大風雪再襲波士頓 州、市休班一天 波市停課兩天

大波士頓這週末有風雪,天氣預報本來是只降雪十二到十五吋雪,昨(八)日情況轉趨惡劣,麻州州長查理貝克(Charlie Baker )下午五點時宣佈,非緊急州府員工九日不必上班,籲民眾沒事不要上路。
            波士頓市長馬丁華殊(Martin Walsh)昨日下午三點多已宣布了波士頓進入風雪緊急狀態,路邊停車禁令昨日下午四點起生效,六點就開始拖吊違規車輛。
            波士頓市公立學校週一,週二也將停課。
            昆士市昨晚七點半也宣佈,週一停課,風雪停車禁令,即起生效。
        摩頓市在七日晚六點,就已宣佈從八日一早八點起,未來幾天該市進入風雪緊急狀況,直到另行通知為止。八日晚六點還再進一步說明,週一(九日)市政府不上班,學校不上課。市營的青少年中心,耆英中心,圖書館都不開放。
            查理貝克表示,州政府希望所有的僱主能夠照辦,讓員工在家工作,或至少不要上路。
            查理貝克表示,九日不會禁止民眾出門上街,地鐵也會照常運行,但班次會減少,羅根機場的班次也將有限。
            查遜貝克表示他更擔心的是雪堆積得太多了。過去這十四,五天來,大雪恐怕已堆積了八十吋左右。
            截至昨日下午,麻州許多地方以下雪五吋,到週二時,可能累積到二尺那麼多了。

            布魯克蘭鎮(Brookline),林市(Lynn),瑞維爾(Revere),麥得福( Medford),雀喜(Chelsea)等市鎮,也都宣佈了週一停課。有些私立學校也已宣佈停課。

北美華人金融協會波士頓分會迎新春談中國

北美華人金融協會波士頓分會六日晚在華埠帝苑大酒樓舉行2015年年會,邀有兩名專家演講,四名音樂家演出,共二百三十多名波士頓華人金融從業者,哈佛訪問學者,學生歡聚一堂。
當晚7點,北美華人金融協會波士頓分會聯合主席之一的楊坤致詞,開場,概述該會的歷史與現狀,說明協會總部在紐約,除了北美地區,在亞洲的北京、上海等地有5個分會。波士頓本地的分會,共有成員800餘人
大會邀請的講者及講題分別為清華大學當代國際關系研究院副教授孫學峰談《中國崛起與海外政策轉型》,麻省理工學院史隆管理學院企管碩士學生,鑽研 全球領導力與創新的高繼然,分析了中國基金行業的現狀及發展態勢。
孫學峰目前是以2014-2015 富爾布萊特學者的身份,在哈佛大學做訪問學者。他的講談,幽默風趣,搏得全場熱烈掌聲。
孫學峰把中國目前經濟發展狀況與美國的對比概括為“考了第二,但是沒及格”。他認為中國在釣魚島和南海爭端上的強硬態度是在體現中國對國土安全問題戰略的轉移。提到中國未來發展時,他認為每個中國人都肩負“歷史責任”,要將更好的中國傳承給下一代。
高繼然分析的中國基金行業現狀及發展態勢,更切合該會會員的專業需求,也引發更多關注與討論。
演講後的四名柏克萊音樂學院畢業生表演精彩,當晚出席者都讚賞不已。
北美華人金融協會波士頓分會聯合主席之一的易敏表示,當晚有不下二百三十人出席,超出預期,令人興奮。他希望該會能繼續發會為中美金融行業做橋梁,為金融人士提供交流平台的作用。
安陽美國交易咨詢部高級經理張玉丹是當晚很早到現場的出席者之一,2005年從波士頓學院畢業後,就留在波士頓工作。她表示,“對我來,這是一個聯絡感情的晚會,可以和朋友見面,交流學習”。她也覺得,波士頓華人金融圈很團結,大家都互相幫助。“這個晚會給學弟、學妹們提供了社交平台和機會“。
在家信理財(Wind Haven Investment Management工作的歐陽明較少出現在社交場合,和波士頓華人金融圈的聯系也不密切。他笑稱 這次算是回歸吧”。
歐陽明在美國生活了近30年,曾經擔任波士頓學院數學系教授,迄今仍十分關注中國的發展情況。他表示,“來參加這晚會,也是想經由當晚的講座,了解學,習中國近況,以及中國快速發展所帶來的大量機會。
當晚的出席者,除了已在金融界工作專業人士,還吸引來不少青年學生。東北大學的姜奧迪,正在找工作,當晚積極向金融界前輩介紹自己。
該會共同主席易敏指出,在大專院校學生之外,該會現在還吸引了高中生。當晚會場中就有來自中國安徽蕪湖第一中學冬令營游學團的37名學生,加四名領隊老師。
安徽蕪湖領隊之一的余金芝表示,他們在獲悉北美華人金融協會的年會晚宴消息後,就馬上在網路上訂票,組隊來參加,以開拓學生眼界,也給學生們向優秀華人學習,接觸美國社交的機會。”
易敏表示,該會這波士頓分會,近幾年逐漸面向大眾,會員也更加年輕化。他打趣道,“有70%都是未婚者”,此外大約有10%正在創業,40%是做銀行相關工作,40%在基金行業活躍。該會在年會活動外,還定期邀金融界人士做更專業的講座。

摩頓市八日一早八點,已進入風雪緊急時期 市府週一不辦公 學校停課

Update as of Sunday, February 8th at 6PM
  • Snow emergency in effect until further notice
  • All municipal buildings including Library, Teen Center, Senior Center and Malden City Hall closed on Monday
  • Malden Public Schools closed Monday
  • No trash/recycling collection on Monday 
Update as of Saturday, February 7th at 6PM
Due to the forecasted snow accumulation for overnight tonight and through the next few days, the City of Malden will be declaring a snow emergency as of 8AM tomorrow morning, Sunday February 8th.  To accommodate our residents, emergency lots at the schools and the CBD Garage are open immediately.  Stay tuned for an additional update tomorrow for a determination on Schools, City Services, Municipal buildings and Trash Pickup.

A winter storm warning continues to be in place, with heavy snowfall forecast through the early morning hours of Tuesday, February 10. 
Here is the latest information:
  • Quincy Public Schools and all Quincy City offices are closed tomorrow, Monday, February 9. 
  • Trash and recylcing collection is supsended for tomorrow, Monday, February 9.  Collection will operate on a one-day delay for the remainder of the week. 
  • Snow emergency parking rules are in place. Parking is prohibited on designated emergency arteries throughout the duration of the snow emergency.
    Residents may park on the EVEN numbered side of non-emergency neighborhood streets, but should always park in available driveways if available. If parked cars obstruct snow removal, they may be removed regardless of what side of the street they are on.  
    Residents on side-streets posted permanently as one-side parking should park on the side always allowed. Cars parked in violation of emergency rules WILL BE TOWED. For assistance, please call the DPW's snow operation hotline at 617-376-1927.

Governor Baker Announces Closures for State Offices On Monday

BOSTON – At a State House press conference this evening, Governor Charlie Baker announced that state offices will be closed and all non-emergency state employees should stay home due to the upcoming snowstorm set to begin tonight in most parts of the Commonwealth.  This storm is forecasted to add to the cumulative snowfall amounts already posing challenges for cities and towns.  Tomorrow, all businesses are encouraged to allow employees to work from home or stay home if possible to ensure their safety and allow for efficient road cleanups and use of reduced MBTA capacity.  The MBTA plans to operate on Monday, but will provide a limited level of service with possible delays and many parking bans are in effect in the Boston area and eastern Massachusetts. MassPort is planning limited flights tomorrow, and travelers are encouraged to check with their airlines before arriving at Logan International Airport.

"This storm marks our third major snow storm we have experienced in nearly two weeks and the cumulative effects of the total snowfall is forecasted to cause many challenges for the Commonwealth,” said Governor Baker.  “After discussing the forecast with the National Weather Service, Massachusetts Emergency Management Agency and emergency personnel, we will close state office for non-emergency personnel, encourage all businesses to allow employees to work from home or stay home and ask everyone to stay home and off the roads during the storm if possible.  The MBTA plans to operate but will run schedules on a lighter service level for the T.  Please stay informed, respect parking bans, help your neighbors shovel sidewalks, driveways, nearby fire hydrants, and be safe as road crews work on snow cleanup.”

"During this storm, we encourage everyone to pay close attention to alerts from your cities and towns and be very cautious throughout the day tomorrow,” said Lt. Governor Polito.  “Please be patient and allow snow plows and cleanup crews to do their jobs, and take a few minutes to dig out your own areas, especially for elderly neighbors or those needing assistance.  We will continue to watch the storm and keep you informed.”

The people of Massachusetts are encouraged to visit www.mass.gov/mema for updates.  General questions can be directed to the 24-hour citizen information telephone line by dialing 2-1-1.

The following initiatives were announced at this evening’s press conference:

State Offices Closed (Monday, February 9th):  Governor Baker has directed that non-emergency state employees working in Executive Branch agencies should not report to their workplace on Monday, February 9, 2015 due to weather conditions.  State offices are scheduled to be open on Tuesday, February 10, 2015.  Employees should continue to check Mass.gov or call 2-1-1 for additional updates and cold weather safety tips.

MBTA (Monday, February 9th): The MBTA plans to operate tomorrow, but at a lighter service level to provide access for riders that must travel while preserving vehicles and assets to quickly return to regular service after the storm ends.  Passengers that must travel tomorrow are urged to plan ahead, be patient, and check mbta.com/winter for updates.

MassPort (Monday, February 9th): MassPort plans to operate tomorrow, but the number of flights will be limited. Travelers are encouraged to check with their airlines before arriving at Logan International Airport.

MAYOR WALSH ANNOUNCES SCHOOLS CLOSED MONDAY AND TUESDAY, ASKS RESIDENTS TO PREPARE FOR SEVERAL DAYS OF SNOW


BOSTON – Sunday, February 8, 2015 – Mayor Martin J. Walsh announced today that due to the ongoing snow storm, with expected accumulations of up to 24 inches, Boston Public Schools will be closed Monday, February 9 and Tuesday, February 10. A snow emergency parking ban will go into effect in the City of Boston at 4pm today, and towing will being at 6pm.

“With expected accumulations of nearly two feet over the next 36 hours, we are activating our Emergency Operations Center to monitor the storm throughout its duration," said Mayor Walsh. "Boston has seen an unprecedented amount of snow in the past three weeks, and I'm asking residents to remain vigilant during this snow event."

Schools

Due to the forecast and expected clean-up efforts, the Mayor has called for all Boston Public Schools on both Monday, February 9 and Tuesday, February 10. All after-school activities on Monday are canceled. Digital educational resources and materials are always available online at the Boston Public Schools website: http://www.bostonpublicschools.org/

Boston Centers for Youth and Families (BCYF) will have 14 facilities open from 7:30 a.m. – 6:00 p.m. both Monday and Tuesday. All are welcome, and children age 7 and older can be dropped off upon completion of a short intake form. Visit the BCYF website for center locations: http://www.cityofboston.gov/BCYF/.

Safety Tips

  • Please help your neighbors and do your part to assist during this snow event by clearing sidewalks and shoveling out hydrants. 
  • Have a contractor check the roof to see if snow needs to be removed. If roof snow can be removed from the ground with the use of a snow rake, do so with caution. Avoid working from ladders and be mindful of slippery surfaces. 
  • Shoveling snow requires significant exertion, please be cautious and pay attention to symptoms. Stop if you feel chest pain, shortness of breath, lightheaded, nauseous/vomiting. Call 911 if those symptoms do not resolve quickly when you stop exertion.
  • Carbon Monoxide poisoning is a concern during winter weather, especially with the use of generators.Residents should be sure to use their home heating systems wisely and safety, and have a working carbon monoxide detector on each floor of your home. Call 911 immediately if you suspect Carbon Monoxide poisoning.
  • Sitting in a car while idling can be deadly if the tailpipe is blocked. Do not let children sit in an idling car while shoveling.  Clear any household exhaust pipes of snow. For example, gas exhaust from heating system or dryer.
  • Remember to keep catch basins and fire hydrants clear.
  • Snow piles can make navigating intersections dangerous for walkers and drivers, please take extra care when turning corners with snow piles that might limit visibility.
  • If you see a person in need of shelter, of it there is an emergency, please call 911.
  • Please check on neighbors, especially the elderly and disabled.
  • For those with questions or concerns, help is available through several channels. The Mayor’s Hot Line (617-635-4500) will be running with extra staff around the clock for the next two days and the City’s social media and mobile technology strategy will be in full effect throughout the storm. Residents can tweet @notifyboston with a question or concern, and use the Citizens Connect app to report issues.

Public Works

The Public Works Department (PWD) currently has 350 trucks scraping, widening, and salting streets across the City, with 15,000 tons of salt on hand. 

Two snow melters are melting snow at two of the city's five snow farms in anticipation of the snow removal program following this storm.

Trash and Recycling

For residents who live in Beacon Hill, Bay Village, or Chinatown, where trash and recycling is collected 2 times per week on (Monday - Friday), Monday collection is cancelled and the next collection will take place on Friday February 13th.

For residents in Back Bay, Fort Hill, Roxbury, and sections of *Jamaica Plain where trash and recycling is collected 2 times per week (Monday and Thursday) schedule , Monday collection is cancelled, and the next collection will take place on Thursday February 12th. 
 
South Boston, Charlestown no delay.

For residents in South End, Mission Hill, Roxbury, where trash and recycling is collected 2 times per week (Tuesday and Friday ), there will be the regular schedule with no delay

All other sections of the City delayed a day

*if you live in sections of Jamaica Plain that receive trash and recycling collection 1 time per week, collection is delayed a day 

Parking

In order to allow plows to do their job, after 6:00 p.m. cars park on major roadways will be towed. 

Minimizing the number of vehicles parked on our streets will allow snowplows to get to the curb and clear the snow.  In addition, drivers are asked to park with safety in mind and refrain from parking in any manner that will jeopardize public safety, including, within 20 feet from an intersection, more than a foot from the curb, at handicap ramps, crosswalks and fire hydrants.

The City of Boston is opening its municipal parking lots to neighborhood residents for long-term parking during the storm.  In addition, the Boston Transportation Department (BTD) has worked with private parking lot and garage owners in Boston to secure 15,500 free or discounted parking spaces for Boston Residents. Residents are asked to please remove vehicles from streets that are posted as "Snow Emergency" Arteries and park them in these alternate off-street locations.  


Public Libraries

All Boston Public Libraries to be closed on Monday, February 9.


Helping the Homeless

Boston Public Health Commission (BPHC) will continue to coordinate their city-wide network of emergency shelters, outreach providers, city agencies and first responders to assist the homeless during this impending storm. Shelters are kept open during the day for the safety and well being of our clients. Beginning Monday, the site at Southampton Street will also offer daytime hours. Throughout the storm, BPHC will encourage our guests to remain indoors in our shelter network for their safety.

Working with the Pine Street Outreach Team and Boston Healthcare for the Homeless, BPHC actively seeks out individuals and helps them find shelter during a cold snap, providing food, clothing, blankets, medical assistance to those in need.

All individuals seeking shelter should go to Central Intake, located at Woods Mullen Shelter - 794 Massachusetts Avenue in the South End at the corner of Melnea Cass Boulevard and Massachusetts Avenue.


Community Meetings
All community meetings for Monday have been canceled. 


City Workers

In the City of Boston, only emergency operations personnel will be required to report to work on Monday.

波士頓拉丁學校孔子課堂揭牌 人大附中藝術團表演助興

麻州大學波士頓分校孔子學院和波士頓拉丁學校合作的孔子課堂,昨(六)日趁著中國人民大學附屬中學藝術團抵波士頓,為“歡樂春節”巡演,舉行了揭牌儀式。
            麻州大學波士頓分校孔子學院孔子學院的孫柏鳳,劉成運指出,該院已在麻州各地和七所學校合作有孔子課堂,正陸續舉行掛牌儀式。
            波士頓拉丁學校的劉善理,楊明指出,該校從1985年就開始在課後班教中文,如今已有不下三百人學習中文。
            波士頓拉丁學校的歷史科主任Tom Kennelly,以及現代語主任Christine Keelley昨日和楊明代表該校,接受孔子課堂金光閃閃的牌匾。
            中國人民大學附屬中學書記兼副校長劉小惠在中國文化部對外文化聯絡辦公室副主任湯達生陪同下,率領了該校五十多名學生,十二名老師組成的訪美表演團,昨日在波士頓拉丁學校禮堂舉行的孔子課堂揭牌儀式後,表演了五個節目,既為揭牌儀式助陣,也把“歡樂春節”帶到麻州。
            湯達生指出,中國文化部早從2001年起,就辦有春節品牌,打造項目帶到世界各地表演,去過紐約,東京等許多城市。其後僑聯,僑辦也都開始舉辦春節表演活動。2009年,時任國務委員的劉延東把這些活動全都納入了“歡樂春節”這品牌。去年,文化部的春節聯歡去了三百多個城市,表演了一千多場。
            1995年就開始帶領人民大學附屬中學藝術團的劉小惠透露,人大附中藝術團是中國最頂尖的青少年藝術團,經常應邀出外訪演,麻州,波士頓,也來過不少次。這趟訪美,預計表演七場,先在新澤西州演出,昨日起在麻州演兩場,接著將轉往明尼蘇達州。
            人大附中藝術團昨日在波士頓拉丁學校表演了五個節目,包括弦樂四重奏,“一片太陽花”,“戰鼓行”,“士。風”,“七月火把節“等舞蹈。
            今晚,該團將在哈佛大學中國學生學者聯合會主辦,在波士頓市約翰漢考克街舉行的“常春藤盟校春節聯歡晚會”中,表演“少年志”舞蹈,“對弈”武術示範等兩個節目。
