麻州新發現42宗猴痘病例 宣佈進入緊急狀態

             (Boston Orange 綜合編譯) 聯邦政府才剛宣佈猴痘病毒快速散播,公共衛生進入緊急狀況,麻州公共衛生廳4日就宣佈,上星期又發現42名男子染患猴痘。

            根據麻州公共衛生廳的記錄,新病例是在728日至83日之間診斷出來的。麻州從518日發現第一宗猴痘個案以來,現已累計至157宗。

          州政府和地方人員正和病人,以及他們的醫療機構合作,確認哪些人可能和病人確診後有過接觸。

世界衛生組織 (WHO)在不到2個星期前,才宣佈猴痘是國際須要關注的公共衛生事件,美國健康及人民服務卿Xavier Becerra84日這天也宣佈了猴痘的擴散是公共衛生緊急事件。

世衛組織迄今只為其他2種疾病做過這種宣佈,脊隨灰質炎 (polio)、新冠病毒 (COVID-19)

聯邦政府的宣佈這是緊急事件,將使得衛生機構可以獲得聯邦經費,並加速診斷及治療的發展。

根據聯邦疾病防治中心 (CDC)的報告,全美有6617宗猴痘案,全世界有26864宗。

大部分的病人都在24週內復原了。任何人感染了該病毒,就應該隔離,避免和其他人接觸。

在麻州,目前有14個地點提供猴痘疫苗,截至83日,麻州共施打了5875劑猴痘疫苗。

這疫苗目前在全美各地或麻州都數量有限,在麻州只提供給在麻州工作或居住,並符合聯邦疾病防治中心規定的人,並以很有可能暴露在這種病毒之下的人為優先。

任何人覺得自己符合資格,都可向各人的醫療服務機構聯絡,要求評估,以確認是否符合規定要求。

波士頓市長指派 Aliza Wasserman 出掌食物正義辦公室

BOSTON - Friday, August 5, 2022 - Mayor Michelle Wu today announced the appointment of Aliza Wasserman as the Director of the Mayor’s Office of Food Justice (OFJ). The Office of Food Justice is charged with building a local food system that is equitable, resilient, sustainable, and just. As Director, Wasserman is charged with leading OFJ to make nutritious, affordable, and culturally relevant food accessible to all Boston residents while accelerating climate action. 

“In Boston, food should be a force for justice. Aliza’s experience with public health and food policy will drive our work to make nutritious, culturally-relevant food more accessible for all of our residents and advance our climate goals,” said Mayor Michelle Wu. “I am thrilled to welcome Aliza back to city government and look forward to collaborating on policies and programs that nourish, connect, and uplift our communities.”

The Mayor’s Office of Food Justice focuses on five pillars to make nutritious, affordable food accessible in Boston. These include investing in Boston’s food economy, supporting Boston’s food chain workers, expanding access to affordable food that is also culturally appropriate and nutritious, leveraging public procurement to deliver good food for Boston residents and strengthen our supply chains, and empowering a wide coalition of food system advocates and community members to advocate for policies at the city, state and federal levels. 

"I am thrilled to join the team to advance Mayor Wu's food justice agenda in collaboration with every part of city government,” said Aliza Wasserman. “As we build a more resilient, equitable city, the Office of Food Justice will work alongside Boston residents to advance a vision of food justice that acknowledges the injustices of the past while building new systems that reflect our shared values."

Originally from New York, Aliza found her home and commitment to serving the City of Boston during her six years as a policy analyst for Intergovernmental Relations at the Boston Public Health Commission. Aliza’s background is in public health and food policy, and she has spent the past seven years leading technical assistance, policy advocacy and program implementation work in Washington, DC with Wholesome Wave, National League of Cities, and DC Greens. In Washington, Aliza developed and advocated for federal policies that make it easier for cities across the country to improve access to affordable fresh produce, including through paying for prescriptions for fruits and vegetables to prevent chronic illness from worsening. She also developed a community of practice, training and tools for municipal elected officials and staff from around the country to disrupt structural racism as a cause of inequities in their cities. 

Throughout the pandemic, she led Washington, DC’s citywide fresh produce program to innovate by integrating home delivery, streamlining enrollment through the city’s Department of Aging, partnering with mutual aid organizations and embedding produce pickups at several dozen community sites around the city, while integrating a racial equity rubric into the program’s vendor contracting model. 

Aliza holds masters degrees in Food Policy & Applied Nutrition and Public Health from Tufts University. She lives in Roslindale and enjoys its farmers market and long standing small food businesses. In her free time, Aliza relishes any opportunity she has to spend with her niece and nephew.

In February, Mayor Wu re-launched the Office of Food Justice – formerly the Office of Food Access – as part of the Environment, Energy and Open Space Cabinet. Mayor Wu also announced the creation of GrowBoston: Office of Urban Agriculture to increase food production throughout Boston and support local farmers and gardeners. This appointment of Wasserman expands upon the Mayor’s commitment to improving the accessibility and affordability of nutritious food in Boston and strengthening local food systems to mitigate the impacts of the climate crisis.  

The Office of Food Justice will be working closely with GrowBoston in a shared effort to transform our local food system. This includes partnering to provide low-income residents with garden beds through a $2.5 million ARPA investment. Recently, Mayor Wu and the Mayor’s Office of Food Justice announced that over 120 Boston Summer Eats Program meal sites opened July 5, 2022, running throughout the summer. Additionally, the Office of Food Justice is operating the Farmers Market Coupon Program for the third year. The goal of the Farmers Markets Coupon Program is to support households who do not qualify for federal and state programs, including but not limited to immigrants and refugees. This year, the Mayor’s Office of Food Justice has partnered with more than 20 community-based organizations to distribute farmers market coupons to food-insecure households in Boston, including Allston-Brighton, Charleston, Chinatown, Dorchester, East Boston, Mattapan, Roslindale, Roxbury, and South Boston.

MBTA 一輛休班巴士突然著火 2名地鐵員工送醫

          麻州地鐵發言人Koe Pesaturo表示,4日下午310分,一輛才剛抵達Arborway廠要做維修的巴士,後車廂突然著火。他說,地鐵人員企圖滅火,但沒能做到。員工送醫檢查是因為他們可能吸入煙霧。起火原因還在調查。

          在推特上的照片,顯示一輛巴士後車箱頂端橘色火焰包在濃黑煙霧中熊熊燃燒。拍這照片的Darragh Murphy說,當時她正開從牙買加平原開車回多徹斯特,從眼角餘光中看到了橘色火焰。

          她說那輛著了火的巴士從華盛頓街上開進維修廠,火勢很猛,燒得很快,向上直衝,但是駕駛似乎非常冷靜地開著車,大概開了100碼的開進MBTA位於華盛頓街上的停車場。得向他們致敬。

          現年53歲的Murphy說,這天的天氣是我的天哪的那麼熱。她自己很少搭地鐵,但她的女兒常常搭。現在,我的意思是,熱浪來襲,事故會發生,但,這似乎是一而再,再而三地發生事故。這整個地區的人民真的該有個有用的交通系統

          根據麻州地鐵發言人Pesaturo在橘線停駛期間,麻州地鐵計畫用私人公司的巴士來接載大部分的乘客,但也會用地鐵自己的巴士。

          他說,目前還不知道會有多少輛巴士,或者使用頻率多高,但是大概只會在週末使用

麻州2聯邦參眾議員呼籲MBTA在橘線停駛期間讓所有地鐵及巴士供人免費搭乘

           (Boston Orange 編譯) 聯邦眾議員Ayanna Pressley和聯邦參議員 Edward J. Markey呼籲麻州地鐵 (MBTA) 在橘線停駛的30天中,讓所有的地鐵及巴士都免費供人搭乘。

麻州地鐵總經理3日和麻州州長查理貝克 (Charlie Baker)在橘線地鐵Wellington車站,說明為更切實地整修橘線地鐵,819日起,橘線將停駛一個月。

前述2名聯邦參眾議員催促麻州地鐵動用聯邦政府已經撥給該機構的錢來支付車費損失,藉以紓緩橘線這麻州第二繁忙地鐵路線數以萬計乘客們,在這期間得找其他替代交通工具的負擔。

橘線地鐵將從819日到919日之間停駛,以維修並更換沿線路軌及燈號。

在宣佈停駛前,麻州地鐵原本預估本會計年度,每月可經由橘線獲得4000萬元收入。

Ayanna PressleyEd Markey在一份聲明中表示,「國會已撥發足夠資源來做這必要的投資,並在橘線停駛期間提供有意義的濟助」。「麻州政府已經讓乘客很失望了,不應該再讓乘客們一肩擔起這些不方便和費用」。

麻州今年稍早從聯邦政府的基礎設施法撥給公共交通的25億元中,獲得53700萬元來更新公共交通系統。參議員的發言人說,那筆錢足夠支付橘線停駛時的車費收入損失。

專家們說,哪筆錢已經有一大部分被分配進樓宇項目中,得重新分配,才能填補車費收入損失。

麻州地鐵還收到了將近20億元的聯邦新冠病毒援救經費,大部分也已經預訂用於支付營運開銷。

麻州目前有23億元來自聯邦政府,還未動用的新冠病毒援救經費,這筆錢由麻州議會控制,要把其中的一部分用在麻州地鐵上,得由議會通過法案。

麻州議會最近分配了26600萬元給麻州地鐵,來解決聯邦交通管理局 (FTA)看到的問題。

                         Ed MarkeyAyanna Pressley堅持認為,在橘線停駛期間,用這現有的經費來讓紅,藍,綠線地鐵及巴士免費,會非常值得,可以確保乘客不致於因為這一動盪而在財務上受影響。他們說,這做法還可幫助那些掙扎度日的人因應歷史紀錄的通貨膨脹。

                          他們倆都在國會中繼續推動法案,要設立50億元的競爭補助項目來支持全國性的免費交通計畫。

                            民主黨說,貝克 (Baker) 政府和麻州地鐵決定整條橘線地鐵停駛一個月,對那些依賴橘線地鐵去工作、上學,上雜貨店,獲取其他眾要服務的人,尤其是對黑人,拉丁裔人,殘障,低收入,以及其他邊緣社區的人來說,簡直是毀滅性的打擊。

                     麻州地鐵乘客們近來已經在忍受更糟的服務。麻州地鐵為因應聯邦交通管理局的調查發現地鐵沒有足夠的調派原來安全營運,上個月宣佈紅線、橘線及藍線地鐵服務縮減20%,去年12月,麻州地鐵縮減巴士服務3%,因為還沒僱到足夠的駕駛,也還未能恢復服務量。

                      麻州地鐵表示,當919日乘客們回來搭橘線地鐵時,會發現因為車軌在停駛期間更新了,車速更快。6月十,聯邦交通管理局發現,大部分橘線地鐵車軌狀況不佳,逼使橘線長年必須減速行駛。

                   在即將來臨的停駛期中,麻州地鐵鼓勵橘線乘客搭乘將增加站點的通勤火車。乘客只要向車長展示持有查理卡或查理車票,就可以在所有的11A,以及2區車站上車。

               麻州地鐵為疏導橘線乘客,週三通過了一份3700萬元,讓乘客免費搭乘的穿梭巴士合約。麻州地鐵總經理Steve Poftak在週三時表示,地鐵當局還在研究巴士路線,在橘線停駛期間不會增加地鐵及巴士服務。

              波士頓市為因應這一變動,正研究設計只供穿梭巴士行駛的巴士專用車道,另外考慮讓乘客免費騎藍自行車。

財政辦公室稱有41億元可動用 麻州長面對橘線維修稱經費不是問題

             (Boston Orange 綜合報導) 麻州財政辦公室 (Executive Office for Administration and Finance) (4)日宣佈,初估麻州2022會計年度有19億元盈餘,加上麻州還未拿到的聯邦援救法財政復甦基金大約23億美元,麻州將有41億元可動用。

               麻州州長查理貝克 (Charlie Baker) 83日在橘線地鐵Wellington站就橘線停駛維修召開記者會時,面對記者維修共需經費多少的問題時,哂然表示,麻州財政狀況極佳,經費不是問題。

               麻州財政辦公室表示,就如稅收局 (DOR)所宣佈,2022會計年度共收得411500萬元,比2021會計年度增加了20.5%,也比2022會計年度預算估計的要多67億元。

               2022會計年度盈餘反映了稅收比預期好得多,在20221月及5月,該辦公室向上修訂了33億元的累計2022年稅收基準,以因應預估的增幅,但到會計年度結束時,卻仍然有35億元超過修訂基準。

              根據州法,在2022會計年度收到的稅款中,來自資本收益及銷售稅的收入,有14億元轉移給了麻州地鐵 (MBTA)、學校樓宇局,以及包括穩定基金的預算儲備。總額共計23億元的稅金轉移及超額資本收益,在2022會計年度中存進了穩定基金,使得這一帳戶的餘額達到歷史性的69億元之多。另外有大約8億元由麻州議會分配進2月及4月通過的2個補充預算。

              結算下來,大約有30億元稅款,要根據麻州稅法的c62F法,退還給納稅人,以及其他年終結算,最後麻州的2022會計年度,初估仍有19億元盈餘。

              19億元盈餘是在麻州還未拿到的大約23億美元美國援救法案財政復甦基金之外,可分配來用的錢。

WASHINGTON, D.C. — In the wake of an agreement reached by members of the Senate on a bill to address inflation, climate change, and rising healthcare costs, some are now planning to offer up anti-immigrant amendments that would harm our communities and their loved ones. This week, Asian Americans Advancing Justice – AAJC joined a coalition of over 286 organizations urging Senators to vote NO on “poison pill” amendments attached to the Inflation Reduction Act of 2022. 

 

“Asian Americans Advancing Justice – AAJC urges Senators to reject anti-immigrant amendments to the Inflation Reduction Act of 2022,” said Martin Kim, Associate Director of Immigration Advocacy at Advancing Justice – AAJC. “Efforts to dismantle the asylum system, restrict family migration, unjustly target and surveil immigrant communities, and increase enforcement or militarize the border, are immoral, extreme, and run counter to American values. Senators should remember that their constituents want economic opportunities, not amendments that would harm immigrant families who make our communities stronger.”

年後,今年首度恢復辦理。波士頓華埠大同村的中庭,
82日這天下午格外熱鬧。

                      全美滅罪安全夜 (National Night Out)又稱警民聯歡日,是由全國城鎮守望相助協會 (National Association of Town Watch)這個非牟利團體,在每年8月第一個星期二舉辦的活動,旨在培養警民之間的互信、合作關係。

                     波士頓市今年的全美滅罪安全夜,由波士頓市長吳弭 (Michelle Wu) 率領龐大的民代與警檢人員,在812日這2天之中,巡迴到訪波士頓市的11個社區。

                 81日,巡訪的是布萊頓 (Brighton),海德公園 (Hyde Park) ,羅森岱爾 (Roslindale),麥特潘 (Mattapan)和洛士百利 (Roxbury)等地。

                       82日,則是巡訪東波士頓 (East Boston) ,華埠 (Chinatown),南端 (South End) ,北端 (North End) ,南波士頓 (South Boston) ,以及多徹斯特 (Dorchester)。波士頓市長吳弭率領的巡訪團,包括警察局、消防局、緊急救護局 (EMS),前後相連有十餘輛車,從大同村駛往下一站南端時,前後都有警察騎摩托車前導、壓陣,儼然車隊,比往年市長出席這活動的規模大得多。

在波士頓華埠這一站的警民聯歡活動,由已2年未辦改選的華埠社區議會 (CNC)主辦。既是紐英崙中華公所主席,也是華埠社區議會共同主席的雷國輝和另外2名共同主席梅伍銀寬、曾雪清,以及大同村物業管理經理翁麗芳一起主持,邀請了地方上的幼稚園,以及僑聲音樂社等表演節目。華埠居民會會長,也是僑聲音樂社資深成員的黃國威,波士頓華埠獅子會的前會長伍國光都獻唱了一曲。

會場有華埠各個服務機構擺攤位,派傳單,做介紹。包括塔芙茨醫療中心,中華耆英會,中城家庭健康服務社,美國退休人士協會 (AARP)麻州分會,建橋者協會,華人前進會,華埠居民會,波士頓社區發展行動會 (ABCD),亞裔青年會 (YES),王氏青年會 (Wang YMCA) ,也有捏麵人師傅麥炳潤現場示範,吹紮動物氣球。

經麻州州長查理貝克(Charlie Baker)指派,現正競選留任的薩福克郡地方檢察官Kevin Hayden利用機會,不但擺攤位,把競選宣傳車帶到會場,還在會場上和正角逐他這職位,已獲得波士頓市長吳弭背書支持的波士頓市議員Ricardo Arroyo同台。

波士頓市長吳弭原定415分抵達波士頓華埠,但這天遲了將近半小時才到。她先用國語講了幾句話。她說,「今年是第一,有2年不能在一起,所現在就是第一年能夠回來看到大家,想要慶祝我們中國城的所有的家庭,所有的朋友,所以非常非常榮幸能夠和大家在一起」。

吳弭市長還特地介紹了波士頓市的參與辦公室,亞裔聯絡員黃楚嵐,轄區包括波士頓華埠的波士頓警察局A-1A-15區警長Robert Ciccolo,以及和她一起到訪的民代及檢警。

根據波士頓市警察局1月公佈的2021年度犯罪報告,和2020年相比,波士頓市內的暴力犯罪案件,減少了15%,財物罪下降了13%。整個波士頓市今年以來,總共出現過343聲槍響,比之前一年的647聲槍響,減少了47%,過去7年間,波士頓華埠曾發生過10次開槍事件,今年初以來,出現1次,比去年的零次,多了一次。

波士頓警察局A-1區的2022年第一季的嚴重暴力犯罪案也減少了18%,從20221月到5月這段期間和2021年同期相比,一樣有2宗凶殺案,強姦或企圖強姦案有8宗,則比去年增加了50%,搶劫或企圖搶劫罪案,今年有32宗,和去年的52宗相比,減少了38%

吳弭市長強調警民合作是降低犯罪案件的關鍵。她在致詞時說,「我們在波士頓市政府非常重要的工作…. 就是要所有中國城的家庭能夠和我們一起合作,非常榮幸有好多朋友和我們在一起做這個事情,從波士頓警察到所有其他的…..」。 (部分圖片已於8/3刊發)
