrong-way driving incidents through a combination of advanced detection technology, enhanced roadway signage, infrastructure improvements and targeted safety upgrades. Once complete, Massachusetts will have one of the strongest wrong way prevention and detection programs in the country.
The multi-year effort will focus on over 500 high-risk locations across Massachusetts where drivers may be more likely to enter roadways in the wrong direction due to driver confusion or roadway design. Improvements are already underway and will continue over the next several years as MassDOT expands detection systems, installs new warning technology and advances long-term infrastructure improvements designed to prevent crashes before they occur.
“We've seen firsthand the devastating impact that wrong-way driving crashes can have on families, law enforcement and communities across Massachusetts,” said Governor Maura Healey. “People deserve to be safe on our roads, and we're taking action. By investing in new technology, stronger safety measures and targeted infrastructure improvements, we're working to prevent these crashes before they happen and help save lives. Our hearts are with every family that has lost a loved one in a wrong-way driving crash, and we are committed to doing everything we can to prevent these tragedies from happening again.”
“Every person who gets behind the wheel should be able to get where they're going safely,” said Lieutenant Governor Kim Driscoll. “These investments will help us prevent wrong-way driving incidents, strengthen coordination with first responders and make our transportation system safer for drivers, passengers and families across Massachusetts.”
“Under the leadership of the Healey-Driscoll Administration, we are implementing targeted investments to improve roadway safety with measures that help prevent tragedies before they happen. Wrong-way driving remains one of the most dangerous behaviors across the nation’s roadways. As a state that chooses to lead, our goal is to reduce these incidents across the state with these safety measures so we can help identify wrong-way drivers more quickly, alert law enforcement faster and create a safer transportation network for residents and all who travel on our roadways. Every life saved is a reminder of why these investments matter, and we remain committed to using innovation and data-driven solutions to make our roads safer for everyone,” said Interim Secretary of Transportation and MBTA General Manager Phillip Eng.
"Today's action by the Healey-Driscoll Administration will deliver several important new tools to help prevent the reckless wrong-way driving incidents that claim hundreds of lives nationally every year," said Public Safety and Security Secretary Gina Kwon. "We're committed to leading on this issue because we know how the loss of Trooper Kevin Trainor, Sergeant Jeremy Cole, and Christopher Dailey has changed the lives of their families and loved ones forever. As we continue to honor their memory, we remain committed to working alongside our transportation and law enforcement partners to implement effective safeguards, prevent future tragedies, and create a safer Massachusetts for everyone."
“Roadway safety is MassDOT’s top priority, and through the comprehensive strategy we are announcing today, we expect to make significant progress in reducing wrong-way driving crashes, which too often result in tragic consequences,” said Undersecretary and State Highway Administrator Jonathan Gulliver. “This plan combines detection, prevention, and infrastructure improvements that are already underway and will continue over the next few years. Detection measures include technology that provides real-time alerts and warnings when wrong-way driving is identified, while enhanced signage and pavement markings will help clearly guide drivers and prevent these incidents from occurring in the first place. In the longer term, we will advance capital projects to redesign and reconstruct interchanges with a history of wrong-way driving issues, making them safer for all road users. We will also continue to work closely with the Healey-Driscoll Administration and our law enforcement partners to raise public awareness about the dangers of wrong-way driving and reinforce the importance of following traffic laws.”

“The Massachusetts State Police continue to mourn the loss of Trooper Kevin Trainor, who gave his life while attempting to stop a wrong-way driver. His sacrifice is a solemn reminder of the dangers our Troopers confront every day in their mission to protect the public,” said Massachusetts State Police Colonel Geoffrey Noble.

“While our men and women continue to respond courageously to dangerous driving incidents, these roadway improvements and investments in technology will provide another critical tool to help prevent tragedies and ensure that everyone makes it home safely.  Our hope is simple: that no other family will have to endure the loss and heartbreak experienced by the Trainor family."

“Incidents of wrong way driving are far too common on Massachusetts roadways, and we have seen their lethality in the tragic loss of Chris Dailey, Sergeant Jeremy Cole, and Trooper Kevin Trainor,” said Senate Minority Leader Bruce Tarr (R-Gloucester) “These tragedies, and others, compel swift and comprehensive action to do everything possible to prevent harm from wrong way driving. Fortunately, there are many tools available to effectively confront this threat to roadway safety. Today our state embarks on a mission to use those tools and make our highways safer for everyone who travels on them. While we are working toward the final passage of legislation to codify a state plan in statute, the steps announced today will begin making a difference as soon as they are taken.”
The initiative builds on the Healey-Driscoll Administration's commitment to improving roadway safety and follows several tragic wrong-way driving crashes that have impacted families, communities and law enforcement officers across Massachusetts. The statewide initiative will be implemented through a five-phase strategy that combines immediate safety improvements with longer-term infrastructure investments.
MassDOT will retrofit existing signalized intersections and mainline camera systems with new wrong-way detection technology at approximately 430 locations across the state. The technology will identify wrong-way movements and provide real-time alerts to transportation officials and law enforcement. New hardware will be installed within existing signal cabinets to enable data collection, detection, and notification capabilities. Following installation, the systems will be integrated with activated warning measures, including illuminated signs with flashing LEDs designed to alert drivers before they enter a highway in the wrong direction. These installations will occur throughout 2026 and 2027.
MassDOT personnel are also implementing safety upgrades at highway ramps and interchanges statewide, including enhanced WRONG WAY and DO NOT ENTER signage, improved pavement markings, directional arrows, lighting improvements and other measures designed to reduce driver confusion.
In addition, MassDOT is also piloting next-generation wrong-way detection technologies at locations without existing infrastructure and using data collected to identify locations that require more significant roadway improvements to reduce driver confusion, including curb and island realignment, ramp reconfiguration to clarify driving paths, and channelization enhancements.
Much of this work is already underway, with additional installations expected to begin in the coming weeks. MassDOT will continue to evaluate roadway conditions, collect data and identify opportunities to further reduce wrong-way driving incidents across Massachusetts. Together, these efforts will help save lives and make Massachusetts roads safer for everyone.

Kevin Turner, Executive Director, Massachusetts Ambulance Association:
Our members are often the first to arrive at the scene of wrong-way crashes, and what they witness is devastating. They see lives changed in an instant, families shattered, and communities left grieving. These tragedies are preventable, which makes them all the more heartbreaking. The recent loss of Trooper Kevin Trainor is a painful reminder of the human toll these crashes take. The Massachusetts Ambulance Association stands firmly behind the Healey-Driscoll Administration’s efforts to address this crisis and is committed to supporting measures that will save lives and prevent more families from experiencing this kind of loss.”

Governor Healey Releases Final Recommendations to Modernize High School Graduation Requirements

Recommendations would expand access to college-ready coursework and strengthen career readiness, civics education and financial literacy

BOSTON – The Healey-Driscoll Administration today released final recommendations for a statewide high school graduation framework designed to ensure every Massachusetts student graduates prepared for college, careers and civic life.

The recommendations are the result of more than 18 months of work in collaboration with the K-12 Statewide Graduation Council and were informed by extensive engagement with students, families, educators, employers, community partners, advocates and subject matter experts across Massachusetts.

Building on the administration’s Vision of a Massachusetts Graduate and Initial Statewide Graduation Framework, the final recommendations establish a set of expectations for all students while creating new opportunities for career exploration, civic engagement and digital learning. The recommendations include expanded access to MassCore coursework, work-based learning experiences, civics readiness, and artificial intelligence and digital literacy. If adopted, this framework would create the most comprehensive statewide graduation requirements in the nation.

"Every student deserves a great education that prepares them for success after high school, whether they choose college, a career, service or another path,” said Governor Maura Healey. “We've spent the last 18 months listening to students, families, educators and employers about what young people need to succeed. These recommendations raise the bar while expanding opportunity, helping ensure every student has access to the coursework, real-world experiences and skills they need to build a successful future.”

"We heard from students, educators, employers and families across Massachusetts, and the message was clear: young people need both strong academic preparation and real-world skills,” said Lieutenant Governor Kim Driscoll. “These recommendations reflect that feedback and will help ensure every student graduates ready for whatever path they choose next."

Every student should have access to the coursework needed to pursue college, career and workforce opportunities after graduation. The administration’s final recommendations include that students complete MassCore, a research-backed program of study that meets public higher education admissions requirements and is a strong predictor of postsecondary success. MassCore includes required classes in English, mathematics, lab-based science, history, world language, arts, and five additional "core" courses.

The administration is strongly encouraging all school districts to fully meet MassCore for the incoming 9th grade class in the fall of 2027. MassCore is already widely used in districts, with approximately 74 percent having local graduation requirements that meet or exceed MassCore unit requirements for all core academic subjects. To support districts in meeting MassCore, the administration will be opening $500,000 in total in grants this summer.

“The Graduation Council’s recommendations create a rigorous and nation leading standard that is relevant to the realities students will face after high school,” said Secretary of Education Steve Zrike. “It is critical that a Massachusetts diploma signals to employers, higher education, caregivers, students, educators and to school districts that a graduate is prepared for post-secondary success regardless of their chosen path."

"These comprehensive high school graduation recommendations are a once-in-a-generation chance to better prepare Massachusetts students for success, especially the students who are furthest from opportunity," said Elementary and Secondary Education Commissioner Pedro Martinez. "As co-chair of the Statewide Graduation Council, I know how much research, input and care went into this work, and as a first-generation high school and college graduate, I know how important it is to help students build their path to a promising future."

NEW DATA SHOW FEWEST OPIOID OVERDOSE DEATHS IN BOSTON IN A DECADE

NEW DATA SHOW FEWEST OPIOID OVERDOSE DEATHS IN BOSTON IN A DECADE
Boston Public Health Commission finds 29% decline in opioid overdose deaths in 2025 compared to 2024
BOSTON – Tuesday, June 16, 2026 – New preliminary data analyzed by Boston Public Health Commission (BPHC) show that in 2025, there were 120 opioid overdose deaths in Boston, the lowest number in a decade. This is a 29% drop compared to 2024 and a 56% drop compared to 2023 when fatal opioid overdoses peaked at 272 deaths. This two-year decline reflects the effectiveness of Boston’s comprehensive approach to prevention and harm reduction.
According to BPHC’s Live Long and Well population health equity agenda, unintentional drug overdose is one of the leading causes of early death in Boston, and it disproportionately impacts Black and Latinx communities. Black and Latinx residents account for nearly 37% of Boston’s total population, but they accounted for approximately 48% of all overdose deaths in 2025. Among Black residents, fatal overdoses on average declined by 65% in 2024 and 2025 as compared to 2023. Among Latinx residents there was an average decline of 52% across those two years compared to 2023. While the continued downward trend is promising, these data also underscore the need for additional community-informed interventions tailored to meet the needs of Boston's Black and Latinx communities.
“We are pleased to see a continued decline in opioid-related overdose deaths in Boston. These data reflect the commitment and dedication of providers who work day in and day out to offer the full spectrum of harm reduction and recovery services to people living with substance use disorder throughout our city,” said Dr. Bisola Ojikutu, Commissioner of Public Health for the City of Boston. “We must continue to ensure that all residents have equitable access to these services in order to sustain this progress.”
Boston’s overdose prevention strategies involve offering a full continuum of care, including harm reduction, housing, workforce development, clinical care, and evidence-based treatment to those living with substance use disorder. The success of these strategies is fueled by strong, collaborative partnerships with community organizations, healthcare providers and service agencies that are deeply dedicated to advancing health outcomes for Boston residents.
In 2025, Boston distributed nearly 35,000 doses of the overdose-reversing drug naloxone, the most in a single year in city history. Naloxone was distributed through BPHC programming like AHOPE, street outreach work, and new interventions including public health vending machines and naloxone kiosks.
In late 2024 BPHC also awarded $1 million in grants to five community organizations in neighborhoods with the highest overdose rates to expand prevention efforts and connect more individuals to treatment. Over the course of 2025, these grants connected nearly 2,000 people to substance use treatment and other services, trained 760 people in overdose prevention, and distributed 5,100 doses of naloxone.
Harm reduction and walk-in treatment referrals are available through BPHC’s AHOPE and PAATHS programs. AHOPE offers lifesaving harm reduction services, including syringe exchange, drug checking to identify the presence of fentanyl and xylazine, naloxone distribution, and screening for HIV, hepatitis, and other bloodborne illnesses that can be spread through intravenous drug use. The PAATHS program connects people to a variety of treatment services, including Withdrawal Management Services (“detox”), medication for opioid use disorder, and outpatient treatment programs. Individuals can visit both programs at 774 Albany Street during business hours and walk-ins are welcome. For support with substance use disorders, contact the PAATHS program at 1-855-494-4057 or 3-1-1. For more information, visit boston.gov/recovery.

Healey-Driscoll Administration Announces $4.5M in Annual Grants for Community-Based Behavioral Health Programs

Healey-Driscoll Administration Announces $4.5M in Annual Grants for Community-Based Behavioral Health Programs

Funding will help local organizations expand mental health promotion, prevention and early intervention services across Massachusetts

BOSTON – The Healey-Driscoll Administration today announced $4.5 million in annual funding for 23 organizations through the new Behavioral Health Promotion and Prevention Grant Program. Managed by the Office of Behavioral Health Promotion and Prevention (OBHPP), this multi-year initiative supports community-based organizations that are developing, expanding and sustaining programs that strengthen mental health and well-being across Massachusetts.

The selected organizations represent communities across the state and will focus on improving behavioral health outcomes for historically underserved populations through locally driven prevention, early intervention and wellness initiatives.

“Strong mental well-being is essential to healthy families and communities,” said Governor Maura Healey. “We want people to be able to get help before they reach a crisis point, and these grants will help trusted local organizations expand programs that strengthen well-being, reduce isolation and support healthier communities across Massachusetts."

"Nobody understands the needs of a community better than the people who live and work there," said Lieutenant Governor Kim Driscoll. "By directly supporting community-based mental health initiatives, we're building strong local partnerships that expand opportunities for prevention, early intervention, and long-term well-being at the grassroots level."

"True health equity means meeting people where they are and equipping them with the resources they need in their own communities,” said Health and Human Services Secretary Kiame Mahaniah, MD. “These grants enable 23 community-based organizations to design and implement behavioral health promotion and prevention programs that respond to the specific needs of the individuals and families they serve.”

“These grants allow us to focus resources on historically underserved populations and work towards alleviating inequities in behavioral health,” said Department of Mental Health Commissioner Emily Bailey. “By supporting promotion and prevention programs across the Commonwealth we reinforce the fact that mental health is just as important as physical health in every community.”

“OBHPP’s vision is a thriving and resilient Commonwealth where behavioral health promotion and prevention are fully integrated into every aspect of community well-being, fostering a culture of health equity and empowerment where all can engage fully in life,” said Assistant Commissioner for the Office of Behavioral Health Promotion and Prevention Funmi Aguocha, PsyD. “These grants support organizations and programs that advance our vision for a stronger, healthier, more equitable Massachusetts.”

Grant funding is structured across three tiers, ranging from $100,000 to $350,000 annually, allowing organizations to develop, implement and evaluate new behavioral health programs, or expand existing ones, that align with OBHPP’s mission and vision. Applicants for these grants submitted proposals focused on one or more of these identified priority areas:

Reducing loneliness and social isolation.
Reducing family stress and supporting caregiver well-being.
Promoting infant, early childhood, and maternal mental health.
Reducing psychological distress in immigrant populations.
Promoting early intervention with youth and young adults.
Reducing family and intimate partner violence.
Promoting population well-being through education, training, and skills development.

The multi-year grant funding framework ensures recipients have the means, and the time, to develop and implement their programming. Funded projects operate within one of three categories:
organizations creating or piloting new programs;
organizations ready to launch or expand programs; and
established programs with proven results that need support to grow or sustain their impact.
The selected organizations serve their communities directly by identifying and addressing unique local needs and targeting barriers to well-being:
