TREASURER GOLDBERG AND CONGRESSMAN MOULTON HOST TOWN HALL ON FINANCIAL ISSUES FOR MILITARY COMMUNITY

BOSTON – Treasurer Deborah Goldberg and Congressman Seth Moulton hosted a military town hall on financial issues for veterans and their families today, at North Shore Community College in Lynn. The town hall brought members of the military community and those who work with veterans and servicemembers, together to discuss economic empowerment in the Military, Veteran, Family and Survivor Community (MVFSC).

“It is an honor to hear from the men and women who serve our country on the important matters that affect them and their families,” said Treasurer Deborah Goldberg. “Financial education will further empower our military community and bring economic stability to those who put their lives on the line to keep our country safe.”

"Helping veterans transition back to civilian life is a priority in my office, and should be a priority across the Commonwealth,” said Congressman Seth Moulton. “I look forward to joining Treasurer Goldberg and hearing from veterans first hand, so we can continue tackling challenges together."

The Treasurer’s Office awards funding to military-serving organizations through the Office of Economic Empowerment (OEE) program, Operation Money Wise. With OEE’s assistance, grant recipients implement financial literacy workshops and coaching opportunities for veterans. North Shore Community College is a participating institution.

On day one, Treasurer Goldberg created OEE, led by a deputy treasurer, with the deliberate goal of implementing a range of economic empowerment initiatives that include closing the gender wage gap, increasing access to financial education, improving college affordability, and investing in STEM careers and education. Treasurer Goldberg also oversees the Massachusetts Veterans’ Bonus Division, which distributes bonuses for eligible active duty, discharged, and deceased Massachusetts veterans who served during various conflicts in single or multiple deployments.

波士頓華商會與市府部門開會 談加強餐飲店舖安全

       (Boston Orange 周菊子波士頓整理報導) 波士頓市府消防局為加強餐飲業安全，與市府檢查部門(ISD)攜手檢查多家餐館後，日前和波士頓華商會攜手召開會議，說明相關規定，要求華埠餐館業者進一步清潔烹飪通風排氣系統，或更新設備。

             波士頓消防局副局長Jack Dempsey，檢查員David Hayes，檢查服務局(ISD)局長Buddy Christopher等人，經波市府市長的亞裔聯絡員徐丹晨協調安排，日前聯袂出席波士頓華商會在紐英崙中華公所會議廳舉行的會議。

             消防局人員表示，餐館油煙通風排氣系統清理不當時，容易引發火災，還會因為油煙太厚重，火勢更大，威脅到餐館的財物，雇員，食客，甚至消防員的生命安全，因而近期一連串的檢查了多家餐館的抽油煙機等排氣系統，要求更新設備或加強清潔。波市府相關人員在會上也說明了相關規定及檢查標準。

             波士頓華商會有會員反應，商用烹飪排氣系統等設備的更新費用過高，低則六、七萬元，多可至十幾萬元，要收回成本，曠日廢時，對餐館營運會形成過大壓力。

             波市府相關人員了解情況後，同意協助餐館業者找出符合法規的折衷之道，並和餐館業者保持良好溝通，避免出現任何餐館遭遇勒令停業處境。

             波士頓華商會會長陳文棟表示，波士頓華埠內的大部分餐館業者都是會員，這次很合作的互相知會狀況，尋求解決問題辦法。他指出，這是團結就是力量的例證，自從華商會會員更多，彼此互通訊息後，華商會已經多次居間確保商戶及時獲悉政府相關規定，法令，為保障商戶權益而行動。他希望有更多華埠商戶加入華商會，彼此定期討論遭遇的各種狀況，商討解決辦法，甚至研究協助彼此提高營業成績策略，創造與華埠居民共榮的機遇。

             當天在會上，除了討論餐館通風排氣集清除油煙設備問題外，市府還提醒商戶，塑膠袋禁令即將於2019年實施。

波士頓市12月14日起零售店禁用塑膠袋

(Boston Orange 周菊子整理報導) 波士頓市即將從12月14日起，實施購物用塑膠袋禁令，意味著商家將不再能夠為客戶提供一次性使用的塑膠袋。

波士頓市議會去年通過這一規定，由波士頓市長馬丁華殊(Martin J. Walsh)簽署成法，以減少環境汙染，溫室瓦斯的排放，保護海洋生物。波士頓市府現正提醒商家及民眾，這新法即將正式生效，民眾到商店購物，宜自行攜帶可重複使用的購物袋，若需使用塑膠袋，得繳付每個五分錢的費用。

根據檢查服務部(ISD)資料，塑膠袋禁令一開始實施時，只有面積超過2萬平方呎的大型店家才會受影響。

到2019年4月時，店鋪面積在1萬平方呎以上的，也將受這新規定影響。然後消費者及波士頓市的所有店鋪都須遵守此一規定。

非牟利組織”氣候行動(Climate Action)”指出，波士頓市是麻州第60個實施塑膠袋禁令的市鎮。以前波士頓市每年使用大約3億5700萬個一次性使用塑膠袋，禁令實施後，估計可大幅度減少塑膠袋的使用量。

倡議此法案的波士頓市議員Matt O’Malley指出，塑膠袋的平均使用時間是12分鐘，但對市府街道及下水道的影響卻是永久性的。塑膠袋業者一年約可從零售商那兒得到40億元，在波士頓市，地方上的零售商一年大約要花1430萬元在塑膠袋上，這些費用也都轉嫁到消費者頭上了。

美國的各大城市，包括西雅圖，夏威夷，洛杉磯，舊金山，紐約，華府等，都已實施塑膠袋禁令。加州在2014年8月成為在全州實施零售店禁用一次性塑膠袋的全美第一州。

波士頓市實施塑膠袋禁令後，民眾購物後必須使用可重複使用的的購物袋，可回收的紙袋，購買堆肥製裝物袋，或者自己帶個袋子去購物。

根據法令，有幾種袋子是可豁免於新規定的，包括包裝牲果蔬菜的袋子，乾洗用的袋子，報紙袋，以及包冷凍食品的袋子。

覺得遵循新規定會讓生意更難做，在塑膠袋之外沒有其他合理替代用品的商戶，可以申請暫時豁免。

華埠退伍軍人會與波士頓榮光會再攜手 參加退伍軍人節遊行

                  (Boston Orange 周菊子整理綜合報導) 華埠退伍軍人會在2018年11月11日，第73年度參加波士頓市的退伍軍人節(Veteran’s Day)遊行，又一年的彰顯保衛美國，華裔也有功。

             波士頓榮光會由理事長石家孝率隊，今年不但有駐波士頓台北經濟文化辦事處處長徐佑典、杜麗雲夫婦，波士頓僑教中心主任歐宏偉，教育組長陳幗珍，新聞組組長施維鈞等出席支持，多名會員家屬、親友也加入遊行行列，陣容比往年更龐大。

             退伍軍人節辦遊行在美國已是傳統，各州各市鎮都有自己的遊行。今年還有一名第二次世界大戰老兵，如今已102歲的Anthony Zukas在Haverhill的退伍軍人節遊行中接受表揚。

             在Northampton舉辦已14年的退伍軍人節遊行，則因為越來越多參加過第二次世界大戰，韓戰的老兵，已經年紀太大，無法參加遊行，以致參加遊行和圍觀的人數都大減，甚至減少了將近一半，今年更索性取消了遊行。

            不過，波士頓市今年卻有兩場退伍軍人遊行，一個是11月11日早上11點起，從波約斯頓街(Boylston)到天滿街(Tremont)的退伍軍人遊行，由波士頓市長馬丁華殊(Martin Walsh)領隊出發，有樂隊，儀仗隊，禮賓車助陣，另一個是接著的”爭取和平退伍軍人(Veterans for Peace Parade)”在同樣路線上的遊行。

             退伍軍人第328分會，也就是華埠分會，明顯的出現傳承痕跡。由會長余國華率隊的遊行隊伍，有黃國麟，李錦棠，司徒卓榮，陳文浩，陳志航，以及年輕一輩，參加過伊拉克戰爭的司徒文信，區靖儀，黃文輝，陳斌等人穿著銀藍色夾克，向美國大眾宣揚，保衛美國的退伍老兵也有華人。

年紀已逾九十的黃廷琛，余錦芳，陳啟邦，黃錦源，黃君裕，已逾八十的黃沛儒，周暢等人，或因年齡，身體狀況等因素，今年未能參加遊行。

ILF 2019 「暑期公共事務實習計劃」接受報名

國際領袖基金會被美國聯邦政府選入最佳慈善專業組織名錄
2019 年度「暑期公共事務實習計劃」接受報名
國際領袖基金會(International Leadership Foundation)2019 年度「暑期公共事務實習計劃」現在開始接受報名，報名截止日期為2018年12 月31 日。國際領袖基金會每年選拔約30 位傑出的亞太裔大學生，前往華盛頓首都的聯邦政府機構及國會山莊。參加為期八到十週的公共事務實習。被選入此計劃的學生們，除了在聯邦機構的實習工作之外，並將在週末期間，參加在國會山莊舉辦的領袖才能研討會，學習發展人際關係的技巧，掌握美國政府系統最有價值和第一手的知識。
參加ILF 暑期公共事務實習計劃的學生們，每位學生將獲得基金會補助的$2000 元奬學金。申請者必須是美國亞太裔本科大學生，具有美國公民身份，擁有3.0 及以上的GPA 成績。每位學生需要自付食宿和旅行的費用，欲了解更多信息或提交申請，請查詢www.ILFnational.org。
國際領袖基金會在提升亞太裔社區參與公共服務方面有傑出的記錄，亞太裔需要在政府中有更大的代表性，因此，基金會致力於訓練年輕的一代，希望他們在各自領域中成為成功的領袖，從而提升亞太裔社區的聲音和能見度。爲達成此一目標，國際領袖基金會將安置錄取的
學生們，進入各聯邦政府機構參與暑期實習，為希望體驗及了解政府內部運作的年輕亞太裔學生提供強化的訓練，有效提升他們的領袖才能。
2018 年的暑期公共事務實習生進入了10 個美國聯邦政府部門以及16 個辦公室（其中包括國務院、國防部和商務部等）進行了8 週的實習，特別是白宮已連續從國際領袖基金會中挑選實習生。至今為止，本會曾為過千名的美國亞太裔，特別是華裔大學生提供獎學金和領袖訓練。2018 年有超過300 名傑出的美國亞太裔學生參加由國際領袖基金會和15 個分會及委員會合辦的培訓項目,分別参加不同性質及內容的「領袖人才培訓及講習」活動。
國際領袖基金會理事會董事長徐紹欽博士表示“國際領袖基金會以教導亞裔未來的領袖如何進入美國主流社會,促進美國亞裔參與公共服務為宗旨，瞭解如何為我們社區爭取最大權益”。學生們在實習中，對美國國會、白宮的運作及政策發展將有更深入的瞭解，組團拜訪國會及政府各部會。
本會創會會長董繼玲說“美國亞裔族群在美國社會中，是十數年間最新、最迅速崛起的新移民族裔，是目前美國少數族裔中，經濟實力最優越的族群。各方面皆飛快發展，成就卓越，這些傑出的表現，都可以作為美國少數族裔的典範。但在參政及從政的比例，與其經濟實力
的對比，卻非常的低；能為亞裔代言，爭取權益的領袖人才也太少。正因為如此，亞裔的力量並未受到主流社會足夠重視，屬於最沉默的族群。故而需要培訓更多優秀的青年，日後能為亞裔族群在社會上隨時爭取自身的權益，並適時加入美國政經界，學習美國聯邦政府在國
際暨國內事務實際運作的程序與方式，充分瞭解政府公共政策對亞裔社區發展的重要，積極結合與善用各級政府的各項資源，來擴大對國際社會的影響力”。
另外，國際領袖基金會在每年舉辦的年度年會中所頒發的「全球傑出人士楷模獎」，主要是表彰在政治、經濟、科學、文化、藝術方面做出傑出貢獻的亞裔人士，以作為所有美國青年領袖的學習楷模，其中包括美國聯邦交通運輸部暨前勞工部部長趙小蘭部長，美國聯邦商務

麻州年薪百萬人口 Hopkinton和Natic增幅最大

(Boston Orange) 麻州的年薪百萬人士，人數總量可能上下差不多，但居住市鎮卻變化頗大。增減幅度可達兩位數，其中Hopkinton和Natic增幅最大，Sudbury跌幅最多。

劍橋市，布魯克蘭鎮(Brookline)原本是麻州最富裕的兩個社區之一，在2016年內，百萬年薪人士也都減少了至少5%。

由於聯邦政府的居民收入資料公佈速度較慢，目前可查到的資料僅為2015到2016年的變化。

導致地方居民收入變化的原因有很多，Hopkinton和Natic百萬年薪人士增幅高達11%，很可能是因為戴爾(Dell)公司在九月時，以600億美元收購了位於Hopkinton的EMC。那是科技界當年最大的企業合併案。住在Hopkinton和Natic的EMC高管，很多人可能因為手中所持股票，頓時成了年薪百萬戶。

賽百瑞(Sudbury)則是跌幅最大城市，跌了11%。

毫不令人意外的，波士頓仍然是麻州年薪百萬戶人口最多的25個城市之一，不過和之前一年相比，增長幅度只有1.3%。以絕對值來說，2016年內，牛頓市，尼罕市(Needham)申報年收入百萬的人比波士頓更多。

Who: UNITE HERE Local 26 President Brian Lang and victorious striking hotel workers across Boston, including hotel housekeepers, front desk reception, bellmen, cooks, dishwashers, and more.

Note: Marriott workers impacted by the contract fight will be available for interview in person at the event as well as by phone.

Why: Boston Marriott workers battled the elements for over six weeks, taking on Boston’s first hotel strike in modern history. Boston’s Local 26 workers have been in contract negotiations since March for job security, safer working conditions, and jobs that are enough to support their families. The standard-setting settlement will ultimately impact 5,000 hotel workers across Boston. 

On October 3, workers walked out at seven Marriott-operated hotels, including the Aloft Boston Seaport District, the Element Boston Seaport District, the Ritz-Carlton Boston, the Sheraton Boston, the W Hotel Boston, the Westin Boston Waterfront, and the Westin Copley Place. This is the first hotel strike in Boston’s history. The last time Local 26 workers went on strike was at Harvard in October 2016, when dining hall workers struck for 22 days and successfully settled a contract with the world’s richest university.

Marriott workers are still on strike in San Francisco, and Hawaii, demanding that One Job Should Be Enough. Strikes at Marriott hotels ended with ratifications previously in San Diego, San Jose, Oakland, and Detroit.

波士頓市長預定11/29點亮波士頓廣場聖誕樹

MAYOR WALSH LIGHTS BOSTON COMMON CHRISTMAS TREE ON NOVEMBER 29

Mayor Martin J. Walsh and The Honourable Karen Casey, Deputy Premier of Nova Scotia, will celebrate the 77th Annual Tree Lighting on Boston Common on Thursday, November 29, from 6 p.m. to 8 p.m.

The celebration is presented by the Boston Parks and Recreation Department, title sponsor The Province of Nova Scotia, Jumbotron sponsor JetBlue, and presenting sponsors Exelon Generation, the Coca-Cola Company, and Bank of America with additional support provided by WCVB Channel 5, Magic 106.7 FM, and the Boston Globe.  The holiday lights throughout both parks will light up in sequence shortly before 8 p.m. when Mayor Walsh is joined onstage by Deputy Premier Casey, members of the Royal Canadian Mounted Police, and Santa Claus.  The show will close with a pyrotechnic display by Atlas PyroVision. 

The holiday decorations throughout Boston Common and the Public Garden include the City of Boston’s official 2018 Christmas tree, a 46-foot white spruce tree donated by Ross McKellar and Teresa Simpson from Oxford, Nova Scotia.  This marks the first time the annual Christmas tree gift to Boston has come from Cumberland County. 

WCVB’s Anthony Everett and Shayna Seymour will once again host Channel 5’s live broadcast of the event beginning at 7 p.m. featuring multi-platinum pop star Andy Grammer, music from Nova Scotia’s Hillsburn and

Makayla Lynn, local recording artist Phaedra, Willy Wonka from “Charlie and the Chocolate Factory,” the cast of North Shore Music Theater’s “A Christmas Carol,” and the Morning Star Baptist Church Gospel Choir.

The lighting of the trees on the Common is made possible through the generosity of the Egan Family Foundation, the Lynch Foundation, the Massachusetts Convention Center Authority, John Moriarty & Associates, Berkshire Bank, the Herb Chambers Companies, the Greater Boston Convention & Visitors Bureau, and contributions from other individuals and institutions. 

The annual holiday display includes the official Christmas tree from Nova Scotia and trees throughout Boston Common.  Refreshments and additional support will be provided by promotional sponsors Dunkin’ Donuts, Capital One, Xfinity, KIND Snacks, H.P. Hood LLC, Power Crunch Bars, Drake’s Cakes, Nature’s Path, and an appearance by the L.L. Bean Bootmobile.

Mayor Martin J. Walsh, the Boston Parks and Recreation Department, and The Friends of Copley Square welcome the holidays with the annual Copley Square Tree Lighting on Monday, November 26, from 5 p.m. to 6 p.m.

The free event will feature appearances by Mayor Walsh, NECN’s Jenny Johnson, Santa Claus, and Rudolph along with musical performances by vocalist Mark “Sing” Robertson, the Boston Children’s Chorus, the Boston Pops Brass Quintet, and Berklee College of Music's own Natalie Daniela Castro Diaz.

Light refreshments will be provided by Drake’s Cakes, KIND Snacks, HP Hood LLC, and the dairy farm families of New England and Must Be The Milk. The Fairmont Copley Plaza will host a family reception immediately following for all in attendance.  The reception will include cookie decorating, photos with Santa and treats from the Fairmont Copley Plaza.
