波士頓市長宣佈緊急風雪停車禁令今晚六點起生效

             (Boston Orange 綜合報導)波士頓市長馬丁華殊(Martin Walsh(今(16)日下午4點在芬紐廳(Faneuil Hall)開記者會，宣佈緊急風雪令，指出積雪可能高達9至13吋，有些地方甚至會高達15吋，風勢也會高至時速45英里。

今晚6點起，風雪停車禁令開始生效。凡是停在掛有緊急風雪告示牌道路上的車輛，都會被拖吊，今日下午4點起，民眾就可把車停到折價停車場。街道清掃從今日午夜起暫停，直至進一步通知為止。

波士頓市府敦請市民遵守風雪規定，週四出門時格外小心。天氣預報在週四，週五的風雪過後，天氣會乾燥，氣溫很低。

馬丁華殊指出，自從2019年3月以來，波士頓已經有21個月沒出現過大規模風雪，這一次得請市民加強做準備，所有人在路上，人行道上，都要小心。

波市府籲請民眾下載「垃圾日」應用程式(https://www.boston.gov/trash-and-recycling-day-schedule-and-search)。

波士頓市所有公校樓宇將關閉，所有學生須上網學習，但將比平日提早2個半小時下課。週四這天將不開放到校上課。

波士頓公校停車場在風雪期間將不准停車。違規車輛將被拖吊。

波士頓公校週四將暫停發放餐食，在華盛頓公園購物廣場，以及海德道(Hyde Park Ave)1432號的這兩個新冠病毒檢測站，也將暫時關閉。

波士頓市府17號不上班，波士頓公共圖書館，以及青年及家庭中心都將關上大門。

波士頓市公共工程局有600輛鏟雪車可上路鏟雪，局內也存有4萬4000噸鹽。

MAYOR WALSH DECLARES SNOW EMERGENCY, PARKING BAN IN EFFECT TODAY AT 6 P.M. Residents urged to take caution and abide by snow regulations; City-sponsored meal distribution sites & some COVID-19 testing sites closed on Thursday

BOSTON - Wednesday, December 16, 2020 - Mayor Martin J. Walsh today declared a snow emergency ahead of the forecasted winter storm. Total snow accumulations may range between 9 to 13 inches, with the potential to up to 15 inches in some areas, and winds as high as 45 mph are expected. Residents are advised that a parking ban is in effect starting at 6:00 p.m., when vehicles parked on the street will start to be towed. The City is urging residents to abide by snow regulations and all commuters to utilize caution when traveling during the Thursday commutes. Dry weather paired with colder temperatures and wind chill are anticipated on Thursday and Friday following the storm.   "Boston hasn't seen a sizable snowstorm since March of 2019 -- over 21 months ago. I am urging everyone to be ready and prepared," said Mayor Walsh. "I ask all our residents and workers to be alert and remain cautious on our roads and sidewalks. Our Public Works Department (PWD) will be working hard to pre-treat and clean our roads during this snowfall, and I thank them for their hard work. We are asking residents and businesses to do their part by staying safe, shoveling their sidewalks, walkways, catch basins, and fire hydrants, and looking out for one another as neighbors. The City of Boston will continue to share updates throughout the storm." A snow emergency has been declared. A parking ban is in effect starting today, Wednesday, December 16 at 6:00 p.m. All vehicles parked on a posted snow emergency artery will be towed beginning at 6:00 p.m. today. Residents can find a list of discounted garages here and begin parking at participating garages starting at 4:00 p.m. today. Trash and Recycling pick-up is cancelled citywide on Thursday, December 17. Neighborhoods with a Thursday and Friday pick-up schedule will be delayed by one day. Residents are encouraged to download the  Trash Day App.  Starting at midnight, Street Sweeping is cancelled until further notice.  All Boston Public Schools (BPS) school buildings will be closed. All students, including students who were scheduled to report for in-person learning, will attend classes online for a partial day that will end 2.5 hours earlier than the regularly scheduled dismissal time. There will be no in-person learning on Thursday.   As indicated in signage posted in BPS school parking lots, parking is not allowed during snowstorms. Vehicles may be towed if they are parked in BPS parking lots this evening. All BPS meal distribution sites will be open today Wednesday, December 16 until 6:00 p.m. instead of Thursday, December 17. Other meal sites in the City will also be closed on Thursday, December 17. They will be open today to distribute extra meals. Residents are encouraged to check with their meal site for hours.  The City-sponsored mobile COVID-19 testing sites at Washington Park Mall and 1432 Hyde Park Avenue will be closed on Thursday. For other updates on testing site availability and closures, please check hours of operation here.  Boston City Hall and all City departments will be closed on Thursday, December 17. Boston Public Library locations will be closed, including BPL To Go services. Residents with appointments scheduled on Thursday, December 17 will be contacted by City departments to reschedule. All Boston Centers for Youth & Families are closed and in person programming is cancelled.  The Public Works Department will have equipment to pre-treat Boston's roads prior to the snowfall starting and has the ability to put over 600 pieces of equipment on City streets. The Public Works Department currently has 44,000 tons of salt on hand. The Office of Emergency Management (OEM) is in constant contact with the National Weather Service to receive detailed forecasts for the City of Boston and ensure City departments have plans in place to handle the forecast. Residents can sign up to receive AlertBoston notifications by phone, text, or email. Residents can call 311 for non-emergency related issues. Rules on clearing snow: Property owners must fully clear snow, sleet and ice from sidewalks and curb ramps abutting the property within three hours after the snowfall ends or three hours after sunrise if the snow ends overnight. Curb and pedestrian ramps to the street should be cleared fully and continually over the duration of the storm to ensure accessibility for individuals with disabilities. If a storm will last over an extended period of time, property owners are asked to continually check ramps abutting their property for compliance.  Removal of snow, ice from a private property to the street or sidewalk is prohibited.  Failure to comply with the rules can result in fines issued by PWD's Code Enforcement Division. Caring for vulnerable populations: If you see homeless and vulnerable individuals out in the cold who appear immobile, disoriented or underdressed for the cold, please call 911. The Boston Public Health Commission (BPHC) coordinates a city-wide network of emergency shelters, outreach providers, city agencies and first responders to assist those in need of shelter. Boston's emergency shelters are open 24 hours and will accept any person in need. Men can access shelter at the 112 Southampton Street Shelter, and women should go to the Woods-Mullen Shelter at 794 Massachusetts Ave. BPHC and the City work closely with shelter providers in the city to ensure that no client is without shelter, food, resources, and a warm respite from the cold. The City brought over 200 beds for the winter spread throughout sites in Brighton, Mission Hill and downtown. Additionally, the City worked with the State to add additional capacity in locations surrounding and outside of Boston. The BPHC Engagement Center is open from 6:00 a.m. to 6:00 p.m. In addition to providing an indoor heated space, it offers a range of basic amenities and comfort items, such as clean bathroom facilities, water, coffee, and light snacks. During extreme cold weather, street outreach teams operate with extended hours and provide mobile outreach vans on the streets in the evening and throughout the day. Safety tips: Keep catch basins and fire hydrants clear. For a map of catch basins and fire hydrants, visit here. You can assist in keeping hydrants clear of snow so the Boston Fire Department can access them quickly in case of emergency. Shoveling snow requires significant exertion; please be cautious and pay attention to symptoms. Stop if you feel chest pain, shortness of breath, lightheaded, nauseous/vomiting. Call 911 if those symptoms do not resolve quickly. Snow piles can make navigating intersections dangerous for walkers and drivers. Please take extra care when turning corners with snow piles that might limit visibility. Carbon monoxide poisoning is a concern during winter weather, especially with the use of generators. Residents should use their home heating systems wisely and safely, and have a working carbon monoxide detector on each floor of the home. Call 911 immediately if you suspect carbon monoxide poisoning. Sitting in a car while idling can be deadly if the tailpipe is blocked. Do not let children sit in an idling car while shoveling. Clear any household exhaust pipes of snow like gas exhaust from the heating system or dryer. Have a contractor check the roof to see if snow needs to be removed. If roof snow can be removed from the ground with the use of a snow-rake, do so with caution. Avoid working from ladders and be mindful of slippery surfaces.  Dress for the weather: Due to the ongoing COVID-19 pandemic, residents are required to wear face masks or cloth face coverings in all public places, whether indoors or outdoors, even where they are able to maintain 6 feet of distance from others.  Wear several layers of loose-fitting, lightweight, warm clothing rather than one layer of heavy clothing. Outer garments should be tightly woven and water repellent. Wear mittens over gloves; layering works for your hands as well. Always wear a hat and cover your mouth with a scarf to protect your lungs.   Dress children warmly and set reasonable time limits on outdoor play. Restrict infants' outdoor exposure when it is colder than 40 degrees Fahrenheit. Watch for signs of frostbite: Signs of frostbite include loss of feeling and white or pale appearance in extremities such as fingers, toes, ear lobes, and the tip of the nose. If symptoms are detected, get medical help immediately. Watch for signs of hypothermia: These include uncontrollable shivering, memory loss, disorientation, incoherence, slurred speech, drowsiness and apparent exhaustion. If you or someone you know shows any of these symptoms, get in touch with a healthcare provider immediately. If symptoms are severe, call 911. Heating safety: Never try to heat your home using a charcoal or gas grill, the kitchen stove, or other product not specifically designed as a heater. These can cause a fire or produce dangerous levels of carbon monoxide very quickly.  Have your heating system cleaned and checked annually. Install and maintain smoke alarms and carbon monoxide detectors on every level of your home. Carbon monoxide is an invisible gas produced whenever any fuel is burned. Common sources include oil or gas furnaces, water heaters, fireplaces, stoves, and some space heaters. It has no smell, taste, or color. It is a poison and is deadly. Emergency home repair resources:  Income-eligible homeowners and Boston's residents over age 60 can receive assistance with winter emergencies and repairs, such as fixing storm damage, leaking roofs, furnaces and leaking/frozen pipes. For assistance, residents should call the Mayor's hotline at 311 or the Boston Home Center at 617-635-HOME (4663).    A grant up to $5,000 is available for income eligible homeowners over age 60 to ease unexpected financial burdens caused by an emergency situation with their home. In addition, the Mayor's Seniors Save program helps income eligible Bostonians over the age of 60 replace old, inefficient heating systems with a brand new heating system even before a catastrophic failure occurs during the cold winter months. 麻州州長匯報風雪來襲 請民眾小心，盡量留在家中

             (Boston Orange 編譯)麻州州長查理貝克(Charlie Baker)和州府團隊昨天才繼續勸州民，沒事少出門，別群聚，今(16)天又提醒州民，大風雪今晚來襲，最好儘量待在家裏。

            大雪估計晚上9點就開始下了，不管是避免感染或散播新冠病毒(COVID-19)，還是小心大風雪，結果都一樣，最安全的地方是家裏。           

        查理貝克今天中午在疫情匯報中說，剛和國家氣象服務局通過電話，估計除了鱈魚角和島嶼之外，整個麻州都會覆蓋大雪一尺。州政府顯然得呼籲市民，尤其是明天(17日)，道路可能結冰，可能的話，就盡量留在家，不要上路。這不僅僅是為了州民的個人安全，也是為了保護那些掃雪工作等等人員的安全。

             查理貝克希望雇主能儘量容許員工從家裏辦公。

             麻州公共衛生廳(DOT)會派出大約3800輛鏟雪車，清掃大約15000英里的道路。

             麻州緊急管理局在一份聲明中表示，這場暴風雪估計雪量很大，風勢很強，時速45到55英里。海岸邊會淹水，晚上7點到10點，海洋狀況危險。下雪量估計12到18吋。

             週四下午漲潮時，麻州海岸會有小幅度的淹水。在早上7點到下午1點之間，會有強勁陣風。

             麻州交通廳廳長Stephanie Pollack表示，為避免2015年地鐵(MBTA)被嚴重破壞的情況再發生，地鐵已投資了一億多元來避免天氣糟糕導致服務中斷。相信MBTA已為今冬做好準備。

麻州州務卿指責Robinhood金融遊戲化應用程式 吸引人交易股票手法不恰當

 (Boston Orange 編譯)麻州州務卿威廉蓋文(William Galvin)15日指控羅賓漢金融公司(Robinhood Financial LLC)把應用程式遊戲化，不恰當的擴大吸引了沒有股票交易財務技能的客戶，卻並未適當的加強其支援客戶能力。

威廉蓋文的辦公室要羅賓漢金融公司(Robinhood Financial LLC)聘用一名外界顧問來檢視其行銷策略及程序，並密切注意其架構。

威廉蓋文在一份聲明中指責羅賓漢公司每當顧客做一筆交易，就在螢幕上撒五彩紙屑。他稱這為”遊戲化策略”的網路市場行銷做法。

威廉蓋文說，”作為一名經紀商，羅賓漢有責任保護其顧客，以及顧客的錢”。把那當作遊戲，引誘年輕人及無經驗的顧客做更多筆交易是不道德的，也遠低麻州要求的標準。

威廉蓋文辦公室證券組投訴羅賓漢公司的行動，是威廉蓋文九月開始實施麻州信託規則(Massachusetts Fiduciary Rule)後的第一宗執行案。

根據威廉蓋文辦公室數據，羅賓漢公司在麻州有50萬名客戶，投資額約16億元。投資者的中位年齡為31歲，68%做投資經驗有限，或從未投資過。

羅賓漢公司藉由顧客的交易筆數來賺取收入。威廉蓋文的辦公室表示，羅賓漢公司應篩檢顧客的投資歷史，但卻未恰當地這麼做。

威廉蓋文說，該公司不斷吸收新客戶，卻不處理已經有的客戶。今年在華爾街的重要時刻，該應用程式竟然兩次黑了，客戶無法執行交易。三月時該應用程式有2天無法運作，一星期後又有一天，一直到11月共有70次時間不等的當機。

投訴書稱，”羅賓漢公司儘管未能維持足夠的基礎設施，卻持續邀請更多顧客開戶，而且一開了帳戶，就鼓勵客戶不斷使用平台”

                      2020年礙於新冠病毒疫情，波士頓北一女每年必有的夏季野餐，年會聚餐都無法舉行，但在校友夫婿湯耀武、楊哲修兩人技術支援，還會前測試校歌播放，當天出席的校友不僅開年會，還網聊，暢聚二小時。

                       現任會長吳萍萍在會中特地感謝許聰玲，龍熙平。說明去年訂的夏季野餐場地，因疫情取消後，靠著許聰玲不厭其煩，多番發送電子郵件，才終於取回訂金。龍熙平則為波士頓北一女校友會製作了一輯非常精彩的5分鐘視頻簡介，交給北一女國際基金會，希望能為基金會的Youtube頻道爭取1000名訂閱者，也助力光復樓的翻修募款。

                    吳萍萍感觸的說，月前代表校友向波士頓僑教中心訂購10850個防疫口罩後，一度為如何分發給校友傷腦筋，沒想到不同市鎮都有熱心校友，願意承擔轉發給鄰近市鎮校友的麻煩，讓她深切體會校友會在聯誼之外，也為校友幫助校友奠下基礎。

                        波士頓北一女校友會現有會員178人，其中永久會員57人，財政豐實。吳萍萍指出，前任會長江佩蓉發起的永久會員制，對此貢獻最大。交200元永久會員費者，可得到一枚設計精美胸章。該會現只剩下5枚銀色胸章。

                     在2015年由趙小怡創辦的波士頓北一女校友會，會齡尚淺，迄今只有趙小怡，吳國志，江佩蓉，李欣，吳萍萍等5屆會長。11名籌備成員中的郭明，設計了校友出席名牌，她為自己有幸做此貢獻，感到十分榮幸。

                      接任會長張冕表示，自己剛退休，現在時間比較多些，這才敢接任會長，希望來年能在包括吳萍萍、龍熙平，林麗珠，饒雨涵，林遊嵐，李以蕙等新年度團隊，以及後勤支援的李欣、施粲粲等人通力協助下，繼續為校友們服務。

 

U.S. Secretary of Commerce Wilbur Ross and Singapore Minister for Trade and Industry
Chan Chun Sing Sign Memorandum of Understanding on
Trade Financing and Investment Cooperation

WASHINGTON – The United States of America (U.S.) and Singapore have signed a Memorandum of Understanding (MOU) to deepen economic cooperation and extend trade financing and investment support to companies in Singapore and the U.S. The MOU was signed by U.S. Secretary of Commerce Wilbur Ross and Singapore Minister for Trade and Industry Chan Chun Sing.

“The U.S. and Singapore have enjoyed more than fifty years of official partnership since we established diplomatic ties in 1966,” said Secretary Ross. “This MOU will help Singapore importers finance the purchase of U.S. exports and support Singapore investors looking at opportunities in the U.S.”

Singapore’s Minister for Trade and Industry Chan Chun Sing said, “As like-minded partners, Singapore and the U.S. are committed to supporting our businesses as they respond to the global economic disruptions caused by COVID-19. Through this MOU, we will facilitate company investments into Singapore and the U.S., and help businesses access more trade financing facilities. We also look forward to catalysing greater trade and investment flows between the U.S., Singapore, and Southeast Asia, and enabling our companies to continue trading and accessing opportunities in these challenging times.”

The U.S. and Singapore are like-minded and longstanding partners with a strong record of economic cooperation. Recognising the significant global tightening of credit following the economic slowdown caused by the COVID-19 pandemic, the MOU aims to enhance the availability of and access to trade financing options for U.S. and Singapore companies. The MOU will also facilitate bilateral trade in goods and services to enhance our respective regions’ growth opportunities. In addition, the MOU seeks to strengthen cooperation on investment promotion and provide opportunities for both countries to explore the use of technology (e.g. FinTech) to address new trade financing and investment challenges.

The renewable, two-year MOU will be overseen by the U.S. Department of Commerce and Singapore’s Ministry of Trade and Industry. The MOU will also be supported by implementing agencies, including the Export-Import Bank of the U.S., the U.S. Commercial Service in Singapore, and Enterprise Singapore.

The MOU is the latest tangible result of the robust economic and investment partnership between the U.S. and Singapore. The U.S. is Singapore’s largest foreign investor, while Singapore was the
fourth-largest Asian investor in the U.S. in 2019. Both countries are committed to working together towards a stronger post-COVID-19 economic recovery. Our continued partnership will help to facilitate bilateral trade and investments and ensure that our companies are well positioned to tap into growth opportunities in our respective markets and regions.

麻州大麻控制局更新2名董事 任期五年

            (Boston Orange 整理報導)共有5名董事的麻州大麻控制局Cannabis Control Commission，簡稱CCC).，新添兩名董事Nurys Z. Camargo 及 Bruce Stebbins，任期五年。

               麻州州長查理貝克(Charlie Baker)，財政廳廳長高柏珂(Deborah B. Goldberg)，以及麻州總檢察長Maura Healey在15日宣佈了這一任命。

                根據法令，這兩名董事須獲得前述三名麻州政府高官的多數票同意，其中一人須在受法規管轄的工業界，具備監管或商品，生產，分銷等領域的專業管理經驗，一人須在受法規管轄工業界，具有法律，政策或社會正義議題的經驗。

             Nurys Z. Camargo從2013年起擔任AT&T的麻州外部事務主任，和社區關係良好，擬定過區域性企業社會責任計畫。在AT&T之前，他曾擔任麻州公共安全辦公室資深政策顧問，薩福克郡地區檢察官辦公室社區關係主任。他獲有Baruch 學院公共行政碩士學位，是該校全國市區學者，之前畢業於Mount Ida 學院，獲有刑事法學士學位。

                Bruce Stebbins從2012年起擔任麻州賭博局委員，之前在春田市負責企業發展，並曾長達10年的擔任全國生產商協會資深區域經理。他也擔任過麻州企業發展辦公室主任，監管5個區域辦公室，25名員工，還在1989至1991年間，擔任布殊(George H. W. Bush)總統的政治事務副主任。他獲有喬治華盛頓大學的政治學學士學位。

BOSTON – Today, Governor Charlie Baker, Treasurer Deborah B. Goldberg and Attorney General Maura Healey announced the appointments of Nurys Z. Camargo and Bruce Stebbins to the Cannabis Control Commission (CCC). Per statute, two commissioners should be appointed by a majority vote of the Governor, Attorney General and Treasurer, one of whom should have professional experience in oversight or industry management, including commodities, production or distribution in a regulated industry; and one of whom should have a background in legal, policy or social justice issues related to a regulated industry. These appointees will serve a term of 5 years.

“Our administration is grateful to the Treasurer and Attorney General for their partnership on these appointments to the Cannabis Control Commission as we continue to work together to ensure the effective regulation and safety of the cannabis industry in Massachusetts,” said Governor Charlie Baker. “We are proud to appoint two highly qualified and experienced individuals to the CCC, and look forward to their contributions to the Commission. We also thank Commissioner Title for her service to the Commission.”

Nurys Z. Camargo has served since 2013 as the Director of External Affairs in Massachusetts for AT&T. In this role, she works to foster positive relationships with the community, creating philanthropic funding opportunities and developing regional corporate social responsibility initiatives. Immediately prior to joining AT&T, she served as a Senior Policy Advisor at the Massachusetts Executive Office of Public Safety and Security. Ms. Camargo also served previously as Director of Community Relations for the Suffolk County District Attorney’s Office. In addition to her professional work, she currently serves on boards including United Way of Massachusetts Bay and Merrimack Valley’s Community Board, and Eastern Bank’s Board of Ambassadors. She is also the Founder and Board Chair of Chica Project, a social enterprise dedicated to closing the opportunity divide for young Latina women in Boston, Lawrence, Springfield and Holyoke. Ms. Camargo earned a Master’s of Public Administration at Baruch College as a National Urban Fellow, and earned her Bachelor’s Degree in Criminal Justice from Mount Ida College.

Since 2012, Bruce Stebbins has served as a Commissioner for the Massachusetts Gaming Commission, the body responsible for implementing and overseeing the expanded gaming law passed by the Legislature and signed by the Governor in November 2011. Prior to joining the Gaming Commission, he served as Business Development Administrator for the City of Springfield, after more than 10 years as Senior Regional Manager for the National Association of Manufacturers (NAM). In this role, he managed relations with more than 30 member companies in New England with revenues exceeding $500 million. Before joining NAM, Commissioner Stebbins served as Director of the Massachusetts Office of Business Development, overseeing five regional offices and a staff of more than 25 in promoting growth across the Commonwealth. From 1989 to 1991, he also served as the Associate Director of Political Affairs for President George H.W. Bush. Commissioner Stebbins earned his Bachelor’s Degree in Political Science from George Washington University.

The 5 member Cannabis Control Commission is an independent agency, with appointees from the Treasurer, Governor, and the Attorney General, that was established by Chapter 55 of the Acts of 2017, signed by the Governor in July of 2017. Their role is to establish, regulate, and oversee the Commonwealth’s recreational marijuana industry, passed by voters in November of 2016.

昆士市風雪停車禁令今晚6點起生效

             (Boston Orange)麻州昆士市發出通知，緊急風雪停車令今(15)晚6點起生效。

                                    昆士市居民只能在非緊急社區的偶數邊街道停洎車輛，但如果有空位，就應該停在自家車道上。

              市內所有的指定緊急幹道將禁止停車。

                居住在小街，路上有著永遠只能在街道一邊停車告示的居民們，就只能在允許停車的那邊停車。

                 停在違反緊急停車規定地點，或阻礙鏟雪車運作，形成公共安全危險的車輛，將會被拖吊走。不論停車規定為何，有關單位決定會阻礙鏟雪車，或者急救車的車輛，如果居民不開走，就會被拖吊。

             在市中心的前興國(Hancock)地區停車場將在風雪期間開放。

             居民可以在那兒停車，每日費用最高12元。

             排定在12月17日週四的收垃圾日，將改成12月18日週五。

             原定週五的收垃圾日改成週六。

Snow Emergency Parking Rules

QUINCY- December 15, 2020 Snow emergency parking rules will be in place beginning at 6 p.m.
Wednesday, December 16, 2020.
Residents may park on the EVEN numbered side of non-emergency neighborhood streets, but should
always park in driveways if available.
Parking is prohibited on all designated emergency arteries.
Residents on side streets posted permanently as one-side parking should park on the side always
allowed.
Cars parked in violation of emergency rules or impede snow plowing operations pose a public safety
risk, and WILL BE TOWED. Regardless of parking rules, vehicles determined to be in obstruction of
snow removal or emergency vehicles are subject to towing if not moved.
The parking garage in the former Hancock Lot in downtown will be open throughout the snowstorm.
Residents wishing to park in the garage can do so for a maximum daily fee of $12.
Trash collection scheduled for Thursday, December 17, will be moved to Friday, December 18.
Friday’s regular collection will be moved to Saturday.

麻州將有17家醫院先拿到新冠病毒疫苗 波士頓醫療中心搶得頭籌

           (Boston Orange 編譯) 新冠病毒疫苗抵達麻州。共有17家醫院將陸續收到輝瑞/BioNTech的新冠疫苗。波士頓醫療中心(Boston Medical Center)14日已拿到1950劑疫苗，今早8點，塔芙茨醫療中心(Tufts Medical Center)也收到2925劑。

           無論是輝瑞(Pfizer)或是Moderna的新冠疫苗都要施打兩劑。麻州健康及人民服務長Marylou Sudders今(15)日中午在麻州州長的疫情匯報中表示，麻州將訂定追蹤辦法，確保疫苗送到該去的地方。

           波士頓醫療中心昨日收到疫苗時，該院工作人員高興得在位於南端的醫院外跳起舞來。

           塔醫將率先注射疫苗的人是重症病房環境服務部員工Jacques Pierre，以及風濕/過敏科的醫療助理Gadira Rodriguez，傳染病部門主管Helen Boucher，以及急診部門護士Colleen Connolly。

           波士頓北邊的Melrose Wakefield醫療護理院收到950劑疫苗。其他醫院將從明日起陸續收到新冠病毒疫苗，包括波士頓兒童醫院，傅萊明罕市的西部都會醫療中心，麻州總醫院(MGH)，春田市的Baystate醫療中心，秋河市的Charlton紀念醫院等。

           屋斯特的麻州大學紀念醫療護理系統今日收到1950劑疫苗，將先用於保護急診室，DCU中心田野醫院等的大約2000名員工。

           兩星期前啟用的DCU中心，病人數增長得比預期多了一倍。該機構的一名發言人表示，他們原本預期只會收到25名病人，但中心內現在已有50名病人。

輝瑞的疫苗是美國聯邦藥品局(FDA)批准，第一個用來預防新冠病毒的產品。美國政府已向Moderna訂購了1億劑這疫苗。

BOSTON - Tuesday, December 15, 2020 - Building on a continued effort to promote sustainable and responsible investment, Mayor Martin J. Walsh today announced a commitment of an additional $50 million towards the City of Boston's Environmental, Social and Governance (ESG) Investment Initiative. This commitment brings the City's total investment in the ESG Initiative to $200 million, which will be invested in the short-term fixed income securities (i.e. short-term bonds and notes) of companies that maintain strong corporate ESG practices. Mayor Walsh launched the ESG Investment Initiative last year with an initial commitment of $150 million to encourage sustainable investment policies in Boston. The City also provided an update on last week's bond sale, in which Boston issued its first ever series of Green Bonds, which will fund energy efficiency projects, and Social Bonds, which will fund affordable housing projects. Based on the results of the sale, in which the City successfully issued green bonds with lower interest costs than their non-green counterparts, Boston believes it has shown the largest and most definitive pricing benefit to date for bonds carrying the green label. The City believes this is an important first step in demonstrating that there is more than a marketing advantage in selling green bonds.  "Our goal at the outset of the Environmental, Social and Governance initiative was to find a way to use City assets to promote sustainable and responsible investment," said Mayor Walsh. "We have done that in a way that not only allows Boston to achieve its investment objectives, but also in a way that incentivizes good corporate behavior. We encourage other cities to join us in this effort, and we want to be a resource to you in this work."  "From the start, Mayor Walsh has asked us to find creative ways to make smart, responsible investments that not only meet our stated objectives, but that make a difference," said Drew Smith, Head of Treasury for the City of Boston. "We have created a methodology for ESG investing that can be replicated by other cities and governmental investors. If this is adopted broadly, we believe that governments can earn a return while driving down the borrowing costs of companies that conduct their business in a way that respects their workers, their communities, and our planet." Since announcing the initial ESG investment in 2019, the City of Boston has selected an investment manager, developed a workable methodology for ESG investment, and analyzed investment results. Using the ESG scoring services of third party research firm Sustainalytics and working with investment manager PFM Asset Management LLC, the City has managed the investment and reinvestment of the initial $150 million, while analyzing results and refining the methodology. Initial results indicate that this and similar approaches, which focus on excluding investment in firms with poor ESG metrics in favor of firms with strong ESG metrics, can produce competitive returns while further reducing risk exposure. These results are consistent with the primary investment objectives of safety, liquidity, and yield objectives generally associated with the most conservative level of investment.  Governmental investors are frequently constrained by restrictive investment policies that only allow investment in short-term, high quality investments, particularly in the case of operating funds. These restrictions have made sustainable investing with these funds difficult without a standard framework that allows the investment to be turned and reinvested continuously. Last week, the City went to market on the sale of its 2020 series bonds with Bank of America Securities leading the transaction and Siebert Williams Shank & Co., a minority business enterprise, as transaction co-lead. This was the first time in over 10 years the City has entered the market using a negotiated method of sale, allowing it to sell bonds directly to individual investors as well as institutional investors. The sale included the issuance of $35 million for Social Bonds, which will support the financing of certain affordable housing projects, in partnership with the Boston Housing Authority throughout the city, and nearly $24 million for Green Bonds, which will support energy-efficient and environmentally friendly projects in Boston. Earlier this month, Mayor Walsh announced that Boston has maintained triple-A bond ratings for the seventh consecutive year, as assigned by Moody's Investor Service and S&P Global Ratings. The agencies' affirmations of Boston's strong financial health is a recognition of the City's fiscal management during the COVID-19 pandemic. Since 2014, the City has continued to receive the top credit rating from both rating agencies. Mayor Walsh was also recently named Chair of the Climate Mayors coalition. In this role, Mayor Walsh will help catalyze efforts to combat climate change at the local level, provide an example of climate action for leaders at all levels of government, and advocate for an economic recovery founded in equity and environmental stewardship.
