麻州州長Maura Healey參訪屋斯特 強調重視可負擔住宅房荒問題

              (Boston Orange 周菊子麻州綜合報導) 麻州州長奚莉 (Maura Healey) 和副州長Kim Driscoll,以及經濟發展廳廳長郝伊平 (Yvonne Hao) 36日聯袂參訪屋斯特 (Worcester)的「大街廣場 (Grand Street Commons) 」,藉以強調州政府知道麻州多需要更多可負擔住宅。

              「大街廣場」是把1960年以來就空置在那兒的大約9萬多平方英尺土地,建成48戶可負擔住宅,供年收入在麻州中位收入60%以下的民眾承租。

            主南社區發展公司(Main South Community Development Corporation)主任Steve Teasdale說,這48戶住宅開放辦理承租後,他們收到1700多份申請書,第一戶住家已於去年10月遷入,估計所有的房屋將於今年4月全部租出去。

              Steve Teasdale指出,屋斯特的經濟正在蓬勃發展,固然是好事,但是他們同時發現,市價趨向的土地發展,讓許多一輩子住在那兒的人負擔不起繼續住在那兒。這是每一個人都真正擔心的事。

              奚莉州長和 Kim Driscoll副州長都說,他們希望解決房荒的問題,所以一上任就宣佈,將指派一名房屋廳廳長,以期在麻州建造更多房屋,尤其是可負擔房屋。他們相信那會是驅動麻州經濟成長的因素之一。

              屋斯特市經理Eric BatistaTable Talk這家公司為例,指該公司在屋斯特市設立企業總部,就是為了讓所有員工都能走路,或是騎自行車,就可以去上班的那麼方便。

              房屋數量不足,房價及房租過高是許多人才選擇從麻州出走的原因之一。20229月的一份報導稱,在屋斯特市,即使是可負擔住宅的房屋租金,仍然要1161元到1990元之間,對年收入在46千元到62千元之間的個人來說,也並不便宜。

              房地產資訊公司Zumper最近公佈了最新的全國租金報告,波士頓市的平均租金之貴,排名全美第三,一睡房單位約2990元,二睡房單位約3380元。僅次於紐約的3550元及 4000元,舊金山的3000元及4000元。

              波士頓市的租金已下跌約1.6%。有統計數據稱,去年以前,麻州的平均租金為2500元,波士頓市為 3200元。也有2021年的數據顯示,波士頓市城中區的租金大約為3800 元,波士頓華埠也要3000元。

              這種一般人難以負擔的租金是波士頓市長最近力推租金管制的原因之一。波士頓市議會原本有一半市議員持不同意見,最近趨向支持,但多個房地產組織及房東組織紛紛發起反對行動,甚至訴諸法院。

麻州地鐵將召開3場公聽會討論修改公共參與計畫等第六章條款

                            Boston Orange 綜合報導)大波士頓商會36日發表聲明,稱該會研究了8個交通系統主管薪資,建議麻州州長奚莉 (Maura Healey)在聘請新任麻州地鐵總經理時,應考慮把年薪提高為45 萬到50萬元。

                                    甫辭職離任的麻州地鐵前任總經理Steve Poftak2022年時的年薪為,本薪339,144.92元加獎金78,585元。

                                    大波士頓商會(The Greater Boston Chamber of Commerce)在聲明中表示,該會從華府找了「主管獎勵諮詢(Executive Rewards Advisory)」這家公司,調查了華盛頓都會區交通局(Washington Metropolitan Area Transit Authority),芝加哥交通局(Chicago Transit Authority),新澤西交通局(SEPTA, New Jersey Transit),以及LACMTABARTMARTA和多倫多(Toronto)等交通局的相關資訊做比較後,認為以麻州地鐵的規模,系統複雜度,以及目前市場等情況來衡量,要吸引最好的人才,恐怕得給出具有競爭力的本薪45萬元到 50萬元一年的條件。

                                        該報告以曾任麻州地鐵總經理的Randy Clarke為例,指出他最近被聘為華盛頓都會區交通局執行長,本薪是485千元,外加10%的獎金。

                                                麻州地鐵目前約有員工6000多人,以202212月為依據,平均每週發車300萬次,比新冠病毒大流行之前少得多。早前的聯邦交通局(FTA)調查報告稱,麻州地鐵約需增聘2000名員工,才能安全運行。因此麻州地鐵面對嚴重的人力、安全、可靠性等挑戰。

The future of downtown and the entire Commonwealth hinge on the future of the MBTA. It cannot be overstated that we are at a critical turning point with our public transit system that impacts people, families, neighborhoods, and businesses every day. The oldest public transit system in the country desperately needs a General Manager with the transit expertise to lead and transform the complex operations, systems, and workforce. Securing that transit, operations, and management expert is a priority and will require compensation that meets the demands of the market and ensures that the Commonwealth is wisely investing in a role that will strengthen the MBTA.

 

The Greater Boston Chamber of Commerce retained Executive Rewards Advisory, a global, independent firm based in Washington, D.C., to analyze the compensation of executives at the largest, most extensive public transportation systems. The report found that we can expect the MBTA will need to offer the chosen General Manager candidate competitive base compensation in the range of $450,000 to $500,000, given the size and complexity of the MBTA as well as the current market for top talent.  The total compensation package will include additional traditional benefits such as health care coverage, retirement contributions, etc.

 

The report by Executive Rewards Advisory details the compensation of CEOs and General Managers at other large transit systems, including Washington Metropolitan Area Transit Authority, Chicago Transit Authority, SEPTA, New Jersey Transit, LACMTA, BART, MARTA, and Toronto Transit Commission. The Washington Metropolitan Area Transit Authority (WMATA) was the most recent, complex transit system to hire a new CEO: In June 2022, Randy Clarke, a former MBTA manager, was recruited as CEO of WMATA with a base salary of $485,000 salary and a 10% bonus.

 

Like the transit system in Washington D.C., the MBTA has a large workforce, services hundreds of thousands of riders from across the Commonwealth, and needs to overcome entrenched safety and reliability issues. As of December 2022, the MBTA’s average week of trips totaled more than 3 million, well below pre-Covid numbers, and the new GM will be challenged to grow this ridership at least in part to help mitigate ongoing local highway congestion. The MBTA employs more than 6,000 employees and needs more. In August 2022, federal investigators concluded that the MBTA might need to hire as many as 2,000 more workers to safely run trains, buses, and ferries at existing service levels.

This is a long-term investment in a role that will stabilize and transform our T, which is for the benefit of the people of Massachusetts,” said James E. The Chamber will continue to partner with Governor Healey, Secretary Fiandaca, and the new General Manager to drive impact in the operations, workforce, and performance of the T.”

昆士市向亞裔喊"回中國去"再開車撞人的男子被控聯邦仇恨罪

(Boston Orange 編譯) 去年12月在在昆士市華盛頓街上向亞裔叫囂回去中國,再開車把那名亞裔撞進水溝去的77歲男子,John Sullivan被控聯邦仇恨罪。

昆士地方法院起初以2項以危險武器攻擊毆打罪,1項違反民權罪,草率駕車,以及撞人導致受傷後離開現場等罪狀,起訴John Sullivan。今年33日,聯邦大陪審團起訴John Sullivan觸犯Shepard-Byrd預防仇恨犯罪法 (Shepard-Byrd Hate Crimes Prevention Act)

            諾福克郡 (Norfolk)地方檢察官Morrissey的辦公室表示,John Sullivan把受害者撞倒在車前蓋上,開行50英尺後在Foster街交界處停下來,等受害者從車前蓋下來後,又喊了一句回去中國,然後又開車把受害人撞進旁邊施工處的溝渠中去,再揚長而去。

駐麻州聯邦檢察官Rachael Rollins稱這種行為應受懲罰,還說仇恨犯罪在麻州沒有立足之地。

昆士市不分區市議員,曾任昆士市有史以來首名亞裔、華裔市議會議長的梁秀婷 (Nina Liang)感謝聯邦檢察官以此罪名起訴,並強調她希望這種事情不會再發生。

這事件發生前不久,昆士市才發生一宗1明年逾60亞裔婦女在Wollaston地鐵站附近被綁架、強姦案。昆士市地方官員及民選議員也特地為居民們舉辦會議,列出仇恨犯罪受害者可以求援的資源。

Shepard-Byrd預防仇恨犯罪法訂於2009年,緣起於Matthew ShepardJames Byrd Jr.2人的遭遇。Matthew Shepard是一名大學生,因為性取向,被人暴打後丟棄死亡。James Byrd Jr.則是一名非洲裔美國人在德州被一輛皮卡車拖曳致死。

違反這聯邦法令是嚴重罪刑,最高可判入獄10年。

五年前昆士市華裔女子殺嬰案 3月6日開審

                 (Boston Orange 編譯) 5年前發生在昆士市 (Quincy),一名華裔女子打死11個月大姪女的案件,將於36日在諾福克郡高等法院開審。

                      當年27歲的涉案女子徐淑鳳(譯音,Shu Feng Hsu)被控謀殺罪後,從201811月起入獄至今。

                            事件發生於2018215日。和共8人一起住在昆士市華樂斯頓 (Wollaston)Sewall34號的徐淑鳳,當時和11個月大的陳欣宜 (譯音,Chloe Chen)單獨在家。大約下午4點半時,徐淑鳳撥打911電話,說小孩癱軟,無反應。救護車趕來把陳欣宜送到波士頓醫療中心 (BMC),兩天後陳欣宜死亡。

                            2018322日時,檢察官在昆士市地方法院指控徐淑鳳的罪名,起初只是嚴重傷害、毆打幼童。在法醫決定陳欣宜的死因為頭部受鈍器打擊,腦傷、流血後,控罪升級為謀殺。20191月,諾福克郡 (Norfolk)大陪審團正式起訴徐淑鳳。

                            根據警方說法,他們檢視了案發地點房屋內,幾個監控攝影機的共約100小時錄像,但其中沒有徐淑鳳和嬰兒單獨待在房間裡那2個小時的錄像。

                            警方從嬰兒房附近攝像機取得的錄音,聽到許多哭聲。警察說大約在下午425分時,有成人進入該房間,攝像機擷取到很獨特的撞擊聲,那是在其他小時的錄像中都沒有的聲音。

                    州警 Yuriy Bukhenik在他寫的報告中說,大約2秒鐘後,從大樓結構傳出來第2次撞擊聲,接著每幾秒就有一次的大約有10幾次撞擊聲。在最後一次撞擊聲後的大約13秒,哭聲停止了。

麻州州長奚莉3月2日出席大波士頓商會政府事務早餐會 重申與企業界合作 打造麻州競爭力

              (Boston Orange 周菊子波士頓綜合報導) 麻州州長奚莉 (Maura Healey) 31日正式遞出2024會計年度麻州州長版預算案後,2日早上出席大波士頓商會的政府事務早餐會,向大約700名出席者簡報,這份預算案包括教育撥款,人力培訓,利得稅降低等,要留住家庭與人才,也照顧到了企業界。

              早前有人口統計數據顯示,自從新冠病毒疫情發生,企業經營方式轉向居家辦公,或混合式辦公後,麻州人口減少了大約10萬。奚莉州長2日在大波士頓商會的早餐會上說,雖然她以前從來沒當過啦啦隊隊長,但現在她理所當然地要為麻州加油,要想方設法來增加麻州競爭力,不希望人們搬到加州、佛羅里德州或北卡羅萊納州等的其他地方去。

              奚莉在假衛斯汀柯普利酒店 (Westin Copley Place hotel)舉行的這早餐會中,綜述了她的預算案概要,並以31日在邦克丘社區學院宣佈25歲以上州民,上社區學院免費的計畫時,以1名上有母親,下有3名子女的母親,耗時20年終於取得社區學院學位,以及1名來自哥倫比亞移民來時舉目無親的女子,因為社區學院,終能改善生活的故事,強調州政府這份預算照顧到人民求學、居住等各方面的可負擔性,改善人力前景,進而推動經濟發展。

              奚莉重申了她打算把麻州的短期利得稅,從現有的12%降至5%,把繳納遺產稅的下限,從100萬元提升到300萬元,加強人力培訓等預算案設計。她的論調和她一月份時出席麻州相關產業協會 (AIM)差不多,都是既要照顧地方市鎮,也關切企業與人民,要全方位的提升麻州競爭力。

              波士頓環球報指出,麻州高科技協會會長Chris Anderson表示,希望遺產稅減免可以比奚莉州長提議得更高,直接幫助雇主的減稅,例如研發抵稅減免等,也可以有更高額度。

              大波士頓商會會長Jim Rooney這天在會長和奚莉州長現場對談時,稱許奚莉州長上任以來,讓企業界更容易接觸到內閣首長們,但他在會前、會後,以及私下和奚莉州長晤談時,仍然力圖為企業界爭取減免,包括讓那些因為出售企業,或是住宅,而成為一次性的百萬富翁們,得以豁免於繳交資本利得稅,也避免受到新通過的「百萬富翁稅」的衝擊。

              奚莉州長提出的預算案,絕大多數都受人歡迎,但難免出現幾家歡樂幾家愁,無法滿足每一個人的現象。麻州參眾議員中曾有人指出,奚莉州長曾揚言要幫助麻州地鐵 (MBTA)增聘1000名員工,以紓緩人力不足,導致服務無法到位的情況,但他們好奇,麻州州長要從哪兒找到這筆錢來幫助麻州地鐵。

              (Boston Orange 周菊子波士頓綜合報導) 麻州州長奚莉 (Maura Healey) 31日早上到邦克丘 (Bunker Hill) 社區學院,向15所社區學院校長等相關人士宣佈,將撥款2000萬元,推出「麻州重新連接 (Mass Reconnect) 」計畫,讓州內所有25歲以上居民免費上社區學院。

             奚莉州長率同副州長Kim Driscoll,教育廳廳長 Patrick Tutwiler,勞工及人力發展廳廳長Lauren E. Jones、經濟廳廳長郝伊平 (Yvonne Hao) 等部門內閣首長出席。她表示,邀請一眾廳長聯袂出席,旨在強調,她們是一個團隊,一起為州民服務。

                在宣佈會中,奚莉還匯報了相關預算項目,包括提早上大專院校及創新途徑,社區學院的SUCCESS基金,醫療護理工作人員培訓,AFL-CIO人力發展,職業技術學院 ,以及登記的學徒計畫等。奚莉州長,州政府內閣首長們還和校長們在宣佈會結束後,圍桌開會半個多小時,交換意見。

「麻州重新連接 (Mass Reconnect) 」是奚莉政府新推出的計畫,預算2000萬元,估計一年內可支持大約1500人進社區學院,修讀學位或取得專業證書,進而改變人生。

                    奚莉州長指出,截至20207月,麻州內有將近70萬居民持有一些大專院校學分,但沒有學位。這些人的年紀大都25歲以上,當年因為各種因素,沒有進一步完成學業,但在「麻州重新連接」的幫助下,她們將完全不需擔心學費,雜費、書籍及其他用品費用上的財務負擔,進一步深造,取得諸如醫療護理、工程、先進製造或科技等領域的知識與技能,迎向更好的生活。

                    奚莉州長說明的其他相關計畫,還包括將撥款1800萬元給社區學院的「社區學院成功基金 (Community College SUCCESS fund)」,用於支持低收入家庭學生、第一代移民,少數族裔,以及殘障或同性戀等學生;1790萬元支持「職業技能學院」;比2023會計年度增加400萬元的撥款500萬元給登記學徒計畫;115萬元培訓醫療護理工作人員,以及AFL-CIO的人力發展計畫;1620萬元給「青年工作 (Youthworks)」,資助為1425歲瀕臨危險青少年辦理的暑期工作,以及人力發展訓練等。「青年工作」預期可為3600名青少年在暑假及學年間提供就業機會。

                       在麻州的15所社區學院中,邦克丘社區學院是其中最大的一所,在麻州各地共7個地點服務。校長余慕潔 (Pam Eddinger)表示,若包括部分時間上課的學生在內,該校共有學生16000多人。他們除了位於查理士城(Charlestown)的校本部之外,在波士頓華埠社區中心 (BCNC)麾下的包氏文藝中心 ( Pao Arts Center)也開班授課。

余慕潔稱許奚莉州長的魄力與遠見,看到很多州民有機會經由教育、培訓,得到更好的工作與未來,企業也可因而得到更多適用人才。她相信這只是起步,在結合教育與社會上,奚莉州長會和教育界、商界有更多合作。

                 余慕潔指出,在波士頓華埠,以及整個麻州,有不少年輕亞裔,礙於生活壓力,投身餐飲業最基層工作,希望他們都知道麻州將有「麻州重新連接」這樣的計畫,讓他們可以在沒有經濟壓力下深造,努力爭取更好的未來。 (更新版)

Ahead of FY24 Budget Filing, Governor Healey and Lieutenant Governor Driscoll Announce MassReconnect, Workforce Development Investments 

 

CHARLESTOWN – Governor Maura T. Healey and Lieutenant Governor Kimberley Driscoll announced that their Fiscal Year 2024 (FY24) budget will include funding to create the MassReconnect program, which will cover the cost of community college for all Massachusetts resident aged 25 or older without an equivalent credential. The budget’s funding, announced at Bunker Hill Community College today, also includes several other investments in education and workforce development programs, such as Early College and Innovation Pathways, the Community College SUCCESS fund, the Healthcare Worker Training and AFL-CIO Workforce Development programs, Career Technical Institutes and Registered Apprenticeship Programs. 
 

“Workforce shortages have impacted nearly all sectors of our economy, but we have an incredible opportunity before us to train the next generation of workers and increase opportunities for all,” said Governor Healey. “The MassReconnect program, as well as the other investments in education and workforce development that we call for in our budget, will be transformative for hundreds of thousands of our residents. More students than ever before will be able to advance or complete their educations and set themselves up for a successful career in in-demand industries like health care, engineering, advanced manufacturing and tech.” 
 

“Our administration is committed to providing more equitable education and career pathways, which will expand opportunity for all and strengthen our economy,” said Lieutenant Governor Driscoll. “Community colleges, vocational and technical schools, apprenticeship programs and early college all provide meaningful opportunities for students to prepare for their future careers and set themselves up for success. We’re excited to launch MassReconnect and increase investments in many of the proven programs that are already serving our residents so well.”   

 

The budget (H. 1) will be filed on Wednesday afternoon and includes $20 million for the creation of MassReconnect, a new program that will support Massachusetts residents who are 25 years old and older and who have not yet earned a college degree or industry credential. It would offer students last-dollar financial support to cover the cost of tuition, fees, books and supplies as well as provide funding for career and wraparound support services to encourage retention and degree-completion. 

 

The MassReconnect program would give more than 1.8 million residents who have a high school diploma or equivalency, many of whom are students of color, the financial flexibility to consider advancing their education without having to worry about incurring unaffordable debt. It can also help bring back students who have received some college credit but did not finish their degree. As of July 2020, nearly 696,000 Massachusetts residents had some college credit but no degree – the majority of whom are over 25. 

 

H.1 proposes $46.9 million for Early College and Innovation Pathways, a $14.4 million expansion over FY23. This investment will expand opportunities for high school students across the Commonwealth to explore college and career pathways before graduating high school. The Early College program under this budget would provide approximately 18,122 students in the 2023-2024 school year the opportunity to earn up to 12 college credits before graduating, and the Innovation Pathways will enroll approximately 10,194 students in coursework across priority industries including IT, engineering, healthcare, life sciences and advanced manufacturing.  

 

H.1 makes a number of other investments in education and workforce development programs that will help more students access the skills they need to get a job in today’s economy. These include: 
 

· $18 million, an increase of $4 million, for the Community College SUCCESS fund, which awards grants to community colleges to provide wraparound supports and services to improve outcomes for their most vulnerable populations, such as low-income, first-generation, minority, and disabled students and LGBTQ+ students. 

· $17.9 million to support Career Technical Institutes, which help close skills training gaps by expanding access to vocational education. 

· $5 million for Registered Apprenticeship Programs, quadrupling the investment to continue thousands of placements for registered apprentices in fiscal year 2024, building on the Governor’s proposed expansion of the apprenticeship tax credit. This is a $4 million increase from FY23. 

· $1.15 million for the Healthcare Worker Training and AFL-CIO Workforce Development programs. 

· $16.2 million for Youthworks, subsidizing wages for summer jobs for at-risk youth and facilitating career development for 14- to 25-year-olds to reduce juvenile delinquency and young adult homelessness. At this level, Youthworks anticipates connecting approximately 3,600 youth with employment during the summer and school year.
