MIPIM expands across Cannes as it unveils the biggest evolution in the event's 37-year history

MIPIM 2027 responds to feedback from clients and industry leaders with new destinations, more flexible passes and smarter networking tools

Paris, 15 September 2026. MIPIM 2027 will mark a new chapter for the global urban festival as it expands across Cannes, introducing new official destinations alongside its established home at the Palais des Festivals. From data centres to tech and AI, new stages and forums in Cannes itself will be fully integrated into the MIPIM programme, reflecting the investment themes shaping tomorrow’s market.

A programme shaped by changing investment priorities 

Shaped by client feedback and evolving market trends, the 2027 programme focuses on the investment priorities transforming real estate. The new Resilience Stage will build on the Road to Zero programme, extending the debate beyond decarbonisation to climate risk, geopolitical risk and other pressures facing owners and cities.

MIPIM will also sharpen its coverage of sectors that have moved from specialist interest to mainstream investment priority. The Data Centers Summit will be concentrated on Thursday morning to bring the ecosystem together for a focused discussion on designing, building and financing AI-ready infrastructure. A Defense track, within the logistics and industrial summit, CEE and Nordics programming, will explore the growing need for adaptable, resilient and multi-purpose real estate.

The Geostrategies Stage will focus on major investment markets including Germany, the Nordics, the Middle East, Africa, Asia, Latin America and Central and Eastern Europe.

Housing takes centre stage

Reflecting the increasing role of residential real estate in global investment strategies, Housing Matters, MIPIM's dedicated forum for discussing the future of residential investment, will be fully integrated into MIPIM's core programme and move to Tuesday morning at the heart of the event. Bringing together investors, developers, public authorities, urban experts and associations, the forum will address one of the most urgent questions facing cities worldwide: how to deliver more homes, at pace, while meeting affordability, sustainability and resilience demands.

MIPIM 2027 will also continue to host a series of invitation-only summits bringing together major investors, family offices, sovereign wealth funds and political leaders. These include RE-Family, RE-Invest, the Political Leaders Summit and Forum des Élus for French city leaders, reinforcing MIPIM's role as a meeting point for both capital and policymakers.

Helping attendees to make the most of MIPIM 

MIPIM 2027 will introduce a series of new services and access options designed to reflect different client needs and help delegates make better use of their time in Cannes. The Full Pass will remain the benchmark for the complete four-day MIPIM experience, alongside a new One Day Pass and an enhanced Premium Pass, which will include a networking concierge service to help delegates organise relevant meetings.

Supporting these changes, a new networking platform will use AI-powered recommendations, simplified search and meeting scheduling to help participants identify relevant people and companies before arriving in Cannes. A redesigned mobile app will provide an improved user experience throughout the event.

For exhibitors, the Lead Manager service will complement the new networking platform by helping teams capture and qualify contacts generated at MIPIM. Together, these tools are designed to support the full business process, from identifying relevant contacts and arranging meetings to capturing leads and following up after the event.

MIPIM returns to the Palais des Festivals in Cannes 16-19 March 2027.

MIPIM Middle East will be held on 20–21 October 2026 in Riyadh, followed by the MIPIM Asia Summit on 2–3 December 2026 in Hong Kong.

         （Boston Orange）第8屆「波士頓台灣影展」已於9月10日在尚默維爾（Somerville）戲院以「冠軍之路」（HERO! HITO!）拉開序幕，將在21日前，共分4個地點陸續舉辦共8場放映會。9月22日至10月11日，轉往Giloo平台，做線上放映。

        「冠軍之路」描述中華台北棒球隊備嘗艱辛，爭取到世界冠軍的歷程。10日晚，儘管是週四，仍吸引到約130人出席欣賞。

        9月14日晚上7點，則是在Coolidge Corner Theatre放映回顧1996年台灣選舉和台海導彈危機時期動盪的「南方時光」（Before the Bright Day）。

        9月17日晚上6點半，將在Somerville Theatre放映「失明」（Blind Love），該片導演周美豫和女主角林依晨參與座談。

        9月18日至20日，將是波士頓台灣影展和波士頓美術博物館（MFA）合作的專場小影展，共放映3部影片，依序為18日晚7點的「深度安靜」（Deep Quiet Room），19日下午2點的「戀戀風塵」（Dust in the Wind）40周年特映會，20日下午2點的「隼的眼睛」（Falcon Eyes）和「幸福之路」（Lucky Lu）。

        「深度安靜」一片女主角林依晨，18日晚將出席和觀眾座談。

        波士頓台灣影展協會還將於9月19日晚在Fenway一帶，舉辦影展接待會。

        9月21日在劍橋市的布瑞托戲院（Brattle Theatre），先有下午5點半，放映新北市紀錄片獎優選短片，描述台灣少子化嚴重，助產護士所面對困境的「助產之聲」，以及探索人類對寵物的長照和臨終關懷做法的「不完美告別」，接著晚上7點放映「進行曲」（Marching Boys）。該片製作人陳慧如將出席映後座談。

        2026年的第8屆「波士頓台灣影展」，共有志工約20人，其中不少人長期參與，卻也有將近一半新人，查詢購票或影片詳情，可上網taiwanfilmfest.org/screening-2026。

波士頓市長吳弭提案短期減免房屋稅 催促1400套房的 4 項開發案一年內動工

         （Boston Orange編譯）波士頓市長吳弭（Michelle Wu）9月14日提出一項針對性的短期減免房屋稅3150萬美元方案，要協助四個原本卡關的住宅開發案在一年內開工，以藉此釋出 1,400 套新住宅，並創造超過 1,500 個工作機會。

這項紓困方案主要針對戶數超過百戶、包含收入有限制住宅，符合高環保能效標準的建案。市府將暫緩向開發商徵收部分新增的房屋稅負擔，換取對方承諾在一年內動工。由於開發商仍須照常繳納現行的房屋稅金額，因此市府不會有任何淨稅收損失。

        這次獲選的四個建案都已通過波士頓規劃與發展局（BPDA）審查，分布於查爾斯鎮（Charlestown）、奧斯頓（Allston）與布萊頓（Brighton）。這些建案除了能提供大批新住房與至少 185 套平價房之外，開發商還將回饋超過 2,000 萬美元的公共基金，用於改善周邊的大眾運輸、周邊道路與綠化空間。

        這4個發展案目前規劃如下：

        查爾斯鎮（Charlestown）One Mystic Avenue：16層樓近大眾運輸大樓，提供408套住宅（含45套平價房），並挹注1,400萬美元包容性發展政策（IDP）基金。

        奧斯頓（Allston）22-24 Pratt Street：16層樓轉型建案，提供318套住宅（含27套平價房），挹注810萬美元IDP基金。

        布萊頓（Brighton）83 Leo Birmingham Parkway：電台舊址改建，提供333套住宅（含52套平價房），並規劃公共廣場與植樹100棵。

        奧斯頓 Allston Yards Building D：複合式住宅建案，提供341套住宅（含61套平價房），結合零售與娛樂空間。

        波士頓市計劃長沈其樂（Kairos Shen）表示，在聯邦政府補助有限的情況下，地方政府必須靈活運用政策工具來維持房屋供給。BPDA 董事會預計於 10 月開會審議這項提議，目前已展開為期 30 天的公眾諮詢，市府也將舉辦公聽會深入聆聽市民意見。

麻州長Healey發30萬元濟助北岸採貝業者

        （Boston Orange編譯）麻州州長奚莉（Maura Healey）9月14日前往艾塞克斯（Essex），發30萬美元救濟金給當地採貝業者，補償因哈弗希爾（Haverhill）6月底下水道管線破裂、導致海域緊急封閉12天所造成的採收損失。

        麻州海洋漁業局（Division of Marine Fisheries, DMF）因應污水外溢事故，於6月29日緊急封閉格洛斯特（Gloucester）、紐伯里波特（Newburyport）、伊普斯威奇（Ipswich）等8個城鎮的N1至N14採貝區。經採樣檢測確認水質達標後，受影響區域已於7月9日陸續重新開放。

        奚莉州長在14日這天親自到知名海鮮餐廳「Woodman’s of Essex」遞交支票，她還表示，採貝業是北岸（North Shore）的經濟命脈，政府一定會履行做後盾的承諾。海洋漁業局局長麥柯南（Dan McKiernan）與魚類和野生動物局（Department of Fish and Game）局長歐謝（Tom O’Shea）也強調，這筆資金將用於維護民眾食品安全並協助業者挺過難關。

        除了補償短期損失之外，麻州政府也提出長期改善方案。海洋漁業局研究水質兩年後，把下雨後貝類有可能遭到雨水污染，須預防性的封閉採貝海域天數，減少了一半，還擴大梅島海峽（Plum Island Sound）的採收權限，預計每年可為200多名商業採貝者爭取到平均多72天的作業時間。此外，奚莉州長更呼籲聯邦持續資助「清潔水與飲用水國家循環基金」（Clean Water and Drinking Water State Revolving Funds），加速更新老舊水務系統，從源頭預防污染。

Governor Healey Delivers $300,000 in Relief to North Shore Shellfish Harvesters Impacted by Haverhill Sewage Overflow

Governor meets with local harvesters and delivers checks to help support income lost during 12-day emergency closure 

ESSEX – Governor Maura Healey today delivered $300,000 in direct financial relief to North Shore shellfish harvesters that lost income during the emergency shellfish closure caused by the Haverhill sewer overflow.

The relief program, administered by the Massachusetts Division of Marine Fisheries (DMF), was created following the 12-day closure to help cover the maximum estimated value of shellfish that could have been harvested from the affected growing areas during that period.

Governor Healey met with local shellfish harvesters at Woodman’s of Essex, a longtime North Shore seafood restaurant and family business known for its soft-shell clams, to hear directly about the impact of the closure and deliver relief checks. 

“When the sewer break forced shellfish beds to close during one of the busiest times of the year, we told these harvesters that we would have their backs,” said Governor Maura Healey. “Today, we’re delivering on that commitment. These are hardworking families and small businesses that are an important part of the North Shore’s economy and way of life, and we’re going to keep supporting them, protecting this industry and giving them more opportunities to get out on the water and earn a living.”

“Shellfishing is a way of life on the North Shore, but it’s also an iconic business that supports families, local restaurants, and our coastal communities,” said Department of Fish and Game Commissioner Tom O’Shea. “This relief helps make up for days these harvesters lost and helps keep an important part of our blue economy working.”

“Here at DMF, our responsibility is to ensure Massachusetts shellfish are safe, healthy and delicious,” said DMF Director Dan McKiernan. “A key part of this mission is working diligently to protect public health and support our shellfish harvesters. We are proud to deliver this critical funding and committed to helping our shellfish industry thrive for generations to come.”

On June 29, DMF issued an emergency closure of shellfish growing areas N1—N14 in Gloucester, Newburyport, Essex, Ipswich, Newbury, Rockport, Rowley, and Salisbury due to the sewer overflow in Haverhill. The closure was required to protect public health and comply with national shellfish sanitation standards. 

As water quality improved, DMF tested shellfish from affected areas for indicators of contamination. Those tests came back negative on July 9, allowing the most active shellfish areas to move out of the extended emergency closure and reopen as weather conditions allowed.

Governor Healey is working to give North Shore shellfish harvesters more days on the water by investing in clean water and shellfish research to safely reduce closures. 

Last week, the Governor announced expanded access to shellfish harvesting in Plum Island Sound after two years of study by DMF that found significant improvements in water quality. The updated requirements will cut rainfall-related closures by more than half in most of the Sound and could give more than 200 commercial shellfishers an average of 72 additional harvesting days each year.

The Administration is also continuing to invest in the water infrastructure communities need to prevent pollution and protect drinking water. Following the Haverhill sewer force main break, Governor Healey called for continued federal investment in the Clean Water and Drinking Water State Revolving Funds, which help communities modernize aging water and sewer systems and protect water quality.

波士頓市啟動「學期中青年就業計劃」 2027年1月前將提供2000個工作機會

         （Boston Orange編譯）波士頓市長吳弭（Michelle Wu）9 月 14 日宣佈，正式啟動新年度「學期間青年就業計畫」（School Year Youth Jobs program），延續今夏為將近 1.1 萬名青年媒合工作的成績，擴大與公私機構的合作，預計 2027 年 1 月前為青少年創造 2,000 個學期中的就業機會。

        波士頓市府指出，青年就業計畫成效顯著。吳弭市長在首個任期內就把暑期就業預算翻倍，讓名額從過去的約 5,000 個大幅增加至 2025 年的 1.05 萬個；2026 年夏季亦持續維持 1.05 萬名青年就業的規模，其中包含 6,000 個由市府直接資助的名額。

        今年（2026）  6 月，波士頓市府推出全新的公私合作模式，以因應嚴峻的財政環境。在「未來波士頓（futureBOS）」就業平台的成功基礎上，由大波士頓男女青年會（YMCA of Greater Boston）、大波士頓商會基金會（Greater Boston Chamber of Commerce Foundation）與波士頓聯邦儲備銀行（Federal Reserve Bank of Boston），波士頓男女童軍俱樂部（Boys and Girls Club of Boston）與人道藝術組織（Artists for Humanity）等組成的創始聯盟率先響應，提供了 475 個職缺。隨後薩福克建築（Suffolk Construction）、道富集團（State Street）、市民銀行（Citizens Bank）、寶僑吉列（P&G Gillette）及波士頓兒童醫院（Boston Children's Hospital）等企業接連加盟，目前已達成 2,000 個職缺目標的 80%。

        波士頓市府說明，本次計畫預計提供的 2,000 個工作機會，來自三大管道：第一為公務部門，由市府重啟「波士頓城市青年軍」（Boston City Youth Corps），提供 400 個公共圖書館與社區中心等第一線服務職缺，另與市長移民推進辦公室（MOIA）合作，為公校學生及移民青年提供 200 個發放津貼的職涯培訓名額；第二為企業直接聘僱，由企業、非營利組織與法人機構出資聘用 663 名青年；第三為民間慈善資助，由社會捐款支持合作機構提供 340 個有薪工作機會。

        波士頓公立學校總監斯基珀（Mary Skipper）表示，該計畫能讓學生將課堂知識轉化為實務技能。所有職缺預計於 2026 年 9 月 30 日開放線上瀏覽與申請。

Through partnerships with employers, schools and community partners, the program connects young people to real work experience, career-readiness support and pathways into Boston’s workforce.  “Boston’s citywide paid youth summer jobs guarantee has set national standards for workforce development, career readiness, and youth engagement. Now we’re bringing that momentum into the school year with even more partners coming together for every Boston student to have access to meaningful, paid job opportunities,” said Mayor Michelle Wu. “We thank every employer and community organization for joining us in this work and helping our students follow their passions and take the first steps toward rewarding careers.” Boston's summer jobs program is one of the strongest in the country. In 2024, Mayor Wu launched futureBOS, a centralized hub that connects Boston youth and young adults with thousands of paid opportunities across nonprofits, schools, local government, healthcare, technology, arts, and more. During Mayor Michelle Wu’s first administration, the City more than doubled the amount of funding for youth summer jobs from approximately 5,000 to 10,500 jobs in 2025. In 2026, the City continued the momentum, connecting 10,500 young people with paid work opportunities, including 6,000 jobs funded by the City.  “Boston Public Schools is proud to connect our students with work-based learning opportunities that allow them to put their learning into practice while exploring pathways to future careers,” said Boston Public Schools Superintendent Mary Skipper. “Building on the success of a summer that connected 10,500 young people with employment opportunities, we are excited to continue that momentum throughout the school year. School year jobs are funded and managed through three distinct streams: Publicly funded: through the Boston City Youth Corps, students will have access to 400 jobs across City agencies and programs, including Boston Housing Authority, Boston Centers for Youth and Families (BCYC), and the Boston Public Library. The Youth Corps will also incorporate existing school-year opportunities through the Boston Student Advisory Council, Mayor’s Youth Council, STRIVE, and the Office of Youth Employment. 第131屆波士頓馬拉松賽即日起至 9/18 接受報名 1000個成績達標未獲錄取者將仍有機會參賽

        （Boston Orange編譯）波士頓體育會（B.A.A.）今（14）日宣佈，訂2027年4月19日愛國者日（Patriots’ Day）舉行的第131屆波士頓馬拉松賽，即日起至9月18日下午5點止，接受成績達標者報名。成績達標，但未獲錄取者，將有機會抽籤，成為1000名幸運兒之一。

        報名手續將在線上平台「選手村」（Athletes’ Village）辦理。波士頓體育會強調，這場比賽並不採取先到先得方式辦理報名，待收件截止後，該會將審查、核實所有報名者的成績，並按性別與年齡組別的成績表現來由快至慢的決定錄取名單。

        波士頓體育會在這2027年度賽事中，將首度引入「達標者抽籤」（Boston Qualifier Selection）機制，凡是成績達標，但報名後未取得參賽資格者，可藉由該會辦理的抽籤，成為得到參賽資格的1,000名幸運兒之一。

        第131屆波士頓馬拉松賽的參賽資格成績，必須來自2025年9月13日至2026年9月18日的參賽成績紀錄。獲錄取的跑者，需繳交270美元報名費。這筆費用僅在確認錄取後才會扣款，跑者報名時，大會也將提供保險加購選項。

        第132屆（2028年）賽事的參賽資格成績採計期，將於2026年9月19日展開。波士頓馬拉松賽創立於1887年，是雅培世界馬拉松大滿貫（Abbott World Marathon Majors）的六大賽事之一。

BOSTON – The Boston Athletic Association (B.A.A.) reminds athletes that qualifier registration for the 131st Boston Marathon presented by Bank of America opened today, September 14, and will remain open through Friday, September 18. The 131st Boston Marathon will be run on Patriots’ Day, Monday, April 19, 2027.

Qualifier registration opened Monday, September 14 at 10:00 a.m. ET and will close on Friday, September 18, 2026, at 5:00 p.m. ET. The B.A.A. will use the same registration process for qualified runners as it used for the 2021 through 2026 races, allowing any athlete who has achieved a currently valid Boston Marathon qualifying time to submit a registration application during Registration Week, September 14-18. 

Registration is held within the B.A.A.’s online platform Athletes’ Village. Registration is not on a first-come, first-served basis – all applications will be accepted until 5:00 p.m. ET on Friday, September 18 and treated in the same manner regardless of when they are submitted during the application period.

Following the close of registration week on September 18, the B.A.A. will review all submissions, verify qualifying times, and rank athletes based on how much they surpassed their qualifying standard. The fastest qualifiers by age group will be accepted and will determine the “cut-off” time. The number of athletes accepted will be consistent with recent years.

New for 2027, the B.A.A. will incorporate a Boston Qualifier Selection, an additional random selection component specifically for applicants whose qualifying time was not faster than the cut-off. Approximately 1,000 qualifiers will be randomly selected for entry, rewarding athletes who’ve achieved a Boston qualifier. More information on the Boston Qualifier Selection can be found here.

QUALIFYING WINDOW & STANDARDS  

The 2027 Boston Marathon qualifying window began on September 13, 2025, and will close at 5:00 p.m. ET on Friday, September 18, 2026.  

Qualifying standards for the 131st Boston Marathon can be found here. Achieving a Boston Marathon qualifying standard does not guarantee acceptance into the event. Those who are fastest among the pool of applicants in their age and gender group will be accepted, followed by the 1,000 entries randomly selected through the Boston Qualifier Selection.   

ENTRY FEE 

The entry fee for accepted qualifiers will be $270 USD. Participants will have the opportunity to purchase registration insurance at the point of registration. Entry fees will only be processed once an athlete is accepted into the Boston Marathon. 

132nd BOSTON MARATHON (2028) 

The qualifying window for the 132nd Boston Marathon presented by Bank of America will open on Saturday, September 19, 2026 – one day after Registration Week for the 2027 event closes. The qualifying window will remain open through 2028 Boston Marathon Registration Week in September, 2027.

 Live Theater Tax Credit supports local jobs, attracts visitors and helps bring major productions to Massachusetts

BOSTON – Governor Maura Healey today announced $7 million in in Live Theater Tax Credits for 23 productions across Massachusetts, supporting local jobs, theaters and businesses while attracting visitors to communities across the state. 

The awards will support productions ranging from longtime favorites like The Nutcracker, Les Misérables and A Christmas Carol to new and nationally recognized productions including Black Swan, Paranormal Activity, To Kill a Mockingbird and William Tell.

“Massachusetts has incredible theaters, talented artists and communities that know how to put on a great show,” said Governor Maura Healey. “These investments help bring more productions to our state, support good jobs and local businesses, and give residents and visitors even more reasons to spend time in communities across Massachusetts. We want Massachusetts to be a place where artists and producers want to create and audiences want to come experience it.”

“Live theater brings people together and brings real economic activity into our communities,” said Lieutenant Governor Kim Driscoll. “When people come to see a show, they’re also eating at local restaurants, staying in hotels and supporting nearby businesses. These awards will help our theaters compete for exciting productions while supporting jobs and economic growth across Massachusetts.”

Established through Governor Healey’s Mass Leads Act, the Live Theater Tax Credit Pilot Program helps Massachusetts compete for regional productions, pre-Broadway and pre-Off-Broadway runs, national tour launches and other live performances. The program is administered by the Massachusetts Office of Travel and Tourism (MOTT), in partnership with the Massachusetts Office of Business Development (MOBD) and the Massachusetts Department of Revenue (DOR).

Eligible theater companies may receive non-refundable tax credits equal to 35 percent of qualifying payroll costs, 25 percent of production and performance expenditures and 25 percent of transportation expenditures. Credits may be transferred or carried forward for up to five years.

"The creative economy is one of Massachusetts' defining strengths, and live theater is an important part of that story,” said Economic Development Secretary Eric Paley. “When productions choose Massachusetts, they create jobs, support local businesses, attract visitors, and invest in communities across the Commonwealth. This program strengthens our ability to compete for major productions and remain one of the best places in the country to create, produce and experience world-class performances.”

     （Boston Orange綜合編譯） 人工智慧（AI）可能成為人類社會安全顧慮的討論，最近甚囂塵上。不但 Anthropic 與 OpenAI 的執行長先後發出警告，麻州州長奚莉（Maura Healey）今（14）日也發表聲明，呼籲聯邦政府應加強人工智慧的安全保障措施。

    開發出 Claude 的 Anthropic 執行長阿莫代（Dario Amodei）近日警告，若業界不加強安全防護，自主 AI 代理系統恐在半年至一年內掌控網際網路。開發出 ChatGPT 的 OpenAI 執行長奧特曼（Sam Altman）也同步呼籲科技公司應在政府正式立法前，主動協調並調降技術開發腳步，以防強大 AI 擺脫人類控制並引發毀滅性災難。

    這種顧慮其實早在 1951 年就出現了。1950 年 10 月在哲學期刊《心智》（Mind）發表論文《計算機器與智慧》（Computing Machinery and Intelligence）、有人工智慧之父稱謂的艾倫·圖靈（Alan Turing）就曾預言，一旦機器開始思考，終將超越人類並掌控局勢。1960 年時，控制論創始人諾伯特·維納（Norbert Wiener）警告，如果人們將目標賦予智慧機器，機器會以人類無法控制的方式去達成目的。1965 年，數學家 I.J. Good 提出「超智慧爆發」（Intelligence Explosion）概念，指出具備自我升級能力的人工智慧將是人類打造的「最後一項發明」。

    去年（2025年）9月，Anthropic 就曾證實旗下模型遭疑似中國（China）政府資助的駭客團體利用，攻擊全球約 30 個企業與政府機構。該公司為此已在最新模型中強化限制，防止技術被用於研究生物武器（biological weapons）或發動網路攻擊。

    今年（2026年）7 月至 8 月間，Anthropic 旗下的 Claude Opus 4.7 與 Claude Mythos 5、OpenAI 的 GPT 5.6 Sol，以及 Meta 的系統，都在測試期間自行突破數位安全限制，入侵其他機構的伺服器。這些事件加深了人們對新一代 AI 模型功能日益強大、一旦系統自主「脫序」或遭人惡意濫用，「人工通用智慧」（AGI）可能引發極端風險的疑慮。

    Anthropic 前安全研究員考克森（Jacob Coxon）在上週 9 月 8 日請辭後，9 月 9 日於社群平台 X 上發表一系列文章及專訪。他警告指出，未來十年內 AI 導致人類滅絕的機率高達 10%，各大科技公司盲目競爭追求超智慧，將對人類生存帶來嚴重風險。

    雖然 2026 年《國際 AI 安全報告》（International AI Safety Report）評估目前的 AI 技術還無法徹底擺脫人類控制，不至於造成全面失控局面，但政府監管腳步顯然落後。儘管美國總統川普（Donald Trump）最近鬆口承認有監管必要，中國國家主席習近平（Xi Jinping）也在今年 7 月的上海「2026 世界人工智慧大會」（WAIC）中表示 AI 必須受人類控制、避免極端技術風險對人類生存造成威脅，但全世界對相關法規的看法仍相當分歧。

BOSTON- Governor Maura Healey today issued the following statement calling for stronger federal guardrails and independent oversight as leading artificial intelligence developers raise concerns about the pace and risks of AI development:

“When the people building the most powerful AI systems in the world are telling us there are serious risks, it’s the latest and clearest sign yet that we need more guardrails and protections. AI has enormous potential, but we cannot let this technology move faster than our ability to keep people safe.

“The responsibility for keeping people safe can’t rest with technology companies alone. We need strong, independent oversight and clear rules of the road that allow innovation to continue while protecting people, our economy and our national security. Federal oversight is a key component of every major industry, and AI shouldn’t be any different.

“Massachusetts has always shown that innovation and responsible leadership can go hand in hand. We will keep working with researchers, workers, businesses and government leaders to make sure the right safeguards are in place.

“But we need President Trump and Congress to do their jobs. Right now, our President is not listening to the legitimate concerns being raised by consumers and industry alike. Enough is enough. We need federal action to put guardrails on AI development before it’s too late.”

Transition strengthens long-term future of 104th Fighter Wing, supports Western Massachusetts jobs and national defense

WESTFIELD – Governor Maura Healey today joined the Massachusetts Air National Guard to welcome F-35A Lightning II aircraft to Barnes Air National Guard Base, marking a major milestone in the 104th Fighter Wing’s transition to the next generation of fighter aircraft.

Governor Healey joined Public Safety and Security Secretary Gina Kwon, Major General Gary W. Keefe, Adjutant General of the Massachusetts National Guard, Congressman Richard Neal, Westfield Mayor Michael McCabe and members of the 104th Fighter Wing for a ceremony celebrating the arrival of the new aircraft. Following a multi-year U.S. Air Force basing process, Barnes was selected for the F-35A mission, positioning the 104th Fighter Wing to remain a critical part of the nation’s defense for decades to come.

“The 104th Fighter Wing is a point of immense pride for Massachusetts, and today marks an exciting new chapter in its extraordinary history of service,” said Governor Maura Healey. “For generations, the men and women of the 104th have answered the call to defend our country and support our communities here at home. The arrival of the F-35A strengthens that mission for decades to come while supporting good jobs and economic growth across Western Massachusetts. Barnes Air National Guard Base and the 104th Fighter Wing have been part of Massachusetts’ aviation and military history for more than a century. Aviation began at the Westfield site in 1914, and the airport was formally established in the 1920s and named for local aviation pioneer Vincent E. Barnes. After World War II, the Massachusetts Air National Guard established its fighter presence at Barnes, with the unit that would become the 104th Fighter Wing holding its first meeting in 1946. 

Since then, generations of Massachusetts Airmen have flown and maintained a succession of combat aircraft—from the P-47 Thunderbolt and F-84 Thunderjet to the F-86 Sabre, F-100 Super Sabre, A-10 Thunderbolt II (“Warthog”), and F-15 Eagle. The 104th has evolved alongside the nation’s defense needs, from Cold War air defense to its post-9/11 mission protecting the Northeast and supporting operations around the world. 

The F-35A is a fifth-generation fighter aircraft with advanced stealth, sensor and avionics capabilities designed to operate in increasingly complex missions. The transition will provide the 104th with new capabilities while continuing its longstanding role in national and homeland defense.

Governor Healey has made supporting the long-term future of Barnes and Massachusetts’ military installations a priority. In 2024, the Healey-Driscoll Administration advanced the $32 million Taxiway B South project at Westfield-Barnes Regional Airport, the largest single infrastructure investment in the airport’s 100-year history. The project improved safety for civilian and military operations and prepared the airport for the transition to the F-35A. 

The administration has also strengthened statewide efforts to enhance and grow Massachusetts’ military missions and defense economy. Governor Healey and Lieutenant Governor Driscoll lead the Massachusetts Military Asset and Security Strategy Task Force, which brings together state, federal, military and local leaders to enhance missions, jobs and investments at Massachusetts’ six military installations. 

In 2025, Governor Healey launched the Strategic Hub for Innovation, Exchange and Leadership in Defense (SHIELD) Strategy to strengthen Massachusetts’ leadership in national security and better connect the state’s military installations with its world-class companies, universities, researchers and workforce. Earlier this year, the administration released the SHIELD strategy, outlining a statewide roadmap to grow the defense economy, attract investment, create jobs and strengthen national security.   

Together, these efforts are designed to ensure that installations like Barnes remain strong for generations while creating economic opportunities for workers and communities across Massachusetts.

    入選的 30 家機構遍及全州，均已通過許可紀錄、人力配置及實際空間等嚴格的初步篩選。教育部長茲里克（Steve Zrike）、EEC局長柯蕭（Amy Kershaw）及參議員路易斯（Jason Lewis）指出，EEC 將透過定期訪視，監管運作，並收集反饋意見，作為未來全州推廣與修法的依據。

Governor Healey Launches Pilot to Expand Access to Child Care

Pilot will allow participating 30 participating programs to serve up to 12 children, creating up to 60 additional child care seats while maintaining strong quality and safety standards

BOSTON– Governor Maura Healey today announced that 30 Family Child Care (FCC) programs across Massachusetts have been selected to participate in a new pilot aimed at expanding access to child care for families. Through the Department of Early Education and Care’s (EEC) Family Child Care Capacity Pilot Program, participating providers will be able to serve up to 12 children, compared to the current limit of 10, while continuing to meet high standards for quality, safety, and regulatory compliance.

The pilot has the potential to create up to 60 additional child care seats across participating programs. It will also help the state evaluate how expanding capacity at Family Child Care programs can create more options for families while supporting the educators and small business owners who provide care in their communities.

“Families across Massachusetts need more high-quality child care options, and we’re using every tool we have to create them,” said Governor Healey. “Family Child Care providers are trusted by families and deeply rooted in their communities. This pilot gives experienced providers the opportunity to safely serve more children while helping us learn what works and how we can continue expanding access for families across Massachusetts.”

 “Family Child Care providers know their families and communities, and they play an important role in helping parents get to work and children learn and grow,” said Lieutenant Governor Kim Driscoll. “We’re giving these small businesses an opportunity to serve more families while making sure quality and safety remain at the center of everything we do. This is another practical way we can work with providers to create more child care options in communities across Massachusetts.” 

The 30 participating Family Child Care programs were selected through an application process that considered licensing history, program experience, staffing capacity, physical space, and readiness to meet the pilot’s additional requirements. The selected programs represent communities across Massachusetts and will allow EEC to evaluate how expanded capacity works across different program settings and regions.

During the pilot, EEC will gather feedback from educators and families, monitor licensing and safety outcomes and collect information about program operations. The results will help inform future decisions about Family Child Care capacity, staffing, group sizes and licensing requirements.

“Every child deserves the opportunity to benefit from high-quality early education, and every family should be able to find care that works for them,” said Education Secretary Steve Zrike. “Family child care providers are trusted partners in communities across Massachusetts and essential to making that possible. This pilot will help us expand access for more families while continuing to deliver the safe, high-quality experiences that help children build a foundation for future learning.”

“Family Child Care programs are a critical part of our early education and care system, and key economic drivers within their communities — helping families work and children thrive,” said Early Education and Care Commissioner Amy Kershaw. “We look forward to learning with the providers in the pilot about how this approach can both expand access for families and better support economic success for these small businesses.”

“The legislature is committed to exploring every avenue to expand access to high-quality and affordable early education and childcare in Massachusetts, said Senator Jason Lewis, Senate Chair of the Joint Committee on Education. “I was proud to vote to allow this expansion of family childcare seats, and I hope that after a successful pilot program, this update will go statewide to increase capacity and lower the cost of care for young families.”

Under current EEC regulations, FCC providers are licensed to care for up to 10 children. Participating providers must continue to meet EEC licensing requirements and comply with additional conditions established for the pilot. EEC licensing staff will monitor participating programs throughout the pilot, including through regular licensing visits and ongoing review of program operations.

The Family Child Care Capacity Pilot Program builds on Governor Healey’s  work to make child care more accessible for families and strengthen the early education workforce. The Administration has launched Massachusetts’ first-ever capital grant program specifically for Family Child Care providers, helping educators make improvements to the homes and spaces where they care for children. It has also expanded workforce supports through the Early Childhood Educator Scholarship and launched the state’s first loan repayment program dedicated specifically to educators and staff working in early education and care programs.

Governor Healey and Lieutenant Governor Driscoll have made expanding access to affordable, high-quality early education and care a priority, with a focus on creating more child care options for families, supporting educators and strengthening the providers that families depend on in communities across Massachusetts.
