供電合同競爭激烈 麻州居民在過去6年間損失5億餘元

            (Boston Orange 編譯) 麻州總檢察官辦公室公佈一份報告,稱供電商之間的激烈競爭,讓個別麻州居民在過去6年間共多交了52500萬元電費,通過總檢察官Andrea Campbell和麻州參議員Brendan Crighton,以及眾議員Frank Moran早前所提法案,顯得更形重要。

                這些個別麻州居民如果不換電力公司,就不必多交這麼多錢。

                麻州總檢察官辦公室估計,目前約有43萬個別麻州居民是向競爭供電業者購買電力,平均一年各損失231元,是該辦公室迄今所見最高額的年度平均損失。

                麻州總檢察官辦公室這報告發現的主要重點包括,在調查期間,麻州內的低收入客戶和競爭性供電商簽約的可能,比非低收入客戶高2倍,而且費率更高。假設一個月用電600千瓦小時,非低收入客戶平均每年損失222元,低收入客戶則損失254元。因為費率更高,低收入客戶在調查期間共損失2000萬元,持續損失的客戶不成比例的分散於麻州門戶城市中,低收入,以及有色人種聚居的區域號碼範圍內,包括春田市,屋斯特市,秋河市,以及羅爾市。

MASSACHUSETTS RESIDENTS LOST $525 MILLION THROUGH COMPETITIVE ELECTRIC SUPPLY CONTRACTS IN THE LAST SIX YEARS  

New Report Finds Consumers Continue to Lose Millions of Dollars from Contracts with Suppliers and That Consumers in Low-Income Communities, Communities of Color and Gateway Communities Are Disproportionately Harmed 

 

BOSTON– Today, Massachusetts Attorney General Andrea Joy Campbell released a report that found that in the last six years, individual residential customers who received their electric supply from competitive suppliers paid $525 million more on their electric bills than they would have paid if they stayed with their utility companies.

 

This is the fourth report from the AG’s Office that shows that residents who enroll with these companies continue to overpay for electric supply by tens of millions of dollars each year. Overall, the approximately 430,000 individual residential customers in the state who are currently enrolled with competitive suppliers on average lost $231 a year – the highest average annual loss reported by the AG’s Office to date. 

 

“This report once again sounds the alarm on competitive electric supply companies that pitch consumers on the idea of cheaper electricity bills, while they charge higher rates that drain millions from our communities,” said AG Campbell. “We know this injustice hits communities of color and low-income communities the hardest, and my office will continue to draw attention to these predatory actions and advocate for legislation that will protect our residents.” 

 

Today’s report highlights the urgent need to pass legislation that AG Campbell, Senator Brendan Crighton and Representative Frank Moran filed earlier this year that will ban these companies from signing up new individual residential customers in Massachusetts. 

 

Keyfindings in this report include: 

·                 Low-income customers in Massachusetts are nearly twice as likely to sign up with individual competitive electric suppliers and that they are also charged higher rates than non-low-income customers.  

·                 Assuming 600 kWh/month usage, an average non-low-income customer lost $222 per year while the average low-income customer lost $254 per year, during the study period. 

·                 Low-income customers collectively lost over $20 million on net in higher rates and monthly fees, during the study period   

·                 The continuation of consumer losses is disproportionately borne by residents in zip codes with a higher concentration of low-income and residents of color in many of the state’s Gateway Cities, including Springfield, Worcester, Fall River and Lowell.

This matter is being handled by Division Chief Nathan Forster, Deputy Division Chief Elizabeth Anderson, and all of AG Campbell’s Energy and Telecommunications Division. 

麻州政府4月份稅收比去年同期銳減22億元

                 (Boston Orange節譯) 麻州4 月份稅收和去年同期相比銳減22億元,使得麻州今年在比預期少7億多元的情況下營運,不過奚莉 (Healey) 政府認為,還不需要在開支方面做任何痛苦的緊急刪減。

                麻州議員及州政府預算相關人員早已預期經濟會趨緩,但在通常是麻州稅收最高的這4月份,今年出現的降幅,卻頗讓他們驚訝。稅收比他們預期的少了16億元。這也使得原本稅收超額的景象變得糟糕了。

                麻州在3月份的稅收結算,比原本預期的多86800萬元,但4月份的情況,卻讓麻州政府必須從一年前的盈餘中動用約17億元,來彌平任何可能的預算差距。

                麻州政府預算主管Matt Gorzkowicz表示,州政府已經預期未來幾年稅收會更比以前少。他不認為州政府會想有盈餘,以及某些以前幾年見到過的稅收。

                麻州政府最近這幾星期才通過了下一年度預算562億元,以及最終會讓州政府少收11億元的減稅法案。

                麻州參議會在未來數週內會制訂參議會版本預算,儘管奚莉政府上任時,提出減稅方向,但這新的稅收情況讓人對議員們是否還會制訂大幅減稅方案,有了疑問。

                州政府預算人員指出,4月份稅收陡降,有2個主要因素。一是州政府收到的資本利得稅比預期的少,而且有更多人以流通實體 (Pass-through entities)的身分納稅,領走了比州政府預期還多14億元的抵稅款。

                其他諸如銷售稅,餐飲稅,企業稅等都和預期的差不多。這讓州政府人員有信心,潛在的經濟衰退指數能夠挺住。

                Matt Gorzkowicz表示,4月份的稅收情況,並不會改變州政府認為可以承擔減稅10億元的看法,因為他們之前已經知道稅收會減少。

                不過這情況和過去幾年是相反的。麻州上個會季年度還有50億元盈餘,而且稅收強勁到州政府必須啟動人們熟知的一項1980年代法案,把州政府的稅收成長限制在總工資及薪資的成長幅度內。

                那最終導致州政府在去年秋天退稅30億元給民眾,那也導致州議員們決定製作減稅計劃。

             ( Boston Orange 周菊子波士頓報導) 紐英崙中華公所慶祝百週年的系列講座,第二場由波士頓本地書法家梅宇國主講「從王羲之及兒子書法看晉尚韻」,介紹中國最早的一部匯集各家書法墨跡法帖「淳化閣帖」,讓人們又重燃再認識中國書法衍變的熱情。

              梅宇國正好最近印發了一本「筆落驚風雨 (Wind and Rain at the Brush)」,特地放在現場展售,和也擺在會場桌上,他寫就的一幅千福圖書法長卷,互相輝映。

              這場講座是430日在中華公所會議廳舉行。紐英崙中華公所主席雷國輝,波士頓僑教中心主任潘昭榮等嘉賓陸續致詞後,梅宇國發給出席者一張寫有王羲家人,以及「淳化閣帖」的簡介,以及一張列出朝代與書法的關係,指出中國書法的衍生與變化,應從商周的甲骨文開始,歷經金文、石鼓文,小篆,隸書,楷書,行書,章草,小草,大草,狂草的說明。

              在這從公元前1600年的商周,到公元1911年的清朝期間,中國曾出現許許多多書法名家,但在公元265420的晉朝160年間出現的王羲之,卻是在書法上最為人稱道,享有書聖之譽的王羲之。

              在許多討論中國書法歷史的書籍中,有些人甚至從仰紹文化時期的象形文字談起,並指秦朝的「書同文,車同軌」,統一文字成為秦篆,又叫小篆,之後在西漢時,篆書衍變成隸書,在誕生草書,帶來書法史上的革命,還流行起碑碣,簡牘,也出現了書法理論,三國時期,再演變出楷書。

              王羲之和王獻之兩父子,是晉朝的大書法家。王羲之的「蘭亭序」被譽為「天下第一行草」,王獻之的「洛神賦」被人們形容為創出「破體」,以及「一筆書」。

             梅宇國特地為出席者整理出王羲之的家譜,讓人看到王羲之一家,不但他自己鑽研書法有成,他的妻子郗璿,也有書中筆仙之稱,七個兒子除早逝的長子,其餘皆有官職,王凝之和王獻之還都是書法家。

在「淳化閣帖」這本收集唐朝之前103位書家,420篇書帖,包括歷代蒂皇書帖的書中,更是竟然有一半篇幅給了王家,3卷王羲之,2卷王獻之。

              這天的講座,不但有紐英崙溯源公所主席鄺元傑出席,中華書法會共同會長池元山,紐英崙至德三德公所元老翁宇才,還有不少梅宇國在郊區的學生,以及曾經邀請他到勒星頓公共圖書館藝術會演講的策展人出席,中場休息時,還有人上前請梅宇國為新書簽名。

大波士頓商會會長James Rooney稱麻州不須因為稅收減少拉警報

           (Boston Orange 編譯)大波士頓商會會長兼執行長James E. Rooney 發出聲明稱,“雖然稅務局 4 月份的稅收報告顯示總收入沒有預期那麼高,但我們需要在更廣泛的歷史背景下考慮這些數字。

                            麻州因為之前幾年有巨大增長,所以仍然擁有充沛資金。  例如,截至 3 月,麻州的收入比基準高出約 10 億美元。 此外,當前的2023會計年度預算為 130 億美元,比2019會計年度預算高出30% 以上。那一年,麻州預算為 427 億美元,2023會計年度的預算卻是 563 億美元。 收入放緩應該把 560 億美元的預算規模考慮進去。 

                            在這種情況下,很明顯,鑑於麻州擁有豐富的資金和資源,收入放緩並不值得拉響警報”。

Regarding State Tax Revenues

“Although the Department of Revenue’s April tax report indicates that total collections are not as high as projected, we need to consider these numbers within the broader, historical context: the state still has ample funds because of the tremendous growth during previous years. For instance, through March, the state was about $1 billion above benchmark. Also, the current FY 23 budget is $13 billion, which is more than 30% greater than the FY19 budget. In FY 19, the state budget was $42.7 billion. The FY 23 budget is $56.3 billion. The slowdown in revenues should be considered in the context of the budget’s size, which is $56 billion. With this context, it is clear that a slowdown in revenues doesn’t warrant the sounding of an alarm given the state’s plentiful funds and resources,” said James E. Rooney, President & CEO of the Greater Boston Chamber of Commerce.


奚莉政府提案招標採購3600兆瓦離岸風電 規模大到歷來之最

     (Boston Orange 節譯) 麻州能源資源局(DOER)與電力分配公司(EDCs)向麻州公共設施局 (DPU)提交了一份草案招標書(RFP),一旦批准,將成為麻州歷來第4次,也是最大的一筆離岸風力招標案。

麻州政府稱這提案彰顯了奚莉政府對於在麻州持續打造蓬勃,可持續離岸風力,同時紓緩,縮小有害環境及社會經濟影響的努力

這招標草案邀廠商遞交高達3600兆瓦,可供採購的離岸風電發電量。這數量約等於麻州每年所需電量的25%,和之前採購的1600兆瓦相比,大幅增加。這將成為新英格蘭地區離岸風力發電的最大採購案。

麻州州長奚莉 (Maura Healey) 表示,這份招標草案向世界宣示了麻州全力支持離岸風電,要成為這一行業樞紐的決心,也是麻州對付費買電者的承諾,為麻州住家及企業追求所有的清潔能源。

                       採購團隊將彈性評估400兆瓦到2400兆瓦規模標案。招標截止日期是2024131日。這日期將容許廠商把聯邦政府預定將推出的許多抵稅優惠,更新設備補助款,以及區域性的合作夥伴都包括進競標書中

Healey-Driscoll Administration Files Historic Draft RFP for Massachusetts’ Fourth Offshore Wind Solicitation   

The RFP represents largest ever solicitation in New England at 3,600 MW, more than 25% of the state’s annual electricity demand 

BOSTON – The Massachusetts Department of Energy Resources (DOER) and the electric distribution companies (EDCs) jointly filed a draft Request for Proposals (RFP) with the Department of Public Utilities (DPU), which if approved, would represent the fourth and largest offshore wind solicitation to date. This filing demonstrates the Healey-Driscoll Administration’s continued commitment to building a robust and sustainable offshore wind industry for Massachusetts, while mitigating and minimizing detrimental environmental and socioeconomic impacts.   

If approved, the draft RFP will invite submittals for offshore wind generation to procure up to 3,600 MW, which represents 25 percent of the state’s annual electricity demand and a significant increase over the previous procurement, which sought approximately 1,600 MW of offshore wind. This would be the largest procurement for offshore wind energy generation ever in New England.   

“We are excited to announce the first offshore wind procurement of our administration – the biggest in our region’s history,” said Governor Maura Healey. “This draft RFP is a signal to the rest of the world that Massachusetts is all-in on offshore wind and ready to be the industry’s hub. Our proposal is also a commitment to Massachusetts ratepayers to chase after all clean energy for our homes and businesses.”  

“As Mayor of Salem, I helped position our port to support the growing offshore wind industry along our coastline. Now, we’re going big with our draft procurement to ramp up our procurement of offshore wind energy,” said Lieutenant Governor Kim Driscoll. “This RFP is the first step toward transforming how we power our communities across the state.”  

“This RFP was drafted to boost the offshore wind industry to ensure that Massachusetts ratepayers and businesses get the affordable, clean energy they deserve and that we drive economic development across our region,” said Energy and Environmental Affairs Secretary Rebecca Tepper. “The clean energy transition is about the people of Massachusetts. Aggressively procuring wind energy will deliver cleaner air, lower energy bills, and good-paying jobs.”  

“This RFP is crafted to capture the greatest benefit for Massachusetts’ ratepayers, communities, and businesses and to grow our blue energy economy,” said DOER Commissioner Elizabeth Mahony. “With this draft RFP, we are requiring projects include support for environmental justice populations and low-income ratepayers in the Commonwealth, and opportunities for diversity, equity, and inclusion.”

BOSTON - With the unprecedented development boom of the South Boston Waterfront over the last decade and more, Council President Ed Flynn, Councilor At-Large Michael Flaherty and the South Boston Elected Officials have advocated for several years on the critical need for more public infrastructure to accommodate this population expansion, including new public safety facilities. Last year, Council President Flynn and Councilor Flaherty successfully secured $13 million for the design and construction of a new EMS station, and this year, Mayor Wu’s Administration announced $4 million in the FY24 Capital Plan for the programming and design of a new Fire Station in the South Boston Waterfront.

Due to this rapid growth, Council President Flynn, Councilor Flaherty, and the South Boston Elected Officials have long called attention to the need for basic city services and public safety resources in the area - such as Police, Fire, EMS and a public library; however, the omission of public safety resources has become exacerbated by dozens of life science and other proposals in planning stages throughout the District. Moreover, concerns about the ability of first responders to reach an emergency in the area during rush hour traffic have persisted. Mayor Wu, then a member of the City Council, joined Council President Flynn and Councilor Flaherty on a hearing order regarding basic city services at the South Boston Waterfront.

“We have long said that our neighbors in Fort Point and the South Boston Waterfront deserve the same access to basic city services as any other neighborhood. We are proud that there will be $4 million in the FY24 Capital Plan for a new Firehouse in the South Boston Waterfront,” said Council President Flynn. “Thank you to Mayor Wu, the South Boston Elected Officials, and our neighbors for your advocacy over the last several years on this critical public safety issue.”

“With the influx of new residents and visitors to the South Boston Waterfront and Fort Point area, it was important to prioritize public safety with a new firehouse in order to provide the very best emergency services to the people of Boston,” said At-Large City Councilor Michael Flaherty.

波士頓 2 市議員訂5/10開社區會議討論狗隻出門需繫練議題

 Council President Flynn and Councilor Flaherty to Host Community Meeting regarding off-leash dogs at M Street Park next Wednesday, May 10, 2023

 BOSTON - Following an incident in April in which a four year old girl was bitten by an off-leash dog at Medal of Honor Park, or M Street Park, Council President Flynn and Councilor At-Large Michael Flaherty will be hosting a community meeting in South Boston on Thursday, May 10th at 6pm at M Street Park to address the issue of off-leash dogs. 

Boston Police C-6 Captain Joseph Boyle, Boston Animal Control Director Alexis Trzcinski, and officials from the Boston Parks Department will also be present at the community meeting. The South Boston community is invited to attend and share their experiences and concerns. The meeting will also discuss potential solutions and enforcement to this serious issue. 

“We all love our dogs and pets, but at the same time we have many families with young children who use the Medal of Honor Park. It is important for their safety, and the peace of mind of parents and neighbors, that dog owners and dog walkers please keep their dogs on a leash to prevent these incidents from happening,” said Council President Flynn. “We also have a dog park located nearby right down the hill on First Street at the Thomas J. Butler Park that was built for this exact purpose. I strongly encourage dog owners and walkers to be a good neighbor and utilize this park for both the enjoyment of their pets, as well as the safety of our residents and children.” 

“The safety of our residents and particularly our children is of the utmost importance and I implore dog owners to follow the leash law and utilize the dog park located on First Street.  Let’s start the conversation about the potential for another dog park or dog run in the neighborhood given the increasing necessity,” said Councilor At-Large Michael Flaherty.
