昆市辦系列活動慶祝社區發展基金推出四十年

昆士市在四月六日至十日間,加入全美各地舉辦“全國社區發展週”活動,慶祝“社區發展基金(Community Development Block Grant )”推出四十週年。昆士市總共獲得八千三百萬元。
            這每年一週的慶祝活動,讓各社區展現聯邦房住局(HUD)所提供“社區發展基金”,資助了哪些項目。       
            昆士市計畫局也在這週表揚對CDBG項目有貢獻的個別人士或組織。
            昆士市頒發了“第九屆市長服務獎”給昆市前任社區發展主任Nancy Callanan,頒發2015終生成就獎表揚過去三十年來致力改善大昆市中低收入個人及家庭的Judy Farmer,還以獎狀表揚東方銀行,稱許他們是業界模範。南岸青年會也因為參與昆市政府的CDBG項目,獲得表揚。
            這一週慶祝活動的高潮,包括為德國城社區中心音樂俱樂部剪綵。昆市長柯奇(Tom Koch),聯邦經濟房住局第一區代理主任暨經濟發展專員Cedric Kam,麻州眾議員陳德基等許多人都出席了活動。
四月七日時,約有十人參加了昆市太陽能項目的“和安裝者晤面”活動。
昆市計畫局表示,昆市府的住宅重居計畫(Housing Rehabilitation Program)為收入符合規定者,提供安裝太陽能板前先整修就屋頂的財務援助。有需要者可洽項目經理Tony Losordo,617-376-1054。

MAYOR WALSH LAUNCHES "ONE BOSTON DAY" WEBSITE 

BOSTON - Monday, April 13, 2015 - Mayor Martin J. Walsh today launched the "One Boston Day" website, www.onebostonday.orgdedicated to sharing how Boston and people around the world are marking April 15. 

Individuals, businesses and community organizations are encouraged to share how they are marking "One Boston Day" on social media using the hashtag #OneBostonDay to be featured on the website, which was designed and built by Hill Holliday. 

"One Boston Day will inspire all of us to come together as the community we are and share the spirit of Boston by giving back," said Mayor Walsh. "April 15 is a date that has come to stand for our city’s deepest values. I hope everyone can mark this day in a way that is appropriate and inclusive for each of our experiences." 

Mayor Walsh announced last month that April 15 will be known as "One Boston Day," a new tradition to honor the resiliency, generosity and strength of the City of Boston.  The day will be an opportunity to recognize the good in our community and reflect on the spirit of grace and resilience of the people of Boston that was exemplified in the response to the loss and the tragedies of April 15, 2013. 

"One Boston Day" will encourage random acts of kindness and spreading goodwill. The new tradition came together in compilation with the desire expressed by many survivors to pass on the kindness, generosity and support they received following the 2013 Boston Marathon. 

On the morning of April 15, the Mayor will assist in raising honorary banners on Boylston Street to honor the victims and survivors of April 15, 2013 and the days following.  The City of Boston will hold a moment of silence at 2:49 p.m. on April 15 to mark the two-year anniversary of the Boston Marathon bombings. Church bells will then ring throughout the City.   Mayor Walsh is encouraging people outside of the City, and around the world, to join Bostonians in the moment of silence.

华裔女婿、加州参议院共和党党团领袖、参议员夏乐柏(Bob Huff)49日下午在洛杉矶县内的蒙罗维亚市召开新闻发布会,正式宣布将参选角逐洛杉矶县第五选区的县政委员(County Supervisor)。他表示,选区内拥有众多的华裔选民,他的竞选非常需要来自华裔社区的支持。
面对众多的主流媒体和华文媒体,夏乐柏在华裔太太何美湄的陪伴下,向媒体阐述了自己关于洛杉矶县行政管理的公共政策纲要,他表示将充分运用自己丰富的行政经验,创造就业、解决地区交通问题、保证供水稳定以及保护社区打击犯罪并保障学校安全。
目前,他已在推动法案,将新的制造业、娱乐业与航天业的工作机会带入洛杉矶县以求扩展经济。如果当选,他将致力招揽新的雇主至洛杉矶县开展业务,创造高薪酬的工作机会。
夏乐柏承诺将会继续努力以保证洛杉矶县提供高品质的医疗救护服务;积极努力减少路面交通堵塞,努力消除高速公路交叉口的交通瓶颈,并提升圣盖博谷、羚羊谷及圣佛南多谷等地区的公共交通运输服务。
作为州际供水债券的主要谈判者之一,夏乐柏将推动建立两个储水设施,并于圣盖博地区清理被污染的饮用水,保证洛杉矶县拥有清洁可靠的供水。
钻石吧市市议员Carol Herrera介绍了夏乐柏从20年前当选钻石吧市市议员开始到当选州众议员、州参议员的从政经历,以及在从政过程中为选区和加州所做出的成就。并特别推崇他在州议会工作期间跨党派合作解决问题的能力
洛杉矶县现有人口一千万,被划分为5个选区,每个选区有近200万居民。县政府雇员近十万人,每年掌管的公共行政预算250亿美元。现任第五选区的县政委员安东诺维奇近日宣布,将于2016年退休,目前已经有5位参选者宣布参与角逐这一职位。夏乐柏的太太、圣盖博谷林肯俱乐部主席何美湄表示,这将是一场竞争激烈的选战,而华裔选民的投票和支持,将有可能产生关键的作用。
应邀出席当天新闻发布会的蒙特利公园市前市长赵谭美生、阿罕布拉学区教委前主席黄赵企晨、美国华人公共外交促进会会长任向东表示,夏乐柏关心华人社区事务,推动并通过了许多对华人社区具有里程碑意义的法案,包括关于中文学校合法化;对排华法案的道歉案;欢庆农历新年等法案,并在近几年推动加州政府与中国的一些省、市建立了友好省州关系。他们一致呼吁华人社区支持夏乐柏参选洛杉矶县县政委员。

   2015金僑獎將於51日起開放徵件,凡是海內外華人在世界各地求學、工作、僑居或回臺求學、工作、探訪親友、尋根的故事,無論人、事、地、物、景,只要主題與僑胞相關,拍成照片或短片即可參加比賽,獎項多達14個,總獎金獎品逾新臺幣30萬元,歡迎踴躍參與!

BOSTON, MA – April 13, 2015 – Boston Children’s Museum will welcome a delegation of eleven folk artists from China traveling to the United States who will demonstrate their craft at the Museum on April 18.  This visit is sponsored by the National Folk Art Association of China and organized by Great Seed in Beijing China.

Top-level folk artists from China will include demonstrations and workshops at Boston Children’s Museum.  These interactions seek to deepen understanding of traditional Chinese folk art by people outside China. With raised awareness may come new ways of preserving and protecting the same folk arts that are at the brink of extinction. These arts and artists also represent a diversity of Chinese culture among the fifty-six ethnic groups in China including Han, Tibetan, Korean, Miao and Manchu.

“It is our honor to demonstrate China's unique craftsmanship and artworks in one of the oldest and largest children's museums in the world,” said Lisa Deng, CEO of Great Seed Inc., the initiator and organizer of the "Slow Made in China" event.  “We believe that the intangible cultural heritages are a precious fortune that belongs to the whole society. We hope that this event can enrich Museum visitors knowledge, inspire their creativity, and plant a multicultural seed in their hearts with harmony and happiness.”

The following eleven artists will demonstrate their traditional Chinese art at Boston Children’s Museum on Saturday, April 18th, from 11:00am - 4:00pm.  Their presentations will include four workshops - two for woodblock prints and two for Chinese opera mask painting.

Liping Tai
Chinese New Year wood block printing artist, Master of Chinese Arts and Crafts, 20th generation of Fengxiang woodblock prints, entitled “First Class Folk Artist” jointly by UNESCO and Chinese Folk Art Association.

Shuiguan Song
Olivepit carving artist, National Artist of Arts and Crafts, and top winner of Chinese arts and crafts awards – the Mountain Flowers Awards. 

Yuanshan Jin
Outstanding patchwork artist, recipient of UNESCO’s “Outstanding Handmade Goods Certification”, known as the “key person who can represent the artistic level of China’s handmade quilts.”

Yongcai Jin
Distinguished black copper expert from Yunnan Province and entitled the “Representative Figure in the China Arts and Crafts Industry”.

Huazhen Yang
Widely admired Tibetan master embroiderer, a Chinese National Cultural Heritage successor and a UNESCO folk art member.

Huifen Yao
Suzhou style embroidery artist, 4th generation of the “Needle God” Shen Shou, specializing in portraits and Chinese ink painting embroidery.

Ying Huang
Master paper-cutting artist, president of Mianyang Folk Literature and Art Association.

Yanling Sun
China’s Intangible Cultural embroidery successor, specializing in Bohai Mohe court and folk embroidery, a 1300 year old ancient art. She founded Embroidery House, to train tens of thousands of embroiderers to keep this ancient art alive.

Lanfang Liu
Qingyang Sachet artist, skilled at a large variety of embroider stitching methods.

Zhongchang Liu
A distinguished inheritor of the Miao embroidery craft and National Intangible Cultural Heritage Successor. 

Hongkui Lin
Celebrated Beijing Opera mask painter. 

While in the Northeast, this delegation will also present and demonstrate at Harvard, Yale, Columbia and New York City China Institute.

EEC and United Way Announce Brain Building in Progress Week in Massachusetts

BOSTON – Recognizing the importance of enriching opportunities in children's healthy development and learning, the Massachusetts Department of Early Education and Care (EEC) and the United Way of Massachusetts Bay and Merrimack Valley (United Way) announced today the kick-off of Brain Building in Progress Week in Massachusetts.
From April 12 to 18, families, educators, business leaders, and other partners engage in activities that support the importance of early enriching environments and experiences to the future success of young children.  These efforts are part of Massachusetts' statewide campaign, Brain Building in Progress, that advances the critical role that adults play in fostering children's brain development and learning. 
Governor Baker signed a proclamation to declare April 12 to 18 as Brain Building in Progress Week in Massachusetts, which coincides with the national Week of the Young Child.  Throughout the week, EEC and United Way are providing resources to families that include tips for having "brain building moments" with children such as pointing out and naming items while grocery shopping, counting the number of stops while riding the bus or train, and asking open-ended questions after reading a story.
"It is so important for young children to be exposed to enriching environments because these support the healthy development of their brains, and brain building provides children with a solid foundation for learning and future academic success," said Early Education and Care Commissioner Tom Weber.  "Our family and community engagement networks are important partners in communicating and teaching about brain building, especially ways that parents can be brain builders at home or anywhere."
“Over 13,000 families and almost 19,000 children have benefited from receiving Brain Building toolkits and other resources given out as part of this statewide campaign,” said Michael K. Durkin, President at United Way of Massachusetts Bay and Merrimack Valley.  “Together, we can do more than any one organization can alone.  That’s why it is so powerful when local communities come together to raise awareness of important issues like early childhood and help to ensure we build the strongest foundation for early learning among the children of our Commonwealth.”
Joining United Way and the Department of Early Education and Care as sponsors of Brain Building in Progress Week are Boston Children’s Museum, WGBH, Parent-Child Home Program, Massachusetts Head Start Association, Thrive in 5, Early Ed for All, Boston Alliance for Early Education, MassAEYC, and Mass. Department of Public Health.
Over 80 communities across Massachusetts are participating in Brain Building in Progress Week, with activities including:
·         In LawrenceMayor Dan Rivera is supporting the Greater Lawrence Community Action Council and Coordinated Family and Community Engagement (CFCE) by reading to young children, and issuing a challenge to Mayors and public officials across the state to join him in being “brain builders” in their communities. 
·         Over 200 locations in Boston’s 10 neighborhoods will be transformed intoBrain Building Zones. The list, developed by the Boston Family Engagement Network, includes medical offices, museums, community centers, laundry facilities, food markets, and restaurants
·         Westwood Public Schools is holding "Kids at Play...Brains at Work,"featuring a variety of parent education opportunities and family events, and hosting a"Books Build Brains" exhibit by area early education and care programs on display at the library.
·         The Early Childhood Alliance of Framingham Public Schools is hosting a “Passport to Learning!” Family Fair, where children and their families can visit learning zones with activities from fitness to science, technology, math and literacy.

to Principal Salary Structure
Change will be latest in a push to close achievement gaps

BOSTON – Boston Public Schools (BPS) Superintendent John McDonough on Friday announced a 
proposal to reform the salary structure for the district’s Principals and Headmasters, the latest in a 
number of initiatives ultimately aimed at closing achievement gaps for Black and Latino students. 
The new structure will allow Boston to compete for top talent and provide incentives to recognize and retain 
high performing school leaders.

In addition to raising base salaries for the first time in a decade, the proposal, which is a departure from 
traditional practices, ties annual pay increases to performance in leading district improvement efforts. 
Principals and headmasters who earn a proficient or exemplary rating qualify for a three or four percent increase. 
Those who rate proficient or better for five or more consecutive years receive bonuses intended to recognize their 
talent and to retain them in BPS.

"In order to give all of our students the opportunity to succeed, we must be able to attract the best and brightest 
talent to our schools," said Mayor Walsh. "This new structure will give us the tools to strengthen our schools and 
close the achievement gaps for our students."

Salaries for school leaders serving fewer than 800 students would begin at $122,000 whereas salaries for school
leaders serving more than 800 students would begin at $142,500.  Currently, the starting salary for a BPS school 
leader ranges between $105,000 and $120,000.

 “We know BPS is a great place for an educator to work and this proposal is worthy of our consideration as we 
work to ensure we are attracting the best talent possible,” said School Committee Vice Chairman Hardin Coleman.

"Attracting and retaining high quality school leaders is one of the conditions for school success," stated 
Superintendent John McDonough. "Getting incentives right so that we are true to our values, includes acknowledging 
the important role strong leaders play in the successful outcomes of students."

This initiative is the latest in a series of reforms led by Superintendent McDonough, including mutual consent hiring 
that allows principals and teacher candidates to decide together if a position at a specific school is a good fit; weighted 
student funding that allows funding to follow students where they choose to attend school; and extended learning time, 
giving students more time in class – the equivalent of an additional month of instruction.


The proposal is recommended for implementation starting next school year.

In keeping with the tradition begun by the Honorable Mayor Thomas Menino, Boston Mayor Marty Walsh has asked Massachusetts cities and towns to join him in commemorating the second anniversary of the Boston Marathon Tragedy. Mayor Walsh will lead a state-wide moment of silence on Wednesday, April 15th at 2:49 PM, the exact time that the first bomb exploded. Where ever you are on that day and time, Mayor Walsh has asked you and those around you join in this moment of silence. 
To further honor those lost and affected by the horrific events of that day, the City of Boston will mark the first occasion of a new annual Boston tradition: One Boston Day. Although April 15th  will always be about honoring and remembering all of those affected by the tragic events, this day will also become a day to celebrate the resiliency, generosity, and strength of the people that make Boston a great City, and Massachusetts one big, supportive community. In good times and in bad, and even in the face of unthinkable evil, people in and around Boston have shown time and time again that supporting, caring for, and protecting one another is what we are about. In launching this new tradition, One Boston Day is not just about the City of Boston, but a proud region and supportive Commonwealth.
Mayor Gary Christenson humbly asks Malden residents, businesses and organizations to join Mayor Walsh and the City of Boston in participation of this new tradition. Whether volunteering at an organization that feeds the hungry, cleaning up the streets of your neighborhood, organizing a community service project, or just showing random acts kindness, children and adults have countless ways to participate.
