MAYOR WU ANNOUNCES SEVERAL CABINET REAPPOINTMENTS

Celina Barrios-Millner, previously Chief of Equity & Inclusion, will join the Mayor’s Office as Senior Advisor to the Mayor, Shumeane Benford will continue as Chief of Emergency Management (OEM), Kara Elliott-Ortega as Chief of Arts & Culture, Dion Irish as Chief of Operations, Justin Sterritt as Chief of Administration & Finance, and Rev. Mariama White-Hammond as Chief of Environment, Energy, and Open Space.

“I’m grateful for the continued leadership and service of these dedicated city officials,” said Mayor Michelle Wu. “In this critical moment, their knowledge and passion for connecting our communities will guide our actions to make Boston a city for everyone.”

Celina Barrios-Millner, an immigrant from Venezuela, is a proven public sector strategist with two decades of experience serving the people of Boston by building systems and designing policies to ensure equity across major aspects of civic life. Since joining the City of Boston in 2014, Barrios-Millner has led Immigrant Integration initiatives, built the City’s first Supplier Diversity program, and most recently worked to ensure an equitable distribution of ARPA and other stimulus funds as Chief of Equity and Inclusion. 

“I am honored by the opportunity to work closely with Mayor Wu and her administration to serve the people of Boston,” said Celina Barrios-Millner. “I am looking forward to working with such a talented and visionary team to ensure we are responsive to the real challenges we face day to day while building systems that work for all Bostonians.”

Shumeane L. Benford is a veteran Boston Police Officer and proven reform-minded public safety leader with over 25 years of experience. Benford is a collaborator who has lent his experience and voice in the city's discussion around police reform implementation. In addition to enhancing OEM's service capacity, Benford most recently has led efforts to transform the Boston Housing Police into a 21st century service oriented department that centers its work around engagement, community partnership, alternative responses, transparency and accountability. Benford is a lifelong Boston resident, and received his Masters Degree from Suffolk University, and his BA from Curry College. He is an adjunct professor at Roxbury Community College, and lives in Dorchester with his family.

“It is truly an honor to be reappointed as the Chief of Emergency Management,” said Shumeane Benford. “I am truly grateful for the opportunity to continue the important work of keeping our city safe and prepared under Mayor Wu's leadership. I welcome the challenge of meeting the moment and being a productive contributor in delivering on Mayor Wu's bold vision for transformative city services that are more connected, inclusive and equitable for all of Boston's residents.”

Kara Elliott-Ortega has worked in the Mayor’s Office of Arts and Culture for six years, serving as Chief of Arts and Culture for the past three years. In that role, Kara led cultural space development and placekeeping efforts, the expansion of grants and services to Boston-based creative workers and cultural organizations, and created new programs to support public art and cultural activations across the City. Kara previously worked for the City as the Director of Policy and Planning for the Mayor’s Office of Arts and Culture. Kara is an urban planner and cultural organizer focusing on the role of arts and creativity in community building and government. She holds a Master in City Planning from MIT and is a graduate of the University of Chicago. Kara is a resident of Roxbury and loves playing music and going to local shows.  

“I am honored to continue to serve Boston and its creative communities under the leadership of Mayor Wu,” said Kara Elliott-Ortega. “As a lifelong advocate for artists and creative work, I am excited to be part of this administration that prioritizes inclusion and understands the necessary role that culture plays in all aspects of civic life.”

Dion Irish has served the city of Boston for more than 26 years in various leadership positions. As Chief of Operations, he oversees the Inspectional Services, Public Facilities and Property Management Departments; and coordinates multi-agency operational initiatives. He is a dedicated and passionate public servant who held leadership positions in the Inspectional Services Department (ISD) for over a decade, including serving as Commissioner 2019 to 2021.  At ISD, he established nationally recognized policies and programs such as Breathe Easy At Home (BEAH), Rental Property Registration & Inspection, and the statewide comprehensive certification training for housing inspectors (MPHIT).  Previously, Irish was appointed Commissioner of the Boston Election Department in 2015 and was appointed to lead Boston’s Office of Civil Rights in 2012. He is a graduate of Dorchester High School; he earned a Bachelor degree in Political Science from Boston University, a Master of Urban Affairs from Boston University, and a Master of Public Administration Degree from Suffolk University.

“I'm both honored and excited to be part of Mayor Wu’s historic administration,” said Dion Irish. “As someone who was raised in this city, who attended our public schools and whose career has been dedicated to serving my fellow residents, I’m familiar with our challenges and opportunities. I’m eager to join Mayor Wu, and my colleagues, in executing on a bold agenda for Boston, while delivering on critical basic services.”

As CFO, Justin Sterritt is responsible for all aspects of financial management for the City of Boston. In this role, he will continue the sound fiscal stewardship of the City’s human and financial resources to support the long term growth and stability of the city. Sterritt previously served as Director of the Office of Budget Management for the City. Sterritt has also led key strategic efforts on behalf of the City including increasing engagement and equity in the annual budget process, managing state funding dynamics including efforts to increase state funding support and supporting the City’s response and recovery to the COVID-19 pandemic during a rapidly changing and evolving economic climate. Prior to joining the City of Boston, Sterritt spent over six years in various finance and policy roles for the Commonwealth of Massachusetts. 

"It's the honor of a lifetime to serve as Chief Financial Officer and Collector-Treasurer for the City of Boston, and I'm thrilled to continue on in this role under Mayor Wu's administration " said Justin Sterritt. "The A&F team of professionals for the City is the envy of any major City in the country and I am proud to build on the City's track record of fiscal responsibility while helping to implement an innovative and forward looking agenda for Mayor Wu."

Rev. Mariama White-Hammond was appointed as Chief of Environment, Energy, and Open Space in April 2021. As Chief, Rev. White-Hammond oversees policy and programs on energy, climate change, sustainability, historic preservation and open space. Over the course of her time with the City, she has supported the amendment of the Building Emissions Reduction and Disclosure Ordinance (BERDO) to set carbon targets for existing large buildings. Rev. White-Hammond has also convened a city-led youth green jobs program. Rev. White-Hammond has extensive background in embedding equity and environmental justice into Boston’s communities. Rev. Mariama is the founding pastor of New Roots AME Church in Dorchester. She has received numerous awards, including the Barr Fellowship, the Celtics Heroes Among Us, The Roxbury Founders Day Award and the Boston NAACP Image award. She was selected as one of the Grist 50 Fixers for 2019 and Sojourners 11 Women Shaping the Church. Rev. White-Hammond was born and raised in Boston and began her community engagement in high school when she worked as a Peer Health Educator. She was particularly shaped by her involvement in Project HIP-HOP (Highways Into the Past - History, Organizing and Power), a youth organization focused on teaching the history of the Civil Rights Movement and engaging a new generation of young people in activism. After college, she became the Executive Director of Project HIP-HOP, where she served for 13 years. In 2017, she graduated with her Master of Divinity at the Boston University School of Theology and was ordained an elder in the African Methodist Episcopal Church. In 2018, she founded New Roots AME Church.

麻州今日新增新冠確診數高達9228宗 累計超過100萬人


               (Boston Orange 編譯)根據麻州公共衛生廳,麻州1228日的新冠病毒病例,新增9228宗,累計已超過100萬零2266宗。新增死亡63宗,累計死亡19692人。包括補充劑,共有31586人接種疫苗。

                                  因染患新冠病毒住院人數也增加到1707,其中381人住在重症病房,250人插管中。7日的平均確診率為11.08%

                             若以確診者的族裔來分,將近40萬白人,25萬名身分背景不明,近20萬西班牙裔,10萬餘非西語裔的其他族裔,以及58436名黑人或非洲裔人,28301名亞裔。

莫德納 (Moderna)的股票市值和高峰時相比,蒸發了980億元。在奧米克戎 (Omicron) 變種橫掃世界之際,輝瑞 (Pfizer)及默克(Merck)的新冠病毒藥丸最近獲得FDA授權,莫德納的股價備受壓力。

              28日這天,莫德納的股價跌了2.2%,收視價為241.44。過去這6天以來,已跌了19%。市值蒸發了230億元。在7月時加入S&P 500指數的莫德納是該指數今年表現最好的股票之一,以過去兩年來說,僅次於特斯拉 (Tesla)

              一連5天,羅根機場礙於人手不足,不斷有航班取消,迄今共有不下1萬航班被取消了。根據關注航班 (FlightAware) 網站,28日下午4點時,從羅根機場起飛或抵達的航班中,有144航班延遲,50航班取消。週一時有207航班誤點,50航班取消。周日時有212航班誤點,54航班取消。

              今日下午4點多,麻州大學系統發出聲明,規定所有5個校區的所有師生、教職員,都必須在未來數個月內打疫苗補充劑。

              麻州已完整接種新冠疫苗的人中,從上週以來,共有20247人確診,累計134,565宗,佔所有已完整接種疫苗者的2.7%

              羅德島州週一有2379宗新增確診病例,是該州自從新冠病毒大流行以來確診數最高的一日。確診綠12.7%

              16日起,芬衛公園 (Fenway Park) 的新冠病毒疫苗及補充劑門診將開張,每日可衛1300人施打。

              美國聯邦疾病防治中心 (CDC)估計,美國境內的新增新冠病毒確診個案,有59%為奧米克戎 (Omicron) 變種病毒。加州剛成為全美第一個累計確診人數超過500萬的州。

           (Boston Orange 綜合編譯)2022年的麻州州長大選,參選人正逐個減少,繼現任州長查理貝克 (Charlie Baker) 、副州長白莉朵 (Karyn Polito) 11月底宣佈不競選連任後,今日又再傳出Ben Downing退出選戰。

             現年40歲,民主黨籍的Ben Downing曾任麻州參議員,主張普及托兒服務,激進氣候行動,但募款一直不很順利,今(28)日抱著沉重心情宣佈停止參選。

             他說,跳進選戰的人,不會預期有這樣的結果,不過他寧願認為自己的參選,對推動理想有點作用。自己將找其他方式為民服務。

             Ben Downing 2006年,僅25歲時,當選為麻州參議員,此後5度連任,代表Pittsfield民眾,也成為參議院內清潔電力方面的主要聲音,後來還出任再生能源公司Nexamp的副總裁。

             和太太Micaelah Morrill,以及2名子女住在東波士頓的Downing,去年2月宣佈參選,揚言要打造一個更公平,更強壯的麻州

             儘管Ben Downing很早就宣佈參選,在麻州西部也有根基,但在民主黨籍的3名主要參選者中,他的募款成績最差。哈佛大學教授Danielle Allen,以及住在牙買加平原(Jamaica Plain)的麻州參議員陳翟蘇妮(Sonia Chang-Diaz)募款額都比他多。

             截至11月底,Downing的競選戶口只有不到33千元,Allen有他10倍之多,達到386270.63元,陳翟蘇妮則有大約20萬元。

             明年的麻州州長職位,到底有哪些人參選,民主黨和共和黨都還未完全定案。查理貝克和白莉朵的已經宣佈不參選,理論上會鼓動更多人的參選意願,不過坊間一直看好,認為最有實力來和查理貝克競爭,手中握有330萬元競選經費,因為控訴前美國總統川普(Donald Trump),以及知名的鴉片生產商Purdue製藥公司等,已享有全美名聲的民主黨籍麻州總檢察長奚莉(Maura Healey) 是否參選,她迄今仍未鬆口。

             不過他的一名顧問證實,奚莉已聘請著名的民主黨策略家,在2012年為4Elizabeth Warren競選聯邦參議員操盤的Mindy Myers當顧問。

             共和黨部分,曾任麻州眾議員的Geoff Diehl已宣佈參選。

             AllenChang-Diaz都為Ben Downing的退選發表了聲明。Allen說她知道Downing會繼續像以前那樣,為麻州的家庭奮鬥,她期待著和Downing合作,一起打造出麻州應有的轉型。Chang-Diaz表示自己很榮幸,曾和Downing在參議會攜手為LGBTQ人士爭取權益,感恩能稱他為朋友。

MAYOR WU ANNOUNCES CITY OF BOSTON NATURAL HAZARD MITIGATION PLAN APPROVED BY BOSTON CITY COUNCIL AND FEMA
BOSTON - Tuesday, December 28, 2021 - Mayor Michelle Wu today announced the approval of the City of Boston’s 2021 Natural Hazard Mitigation Plan (NHMP) update led by the Office of Emergency Management (OEM). NHMP was adopted by the Boston City Council on December 1, 2021. The Federal Emergency Management Agency’s (FEMA) approval of NHMP went into effect on December 6, 2021. This approval maintains the City’s eligibility for FEMA grant funding. 
Starting in January 2021, OEM began updating Boston’s 2014 NHMP through a comprehensive engagement process that included City departments, community partners in a variety of areas, and the citizens of Boston. The NHMP collects and aligns projects that aim to reduce the potential impacts from natural hazards such as severe winter weather, flooding, and extreme heat. Equity and environmental justice considerations were key parts of this process. The overall approach focused on severity, probability, location, historical occurrences, climate change, and risk, with the goal of  documenting past successes and challenges regarding natural hazards to better develop solutions for tomorrow. 
"As a coastal city, Boston has the opportunity to show how action on climate change can be transformational for our communities,” said Mayor Michelle Wu. "This hazard mitigation plan update will reduce our City’s risks associated with natural hazards and inform future planning associated with a changing climate, advancing Boston’s efforts to become a more resilient, healthy, and equitable city.”
“The city’s Natural Hazard Mitigation Plan is critical for aligning efforts in this space,” said Shumeane Benford, Chief of Emergency Management. “OEM is grateful for the contributions and partnerships across city departments that made these updates possible.”
The approval of the City’s 2021 NHMP will maintain the City’s eligibility for FEMA grant funding such as the Building Resilient Infrastructure (BRIC) and the Hazard Mitigation Grant Program (HMGP). Successful applications for these Mitigation Grants by City Departments could potentially bring tens of millions of dollars into the City to support both ongoing mitigation initiatives in addition to new ones identified in the 2021 plan.

台灣數位新冠病毒健康證明 12/28 起開放下載





為因應我國民眾能加速入境歐盟等國家,我國「數位新冠病毒健康證明」於12月28日上午8時開放下載回上一頁

中央流行疫情指揮中心今(27)日表示,歐盟執委會於今(110)年12月21日宣布我國正式加入「歐盟數位新冠證明」系統。歐盟數位新冠證明為世界性標準之一,國際成員國多且最早用於國際旅行,為使我國民眾能加速入境歐盟等國家,指揮中心將於12月28日上午8時開放我國「數位新冠病毒健康證明」供國人下載使用。

指揮中心說明,由於歐盟為世界重要國際聯盟,「歐盟數位新冠證明」系統目前已有60國加入,包括27個歐盟會員國、33個非歐盟會員國(統計至2021/12/22止)。另,美國已公開接受旅客持歐盟數位新冠證明供入境查驗,國際航空運輸協會(IATA)之數位新冠證明亦與之互通,故持我國數位證明於國際旅行己不限上述的60國。

指揮中心指出,我國「疫苗接種數位證明」或「檢驗結果數位證明」之資料欄位、數位簽章、防偽機制、個人資料保護、QR Code顯示與電子驗證等均依照歐盟標準,尤其是個人資料保護完全依據歐盟一般資料保護規則之最小使用、自行攜帶、可被遺忘等原則,請國人安心使用。
指揮中心表示,本項數位證明的內容屬於個人資料保護法定義的敏感性資料,身分確認的方式相對繁瑣。本數位證明提供所有於國內接種疫苗或進行PCR檢驗者自行下載,初期限持有有效護照者,申請方式以電腦或手機直接上網辦理,網址為:https://dvc.mohw.gov.tw(將於12月28日上午8時開放),或在衛福部官網取得連結,三個步驟即可取得證明:

一、確認身分:
(一)國人:(1)身分證號+健保卡號+有效護照號碼;(2) FIDO(為安全且便利的生物辨識方式,提供指紋或臉部辨識登入)+有效護照號碼;(3)自然人憑證+有效護照號碼。三種方式擇一。
(二)外來人口:(1)統一證號+健保卡號;(2) 統一證號+入出境證號;(3) 統一證號+護照號碼。三種方式擇一。

二、選擇項目:選擇「疫苗接種數位證明」或「檢驗結果數位證明」。

三、取得證明:於申請成功畫面點選「下載/列印 數位證明」,檔案格式為PDF,提醒要先保存於行動裝置或電腦硬碟中,再視個人需要列印紙本。無列印設備但又有列印需求者,可於申請成功畫面選擇超商並點選「取得超商列印碼」,系統將產製超商取件條碼或取件編號,請自行攜至超商付費列印。

指揮中心提醒,實際使用時,出示紙本或行動載具中的QR code都是可接受的方法,查驗人員掃瞄QR code後會出現不同顏色的號誌表達接受與否。但各國或不同場所仍可能有不同方式驗證,請民眾特別提醒留意。本數位證明優先提供民眾出國使用,至於國內何時開放使用,再由疫情指揮中心另行發布。詳細系統操作方式可以參考衛生福利部官網數位證明專區( https://covid19.mohw.gov.tw/ch/np-5345-205.html )。

麻州法定最低時薪2022起調漲至$14.25

             (Boston Orange 編譯) 2022年開始,麻州的最低時薪,將從$13.5漲到$14.25。這是一連第四年的每次漲$0.75。到2023年時,麻州的最低時薪將正式跨入$15模式。

            收小費員工的時薪,也將從$5.55漲至$6.15。這每年60分的漲幅,將於20231月,時薪漲至$6.75時終止。

             所謂的收小費員工 (tipped employee),或曰服務業員工,指的是在任何單一月份內,小費收入超過20元的人。

             麻州審判法院圖書館網站上的資料顯示,雇主必須通知員工這一法令,而且員工得到的小費及薪資,加起來必須達到最低時薪數額,如果加起來都還沒達到最低時薪數額的話,雇主必須給員工補足差額。

             麻州的最低時薪,比聯邦政府的7.25元,高了7元。但這時薪額度,十多年來一直停滯不前,感不上通貨膨脹幅度。

             (Boston Orange 周菊子波士頓報導) 波士頓洪門致公堂1226日晚在華埠泰勒街會所舉行2022年度新屆職員就職典禮,恭喜湯偉立連任,梅少華回任主席,更敲鑼鳴炮的慶祝前任主席余麗媖當選為美國洪門致公堂創立百餘年來的第一位女總理。

             波士頓洪門致公堂在全世界都壟罩在新冠病毒疫情的大環境下,堂務也受影響,幹部們去年原班人馬留任,余麗媖也因此打破紀錄,成為波士頓第一位3連莊的洪門主席,沒想到今年她又再破紀錄,當上美國洪門的首名女總理。

             本應於25日赴紐約就任洪門總堂總理一職的余麗媖,也因疫情,改為在地就任,同時主持波士頓的新屆職員就職典禮,先面向紅布簾遮住的洪門五祖,男左女右的舉手宣誓,唸出「義氣團結,忠誠救國,義俠除奸」等宣誓詞,再和元老伍伯和,監堂阮振強主持印信交接,然後率領一眾新屆職員舉手,唸出「我等謹以至誠,就任本堂職員,自應奉公守法,為本堂服務,倘有違法失職,願受嚴厲處份,此誓」的完成就職典禮。

           余麗媖在致詞時謙虛表示,當選總理,她自己也很意外,但也深為得到眾人、僑社的支持,感到榮幸,希望將來和大家攜手合作,為僑社提供更多服務。

             連任主席,在房地產業工作的湯偉立是在美出生的第二代,英文比中文流利,但這次就職,他很認真的以中文一字一句的表達感謝與服務心意。經營珍寶餐廳的梅少華則感謝眾人支持他再次出任主席,笑說疫情無情,但人間有情,直指「孤掌難鳴」,希望大家互助互惠,能齊心合力,團結一致的服務,把華人社區推向更上一層樓。

             候任紐英崙中華公所主席雷國輝稱許洪門2名主席中西互補,新總理余麗媖精明能幹,是洪門的女中豪傑,當選是實至名歸。他還藉機感謝洪門在這次中華公所主席選舉中給他的支持。

             駐波士頓台北經濟文化辦事處處長孫儉元謙稱自己廣東話不好,以國語致詞,感謝洪門長期以來對中華民國的支持,期許將來和洪門繼續合作,為僑社服務。

             波士頓僑教中心主任潘昭榮則是努力的以廣東話,一一稱呼、致詞,並恭喜新任幹部就職,恭祝新年快樂。

             波士頓洪門致公堂今年的新屆職員,有4名新人,分別是做物業管理的秘書翁偉健,為小企業提供政府資源資訊的外交伍少武,在St. James街上開日式餐廳的鄺炎彬,以及已退休,目前專心輔導洪青醒獅隊的前紐英崙中華公所主席胡國新之子胡振勝。

             其他職員有財政葉偉綱,理財黎亦置,康樂陳國航,幹事鄧安。

             洪青的新任會長為從事資產管理業,加入洪青已有7年的林向榮,在疫情期間成長最快速的快遞業工作的周志強。

              當天到會嘉賓包括紐英崙余風采堂主席余寶愛、余宗濤,曾任波士頓僑務委員的梅錫銳等。就職典禮圓滿結束後,波士頓洪門在新月宮席開6桌慶祝。

 MAYOR WU ANNOUNCES DONATION DRIVE FOR RECENTLY ARRIVED HAITIAN FAMILIES

SPARK Boston is working directly with City Hall to provide much-needed supplies for new Bostonians

 

BOSTON - Thursday, December 23, 2021 - Mayor Michelle Wu today announced the launch of a holiday donation drive to assist the hundreds of families who have recently arrived in Boston from the border. In partnership with the Immigrant Family Services Institute (IFSI) and SPARK Boston, the Mayor’s civic engagement council for millennial and Gen Z residents, donation bins have been installed in the Boston City Hall lobbies to collect household goods, including winter clothing, menstrual products, toiletries, cleaning supplies, and diapers.  

“Boston has a long history of offering safety & being a home to people in crisis around the world,” said Mayor Michelle Wu. “As we celebrate the holidays, let’s all do our part to welcome and assist our new Haitian neighbors and their families by donating essential supplies so everyone is safe. Thank you to all of the SPARK Boston members for their leadership in making sure our city is a place for everyone”.

From now through Friday, January 21, residents are encouraged to bring new toiletries, menstrual products, diapers, and cleaning supplies and/or gently used linens, winter clothes, cookware, and storage containers to City Hall. Donation collection bins are available at both the Congress Street entrance on the first floor and the main plaza lobby on the third floor. 

“I’m so proud of my council members for coming up with this wide-reaching initiative,” said SPARK Boston Director Audrey Seraphin upon launch. “The support we have received from the Mayor’s Office has allowed us to expand our efforts to assist our new neighbors. Hopefully, the donation drive will become an annual holiday tradition for SPARK Boston.”

All donations will be distributed directly to families in need by IFSI from their headquarters in Mattapan. The Mayor’s Office for Immigrant Advancement works closely with IFSI to provide funding, resources, and legal assistance to recent Haitian arrivals.
