RECAP: SBA Administrator Isabella Casillas Guzman Visits Boston on 4/24
 
On Monday, April 24, Administrator Isabella Casillas Guzman, head of the U.S. Small Business Administration (SBA) and the voice in President Biden’s Cabinet for America’s 33 million small businesses, was in the Boston area for two separate events.  
 
First, Administrator Guzman met with LJV Development, the Massachusetts Veteran Owned Small Business of the Year. As a woman-, minority-, and veteran-owned construction management firm, LJV is breaking ground in more ways than one. Administrator Guzman will visit with LJV CEO and Founder, Lisbeth J. Velez, and receive a tour of one of their current projects – a $2.3M eight unit addition in progress for the Boston Chinese Economic Development Council - Home (cedc-boston.org). 


 
 
 
 
Second, Administrator Guzman traveled to Framingham for a roundtable discussion with Black small business owners and Democratic Whip Katherine Clark (MA-5), hosted by the Black Economic Council of Massachusetts (BECMA) 
 
The events focused on the critical role funding through the American Rescue Plan and other economic relief played in helping local businesses survive the pandemic, the challenges Black-owned businesses face moving forward, and the need for investments that support women and veterans in the workforce.

WASHINGTON – SBA Administrator Isabella Casillas Guzman, the voice in President Biden’s Cabinet for America’s over 33 million small businesses, will kick off National Small Business Week (NSBW) events in Washington, D.C. April 30-May 1, 2023. Small business owners, industry leaders, and award winners from around the country will gather in Washington, D.C. to be recognized by the SBA for excellence in entrepreneurial development, exporting, federal contracting, lending, and disaster recovery. The SBA will also recognize the Small Business Persons of the Year representing the 50 states, the District of Columbia, and Puerto Rico, and name the 2023 National Small Business Person of the Year and a runner-up.

The press is invited to attend all events and must RSVP via email to receive event details. Speakers and awardees will be made available for interviews. Like many small businesses in the United States, Hutchinson, Minnesota-based Clay Coyote Gallery & Pottery was hit hard by the pandemic. 6/28 Senator Markey Visits the SBA Massachusetts District Office

Tuesday June 28th, District Director Bob Nelson and Regional Administrator Mike Vlacich welcomed Senator Ed Markey for a visit to the Tip O’Neill Federal Building at the request of the Senator’s office.  Senator Markey wanted to show appreciation for the collaborative partnership in the last few years -- working together to help small business constituents in the region with accessing Covid-relief programs and technical assistance to receive recovery aid.  

Representatives from the SCORE, Center for Women & Enterprise, the SBDC, and SBA staff all joined for the visit.  This meeting also gave Bob the chance to thank and applaud Rakabe Abraham, Regional Director from Senator Markey’s office -- for working with our resource network to help small businesses navigate through the challenges, and also to wish her well on her next chapter in law school at Suffolk University!


NEWS RELEASE: Four Million Hard-Hit Businesses Approved for Nearly $390 Billion in COVID Economic Injury Disaster Loans

SBA delivered an unprecedented level of economic aid to small businesses impacted by the pandemic

WASHINGTON – As the country continues to transition from a historic economic recovery to stable, steady growth that works for families and small businesses, Administrator Isabella Casillas Guzman, the voice for America’s 32.5 million small businesses in President Biden’s Cabinet, highlighted the impact of the SBA’s COVID Economic Injury Disaster Loan (EIDL). Through the life of the program, the SBA disbursed approximately $390 billion to nearly four million small businesses and nonprofits.

Taken together with the American Rescue Plan-funded programs – the Restaurant Revitalization Fund, the Shuttered Venue Operators Grant, the COVID EIDL Targeted and Supplemental Advance Grants, and the Paycheck Protection Program -- COVID EIDL, which was often used for critical business operations such as making payroll, has helped small businesses power historic economic growth. In the first three quarters of 2021, small businesses with fewer than 50 employees created 1.9 million jobs, the fastest nine-month start in any year on record. This historic level of investment in saving our small business economy has resulted in high marks of trust in the SBA among the American public.

“The SBA has delivered historic economic relief to millions of America’s small businesses through the COVID Economic Injury Disaster Loan program,” said Administrator Guzman. “President Biden believes we can deliver government services and ensure critical relief gets into the hands of those who need it the most with equity, speed, and certainty. We delivered on his vision by revamping the COVID EIDL program to expand the delivery of low-interest, flexible loans to meet the continued needs of small businesses for financial relief so they could recover. At the same time, we enhanced anti-fraud measures to protect taxpayer dollars and ensure that funds benefited those Congress intended to help.  Nearly 90 percent of loans went to small businesses with 10 employees or less, which tend to include the hardest-hit and most underserved populations. The hardworking team members of the SBA and the Biden-Harris Administration will continue to use every tool at their disposal to support small business owners.”

Several small business leaders and members of Congress applauded Administrator Guzman and the Agency’s stewardship of the program. In addition, small business owners that received crucial funding to stay afloat shared their testimonials.

Lois Gamerman, COVID EIDL recipient, President and CEO of Soft Stuff Distributors, Inc. in Jessup, Maryland: “Without the great programs and great people of the U.S. Small Business Administration, I might not be in business today. As a specialty foodservice distributor, my company suffered along with every other hospitality and travel-centric business. We lost 85 percent of our business when the country shut down as a response to the pandemic. We furloughed a majority of our 48 employees. With COVID EIDL, we were able to put staff back on payroll, pay down debt, and expand. We now have 52 employees and are on pace to exceed pre-pandemic revenues by 46 percent.”

Willie C. Johnson, COVID EIDL recipient, Owner of WCJ Consultants, LLC, in Baton Rouge, Louisiana: “The pandemic significantly impacted my woman-owned small business. But, because of the funds I received from the SBA’s COVID EIDL, I was able to cover expenses for payroll and rent to help bridge the financial gap from one contract to another to keep my business open as we work to recover from the impact of COVID. In general, it is extremely difficult to find alternative funding sources to COVID EIDL.”

U.S. House Small Business Committee Chairwoman Nydia M. Velázquez (New York-7): “The COVID EIDL program supplied hundreds of billions of dollars in relief to millions of struggling businesses during their time of need. The program, and the tireless efforts of SBA staff to administer it, saved the livelihoods of countless entrepreneurs and helped pave the way for the rapid recovery of our economy. During the Biden Administration, I’ve been proud to work with Administrator Guzman and other leaders at SBA to make substantial improvements to COVID EIDL. I believe that our efforts made the program more secure against fraud, efficient in its operations, and effective in delivering aid to the small businesses that need it. Moving forward, we must continue our rigorous oversight to safeguard the program from fraud and ensure that taxpayer funds are protected.”

U.S. Senator Jacky Rosen (Nevada): “The economic challenges brought on by the pandemic were devastating for our nation’s small business community and they have been felt particularly hard in Nevada, where 99 percent of businesses are small businesses. I fought to ensure that the U.S. Small Business Administration raised the caps on EIDL loans, providing greater relief to thousands of businesses across my state and making this critical program even more effective at helping small business owners get through COVID.”

U.S. Senator Raphael Warnock (Georgia): “The tenacity of Georgia’s small businesses keeps our state’s economy strong. During the pandemic, Economic Injury Disaster Loans were a lifeline for many Georgia small businesses, offering almost $14 billion in financing within the state to help to keep doors open and Georgians working. I was proud to successfully push to extend the deferment period that will provide additional flexibility for nearly 200,000 Georgia small businesses to repay these loans. I’ll continue advocating on the federal level to ensure Washington is doing all it can to keep our Georgia small businesses moving forward.”

Oklahoma City Mayor David Holt: “When COVID hit, we feared we might descend into a long-term recession or worse.  But the federal assistance administered by the SBA has ultimately helped Oklahoma City recover stronger than ever. None of that would have happened without the timely support of these programs.”

We’re thankful that through the COVID Economic Injury Disaster Loan program, the SBA was able to deliver approximately $390 billion in economic relief to nearly four million small businesses across the country. Importantly, as a result of the direct lending program, hundreds of thousands of small business owners traditionally excluded from the financial system were able to unlock relief capital when they needed it most.”

Helping Hard-Hit Small Businesses Survive and Thrive

Under the Biden-Harris Administration, Administrator Guzman has made it her top priority to deliver relief quickly and equitably, make COVID EIDL more flexible, and streamline the application process. At the same time, the fraud controls introduced under Administrator Guzman’s leadership have ensured the SBA can fight fraud by identifying and mitigating fraud risks.

Under Administrator Guzman’s leadership, the SBA:

  • Eliminated an Over One Million Applicant Backlog. Eliminating a one million+ applicant backlog and reducing application processing to an average of two-three weeks which is faster than industry timeframes.
  • Instituted Changes to Increase Loan Processing Volumes.  Under streamlined processes, the SBA processed $1 billion of relief to 50,000 small business owners per day at peak stages, dwarfing the processing volumes of the world’s largest financial institutions.
  • Established a 30-Day Exclusivity Window. To ensure the smallest of businesses had additional time to access these funds, the SBA implemented a 30-day exclusivity window for approving and disbursing funds for loans of $500,000 or less, after the cap was increased to $2 million.
  • Increased the COVID EIDL Cap. The SBA lifted the COVID EIDL loan cap to $2 million for eligible applicants. Loan funds can be used for any normal operating expenses and working capital, including payroll, purchasing equipment, and making debt payments.
  • Implemented Deferred Payment Periods. To assist small businesses struggling to make ends meet, the SBA established extended deferred payment periods so small business owners will not have to begin COVID EIDL repayment until 30 months after loan origination.
  • Expanded Eligible Use of Funds. Recognizing the importance of capital flexibility, the SBA made COVID EIDL funds eligible to prepay commercial debt and for payments on federal business debt.
  • Instituted Industry Best Practices to Reduce Fraud. To ensure federal relief dollars reached the small businesses Congress intended to help, the SBA instituted anti-fraud measures, including IRS verified tax returns and checking Treasury’s Do Not Pay List.  Staff review of loans flagged for possible fraud has protected taxpayer dollars and led to the referral of suspected fraud to federal law enforcement authorities.

 

The SBA remains committed to increasing capital for small businesses, including those in underserved communities. Small business owners still seeking assistance can participate in the Community Advantage loan-guarantee program, the 7(a) and 504 loan programs, or connect with their local SBA field office to get connected to an SBA lender that can best meet their capital needs and/or a Community Navigator to get connected to additional small business resources. About COVID-19 Economic Injury Disaster Loans 
In response to COVID-19, small business owners, including agricultural businesses and nonprofit organizations in all U.S. states, Washington, D.C., and territories were able to apply for the COVID-19 Economic Injury Disaster Loan (EIDL). The purpose of EIDL is to provide financial assistance for small businesses to meet financial obligations and operating expenses that could have been met had the disaster not occurred.

6/28 Visit with BDC Community Capital Corporation

Tuesday, June 28th – Lead Lender Relations Specialist Ili Spahiu and District Director Bob Nelson met with Karim Hill, President of the newly established CDFI named BDC Community Capital Corporation.  BDCCC is a treasury certified CDFI with a  focus on African American and Hispanic American business owners, and also businesses located in underserved areas throughout the Commonwealth.  Also participating in the meeting were Carol Fleit, EVP and Paul Flynn, President of BDC Capital Corp. the parent organization of BDCCC -- to talk about SBA's changes to our Community Advantage pilot program which streamlines the underwriting and processing of CA loans and has a goal of 60% to businesses in underserved communities, veterans and new businesses. BDC was our first in person visit to the MA SBA District Office since pre Covid.


6/27 Event at Berkshire Innovation Center with Congressman Neal and City of Pittsfield Mayor Tyer

Monday, June 27th, General Dynamic Mission Systems held a small business event focused on DoD contracting.  This daylong event held at the Berkshire Innovation Center was attended by Congressman Richard Neal and also the Mayor of Pittsfield, Linda Tyer.  Springfield Branch Manager, Oreste Varela provided an overview of federal contracting; and Procurement Technical Assistance Center Advisor for Western Massachusetts Grace Otta, provided an overview of PTAC services.  This event was well attended by over 70 small businesses, economic development organizations and many General Dynamic leaders.

On Friday June 24, the MA SBA District Office and the RI SBA District Offices participated in Southeastern Economic Development Corporation's (504 CDC/microlender and CA lender) full day lender training event in Middleborough, MA with DD Bob Nelson and DD Mark Hayward sharing welcoming remarks; and MA Lead LRS Ili Spahiu and RI LRS Dan Horowitz delivering the content on 7a.    SBA Microlender and Certified Development Corporation, SEED Corp. presented the 504 portion of the lender training.  This was the first in-person training event held by SEED in several years due to Covid and more than 60 lenders attended including many new and up and coming commercial lenders eager to learn about SBA and our capital programs.

On June 10th District Director Bob Nelson was the keynote at the Merrimack Valley Chamber of Commerce’s Annual Small Business Recognition Awards Program.  At this year’s celebration, a diversified line up of small businesses and small business champions were recognized by the chamber for their growth, advocacy, resiliency and support of the Merrimack Valley.  Most of the entities recognized received support from SBA’s recovery and traditional loan programs and all shared their thanks to the SBA for what was done to help small businesses to survive the Covid crisis.   This is why we do what we do every day!

WASHINGTON – Today, Administrator Isabella Casillas Guzman, head of the U.S. Small Business Administration (SBA) and the voice for America’s 32.5 million small businesses in President Biden’s Cabinet, signed a Strategic Alliance Memorandum (SAM)--an authority unique to the SBA among federal agencies--with President Reuben A. Shelton III, Esq., on behalf of the National Pan-Hellenic Council (NPHC)’s Council of Presidents, comprised of nine historically Black fraternities and sororities, sometimes referred to as the “Divine Nine.”

“This historic alliance between the SBA and the NPHC—the first of its kind for a government agency—will bring SBA’s valuable small business resources into reach for many small businesses and entrepreneurs, furthering the Biden-Harris Administration’s commitment to build equity and close historic wealth gaps that have held back America’s Black entrepreneurs, small business owners and their families and communities for generations,” said Administrator Guzman. “Over the past 18 months, the SBA has made incredible progress reaching more of America’s small businesses, delivering vital resources and support to entrepreneurs who have been historically underinvested in and overlooked—the same people and communities hit hardest by the COVID pandemic. Working alongside partners and allies within the Divine Nine will provide even greater reach for the SBA to better provide the highly entrepreneurial Black community access to networks, financial literacy, technical training, and capital readiness so they can successfully realize their American Dreams of business ownership, create jobs, and advance our economy.”

Announced in the leadup to Juneteenth, this new strategic alliance advances the SBA’s implementation of the Biden-Harris Administration’s commitment to building equity throughout the federal government and across America. Under the new alliance, a unique agreement for a federal government agency, the partnership will focus on increasing financial literacy within traditionally underserved, disadvantaged communities, expanding the Agency’s outreach, and introducing Black entrepreneurs to the SBA’s suite of tools and resources to start and grow their businesses including access to capital, government contracting opportunities and counseling.

The SBA Has Deepened its Engagement and Support of African American, Black and Historically Disadvantaged Small Business Owners.

In line with the Biden-Harris Administration’s agenda outlined in the recently released SBA Equity Action Plan, the SBA has instituted several major changes to level the playing field for all small businesses, including making impactful reforms to the Community Advantage (CA) Pilot loan program that prioritizes equitable access to capital for low-income borrowers and those from underserved communities, releasing disaggregated data across industries and sectors by race and ethnicity and helping to deliver contracting reforms to bring in new, diverse contractors, and launching the American Rescue Plan’s $100 million Community Navigators program.

In addition, the SBA has expanded the number of Women’s Business Centers (WBCs) it supports to 146 – the largest WBC network in the history of the SBA. Notably, this investment under Administrator Guzman signifies the tripling of WBCs at HBCUs and Minority Serving Institutions (MSIs). Since March 2021, the complete listing of WBCs housed on the campuses of Historically Black Colleges and Universities (HBCUs) now includes:

  • Miles College, Fairfield, Alabama
  • Savannah State University, Savannah, Georgia
  • Morgan State University, Baltimore, Maryland
  • Bowie State University, Bowie, Maryland
  • Jackson State University, Jackson, Mississippi
  • Alcorn State University, Lorman, Mississippi
  • Bennett College, Greensboro, North Carolina
  • Winston-Salem State University, Winston Salem, North Carolina
  • Benedict College, Columbia, South Carolina

As the first-ever Asian American woman to lead the NMSDC, Ying will bring her personal journey and experience as an immigrant, corporate leader, entrepreneur, and government policy advisor to elevate diverse businesses to an even higher level of growth and success.  Ying has more than fifteen years of knowledge and expertise in supporting and advocating for the NMSDC and is eminently qualified to serve as its national leader during these economically challenging times.

Congratulations to Nisha Ramachandran, the first South Asian to serve as CAPAC Executive Director
Nisha Ramachandran assumed the position as the executive director of the Congressional Asian Pacific American Caucus (CAPAC), becoming the first South Asian to serve in the role. Ramachandran served as an APAICS Fellow in the office of CAPAC member Congressman Ami Bera.

Hosted by the National Asian/Pacific Islander American Chamber of Commerce and Entrepreneurship (National ACE) and International Leadership Foundation (ILF), this is a two-part series focused on the federal response to the alarming increase in violence against Asian Americans and Pacific Islanders. These sessions will focus on the role of federal law enforcement and what the U.S. Department of Justice is doing to combat violent hate. There will be a panel discussion with federal partners to address AAPI community concerns regarding workplace discrimination, bullying, community safety, and hate crimes. After a brief period of questions and answers, business and community leaders will have the opportunity to share their perspectives through a roundtable discussion with the federal officials present.

Policy Updates:

  • The American Rescue Plan, a $1.9 trillion stimulus package, passed on March 11, 2021. Among other things, it will help small businesses rehire and retain workers by extending the employee retention credit through the end of 2021 and provide $28 billion for a new grant program to support hard-hit small restaurants and other food and drinking establishments.   • On March 26, 2021, National ACE and our partners met with White House advisor Cedric Richmond for a listening session on the alarming rise in racist attacks against AAPIs. 
  • AAPI Appointees: Howard Ou, Vivek Murthy, Vanita Gupta, Julie Su, Dilawar Syed, and Katherine Tai. Ms. Tai was confirmed as US Trade Representative on March 17, 2021, by a vote of 98-0. She is the first Asian American and the first woman of color and to serve as the USTR. 
  • On March 18, 2021, National ACE hosted a partners meeting on anti-AAPI hate and the Atlanta shootings with Rep. Grace Meng


  • PPP Extension Act of 2021: The Paycheck Protection Program was extended an additional two months to May 31, 2021, and it provides an additional 30-day period for the SBA to process applications that are still pending. 


  • President Biden Announces Additional Actions to Respond to Anti-Asian Violence, Xenophobia and Bias on March 30, 2021

This anti-Asian racism and violence is further damaging the small business owners in our community during these already difficult times. National ACE is determined to help AAPI business owners overcome their business challenges and begin to recover from the devastating impact the coronavirus pandemic has had on their businesses.

Findings from National ACE’s Survey with PPS found that nearly 1 in 3 AAPI businesswomen have experienced anti-Asian sentiment because of the pandemic.

PPP Updates:

 
The Biden administration has made changes to the SBA’s Paycheck Protection Program. From February 24, 2021 - March 10, 2021, the PPP program will only process loans to the smallest businesses, those with fewer than 20 employees. 
 

  • PPP Application requirements have changed! There is a new calculation formula for sole proprietors applying for PPP, some non-citizen U.S. residents can apply for loans, and some prior restrictions (i.e. business owners with felonies, or who were delinquent on student loans) have been removed to make the loans more accessible.   • Full AAPI Survey Briefing   On February 8, 2021, National ACE and Public Private Strategies provided a full briefing on our national survey, which included special remarks from Congresswoman Grace Meng and Congressman Andy Kim. Over 800 AAPI small business owners across the United States participated in the survey, and the findings show that AAPI businesses and communities have been disproportionately affected by the pandemic.   • Celebrating AAPI Restaurants & Lunar New Year - On February 9, 2021, our partners, CNY in the Desert, Wells Fargo and AARP, co-hosted our first-ever, virtual Lunar New Year/Year of the Ox Celebration with over 500 live views. This program highlighted AAPI-owned restaurants across the country and entertainment from Las Vegas!   • General Nakasone Conversation on Cybersecurity - On January 11, 2021, in partnership with U.S. Japan Council and Deloitte, we co-hosted an exclusive “off-the-record” interview with General Paul M. Nakasone, Commander, U.S. Cyber Command, and Director, National Security Agency/Chief, Central Security Service. He is the highest-ranking officer of Japanese and Asian American heritage in the United States Army. The discussion covered: global security and business; leadership development and talent acquisition; and the General's personal story and Japanese American heritage.

 

  • Celebrating Chinese New Year and the Future of Chinatowns - On February 25, 2021 with C100, we hosted a conversation on the futures of Chinatowns across the United States, and how Covid-19 has changed the landscape for AAPI business owners. View the event here.

Attorney Meihuei Hu has had 20 years of experience in residential and commercial conveyance, as well as over ten years of experience in family law and intellectual property. She is the owner of Hu Law Office PC, which operates out of Brookline, Massachusetts. She is fluent in Taiwanese and Mandarin, and her law practice helps clients navigate the American legal system with cultural and linguistic sensitivity. For almost two decades she has provided integral services to her community. She actively promotes public interest through her involvement in the First Time Home Buyer seminars with Asian Community Development Council, and her role as President and legal counsel for the STUF United Fund, past president of the Taiwan Chamber of Commerce of New England and the past chair of the 2015 NAPABA NE Regional Conference CLE SSF subcommittee. In her past time, Ms. Hu enjoys dragon boat racing, kayaking, staying active, book club and golfing.

Henry Tang is a 35 year investment banking veteran of Wall Street having participated in the global development and transformation of the capital markets that exists today. He has been engaged in global securities and banking activities for several of the largest Wall Street investment banks, including Salomon Brothers, Lehman Brothers, Prudential, and Jefferies & Co.  Today, he is the managing partner of Carnegie Towers Group, a global strategic investment advisory organization to financial institutions along with M&A and real estate advisory services to U.S. and China cross border investors.
After earning BS and MBA degrees from Columbia University, he entered the Wall Street investment industry as an economist with subsequent assignments in research analysis, portfolio strategy, corporate finance, sales, syndication, trading, securities corporate management and investment banking across different markets including the UK, Germany, France, Japan, Singapore, Hong Kong, Taiwan and China.   Mr. Tang has had a long-standing commitment towards fostering conditions for the advancing Asian economies through public policy. He has been active as a governor, chairman and co-founder of the Committee of 100, a non-governmental public policy organization engaged in U.S.-China relations since 1989.  He spearheaded the Committee’s efforts to bring equity to the Dr. Wen Ho Lee case which resulted in the dropping of espionage charges against Dr. Lee.  Prior to this, he had an 18 year engagement as chairman, president and director of the Chinese American Planning Council, a New York public service agency that was a pioneer in improving the delivery of public services to the Asian and Chinese American communities. His commitment to diversity and opportunity development led to a Presidential appointment to the Federal Glass Ceiling Commission where he helped advance Asian participation in many levels of private and public sector management. In 1987, Mayor Edward Koch granted him the Ethnic New Yorker Award. He is the recipient of the Asian American Business Achievement Award, the Ellis Island Medal of Honor, the Bridge to Brotherhood Award and was recognized the Homecrest Man of the Year in 2007.  Mr. Tang served on the New York-Beijing Sister City Commission and was founder-director of the Asian Financial Society and the Chinese American Executive Forum. He has or currently serves on the advisory boards of the New York Metropolitan Museum of Art, the NY Philharmonic, the NY Historical Society, the Hopkins-Nanjing Center for Chinese Studies, the Yale China Association, trustee for the Committee on Economic Development (Washington based policy organization) and board member of the New York 2012 Olympic Committee.
Linda Ji (季学清)  A partner at McDermott Will & Emery LLP
Linda Ji is a partner at McDermott Will & Emery LLP . She has extensive experience representing domestic and international clients in connection with a wide range of corporate and commercial transactions, with a specialty focus on cross-border deals. Linda represents clients ranging from startups to Fortune 500 companies in various industries, including emerging and high technologies, life sciences, consumer products, manufacturing and health care real estate.
Linda develops strategies and practical solutions tailored to each client, taking into consideration their unique needs, laws and regulations of China, US and other jurisdictions, as well as tax treaties. Linda has represented multiple Chinese and US companies in their business operations and expansions in the US, including corporate structuring, new company formation, VC/PE financings, debt financings, mergers and acquisitions, IPOs and post-IPO compliance, joint ventures, technology licensing, strategic collaborations, as well as corporate governance, equity compensation and equity incentive plans, and other operational matters. Linda also counsels China-based clients in connection with transactions involving US national security analysis and filings with the Committee on Foreign Investment in the United States (CFIUS).
Additionally, Linda advises US and European companies on doing business in China, on matters such as formation of WFOEs and JVs, acquisitions, compliance, IP enforcement and profits repatriation. Prior to coming to the US, Linda worked at the Ministry of Commerce of PR China (MOFCOM) in Beijing.
Yun Fei Zhang (张云飞)  PhD & Founding member of IP Dynamics Inc
张云飞先生, 美国波士顿大学物理学与天文学博士。作为亚信科技 (AsiaInfo) 的共同创始人,张云飞参与了中国互联网的设计及构架。主持了ChinaNET,UniNet 和CNCNet 三大全国骨干互联网的设计和建设。之后,张云飞先生在2000年创办了游龙网络科技公司并任董事长。在2000年至2006年间张云飞先生出任美国IP Dynamics公司首席技术官及董事。张云飞先生还曾兼任中科大信息科学特聘研究教授(未来网络实验室执行副主任)、上海市信息投资股份有限公司技术总监、邮电出版社《电信技术》顾问等职,并是国际互联网工程工作组(IETF)提案 RFC 1842的作者。
Dr. Yun Fei Zhang was a founding member of IP Dynamics Inc., a silicone valley startup, and served as the CTO and a Board Director of the company. Prior to IP Dynamics, Dr. Zhang was a co-founder of AsiaInfo Holdings Inc. While at AsiaInfo, Dr. Zhang was the Chief Architect for the first three largest national Internet backbone networks in China. Prior to AsiaInfo, Dr. Zhang worked at Harvard-Smithsonian Center for Astrophysics on a NASA space explorer, responsible for its distributed data network subsystem.
Dr. Zhang was a Distinguished Visiting Professor at University of Science and Technology of China and served as the Executive Deputy Director of its Laboratory for Future Networks. Dr. Zhang was also a co-founder and Chairman of DragonFlow Networks Inc., CTO of Shanghai Information Investment Co., and a co-author of the Internet IETF RFC 1842.
Dr. Zhang holds a Ph.D. from Boston University and a Bachelor from University of Science and Technology of China.
Ethan Xu (徐亦迅)  PhD

Dr. Ethan Xu is currently Director of Bioinformatics at the Translational Sciences Unit of Sanofi Genzyme. Ethan obtained his Ph.D. in Biochemistry, Cellular and Molecular Biology from Johns Hopkins University School of Medicine. While working in the Systems Toxicology Group of Merck Research Laboratories, Ethan developed a new method to integrate metabolomics with transcriptomics data to build detailed models of drug-induced toxicity. At the biotech company Infinity Pharmaceuticals, Ethan built a cloud-based clinical NGS pipeline and data warehouse to support multiple oncology clinical trials and translational biomarker discovery. At Sanofi US, Ethan has been leading Translational Sciences’ data science efforts to integrate human genetics with multi-omics profiling for the therapeutic pipeline development in autoimmune diseases and rare diseases.
Billy Zhang (张自力)  PhD
Billy Zhang博士目前为德满(青岛)智能信息能源设备有限公司董事长,2019年起任西安邮电大学的特聘教授。
张博士早先任职于美国财富500强公司,在通讯和电子信息领域的供应链管理、产品管理、销售管理、市场管理、企业管理等各部门担任重要职位,领导了全球采购、技术转化、产品开发、市场开拓及产品的全生命周期管理,亲身参与全球化过程。职业一直处于当时世界技术发展的最前沿,从卫星通讯和移动通讯以及卫星数字电视到数据存储和光通讯,并参与国际电讯联盟的光通讯标准制定。 先后在Hughes Network Systems 任材料工程师,负责全球供应商管理,足迹遍布亚洲、欧洲和北美各个角落。在LeCroy任产品经理,负责数据存储器件(计算机硬盘)精密测试设备的开发和全球营销。在Tektronix 任产品营销经理,负责光通讯精密测试设备的开发和全球营销。

王雷,生于江苏南通,长于北京,毕业于北京四中,清华大学计算机系,后来到北卡大学攻读计算机硕士学位。早在2003年,还在宾州大学沃顿商学院修MBA时,王雷女士就开始攀峰,登上了非洲最高峰,位于肯尼亚与坦桑尼亚交界处的乞力马扎罗峰。
2005年攀上欧洲最高峰,位于俄罗斯的厄尔布鲁士峰;2007年,又拿下三大高峰,位于美国的北美洲最高峰麦金利峰,位于印尼的大洋洲最高峰查亚峰峦,和南极洲最高峰艾森峰;2008年再登上位于阿根廷的南美洲最高峰阿空加瓜峰,以及南极点、北极点。2010年,王雷成功登顶珠穆朗玛峰。征服人生路上的一道道坎。
