68 Awards Expand Access to Hands-on Life Sciences Learning Across Massachusetts
WALTHAM – Today, the Healey-Driscoll Administration and the Massachusetts Life Sciences Center (MLSC) announced $12.3 million in funding through the MLSC’s Education and Workforce Development Grant Program.
A total of 68 awards will support more than 400 public schools, colleges, and non-profit organizations across Massachusetts through four tracks: Elementary and Secondary Education, Out-of-School Time (OST), Post-secondary Education and Training, and “Gamechanger” matching grants. Together, these investments will expand access to hands-on life sciences education, OST learning opportunities, industry-aligned certificate and degree programs, and transformational workforce development initiatives that strengthen Massachusetts’ life sciences talent pipeline and prepare learners for careers in the life sciences.
"Our life sciences industry is one of the biggest reasons Massachusetts continues to lead in innovation and economic opportunity," said Governor Maura Healey. "These investments will prepare more students for high-demand careers, strengthen our workforce and ensure companies can continue growing and creating jobs right here in Massachusetts."
“Our administration is committed to ensuring that students of all ages have access to the education and training needed to thrive in the life sciences,” said Lieutenant Governor Kim Driscoll. “By supporting learning opportunities from kindergarten through post-secondary education, these investments will strengthen our workforce while expanding opportunity for communities in every corner of the state.”
Since the inception of the Life Sciences Initiative, the MLSC has invested more than $240 million through various programs supporting education and workforce training that strengthens the state’s life sciences talent pipeline. These investments have supported more than 478 public schools, 30 nonprofit organizations, and 65 colleges and universities across all 14 Massachusetts counties and every Gateway City, expanding access to life sciences learning opportunities and training initiatives for residents in the state.
“The life sciences are foundational to Massachusetts’ economy, and maintaining our leadership in this ecosystem depends on building a strong, skilled workforce,” said Economic Development Secretary Eric Paley, Co-Chair of the MLSC Board of Directors. “These investments strengthen the connection between education and industry, ensuring residents across the Commonwealth have the opportunities and resources they need to pursue rewarding careers while helping Massachusetts life sciences companies meet the workforce demands required to drive the next generation of groundbreaking discoveries.”
“Massachusetts maintains its leadership in the life sciences by investing early in the next generation of talent and ensuring that students have access to state-of-the-art facilities and industry-relevant curricula,” said MLSC President and CEO Kirk Taylor, MD. “These investments also ensure that low-income, underrepresented, and non-traditional learners from every region of Massachusetts, whether located in our Gateway Cities or rural communities, have the skills and opportunities needed to enter and grow within the life sciences workforce.”
Elementary and Secondary Education Grants
The MLSC awarded 23 grants totaling over $2.4 million through the Elementary and Secondary Education track to support more than 170 public schools across Massachusetts. The funding will provide hands-on/applied learning for students in grades 3-12 while supporting professional development for approximately 680 teachers. These grants enable the purchase of life sciences equipment, materials, supplies, and technology that strengthen classroom instruction, build technical skills, and increase student awareness of career opportunities in the life sciences.

BOSTON – Governor Maura Healey today nominated Attorney Kaitlyn O’Leary to serve on the Massachusetts Parole Board. If confirmed by the Governor’s Council, O’Leary will fill the vacancy created when Tonomey Coleman was confirmed as an Associate Justice on the District Court.
"Kaitlyn O'Leary has dedicated her career to serving the people of Massachusetts and keeping our communities safe," said Governor Maura Healey. "As both a leader at the Parole Board and a former prosecutor, she understands the importance of making thoughtful, fair decisions that protect public safety while supporting successful reentry. I know she'll be a tremendous asset to the Board."
“Attorney O’Leary brings extensive legal experience, sound judgment and a deep understanding of the parole process,” said Lieutenant Governor Kim Driscoll. “Her commitment to fairness, accountability and public service will strengthen the important work of the Parole Board on behalf of the people of Massachusetts.”
The Massachusetts Parole Board promotes public safety through the supervised, conditional release of incarcerated individuals and supports successful reentry into the community. Board members conduct parole release hearings, notify and assist victims, supervise individuals on parole, and coordinate reentry services to those leaving custody without post-release supervision.
About the Nominee:
Kaitlyn O’Leary currently serves as the Deputy General Counsel and Interstate Compact Administrator for the Massachusetts Parole Board, where she conducts parole hearings, advises agency leadership, oversees legal operations, manages interstate compact matters, and develops policies and procedures to support the Board’s mission. She also represents the agency in administrative and court proceedings and serves on the State Domestic Violence Fatality Review Team.
Prior to joining the Parole Board, Attorney O’Leary served as an Assistant District Attorney in the Bristol and Plymouth County District Attorneys’ Offices, prosecuting serious criminal matters including homicides, firearm offenses, narcotics trafficking, sexual assaults, and domestic violence cases. She played a key role in public safety initiatives focused on reducing gang violence, illegal firearms activity, and narcotics-related offense through collaboration with law enforcement, community partners, and treatment providers.
She also served as an Assistant Attorney General in the Massachusetts Attorney General’s Office for three years, where she handled complex investigations involving firearms, narcotics, and electronic surveillance.
Attorney O’Leary earned a Bachelor of Arts, cum laude, from Brandeis University and a Juris Doctor, cum laude, from Suffolk University Law School.

Governor Healey: Insurance Commissioner’s Actions Save $72 Million for Massachusetts Residents, Businesses
Commissioner rejects proposed rate increase from Fallon Community Health Plan, re-negotiated seven proposals to save $72 million for 670,000 residents
BOSTON – Governor Maura Healey today announced that the Division of Insurance has negotiated down proposed rate increases from seven health insurers, saving Massachusetts residents and businesses a projected $72 million in health care premiums for 2027.
The Division of Insurance re-negotiated lower rates with Blue Cross Blue Shield of Massachusetts HMO Blue, INC., Harvard Pilgrim Health Care, Health New England, Mass General Brigham Health Plan, Tufts Health Public Plans, United Healthcare and WellSense Health Plan. These efforts will result in savings for the approximately 670,000 Massachusetts residents and businesses who are enrolled in these plans in the Massachusetts merged market.
Commissioner Michael Caljouw also rejected Fallon Community Health Plan’s proposed 25.7% rate increase for being excessive and inconsistent with his responsibility to Massachusetts consumers and businesses. This disapproval is now subject to an administrative appeal process should the insurance company choose one.
“Massachusetts residents and businesses are already struggling with the high cost of health care. Nobody can afford massive increases in their health insurance premiums on top of that,” said Governor Healey. “Commissioner Caljouw and his team are always looking for ways to lower people’s costs – whether that’s by capping co-pays and deductibles or removing prior authorizations. Now, he’s saving people tens of millions of dollars next year by negotiating with affordability as his focus.”
Last year, Governor Healey signed legislation that increased the Division of Insurance’s consideration of affordability during his review of the merged market rate filings. As a result, Commissioner Caljouw was able to initially save residents and businesses $54 million in 2026 by re-negotiating rate increases.
Governor Healey has also taken action to cap health care co-pays and deductibles for the first time in Massachusetts history, and further lowered that cap this year to save people an estimated average of $232 per year. She also eliminated prior authorization requirements for many routine and essential health care services, reducing delays and administrative costs for patients and providers, and prohibited medical debt from appearing on consumer credit reports.

The Massachusetts STEM Advisory Council brings together leaders from education, industry, and government to advance three statewide priorities: STEM skills through applied learning, guided pathways to college and careers, and alignment with workforce needs through employer partnerships. The paid AI internship program advances all three priorities by giving students hands-on AI experience, connecting them with industry mentors, and preparing them for high-demand careers.
“Career-connected learning means helping high school students understand what a future career can look like in practice—and ensuring those opportunities are accessible to every student, regardless of background or circumstance,” said Education Secretary Dr. Steve Zrike. “We’re opening doors for hundreds of young people to build the skills they need for the jobs of the future, including how to use AI ethically and responsibly, and we’re grateful to partners like Britebound for helping us expand that opportunity.”

This flexible, turnkey approach makes it easy for organizations to participate while helping cultivate the next generation of AI talent and gaining fresh perspectives on business challenges.

By eliminating transportation barriers and offering paid opportunities, the program is designed to broaden participation in career-connected learning and ensure students from all regions of the state can engage in high-quality STEM experiences. Students enrolled in Innovation Career Pathways, Career Technical Education (CTE), Early College, and Dual Enrollment programs receive priority placement, though the opportunity is open to all Massachusetts public high school students.
“I’m grateful for this opportunity for high school students to participate in career-connected learning and learn about in-demand industries in Massachusetts,” said Elementary and Secondary Education Commissioner Pedro Martinez. “Offering these paid and virtual internships creates opportunities for more students to learn about AI-focused work in the Commonwealth.”

Asian Americans Advancing Justice Opposes Final Federal Public Charge Rule
Asian Americans Advancing Justice, the nation’s largest affiliation of independent Asian American civil rights organizations, issues the following statement in response to the Department of Homeland Security’s final rule on public charge regulations.
Asian Americans Advancing Justice is deeply opposed to the Department of Homeland Security's rescission of key provisions of the 2022 Public Charge Rule. When this policy was first proposed, our affiliation and 57 partner organizations urged DHS to withdraw it, warning that the changes would create fear, confusion, and harmful consequences for immigrant families.
By removing clear guardrails and giving immigration officials more discretion, the new policy risks inconsistent and biased decision-making in public charge determinations. It also eliminates important protections that clarified immigrants would not be penalized for applying for or receiving benefits on behalf of their U.S. citizen family members.
Mixed-status households, which are common in the Asian American and Pacific Islander (AAPI) communities, will be substantially harmed by these new public charge policies. The lack of clear guidance will lead families to forgo essential programs such as Medicaid, SNAP, and housing assistance out of fear that it could jeopardize a loved one's immigration future. History has shown that confusion surrounding public charge policies produces a chilling effect that discourages eligible families from seeking healthcare and other critical support. The effects of this decision on our communities will be immediate and devastating.
Asian Americans have the highest share of immigrants among major racial and ethnic groups in the United States, and millions of AAPI individuals live in mixed-status households. Our communities are particularly vulnerable to the uncertainty created by this policy.
Asian Americans Advancing Justice remains committed to advocating for policies that protect family unity, promote community well-being, and ensure eligible individuals and families can access essential services without fear.

Governor Healey Launches Statewide Program to Help Homeowners Build Accessory Dwelling Units
New program will help homeowners determine whether an ADU is right for their property
BOSTON — The Healey-Driscoll Administration today announced the launch of Phase One of a statewide Accessory Dwelling Unit Incentive Program that will help homeowners determine whether building an ADU is right for their property, another step in the administration’s effort to lower housing costs and increase housing production across Massachusetts.
The Program, administered by the Massachusetts Housing Partnership (MHP) in collaboration with the Executive Office of Housing and Livable Communities (HLC) and previously announced by Governor Maura Healey, is designed to help homeowners access professional feasibility studies to better determine if an ADU project is right for them, including understanding site conditions, local permitting requirements, utility needs, preliminary design options and high-level cost estimates before investing significant time and resources in an ADU project.
"Massachusetts needs to build more homes, and ADUs are one of the fastest ways to create new housing in communities across our state," said Governor Maura Healey. "Our Affordable Homes Act made it easier to build ADUs, and we saw major interest from homeowners. Now we're giving them the tools they need to turn an idea into reality, creating more housing options while helping families stay in the communities they love."
“As a former mayor, I know communities need guidance and practical support to turn good housing policy into real homes,” said Lieutenant Governor Kim Driscoll. “These programs give homeowners, builders and local officials better information at the start of a project and help ADUs move through design and permitting with fewer surprises. That means more flexible housing options in every region of the state.”
“The Affordable Homes Act created a level playing field for ADUs across Massachusetts,” said Housing and Livable Communities Secretary Juana Matias. “HLC is now focused on giving people the tools to move forward. Every ADU that gets permitted is one more home for a family, a caregiver, a renter or a neighbor who wants to stay close to community.”
An ADU is a small residential living space located on the same lot as another home. ADUs can be inside an existing home, such as a converted basement apartment, attached to a primary residence as an addition or completely detached, such as a cottage or converted garage in a backyard. They can provide flexible housing options for families, caregivers, renters and communities.
MHP has created a directory of professional feasibility study providers to help homeowners across the state understand whether an ADU is feasible on their property and what would be involved if they choose to construct one. Feasibility studies will generally assess site conditions and constraints, local zoning and permitting considerations, utilities, preliminary design considerations and high-level cost and budget feasibility.
“Homeowners are excited about ADUs, but many do not know where to start,” said Rachel Heller, executive director of the Massachusetts Housing Partnership. “A feasibility study gives a family an objective, professional assessment of what is possible on their property, what it may cost and what hurdles need to be addressed before they invest significant time and money. MHP is proud to partner with HLC to help close that gap and make ADUs a realistic option for more households across Massachusetts.”
Participation in a feasibility study does not obligate the homeowner to build an ADU, nor does it obligate the homeowner to use the chosen feasibility study provider for any additional services.
MHP will use information from the feasibility studies to guide future phases of the ADU Incentive Program and identify ways to make it easier for homeowners to build ADUs. The findings will help inform future zoning guidance, financing tools, infrastructure investments and technical assistance.
In addition to the MHP Accessory Dwelling Unit Incentive Program, HLC launched the ADU Design Challenge to develop publicly available, replicable ADU designs that homeowners and communities can use at no cost. Homeowners can also use the Massachusetts Clean Energy Center’s ADU Resource Center to look up their property, explore where an ADU could be placed on the lot and review other early planning considerations before starting a feasibility study. The administration has committed $10 million over two years to support MHP’s statewide ADU work, and MassHousing has launched a program offering low-cost ADU construction financing to low- and moderate-income homeowners
The Healey-Driscoll Administration has made housing a top priority, starting with the creation of HLC in 2023. Since then, the administration has signed the Affordable Homes Act, the state’s most ambitious housing law in history, advanced the conversion of vacant state-owned land and underused commercial properties into housing, implemented the MBTA Communities Law, created the Momentum Fund, increased housing tax credits and subsidies, expanded homebuyer assistance, established a right to home inspections, banned forced renter-paid broker’s fees and launched the state’s first housing production tracker to track progress toward the state’s goal to build 222,000 homes by 2035.

Coolidge Corner 戲院 8/4~26 推出「仲夏搶案」影展放映11部片

這「仲夏搶案」影展由庫里奇角戲院精心策劃,請插畫家卡甘·麥克勞德(Kagan McLeod)做視覺設計,挑選了多部橫跨不同年代與風格的經典作品,從幽默詼諧的木偶喜劇、法式警匪經典,到重磅好萊塢犯罪大片,非常多元。為使觀眾有最道地體驗,影院還將採用35毫米底片(35mm)與數位膠卷(DCP)兩種格式來放映。
庫里奇角戲院希望透過呈現精密的犯罪計畫與反叛體制的銀幕形象,讓觀眾在娛樂之餘,也能對社會現實產生共鳴與省思。

支持槍枝管制團體稱聯邦眾議員Clark已表態支持 11月大選時請民眾投「YES」
(Boston Orange編譯)支持槍枝管制團體「投贊成票支持安全麻州(Vote Yes for a Safe Massachusetts)」宣佈,聯邦眾議員凱瑟琳·克拉克(Katherine Clark)已背書支持該團體,籲請民眾11月大選時,投下贊成票,支持保留麻州已於2024年通過的槍枝安全法案。
麻州州長奚莉(Maura Healey)在2024年簽署生效「槍枝法現代化法案(An Act Modernizing Firearms Laws)」,旨在堵塞監管漏洞,強制要求自製且無法追蹤的「幽靈槍(ghost guns)」必須標示序列號並登記,擴大預防自殺與槍擊的「紅旗法(ERPOs)」適用範圍,並全面禁止槍枝全自動改裝套件。
槍枝權益團體與美國步槍協會(NRA)麻州分會為反擊,發起連署行動,已成功的把「全面廢除該法」落實為11月的麻州大選選票問題。
支持槍枝管制人士因此成立「投贊成票支持安全麻州(Vote Yes for a Safe Massachusetts)」的草根聯盟,全力爭取政界與選民支持。
由於選票問題是"Do you approve of a law enacted by the General Court known as Chapter 135 of the Acts of 2024, An Act Modernizing Firearm Laws?" (「您是否同意/認可州議會所通過之 2024 年第 135 號法案,即《槍枝法律現代化法案》?」),選民在投票時必須投「YES」,才能達到保留2024年法案的目的,支持槍枝管制人士因此特地強調投票時的選項是要投「YES」。
代表麻州第5選區(MA-05)的聯邦眾議員Katherine Clark表示,「現代化槍枝法」是保障社區安全的基石,呼籲選民在11月大選時投下「贊成票(YES)」保留法案。
Katherine Clark過去在國會推動槍管政策不遺餘力,曾參與奧蘭多夜店槍擊案後的國會靜坐抗議,並促成通過2022年的聯邦「跨黨派更安全社區法案(Safer Communities Act)」。麻州是全美槍管最嚴格的州之一,這場由槍支安全法保衛戰將成為全美槍管政策的重要風向球。
波士頓市訂 8/1 舉辦「公民高峰會」 慶祝美國250週年名額擴增至300
(Boston Orange編譯)波士頓市長吳弭(Michelle Wu)7月20日宣佈,8月1日將在波士頓大學舉辦「2026年公民高峰會」。為慶祝美國建國250週年,本次峰會名額擴增至300人,以深化社區參與並推動多元包容。
本屆高峰會主題為「我們人民(We the People)」,旨在重塑美國歷史經典名言,納入過往被忽略的多元社群聲音。活動內容包括吳弭市長的爐邊談話、社區領袖論壇,以及由波士頓大學(BU)學者主持的分組研討。
會議將邀請口語詩人阿曼達·雪亞(Amanda Shea)主持,並由媒體人達特·亞當斯(Dart Adams)主持和平集會歷史專題討論。
這峰會由波士頓市社區參與長Brianna Millor推動,市長辦公室公民組織部門(Mayor's Office of Civic Organizing)主辦,一連三年都是主要合作夥伴的波士頓大學將提供交流平台;非營利組織「城市前進」(Cities Forward)執行長約瑟夫·阿羅約(Joseph Arroyo)與在地企劃公司 PurpleFox Events 創辦人阿蒂亞·查理(Atiya Charley)亦參與協辦。
「2026年公民高峰會」將於8月1日(週六)在波士頓大學奎斯特羅姆商學院(Questrom School of Business)舉行。首屆峰會200個名額在12小時內即告售罄,今年因而調高容量至300人。活動完全免費,即日起於官方網站(boston.gov/civic-summit)開放報名,參加者可獲免費簡餐、城市紀念帆布袋及社區資源手冊。
作為波士頓紀念美國建國250週年系列活動之一,高峰會強調公民參與隨時代演進的歷程。波士頓大學自首屆起即為核心夥伴,而「城市前進」組織則自2025年起加入合作,共同打造基層聲音能實質影響城市施政方針的參與管道。
