麻州推出"所有人採取氣候行動"計畫

              (Boston Orange摘譯) 麻州政府今日 (311)推出全州性的所有人採取氣候行動 (Climate Action is for All of Us)”計畫,鼓勵州民關注氣候變遷,廣告週知個別人士可以採取的行動有哪些。

                      這些行動包括能源效率,適應氣候度(weatherization),採用電動汽車,以及住宅太陽能等。

                     能源及環境保護局做了麻州居民認知度,誘發性,以及採取行動障礙的調查及評估,發現許多居民有興趣及意願改善環境對人們生活及社會的影響。

Healey-Driscoll Administration Launches Climate Action Campaign  

“Climate Action is for All of Us” media campaign designed to encourage individual climate actions  

BOSTON – The Healey-Driscoll Administration today launched a statewide media campaign to raise awareness about climate change and promote ways individuals can take action. “Climate Action is for All of Us” encourages residents to explore ways to participate in state initiatives such as energy efficiency, weatherization, electric vehicle adoption, and residential solar programs. The Executive Office of Energy and Environmental Affairs (EEA) conducted research to assess Massachusetts residents' perceptions, motivators, and barriers to taking climate action. The research found that many residents were interested in shifting their behaviors to mitigate their environmental impact. The media campaign will direct to resources hosted on www.mass.gov/ClimateAction.  

“In the face of extreme heat, storms, and floods, it can be easy to feel overwhelmed by climate change. But our new campaign reminds us that we can all take action in big and small ways to protect our communities and reduce emissions,” said Governor Maura Healey. “Many of these actions will save costs in the long term, like weatherization and installing solar. More electric vehicle rebates are now available for low-income residents through our MOR-EV program. Our administration is committed to making climate action as accessible as possible for everyone.” 

"The benefits of weatherizing your home, installing energy-efficient appliances, and transitioning to electric vehicles are countless,” said Lieutenant Governor Kim Driscoll. “All of the initiatives and resources are meant to not only protect our environment but also benefit each resident's health, community, and finances.”  

“The state’s climate plan comes down to four big things – switching our energy supply off of fossil fuels, electrifying our buildings, reducing transportation emissions, and maximizing the potential of our natural lands,” said EEA Secretary Rebecca Tepper. “So many people want to make a difference but don’t know where to start. ‘Climate Action is for All of Us’ provides an easy resource for our residents to get engaged and protect our communities.” 

"For years, we've been seeing the disruptive impacts of climate change across the world. Coupled with the massive energy transition we're in, the way we live our lives is changing," said Climate Chief Melissa Hoffer. “Through this campaign, Massachusetts is leading in a solutions-based approach to climate change. We encourage everyone to learn what they can do to protect their communities and do their part in spreading awareness of how climate change is reshaping our world." 

 

Informed by recommendations from the Office of Climate Science and Innovation, the Clean Heat Commission Report, and the Clean Energy and Climate Plan for 2050, EEA utilized insights and data to create an integrated marketing strategy to engage residents through statewide public outreach via accessible and inclusive materials distributed online and in person.   

An integrated media strategy designed to maximize reach and engagement will support the effort. Paid Advertising will run from March 11 through Earth Day, and will include a mix of proven digital video, display native, and search advertising to build awareness and engagement. The next phase of the campaign will focus on bringing climate action to environmental justice communities. Out of home advertising will bring campaign messages to different cities across Massachusetts such as Boston, Lawrence and Springfield via advertising on billboards and buses.            (Boston Orange 摘譯) 麻州州長奚莉 (Maura Healey)在第一夫人Joanna Lydgate,以及麻州能源及環境事務廳廳長Rebecca Tepper,麻州漁獵局局長Tom O'Shea,麻州野生動物主任Mark Tisa等人陪同下,311日探訪黑熊穴,

            麻州生物學家每年冬天都會到黑熊穴探訪,用無線電追蹤項圈,檢視母熊的健康狀況,以及有多少小熊誕生。該研究為麻州熊的數量增長提供重要資訊。

            Tom O’Shea指出,麻州是全美黑熊數量第三多的州。

麻州Allston 多式聯運項目喜獲聯邦經費3億3540萬元

(Boston Orange摘譯) 麻州政府311日宣佈,波士頓的奧斯頓多式聯運 (Allston Multimodal) 項目贏得了3.354億美元聯邦資金。 

這是麻州政府和波士頓市政府,哈佛大學、波士頓大學,以及地方夥伴合作,研擬,並於20239月向美國交通部的重新連接社區和鄰里撥款計劃 (Reconnecting Communities and Neighborhoods Grant Program (RCN)”申請經費的結果。

               聯邦政府為該計畫從2023會計年度中的不分黨派基礎建設法,以及縮減通貨膨脹法,撥備33億元經費,幫助州市地方改善高速公路交通,以及其他交通基礎建設,以掃除地方社區在連接上的障礙。

               麻州政府提出的方案為拆除I-90公路,連接麻州奧斯頓和聯邦大道部分高架橋,以改善鄰近道路和鐵路迴廊的交通,建新道路,擴大水前公園,以及開放空間,內容包括沿著Worcester通勤火車線建造MBTA的西車站,一條新的自行車道,以及行人橋,4公頃的新公園地等。

               麻州政府表示,自從奚莉(Maura Healey)州長和Kim Driscoll副州長上任以來,麻州已爭取到30億元的聯邦經費,目前還有20億元的經費申請在等待結果中。奧斯頓多式聯運計畫爭取到的經費將資助許多基礎設施工程項目是獲得資助經費的項目之一。

               麻州政府還在等聯邦政府審批其他的交通經費申請,包括10600萬元的橋樑投資項目。

Healey-Driscoll Administration Celebrates Winning $335.4 Million in Federal Funding for Allston Multimodal Project 

BOSTON - The Healey-Driscoll Administration is today celebrating news that it has won $335.4 million in federal funding for the Allston Multimodal Project in Boston.  

The project will replace the Allston Viaduct, which carries the Massachusetts Turnpike (I-90) from the Allston Interchange to the Commonwealth Avenue Bridge and makes transportation infrastructure improvements to nearby roads and the railroad corridor. Additionally, the project will create new and improved access to expanded waterfront parks and open space in an Environmental Justice community. It includes construction of the MBTA’s West Station along the Worcester Commuter Rail Line, a new bicycle and pedestrian bridge, and four acres of new parkland. 

The award announced today follows the administration’s application in September 2023 to the U.S. Department of Transportation’s “Reconnecting Communities and Neighborhoods Grant Program” (RCN) that provides funding to remove or mitigate highways and other transportation infrastructure that create barriers for community connectivity. The federal program includes $3.3 billion in funding for FY23 from both the Bipartisan Infrastructure Law and the Inflation Reduction Act.  

The successful application for RCN grant funding announced today was the result of close coordination with the City of Boston, Harvard University, and Boston University, in addition to other local partners.  

“This is another major win for Massachusetts. The Allston Multimodal Project is a once-in-a-generation opportunity to improve transportation infrastructure in the Allston community and better connect residents across the state with housing and job opportunities,” said Governor Maura Healey. "We’re grateful for the partnership of the Biden-Harris administration, our Congressional delegation, the City of Boston and other partners to drive progress on this important project.” 

“Our administration continues to bring people together and drive progress on critical infrastructure projects that have long been stalled in our state. The Allston Multimodal Project is part of our commitment to making investments that are good for the economy and good for our residents, whether they want to travel on foot, on bike, on public transportation, or by automobile,” said Lieutenant Governor Kim Driscoll. “This federal grant will help build a project that will have widespread benefits in the decades ahead, improving access to the Charles River, between Boston and points west, and for everyone taking trips in the Allston area.” 

“The Allston neighborhood will no longer be cut off from the Charles River and other nearby destinations by an elevated highway when the multimodal project is built,” said Transportation Secretary Monica Tibbits-Nutt. “The Allston Multimodal Project will be transformational for people who live, work, and travel in this area of Boston and the federal grant puts us on the way to getting the necessary funds to advance the project’s design and construction.” 

“The City of Boston is grateful to our federal delegation and to MassDOT for their support in moving this transformational project forward,” said Boston Mayor Michelle Wu. “The Allston Multimodal Project will improve public transit, expand parkland, reconnect residents to beautiful open space along the Charles River, and create new opportunities for housing and jobs—and bring much-needed fixes for crumbling infrastructure. We will continue to work with the Allston community to refine a design that improves for our City for generations to come." 

The multimodal project will result in many benefits, including, reconnecting a neighborhood currently separated by an interstate highway and advancing environmental justice, increasing access to regional multimodal transportation, providing a unique opportunity for equitable economic and workforce development, and building on comprehensive community engagement for the future transportation network in this area.  

The Healey-Driscoll Administration has secured nearly $3 billion in federal funding grants since taking office and currently the administration has $2 billion in pending grant requests. The Allston Multimodal RCN application is among other federal funding awards for transportation projects: 

a $108 million award towards West-East rail,  

a $375 million award for the Sagamore Bridge project, 

$249.4 million for the MBTA in discretionary grant funding, and,  

A $116 million grant for the MBTA’s purchase of battery-electric buses.   

In addition to the RCN grant of $335.4 million announced today for the Allston Multimodal Project, other RCN grant awards have included:  

$452,000 - Haverhill- Removing the Scars of Urban Renewal 

$561,000- Lynn- Riverworks Reimagined  

$1.2 million- Everett- Uniting Neighborhoods and Transit Opportunities 

$2.4 million- Cambridge- Fitchburg Commuter Rail- Pedestrian crossing 

$2.5 million- Boston- Chelsea Creek Waterfront  

The Healey-Driscoll Administration continues to wait for federal government review of other transportation grant applications, including an application for $1.06 billion in grant funding through the Bridge Investment Program (BIP) Large Bridge Project Program for replacement of the Sagamore Bridge. MassDOT is the lead applicant, applying jointly with U.S. Army Corps of Engineers (USACE) as the owner of the bridge.

In 2023, the Healey-Driscoll Administration established The Federal Funds & Infrastructure Office (FFIO) to lead an ambitious inter-agency strategy for the state to successfully compete for the historic levels of federal funding available from the Bipartisan Infrastructure Law (BIL), Inflation Reduction Act (IRA), the CHIPS and Science Act, and more. FFIO is responsible for tracking federal opportunities, facilitating the submission of successful applications for federal funding, and advocating on behalf of Massachusetts projects that advance key priorities including infrastructure, jobs, economic competitiveness, affordable housing, clean energy, decarbonization, resilience, equity, and workforce development. 

FFIO chairs the Advisory Council on Federal Funds and Infrastructure which includes designees from each executive office andserves as the government-wide coordinating body for the Commonwealth's federal funds strategy.

            (Boston Orange 周菊子波士頓報導) 波士頓台山鄉親聯誼會39日在帝苑大酒樓席開30桌,以美酒佳餚佐吟詩起舞來迎接甲辰龍年,強調建立友誼,服務鄉梓的宗旨。

                  今年的波士頓台山鄉親會春宴,高掛一幅應景自撰春聯,由朱紹昌擬就,梅宇國揮毫的「台上春重回一元復始,山中人永健萬象更新」,還有李照桃以台山話吟唱臨江仙詞養蠶人陳沃舜朗誦「春夜宴桃李園序」,譚錫壯吹奏小號,台山鄉親會婦女舞蹈團跳牧羊女神等民族舞蹈,彰顯台山人的詩書傳家,重視樂藝等文化傳承。

             出席嘉賓中的紐約中領館領僑處副主任殷民俊,紐約台山鄉親會會長甄錦榮,代表波士頓市長吳弭的波市長華埠聯絡員黃楚嵐,紐英崙中華公所主席雷國輝等人在司儀黃恭蓮、麥東玲介紹出場後,一一致詞。其他的嘉賓還有華人前進會主席李素影,紐約僑務領事陳曲鋒等人。

             殷民俊致詞時先致歉,笑說好事多磨,從紐約搭火車來波士頓,竟然車開到128公路時,就沒法繼續開了。他們一行人只好改搭Uber,幸好在宴會開場前趕到了。他稱許台山鄉親們多年來在海外努力打拼,同舟共濟的改善生活,還不忘愛國愛鄉,回饋社區,推動中美之間的經貿交流、合作。他相信將來中領館和台山鄉親們還可以一起爭取更多,更大的成就。

殷民俊指出,今年是中美建交45週年,也是中華人民共和國成立75週年。過去這45年來,中美關係經歷過許多波折、起伏,但總體是向前發展的,而且中美合作的成果,也惠及兩國及世界人民,相信僑胞們對這最感同身受,最有發言權,更是見證者,親歷者,貢獻者,受益者。他說,習近平總理和拜登總統去年在舊金山會晤,就中美關係的將來方向如何走,達成很多共識,希望僑胞繼續發揮融通優勢,做好中美之間的橋樑,因為中美關係好了,在美國的僑胞才會更好,紐約中領館將盡責繼續為僑胞提供好的服務,歡迎僑胞提供意見。

紐英崙中華公所主席雷國輝在致詞時,稱許台山鄉親會人才濟濟,成立20多年來,致力服務鄉親,回饋社區,做了許多事,茶敘活動更讓台山鄉親們,有機會從四面八方匯聚,以家鄉話交談,紓解思鄉情緒,對安定人心起了很大作用。

由於新冠病毒疫情後不但物價飛漲,疫情還有回溫跡象,今年籌辦春宴更加不容易。台山鄉親聯誼會會長黃紹培在開場致詞時,特地說非常,非常的感謝鄉親及僑團各界支持,捧場,強調這晚相聚,盼能聯絡感情,增進友誼。

黃紹培還私下感嘆道,往年在善長仁翁贊助下,該會每月辦茶敘,象徵性的收10 元,就為奉上一份豐盛茶點,讓鄉親們把盞暢敘,十分開心的每次都有一、二百人參加。新冠病毒疫情後,百物飛漲,一年10元的會員費,卻一直未漲,捐助者又大減,以致該會現已無力繼續每次需補貼千餘元的每個月舉辦茶敘。希望有朝一日,經濟好轉,能夠重新推出每月茶敘。

台山鄉親聯誼會目前仍以位於必珠街上的黃官羨閱報室為主要聚會,聯繫場所。

僑聲音樂社春宴迎龍年 6月搬演「夢斷香銷四十年」

              (Boston Orange) 僑聲音樂劇社32日晚在帝苑大酒樓設宴迎新春,慶祝龍年到來,兼慶成立85週年。2名共同社長,黃國威和李伍碧香同時宣佈,61日將在愛默生學院的古典劇場中推出「夢斷香銷四十年」的粉墨登場演出,將由紐約名演員伍國榮和波士頓該社台柱雷玉霞主演。

              僑聲音樂劇社是大波士頓中資歷最悠久的粵曲社團,去年底為慶祝中華公所100週年,兼為社長黃國威慶生,才在中華公所舉辦過一場粵曲演唱會,讓人見到僑聲音樂社也隨著時光荏苒,無論是樂師或唱將,都在傳承轉接中。

              當晚2名僑聲社長異口同聲地感謝各界支持,李伍碧香還特地一一介紹該社的幕後英雄樂師們。

              波士頓市議員愛德華費連 (Ed Flynn),駐波士頓台北經濟文化辦事處副處長施維鈞這2名出席嘉賓,也紛紛在致詞時稱許僑聲音樂劇社在豐富僑社生活,傳承中華戲曲文化上的貢獻。

                        僑聲音樂劇社當晚安排了許多表演節目,有茉莉花舞蹈團小朋友們跳民族舞,有僑聲音樂社社員在大合唱「金龍獻瑞」後的輪番獻唱,包括李相文、黎雅雯演唱《鳳閣恩仇未了情》,黃偉健、陳艷珠唱《塞外草暖文姬樂》,以及何鳳儀、陳翠秀唱《樓台泣別》,讓喜愛粵曲的僑胞們一飽耳福,另有司徒宗達扮演的財神爺到每一桌派利是,還留出時間給出席嘉賓們唱卡拉OK,滑入舞池,翩翩起舞。

             (Boston Orange 綜合報導) 新英格蘭台灣同學會聯合會 (FTSANE) 32日在哈佛大學的西北大樓,再次舉辦「職涯會 (Career Fest) 」,請來學長分享經驗,更為學子,業界架起橋梁。

             今年的參展企業有在麻州設立創新研發中心的台灣生醫企業藥華藥(Pharma Essentia),留學就業顧問公司CandiceFlagship Pioneering;協會組織有波士頓台灣人生物科技協會 (BTBA),大波士頓地區台大校友會;應邀分享經驗的學長有在MaxLinear擔任資深數位RF系統工程師的蔡朗安,在麥肯錫顧問公司擔任仁及組織顧問的Jean Ma,在Bain顧問公司擔任GISG經理的Alena Liao,在輝瑞製藥 (Pfizer)擔任資深計算生物學家的黃楷智,以及既是哈佛及MIT博德研究院 (Broad Institute) 副教授暨項目主任,也是Profound療法公司副總裁的許益祥。

               由國科會借調出任波士頓科技組組長之前,在台大生物科技研究所擔任所長的蔡孟勳,出自學術界,十分了解學子心境。他鼓勵學子從興趣出發,鋪排未來,因為喜歡就會熱情,才容易把工作做好,奠定發展基礎。

              Candice是一家以留學生為服務對象的公司,由高雄師範大學數學系畢業,取得英國Bristol大學財務投資碩士學位的Candice創辦,業務遍及留學考試的一對一線上家教,留學代辦及海外職涯諮詢,履歷健檢等。當天負責講解的是該公司成員Peter。他列舉出在美求職的注意事項,一般公司對剛畢業學生有什麼期許、要求,多數炙手可熱公司,更看重那些條件,想要更順利求職,該怎樣做好面試準備,以及寫簡歷要注意關鍵詞,提供數據等細節。

             波士頓台灣人生物科技協會的2名會長,蔡明儒、吳佩蓉也向有意踏進生醫科技領域的學子,介紹該會歷史,會員背景,各項進修講座,交流活動等為生醫人才提供的服務等。

             新英格蘭台灣同學會聯合會 (FTSANE)現任會長蔡朗安表示,台學聯成立的宗旨就是團結力量大,希望藉由引介資源,幫助同學在求學,就業及人生規劃這條路上,走得更平順。

             台學聯副會長李承訓由於畢業在即,事務較繁忙,已提前把副會長的職務交接給預定接任下一屆會長麻州大學Amherst分校化學工程博士班三年級生江孟辰。25人的台學聯幹部將於56月任期屆滿,預定下一場大活動將是新屆幹部底定後的9月迎新。
