Jason ChouThomas W. Ong

MAYOR WALSH ASKS RESIDENTS TO STAY OFF THE ROADS AND HELP THEIR NEIGHBORS

MAYOR WALSH ASKS RESIDENTS TO STAY OFF THE ROADS AND HELP THEIR NEIGHBORS

BOSTON – Monday, February 9 2015 – Mayor Martin J. Walsh gave an update on the current snowstorm in the City of Boston and the work of the Public Works Department to manage snow from today’s snowfall, and snow from previous storms. As of 2:00 pm, the City of Boston had received 20 inches, with 4 more inches slated to fall before the system moves out of the region. All total of approximately six feet of snow has fallen in the City of Boston since the blizzard two weeks ago. A snow emergency and parking ban remains in effect until further notice

“We’ve now had the snowiest month on record beating the 1978 record,” said Mayor Walsh. “We will get plows and snow removal equipment to every street, but we need your patience. I am asking Boston residents, businesses, and institutions, to assist in your communities, shovel your sidewalks and fire hydrants, help the elderly and disabled, and those in need. I’m asking everyone to stay off the roads tomorrow, and request that employers allow their employees to work from home so we can recover from this storm quickly.”

Schools

Boston Public Schools will be closed Tuesday, February 10, and all after-school activities on Tuesday are canceled. Digital educational resources and materials are always available online at the Boston Public Schools website: http://www.bostonpublicschools.org/

Boston Centers for Youth and Families (BCYF) will have 14 facilities open from 7:30 a.m. – 6:00 p.m. both Monday and Tuesday. All are welcome, and children age 7 and older can be dropped off upon completion of a short intake form. Visit the BCYF website for center locations: http://www.cityofboston.gov/BCYF/.

Public Works

The Public Works Department has over 600 pieces of equipment on roadways today, plowing and widening with the priority focused on main arterials.

The Public Works Department has also been conducting snow melting operations at the City’s snow farms located at 6 Tide St and Reservation Road in Hyde Park. In the past 24 hours, 6,000 truck loads of snow have been melted, which is creating space for the will allow for the additional snow that will be trucked in following today’s snow event.

You can track the PWD response to the snowstorm in your neighborhood using the newly launched Boston Snow Stats platform, available online here: http://snowstats.boston.gov/

Safety Tips

  • Please help your neighbors and do your part to assist during this snow event by clearing sidewalks and shoveling out hydrants.
  • Have a contractor check the roof to see if snow needs to be removed. If roof snow can be removed from the ground with the use of a snow rake, do so with caution. Avoid working from ladders and be mindful of slippery surfaces.
  • Shoveling snow requires significant exertion, please be cautious and pay attention to symptoms. Stop if you feel chest pain, shortness of breath, lightheaded, nauseous/vomiting. Call 911 if those symptoms do not resolve quickly when you stop exertion.
  • Carbon Monoxide poisoning is a concern during winter weather, especially with the use of generators.Residents should be sure to use their home heating systems wisely and safety, and have a working carbon monoxide detector on each floor of your home. Call 911 immediately if you suspect Carbon Monoxide poisoning.
  • Sitting in a car while idling can be deadly if the tailpipe is blocked. Do not let children sit in an idling car while shoveling. Clear any household exhaust pipes of snow. For example, gas exhaust from heating system or dryer.
  • Remember to keep catch basins and fire hydrants clear.
  • Snow piles can make navigating intersections dangerous for walkers and drivers, please take extra care when turning corners with snow piles that might limit visibility.
  • If you see a person in need of shelter, of it there is an emergency, please call 911.
  • Please check on neighbors, especially the elderly and disabled.
  • If you are walking in the street, remove your headphones, so you can hear traffic.
  • For those with questions or concerns, help is available through several channels. The Mayor’s Hot Line (617-635-4500) will be running with extra staff around the clock for the next two days and the City’s social media and mobile technology strategy will be in full effect throughout the storm. Residents can tweet @notifyboston with a question or concern, and use the Citizens Connect app to report issues.

Trash and Recycling

Regularly scheduled trash collection will take place on Tuesday. For additional trash updates visit the Public Works Department online: http://www.cityofboston.gov/publicworks/

Parking

A snow emergency and parking ban remain in effect until further notice. The Boston Transportation Department has issued 751 weather emergency related citations and towed 84 vehicles since Sunday, February 8.

Minimizing the number of vehicles parked on our streets allows snowplows to get to the curb and clear the snow. In addition, drivers are asked to park with safety in mind and refrain from parking in any manner that will jeopardize public safety, including, within 20 feet from an intersection, more than a foot from the curb, at handicap ramps, crosswalks and fire hydrants.

The City of Boston is opening its municipal parking lots to neighborhood residents for long-term parking during the storm. In addition, the Boston Transportation Department (BTD) has worked with private parking lot and garage owners in Boston to secure 15,500 free or discounted parking spaces for Boston Residents. Residents are asked to please remove vehicles from streets that are posted as "Snow Emergency" Arteries and park them in these alternate off-street locations.

Public Libraries

All Boston Public Libraries will be closed on Tuesday, February 10.

Helping the Homeless

Boston Public Health Commission (BPHC) will continue to coordinate their city-wide network of emergency shelters, outreach providers, city agencies and first responders to assist the homeless during this impending storm. Shelters are kept open during the day for the safety and well being of our clients. Beginning Monday, the site at Southampton Street will also offer daytime hours. Throughout the storm, BPHC will encourage our guests to remain indoors in our shelter network for their safety.

Working with the Pine Street Outreach Team and Boston Healthcare for the Homeless, BPHC actively seeks out individuals and helps them find shelter during a cold snap, providing food, clothing, blankets, medical assistance to those in need.

All individuals seeking shelter should go to Central Intake, located at Woods Mullen Shelter - 794 Massachusetts Avenue in the South End at the corner of Melnea Cass Boulevard and Massachusetts Avenue.

Community Meetings and Hearings

All city-sponsored community meetings and hearings for Tuesday have been canceled.

City Workers

In the City of Boston, only emergency operations personnel will be required to report to work on Tuesday.

Governor Baker Announces Partial State Office Closures for Tuesday
Issues state of emergency declaration for mutual aid process as MBTA announces suspension of services

BOSTON – This evening at the Massachusetts State House, Governor Charlie Baker declared a state of emergency, effective immediately, for the Commonwealth to pursue mutual aid initiatives with other states.  He also announced state office closures for non-emergency personnel who live or work in Essex, Middlesex, Norfolk or Suffolk counties.

The declaration was issued in the midst of the third significant snow storm that has impacted the Commonwealth in the last two weeks, with today's storm dropping up to two feet of snow in parts of Massachusetts.  The state of emergency has been ordered to expedite the use of resources to assist local municipalities and to request and deploy federal and interstate resources as cleanup efforts continue.

“Three storms in two weeks have dropped historic amounts of snow on the Commonwealth, complicating cleanup and snow removal efforts, despite round the clock shifts,” said Governor Baker. “A state of emergency was declared tonight only to allow emergency officials to begin enacting the mutual aid process with our neighboring states and the private sector to secure much needed heavy equipment for snow removal.  In addition, non-emergency state employees who either live or work in Essex, Middlesex, Norfolk or Suffolk counties should not report to work tomorrow to make way for cleanup efforts in the greater Boston area.”

Partial State Office Closure – Tuesday, February 10th, 2015: Non-emergency state employees who either live or work in Essex, Middlesex, Norfolk or Suffolk counties should not report to work tomorrow.

State of Emergency – Effective Immediately: Governor Baker has signed a Declaration of Emergency for Massachusetts ensuring state resources are available and coordinated for storm preparation and to enable swift response among the state, cities and towns. The state of emergency declaration will allow expedited use of state resources, the ability to request and receive mutual aid assistance from other states or the federal government if needed, the immediate procurement and deployment of goods and services necessary for response and other actions as considered necessary by the Governor. The state of emergency shall remain in effect until notice is given in the Governor's judgment that it is no longer necessary.

MBTA Closure – Tuesday, February 10th, 2015: The MBTA has announced all subway, trolley and commuter rail services will be suspended to allow maintenance crews to clear snow and ice from tracks, the third rail and switches. Bus services will be available on an extremely limited basis and customers will not be able to make transfers at customary intermodal points due to suspended rail services.

Boston Housing Authority Competes for $30 Million to Redevelop Whittier Site

Boston Housing Authority Competes for $30 Million to Redevelop Whittier Site

Plan envisions physical redevelopment of the Whittier Street public housing development and community wide strategies to transform Lower Roxbury

BOSTON – Mayor Martin J. Walsh is pleased to announce the submission of a $30 million Choice Neighborhoods application to revitalize the Boston Housing Authority’s Whittier Street Public Housing Development in Roxbury. The application follows a lengthy community process that culminated in a Plan for Transformation for the site and surrounding neighborhood.

“The Whittier Choice Plan is ambitious and seeks to bring a comprehensive approach to revitalizing the Lower Roxbury neighborhood,” said Mayor Walsh.  “We’re looking forward to presenting a winning proposal to HUD so that we can fulfill the potential for the Whittier Street area and its residents.”

The plan is highlighted through the four key areas below:

Housing:  a plan that will bring $300 million in new housing investment, replacing 200 units of deeply subsidized housing and adding 350 new units of moderate and market housing, totaling 550 new units of housing, to create a vibrant new mixed-income neighborhood which will not displace current residents.

Neighborhood:  a plan that is knitted into the broader Roxbury Master Plan, with targeted investment in infrastructure, public safety, walkability improvements, and community facilities that support and emphasize breaking the isolation of Whittier Street residents.

People:  a plan that addresses community transformation and opportunity and not just physical improvements, where the Whittier community is a connected community whose members enjoy a broad spectrum of quality programs and services, and have tangible pathways to educational and economic opportunity.

Jobs and Economic Opportunities:  A Project Labor Agreement that will create hundreds of good-paying union construction jobs as well as increased opportunities for public housing and low-income residents to enter into the Building Pathways program, which provides pre-apprenticeship training and guaranteed placement within the building trades following graduation.

“We really want to improve people’s lives in a comprehensive way through housing but also through insuring they have the supports they need to learn, grow, and improve their economic circumstances,” said BHA Administrator Bill McGonagle.  “This Plan, if implemented, would transform Lower Roxbury and the lives of the people who live there.”

Together, the BHA, Madison Park Development Corporation (MPDC), Preservation of Affordable Housing (POAH), city agencies, and many community partners have drafted strategies that build on the strengths of the community to capitalize on planned investment while maintaining the fabric and soul of Lower Roxbury.  Those strategies are contained in the Whittier Choice Neighborhood Transformation Plan, which served as the guidepost for BHA’s application. The Plan provides new, vibrant housing to Whittier Street development residents and includes a targeted and strategic focus on educational opportunities for children and young adults from birth through age 24.  The

Called Whittier Choice, the community collaboration strives to transform the Lower Roxbury neighborhood in and around Dudley Square and in particular the Whittier Street public housing development. It takes its name from the federal Choice Neighborhoods Initiative, which promotes community development through a focus on neighborhood, housing and people. BHA embarked on this initiative after receiving a $300,000 Choice Neighborhoods Planning Grant through the US Department of Housing and Urban Development.

BHA chose Whittier as the site for its Choice Neighborhoods Initiative due to the physical and infrastructure needs of the Whittier public housing development as well as for the rich opportunities for partnership within the surrounding community.

If funding is approved, POAH and MPDC will act as co-developers for the project with POAH developing the housing component on the current Whittier site and MPDC developing the housing component off the current Whittier site.  The Boston Redevelopment Authority and MPDC will lead the process for the neighborhood goals in the plan and BHA will lead the process for the people goals in the plan.

Governor Baker Delivers Storm Update from MEMA

FRAMINGHAM – This morning from the Massachusetts Emergency Management Agency (MEMA), Governor Charlie Baker and Lt. Governor Karyn Polito joined MEMA officials to deliver an update on the ongoing winter storm.  The Baker Administration closed state offices today, asking all non-emergency personnel not to report to work to ensure safety, allow efficient road cleanup and the use of reduced MBTA capacity.  The MBTA is operating but with limited service, with T closures reported on the Red Line Braintree branch from JFK South and cancellations on the commuter rail.  MassPort is operating with numerous cancellations already announced at Logan International Airport.

“We are waking up this morning to more snowfall in many parts of the state, with snow forecasted to keep accumulating throughout the day that will require a serious cleanup effort,” said Governor Baker.  “State offices are closed for non-emergency personnel and all businesses have been urged to allow employees to work from home or not to report to work due to the cumulative impacts of this storm.  While the Mass DOT and local road crews work hard to clear roadways, we ask everyone to stay home and off the roads, respect parking bans, help shovel out driveways, sidewalks and fire hydrants, and assist neighbors.  We will also be checking in with local officials throughout the day to make sure they have the resources they need to appropriately respond to the storm.  I am disappointed to hear that the MBTA and commuter rail are currently struggling to provide service due to weather conditions, with closures reported on the Red Line Braintree branch and significant cancellations on the commuter rail.  The MBTA’s condition and performance is concerning, reinforcing the need for riders to stay home as the MBTA works to get trains running and tracks cleared.  If possible, please seek professional help to safely remove snow from roofs accumulating heavy snow and clear heating vents near your home.”

“While the recent storms have posed many challenges for our cities and towns throughout the Commonwealth over the past two weeks, we urge the people of Massachusetts to be safe and patient today while cleanup efforts continue,” said Lt. Governor Polito.  “Please stay off the roads if you do not need to travel, respect parking bans, take time to dig out sidewalks and driveways in your communities, especially for the elderly or those needing an extra hand.”

The people of Massachusetts are encouraged to visit www.mass.gov/mema for updates.  General questions can be directed to the 24-hour citizen information telephone line by dialing 2-1-1.

Governor Baker and Lt. Governor Polito will deliver another storm update today at 1:00 PM from the Department of Conservation and Recreation (DCR) Depot in Dorchester.

The Administration has made the following announcements due to winter weather:

State Offices Closed (Monday, February 9th):  Governor Baker has directed that non-emergency state employees working in Executive Branch agencies should not report to their workplace today due to weather conditions.  State offices are scheduled to be open on Tuesday, February 10th.  Employees should continue to check Mass.gov or call 211 for additional updates and cold weather safety tips.

MBTA (Monday, February 9th): The MBTA is operating at limited service levels this morning, with reports that the Red Line Braintree branch is already closed from JFK South and there are many delays on the T.  There are many cancellations on the commuter rail and limit transit services available due to weather conditions.  Passengers that must travel are urged to plan ahead, be patient, and check mbta.com/winter for updates.

MassPort (Monday, February 9th): MassPort is operating but many flights have already been cancelled at Logan International Airport. Travelers are encouraged to check with their airlines before arriving at Logan International Airport.
