吳新興致詞時讚揚25對第五屆模範夫妻牽手獎得主及10位第六屆華冠獎得主。他表示,時代在變化,每個優秀的女性後面都有位了不起的男性支持者,僑委會很榮幸看到全球優秀女性返台參與世華盛會。
世華永久名譽總會長柯杜瑞琴在晚宴中捐出新台幣100萬元,做為僑委會僑生獎助學金,吳新興代表接受並向她頒贈金質獎章。
陳上春為美加文化實業股份有限公司董事長、中華民國留學服務商業同業公會創會理事長,為世華台北第一分會創會理事長。
新任總會長黎淑瑛為休士頓地區僑務委員,擁有6家連鎖旅館,曾任休士頓台灣同鄉聯誼會會長、休士頓美南旅館公會會長,及世華美南分會會長。

紐英倫客家鄉親會預防失智講座大受歡迎

(Boston Orange 周菊子麻州牛頓市報導)紐英倫客家鄉親會1015日在牛頓市華僑文教中心辦健康講座,邀麻省總醫院醫師鄭新霖分享 「失智症的早期預防及治療」,不下70人出席,踴躍程度出人意料之外,聽眾滿意度也超標。
鄭新霖畢業於台北醫學大學,來美深造時,先後在密西根大學,紐約市紀念Sloan Kettering癌症中心,以及康乃爾大學深造,三年多前才被麻省總醫院(MGH)挖角來到麻州,現任MGH的神經內科主治醫師。

紐英倫客家鄉親會會長周一男表示,去年在紐英崙中華專業人士協會年會中聽到鄭新霖的演講,深感來自台灣這麼好的人才,怎可錯過,特地情商鄭新霖再次撥冗,為來自台灣鄉親排難解惑。
鄭新霖用了25張幻燈片,深入淺出地解釋何謂失智症,阿茲海默症,以及10個關鍵徵兆,10個風險因素,症狀和預防方法等。
他指出,根據世界衛生組織(WHO)官網,全球有4750萬名失智症患者,每年增加770萬人,平均每4秒就有依然罹病,每20年增長一倍,到2050年時估計會有13550多萬人患此病,對社會及病人家屬都將是沉重負擔。如何預防,及早治療也因此非常重要。
在失智症中,有60%70%來自阿茲海默症這導致記憶,思考和行為問題的大腦疾病。 鄭新霖指出,要查察自己是否有染患阿茲海默症跡象,可從10個徵兆來看,包括記憶日常生活事件或計畫事情,解決問題,是否都變得比較困難了,無論在家,在工作場所或做休閒活動時,以往熟悉的動作,突然不靈光了,時間或地點會搞混,分不清視覺影像和空間關係,說話或寫作用字有了困難,東西常放錯地方,常回頭找東西或事情要重做,判斷力變差,減少了工作量或社交活動,情緒和個性有了改變等。
至於染患阿茲海默症的10個風險因素,包括年齡,家族病史和基因,頭部創傷,心臟血管疾病,糖尿病及前糖尿病,飲食不健康,飲酒過量,抽菸,肥胖,以及攝入更多飽和只防酸等危險因子。
要減少染患失智症的機率,應注意在飲食內包含適當份量的不飽和脂肪酸,Omega3脂肪酸,茶油,豆油,魚油等。
早期預防,就要補充維他命B1D,維他命12,葉酸,維他命CE,適量做運動,大約一週150分鐘,保持頭腦活動力,社交生活有規律,睡眠充足,懂得調整生活壓力,不妨參加宗教信仰活動等。
至於治療藥物,目前有三種膽鹼酯酶抑制劑是普通處方藥,其中 DonepezilRivastigmineGalantamine已獲核准用於治療不同程度的阿茲海默症。Memantine則已獲准用於治療嚴重的阿茲海默症。
許多出席者聽了鄭新霖的解說後,有恍然大悟之感,不但會後圍著提問,還紛紛表示要改善自己的飲食,運動,用那些徵兆來隨時觀察自己的身體狀況,早做預防。

駐波士頓臺北經濟文化辦事處表示,在2016年聯合國氣候變遷公約年會召開前夕,中華民國環保署署長李應元有關臺灣參與對抗全球暖化的專文,於10月11日獲麻州「羅威爾太陽報」(The Lowell Sun)刊出。專文籲請國際社會聆聽臺灣爭取實質參與氣候公約的聲音與訴求,將臺灣納入對抗全球暖化的體系,共同維護地球的永續。

李應元表示,由於全球暖化及聖嬰現象,世界各地不斷出現破紀錄的高溫與極端氣候事件,今年7月全球海洋跟陸地的平均溫度更為過去137年有溫度觀測資料以來最熱的一個月份。臺灣臺北市今年6月氣溫飆高達攝氏38.7度(華氏101.66度),也是百年來的最高紀錄。

李應元署長指出,這種氣候異常現象對基礎建設、生態與作物皆造成莫大之損害,且愈來愈多的證據顯示氣候變遷已成為事實,若現在不採取行動來降低溫室氣體的排放量,未來我們必將付出更高的代價。

專文稱,2015年12月巴黎氣候公約會議通過了「巴黎協定」,將所有國家集結在一個共同任務下,以展開更長遠、更一致的全球因應氣候行動。而作為地球村成員,臺灣不能袖手旁觀,必須拿出對策,才無損美麗之島「福爾摩莎」的美譽!

李應元並指出,臺灣是世界上少數幾個將減少溫室氣體排放納入法律目標的國家之一,中華民國去年7月已制定「溫室氣體減量及管理法」,明定臺灣的溫室氣體長期減量目標為在2050年將排放量減至2005年的一半。

此外,中華民國也設立了「行政院能源及減碳辦公室」,統籌國家能源政策,促進能源轉型及推動溫室氣體減量,整合跨部會的協調合作,建立中央部會與地方政府的夥伴關係,共同落實執行低碳綠能工作,目標為2025年再生能源發電占比達五分之一。

專文也指出,今年5月蔡英文總統在就職演說中,曾明確表示不會在防制全球暖化、氣候變遷的議題上缺席,並將根據「巴黎協定」的規定,定期檢討溫室氣體的減量目標。為此,中華民國刻依「溫室氣體減量及管理法」規範,訂定以五年為期的階段管制目標,以符此協定鼓勵各國強化減碳企圖心之主軸。

專文結語指出,我們只有一個地球,也只有一個臺灣,所以應嚴肅看待氣候變遷議題,呼應全球氣候行動並努力貢獻心力與經驗。這是一個跨國界的全球議題,需要一個全球性的解決方案,臺灣應該納入這個全球互助的體系中。

教育組與華語文教師聚會分享中文熱近況

(Boston Orange 周菊子華森鎮報導)波士頓經文處教育組10月15日在華森鎮城堡(Chateau)餐廳,邀近30名大,中,小學華語文教師餐敘,補慶教師節,討論美國對中文教師人才需求殷切,台美正加強高中國際交流,教育組鼓勵教師赴台研習等中文教學界動態,還特地介紹了經文處賴銘琪處長希望推廣的"璞石中華文化工作室”。
駐波士頓台北經濟文化辦事處教育組組長黃薳玉在會中向老師們匯報多項教育部資訊,包括台灣教育部的華語文獎學金及台灣獎學金,每年1月公告,3月31日前報名,羅德島大學將承辦華語文測驗,新英格蘭地區已有4所中學與台灣高中職建立合作交流關係,歡迎華語文老師、學生組團赴台研習等。

由於全美外語教學學會(ACTFL)今年十一月將到波士頓舉行年會,賴銘琪預定屆時再表揚獲選為本年度優秀華語文老師的黃美珠。
黃薳玉指出,今年有多名在哈佛大學,威廉斯大學,羅德島大學中文領航項目,聖十字學院,Swarthmore學院就讀的學生獲得前述獎學金。建立了合作交流關係的高中為品貴(Pingree)學校和台中惠文高中,聖約翰預校(St. John Preparatory)和台中一中,新罕布夏州貝德福(Bedford)高中和台中二中,春田高中和桃園大華高中。

 另賴銘琪事先要求黃薳玉在會中特別介紹李玉瑛與路永宜合辦的”璞石中華文化工作室”。她指出,華語文老師在各校教課之外,常得負責籌辦中華文化日或農曆新年慶祝,常有人力,資源不足之苦,若與文化種子教師組成的”璞石中華文化工作室"合作,可有摺紙,捏麵人,舞獅等等豐富選擇。該工作室目前已和2所高中合作,辦理中華文化日。

當天出席敬師餐會的老師,分別來自哈佛,MIT,布朗,塞冷(Salem)等公私立大學,舒士百利,卡萊爾,布魯克蘭,尼登,勒星頓,品貴,聖約翰,麥威等公私立中學,以及數所中文學校。包括哈佛大學的黃蕭惠媛,麻省理工學院中文項目負責人廖灝翔,麻州外語協會理事葉金惠,新英格蘭專業中文教師協會會長呂聖筑等人,都出席了聚會。
其中3人是來自台灣的台大,師大華語文研究所學生,刻在聖十字學院(College of the Holy Cross)擔任為期一年的教學助理。黃薳玉指出,台灣的華語文教學研究所每年都培養出許多優秀人才,各校辦小班教學有需要時,都可仿照聖十字學院案例,與教育部合作,聘用來自台灣的教學助理。

在鼓勵老師,學生組團赴台研習上,以學生為主要對象的短期華語研習團是鼓勵老師帶學生到台灣,實地體驗華語文的學習與應用。老師們可申請帶5名以上學生,到台灣研習最長4週,教育部將為學生提供在台生活費用。
以老師為對象的華語文教師赴台研習,是鼓勵老師們暑假期間自費到台灣進修,教育部提供學習,住宿,教材等費用補助。只要有15人組團,就可申請。今年訂12月20日截止報名。
黃薳玉當天還透露,波士頓市府為加強學生的多語能力,今年增撥經費辦理外語教學。尤其是中文項目,刻正急徵兩名老師。

“BLOCK ISLAND” SUSPENSE THRILLER NOW FILMING
New Shoreham is the setting for the new suspense thriller “BLOCK ISLAND”, which is currently in production.  Tony Glazer is directing from a screenplay by Jon Adler and Ted Weihman.  Jon Adler, Summer Crockett Moore and Ken Shur (“The Bellmen”) are producing Ms. Moore and Mr. Glazer are Managing Partners and Principals of Choice Films Inc. and worked together previously on “Junction”.
“BLOCK ISLAND” tells the tale of four best friends from boarding school who decide to attend a massive, blow-out high school graduation party on the summer resort island.  After missing the last ferry, they decide to hire a fishing boat to take them on what should be a simple journey. What they get instead is the trip from hell since the captain and his first mate have no intention of taking the kids to Block Island.  It’s a frightening fight for survival as the teens desperately scramble to make it back to land... any land.

“BLOCK ISLAND” features Jeff Kober (“Walking Dead”, “Sully”) and John Behlman (“Blue Bloods”, “The Wolf of Wall Street”) as the captain and first mate, with a supporting cast including Matty Cardarople (“Jurassic World”, “Dumb and Dumber To”), Matthew Gumley (“Modern Family”, “Law & Order: SVU”) and Sophie Faulkenberry (“Margot vs. Lily”, “I Love You… But I Lied”).

Governor Gina M. Raimondo stated, “With our unique locations in close proximity and an organized talent pool of local artists and professional technicians, Rhode Island is the perfect place to make a successful movie. I am pleased that many small businesses will be impacted by this film. This is the type of positive energy that keeps our economy moving forward.”

Steven Feinberg, Executive Director of the Rhode Island Film & TV Office, said, “We are excited to have independent filmmakers Tony Glazer, Jon Adler, Summer Crockett Moore, Ken Shur and Choice Films Inc. here in our beautiful Ocean State to make the suspense feature “BLOCK ISLAND”.  It’s been a team affair working with our local agencies in Narragansett and New Shoreham to provide the best environment for this production to shine.  We are also extremely happy that the production company has engaged our local crew and actors while also providing opportunities to student interns.  We hope this is just the beginning of a long-term relationship with Choice Films and look forward to helping them create more Rhode Island Film movie magic like “BLOCK ISLAND”.

Baker-Polito Administration Announces Receipt of Federal Land and Water Conservation Fund Grants
$2 Million Awarded to 11 Park Improvement Projects across the Commonwealth

BOSTON – October 17, 2016 – The Baker-Polito Administration today announced more than $2 million in federal grant awards for 11 park improvement projects funded through the National Park Service’s Land and Water Conservation Fund (LWCF) Grant Program.  The Executive Office of Energy and Environmental Affairs (EEA) administers the grants on behalf of the National Park Service for Massachusetts, and the Commonwealth’s parks and open spaces have been the beneficiary of more than $100 million since the program’s inception in 1965.

“The Baker-Polito Administration is strongly committed to providing residents with access to safe, clean open spaces,” said Governor Charlie Baker“I am proud that with the assistance of the National Park Service, we are able to help fund important projects that will provide Massachusetts residents greater access to the Commonwealth’s natural beauty and outdoor recreational opportunities.”

“The Land and Water Conservation Fund would not be successful in Massachusetts without the high-quality applications submitted by our local communities,” said Lieutenant Governor Karyn Polito. “We are pleased to be able to help cities and towns throughout the Commonwealth make improvements to their critical park and open space resources.”

The LWCF was created in 1965 through an act of Congress. It is funded through off-shore oil leases and provides grants to states, as well as the federal government, for projects that protect open spaces and construct or renovate parks. 

“Opportunities for outdoor recreation improve quality of life and respect for our environment, so it is vital we ensure all Massachusetts residents have access to parks and other open spaces,”  said EEA Secretary Matthew Beaton. “We are grateful for this federal funding that will allow 11 communities in the Commonwealth to renovate or build new parks for residents.”

Massachusetts maintains eligibility for the program by completing a Statewide Comprehensive Outdoor Recreation Plan every five years.  The projects selected for funding must implement the findings of the plan.  All applicants must have an up-to-date Open Space and Recreation Plan to be eligible for funding.

“For more than 40 years the Land and Water Conservation Fund has helped Massachusetts protect our parks and open spaces. I have long been a proud champion of the LWCF and the work it does to help cities and towns leverage federal dollars to spur local investment in these vital conservation projects,” said Congressman Jim McGovern. “With the strong public-private partnerships LWCF supports, we are able to bring federal, state, and local leaders together to protect our open spaces as well as supporting efforts to renovate and update our parks and recreation facilities. This is a smart investment in our state and I look forward to seeing these federal dollars in action in Worcester, Sutton, Leominster, Northampton, and across Massachusetts.”

“These federal grants from the National Park Service will help fund two important recreational projects in the Pioneer Valley. When completed, the Jaime Ulloa Park in Springfield will be a vibrant urban open space that the residents of the North End will enjoy year round. In West Springfield, a new trail, signage and parking will be constructed through the Bagg Brook Heritage initiative. Both of these projects will greatly approve the quality of life for the people in these two western Massachusetts communities,” said Congressman Richard E. Neal.

“The City of Springfield is grateful to the Land and Water Conservation Fund and the Community Development Block Grant for providing the funding for this project,” said Springfield Mayor Domenic J. Sarno. “The city is excited to begin renovations to Jaime Ulloa Park.  This project illustrates the importance of having a master plan ready so when grants do come available we are ready to participate in the application process. The improvements will be a welcome addition to the North End neighborhood.”
