新英格蘭台商會與工研院合作介紹台灣智慧醫療科技創新能量

             (Boston Orange)新英格蘭大波士頓台灣商會為助力向世界推廣台灣豐沛的生醫實力，10月26日踏出第一步，和波克萊台灣商會合作，請工業技術研究院專家舉辦了一場「看見台灣智慧醫療與醫療科技創新能量」 線上講座。

               在新英格蘭大波士頓台灣商會會長王志維開場，波士頓僑教中心主任潘昭榮致詞，會議主持人Origin Wireless 營運長李政鋒博士引言後，工研院生醫所所長室專案副組長暨生醫商品化中心協理黃裕斌這天在一個半小時的會議中，綜述了全球智慧醫療產業的發展契機及趨勢，以及台灣智慧醫療產業的發展現況。

               黃裕斌指出，全球人口正在高齡化，醫療照護需求大增，數位健康市場估計2023年可達2345億美元規模。就連臉書、蘋果、微軟、谷歌、亞馬遜等國際大公司，都紛紛投入這領域，智慧醫療仍將是生醫產業未來5到10年重點投資領域。市場上也已經有許多智慧醫療的創新應用案例，例如蘋果的Apple Watch用於疾病預防，Path AI

波士頓僑教中心主任潘昭榮致詞，闡述僑委會各項服務。

輔助診斷疾病，Pear Therapeutics的reSET已獲美國FDA核准用於治療疾病，Liveongo Health用於糖尿病等慢病管理。

               展望2030年，預防醫學，居家疾病篩檢，疾病早期診斷技術，以及縮減藥物臨床開發時程的AI及大數據應用等，將是智慧醫療的未來需求重點方向。

               台灣的智慧醫療產業近年來持續成長，數位醫療產業的營業額佔整體醫材產業的20%左右，2021年達到新台幣455.6億元，比之前一年增長10.6%。ICT大廠及新創公司分別推出許多各具特色的創新醫療解決方案。

例如喬山健康科技的@Mirror魔鏡，用該公司既有的硬體優勢，搭配3D動態捕捉效果，輔以人工智慧軟體辨識並分析動作與軌跡的能力，為疫情期間的人們提供了居家精準健身的效果及樂趣；Pulxion 博想醫電科技用非接觸式光學影像技術，搭配人工智慧軟體分析，可在5分鐘內快速檢測頸動脈狹窄情況，提供風險程度指數，預防後續腦中風的可能。其他還有雲象科技、長佳智能、宏碁智醫等用人工智慧來優化疾病診斷的數位醫療應用。

工研院也有智能化手持超音波影像系統，貼片式超音波心血管參數感測裝置，可攜式人體平衡監測與跌倒預警方法及裝置，糖尿病整合照護應用解決方案，AI眼底視網膜判讀，健康風險評估復能引擎等數位醫療等創新照護技術或產品。

黃裕斌指出，台灣有14家名列全球200大的醫院，來自全民健康保險的100億筆大數據資料等發展智慧醫療產業的優勢與利基，不少醫療設備公司也已推出相當優質的產品或醫療解決方案，亟需商會等機構或熱心個人協助擴展進海外市場。

僑教中心主任潘昭榮在會中代表僑委會及駐波士頓台北經濟文化辦事處處長孫儉元向出席者致意後表示，僑委會委員長童振源非常關心疫情期間海外僑胞在經營轉型與未來發展上所面對的挑戰，因而提出僑台商服務新模式，這天的會議就是因應新模式中的產業合作方案而舉辦，向海外僑台商介紹台灣境內的智慧醫療產業發展與突破，鼓勵僑台商透過僑委會的Line群組，和台灣的生醫產業及機構簽署諮商合作意向書或合約，更進一步的發展事業。

BOSTON – Today, Governor Charlie Baker nominated Attorney Pamela Gauvin as Clerk Magistrate of the Wrentham District Court, Attorney Joseph B. McIntyre as Clerk Magistrate of the Southeastern Division of the Housing Court and Attorney Michael J. Callahan as Associate Justice of the District Court.

 

“Attorneys Gauvin, McIntyre and Callahan will bring valuable knowledge and experience to their new roles if confirmed,” said Governor Charlie Baker. “We are proud to submit their nominations for consideration.”

 

“All of these nominees have many years of experience in public service that make each of them well-suited candidates for these positions,” said Lt. Governor Karyn Polito. “We look forward to the advice and consent of the Governor’s Council.”

 

The District Court hears a wide range of criminal, civil, housing, juvenile, mental health, and other types of cases. District Court criminal jurisdiction extends to all felonies punishable by a sentence up to five years, and many other specific felonies with greater potential penalties; all misdemeanors; and all violations of city and town ordinances and by-laws. The District Court is located in 62 courts across the Commonwealth.

The Housing Court Department handles all matters involving residential housing such as eviction cases, small claims cases, and civil actions involving personal injury, property damage, breach of contract, discrimination, as well as code enforcement actions and appeals of local zoning board decisions that affect residential housing. The Housing Court’s mission is to adjudicate all matters presented by litigants within its jurisdiction regarding housing in a fair, efficient and timely manner according to the rule of law and the facts presented. Led by Chief Justice Timothy F. Sullivan, the Housing Court currently has 15 judges and they sit in 6 divisions Central, Eastern, Metro South, Northeast, Southeast, and Western.

Judicial nominations are subject to the advice and consent of the Governor’s Council. Applicants for judicial openings are reviewed by the Judicial Nominating Commission (JNC) and recommended to the governor. Governor Baker established the JNC in February 2015 pursuant to Executive Order 558, a non-partisan, non-political Commission composed of volunteers from a cross-section of the Commonwealth's diverse population to screen judicial applications. Twenty-one members were later appointed to the JNC in April 2015.

 

About Pamela Gauvin

 

Pamela Gauvin began her legal career in 1994 as an assistant district attorney in the Bristol County District Attorney’s Office, where she served until 1998. She then practiced law for Clarkin, Gauvin, Novack, P.A from 1998 until 2012. From 1999 until 2002, and later again in 2004 until present, Attorney Gauvin has also served as a Bristol County Bar Advocate. Currently, Attorney Gauvin serves as an adjunct professor at UMass Dartmouth Law School as well as continuing to practice law as a partner at Markey & Gauvin, L.L.P. In her community, Attorney Gauvin competes in the Transplant Games of America, and is active in the Bristol County Bar Association and the Cystic Fibrosis Foundation. Additionally, she acts as legal counsel for the Swansea Public School Special Education Department. Attorney Gauvin received her bachelor’s degree from the University of New Hampshire in 1990 and her juris doctor from the University of New Hampshire School of Law in 1993.

 

About Joseph B. McIntyre

 

Joseph B. McIntyre began his legal career in 1983 and served from 1999 until 2007 as an assistant district attorney in the Bristol County District Attorney’s Office. From 1984 to 1998, he served as a member of the Massachusetts Legislature as a State Senator and served as Chairman of both the Committee on Criminal Justice and the Committee on the Judiciary. From 1999 until 2009, Attorney McIntyre also was an adjunct lecturer at Anna Maria College. Since 2015, he has served as Assistant Clerk Magistrate for the Southeastern Division of the Housing Court. In his community, Attorney McIntyre serves on the board of directors for the New Bedford Festival Theater, volunteers for the Greater New Bedford Regional Vocational and Technical High School and volunteers for the Missionary Sisters of Charity. Attorney McIntyre received his bachelor’s degree from Holy Cross in 1979, his juris doctor from New England School of Law in 1982, and his master’s in public administration from Harvard University in 1992.

 

About Michael J. Callahan

 

Michael J. Callahan began his legal career in 2007 as an associate attorney for Mullen & McGourty, where he practiced law until 2009. From 2005 to 2007, and again from 2009 to 2015, Attorney Callahan served in various roles for the Suffolk County District Attorney’s Office, including the Chief of the Gun Prosecution Task Force as well as the Chief of the Dorchester Division of the Boston Municipal Court. From 2015 until 2016, Attorney Callahan was the General Counsel at the Massachusetts Parole Board, before being named Executive Director, until 2018. Since then, Attorney Callahan has practiced law as a partner in his own private practice, Callahan Law Office, PC. In his community, Attorney Callahan has served as a member of the Massachusetts Sentencing Commission, the Massachusetts Criminal Record Review Board and as the Massachusetts Deputy Compact Administrator in the Interstate Compact. He currently serves as Chair & Commissioner of the Town of Medway Water & Sewer Commission, as well as on the Charles River Pollution Control District. Attorney Callahan received his bachelor’s degree from Boston College in 2001 and his juris doctor from Suffolk University Law School in 2005.

           畫在華人前進會位於波士頓華埠辦公室窗戶上的櫥窗藝術作品，是波士頓本地藝術家Shaina Lu 和 Vivian Ho的創作。Vivian表示，她是一名數學老師，也是一名藝術家。她在一所老師、輔導員及電腦都不足夠的學校任教，對她來說很明顯地該支持選票問題1號。

Shaina表示，他們的設計靈感來自社區願景，” 我們是想像我們的社區應該有些甚麼東西，看起來又該像什麼樣子。我們想像著一個有著良好道路，公立學校很棒，有全民托兒照顧，小孩覺得安全的地方” 。

當天出席的民選議員及社區人士分別發言，表示選票問題1號及4號，都該投同意票。

麻州聯邦眾議員Pressley表示，麻州第7 選區是你們大家稱之為家的地方，我很驕傲能代表這個蓬勃、多元、充滿活力，卻不平等的社區。而這都因為這些社區長期以來處於資源被剝奪或不足狀態的事實。所以現在是百萬富翁們公平支付他們該付出的那一份的時候了，好讓我們能夠投資進最重要的2大類基礎設施，藉由教育投資進我們的人民，以及公共交通等實體基礎設施，以確使每個人都能自由流動。

她也表示她支持選票問題4號。”投贊成票給選票問題4號是在支持正義、家庭、平等及安全”。

麻州眾議員麥家威 (AaronMichlewitz)談及這2個選票問題所代表的價值。他說，”這2個計劃對我們來說很有意義，那不只是為我們需要的交通、教育相關事務提供新的經費來源，也不只是關於我們的道路安全，而是關於我們的價值觀

麻州參議員Lydia Edwards坦言，容許合資格居民不論移民狀態為何就可取得駕照一事，經過冗長的爭鬥。當人們談到選票問題4時，必須得認知在麻州，這行動已持續了超過20年這事實。” 華人前進會從一開始就是這行動的一部分，而且持續推動，以確保只要是麻州居民，不論是在哪裡出生，或是如何來到麻州，”我們要你有保險的出門，有驗證的旅行。

            波士頓市議會議長Ed Flynn表示，支持選票問題1號和4號，是關於使移民獲得受尊重，有尊嚴的對待，讓工人階級家庭被公平對待。這是關於每一個人的社會及經濟正義，特別是對需要這些的人來說。

            社區人士Yan Xia Chen經由翻譯，分享了她支持選票問題1號及4號的原因。她說，”我是一名居家護理工作人員，我丈夫是一名Lyft駕駛，我真的想要選票問題1號獲通過。她分享表示，”我們都感受到許多財務上的壓力。特別是工人家庭。我真的想要選票問題1號獲准通過，因為那將投資進教育，公安去。當價格上漲，即使這交通開銷只增加了一點，對我們來說也還是很多。

           (Boston Orange) 中華表演藝術基金會訂11月12日(週六)晚8點，在新英格蘭音樂學院喬丹廳 (Jordan Hall) 舉行"大漠長河” 音樂會，由被譽為 “天下第一吹” 的郭雅志和鋼琴家邀請鋼琴家 Leo Blanco，駱奇偉攜手演出。

演奏曲目將包括馬思聰、陳怡、張豪夫等名家作品，以及由中國傳統曲調重新編輯的即興創作等。

郭雅志是音樂界公認世界上最好的嗩吶演奏家之一，2015年波士頓環球報也把他在喬丹廳表演的音樂會，選入了『音樂評論家的推薦 (The Ticket: Classical Music) 』專欄。

郭雅志畢業於中央音樂學院，曾留校任教，也曾任香港中樂團嗩吶首席及獨奏家，在香港藝術學院執教7年。1998年，他獲得纽约Promusicis 國際獎。

2007年和2012年香港中樂團在香港文化中心音樂廳為他的『郭雅志的音樂世界』系列，依序舉辦了『 嗩吶的傳奇』，『抬轎接新娘』這2場音樂會。他的能夠演奏多種樂器，讓觀眾驚喜。

過去這些年間，郭雅志曾多次出現在中央電視台，和許多樂團合作，也為許多影視片及電視晚會配樂。他錄製了《江河水》、《城市暢想》等十多張專輯，其中有許多張是全球發行。由台灣風潮音樂出版的“龍在吟”，獲得第十八屆美國獨立音樂節的最佳世界音樂專輯提名。

2013年，郭雅志獲得香港年度最佳藝術家獎，2015取得美國伯克利音樂學院藝術家文憑 (Artistic Diploma,Berklee College of Music)，2021年12月，與友人創辦“美國世界音樂學院”，並擔任首任院長。

由於郭雅志研發的“活芯”裝置，讓傳統嗩吶能奏出半音階，拓寬了嗩吶的表現空間，也使得這一民間樂器，能夠跟大型交響樂團一起演出，改革了嗩吶歷史，他還又研發了多音葫蘆絲及古箏轉調雙槽琴碼，贏得2022年度中國十大樂器改革家稱號。

Leo Blanco是出生於委內瑞拉的古典樂和爵士樂重要作曲家，也是爵士鋼琴家和教育家，善於交織南美和歐洲古典傳統。他目前在伯克利音樂學院指導爵士樂和世界音樂，同時致力『糖路(The Sugar Road)』計劃，研究非洲裔美國人的音樂史。

鋼琴家駱奇偉從小獲獎無數，畢業於茱莉亞音樂學院，現在是新英格蘭音樂學院博士生，主修當代鋼琴即興創作。波士頓音樂情報 (Boston Musical Intelligencer) 稱讚他: “理智、熱情、神秘、感性、流動、高高在上，同時又腳踏實地” 。

2018年他和Psychopomp 現代即興樂團合作，發行了第一張網路專輯，還應高雄捷運公司邀約，參加「高捷十年，幸福綿延」一系列公益活動，發表了全球首發樂曲「致高雄」。

2019 年，新英格蘭音樂學院把他放進學校官方視頻，做為技藝傑出代表。

11月12日當晚，音樂家們將演奏比利時皇家音樂學院終身教授張豪夫為郭雅志的嗩吶量身定做，借用唐代詩人王維表達觸景生情與人生思考的著名詩句，“大漠孤煙直，長河落日圓”中頭兩字為曲名的『大漠長河』。

其他的預定曲目包括，馬思聰:回旋曲，陳怡: 中國古代舞曲，Leo Blanco鋼琴獨奏: El Negro y el Blanco，張豪夫: 大漠長河，Leo Blanco: POCONOS嗩吶和鋼琴，YEMEN管子和鋼琴，PERU LANDO管子和鋼琴（首演），中國傳統曲調- 駱奇偉重新編輯和即興創作: 春江花月夜，嗩吶與鋼琴即興演奏，中國傳統曲調- 郭雅志重新編輯和即興創作:金蛇狂舞。

Students at 22 campuses have completed 1,500 Volunteer Shifts and 200 events

BOSTON – Amid forecasts of a "Gen Z wave" of voting in the 2022 elections, the Healey-Driscoll campaign is ramping up efforts to engage college students across the state. Student volunteers from public, private and community colleges have completed more than 1,500 student volunteer shifts across 22 campuses. They’ve hosted more than 200 events since the program launched on September 1st including tabling, debate watch parties, canvassing, phone banking, text banking and speaker series with candidates. Of the 78 student leaders who lead campus teams, 62 are first-time campaign volunteers. 

“As someone who has been organizing on Massachusetts campuses for four years, it has been amazing to see so many young people work to better their communities and fight for what's right through voting and community organizing,” said Director of Campus Engagement Sadie Cowan. “The Healey-Driscoll campaign has placed a high priority on channeling this energy into action, registering new voters and getting out the vote for the Democratic ticket. It is incredibly special how this historic ticket has motivated first time voters and first time volunteers to get out the vote and get involved in our efforts to move Massachusetts forward.”

            (Boston Orange) 因新冠病毒疫情已停辦二年的新格蘭地區中華民國 (臺灣) 同學會會長聯席會議，今年在駐波士頓臺北經濟文化辦事處教育組努力下，10月29日在薩福克 (Suffolk) 大學恢復舉辦，共有來自14所院校的44名會長及幹部參加。

            經文處教育組組長黃薳玉指出，疫情延續將近三年，學校及學生的校園生態大受影響，不少院校的同學會已消散或失聯，希望在這場近三年來第一次實體舉辦的同學會會長聯席會議後，同學間能口耳相傳，重新組織或找回各校台灣同學會，並協助教育組聯繫大家。

             今年的同學會會長聯席會議，照例有經文處各組業務簡介，另有帶領團隊經驗分享的「行萬里路  讀萬卷書」對談會，以及律師闡述留學生最常遭遇三大類問題等三個環節。

             會議先由各校同學會會長及幹部自我介紹，新英格蘭台灣學聯會長廖珮妤介紹該組織及活動，接著再由駐波士頓辦事處孫儉元處長致詞勉勵與會留學生。

             在經文處業務簡介部分，領務組副組長洪麗玲說明了駕照互換、護照、文件驗證，以及返國設籍等事務的申辦資訊。她提醒地指出，離開後再辦會相當麻煩，請留學生務必在離開新格蘭地區之前，辦妥學歷及成績單驗證。她還提醒留學生們防範詐騙，遇有急難狀況，應儘快通知經文處，尋求支援。

             教育組組長黃薳玉則在說明教育組功能與服務，籲請同學協助擴展台灣在國際上的能見度後，鼓勵同學們學成後歸國，貢獻所學。

             黃薳玉組長還詳述了留學生在返國服務或赴外州就業、深造前應做的各項準備，藉教育部特製簡報，提醒同學預防並冷靜有效應對詐騙，避免損失金錢或個資。

             黃薳玉組長表示，教育部歡迎各校教授到台灣訪問，也歡迎美籍學生到台灣修學位，學華語或教英語，請同學們協助促成各項交流，合作，擴展台灣的國際能見度。她還介紹了教育部的玉山學者及玉山青年學者計畫、教育部海外人才經驗分享及國際連結計畫(Taiwan GPS)，以及攬才服務網(Contact Taiwan)等，鼓勵同學學成回國貢獻所學。

             「行萬里路  讀萬卷書」對談會是教育組今年特別安排的環節，由甫卸任「波士頓臺灣人生物科技協會」會長的許祐湉與周致宏主持，請各校同學分享領導及參加臺灣同學會與相關組織團隊的經驗，如何幫助了他們的個人自我成長、職涯發展。例如需規劃與管理團隊，得明白管理與領導有何不同，要如何激勵夥伴，發揮執行力並認識到外部合作的重要性等等。

             精擅刑事訴訟的舒安居律師，這天闡述租屋、 交通及刑事糾紛等留學生最常遭遇的三大類問題。他建議留學生一察覺遭遇詐騙，一定要立即著手停損，遇到糾紛，要冷靜的降低緊張情勢，遇到警察盤查，可充分利用英語不是母語這事實，緩解狀況，切勿逞強，避免無謂爭論。

             當天會議結束後，有些連任的會長及幹部，相約共進晚餐，充分彰顯聯席會議為各校同學建立連結，聯絡情誼的功效。

主辦會議的教育組組長黃薳玉在會末再次籲請出席同學們廣傳訊息，希望重新找到失去聯繫的院校同學會。
