Massachusetts Senate Opens New Path for Norwood Hospital 
Senate Steps Up to Aid Residents Who Were Failed by Steward Health Care and Medical Properties Trust 
 
(BOSTON—7/29/2026) The Massachusetts Senate took action today to protect the health and safety of Norfolk County and Greater Boston residents by clearing the way for a speedy revitalization of Norwood Hospital. 
 
Six years since the old Norwood Hospital flooded and closed, and two years since its for-profit operator declared bankruptcy and halted progress toward rebuilding the facility, further delays have only harmed and endangered local residents. 
 
The Senate voted today to authorize the state to acquire the Norwood Hospital site by eminent domain so that the property can be transferred to a new, nonprofit operator. 
 
“Enough is enough. Our Norfolk County and Greater Boston neighbors who relied on Norwood Hospital deserve more than a partially finished building that should have been completed years ago. It’s time for a responsible party to step in and finish the job,” said Senate President Karen E. Spilka (D-Ashland). “I’m grateful for Senator Rush’s leadership on this issue on behalf of our residents, and for his tireless work on behalf of his district and the Commonwealth. Thank you also to Senator Collins for prioritizing and diligently reviewing this bill, and to Senator Feeney for always speaking up for his district’s unique public safety needs.” 
 
“Today, the Senate delivered a decisive win for Norwood and every surrounding community that has been forced to go without a hospital they can count on. For too long, our region has paid the price while Steward abandoned this hospital, drove the company into bankruptcy, and walked away, leaving a half-built shell and families with nowhere close to turn in an emergency,” said Senate Majority Whip Michael F. Rush (D-Boston), the lead Senate sponsor of the legislation. “After Steward’s private equity backers cashed out, Medical Properties Trust was left holding this site. Despite years of our best efforts, the owner has stonewalled the sale of the property to a competent provider and bargained with people’s lives. I’m grateful to my partner in Norwood, Representative John Rogers, Senate President Karen Spilka, and Senator Cindy Friedman for their leadership, and my many colleagues who have championed this legislation. With this bill, the Commonwealth is stepping up to finish the job, and I will not let up until a trustworthy nonprofit operator has this hospital open, staffed, and serving the families who have waited far too long.” 
 
“Since Norwood Hospital first closed, I have heard the same message over and over again from municipal leaders, first responders, health care professionals, and patients: we need Norwood Hospital back now,” said Senator Paul R. Feeney (D-Foxborough). “Every day it remains closed, ambulances from communities across our region and throughout my district are forced to drive past an empty hospital that should be treating patients, only to transport them further away because of the health care void left by the corporate greed and mismanagement of Steward Health. Our residents deserve timely access to care close to home, pressure must be relieved at other hospitals, municipal EMS cannot afford to have limited resources tied up for hours, and they cannot afford to wait any longer. I am grateful to Senator Rush for his steadfast leadership in advancing this effort on behalf of his district and our regional delegation, to Senator Collins and Senate President Spilka for their unwavering commitment, and to the nurses, patients, municipal leaders, first responders, and community advocates whose tireless advocacy never let this issue fade. Today's action brings us one step closer to restoring this critical healthcare lifeline for the region.” 
 
“Communities like Norwood depend on their local hospitals for emergency care, treatment, and the basic public health services families rely on every day,” said Senator Nick Collins (D-South Boston), Senate Chair of the Joint Committee on State Administration and Regulatory Oversight. “We have seen what happens when these institutions are allowed to falter and working families are left without a critical community resource. We owe it to the people of Norwood to get their hospital back online and pursue the path that best protects patients, workers, and the long-term health of the community. Restoring this capacity would also reduce pressure on Boston’s hospital systems by ensuring more patients can receive care closer to home. This legislation gives us an opportunity to establish a responsible precedent for keeping essential healthcare institutions operating when the public interest is at stake.” 
 
Residents in the region that is supposed to be served by Norwood Hospital have faced serious public health risks since the facility’s closure by now-bankrupt Steward Health Care, a for-profit health care system. 
 
The Boston Globe has reported cases of people suffering medical emergencies who had to be taken to hospitals farther away. 
 
The legislation, S.3231, would initiate a public process for the state to responsibly follow through where Steward failed and ensure that Norwood Hospital returns to operation. 
 
Under the bill, the Division of Capital Asset Management and Maintenance (DCAMM) would be authorized to take the property by eminent domain for the purpose of ensuring public access to health care. 
 
The Commonwealth would then transfer or lease the site to a qualified, nonprofit hospital operator. 
 
Legislative sponsors attached a provision marking the bill as an emergency law—‘necessary for the immediate preservation of the public health’—which means it would take effect immediately upon the Governor’s signature, rather than after a default waiting period of 90 days. 
 
Filed earlier this year, the bill was reviewed by the Joint Committee on State Administration and Regulatory Oversight, which held a public hearing to hear from impacted residents. The joint committee advanced a new draft of the legislation, which was amended and passed by the House of Representatives this month. 
 
The Senate passed the bill and sent it back to the House for further consideration.

Massachusetts Awarded More Than $1 Million For Registered Apprenticeship; Eliminates Apprenticeship Fee for Veterans

Boston — Today, the Healey-Driscoll Administration announced that the U.S. Department of Labor (USDOL) awarded $1.5 million for Massachusetts to support Registered Apprenticeship as a training and employment strategy for emerging industries. This awarded USDOL grant builds on the Healey-Driscoll Administration’s commitment to expand Registered Apprenticeship, a proven workforce strategy that combines technical and on-the-job training for workers, delivers industry-recognized credentials, and increases access to progressive wage increases and good-paying jobs.

The administration also announced that it is making apprenticeship more affordable for veterans by eliminating all renewal registration fees. Previously, the Division of Apprentice Standards eliminated the initial or first year registration fee for veterans. Currently, there are more than 450 registered apprentices who are veterans. Secretary Jones made the announcement during a visit to Plumbers and Gasfitters Local 12, where she met with veteran apprentices.

"Our veterans have already demonstrated the leadership, discipline and commitment that employers are looking for, and we want to make it as easy as possible for them to build successful careers here in Massachusetts," said Governor Maura Healey. "Registered Apprenticeship is one of the best pathways to a good-paying job, and today's investments will help more workers gain the skills employers need while eliminating costs that can stand in the way for veterans. We're proud to support those who served our country while helping businesses build the workforce they need to grow."

"Supporting our veterans means creating real opportunities for them to thrive after their military service," said Lieutenant Governor Kim Driscoll. "We're removing financial barriers, expanding access to apprenticeship programs and connecting more veterans with careers that offer family-sustaining wages, valuable credentials and opportunities to grow right here in Massachusetts."

Through the USDOL, State Apprenticeship Expansion Formula grants support states to engage industry partners, create post-secondary education career pathways and develop the talent pipeline needed to meet the skill needs of their local labor markets. The investments are part of the second round of State Apprenticeship Expansion Formula funding the department has awarded.

“Registered Apprenticeship is a powerful tool, paving the way for workers, closing skills gaps, and connecting employers with new talent,” said Labor and Workforce Development Secretary Lauren Jones. “As we scale Registered Apprenticeship, it is also important that we increase access for untapped talent, like skilled veterans—providing more affordable pathways to careers with competitive wages and benefits to work and live in Massachusetts.” 

“Massachusetts employers benefit when they can recruit and train veterans with proven leadership, communication, and strategy skills,” said Veterans Services Secretary Eric Goralnick. “Eliminating these apprenticeship registration fees offers more opportunities for those who have served to gain a foothold in the civilian workforce and apply their knowledge to help grow the Commonwealth’s economy.”

“Apprenticeship helps Massachusetts veterans turn their service into strong civilian careers,” said Undersecretary of Labor Josh Cutler. “By eliminating registration fees for veterans, we are lowering costs and helping more veterans access high-quality training, credentials and good-paying jobs.”

The Healey-Driscoll Administration is focused on making Massachusetts more affordable and competitive for employers. As part of its efforts, in January, the administration lowered the annual program fee for Registered Apprenticeship sponsors from $300 to $250 and also expanded eligibility for the Registered Apprenticeship Tax Credit to include occupations featuring AI-related credentials, defense manufacturing, and additional manufacturing occupations. In 2025, DAS approved $988,800 in registered apprenticeship tax credits to 50 employers who hired 206 apprentices, more than double the number in previous years.

The Healey-Driscoll Administration’s apprenticeship efforts include expanding apprenticeships in fields such as education, healthcare, manufacturing, clean energy, and life sciences. As a result of these, since January 2023, the Division of Apprentice Standards has:

Leveraged state and federal funds to award more than $13.5 million in apprenticeship grants.

Registered nearly 13,000 apprentices

Registered 2,609 new apprentices in expanded industries

Registered 339 new apprenticeship programs

Selected to participate in the “Apprenticeship America” cohort through the Future Ready Apprenticeship Center to strengthen and scale Registered Apprenticeship opportunities for youth ages 16-24.

     試辦計畫的3種新措施,分別為「2小時無限次轉乘」,亦即在2小時內,乘客搭乘地鐵、公車或渡輪,只需支付最高單程票價,銀線(SL 1、2、3及W路線)除外的7條快捷公車線(Express Bus)從高票價統一調降為一般公車價(全票1.70美元/減價票0.85美元),以及預訂今秋上路,確切實施日期尚未公布的「無車長者免費搭乘優惠」,所有75歲以上無駕照麻州居民,可以免費搭乘MBTA的所有運輸車輛,包括地鐵,巴士,渡輪及通勤火車。

    票價從單程4.25美元降到1.7美元,從高價票巴士改為收一般公車票價的7條快捷公車路線,包括:

Healey-Driscoll Administration Awards $1 Million to Expand Employment Opportunities Through Social Enterprises

BOSTON - Today, the Healey-Driscoll Administration announced $1 million in grants to four organizations through the Executive Office of Economic Development’s Social Enterprise Capital Grant Program, which funds nonprofits focused on hiring and assisting people who face barriers to employment.   
"The Social Enterprise Capital Grant Program helps organizations expand their facilities so they can create more opportunities for people facing barriers to employment," said Economic Development Secretary Eric Paley. "These investments support nonprofits that combine paid employment with hands-on training and wraparound services, helping more Massachusetts residents access long-term economic opportunity." 
Social Enterprise Capital Grants support the purchase, repair, renovation, and improvement of the facilities of nonprofit businesses that both sell goods or services and provide paid employment and supportive services to individuals facing significant barriers to employment. 

To be considered, workforce development needs to be a key aspect to both the organizations mission and programming. Eligible organizations must offer paid work opportunities to low-income individuals, with priority given to socially and economically disadvantaged populations requiring intensive support. The Healey-Driscoll Administration continue to grow this program having awarded, in total, more than $8 million in grants to communities across the state of Massachusetts.  
Awarded Projects:  
ServiceNet Inc. (Northfield) – $250,000 
This grant will support rehabilitation and renovation of Northfield Farm, strengthening ServiceNet’s farm-based social enterprise. The enterprise grows, prepares, and sells agricultural and value-added food products while providing paid work, supervision, and hands-on training for individuals with intellectual and developmental disabilities. The project will improve the farm’s facilities and infrastructure, helping participants build practical skills in agriculture, food production, and related employment pathways. 
GAAMHA Inc. (Petersham) – $400,000 
This grant will support GAAMHA’s acquisition of property at 211 North Main Street in Petersham, creating a permanent home for social enterprise and recovery-supportive employment activities. GAAMHA’s site will connect participants to paid work, skill development, and supportive services through their culinary social enterprise, Forward Fare. There, adults in recovery from addiction and/or navigating mental health challenges can learn job skills while preparing and packaging meals for sale. 
Latin American Health Alliance (Worcester) – $250,000 
This grant will support renovations and equipment upgrades at Café Reyes, LAHA’s mission-based restaurant and catering social enterprise. Café Reyes serves Cuban and Latin American food while providing paid work experience and job training for residents and graduates of the Hector Reyes House, a bilingual and bicultural residential treatment program for Latino men in recovery. Grant funds will be used to modernize the commercial kitchen, upgrade aging infrastructure, and purchase industry standard equipment needed to expand production capacity, training space, and operational efficiency. 
Regional Environmental Council Inc. (Worcester) – $100,000 
This grant will support renovation of first-floor social enterprise and workforce development space for REC’s food justice and urban agriculture operations. REC operates community and mobile farmers markets, urban growing programs, and YouthGROW, a youth employment and urban agriculture program that connects Worcester residents with fresh, affordable local food. The renovated space will support market operations and expand employee roles while strengthening the link between workforce development, environmental stewardship, and equitable food access. 

Earlier this month, Governor Healey signed into law the FY27 Budget which offers an additional $1 million of support to social enterprises.

波士頓市議員Ed Flynn華埠牌樓下開公安會議 抓到現行犯 呼籲增加警力

         (Boston Orange周菊子波士頓綜合報導)波士頓市議員愛德華費連(Ed Flynn)7月27日傍晚,在華埠天下牌樓前,召開露天公共安全會議,直指華埠周遭近來發生包括槍擊案等一連數宗大案,販毒銷贓等罪案猖獗,波士頓警力明顯不足,呼籲市府增聘警察,強調市議會希望聆聽民眾聲音。

        根據愛德華費連議員27日晚在現場提及,以及波士頓市警察局公佈的相關訊息,從6月29日至7月22日之間,在波約斯頓街(Boylston),天滿街(Tremont),城中心(Downtown),華盛頓街範圍內,竟發生過大約3到4宗槍擊事件。其中7月22日清晨5點左右,在波士頓廣場旁波約斯頓街和天滿街交界處的MBTA地鐵站附近,甚至有一名男子被人發現因外傷死亡,而嫌犯卻被指控逃到華埠牌樓和必珠街(Beach)交界處,用金屬桿從背後襲擊了另一名受害者。

        愛德華費連議員表示,這些案件,再加上居民反應中國城、皮革區及市中心地區暴力事件升級,毒品交易猖獗,在這些區域行走,越來越感到不安全。在他看來,顯然地方上需要更多警察,但波士頓市目前卻警力不足,他呼籲社區團結合作,找出解決方案。

    在愛德華費連議員發起,其助理盧善柔奔走聯繫下,27日傍晚,包括麻州參議員Nick Collins,其幕僚長Haley Dillon,波士頓A1區警察黃天輝,蘿斯甘迺迪綠路保護會主任Chris Cook,波士頓市長華埠聯絡員林天琪,華埠社區議會議員李有香,華埠主街董事何遠光,經理何陳素貞,城中區鄰里協會代表Rishi Shumla,聖安東尼聖地(Shrine)外展及社區參與主任Mary Ann Ponti,大同村居民鄺元傑,胡清白鶴派掌門胡衛正,曾任紐英崙中華公所主席的何遠光、黃國威、阮鴻燦,鄭慧民、黃兆祥等,以及司徒玉貞幾姐妹,華埠治安巡邏隊成員等約三十多人,聚在天下為公牌樓下發言討論。

        麻州參議員Nick Collins表示,他關心的不只是華埠的治安與公共安全,還希望華埠居民能有更好的生活環境,因此在今年的補充預算中,他為波士頓市爭取到2000萬元的道路修繕等用途經費,並提出優先用於華埠的要求。

        在討論時發言的李友香表示,就在上週,有2名男女,假意接近一名華裔耆英,說那天是自己生日,抓起一條像,掛到這名耆老脖子上,然後利用耆老的不通英語,開始詐騙。前兩天又有一個她的朋友,走在華埠路上,遇到路邊有人問時間,好心地掏出手機,馬上就被搶了。

另有一名在好事福街(Oxford)住了8年的黑人女子,也來投訴,表示自己去年9月在住家門前被人攻擊,打傷。

當天最令人驚詫的是,就在這戶外安全會議結束不久,靠近阮鴻燦新開張「亨官便利店」那兒的華埠公園內,突然發生爭吵,有任捧起鐵桌網地上摔,警察黃天輝和愛德華費連議員前往查看後,黃天輝發現和這名摔桌男子起衝突的一名白人男子,手中抓住的提袋裝有5包每包約20元的絞肉,查問之下卻記無購買發票,也無其他證明,顯然有銷贓意圖,再進一步查證實,又發現那人有案在身,正被通緝中,於是當場上手銬逮補。

波士頓市攜手彭博慈善基金波每案最高5000元微獎助 鼓勵青少年提改善氣候計劃

    (Boston Orange編譯)波士頓市府與彭博慈善基金會(Bloomberg Philanthropies)7月27日在皮爾斯公園帆船中心(Piers Park Sailing Center宣佈,推出「青年氣候行動基金(Youth Climate Action Fund)」,提供每案1,000至5,000美元微獎助,支持15至24歲青年提出符合波士頓2030氣候行動計畫的社區韌性方案。

這是彭博慈善基金會推動全球城市青年參與氣候行動的項目之一,藉以凸顯波士頓把青年視為氣候政策關鍵夥伴,即日起至2026年9月4日下午5時止,接受申請。

申請微獎助提案,必須聚焦四大主題:糧食系統與在地韌性、健康與熱島及都市綠化、綠色就業與社區敘事、洪水與暴雨管理。

申請青年不必具備氣候相關經驗或組織大型團隊,市府青年就業與機會辦公室將提供技術協助,訂8月7日舉辦線上說明會、8月11日舉辦獎助寫作工作坊。

波士頓市長吳弭(Michelle Wu)表示,年輕人對氣候衝擊有親身感受,市府須給他們機會打造行動平台。彭博慈善基金會執行長派翠西亞·哈里斯(Patricia E. Harris)則指出,該基金協助各地市府與青年共解氣候難題,並建立跨世代信任。

波士頓市環境局長兼綠色新政主任奧利佛·塞勒斯-加西亞(Oliver Sellers-Garcia)強調,這些微獎助直接呼應波士頓氣候行動計畫的公平與韌性目標。

今年夏天,波士頓青年氣候隊(Boston Youth Climate Corps)的合作雇主機構,已從去年的5個擴增至11個,包括東波士顿農場、新英格蘭水族館、皮爾斯公園帆船中心等,共支持339名14至24歲青年從事有薪綠色實習。

研究顯示,未來25年,波士頓市在設計,建造及營運等45種職業中,每年約需要6.7萬名綠色經濟人力,市府正透過此類計畫培育氣候勞動力。

「青年氣候行動基金」項目建立在市府既有的「未來波士頓(futureBOS)」青年就業計畫之上,由波士頓市勞工賦權內閣與環境、能源及開放空間內閣共同推動。去年的首屆氣候隊為215名青年提供了接觸綠色領域職涯機會,今年進一步結合獎助機制,鼓勵青年直接主導社區氣候專案。

Applications are now open for microgrants supporting initiatives aligned with Boston’s 2030 Climate Action Plan

BOSTON – Tuesday, July 28, 2026 – The City of Boston, in partnership with Bloomberg Philanthropies, announced that Boston youth can help shape innovative climate resilience solutions through the Youth Climate Action Fund. The Bloomberg Philanthropies fund supports youth-led climate resilience projects in cities around the world, and in Boston, participants will be able to propose projects and work with the City and local nonprofit partners to bring them to life through microgrants. These youth-led environmental initiatives will align with Boston's 2030 Climate Action Plan, elevating youth voices in the City’s response to climate change. The announcement was made during the celebration of the second year of Boston’s Youth Climate Corps at Piers Park Sailing on Monday. 

“Young people see the impacts of climate change and will lead us to a better future. Boston benefits from their creativity, innovation, and vision when we create platforms for action such as the Boston Climate Youth Corps and the Youth Climate Action Fund,” said Mayor Michelle Wu. “I’m proud to celebrate this second cohort and to open applications for grants that will help them bring their ideas to life and contribute to Boston’s brightest future.”

“The Youth Climate Action Fund is helping city halls around the world work alongside hundreds of thousands of young people to take action on city climate challenges and improve their communities,” said Patricia E. Harris, CEO of Bloomberg Philanthropies. “They are showing how local government can be a partner on issues youth and residents care deeply about – and they are building trust along the way. We look forward to expanding on these efforts and inspiring a new generation of civic leaders.”

This investment builds on Boston’s larger efforts to develop a climate-ready workforce to create a climate-ready city. Research shows that over the next 25 years, Boston will need approximately 67,000 workers per year across 45 occupations to design, build, and operate a thriving green economy. Through coordinated action in partnership with local green industry organizations, the City is already shaping the next generation of climate leaders through youth programming. 

Boston youth ages 15-24 can submit climate action proposals online through September 4, 2026, 5 PM. Selected projects will receive $1,000 to $5,000 in funding. Proposals MUST fall under one of four climate themes designed to encourage ideas that are community-centered and rooted in climate resilience, sustainability, and equity:

Food Systems and Local Resilience 

Health, Heat and Urban Greening

Green Jobs, Storytelling, and Community Power

Flooding and Stormwater Resilience

Youth do not need climate experience or a large team to apply. The Office of Youth Employment and Opportunity will provide technical assistance and support to applicants. Those interested are encouraged to attend a virtual Information Session on Friday, August 7, 11 AM - 12 PM and/or a Grant Writing Workshop on Tuesday, August 11 at 11 AM - 1 PM. 

Last Summer, the Worker Empowerment Cabinet and the Environment, Energy and Open Space Cabinet launched the Boston Youth Climate Corps, a citywide initiative that integrates green-sector career pathways into futureBOS, the City’s youth employment program, and leverages trusted community partners to deepen young people’s exposure to climate work. Five employers supported 215 young people in hands-on green-industry jobs that lead to quality, high-paying careers and address the negative impact of climate change. 

“The Worker Empowerment Cabinet is excited about the launch of the Boston Youth Climate Action Fund alongside Year 2 of the Boston Climate Youth Corps, administered through our Office of Youth Employment & Opportunity,” said Chief of Worker Empowerment, Trinh Nguyen. “These initiatives build climate awareness and connect climate action with economic opportunity by creating space for young people to gain paid experience, lead projects that strengthen their neighborhoods, and learn about pathways into Boston's growing green economy. Achieving Boston’s climate objectives relies on the leadership of the next generation. Through these investments, we look towards strengthening communities, broadening opportunities, and developing the workforce to help shape Boston’s future.”

"The Bloomberg Philanthropy microgrants give our next generation of leaders the resources to address climate change in their communities, while implementing Boston's Climate Action Plan for a greener, more equitable city."

This summer, the Boston Climate Youth Corps has expanded to eleven employer partners: Cathleen Stone Island, Eastie Farm, Piers Park Sailing Center, New England Aquarium, Zoo New England, Trustees of the Reservation, Maverick Landing Community Services, SouthWest Boston Community Development Corporation, Save the Harbor/Save the Bay, Emerald Necklace Conservancy, and Speak for the Trees. Together, they will support 339 young people ages 14-24 through paid opportunities.

Organization also expands Leadership Team with new Director of Development & Communications 

BOSTON, MA – Commonwealth Land Trust (CLT) has expanded its Board of Directors with two new additions: Ithzel Polanco-Cabadas and Darrell C. Byers. Both members – nominated and accepted in June and July respectively – bring diverse experience in the housing and development sectors, particularly on a grassroots community level. CLT also recently welcomed Tara DeSisto as its new Director of Development and Communications.

"Darrell and Ithzel each bring important and complementary experience that will make our Board stronger," said Iva Comey, President and CEO of Commonwealth Land Trust. "Ithzel brings deep affordable housing development expertise, while Darrell brings significant experience in nonprofit leadership and philanthropy. Both have dedicated their careers to building stronger communities, and they understand what is required to help organizations grow while staying true to their mission. The CLT Board of Directors is responsible for the organization's governance, financial stewardship, and long-term strategic direction. Working closely with CLT's leadership team, the Board helps ensure the organization continues to expand affordable housing and supportive services that enable individuals and families to achieve lasting housing stability across Massachusetts. Board members contribute expertise in areas including housing, finance, law, healthcare, real estate, and nonprofit leadership to support CLT's long-term growth and impact.

Ithzel Polanco-Cabadas is a Senior Real Estate Project Manager at Jamaica Plain Neighborhood Development Corporation (JPNDC), where she leads the development of affordable, equity-centered housing. She brings over a decade of experience in affordable housing development and administration in the Greater Boston area. Prior to joining JPNDC, Ithzel spent five years as a Real Estate Project Manager at 2Life Communities, where she led the $43 million expansion of Golda Meir House in Newton, the $37 million development of Leland House in Waltham, and the start of construction on an $83 million, 150-unit affordable senior housing development in Lynn.

Earlier in her career, she managed the City of Somerville's Inclusionary Housing Program and began her affordable housing career at MetroHousing Boston administering Section 8 vouchers and the Family Economic Stability Program. Ithzel holds a BA in International Studies from Lock Haven University in Pennsylvania and an MPA in International Development from Tsinghua University in Beijing, China.

Darrell C. Byers is a nonprofit executive with more than 20 years of leadership experience in organizational strategy, fundraising, governance, and financial management. He most recently served as Chief Executive Officer of Interise, where he led the organization's post-pandemic turnaround, transformed its business model, and strengthened relationships with major philanthropic partners, including MacKenzie Scott's Yield Giving and the Bill & Melinda Gates Foundation. Throughout his career, Darrell has helped mission-driven organizations navigate periods of growth and change while securing transformational philanthropic investments for institutions including the University of Massachusetts Boston, GBH, Georgetown University Medical Center, Harvard Graduate School of Education, and Earthjustice.

In addition to his executive leadership, Darrell brings extensive governance and financial oversight experience. He was appointed by Governor Deval Patrick to the board of the Massachusetts Health & Educational Facilities Authority (now MassDevelopment) and has served in leadership roles with the Urban College of Boston Foundation, the Partnership for Financial Equity, the Association for Enterprise Opportunity, and the Holy Cross Alumni Association. A frequent speaker on nonprofit leadership and governance, he received the Eleanor Collier Award from CASE District I for distinguished service to the educational advancement profession. Darrell holds a Bachelor of Arts in History from the College of the Holy Cross. His experience scaling mission-driven organizations and building philanthropic partnerships will support CLT as it continues expanding affordable housing and supportive services.

CLT also recently strengthened its leadership team with the addition of Tara DeSisto as Director of Development and Communications.

Tara DeSisto serves as Director of Development and Communications at Commonwealth Land Trust, where she leads the organization's fundraising, communications, and community engagement efforts in support of its mission to create and preserve affordable housing across Massachusetts. She brings more than 15 years of experience in nonprofit leadership, philanthropy, strategic communications, and public policy, having held leadership and research roles with organizations including the New England Legal Foundation, Harvard T.H. Chan School of Public Health, Harvard Kennedy School's Belfer Center for Science and International Affairs, and UMass Boston. Throughout her career, she has worked to build strategic partnerships, strengthen nonprofit organizations, and connect people and resources to advance meaningful community impact. She earned a bachelor's degree in political science and international relations and served at the Student Trustee at the University of Massachusetts Boston.

  (Boston Orange周菊子波士頓報導)大波士頓地區第一位武術女師父麥寶嬋所創辦的「中國武術研究所 (Chinese Wushu Research Institute)」,7月25日在帝苑大酒樓,慶祝50週年。麥寶嬋的女兒甄子青宣佈,哈佛大學Schlesinger圖書館將永久收藏麥寶嬋文獻,供後世研究。

有著美國第一位現代武術教練之一,「黑帶」雜誌評為20世紀最有影響力武術家之一美譽的麥寶嬋師傅,曾在哈佛戲劇系,波士頓大學任教,1976年在波士頓華埠大同村創辦「中國武術研究所(CWRI)」,其後陸續搬遷至必珠街50號,林肯街130號等地。新冠病毒疫情爆發後,林肯街會址關門,徒弟們各在不同城鎮開課授徒,不定期聚會。

出於對麥寶嬋師父的敬重,Jean Luktish,黃修忻(Cecilia Wong),黃仁君(Rick Wong)等十餘名徒弟和麥寶嬋師父的女兒甄子青,從2025年4月就開始籌備慶祝「中國武術研究所」成立50週年,規劃了一系列活動。

7月25日的這場「中國武術研究所50 週年晚宴」,由黃修昕和麥寶嬋師父的姪兒余亞倫做主要策劃,黃仁君和伍國光主持,在帝苑大酒樓舉辦。

甄子青放映了一段她剪輯的短片,慨言50年那麼長,回憶那麼多,即使她把原訂3到4分鐘的短片,延長到了10分鐘,也難以把50年歲月全都壓縮進去,但傳奇是活在人們心中的,她相信在美國研究女性歷史及性別平等權威機構的哈佛大學Radcliffe學院Schlesinger圖書館,確認將永久收藏“麥寶嬋文獻(Bow Sim Mak Papers)”後,人們將能夠看到麥寶嬋的一生種種。

甄子青指出,歷經8個月的籌備,Schlesinger圖書館永久收藏“麥寶嬋文獻”得以成真的幕後大功臣之一是她父親甄雲龍,無怨無悔的用文字、照片、錄影,記錄了麥寶嬋的每一次課程,每一場演出,還製作成印刷品,錄影帶的發行。

甄雲龍私下憶述,1975年他們一家從香港遷居美國波士頓,就參加了由關永齡博士擔任隨團翻譯,有石堅、李小龍掛帥的華林功夫學校全美巡演。後來在1990年代初期,他和關永齡還合作籌辦過少林寺來美巡演的武術界大事。他對光陰荏苒頗為感嘆,稱那些都已是好多年前的事。

關永齡也指出,在50多年前的那個年代,女性普遍不受人重視,麥寶嬋師父最早參加的那場巡演,連名字都沒能印在海報上,這一路走來確實不容易。

7月25日晚,在帝苑大酒樓的慶祝50週年晚宴中,麥寶嬋的徒弟們先安排了7場示範表演,包括Chris Wong長拳,Leda Elliott雙扇,Stephan Berwick陳氏太極,黃修忻通背拳,Jean Lukitsh & Charles Davis推手,黃仁君太極拳精選套路(楊、孫、陳),Siu Yin的傅式太極第三段。

麥寶嬋和甄雲龍夫婦的姪女甄碧鳳,侄子余雅倫,早年的大同村鄰居周樹昂,徒弟黃修忻,黃仁君,洪梅,Jean Luktish,George Mumford,Stephan Berwick等十餘人,各自講述了一段他們跟隨麥寶嬋師父學武術的故事,笑說她諄諄善誘,善良,關懷,教起功夫來一點也不馬乎的嚴謹。

包括黃修昕、黃仁君在內,好幾名麥寶嬋師父的徒弟都說,當年他們跟隨麥寶嬋學習,可都是拜會過許多武館,經過一番選擇的。

黃修昕說,47年前,她一家一家的拜訪過大波士頓的許多武館,最後決定跟隨麥寶嬋師父,不只因為她是女性,在一眾功夫老師中顯得格外不同,更因為她的武學造詣十分廣博。本來她想著自己學功夫10年就已經夠長了,沒想到卻ㄧ學26年,直到麥寶嬋師父2005年退休後,再自行研修,如今真如麥師父所說,“太極是一輩子的學習”。

具有物理治療師身份的黃仁君透露,麥寶嬋師父懂得因人施教。也由於這因緣,讓他跟隨麥寶嬋師父學到了太極拳之外的“八卦掌”。

當天的晚會,最後在黃修昕率領麥寶嬋師父徒弟們打了一套太極起步,期許從此開創一個每年七月的某個星期六聚首一次的新傳統。

海地TPS有效日到期 麻州長Healey再發信國會催促採取行動

 (Boston Orange編譯) 麻州州長奚莉(Maura Healey)7月27日緊急呼籲聯邦參議院通過眾議院先前批准的法案,延長海地TPS身分,以防止該身分的工作許可在最高法院裁定的展延日到期後,對麻州醫療、長照與經濟造成重大衝擊。

根據聯邦政府辦法,TPS身份的終止,依法須在聯邦公報通知發佈後至少60天才生效,以確保有序過渡。所以TPS身份的真正失效日期還要藉國土安全部發佈的正式聯邦公報通知來確認。

奚莉州長早在今年的1月30日就發過信函給聯邦國土安全部長諾姆(Kristi Noem),要求延長海地TPS身分。後來又召集麻州企業領袖,評估聯邦移民政策對當地產業的經濟衝擊。 6月25日,當美國最高法院做出允許川普政府終止海地TPS身份時,奚莉州長和麻州總檢察長坎貝爾(Andrea Joy Campbell)及社區領袖召開聯合記者會,呼籲國會介入。

奚莉州長強調,強迫海地人返回充滿暴力與天災的國家違背了TPS的設立初初衷,麻州政府行政團隊正全力向聯邦爭取續約,並指導企業與受影響員工應對。

有研究數據指出,麻州現有4.5萬多名海地TPS持有者,長照機構估計,其中有高達2,000名護理人員,將因為喪失TPS身份而失去工作資格。從全美角度來看,海地TPS持有者每年為美國經濟貢獻約59億美元,全體TPS持有者的貢獻更高達290億美元,這些人還繳納78億美元稅款。

代表麻州的聯邦參議員Elizabeth Warren、聯邦眾議員克拉克Katherine Clark和普萊斯利Ayanna Pressley都抨擊川普政府的終止TPS政策;麻州商業圓桌會議、東方銀行(Eastern Bank)及麻州高級護理協會等機構也警告,失去這些人將加劇麻州的勞工短缺窘境,增加企業營運成本。

美國聯邦政府是在2010年海地大地震後,把海地納入TPS政策,以為無法安全返國的海地人提供臨時庇護。川普政府上台後致力推動終止該政策,並引發長期訴訟。今年6月,美國最高法院裁決支持聯邦政府裁量權,聯邦眾議員雖然通過了法案,要延長TPS時限,但聯邦參議院未通過4814法案,以至於目前無法推翻川普政府的TPS決策。

根據國土安全部的聯合公報,在美國發給TPS身份的17個國家中,多數國家的TPS已終止或正在終止程序中。截至7月下旬,尚有黎巴嫩、薩爾瓦多、蘇丹、烏克蘭、委內瑞拉、緬甸、索馬利亞等國的保護狀態仍暫時有效,但生效期限各異,且受法院命令影響,狀態隨時可能變動。衣索比亞和南蘇丹的TPS終止令被法院暫停,沒有訂定任何新日期。

「全美最佳城市」獎是「全國公民聯盟(National Civic League)」從1949年開始,為鼓勵普通民眾與基層社區自主解決地方問題而舉辦的活動。由於「全國公民聯盟」本身是個創立於1894年,有著最悠久歷史的致力推動地方政府改革組織,而且至今仍然要求入圍決選的20個城市,自費組團,飛到科羅拉多州丹佛市,在評審面前做10分鐘的現場展示與簡報,再選出10個獲獎城市,因此儘管這獎項的獲獎者是從每年大約50到100個報名參加的全美各城市中挑選出來,仍被譽為美國地方社區治理的最高榮譽。

雀喜市人口4萬餘,是麻州人口密集度排第三,面積最小的城市,早年曾一度居民有一半都是猶太人,2020年以後,則成為了外國出生居民高達46%,移民最多,人口最多元化城市。

早在1998年和2014年,雀喜市就得到過「全美最佳城市」榮譽,但Fidel Maltez市經理2024年上任後,雀喜市一連兩年的在2025及2026年贏得這頭銜,成為「全美最佳城市」70多年歷史中的罕有案例,備受矚目。

        Fidel Maltez在丹佛市的頒獎典禮上說,“當一個社區選擇以勇氣克服恐懼,以團結取代分化,以希望戰勝絕望時,奇蹟就會發生”。

雀喜市在2025年得獎時,核心獲獎理由是環境正義與氣候韌性。那年雀喜市和波士頓大學及景觀設計師合作,在全市最熱街區植樹60餘株,把建築物的屋頂漆成反射白,以降低熱島效應,建置包含太陽能板與大容量蓄電池的微電網,確保在極端氣候災難中,關鍵性的公共設施不斷電,部署80多個空氣品質感測器,以多語言數位儀表,向居民實時公開空氣污染數據。

雀喜市的2026獲獎核心理由是建立信任與公民健康,包括建立以社區為導向的警政與信任制度,跨部門的結合非營利組織與醫療資源,協同解決精神疾病,無家可歸,以及多元移民社群的信任問題,透過「城中區工作小組(Downtown Task Force)」和「信任與藍色(Faith & Blue)」等活動,拉進警民關係,在Damian Strait發起創辦的「打基礎(Build the Base)」,利用體育健身活動,為12至17歲青少年建立正向管道與心靈寄託的計劃等。

在“全美最佳城市”的70多年歷史中,全美共有500多個社區曾經獲此榮譽。麻州共有19個市鎮得到的過,其中伍斯特市(Worcester)得到過最多次,共5次,其次為雀喜市,共4次,還十分罕見的在2025和2026連續兩年獲得。波士頓市在1949年這一獎項首次舉辦時就得到過,接著在1951和1962,前後共得過3次。

其他得過“全美最佳城市”獎的麻州市鎮有Somerville,Fall River,Fitchburg ,Lowell S,pringfield ,Barnstable, Blackstone Valley Region,Dennis ,Gardner, Haverhill Malden, Newbedford, Newton, North Adams ,Pittsfield ,Southbridge等。
