New transit-oriented project will deliver 71 units of mixed-income housing

Lynn – December 13, 2016 – Today, Undersecretary Chrystal Kornegay joined Congressman Seth Moulton, MassHousing Executive Director Tim Sullivan, Senator Thomas M. McGee, Representatives Brendan Crighton and Daniel Cahill, Mayor Judith Flanagan Kennedy, Lynn Housing and Neighborhood Development, the Neighborhood Development Associates, the real estate development firm HUB Holdings, and community leaders to celebrate the groundbreaking of Gateway North, a mixed-income, mixed-used, transit-oriented development in Lynn.

Gateway North will deliver 71 units of rental housing to downtown Lynn, including 53 affordable units, and 10 workforce housing units. Gateway North is the first housing development financed through MassHousing’s Workforce Housing Initiative, a new $100 million fund that will support the creation of up to 1,000 new workforce housing units for middle-income households. In May 2016, Governor Baker launched MassHousing’s Workforce Housing Initiative at a ceremony at the Gateway North project site. In January, the Baker-Polito Administration awarded Lynn a $250,000 Urban Agenda grant, to advance the development of the second phase of Lynn’s Washington Street Corridor redevelopment.

“The Gateway North project embodies our administration’s commitment to harnessing mixed-income housing development to deliver new community development opportunities,” said Governor Charlie Baker. “This project will deepen Lynn’s downtown revival, while opening up new affordable housing opportunities for working families. And, by spurring the construction of new workforce housing, this project will become a showcase for our administration’s new workforce housing fund, which will help make the Commonwealth a more affordable place to live for a broad cross-section of Massachusetts residents.”

“Gateway North demonstrates the kind of deep impact that our collaborative Lynn Economic Advancement and Development Team has been able to achieve,” said Lieutenant Governor Karyn Polito. “We are coming together with our partners in the Legislature, with federal and local officials, and with stakeholders in the private sector, to accelerate community development in Lynn. I congratulate all of our LEAD Team partners for helping make this dynamic project a reality.”

“This project is a big win for the City of Lynn and surrounding communities,”said Congressman Seth Moulton. “Ensuring that our Massachusetts families have access to quality, affordable housing should be among our top priorities, and I’m proud that Lynn will be a leader in this effort. I commend Governor Baker and our leadership at the State House for their work to make this project a reality and look forward to the new opportunities that this development will bring for Lynn’s lower Washington neighborhood and the city as a whole.”

Gateway North is being built with substantial support from the Commonwealth. The Department of Housing and Community Development awarded the project $3.75 million in affordable rental subsidies, and with federal and state low-income housing tax credits that will generate $12.7 million in equity in the project. MassHousing contributed $21 million in financing, including a $1.6 million loan from the MassHousing Workforce Housing Initiative, to support the development of new workforce housing.

The Gateway North project implements the vision established in Lynn’s 2008 Washington Street Gateway Plan, a comprehensive plan that seeks to revitalize the Washington Street corridor through new transit-oriented development, including retail and housing.

“Gateway North helps deliver on our commitment to build more housing that serves the needs of low-, moderate, and middle-income families,” saidHousing and Community Development Undersecretary Chrystal Kornegay. “New housing production grows the economy and strengthens communities. “Not only does Gateway North bring over 70 new units of housing to Lynn, it also advances the city’s vision for transforming the Washington Street corridor. We are proud to support a project that furthers many of our shared goals in Lynn.”

“We are very pleased that this first housing community financed through MassHousing’s $100 million Workforce Housing Program  is under construction and will provide quality, affordable housing for working households in Lynn,’’ said MassHousing Executive Director Tim Sullivan. “Our partners in this project – LHAND, Hub Holdings, DHCD and the AFL-CIO Housing Investment Trust – are deeply committed to creating housing opportunities for middle-income residents who are being squeezed out of the housing market by increasing rents that are outpacing their incomes.’’

“This groundbreaking is the pinnacle of years of collaboration between the Delegation, the City and LHAND to improve the Washington Street Corridor,”said Senator Thomas M. McGee. “This mixed-income, mixed use, transit oriented development is a prime example of quality state investment of taxpayers’ dollars.”  

“This transformative development is the result of years of collaboration led by LHAND,” said Representative Brendan Crighton. “This type of leadership and collaboration is critical to the revitalization of our downtown. It's great to see a shovel in the ground.”

“The significance of this project cannot be overstated,” said Mayor Judith Flanagan Kennedy. “Not only are we taking severely underutilized property and converting it into much-needed workforce housing, we will also be attracting new residents to an area of the city that is ripe for redevelopment. We are appreciative of the state's willingness to invest in Lynn.”

“Both the LHAND and NDA staff have worked tirelessly over the last seven years making this vision into a reality,” said LHAND’s Executive Director Charles Gaeta. “We are pleased to see the hard work finally come to fruition and we are excited for the positive transformation it will bring to this important gateway neighborhood. Investments in affordable housing developments and renovations reflect the Baker-Polito Administration’s commitment to ensuring that residents across the income spectrum have access to affordable housing throughout Massachusetts. In May, the administration unveiled a 5-year capital budget plan that includes a $1.1 billion commitment to increasing housing production, an 18 percent funding increase for mixed-income housing production, and affordable housing preservation. In May, the Administration and MassHousing committed $100 million, to support the construction of 1,000 new workforce housing units. Since 2015, the Baker-Polito Administration has provided funding to create and preserve 2,976 units of affordable housing, including 874 deeply affordable units for at-risk populations.

      波士頓北一女校友會12月10日晚在勒星頓鎮的揚子江餐廳聚餐，舉行新舊會長交接儀式。
      在70多名校友，家屬出席的熱鬧中，首屆會長趙小怡把會長棒子交給吳國志。
      駐波士頓台北經濟文化辦事處副處長陳銘俊，波士頓華僑文教中心主任歐宏偉都當天應邀出席，致賀，紛紛感謝該會對台灣駐外單位的支持。
     趙小怡表示，該會成立以後，校友們漸次浮現，每次聚會時談起總統府旁的校園，綠衣時光的種種，都有恍如昨日之感。
     趙小怡透露，波士頓北一女校友會現在已經有155人，12月10日這天能有大約70人出席，很不容易。

MAYOR WALSH ISSUES TIPS FOR RESIDENTS IN ADVANCE OF BITTERLY COLD WEATHER

BOSTON - Wednesday, December 14, 2016 - Mayor Martin J. Walsh today announced a set of tips and guidelines in advance of this week's forecast of bitterly cold weather. Forecasters are predicting an Arctic plunge on Thursday night into Friday, with wind chills reaching 16 degrees below zero. The National Weather Service has issued a High Wind Watch, as wind gusts will be strongest between 6 p.m. Thursday night to 4 a.m. Friday morning, reaching up to 60 miles per hour. Low temperatures on Thursday night will be three degrees. With the wind chill, frostbite can occur within 30 minutes. "We want to make make sure each and every Boston resident will be safe and warm when bitterly cold weather arrives this week," said Mayor Walsh. "In times like these, it's vital for residents to look out for one another, and I encourage all Bostonians to reach out to the City if they or their neighbors need help this winter season. City workers will be constantly vigilant to ensure the safety of all." Mayor Walsh asks all residents to take precautions and exercise care during the single-digit low temperatures. He encourages residents to check on neighbors who are elderly or disabled; be mindful of homeless individuals who may need assistance; and practice caution with space heaters. For emergency alerts, including cold-weather alerts, residents are encouraged to sign up for Alert Boston. Key safety tips include: Preventing Hypothermia and Frostbite Dress for the weather: Wear several layers of loose-fitting, lightweight, warm clothing rather than one layer of heavy clothing.   Outer garments should be tightly woven and water repellent. Wear mittens over gloves; layering works for your hands as well. Always wear a hat and cover your mouth with a scarf to protect your lungs.   Dress children warmly and set reasonable time limits on outdoor play. Restrict infants' outdoor exposure when it is colder than 40 degrees Fahrenheit. Watch for signs of frostbite: These include loss of feeling and white or pale appearance in extremities such as fingers, toes, ear lobes, and the tip of the nose. If symptoms are detected, get medical help immediately. Watch for signs of hypothermia: These include uncontrollable shivering, memory loss, disorientation, incoherence, slurred speech, drowsiness and apparent exhaustion. If you or someone you know shows any of these symptoms, get in touch with a healthcare provider immediately. If symptoms are severe, call 911. Heating Safety Never try to heat your home using a charcoal or gas grill, the kitchen stove, or other product not specifically designed as a heater. These can cause a fire or produce dangerous levels of carbon monoxide very quickly. Using faulty or improper heating sources is the number two cause of home fires in Massachusetts. Have your heating system cleaned and checked annually. Install and maintain smoke alarms and carbon monoxide detectors on every level of your home. Carbon monoxide (CO) is an invisible gas produced whenever any fuel is burned. Common sources include oil or gas furnaces, water heaters, fireplaces, stoves, and some space heaters. It has no smell, taste, or color. It is a poison and is deadly. Homelessness If you see homeless individuals out in the cold who appear immobile, disoriented or underdressed for the cold, please call 911. The Boston Public Health Commission (BPHC) coordinates a city-wide network of emergency shelters, outreach providers, city agencies and first responders to assist those in need of shelter. Emergency shelters are open 24 hours and will accept any person in need.  Men can access shelters through 112 Southampton Street, and women should go to the Woods-Mullen Shelter at 794 Massachusetts Ave. BPHC and the City are working closely with shelter providers to ensure that no client is without shelter, food, resources, and a warm respite from the cold. Emergency shelters are open 24 hours and will accept any person in need.   During extreme cold weather, street outreach teams operate with extended hours and provide mobile outreach vans on the streets in the evening and throughout the day. Heat Guidelines for Property Owners and Tenants In accordance with the Massachusetts State Sanitary Code, the heating season officially begins on September 15 and runs through June 15. Property owners must heat habitable spaces at a minimum temperature of 68° between 7 a.m. and 11:00 p.m. and 64° between 11:01 p.m. and 6:59 a.m. In case of emergency, property owners are encouraged to keep a list of licensed contractors (electrician, plumber and general contractor) on file. Tenants experiencing problems with their heating system should check the thermostat, ensure the dial is turned on, and report insufficient or no heat problems to the property owner or manager immediately. If your landlord or property manager is unresponsive, contact the Inspectional Services Department (ISD) at (617) 635-5300 to file a complaint, or call 311.   Tips to keep water flowing and pipes unfrozen during extreme cold The Boston Water and Sewer Commission recommends that during the upcoming cold snap homeowners remember the words locate, insulate, and circulate. Locate a home's main water shut off valve, and learn how to use it. Should a frozen pipe burst, shutting the main valve quickly will minimize flooding and property damage. Insulate pipes in unheated areas like basements, garages and crawl spaces. Use inexpensive hardware store materials to prevent pipes from freezing and to keep warm water flowing. Circulate warm air around pipes by keeping cabinet doors open. Circulate a trickle of tap water through pipes during extreme cold to help prevent them freezing up. Locate your water meter, protect it from drafts, and make sure basement doors and windows are shut tight. If pipes do freeze, slow thaw with a hair dryer. If water is lost in all taps, call BWSC 24-hour Emergency Assistance Line at 617-989-7000.      Increasing Home Energy Efficiency Disconnect water hose from the home. Wrap or cover exposed spigots. Caulk or putty windows. Ensure kitchen and bathroom dampers close properly. Close all storm windows and doors. Apply weather stripping. Properly insulate all pipes that are exposed. Cover vents. Install insulated or heavy drapes to keep cold drafts from coming in. Don't forget to close the damper to wood burning fireplace after each use. Consider a chimney balloon if you don't have a damper. Emergency Home Repair Income eligible homeowners and Boston's seniors can receive assistance with winter emergencies and repairs, such as fixing storm damage, leaking roofs, furnaces and leaking/frozen pipes. For assistance, residents should call the Mayor's hotline at 311 or the Boston Home Center at 617-635-HOME (4663).    A grant up to $5,000 is available for income eligible senior homeowners to ease unexpected financial burdens caused by an emergency situation with their home. In addition, the Mayor's Seniors Save program helps elders replace old, inefficient heating systems with a new brand new heating system even before a catastrophic failure occurs during the cold winter months.  Seniors can also call 311 or the Boston Home Center at (617) 635-HOME (4663)to be connected with a City staffer to provide additional details. Emergency Operations The City of Boston Office of Emergency Management (OEM) remains in constant contact with the National Weather Service to receive detailed forecasts for the City of Boston. It also ensures each City department has a plan in place to handle the forecast. If the storm warrants, the City's Emergency Operations Center will be activated and City representatives will coordinate response and recovery efforts. Year round, OEM conducts preparedness seminars to educate the public on the importance of having an emergency preparedness plan and a bag of emergency supplies in the event that Boston residents have to shelter in place or leave their residence. Residents who sign up for notifications will receive a message from the City about winter storms and extreme cold weather. This notification system also alerts residents when a snow emergency/parking ban is in effect and when it is being lifted.

              (Boston Orange 周菊子整理報導)波士頓華人音樂圈上週末再傳佳話。女高音張婉哲，小提琴家袁泉於12月11日晚在衛斯理鎮的Beveridge廳聯袂獻演，出席者無不讚嘆歌聲美，樂音妙，才子佳人同台，煞是讓人只羨鴛鴦不羨仙。

這場音樂會，其實是Dana Hall音樂學校老師張婉哲的獨唱會，安排有大都會歌劇交響樂團小提琴手袁泉，以及波士頓大學DMA鋼琴手郝波(譯音，Bo Hao)伴奏，演出曲目包括五首藝術歌曲，”思鄉”，”賦登樓”，”踏雪尋梅”，”春思曲”，”玫瑰三願”，以及巴哈的”在這裡祈禱(Bete aber auch dabei)”，”哦，我親愛的爸爸(o mio babbino caro)”，谷建芬作曲的著名思鄉曲”那就是我”。中場休息後的曲目有”明天(Morgen)”，”Youkali”，歌劇”波吉和貝斯”裡的”夏天(Summer Time)”，歌劇”共和國廣場(Thais)”裡的小提琴及鋼琴冥想曲，”冬雪”，”我的深情為你守候”等。

由於時近聖誕節，音樂會最後在”白色聖誕”歌聲中結束。

根據會場節目冊介紹，張婉哲畢業於中央音樂學院，新英格蘭音樂學院，現在是衛斯理亞裔兒童合唱團及音樂劇院，快樂青年樂團(Joy Youth Ensemble)的指揮兼音樂主任，也是環球表演藝術人才文化交流製作人，同時在Dana Hall音樂學校任教。

張婉哲不但擔任波士頓中國音樂家協會，以及紐約全國古典音樂表演藝術協會的秘書長，還是探戈塢(Tanglewood)節合唱團團員，經常和波士頓交響願團，波士頓流行樂團合作，也曾經在紐約卡耐基廳，以及波士頓的喬丹廳，約翰漢考克廳，克特勒(Cutler)大劇院，西班牙的Sala Luis Galve，中國的北京音樂廳，國家表演藝術廳，上海東方藝術中心，星海音樂廳等地演出。

波士頓市議會否決徵收買酒稅條例

(Boston Orange)波士頓市議會今(14)日在議會中，以10比3的投票結果，否決了徵收買酒稅提案。

波士頓市議員林乃肯(Bill Linehan)和貝克(Frank Baker)提案，向波士頓餐廳及酒店出售的酒，徵稅2%，藉以籌集每年大約2000萬元經費，指定用於治療，預防酗酒或濫用毒品。

在他們倆人之外的另一名支持者是波士頓市議會議長吳弭(Michelle Wu)。

      反對提案的市議員們表示，做出反對決定並不容易，因為酗酒滥藥是麻州內的一個嚴重問題。

市議員Annissa Essaibi-George表示，意外用藥過量是麻州意外死亡的首要原因，州內每天都有五人因此喪命。但這責任不應由地方商家來承擔。

麻州餐館協會會長Bob Luz也在公聽會表示了同樣觀點。

市議員普莉斯萊(Ayanna Pressley)稱許這一條例提案的企圖，還引述她父親就曾力圖抑制毒癮16年，但她認為該法例語句太模糊，徵收到的錢應該怎麼用，得有更詳細的描述。

      在這本年度最後一次市議會會議中，市議員奧馬利(Matt O’Malley)提出的減少漏天然瓦斯辦法，以12比1票通過，預定明年7月1日起生效，瓦斯公司將必須更透明的監測並報告漏瓦斯情況。

      市議會也決定展延已試辦一年的做法，准許小企業舉辦音樂表演活動，不須另外申請市府牌照。

Baker-Polito Administration Announces SBA Assistance for CambridgeAssistance Available to Those Affected by December 3rd Fire

FRAMINGHAM - Today, Governor Charlie Baker and Lieutenant Governor Karyn Polito announced that individuals, families and businesses impacted by the ten-alarm fire in Cambridge on Saturday December 3, 2016 can apply for low-interest loans from the U.S. Small Business Administration (SBA). The major fire, which occurred in the area of York and Berkshire Streets, damaged or destroyed more than 18 buildings and displaced 81 families.  Thankfully, the fire did not result in any serious injuries.  Numerous automobiles were also destroyed or damaged in the fire.

In the immediate aftermath of the devastating fire, the Massachusetts Emergency Management Agency (MEMA) asked the SBA to conduct a damage assessment in Cambridge.  The assessment determined that the damage exceeds the Small Business Administration’s criteria for a physical disaster declaration: damage to 25 or more homes and businesses resulting in uninsured losses of 40 percent or more of the estimated fair market value of the damaged property.

Following the SBA damage assessment, the administration formally requested the SBA to issue a Physical Disaster Declaration and to make low interest loans available to the many people and businesses who suffered significant uninsured property losses.  Today, the SBA issued the requested disaster declaration.

“The Small Business Administration’s prompt approval of this disaster declaration will help the residents of Cambridge rebuild their lives and their community,” said Governor Baker. “These loans are a key resource for the survivors who lost their homes or property in the fire.”

“Those impacted by the fire need all available resources to put their lives back together,” said Lieutenant Governor Polito. “This SBA assistance program is one of the ways that our administration is working to support the City of Cambridge and its affected residents.”

“Disaster assistance from the SBA for those impacted by the devastating fire will support Cambridge and its residents as they move forward in the recovery process,”said MEMA Director Kurt Schwartz.

“I want to thank the SBA for their quick approval of this disaster declaration,” said Cambridge City Manager Louis A. DePasquale.  “The assistance that the SBA can provide is another tool that impacted residents can utilize to move forward in their recovery process. The City of Cambridge, the Commonwealth of Massachusetts, and the broader community have been working to support the fire victims. I am pleased to have the SBA joining our recovery efforts.”

Types of loans that will be available:

·       Home Disaster Loans – Loans to homeowners or renters to repair or replace disaster-damaged real estate or personal property owned by the victim. Renters are eligible for their personal property losses, including automobiles. (Limited to a maximum of $200,000 for the repair/replacement of real estate, and $40,000 to repair/replace personal property). These SBA loans provide an important source of financing for uninsured or under-insured residents

·       Business Physical Disaster Loans – Loans to businesses to repair or replace disaster-damaged property owned by the business, including real estate, inventories, supplies, machinery and equipment. Businesses of any size are eligible. Private, non-profit organizations such as charities, churches, private universities, etc., are also eligible. (Limited to $2,000,000 for repair/replacement of real estate, inventories, machinery, equipment, etc.).

·       Economic Injury Disaster Loans (EIDL) – Working capital loans to help small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private, non-profit organizations of all sizes meet their ordinary and necessary financial obligations that cannot be met as a direct result of the disaster. These loans are intended to assist through the disaster recovery period. (Limited to $2,000,000 for economic injury caused by the disaster). EIDL assistance is available only to entities and their owners who cannot provide for their own recovery from non-government sources, as determined by the U.S. Small Business Administration

SBA Customer Service Representatives will be available at the SBA Disaster Loan Outreach Center being stood up at Cambridge City Hall to answer questions about the loan program, explain the application process and help individuals complete their application.

根據調查者的說法，劉鳳玲在宋江協助下，管理財務以及日常事務，包括招募婦女，在網上做性服務廣告，為性交易訂約會，以及載送婦女。這些交易的大部分收入都歸他們兩人。劉鳳玲把大部分要被載送的女子安排在同一棟大樓中住。 

住在西春田市，52歲的李淑治(譯音，Shuzi Li)則因為在紐約皇后區的法拉盛和她位於北安普頓及艾格灣的店舖間走私人口而被捕。

在調查中，有關當局找到李淑治在皇后區法拉盛有獨立但相似的營業運作。她經營的店鋪有北安普頓的”Noho 松溫泉”，艾格灣的”艾格灣按摩理療院”。

李淑治和劉鳳玲依樣，也招募婦女，做網上性服務廣告，安排性交易約會，載送女子等。那些女子據說就住在提供性服務的房間裡。

李淑治是在麻州西春田市被麻州警察逮捕的。她預定明早9點，在北安普頓地方法院受審。

TWO EXTENSIVE HUMAN TRAFFICKING OPERATIONS DISMANTLED IN MAJOR MULTISTATE TAKEDOWN

Victims were Allegedly Transported from New York and Trafficked in Multiple Communities Including Northampton, Hadley, Framingham, East Longmeadow, and Agawam 

BOSTON – Two extensive human trafficking operations have been dismantled in a major multistate law enforcement takedown led by Attorney General Maura Healey’s Office.

Four individuals were arrested and ten victims were identified during the operation. The victims were allegedly transported from New York and trafficked for commercial sex in “massage parlors” in multiple Massachusetts communities including Northampton, Hadley, Framingham, East Longmeadow and Agawam.  

“Human trafficking is happening right here in our own communities across the state,” said AG Healey. “It is an egregious crime that victimizes vulnerable people, while traffickers profit. This is about the exploitation of human beings and my office will continue to prosecute these cases to hold traffickers and sex buyers accountable. We thank all of our law enforcement partners who assisted us in this major operation.”

            Today, law enforcement authorities, including local, state and federal agencies from both Massachusetts and New York orchestrated the takedown.

Feng Ling Liu, age 50, her husband Jian Song, age 48, both of Sunderland, and her daughter, Ting Ting Yin, age 26, of New Hyde Park, N.Y., were all arrested today in connection with trafficking women between New Hyde Park, N.Y. and locations in Hadley, East Longmeadow, and Framingham.

Shuzi Li, age 52, of West Springfield, was arrested in connection with trafficking women between Flushing in Queens, N.Y. and her businesses in Northampton and Agawam.

These charges are the result of a months-long joint investigation by the AG’s Office, the Northwestern District Attorney’s Office, and the Northampton Police Department, with the assistance of various other local and federal law enforcement agencies, including agencies in New York.

“We are proud of the investigation by the Northwestern District Anti-Crime Task Force in helping dismantle these two human trafficking operations,” said Northwestern District Attorney David E. Sullivan. “The sexual exploitation and servitude of the victims in these operations is deplorable. We are grateful for the resources and expertise of Attorney General Healey’s Human Trafficking Division in this investigation. This major investigation could not have been accomplished without the special commitment made by the Northampton Police Department under the command of Chief Jody Kasper and the case agent Detective Peter Fappiano.”

“These are difficult cases for all involved. We are pleased that we were able to collaborate with so many partners within the criminal justice system who were committed to addressing the complex matter of human trafficking,” said Northampton Police Chief Jody Kasper. “Everyone involved worked diligently to ensure that this months-long investigation was completed thoroughly and thoughtfully so that the victims would be removed from these environments and that the parties responsible for these egregious offenses would be held accountable for their actions.”

During the course of the investigation, authorities developed evidence indicating that Li and Liu were the leaders of two separate but similar operations, running profitable and organized criminal enterprises through “massage parlors” that had been set up as fronts for human trafficking. Through these businesses, Li and Liu allegedly offered sexual activity between women and buyers in exchange for a fee.

            Ten victims were identified during this operation. AG Healey’s Victim Services Division is working with victim service organizations to ensure victims have the assistance and services they need.

FENG LING LIU/JIAN SONG/TING TING YIN

Authorities allege that Liu, with help from Song, allegedly operated Hadley Massage Therapy in Hadley, Feng Health Center in East Longmeadow and Massage Body Work in Framingham. She allegedly portrayed these businesses as massage parlors while they were in fact fronts for an extensive human trafficking operation.

Authorities allege that Yin helped to coordinate the transport of women to Massachusetts from New Hyde Park, N.Y.

According to investigators, Liu, with help from Song, managed the financial and day-to-day aspects of the operations including recruiting women, advertising sexual services online, setting up appointments for sexual encounters, and transporting women. Liu and Song allegedly received the majority of the profits from these sexual encounters. Liu arranged for most of the women to stay in the same buildings where they were trafficked.

Liu and Song were arrested in Sunderland by Massachusetts State Police assigned to the AG’s Office, with assistance from the Sunderland Police Department, after search warrants were executed at the Massachusetts business locations and their residence in Sunderland.

They are scheduled to be arraigned in Eastern Hampshire District Court in Belchertown tomorrow in the morning session beginning at 9 a.m. on the charges ofTrafficking of Persons for Sexual Servitude, Deriving Support from Prostitution, Money Laundering and Conspiracy.

Yin was arrested in New Hyde Park by authorities from the Nassau County District Attorney’s Office on the charges of Trafficking of Persons for Sexual Servitude, Deriving Support from Prostitution, Money Laundering and Conspiracy. Massachusetts authorities executed search warrants at a residential unit and two other massage parlors in New Hyde Park, N.Y. that are allegedly involved in the operation.

 A rendition hearing for Yin will be scheduled at later date. 

SHUZI LI

During the course of the investigation, authorities also developed evidence that Li was running a separate but similar operation between Flushing, Queens and her businesses, Pine Spa NoHo in Northampton and Agawam Massage Therapy in Agawam.

Like Liu, Li allegedly recruited women, advertised sexual services online, set up appointments for sexual encounters, and arranged for transportation for the women. The women allegedly stayed in the same rooms where Li arranged for them to provide sexual services to buyers for a fee. Authorities allege that Li typically received the majority of the profits from these sexual encounters.

Li was arrested in West Springfield by Massachusetts State Police assigned to the AG’s Office, with assistance from West Springfield Police Department, after search warrants were executed at her businesses and her residence in West Springfield.

Li is scheduled to be arraigned in Northampton District Court tomorrow in the morning session beginning at 9 a.m. on the charges of Trafficking of Persons for Sexual Servitude, Deriving Support from Prostitution, and Money Laundering.

These investigations remain ongoing. These charges are allegations, and all defendants are presumed innocent until proven guilty.

AG Healey has a dedicated Human Trafficking Division that focuses on policy, prevention and prosecution and includes a team of specialized prosecutors, victim advocates and Massachusetts State Police troopers who handle high impact, multi-jurisdictional human trafficking investigations and prosecutions across the state. Through the Human Trafficking Division, the AG’s Office has charged nearly 30 individuals in connection with human trafficking since the law was passed.

The case is being prosecuted by Assistant Attorney General Jeffrey Bourgeois, of AG Healey’s Human Trafficking Division, Assistant Attorney General Elizabeth Vasiliades, of the AG’s Western Massachusetts Office and Criminal Bureau and Special Assistant Attorney General Jeremey Bucci, Chief Trial Counsel of the Northwestern DA’s Office, with assistance from the Massachusetts State Police assigned to the AG’s Office, the AG’s Digital Evidence Lab, Senior Financial Investigator Eugene Griffin and Victim Witness Advocate Rebecca Auld, Director of the AG’s Victim Services Division.

The Northwestern, Hampden, and Middlesex District Attorney’s Offices and the Northampton, Framingham, Sunderland, Hadley, East Longmeadow, Agawam, West Springfield, Greenfield, Malden, Belmont, Amherst, Easthampton and Lexington Police Departments also assisted in the investigation, as well as the Massachusetts Department of Corrections, the Hampshire County Sheriff’s Department, the Franklin County Sheriff’s Department and the Hampden State Police Detective Unit.

Federal agencies including the U.S. Immigration and Customs Enforcement’s Homeland Security Investigations and U.S. State Department’s Bureau of Diplomatic Security also offered assistance.

            New York authorities also assisted in the investigation and operation including the Nassau County DA’s Office, the Queens DA’s Office, the Manhattan DA’s Office, and the New York Police Department.
