天滿街288-290號將建171個100%可負擔住宅單位

                      (Boston Orange 周菊子波士頓綜合報導) 波士頓市天滿街288-290號的12號地段(P- 12C)，將由4組織合作，建成30層高，有171個住宅單位的100%可負擔大樓。

                  波士頓前鋒報(Boston Herald)和波士頓商業雜誌(BBJ)，7月16日都再發文報導，強調這將是一棟所有住宅單位都有收入限制的100%可負擔大樓，一樓還將留出空位，建永久性的波士頓華埠公共圖書館。

                         千禧年夥伴(Millennium Partners)和亞美社區發展協會(ACDC)，柯柯仁堅尼遜(Corcoran Jennison)公司，附屬於塔芙茨醫療中心的塔芙茨分享服務(Tufts Shared Services)公司等四機構，早從2018年1月就已向波士頓計畫及發展部門(BPDA)提案，要在天滿街288-290號這原為停車場的土地上，建一棟30層高，共171個有收入限制單位，有416,500平方呎的綜合用途大樓。

                           千禧年夥伴在2016年時，計畫斥資13億元，在波士頓市政擁有的停車場，也就是溫卓普廣場(Winthrop Square)115號上，蓋一棟綜合用途大樓。根據市府規定，如果他們不在所建大樓內留出固定百分比的可負擔住宅單位，就必須在另一個地點建造同樣數量的可負擔住宅。千禧年夥伴因此找了亞美社區發展協會這非牟利機構合作。

                       波士頓市政府在同年稍後，要這兩個機構合作，發展波士頓市政府擁有的另一塊停車場，也就是天滿街288-290號。

                     這一發展計畫，還將拓展柯柯仁堅尼遜公司所擁有的雙樹酒店(DoubleTree Hotel )，以及塔芙茨停車場。

                    這171個單位，有的出租，有的出售，全都有收入限制。亞美社區發展協會行政主任劉安琪表示，這對華埠來說尤其重要。

           根據BuildUp的網站資料，這棟大樓的估計造價為1億7400萬元，一樓會是波士頓華埠公共圖書館，二樓有會議中心，晚宴廳，4到10樓會是酒店房間，11樓到29樓會是住宅單位，面積為600到1,200平方呎不等，其中45間為出租公寓，126間為出售的共管公寓。

出租公寓部分， 會有15個1睡房單位，25個2睡房單位，5個3睡房單位。9個，36個單位，依序預定出租給家庭收入不超過地區中位收入30%，60%人家。

出售的共管公寓部分，會有42個一睡房單位，70個兩睡房單位，以及4個3睡房單位。出售對象為家庭年收入在地區中位收入的70%到100%人家。

波士頓慈濟訂八月十七日舉辦祈福會

             (Boston Orange) 佛教慈濟基金會波士頓聯絡處將於8月17日(週六)上午11點至下午2點，舉辦祈福活動，宣導”七月原是吉祥月”理念，並於8月份內和花蓮靜思精舍連線，舉辦3場”地藏經”共修。

             波士頓慈濟發出新聞稿指出，農曆七月是佛教及詳月，也是佛陀的歡喜月，感恩的孝親月。1974年時，慈濟證嚴上人就開始詳述蘭盆法會，普渡的真義，期許慈濟人深入社區，推動正知，正見，正信佛教，了解"真正的普渡觀念。2003年又開始把法會轉變為祈福會形式，在社區當地，舉辦各種愛灑祈福活動，宣導”七月原是吉祥月”的理念。

             8月份起，波士頓慈濟將和花蓮靜思精舍連線，由常住師父帶領，舉辦3場”地藏經”共修，與全球慈濟人一起虔誠誦念，為世間祈福。

             8月17日(週六)上午11點至下午2點，波士頓慈濟將舉辦”七月祈福”活動，以敬愛天地聚福緣的心念，感懷親恩，推動蔬食三好，健康好，環境好，尊重生命好的力行環保，疼惜大地。

             活動當天，波士頓慈濟將備蔬食點與來賓分享，歡迎來賓購買健康食品，素食料理食譜，醫療健保書籍等靜思法品。聯絡處還有二手物惜福站，與來賓分享延續物命，資源再利用，落實護生，環保理念。

波士頓慈濟表示，今年極端氣候影響劇烈，環境變異災害層出，3月份時熱帶氣旋伊代，造成東非莫三比克、辛巴威及馬拉威等三國嚴重受損，慈濟人深入災區援助。在吉祥月活動期間，慈濟還將佈展援助東非三國足跡，讓愛”非”揚的系列報導，勸募愛心。

BOSTON – Governor Charlie Baker and Lieutenant Governor Karyn Polito today joined Executive Office of Energy and Environmental Affairs (EEA) Secretary Kathleen Theoharides, Department of Conservation and Recreation (DCR) Commissioner Leo Roy, state and local officials, and key partners to celebrate the start of the 2019 Summer Nights Initiative at the DCR’s Dillaway-Thomas House in Roxbury. Since 2015, the Baker-Polito Administration has invested in additional recreational opportunities, such as increased programming and the extension of operating hours at several DCR water facilities, in select urban communities across the state for youth to enjoy during the summer vacation months.

“Our administration launched this program in 2015 to provide young people across the Commonwealth with the chance to participate in recreational and educational activities, and we’re proud to kick-off another summer,” said Governor Charlie Baker. “The goal of Summer Nights is to provide safe, inclusive and fun events for kids in dozens of communities to enjoy our parks and pools and we are grateful for the organizations who participate in this program.”

This year, the administration has partnered with 14 organizations within several cities, including the City of Boston’s Dorchester, Hyde Park, Jamaica Plain, Mattapan, Roxbury, and South End neighborhoods. Furthermore, eight state pools and two spray decks will have extended hours on Thursdays, including seven facilities in the Greater Boston area.

“Thanks to the Summer Nights Initiative and many involved stakeholders, youth from around the state are able to participate in excellent programming that is tailored to meet their interests and needs throughout July and August,” said Lieutenant Governor Karyn Polito.“The Summer Nights Initiative serves as a great example of state government working in partnership with key stakeholders to meet a shared goal that directly benefits the public.”

The Baker-Polito Administration is working in conjunction with 14 community partners to provide an exciting schedule of recreational, educational, cultural, and arts programs for kids, teens, and young adults to learn new skills and socialize with one another. Programs such as basketball, flag-football, floor hockey, kickball, dodgeball, volleyball, and ping pong, as well as, dancing, fitness, talent shows, and arts and crafts will be featured. The DCR’s program partners are Score4More (Jamaica Plain & Dorchester); PIM (Hyde Park & Dorchester); Youth Connect (Worcester); NAACP (Roxbury); MLK Family Services (Springfield); En Motion (Springfield); Originations (Roxbury); Boys and Girls Club of  Lawrence (Lawrence/Methuen); Boys and Girls Club of Greater Lowell (Greater Lowell); Dennison Community Center (New Bedford); Boys and Girls Club of Metro South (Brockton); Elevate Boston Foundation (Roxbury); Lena Park Community Center (Dorchester); and, Black Ministerial Alliance (Mattapan, Dorchester, Roxbury and South End).

“The Summer Nights Initiative provides a great opportunity for children to get outside and experience enriching programs and healthy activities all summer long,” said Energy and Environmental Affairs Secretary Kathleen Theoharides. “Importantly, by keeping parks and swimming facilities open a little longer and offering special programming with partners, children will remain engaged during the school vacation season.”

The Dillaway-Thomas House, which is located at Roxbury Heritage State Park in Boston, recently underwent a major $3.7 million renovation project in an effort to preserve the historic landmark for future generations to use. Renovations that were made to the building include structural improvements, restoration of historic components, upgrades to the electrical systems, and park improvements. As a result of the enhanced space, the NAACP’s Boston Branch will be hosting an entrepreneurship course at the facility for 24 youths between the ages of 16-19 to teach them how to create, market, and sell their own products during the Summer Nights Initiative program.

“Economic opportunity is one of our country’s longstanding promises. Yet, economic inequality is a reality for so many of our families,” said Tanisha M. Sullivan, President of the NAACP Boston Branch. “To help address this challenge we are thrilled to launch our summer initiative for young people who are interested in learning how they can chart their own path to economic freedom. In collaboration with the Baker-Polito Administration, Street2Ivy, and several private and philanthropic organizations, this program is creating a new blueprint for summertime in the city.”

Additionally, the popular Free Family Flicks movie series will once again be offered by the DCR this summer. Movies will be shown at six locations throughout the state, with four locations in or near Boston (Martini Memorial Shell in Hyde Park, Sylvester Baxter State Park in Somerville, the Charles River Esplanade’s Hatch Memorial Shell in the Back Bay, and Pope John Paul II Park in Dorchester). Featured movies include: Ralph Breaks the Internet; Mary Poppins Returns; Spiderman into the Spider Verse; Bumblebee; The Lego Movie 2; How To Train Your Dragon: The Hidden World; Captain Marvel; and, Dumbo. The Free Family Flicks program provides family fun and entertainment at no charge (parking fees may apply depending on location).

陳菊訪波士頓低調為蔡英文拉票

       (Boston Orange 周菊子波士頓報導) “花媽”來波士頓了。七月十三日傍晚和年輕僑胞有約，七月十四日中午和台商牽線的僑團首長聚餐。總統府祕書長陳菊說，她這趟來波士頓是” 要負起身為民選政府成員的責任，傾聽海外的台灣人們的意見，說明政府的政策”。

             七月十一日時，陳菊已經在她的”陳菊(花媽)”臉書網頁上表示，她正陪同總統踏上”自由民主永續之旅”，前往美國。蔡英文在過境美國後，將往加勒比海，到邦交國做國是訪問，她自己將留在美國，從東岸到西岸的拜訪幾座城市，和僑胞交流。

             陳菊在七月十三日下午五點半左右，和立法院副院長蔡其昌，立法委員鍾孔炤，國策顧問劉進興等一行12人抵達波士頓僑教中心，在由波士頓台灣同鄉會主辦的”菊姐與僑胞有約”中，和應邀出席的約70人座談。七月十四日中午，在Peabody一餐館，和波克萊台灣商會前會長蘇鴻昌和顧問游勝雄邀約來的大波士頓地區商會，僑團首長，約50人聚餐。

             在波士頓僑教中心的座談由波士頓台灣同鄉會會長林碧憶開場，李坤珀，林治中擔任司儀。李坤珀在一開場時指出，這場座談非常特別，因為波士頓台灣同鄉會中有很多前輩，在當年戒嚴時期無法回台灣，很難想像這天竟會在僑教中心這場地，和總統府秘書長，政府官員座談，這反映了台灣從威權到民主的很大轉變。但是台灣還有很多需要去努力的方面，尤其是要怎樣實施轉型正義，如何凝聚共識，他們想知道台灣政府目前採取了什麼行動來化解大家的衝突，並實現轉型正義。

             陳菊坦言，這問題和她的人生歷程有關。1979年她到波士頓，見過許多台灣同鄉。當年熱愛、支持台灣的人，都被視為叛亂，罪不可赦，被列入黑名單，很多人長達40年不能回到自己的故鄉。也是那個時候，海外和台灣之內的台灣人都認為台灣是全世界最慘的國家，國會從來不需要改選，不能反映民意。由於當時組織反對黨會被判刑，坐牢，所以有一群被稱為”黨外”的人士，以”美麗島雜誌社”名義，組織了一個沒有黨名的黨，目標就是為台灣組織反對黨，這在民主國家非常普通，基本的組織。

             陳菊說，當時她們要求解除戒嚴，國會改選，開放黨禁、報禁，總統直接民選，都是民主政治最基本的事，但在那時的台灣是大事，台灣統治階層不願意看到台灣民主化，才發生了1979年12月10日，在國際人權日那天的美麗島事件，把她們這些主張民主的人都先抓起來再說。

從1947年二二八事件到1979年美麗島事件，中間發生過很多各種不同案件，從來沒有公開審判，但是1979年時，台灣已經進入不同階段，他們這些公然主張民主的人，是在”戒嚴”時期，根據”動員戡亂時期懲治叛亂條例第二條第一款唯一死刑”，接受軍事法庭審判，那也是台灣第一次公開審判。

陳菊認為，從二二八事件歷經恐懼，不敢觸碰政治，到1979年發生美麗島事件，林家血案以後，許多台灣人都認為關心台灣這土地，關心台灣的發展，是做為台灣人的天職。

她說，但是蔡英文總統和過去參與民主政治的她們這些人完全不一樣，沒有被壓迫過的經歷，是非典型的民進黨主席，非常專業，理性，要把民進黨，國家帶往一個新方向，是一個新時代的開始。

由於歷史的真相要理清，知道誰是加害者，誰是受害者，這個社會才能和解。陳菊表示，蔡英文非常在乎要給受苦的台灣人必要的交代，通過了促進轉型正義條例，還有專業的人來對促進轉型議題做研究。如今大約8000多名政治犯已得到平反。儘管許多人已不在世，但對他們的家人來說這非常重要。

陳菊指出，還有陳文成案，林家血案，美麗島事件等的歷史真相，文官體系以國家機密法為由，不予公開。她們經過內部討論後，已修法通過修訂”政治檔案法”，希望能盡量還原真相。

在座談中，波士頓台灣同鄉會前會長王志傑，台灣人公共事務會麻州分會前會長杜荷洲，現任會長法霍爾(Howard Fass)，波克萊台灣商會前會長林信福，紐英崙玉山科技協會會長陳立洋等多人，分別提及蔡英文支持率從高降低是為什麼，該如何防範紅色媒體滲透但同時能保障言論自由，有關謝清志和翁啟惠案件，台灣的經濟政策該怎麼訂，司法制度應怎麼改等等問題。

             蔡其昌指出，司法改革要在確保公正之際兼顧其獨立性，的確很困難。過去三年來，立法院在修法上最重要的兩件事，一是修訂了法官法，讓不適任法官有退任機制，一是修訂了檢察官任命制度，以避免不同檢察官可因個人意見，對同類案件有迥異判決的情況出現。例如前總統陳水扁案以實質影響力入罪，另一人的同類案件卻以法令職權說豁免於罪。

             蔡其昌還以他本人在學時主修歷史指出，台灣的國家治理，還有很多困難需要克服，很多人以為轉型正義是要清算過去，或清算某一個政黨，但其實推動轉型正義是因為不能了解，面對，處理過去的事實的國家，會是一個沒有未來的國家。

             劉進興在會中表示，蔡英文的支持率會下降是因為改革會得罪很多人，例如年金改革，其實是很多前任總統都該做的事。在防範紅色媒體滲透上，台灣最近通過了對大陸或港澳地區適用外患罪，立法院下個會期將通過”外國代理人條例”等，都是為了捍衛台灣主權和安全所採取的措施。他表示，明年一月十一日，台灣將面對最大考驗。

陳菊在座談會末，為沒有時間談謝清志，翁啟惠案抱歉，但表示看到有這麼多年輕人關懷台灣，感到很高興，也很感激。十四日她在臉書上也寫了一篇訪波感言。

中華藝術協會會長林愛迪辭世 享年83歲

                (Boston Orange)中華藝術協會會長林愛迪於2019年6月28日辭世，享年83歲。7月13日，有200多人出席在波士頓華人聖經教會舉行的追思禮拜，以聖經詩歌與親友致詞，表達懷念。

               林愛迪在中國出生，二次世界大戰後，隨父母及兩個妹妹遷居台灣台北。他從小喜愛繪畫與音樂，曾隨名師學彈鋼琴，後來畢業於台灣師範大學音樂系。在校時，他認識了同樣主修音樂的陳玉律，結為連理，從此相攜相隨58年又355天，育有一子林天立。

               在林天立12歲時，為鼓勵，栽培擅長小提琴的林天立入讀朱麗亞音樂學院，1978年時，他們決定全家從台灣喬遷美國，定居在麻州牛頓市。

            1984年時，林愛迪和陳玉律夫婦為發揚中華傳統文化，創辦了中華藝術協會，林愛迪任會長，陳玉律做行政主任兼藝術總監。後來擴編增設中華藝術協會中國傳統舞蹈團，由陳玉律出任編舞暨藝術總監，以教導下一代青少年學習，表演中國傳統舞蹈。

            1995年時，他們兩夫婦竭盡所有，斥資屋本市(Woburn)買下一座已殘破不堪的教堂，大肆翻修，成為中華藝術協會活動中心，既是ACAS的永久大本營，也是中國傳統舞蹈團的彩排，表演場地。

            林愛迪除了在音樂上受過專業訓練之外，他還有許多其他方面的藝術天分，例如手工藝，設計，為各種舞蹈製作特別設備，繪畫等等。更令人不可置信的，他還是無師自通的工匠，雖然沒有牌照，各種小型維修，都能手到擒來。從1996年中華藝術協會大本營投入營運開始，他這手藝更是特別有用。

            林愛迪和陳玉律一樣，一生都是虔誠的基督徒，是麻州勒星頓鎮大波士頓華人聖經教會會員。他們兩夫婦這些年來教導舞團成員的方式，彰顯了他們非常有紀律的基督教生活形式。舞團的家長及團員們因此都極為尊重，仰慕，視他倆為模範。簡而言之，林愛迪基本上把他的一生都奉獻給了舞團及教會。

            林愛迪身後遺有愛妻陳玉律，獨子林天立，以及兩個姊姊，以及大波士頓地區的許多好友。

              (Boston Orange 周菊子波士頓報導)演員全是亞裔，片中語言70%是國語(普通話)的電影”別告訴她(The Farewell)”，7月12日起在全美主流戲院公映。片中演員馬泰(Tzi Ma)7月11日來波士頓出席預映會時強調，這大概是第一部大家可以帶爺爺、奶奶到電影院一起看的電影。

             ”別告訴她(The Farewell)”是導演王子逸根據真實情境改編，藉由住在中國長春的奶奶被醫院診斷出將不久於人世，子女決定隱瞞病情，於是安排一場婚禮，團聚分居中美兩地家人，暗中送終的劇情，鋪排中西文化差異的喜劇片。

             片中演員包括在年前大受關注的”瘋狂亞洲富豪( Crazy Rich Asians)”，以及”瞞天過海:八面玲瓏(Ocean’s 8)”一片中備受矚目，本名林家珍的中韓混血兒奧卡菲娜(Awkwafina)，以及真人上陣，演出自己的陸虹(譯音)。

             1973年開始在好萊塢演電影，曾在”火拼時速(Rush Hour)”，以及即將上映的迪士尼大片”木蘭”中演出的馬泰，7月11日晚由A24電影公司及波士頓亞美電影節(BAAFF)安排，來到波士頓的派拉蒙劇院接受訪問。他表示，這部片是他第一次到中國拍片，親身體驗了中美文化的不同。這也是他第一次拍一部演員全是亞裔的電影，雖然為了拍這部片，他還得學說國語(普通話)，但感覺非常好。

             馬泰透露，”別告訴她”在”日舞”電影節參展時，觀眾反應好到不行，全場一路爆笑，映畢，片商爭相洽談發行權，主要做網路發行的NetFlix甚至出價有A24的兩倍多，但導演王子逸決定在院線上映。他相信，這是第一部在主流戲院上映，片中語言卻70%是中文的電影。

             馬泰強調，近年亞裔在美國電影界的機會的確越來越多，但是亞裔製片，導演及演員，很需要亞裔觀眾買票進場支持，才能在大螢幕上讓大家看到更多亞裔面孔。

             波士頓亞美電影節創辦人甄翠嬿表示，A24希望這部片能在亞裔社區引起更多關注，主動找他們安排一場試映會。今年的波士頓亞美電影節已定10月24日至27日舉行，目前還在選片中。

亦宛然劇團訪美 波士頓等四城市巡演

(Boston Orange 周菊子布魯克蘭鎮報導)台灣民俗傳奇之一的”亦宛然掌中劇團”，7月13日(週六)晚上7點，將在麻州布魯克蘭鎮的木偶展示戲院(Puppetshow Place Theater)”演出”巧遇姻緣(A Chance Encounter)”。

亦宛然掌中劇團是由1989年獲教育部選為民族藝術藝師，1993年獲法國文化部頒給文化騎士勳章的台灣國寶李天祿，於1931年創辦，足跡遍及五湖四海四大洲，如今已傳至第四代的布袋戲團。

在文化部及駐波士頓台北經濟文化辦事處贊助下，該團已於7月11日抵達波士頓，並在布魯克蘭鎮木偶戲院內舉行”會見亦宛然藝師”接待會，為本地木偶戲師傅，熱愛布袋戲台灣僑民交流，預演了一小段木偶戲，展示各種造型布偶，包括二胡，提絃，北管，嗩吶，梆子，扁鼓，堂鼓，大、小鑼等演奏樂器，並示範演出時的手指動作。

亦宛然劇團的美籍徒弟Margaret Moody在7月11日晚擔起主持重任，用英文解說布袋戲是台灣的傳統民俗，李天祿發揚光大，把”亦宛然”帶到世界各地，遍及四大洲的人們眼前。

在回答現場提問中，亦宛然演師李奕賢，張家銘，以及樂師張家碩，陳志蘭，楊情儀，顏暐倫等人透露，他們也是從小就開始學演布袋戲。但他們也坦言，為維持生計，在演出布袋戲之外，他們也應邀到各中小學辦工作坊，為各種婚喪聚會演奏等。

團長李蔡素貞強調，他們這次訪美，很希望能鼓勵更多人關心，欣賞布袋戲，好讓這已有數百年歷史的台灣民俗技藝傳統，傳承下去。

根據文化部訊息，亦宛然掌中劇團這次訪美，將在紐約，波士頓，底特律，安娜堡等四個城市巡迴演出，依序演出”巧遇姻緣”，”武松打虎”，西遊記中的”火雲洞”等戲碼。七月十三日在波士頓演出之後，七月十四日晚將到紐約演出。

七月十一日晚，出席嘉賓包括駐波士頓台北經濟文化辦事處由處長徐佑典，新聞組長施維鈞，教育組組長陳幗珍，以及趙昌倫，新英格蘭台灣商會前會長王力遠，紐英崙客家鄉親會幹部邱西薔等多人。

麻州汽車監理處吊銷駕照數量陡增至1607

(Boston Orange 周菊子整理編譯) 麻州汽車監理處(RMV)未及時整理駕駛人在他州違反交通規則事件，又爆新狀況。上週才宣佈的將吊銷876人駕照，今(12)日數目加倍，陡增為1607人。

麻州官員今日表示，在持續調查麻州汽車監理處作業後，發現數以百計的駕駛人還在使用早就應該被吊銷的駕照開車，而且麻州汽車監理處的通知其他州有關駕駛違規和牌照吊銷作業，也處理不當。

麻州官員在週五公佈的備忘錄中指出，審核迄今，已處理了1607名駕駛人的2039宗案件。

上個月，23歲的西春田市卡車駕駛Volodymyr Zhukovskyy在新罕布夏州撞進一摩托車隊，造成7人死亡。由於他早前曾在康州因案被捕，駕照應該已被吊銷，促使有關當局開始審查麻州汽車監理處作業。

在上週的審查中，他們發現麻州汽車監理處未及時處理來自他州的麻州駕駛違規通告，今天他們進一步報告，他州駕駛在麻州違規時，麻州汽車監理處也沒處理，而且至少有一年多沒這麼做。

有關人員已承認，麻州汽車監理處在Volodymyr Zhukovskyy開車到新罕布夏州，撞進一群摩托車，造成7人死亡之前，就應該已經把他的駕照吊銷了。

            麻州汽車監理處主管Erin Deveney，因為Volodymyr Zhukovskyy面對疏忽置人於死的訟案，上個月辭職了。

            麻州官員表示，在新罕布夏州撞車事件發生前六星期，Volodymyr Zhukovskyy曾在康州涉嫌酒駕被捕，麻州汽車監理處卻未採取行動。在審查Volodymyr Zhukovskyy的案子時，有關人員發現更多系統性的問題，還揭露，至少從去年起，麻州汽車監理處就沒人追蹤其他州送來的有關麻州駕駛在他州被起訴的書面通知了。工作人員只是整理後放進郵筒，送到位於昆士市的麻州汽車監理處總部。

科學家及工程師的美國總統早期職業獎 35名華裔獲獎

             (Boston Orange 周菊子整理報導)2019年度的"科學家及工程師的美國總統早期職業獎”，今年共有312名獲獎者，其中華裔獲獎者來自18州，共有35人。麻州共有17人獲獎，其中麻省理工學院有7人獲獎，2名華裔。

             創設於1996年柯林頓政府時期的"科學家及工程師的美國總統早期職業獎(Presidential Early Career Award for Scientists and Engineers (簡稱，PECASE)”是美國政府頒發的最高榮譽之一，表揚在先進科學，技術，教育，數學等領域，以及社區服務上有卓越貢獻，正展開獨立研究事業的優秀科學家，工程師。

             各州獲獎人數不一，加州最多，高達50人，其次為馬里蘭州的37人，麻州的17人，紐約州的16人，維琴尼亞州15人。

             麻省理工學院的獲獎華裔為腦及認知科學和化學工程系副教授Kwanghun Chung，以及物理系1958職業發展班副教授Yen-Jie Lee。

             新英格蘭地區還有新罕布夏州，國家科學基金會駐達特茅斯學院的Xia Zhou，

摩頓市99超市違反最低時薪法 繳罰款七萬餘元

             (Boston Orange 編譯) 麻州總檢察官奚莉(Maura Healey)日前宣佈，位於摩頓市(Malden)的99亞洲超市，以及其董事長夏女士(Xi Ping Xia)因違反麻州勞工時薪法，已付出73,686元的賠償金及罰款。

             99亞洲超市，以及其董事長夏女士因為未及時支付薪金，未發放適當的工資單，為保存真實，正確的紀錄，付薪不及州政府最低薪資，報復等違規事項，收到5張罰單。

            麻州總檢察官辦公室在華人前進會舉報有一系列抱怨後，展開調查，並發現99超市有兩本帳，一本記支票付薪，一本記現金付薪，遞交的工資擔不完整，有些員工甚至不保留任何紀 錄。

             調查還發現，有些正在接受培訓的收銀員，工作了一整天，卻只拿到25元工資，比州政府規定的最低薪資低得多。而且員工週日或假日上班時，雇主沒照規定額度付薪。調查者還判定，有一名抱怨支付薪資違規的工人，遭遇報復。

              華人前進會工人中心協調員余翠鳳表示，“我們很高興這案子的正義得到伸張”，為了要讓工人站出來維護他們的權益，就必須有工人權益教育，社區支持，以及一名願意和工人及社區合作，執行勞工法的總檢察官。

             工人提訴，總檢察官辦公室調查了的這宗案件，結果是99超市同意為違反最低薪資法，繳交罰款，支付賠償金給工人。

Malden Supermarket Cited for Wage Violations, Retaliation

BOSTON — A Malden grocery store and its president has paid $73,686 in restitution and penalties for state wage and hour law violations, Attorney General Maura Healey announced today.

99 Asian Supermarket Inc. and its president Xi Ping Xia received five citations for failing to make timely payment of wages, failure to issue a suitable paystub, failure to keep true and accurate records, failure to pay the state minimum wage, and retaliation.

The AG’s Office began its investigation after the Chinese Progressive Association referred a series of complaints. The investigation revealed that 99 Supermarket engaged in payroll fraud by maintaining separate payroll records for hours paid by check and by cash, issued incomplete paystubs, and failed to maintain any records for some workers. The investigation also found that some cashiers-in-training were paid only $25 for a full day of work, far below the state minimum wage, and that the employer had not been paying required wages for work on Sundays and holidays. Investigators also determined that a worker who complained about wage violations to the employer was retaliated against.

"We are very happy to hear that there is justice in this case," said Chinese Progressive Association Worker Center Coordinator Fiona Yu. "In order for workers to stand for their rights, there needs to be workers’ right education, community support, and an Attorney General willing to work with the workers and the community to enforce labor laws."

As a result of complaints filed by workers and the AG’s investigation, 99 Supermarket agreed to pay workers restitution for the premium pay and minimum wage violations.

Free Shade Trees Available Through D.C.R.’s Greening The Gateway Cities Program

Quincy – July 2, 2019 For the third year in a row, the Department of Conservation and Recreation recently announced the 2019 Greening The Gateway Cities Program. Quincy property owners in designated sections of North Quincy/Wollaston, and Germantown/Snug Harbor, are eligible for free trees to be planted on their properties. To be considered, properties need to fall within certain boundaries deemed by D.C.R. To ensure the tree’s survival, the property owner must commit to watering the new trees for a period of at least two years, while the tree roots are established. The program has already planted 869 trees in Quincy. The goal is to plant another 400 trees this season.

Trees can be planted anywhere on the property, including rear, side, or front yards. Residents can pick from a wide selection and obtain advice on appropriate trees for the available space. Popular varieties among Quincy residents are ginkos, elms, oaks, lindens, cherries, and serviceberries, but residents can select from about 80 different varieties. Trees can be planted on either private or public property.

To participate, residents should contact the Department of Conservation and Recreation at 617-626- 1570. A DCR forester will meet the owners to discuss what trees would be appropriate, and to help owners select the best tree for the space available. Chinese-speaking residents who need translation should call Quincy Asian Resources Inc. at 617-472-2200 and ask about the ‘Free Trees’ program. QARI is the local outreach agency for this program, and they will work with residents to ensure they understand the program details.

This opportunity is part of the Greening the Gateway Cities Program. “Recently, the 20,000th tree was planted in Massachusetts at North Quincy High School thanks to this program. Governor Charlie Baker helped plant 3 seedless Sweetgum trees out in front of N.Q.H.S,” shared Mayor Thomas P. Koch. Trees help clean the air and retain water during storms, and buffer properties from strong winds and sun, so they often save property owners money by reducing heating and cooling needs. Trees also lessen street noise and provide habitat for birds.

The North Quincy/Wollaston eligible planting area is between Quincy Shore Drive, Beach St/Beale St, Belmont St, Squantum St, Hancock St, and Sagamore St. The Germantown/Snug Harbor eligible area is bounded by the section of Sea St between Braintree Ave, Utica Ave. towards Cat Island, and both sides of Palmer St, out to the Fore River.
