年滿75歲以上無駕照長者 10/13起可申辦 MBTA 免費搭乘證

        （Boston Orange編譯）麻州州長奚莉（Maura Healey）9月23日宣佈，「無車長者試辦計畫」（Car-Free Seniors Pilot Program）訂 10 月 13 日起開放申請。凡年滿 75 歲且無駕照的麻州居民，可免費搭乘 MBTA 旗下公車、地鐵、渡輪及通勤鐵路（Commuter Rail）。

        「無車長者試辦計畫」是麻州政府和麻州灣交通局（MBTA）與機動車輛監理處（RMV）合作推出的項目，鼓勵年滿75歲長者不再開車，但可憑證免費搭乘 MBTA 旗下公車、地鐵、渡輪及通勤鐵路（Commuter Rail），從而安全的獨立出行，並有尊嚴的就醫、社交與生活，與社會保持連結。

        麻州副州長Kim Driscoll、MBTA 總經理伍偉華（Phillip Eng）與 RMV 處長奧吉爾維（Colleen Ogilvie）都強調，放棄開車不必成為長者出門的障礙。

        凡是有意申辦免費搭車證的年滿75歲以上長者，必須先持有RMV發給的無駕駛權限麻州身分證（MassID），再從10 月 13 日起到MBTA官網申請，等候搭車證郵寄到府或到指定地點自行領取。想要親自辦理者，可到MBTA州街站（State Street），以及市中心十字路口站（Downtown Crossing）附近的查理卡服務中心（Charlie Service Center）申辦，並於當天領臨時憑證，日後再從郵寄收取正式憑證。

        這項試辦計畫是州政府今夏推動的系列交通優惠之一。先前州政府已陸續推出通勤鐵路月票半價、1美元週末陪同票與取消快線公車加價等措施，持續降低大眾運輸門檻並提升服務品質。

Massachusetts residents age 75 and older who no longer drive will be eligible for free MBTA service fares 

BOSTON — Governor Maura Healey today announced that enrollment for the Car-Free Seniors Pilot Program, a new initiative providing free MBTA service to Massachusetts residents age 75 and older who no longer drive, will open on October 13, 2026.

In partnership with the Massachusetts Bay Transportation Authority (MBTA) and the Registry of Motor Vehicles (RMV), the program will allow eligible seniors who hold a Massachusetts identification card, rather than a driver's license, to obtain a free-fare credential valid across the MBTA's bus, subway, ferry, and Commuter Rail services.

“My administration is focused on making Massachusetts more affordable, accessible, and connected for people at every stage of life,” said Governor Maura Healey. “For seniors who have made the decision to stop driving, transportation shouldn’t become another cost or barrier. The Car-Free Seniors Pilot Program will allow older adults with a way to stay independent, connected, and able to get where they need to go for free.”

“Being able to get where you need to go is a big part of staying independent,” said Lieutenant Governor Kim Driscoll. “Seniors who give up their driver’s license shouldn’t have to worry about how they’ll get to an appointment, visit family or go about their daily lives. This program gives them a free and reliable option on the T while continuing our work to lower transportation costs across Massachusetts.”

“Freedom to move about is essential to quality of life – for work, medical, fun, and so many other reasons,” said Interim Secretary of Transportation and MBTA General Manager Phillip Eng. “Under the Healey-Driscoll Administration, we have prioritized providing the public with options for safe, reliable travel opportunities and for seniors who no longer drive. We are proud to offer a new Car-Free Seniors program making the MBTA available for them. We want the older generation to have the ability to travel as they please, even without a license. Our seniors deserve to feel empowered to use the public transit system to access resources, recreational activities, and to connect with their loved ones.” 

How to Enroll in the Car-Free Seniors Pilot:

1. Obtain a Massachusetts ID: Residents must have a Massachusetts ID card to participate in the pilot. A Massachusetts ID is an official form of identification that does not provide driving privileges. Residents who do not already have one can apply through the Registry of Motor Vehicles. Learn more on the RMV website.
   
   

To apply for a Mass ID, complete the Registry of Motor Vehicles application.

2. Once you have a Mass ID or if an individual has one already, apply for the Car-Free Seniors free-fare credential 

Online (beginning October 13): Qualified residents who have a Mass ID and who want to be part of the pilot may obtain their free-fare credential by completing the application online. The application will only be available beginning October 13. Applicants who use the online form will receive the credential via mail or can elect to pick up their credential in-person. Check here for updates.

In person (beginning October 13): Seniors may also visit the Charlie Service Center to apply for the credential beginning October 13, 2026. The Charlie Service Center is located at 296 Washington St, between Milk Street and Water Street. The center is near the State Street and Downtown Crossing MBTA stations and is fully accessible. Riders who visit the Charlie Service Center for their free-fare credential will be able to obtain a temporary credential the day of their visit. A permanent credential will be mailed following the visit.

This summer, Governor Healey announced a series of new and extended MBTA affordability programs to lower costs and make public transportation more flexible and easier to use. The package included 50 percent off monthly Commuter Rail passes from September through November, an extension of the $1 Weekend Companion Fare, new two-hour unlimited transfer windows, the elimination of higher express bus fares and the new Car-Free Seniors Pilot.

The Car-Free Seniors Pilot was announced as part of that package, with the launch date to be finalized this fall. Today’s announcement sets October 13 as the date eligible seniors can begin enrolling for free travel across MBTA bus, subway, ferry and Commuter Rail services.

These affordability programs build on the Governor Healey’s broader work to make the MBTA safer, more reliable and more affordable. Since taking office, her administration has eliminated slow zones, increased service, strengthened the MBTA workforce and advanced major investments in tracks, signals, stations and other infrastructure across the system.

    在這2026–2027 年度秋季舞蹈季中，澳洲當代馬戲團 Gravity & Other Myths將率先於10 月 23 日至 24 日登場，將於波士頓藝術學院劇院（Boston Arts Academy Theater）演出作品《一萬小時》（TEN THOUSAND HOURS）。

    該劇以「歷經萬小時練習始能掌握精髓」的理念為核心，由 9 位特技演員與 1 位打擊樂手合作，透過現場音樂伴奏，帶領觀眾深入了解極限雜技背後經歷的修練與養成過程。

BOSTON – September 23, 2026 –  Australia’s contemporary circus company Gravity and Other Myths and Vancouver, British Columbia-based Ballet BC make their Vivo Performing Arts debuts this fall, with shows of jaw-dropping physical agility, endless creativity and – during Ballet BC’s visit – an onstage collaboration with nearly 20 young area dance artists.

OCT 23 & 24 – GRAVITY & OTHER MYTHS – “TEN THOUSAND HOURS”

TEN THOUSAND HOURS explores the long held belief that duration of practice and refinement lead to a mastery of practice – in this case, Gravity & Other Myths’ extraordinary physical feats. Nine acrobats and one musician take audiences behind the scenes of their high-level acrobatics, examining how physical skills are developed, refined and mastered. Live percussion and an energetic musical score accompany the performers as they demonstrate the strength, precision and physical language that define the company’s work.

Performers include Alyssa Moore, Angus McKean, Annalise Moore, Axel Osborne, Chase Levy, Jacob Randell, Josh Strachan, Lachlan Harper, Louis Gift, Shani Stephens. The Gravity creative team comprises Director Lachlan Binns, Associate Director Darcy Grant, Set & Lighting Designer Chris Petredis, Assistant Designer Max Mackenzie, Composers Nick Martyn and Shenzo Gregorio, Costume Designer Olivia Zanchetta, Production Manager Martin Shreiber, and Creative Producer Jascha Boyce.

Under Artistic Director Medhi Walerski, a veteran of the legendary Nederlands Dans Theater, Ballet BC’s 22 dancers bring precision and a rare openness to Boston for the first time. Three stunning dances are on the program: Walerski’s showstopping chamber work SWAY; Bobbi Jene Smith and Or Schraiber’s OBSIDIAN; and Shahar Binyamini’s BOLERO X, which will include 18 student dancers from Boston Conservatory onstage. 

Vivo Performing Arts President and CEO Thor Steingraber has enjoyed a long working relationship with Walerski and with Ballet BC, in his previous role as Executive and Artistic Director at the Younes and Soraya Nazarian Center for the Performing Arts (“The Soraya”) in Los Angeles. Re-entry Workforce Development Demonstration Program supports job training and placement within culinary, construction, manufacturing, hospitality, and healthcare

 

Boston - The Healey-Driscoll Administration today announced $2.25 million in Re-entry Workforce Development Demonstration Program grants to 12 organizations that will provide job training, career support and employment opportunities to 445 formerly incarcerated individuals returning to their communities.

The programs will connect participants with employers across industries including construction, manufacturing, culinary and hospitality, health care, transportation and other fields.

Since January 2023, the Healey-Driscoll Administration, in partnership with Commonwealth Corporation, has awarded nearly $10 million in Re-Entry Workforce Development Demonstration Program grants to connect formerly incarcerated individuals across Massachusetts with job training, career support, and employment opportunities. These investments are projected to serve more than 1,400 individuals as they re-enter their communities.

“When people return to their communities, they should have a real opportunity to get a good job, support their families and build a stable future,” said Governor Maura Healey. “These grants connect people with the training and experience they need to succeed and with employers that are ready to hire.”

“Successful reentry means making sure people have the tools and opportunities to move forward,” said Lieutenant Governor Kim Driscoll. “These programs bring together community organizations, public safety partners and employers to connect people directly with training and jobs. That helps returning residents build economic stability while creating stronger communities across Massachusetts.”

Secretary of Labor and Workforce Development Lauren Jones joined state and local officials, grantees, and workforce partner organizations at Project Place in Boston to announce the awards. Project Place received $200,000 to provide training to 50 returning residents for jobs in transportation and warehousing, maintenance, and manufacturing Successful program graduates will be placed in roles as the transportation and warehousing, maintenance, and manufacturing industry at New Market Business Improvement District and Aramark.

“Removing barriers to employment and expanding access to skills training are essential as we build an inclusive and accessible workforce,” said Secretary of Labor and Workforce Development Lauren Jones. “Through these grants, we are investing in partnerships that connect formerly incarcerated individuals with industry-relevant training, supportive services, and employers ready to hire skilled talent. These investments support successful reentry while helping employers meet their workforce needs across the Commonwealth.”

This latest round of Re-Entry Workforce Development Demonstration Grants Program was funded by Fiscal Year 2026 grant funding through the Executive Office of Labor and Workforce Development (EOLWD) and administered by Commonwealth Corporation, a quasi-public agency within EOLWD. This grant program, which received continued funds in the FY27 budget, aims to improve workforce outcomes for individuals returning to their communities after incarceration.

 

“These grants represent a critical investment in rebuilding lives and strengthening communities, said Molly Jacobson, President & CEO of Commonwealth Corporation. “We extend our deepest gratitude to the committed partners who are providing indispensable training and support services for our returning citizens. • Blue Horizon Boxing Inc., Boston, MA ($161,689) will partner with the Massachusetts Probation Service (Brockton District Court) to offer a training program to 36 returning citizens with a focus on facilities maintenance and environmental services. Successful program graduates will be placed in roles as maintenance assistants, facilities technician trainees, environmental services workers, and building operations support staff at AvalonBay Communities and Brigham and Women’s Faulkner Hospital.
  
  
• Community Action Pioneer Valley, Inc., Greenfield, MA ($200,000) will partner with Franklin County and Hampshire County Sheriff’s Office to offer a training program to 42 returning citizens with a focus on the manufacturing, information, construction, culinary, social services, and healthcare industry. Successful program graduates will be placed in roles as line cooks, recovery coaches, custodial workers, weatherization techs, and production occupations at Franklin Co. Community Development Corporation, Fitzwilly’s Restaurant, Holyoke Pizza, Nortek Inc., Whitman Properties, and AM Lithography.
  
  
• Community Servings, Inc., Jamaica Plain, MA: ($90,000) will partner with Suffolk County Sheriff’s Department and Suffolk Superior Court Probation Department to offer a training program to 10 returning citizens with a focus on the culinary and hospitality industry. Successful program graduates will be placed in food production and service-related occupations at Max Ultimate Food, City Experiences- Boston Harbor City Cruises, and Tatte Bakery and Cafe.
  
  
• Community Workshops, Inc. dba Community Work Services (CWS), Boston, MA ($250,000) will partner with Suffolk County Sheriff’s Department and Massachusetts Department of Corrections to offer a training program to 50 returning citizens with a focus on the culinary, hospitality, commercial cleaning, and trades industry. Successful program graduates will be placed in roles as food prep assistant, server/waitstaff, cashier, restaurant host, front desk clerk, construction craft laborer, and site workers at Tatte Bakery & Café, The W Hotel and The Hyatt Hotel, and Boston Building Resource Center.
  
  
• Interseminarian-Project Place, Inc., Boston, MA ($200,000) will partner with Suffolk County Sheriff’s Department, Community Resources for Justice and Massachusetts Department of Corrections to offer a training program to 50 returning citizens with a focus on the transportation and warehousing, maintenance, and manufacturing industry. Successful program graduates will be placed in roles as warehouse associates, material handlers, replenishment/ fulfillment associates, delivery drivers, order picker/stockers, and facilities maintenance technicians at New Market Business Improvement District and Aramark.
  
  
• Justice Resource Institute, Inc./STRIVE Boston, Needham/Jamaica Plain, MA ($200,000) will partner with Suffolk County Sheriff’s Department to offer a training program to 60 returning citizens with a focus on the healthcare and transportation industry. Successful program graduates will be placed in roles as security staff, direct & relief staff, therapeutic mentors, licensed CDL truck & heavy equipment operators, shuttle drivers, and track laborer workers at Brigham and Women’s Hospital and Keolis America Transport, Inc.
  
  
• Maverick Landing Community Services, Inc., Boston, MA ($200,000) will partner with Suffolk County Sheriff’s Department to offer a training program to 35 returning citizens with a focus on the culinary and hospitality industry. Successful program graduates will be placed in roles as prep cook, line cook, food service worker, kitchen assistant, dishwasher/utility worker, catering assistant, and other food service positions at YMCA of Greater Boston and Cesaria Restaurant.
  
  
• New England Center for Arts & Technology, Inc. (NECAT), Boston, MA ($200,000) will partner with Suffolk County Sheriff’s Department and Boston Pre Release, Suffolk Superior Court, Plymouth House of Correction, the Department of Youth Services, and Roxbury District Court to offer a training program to 70 returning citizens with a focus on the culinary industry. Successful program graduates will be placed in roles as prep cooks, line cooks, catering cooks, sous chefs, and station chefs at Tatte Bakery & Café, NECAT Catering Social Enterprise (NECAT Caters), and Haley House Bakery & Café.
  
  
• Quinsigamond Community College (QCC), Worcester, MA ($249,769) will partner with Worcester County Sheriff’s Office to offer a training program to 20 returning citizens with a focus on the culinary and hospitality industry. Successful program graduates will be placed in food preparation roles at Snapchef and Latin American Health Alliance - Hector Reyes House.
  
  
• Second Street Second Chances, Inc., Pittsfield, MA ($84,712) will partner with Berkshire County Sheriff’s Office to offer a training program to 12 returning citizens with a focus on the advanced manufacturing and engineering industry. Successful program graduates will be placed in manufacturing and welding roles at Onyx Specialty Papers and Hi-Tech Mold and Tool.
  
  
• The Michael English House, Inc., South Yarmouth, MA ($213,830) will partner with Barnstable County Sheriff’s Office to offer a training program to 36 returning citizens with a focus on the construction industry. Successful program graduates will be placed in carpenter roles at Shepley Wood Products, Cape Cod Carpentry Guild, Inc., Whitcomb Building and Remodeling, Zinck Concrete, and Encore Construction.
  
  
• We Reach Inc., East Boston, MA ($213,830) will partner with Essex County Sheriff’s Department / STAR Program to offer a training program to 24 returning citizens with a focus on the animal care industry. Successful program graduates will be placed roles as entry-level professional pet groomers, mobile pet groomers, and grooming business/customer service associates at The Doggy Port and Happy Tails.

    從《美國新聞與世界報導》於 1983/1984 年開始發布「全美最佳大學」（National Universities）排名以來，普林斯頓大學共拿過25次全美第一，今年以前已15連霸。哈佛大學總共拿到過22次全美第一，上一次奪冠是2011年。

    這次評比採用17項指標，重點評估畢業率、留校率、低收入學生社會流動性及畢業後薪資等學生成果。

    今年在麻省理工學院奪冠外，麻州有多所高校排名大幅攀升。波士頓學院（Boston College）與塔芙茨大學（Tufts University）均上升5名，與紐約大學（New York University）並列第31名；波士頓大學（Boston University）升至第34名；東北大學（Northeastern University）繼2026年首度闖入前50名後，今年持續攀升至第42名。

    正在推動校園擴建並調整辦學策略、重新聚焦文理教育的布蘭戴斯大學（Brandeis University）大幅躍升至第59名，與該州排名最高的公立大學麻州大學阿默斯特分校（UMass Amherst）並列；伍斯特理工學院（Worcester Polytechnic Institute）升至第73名，與康乃狄克大學（University of Connecticut）等七所學校並列。

    在評比著重碩士培養，鮮少提供博士研究學位的區域大學中，包含麻省、紐約州、賓州、新澤西州等東北部各州的北部區域大學榜單，麻州學校同樣表現優異，巴布森學院（Babson College）與賓特利大學（Bentley University）包辦前兩名；恩德考特學院（Endicott College）躍升至第19名；溫特沃斯理工學院（Wentworth Institute of Technology）與梅里馬克學院（Merrimack College）則分別位居第22與第25名。

MIPIM 2027年挑戰者計劃 10/16 截止收件

    （Boston Orange編譯）全球房地產展覽 MIPIM 於2026年9月24日宣佈，2027年「MIPIM 挑戰者計畫」（MIPIM Challengers programme）由全球設計機構 Saguez & Partners 贊助，主題為「挑戰不可挑戰之事（Challenge the Unchallengeable）」，即起開放申請，2026年10月16日深夜11:59（CET）截止收件。

    「MIPIM 挑戰者計畫」旨在建立由上百位全球建築環境領域青年領袖組成的校友會（Alumni Association），推動產業創新與世代傳承。申請者需撰寫約 200 字短文，大膽質疑產業既定觀念並提出革新見解，並徵得資深專業人士推薦。

    MIPIM 總監尼古拉·博菲（Nicolas Boffi）表示，許多產業重大變革皆源自對「理所當然」的質疑，盼招募具備好奇心與批判思維的人才。

    MIPIM從 2024 年推出「MIPIM 挑戰者計畫」以來，吸引了英、法、德、意、比等多國人才參與。今年的獲選者將獲得2027年3月16至19日在法國坎城（Cannes）影節宮（Palais des Festivals）舉辦的 MIPIM 2027 全程通行證、專屬飯店優惠、展前研討會、與企業高管對談並刊登報導等權益。

MIPIM launches Challengers Alumni Network as programme nears 100 members

Paris, 24 September 2026. MIPIM has launched its Challengers Alumni Network as applications open for the 2027 Challengers programme. Once the next cohort is selected, the network will include more than 100 emerging leaders from across the global built environment.

The new Alumni Association intends to create a powerful international community of emerging leaders from across the built environment, helping to shape the next chapter of real estate while nurturing and mentoring younger generations.

The 2027 programme, sponsored by global design agency Saguez & Partners, will challenge applicants to do more than demonstrate professional achievement. This year's theme, "Challenge the Unchallengeable", asks candidates to identify an accepted belief, convention or assumption within the built environment that deserves to be questioned.

In approximately 200 words, applicants are invited to explain what needs to change, why it matters and what impact a different approach could have on the future of the industry.

There are no right or wrong answers. MIPIM is looking for original thinking, curiosity and the confidence to challenge established ideas.

As part of the application process, candidates are also asked to nominate a senior professional who can endorse their participation in the programme.

 

Selected Challengers will receive a Full Pass to MIPIM 2027, access to the event's networking platform, invitations to exclusive webinars and workshops, and reserved places at selected roundtable discussions with senior industry leaders.

As part of the programme, each Challenger will interview a C-level executive from their company, which will be published on MIPIM’s channels and on the MIPIM World Blog. The initiative encourages Challengers to leverage MIPIM’s growing platform by engaging with senior decision-makers to discuss fresh perspectives on the future of the industry.

Launched in 2024 to give the next generation of real estate professionals a voice, the MIPIM Challengers programme has become an established network of young professionals connected by a shared interest in the future of cities, investment and the built environment, with participants from the UK, France, Germany, Italy, Belgium and many other countries.

Governor Healey Files Legislation to Suspend Gas Tax, Cap Ticket Prices, Lower Electricity Bills and Strengthen Maternal Health Care

Supplemental budget will ensure balanced budget and also protect access to food assistance and make critical investments in health care and public safety

Boston — Governor Maura Healey is today filing legislation that takes action to lower costs for Massachusetts residents at the gas pump, when buying concert and sports tickets, and on their electric bills, while also making critical investments to strengthen health care, maternal health, food assistance and public safety.

The legislation includes Governor Healey’s proposal to suspend the state gas tax for two months while President Donald Trump’s war in Iran has driven up prices over 50 percent since February. It also includes her Great Divide Act, which caps ticket resale prices and fees and bans speculative tickets, as well as $2.25 million to strengthen postpartum care and mental health support for mothers and families across Massachusetts.

The bill also includes changes to how the utility companies purchase electricity for customers on basic service, which are estimated to save ratepayers $610 million, as well as $41.5 million for the Department of Transitional Assistance (DTA) for caseworkers and technological upgrades to help people stay enrolled in the Supplemental Nutrition Assistance Program (SNAP) despite President Trump’s cuts.

The legislation also provides critical funding for MassHealth, public safety and other state services. In total, it will enable the state to close Fiscal Year 2026 (FY26) with a balanced budget by appropriating $2.24 billion in gross spending, at a net cost to the state of $1.46 billion after revenue offsets. 

“While President Trump is driving up costs with his war and tariffs, in Massachusetts, we’re doing everything we can to make life more affordable for people and businesses,” said Governor Maura Healey. “This budget will lower costs at the gas pump, when buying concert and sports tickets, and on energy bills, while also making sure families can continue to access the health care, food assistance and services they rely on.”

“Families across Massachusetts are working hard, and we are focused on making life more affordable while protecting the services they rely on,” said Lieutenant Governor Kim Driscoll. “This legislation provides immediate cost relief and strengthens support for food assistance, maternal health, public safety and other critical needs.”

“Our closeout supplemental bill advances the Healey-Driscoll Administration’s successful fiscal strategy of controlling spending, supporting programs and services that families rely on, and thoughtfully deploying resources to benefit Massachusetts residents,” said Administration and Finance Secretary Matthew J. Gorzkowicz. “With thanks to our partners in the Legislature, we have maintained a balanced state budget and protected critical services despite years of national economic headwinds, and this legislation will keep us on a responsible course as we head into FY27.”

Gas Tax Suspension

This bill includes Governor Healey’s proposal to suspend Massachusetts’ 24-cent-per-gallon gas tax for two months, providing immediate relief for residents and truckers as President Trump continues to wage war in Iran with no end in sight. The law will require gas stations to lower prices to reflect the suspended tax and ensure that drivers see the savings at the pump. The estimated $120 million in revenue will be replaced with a portion of unbudgeted, surplus Fiscal year 2027 Fair Share surtax collections. For reference, in FY26 there was nearly $1 billion in Fair Share surplus funds available. This means that no ongoing or planned transportation projects financed through the Commonwealth Transportation Fund will be impacted. The Commonwealth will also remain compliant with its CTF bond obligations. 

Great Divide Act

The budget includes Governor Healey’s Great Divide Act, which caps the resale price of concert tickets at 110 percent of the price of the face value of the original ticket. It also limits the service fees and charges that can be imposed by ticket resellers like StubHub and SeatGeek to no more than 10 percent of the total price of the ticket for resale. It prohibits the sale of speculative tickets, which are tickets that are not in the possession of the seller when they are listed for sale. Finally, it implements additional consumer protections measures, including prohibiting the use of deceptive websites by ticket resellers and misleading consumers about the availability of tickets.    

Lowering Electricity Costs

The bill also proposes changes to how utility companies purchase electricity for customers on basic service, which are estimated to save ratepayers $610 million. Governor Healey previously proposed this in her energy affordability legislation.

Under the current process, electricity costs can fluctuate significantly due to seasonal demand and global conflict. Governor Healey’s proposal would give the Department of Public Utilities (DPU) and electric utilities more flexibility over when they buy electricity and how far in advance they purchase it, helping to reduce price spikes and lower costs.

Protecting Access to Food Assistance

To further the Administration’s commitment to ending hunger in Massachusetts and protecting access to SNAP benefits amidst President Trump’s harmful cuts, the legislation provides $41.5 million in resources to support the DTA's administration of SNAP and help ensure eligible residents can continue accessing their food benefits.

That includes $26.6 million to support DTA caseworkers, maintain the 78 additional caseworkers hired in the past year and hire 10 more. The proposal also includes an additional $14.9 million to support technology improvements and additional staff support to improve payment accuracy and help the department meet new federal requirements.

Strengthening Maternal Mental Health and Postpartum Care

This bill includes the legislative measures that Governor Healey recently announced to expand postpartum care and maternal mental health support for mothers and families across Massachusetts.

The proposal provides $2 million to expand the Department of Public Health’s Welcome Family optional home visiting program statewide and $250,000 to strengthen the Department of Mental Health’s Massachusetts Child Psychiatry Access Program for Moms, known as MCPAP for Moms. 

Welcome Family is a free and voluntary program available to connect parents and caregivers with a maternal and child health nurse if they choose to access these services after a baby is born. Nurses can check on the health of the parent and baby, answer questions about newborn care and feeding, screen for mental health concerns and connect families with additional support.

The expansion would make a Welcome Family visit available statewide while keeping participation voluntary.

The additional MCPAP for Moms funding would expand provider training and education, support data collection around postpartum psychosis and help health care providers recognize mental health concerns earlier and connect patients with care sooner.

Other Proposals and Closing Fiscal Year 2026

This legislation also addresses time-sensitive funding needs for public health hospitals, Department of Correction (DOC) operations, public safety and other critical state services. It would establish a Health Care Stabilization Fund to help Massachusetts respond to emerging health care needs and federal policy changes, provide additional funding for fire service grants in New Bedford, and remove barriers for veterans seeking medical marijuana licenses.

The legislation also proposes updates to several laws governing how corporations are formed and operated in Massachusetts, helping to ensure the state remains a leading place to start and grow a business.

Together, these proposals will allow Massachusetts to close Fiscal Year 2026 in balance, protect critical services and continue making investments that residents and communities rely on.

紐英崙中華公所明年加碼投資1000萬元 24票董事批准做79 Essex開發案12.5%合夥人

  (Boston Orange周菊子波士頓報導) 紐英崙中華公所（CCBANE）9月22日晚，提前一週的召開了本年度第五次董事大會，通過2027 年度，增撥1000萬元給投資小組用於投資，以24票對15票，通過接納培根公司提案，成為益士石街（Essex）79號開發案的12.5%股東。

    中華公所董事長雷國輝在9月14日發信通知該會董事，為配合培根公司（Beacon Communities）向波士頓市政府申請經費，必須在9月24日遞交提案的時限，這次的董事大會比預定時間提早一星期日召開。

雷國輝花了頗長一段時間，用廣東話說明，他已在9月1日特別會議中已向董事們報告過的益士石街（Essex）79號開發案始末。會上也派發了一份，有3頁紙，日期註明為9月20日，培根公司交給中華公所的一份英文版備忘錄。

根據該份備忘錄，這開發案是要把原本由好彩麵廠佔用的樓宇，改建成有47戶，供家庭年收入在地區平均收入中位30%至60%者申請租住的可負擔住宅，戶型從套房到3睡房都有。

開發案還將在一樓撥出1300平方英尺面積，供做商業用途，若加上地下室，則有2900平方英尺。

總開發金額約4000萬元，或每戶85萬元，其中獲取土地租約的成本是60萬元，建築開支估計約2300到2400萬元。

培根公司說明，這開發案是以作為4% 低收入住房稅收抵免（％LIHTC）建案的身份來籌募建造費，

換言之，這一翻新既存建築的開發案，將由政府連續10年，每年提供3.2%到4%抵免額，累計能為開發商提供相當於總工程成本30%的資金補貼。但開發商必須嚴格遵守保留特定比例單位，專門租給收入低於地方中位收入50％或60%的低收入家庭，而且每月租金也不能按市價調整。

培根公司計劃在2026年秋像地方級州政府申請經費，估計在2028年完成經費申請，2030年竣工。

這份備忘錄也說明了益士石街（Essex）79號，是LGH Essex Ltd. Partnership這家公司在2015年時想要間酒店，從之前的一個商業租戶手中，買下了土地租約。但酒店沒蓋成之後，Oxford這家公司在2018年斥資1500萬元，從LGH Essex手中買下租約，並開始付出每年60萬元租金，保有這快遞的使用權。

2022年時，波士頓計劃發展局（BPDA）批准Oxford公司在林肯街（Lincoln）125號的佔地30萬平方英尺實驗室開發案。作為回饋社區福利，Oxford公司同意以1元出售益士石街（Essex）79號的租約給亞美社區發展協會（ACDC），來建造50個永久性的，有地契限制的可負擔住宅。由於ACDC並未採取行動，波士頓市政府在2026年春找了培根公司來承接這開發案。然後培根公司在2026年6月找中華公所合作。

這塊土地的房東是黃氏地產公司，已告訴培根公司，無意出售土地，並打算在2108年租約期滿前，都一直保留該一土地。而且黃氏還有權在未來的100年內，展延5個為期20年的租約。

目前益士石街（Essex）79號這土地，必須每個月交給房東2萬2000元租金，一年26萬4000元，每10年漲租10%。這也就等於土地租約在頭15年要在租金上花掉約450萬元。

中華公所作為不需要付出任何金錢的12.5%合夥人，將在2028到2032的5年間，每年獲得約35萬9609元的發展商費用。

董事陳仕維則提出，波士頓華埠目前急需有個大型超市，或大型酒樓，就像以前在該地點經營的長江超市，以及潮州大酒樓，益士石街（Essex）79號這地塊似乎是波士頓華埠目前唯一可以有像像空間的地點，中華公所是否可以朝這方向努力。董事陳文珊表示，據他所知，波士頓市政府並未承諾要把這塊土地交給培根公司，就算培根公司提交申請，也不一定會批准，中華公所或許可以進一步研議。

董事李奇舜也認為，波士頓華埠應該要有大型超市，商場，否則華人都轉往昆士市，摩頓市去採買及購物，波士頓華埠恐怕會像華府唐人街一樣的消彌不見了。

中華公所董事會最後投票，並在數算現場董事人數至少40人後，得出同意票24票，超過在場董事總人數的三分之二，同意有效。

有董事提出，開出來的票數和在場董事人數不一後，董事李奇舜表示，他2邊都不支持，沒把票投出去，就等於棄權。

當晚會議的另一重點是董事周萬欽代表投資小組，詳細解釋了利率，以及過往2年的投資成果，建議中華公所在2027年拿出1000萬元來投資，並請獲多利（Fidelity）公司為中華公所量身訂製一套投資方案。

周萬欽在報告時說明，中華公所從2025年開始，每年撥出500萬元做投資，到2026年，投資本金加起來已有1000萬元，利息加本金，已累計有1188萬元。

    張青梅說明，該小組已於9月8日開過會，從第一條唸到三十幾條，大致同意中文版的翻譯是正確的。他們還投了票，7票贊成，1票反對，1票棄權。通過了中文版本是相符的。但是他們提到中文版內有些字眼有變動，但並未更改意思，例如本會，改成本公所，改得很簡單，並未改變內容。下次開會，他們將再審視字眼，然後交給董事大會過目，進一步瞭解有哪些內容是董事們想要更動的。有最大異議的是第12條，到時會再討論。

董事梁添光表示，他是小組成員之一，投的是反對票。他認為問題在於中文版是從英文版翻譯而來，翻譯者水準高，翻譯出來的中文版當然和英文版相符，但關鍵是英文版本來就缺失了原始中文版中的“董事不可連選連任”字句，所以就算翻譯得再好，原始中文版內的“董事不可連選連任”還是不見了。

  （Boston Orange周菊子波士頓報導）波士頓台山鄉親聯誼會9月20日在帝苑大酒樓慶祝中秋節，300多人圍桌茶敘，享用西式叉燒包，牛肉丸，蝦腸粉，糯米雞，芋角等一盅6件的廣東點心，還每人領得一個月餅回家，窩心非常。

    黃紹培透露，不少鄉親早在一個月前就問他，什麼時候辦茶敘，他自己也很希望能多辦，好讓鄉親們有更多溝通、交流機會，只是每辦一次這樣的茶敘，就得花不少錢，譬如這天的茶敘，參加的鄉親們，每人交8元，但餐廳收費，卻是每人18元，還得另付小費，茶資，鄉親會阮囊羞澀，實在無力經常舉辦，唯有希望鄉親中事業有成又財源滾滾的貴人，能多支持，捐款，給香油的造福同鄉。

在會中，黃紹培還報告道，台山鄉親聯誼會逐年成長，如今已有1300多名註冊會員，每次辦活動，總有三、四百人參加。在大波士頓，提起台山鄉親會，已無人不知，尤其是大波士頓華埠內，有許多餐廳老闆，企業創辦人或高管，都是台山人。他笑說，「台山人係叻的」，一旦鄉親彼此扶持，將發揮難以想像的力量。

台山鄉親聯誼會前會長鄺元傑會後表示，這天的茶敘，最讓他感動的是，年逾90的名譽會長李金源夫婦，以及和他們住在同一屋村的名譽會長李華換夫人，有子女接載，也來參加了中秋茶敘，由茲可見台山鄉親聯誼會的凝聚力、向心力。
