波士頓市議會邁入多事之秋 年底議員選舉至少3席空缺

               (Boston Orange周菊子綜合報導) 波士頓市議會似隨季節,正邁入多事之秋,從選區重劃,預算案刪減來回推拒,到市議員出車禍爆無照駕駛,無保險,市議員違反道德規範繳罰款,市議長發聲明呼籲高標準,資深市議員退選連任,一波波讓人目不暇給。

              波士頓市今年的市議員選舉,也在Kenzie Bok, Frank Baker, Michael Flaherty3名白人市議員相繼跨出連任選戰後,呈現更詭譎局面。

              這一屆的波士頓市議會是波士頓市歷年來議員背景最多元化的一屆,13名市議員中有7名白人,2.5名黑人,2.5名西班牙裔人,1名回教徒黑人,彼此之間,理念差距頗大,過去這1年多來,爭議頻傳。

              讓人陡然驚覺波士頓市議會或將大變,還是因為同時具有黑人和西班牙裔人血統的Kendra Lara出車禍。

              630日,週五,下午4點半左右,波士頓市議員Kendra Lara在牙買加平原 (Jamaica Plain) 出車禍,衝過藩籬,撞進一戶民宅,爆出她駕照已吊銷還無照駕駛,開的車沒註冊,檢查(Inspection)已過期,還沒買保險,車上戴了7歲兒子,沒按照規定坐在加高座椅(Boster Seat)上等一連串違規細節。

              在警察的車禍事故報告中,Lara市議員得到西洛士百利的波士頓地方法院出庭,面對前述違規事項的審訊。

              波士頓市議會議長愛德華費連 (Ed Flynn) 說許多市民關切此事,紛紛找他,所以在75日發出一篇約250字的聲明,先表示萬幸,市議員Lara傷勢不重,鄰近居民,行人都安全,繼而指出,市民們為Lara的前述違規行為感到不安,而就在同一週內,另一名市議員Richard Arroyo向麻州道德委員會承認,違反道德規範,繳罰款3000元,這些事故,加上以前發生的其他事,都把市議會原本應該放在人民事務上的注意力分散了。             

愛德華費連強調,波士頓人該有持高標準、有道德的領導者來為他們服務。選民也希望民選官員像個成人的表現成熟,負責任,有能力遵循基本規則。

英文報章的波士頓環球報,WBZ電視新聞則指出,儘管Lara身為市議員,卻爆發出這一連串令人不可思議的違規行為,但包括愛德華費連在內,市議會或民間,都無人出面要求Lara市議員辭職。

倒是也在75日這天,原本已遞表參選連任,資深的波士頓市不分區市議員Michael Flaherty,在推特上發出貼文,宣佈退選了。他沒說明退選原因,也沒提將來何去何從,只說到今年年底,他已當了20年的波士頓市議員,是翻開新篇章的時刻了。

由於在選區重劃訴諸法律訴訟事件之後,波士頓市議員Frank Baker宣佈不再競選連任,另一名市議員Kenzie Bok5月時走馬上任波士頓房屋局局長,今年11月的波士頓市議員選舉,將一下子少了3名在位的白人市議員參選,

              在討論重劃選區時,激進派的市議員們強過關山,引發市議員Frank Baker私下出資一萬元,支持民間團體打官司,制止市府採用該選區地圖,在法院要求下,市議會重新討論,波士頓市長也提出市長版本,供市議會參考。市議員們的討論,也在互相指責種族不公正聲中,分歧更加明顯,最後通過了選區重劃委員會主席Ruthzee Louijeune提出的版本。

              波士頓市2024會計年度預算,也是另一個在市議員間引發對立爭議的議題。激進派議員想大刪波士頓警察局預算,要從4億元預算提案中,刪減約3100萬元,用於資助其他項目。在市長否決,市議會重議後,才趕在2024會計年度於202371日開始前,通過了42.8億元,比2023會季年度增加了6.8%的預算案,其中警察局的預算,仍然按照波士頓市長的意願,增加了900萬元。

              波士頓市議會在全世界正陸續從新冠病毒疫情的重創中慢慢走出來之際的去年10月,通過議案,給市議員們加薪20%,從103500元,增加到125000元,把市長的薪水從207000元增加到25萬元,也是波士頓市議會令市民疑惑的舉動之一。波士頓市長吳弭否決了這一議案,仍維持她先前所提的市議員加薪至115000元,市長加薪至23萬元的額度。以市議會從2018年起都未加薪來計算,平均每年加薪2%

              波士頓商業期刊指出,在今年就業市場疲軟,經濟不穩定之際,由於通貨膨脹,人才流失等情況,大部分的雇主在做2024年薪資預算時,仍然打算為員工平均加薪4%

           (Boston Orange 編譯)  波士頓市議會議長愛德華費連 (Ed Flynn) 75日發表聲明,引述波士頓市議員Kendra LaraRicardo Arroyo近況,強調波士頓市人民應得到最高標準,強有力,有道德的領導。民選議員應成熟的負責任,和他們所服務的人民一樣遵守基本規則。

                          波士頓市議員Kendra Lara 是在630日發生車禍,撞進民宅,爆出無照駕駛,開的車也沒登記,無保險,車上小孩沒坐加高座椅等一連串違規行為。

波士頓市議員Ricardo Arroyo則是因為在自己當選為波士頓市議員後,仍然出任自己哥哥在波士頓市政府擔任健康及人民服務長時,涉及性騷擾案件的律師,未做利益衝突迴避,違反麻州道德法規定。他承認了違反規定,繳交了罰款3000元。

愛德華費連議長在許多市民找他,表示不安、困擾後,決定發表聲明。

"Many Boston residents have contacted me regarding their concerns on the recent car crash in Jamaica Plain. First, it is fortunate that Councilor Lara and her child - as well as nearby homeowners, motorists, pedestrians or bystanders -were not seriously injured, and we wish them a speedy recovery. We thank our dedicated first responders for their professionalism in ensuring that everyone was safe and was treated appropriately for their injuries. 

However, residents across the City of Boston are concerned about troubling details in the reports of this incident, allegedly including an unregistered vehicle, a revoked driver’s license, no auto insurance, an expired inspection sticker, and the lack of a booster seat for the child. This occurred in the same week that Councilor Arroyo admitted to ethics violations and was fined $3,000 by the Massachusetts State Ethics Commission.

These events, and others in the past, continue to draw negative attention to the institution of the Boston City Council, and distract our city from focusing on the people’s business.

The people of Boston deserve the highest standards of strong and ethical leadership. Moreover, they want elected officials who show maturity, take responsibility as adults, and demonstrate the ability to follow the same basic rules and norms as the people they serve when placing us in positions of public trust.

The residents of Boston deserve leaders who respect their constituents and take their responsibilities seriously, especially during these challenging times."

波士頓今夏為市民提供免費游泳課 巴黎街BCYF游泳池重新開放

              (Boston Orange 編譯) 波士頓市76日宣佈和地方組織合作,舉辦「游泳安全 (Swim Safe)」計畫,在波士頓市內由男女童子軍俱樂部和大波士頓青年會(YMCA)所經營的特定游泳池,提供免費游泳課程。

              波士頓市長吳弭在6日這天,到歷經斥資1020萬元,耗時三年完成翻修,位於東波士頓巴黎街的波士頓青少年家庭中心游泳池,出席重新開放儀式。

              吳弭市長說,為了生命安全、健康及有趣,每一個在波士頓市內成長的小孩,都應該學習如何游泳。她很感激有那麼多的夥伴組織加入了波士頓市的行動行列,為家庭擴大享受游泳樂趣的機會。

              波士頓市在今年的市府預算中,指定撥款50萬元,經由BCYF資助游泳安全項目,今夏為多至500名兒童提供免費游泳課。在波士頓兒童醫院慷慨捐助下,波士頓市將為家有幼童到訪市府海灘的家長們,免費提供1000個個人浮遊設備。

              根據全國疾病控制預防中心(CDC)的統計數據,淹溺致命是14歲兒童的死亡首因,以及514歲兒童受傷而亡的次因,而且黑人及拉丁裔兒童更可能不會游泳,因此面對更高的溺斃危險。

波士頓市今夏為青少年推出系列免費活動

               (Boston Orange 編譯) 波士頓市青年參與及進步辦公室 (OYEA)和波士頓青年及家庭中心 (BCYF)合作,今夏為1418歲青少年推出免費的「波士頓青少年冒險 (TeenVentures Boston)」活動。

              每個周末和平日的晚上,波士頓全市各地的BCYF和諸如大波士頓青年會 (YMCA),波士頓男女童子軍 (BGCB) 等地方上的合作夥伴,將為青少年舉辦有趣,又容易參加的活動。這是波士頓夏日安全策略的一部分,要在一整個夏天裏,為波士頓所有的青少年提供免費的活動及空間。

              為青少年擴大和自己所屬社區之間聯繫的機會,也是新成立的青年參與及進步辦公室 (OYEA)”的優先要務之一。

MAYOR WU ANNOUNCES LAUNCH OF TEENVENTURES, FREE SUMMER PROGRAMMING FOR BOSTON’S YOUTH

 TeenVentures to give easy access to activities citywide through partnerships with local youth organizations

 

BOSTON - Thursday, July 6, 2023 - Today Mayor Michelle Wu, the Office of Youth Engagement and Advancement (OYEA), and Boston Centers for Youth & Families (BCYF) announced TeenVentures Boston, a free programming series featuring events throughout the summer season open to teens aged 14-18. The weekend and weekday night events are being held across the city, both at BCYF centers and at local partner sites such as YMCA of Greater Boston and the Boys & Girls Club of Boston (BGCB). Fun, accessible summer programming for youth is part of the City of Boston’s broader summer safety strategy. BCYF, YMCA and BGCB are working in partnership to provide all of Boston's young people with free access to their programs and spaces throughout the summer season. Expanding opportunities for Boston’s teens to connect with their communities is also a top priority of the new Office of Youth Engagement and Advancement, first created by Mayor Wu earlier this year. “TeenVentures builds on our work to make Boston the best city to raise a family, and to ensure our young people have a safe, fun summer,” said Mayor Michelle Wu. “TeenVentures and its online website give teens and their parents a one stop shop to find free programming readily available in their neighborhood. Together with our partners at the City and across community organizations we’re making sure our youth have everything they need to have a fulfilling summer break.” 

TeenVentures enables all Boston teens to gain access to any site operated by the YMCA, the Boys & Girls Club, or BCYF, opening up programming at no charge. The newly launched TeenVentures website offers a user-friendly listing of teen summer events offered by the city and youth development organizations, to help teens and families easily find engaging, local activities at times that work for them. Typically, the YMCA and BGCB have had membership fees and required sign-up for participation. Waiving these will help lower barriers to teen programming this summer. 

“Our goal is to make it easy for teens and their families to know what’s going on in the city and to be able to find activities that are safe and fun,” said Chief of Human Services, José F. Massó. “Together with our partners at the Y and Boys & Girls Clubs of Boston, we want to take a no-wrong-door approach to youth engagement so that there is free access wherever teens choose to go.”  

“The mission of our office is to help the City’s young people stay connected to the opportunities and resources made available to them. We hope that TennVentures makes it easier for them to identify fun and safe spaces throughout the city this summer,” said Pedro Cruz, Executive Director of the Office of Youth Engagement and Advancement. 

TeenVentures includes expanded programming at BCYF community centers aimed at engaging teens in a wide array of activities ranging from sports clinics in basketball and volleyball to DIY crafts and special outings to skate at Chez Vous, ride the rollercoasters at Six Flags and try for strikes at Boston Bowl. BCYF will also host four evening Fun Fests that will offer dinner, games, and family-friendly entertainment. The Fun Fests will be held from 5-7pm on July 20th, July 27th, August 10th and August 17th, at the BCYF Condon, Pino, Hennigan, and Perkins, respectively. 

“We are so fortunate to live in a city that is rich in opportunities and resources for youth,” said Marta E. Rivera, Commissioner of Boston Centers for Youth & Families. “TeenVentures amplifies and facilitates access to these summer opportunities across our city.”

波士頓市為擴建電動車充電樁招標

波士頓市府的目標是到2030年時,在每一戶人家徒步10分鐘的距離內,就有一個公用電動車充電樁。

儘管波士頓市府在市有公家停車場加建電動車充電樁,但市場需求遠大於市政府的增建能量,因此波士頓市府尋求合作夥伴,增加公用,路邊的電動車充電樁,以供無私人車道的車主使用。

波士頓市府將經由徵求建議書,檢視私人市場能夠如何支持公共充電樁的普及。市府尋求可以不需市府花錢的在市府人行道上增加路邊充電樁的競標案。市府同時也尋求在市有土地之外,擴大市有地電動車充電樁,希望覓得安裝夥伴來為市有路邊充電樁服務。

MAYOR WU ANNOUNCES STEPS TO EXPAND AVAILABILITY OF ELECTRIC VEHICLE CHARGING STATIONS IN BOSTON

 City seeking proposals to contract further installation on curbsides citywide to enhance availability of public accessible chargers

 

BOSTON - Thursday, July 6, 2023 - Mayor Michelle Wu today announced two opportunities to help increase the availability of publicly accessible electric vehicle (EV) charging stations. Through the release of two Requests for Proposals (RFP), the City is seeking to evaluate the market for businesses to partner with Boston to bolster the number of public, curbside charging stations equitably distributed citywide for individuals without driveways. While the City continues to build EV charging stations in municipal parking lots, the demand for public access chargers is much greater than what can be provided from off-street publicly owned parking lot locations alone. Through the RFPs, the City will examine how the private market can supplement the City’s stock with creating accessible public charging as well as contracting with partners to install and service city-owned chargers. 

“With rapidly advancing technology and subsidies from federal and state sources, electric vehicles can be affordable for families looking for a cleaner, greener alternative, but we must develop the public charging infrastructure to ensure accessibility across all our communities,” said Mayor Michelle Wu. “As we work to improve multimodal transportation access across walking, biking, and public transit, we also strive to make the transition to electric vehicles possible and create jobs building the infrastructure necessary for our city.” 

“We know that to eliminate climate change and environmental pollution residents, commuters and visitors cannot rely on personal vehicles, but if they need a car it should be electric,” said Green New Deal Director Oliver Sellers-Garcia. “As we implement a Green New Deal for Boston, we are looking for ways to make the inevitable EV transition work best for our city. We’re focusing on strategies that address the needs of drivers who can’t charge at home, and we’re seeking to create a market that can bring more workers into the business of decarbonization.” 

“As we continue to make changes to our streets to better serve all modes of transportation, we also want to make it more viable to choose to drive electric by supporting the expansion of charging infrastructure at the curb and in our municipal lots,” said Jascha Franklin-Hodge, Chief of Streets. “These investments will create a more accessible and equitable charging network which will expand the options our residents have in how they choose to travel.”  

Public/Private Partnership to Deploy Electric Vehicle Charging at Curbside Locations

Through this RFP, the City will examine how the private market can support in making public charging accessible. The City is seeking proposals that increase curbside chargers equitably in the public right-of-way – along city sidewalks – at no cost to the City. If awarded, the City will provide the curb space for free to the contractor.  

Electric Vehicle Charging Stations and Related Services

To complement the public-private model, the City also seeks to expand City-owned EV chargers beyond municipal lots. The City is looking to contract with a partner to install and service City-owned charging stations on curb sides in the right-of-way. 

Proposals for each request are due by July 26, 2023. The City’s goal is to ensure that every household is within a 10 minute walk of a publicly accessible EV charger by 2030.  

To supplement these electric vehicle charging efforts, the City is taking a number of other steps to increase access and availability to charging stations. The City’s investment in EV charging equipment has increased with the Fiscal Year 2024 budget for the Streets Cabinet including an additional $700,000 in funds for EVs, bringing the total amount to $1.35 million. The City is also currently working with Eversource through the Make Ready program to install 16 LV II charging ports and 8 DCFC ports in municipal parking lots. The goal is to have these installed in 6-12 months.  

The City is also installing projects for curbside charging at 15 sites. Each site will contain a minimum of 4 LV II charging ports, for a total minimum of 60 LV II charging ports. The goal is to have these installed and operational within 6-12 months. The City also applied for CFI funds for $15 million. With a local match of 20 percent, the nearly $19 million project will install 40 DCFC and 260 LV II charging ports in municipal parking lots, at expanded GoHub! locations, and near dense residential, Main Streets, and neighborhood commercial districts. 

In May, Mayor Wu announced Safety Surge, a new street safety program designed to curb speeding, reduce crashes, and make neighborhoods more comfortable and safer for walking, biking, and driving. The Safety Surge invests in the installation of zones of speed humps on eligible neighborhood streets, the redesign of intersections for safety, and new guidelines for the City’s traffic signals to slow down traffic on residential streets and reduce conflicts between drivers, pedestrians, and bike riders. This builds on Mayor Wu’s commitment to ensure all modes of transportation are safe on Boston’s streets and to make Boston the best City in the country to raise a family. The plan for speed hump implementation was first announced last fall with an expansion of the City’s bike network.

              這些項目將實現資訊科技( IT )基礎設施的集中管理,包括網絡監控、網絡安全、記錄管理以及備份和恢復的企業方法。

「麵包計畫」徵飢餓大使 協助研擬政策解決食物無保障問題

             (Boston Orange) 麵包計畫 (Project Bread) 有意成立「人民的委員會 (People’s council) 」,邀請810名曾親歷其境者出任委員,在10個月期間分享經驗,藉以制定有效政策,重新研擬資源分配計畫,幫助更多有需要的人,在能保有個人尊嚴的狀態中,得到維持生活的食物。

有意申請者須在829日的截止日前提出申請。

「麵包計畫」認為,許多真正面對食物不足問題的人,往往因為得不到適當資訊,或其它因素,未能得到食物,希望藉由這些又稱為「經歷過食物無保障的專家(Experts with Lived Experience of Food Insecurity)」,來找出更恰當的資源取得與分配政策,解決社區中的食物無保障問題。

「麵包計畫」需要能說英文、西班牙文、葡萄牙文和中文、越南語、海地克里奧爾語的人,在202310月至20247月的共10個月期間,出任委員,每月拿出10小時來參加委員會活動,其中3小時為每月舉行的面對面會議,和相關領域專家們討論當前議題,另外7小時用於合作開展「麵包計畫」的關鍵項目,參與社區活動和討論,和組織內的不同團隊合作,並接受領導力等相關培訓。

參加委員會者,將可獲得補償。

提出申請並獲接受加入委員會者,將在各自的社區中擔任「反飢餓大使」。

申請條件為:

年滿17歲;住在麻州;曾經或者目前正面對著食物無保障狀況;已做好準備,要提供個人經驗,為預防飢餓設計解決方案,幫助其它麻州居民在保持尊嚴的情況下,更容易地取得,或負擔得起食物;有意培養技能,成為一名解決飢餓的有效維權者和社區領導者。
