楊安澤參選美國總統再訪波士頓 已8萬人捐款,募資170萬元

            (Boston Orange 周菊子波士頓報導) 2020美國總統選舉中唯一的華裔候選人楊安澤(Andrew Yang),昨晚(410)來到波士頓,啟動人道優先之旅(Humanity First Tour)”,吸引逾千名支持者圍聚在波士頓廣場樂隊舞台前,聽他闡述美國面對經濟轉型,必須採取行動,每月發一千元的普遍基本收入(UBI)”理念,是為使人們獲得真正的自由,不必為生活俯首。
            楊安澤告訴支持者,川普會當選美國總統,是因為我們有嚴重問題,要解決,必須找人取代川普,並著眼未來,盡快加速社會及經濟的發展。他以押韻式語句表示,他就是這個人,因為川普的反面就是一個懂數學的亞裔。他呼籲有心了解他的政策,理念的人,414日看CNN的美國總統候選人訪談。

            楊安澤的人道優先之旅,始於2018118日,從底特律出發,一路走過芝加哥,新罕布夏,克利夫蘭,匹茲堡,巴爾的摩等城市,2019年的410日,來到波士頓。

            楊安澤顯然很高興有那麼多人出現,坦言二年前,甚至兩個月前,都還有很多人沒聽過他,但為參選,他一直都在路上,已經努力了一年多,如今網路估計他贏得民主黨提名參選機率的排名,已跳升到第五了。他籌募的競選經費,總額也已破百萬元,平均的每人捐款額,不到18元,比桑德斯(Bernie Sanders)還小。

            根據OpenSecret.com四月份的報導,總統參選人的籌款數額,目前已佛蒙特州獨立無黨派的桑德斯(Bernie Sanders)最高,有525000人捐1820萬元,麻州民主黨籍的華倫(Elizabeth Warren)排名第五,有來自135000人捐600萬元,紐約企業家楊安澤排第八,有8萬多人捐170萬元。

楊安澤闡述他自己原本是個企業家,但是看到許多在華爾街,諮詢或高科技公司等高大上企業工作的年輕人並不快樂,於是在2011年創辦了為美國創業 (Venture for America),希望給年輕人機會,到底特律,克利夫蘭,聖路易,巴爾的摩等地方去創業,做點很酷的事。Netflix上有部紀錄片"創業世代(Generation of Startup)”,就是跟蹤6名他那組織的年輕創業家一年半拍的,在全美各地創造了幾千個就業機會。楊安澤也因此獲得奧巴馬政府獎勵。

楊安澤表示,很多人探討過,川普,一個真人秀(reality show)的主持人為什麼會當選美國總統,有很多原因,但是沒人提到的一個根本原因是400萬美國人因為自動化而失業,包括俄亥俄州,賓州,威斯康辛州,密蘇里州等這些川普必須贏,才能當總統的州,而川普在這些州也真的贏得選票。

楊安澤認為,在高科技業工作的人都知道,科技發展的結果,會使得零售業,接電話中心(call center),快餐,卡車司機等這些行業的工作機會,都將大幅縮減。近年還有許多零售店面因為無法和亞馬遜競爭,相繼關門,原本和人們比鄰而居的小店家,都成了空店面。他說,在未來四年內,大概會有30%的購物商場會關門,到時許多在零售業打工,賺取10元,11元時薪的人該怎麼辦? 接電話中心和卡車司機面對的情況類似。
楊安澤說,這是美國正在面對經濟轉型出現的狀況,但是國家卻不知道怎麼因應,於是怪罪移民。
楊安澤的參選美國總統之舉,經由他持續努力,顯然開始受到矚目。不只是美國的年輕人,很多華人即使認為他沒有機會,仍願意支持,包括華府,紐約,西雅圖等地,都有人設立了微信群組,幫楊安澤宣傳。

麻州地區目前已成立了楊幫(Yang Gang)”,有Christine Donohue等人統籌,在劍橋市的麻省理工學院教室內,也有定期聚會。

Governor Baker Files Legislation Authorizing $1.1 Billion to Improve Information Technology, Public Safety Infrastructure
Bill supports capital projects to support municipal grants, improve cybersecurity
and public safety

BOSTON — Governor Charlie Baker today filed legislation authorizing more than $1.1 billion in capital funding for public safety and information technology investments, including programs to strengthen police and fire infrastructure and enhance the security of the Commonwealth’s IT assets. The bill also includes authorization for other capital investments designed to improve the delivery of state and local services.

“It is critically important that the Commonwealth make these capital investments to strengthen defenses against cyber threats and continue modernizing and securing our digital assets,” said Governor Charlie Baker. “This bill will also help us to partner with local agencies and provide additional capital support to better serve the residents of Massachusetts.”

The majority of the proposed authorizations in the bill, $600 million, would support IT infrastructure needs throughout the Commonwealth, strengthening cybersecurity and improving how state agencies serve their constituents.

The bill authorizes $137.5 million for public safety, including $82.5 million to replace and modernize State Police cruisers. The bill authorizes $35 million for the Department of Fire Services, including $10 million to establish a new fire training facility in southeastern Massachusetts, and $20 million in capital funding for the Department of Correction and other public safety agencies.

The bill also authorizes $390 million to support other capital programs, including grants to cities and towns to encourage housing production, as well as funding for library construction, technology upgrades and accessibility improvements. The authorizations include $30 million for a municipal IT grant program to assist communities with modernizing their technology systems so that they may deliver services to their residents more efficiently.

“Supporting cities and towns is a top priority for our administration and we have seen first-hand the impact that these IT investments have at the local level,” said Lt. Governor Karyn Polito. “In addition to important IT projects, this bill will enable our local partners to make investments in their infrastructure, including improving access to municipal buildings for persons with disabilities and providing new training capacity for firefighters.”

As it considers IT capital investments, the Executive Office of Technology Services and Security, elevated to the cabinet level in 2017, is prioritizing projects that are reliable over the long term and deliver maximum benefit for the residents they serve. The $600 million in authorization for IT infrastructure will help fortify the Commonwealth’s defenses against cyber attacks, advance strategic IT initiatives, modernize digital and telecommunications infrastructure and improve the user experience for residents interacting with state government, including for services related to health care, housing, education, employment assistance, public safety and emergency management, transportation and the environment.

“All residents of the Commonwealth benefit when the underlying technology systems that power state government function smoothly and efficiently,” said Secretary of Technology Services and Security Curt Wood. “Continued support of the Baker-Polito Administration’s approach to capital investment will strengthen protections against cybersecurity threats and improve access to and delivery of services to the people of the Commonwealth in an increasingly digital world.”

“Governor Baker’s proposal will help us modernize and replace the State Police’s fleet of cruisers,” said Secretary of Public Safety and Security Thomas Turco. “This proposal would also significantly increase our ability to train firefighter recruits by reducing wait times to join a class and provide a much more convenient location for recruits in southeastern Massachusetts.”

“The Baker-Polito Administration’s consistent approach to capital investment balances the need to modernize our infrastructure with our commitment to fiscal responsibility and investing for the long term,” said Secretary of Administration and Finance Michael J. Heffernan. “This legislation will help pave the way for more secure and user-friendly IT systems, both for employees and the public, and will allow us to continue providing strong capital support to our municipal partners.”

Authorizations in the bill include:

Information Technology
·         $195 million for improved constituent services, including systems related to health care, housing, education, employment assistance, public safety and emergency management, transportation and energy and environment
·         $165 million for strategic initiatives related to the efficiency of state IT resources, including new Human Resources and Financial Systems, and background records checking
·         $135 million for upgrades to cybersecurity for the Commonwealth’s digital assets, including a new Security Operations Center, vulnerability testing of state IT infrastructure and Commonwealth-wide IT systems, and enhancement of access security for state systems
·         $105 million for modernization of the Commonwealth’s digital and telecommunications infrastructure

Public Safety
·         $82.5 million for the State Police to modernize and replace cruisers
·         $35 million for the Department of Fire Services, including:
o   $25 million for a new firefighter safety grant program for municipalities to fund equipment including turnout gear and washers/extractors to ensure proper cleaning of gear
o   $10 million for capital improvements for the new proposed Southeastern fire training facility in Bridgewater to reduce a training backlog and provide a more convenient training option for departments in the southeastern part of the state. (The Administration’s FY20 budget proposal includes $3.2 M in funding for operating costs for this facility.)
·         $20 million in capital funding for the Department of Correction and other public safety agencies

Other capital investments
·         $100 million for the Library Construction Grant program
•      $30 million for a municipal IT grant program
·         $20 million for grants to equip municipal buildings with fiber-optic technology
·         $25 million for Housing Choice grants to spur development of new housing
·         $10 million for the Massachusetts Office on Disability’s Municipal ADA grant program, which supports capital improvements dedicated to improving access for persons with disabilities in cities and towns throughout the Commonwealth
·         $5 million for grants to school districts to upgrade their Internet and WiFi resources

BOSTON – Today, Governor Charlie Baker signed an Executive Order Reaffirming and Reconstituting the Governor’s Council to Address Sexual Assault and Domestic Violence. Lt. Governor Karyn Polito announced the Executive Order and the 2019 Action Plan at a meeting of the Governor’s Council to Address Sexual Assault and Domestic Violence. April is Sexual Assault Awareness Month.

“I thank the Council and Lt. Governor Polito for their dedication to continue working together to end domestic violence and sexual assault here in the Commonwealth,” said Governor Charlie Baker. “I am confident that the addition of the Transportation and Veterans’ Services secretariats will bring valuable voices to the conversation surrounding both prevention and assisting survivors.”

“I am proud of the progress the Council has made over the last four years, from providing law enforcement with important tools, to the kickoff of our Public Awareness Campaign that will educate the Commonwealth’s most vulnerable,”said Lt. Governor Karyn Polito. “I am pleased to announce our 2019-2020 Action Plan and look forward to working with my colleagues on the Council to keep all residents of Massachusetts safe.”

This new Executive Order builds upon the Council’s accomplishments of the last four years and will serve as the roadmap of the Council for the second term of the Baker-Polito Administration with several structural and procedural changes to more effectively support the Council’s mission.
·       Establishes the Secretary of Transportation as a member of the Council to serve as a resource with the Massachusetts Department of Transportation to aide in the Commonwealth’s human trafficking efforts.
·       Establishes the Secretary of Veterans’ Services as a member of the Council to lead on several new initiatives generated from the Veterans, Military, and Families subcommittee.
·       Increases membership to bring additional subject matter expertise to the Council and expands the Council’s regional representation.

The executive order identifies key priorities for the next two years. The Council will focus on assessment and response; human trafficking; prevention and education; military, veterans and families; housing stability; and self-sufficiency. A report will be submitted to the Governor at the end of each two-year cycle.

Lt. Governor Polito also announced the Council’s 2019-2020 Action Plan which includes:

Public Awareness Campaign:
·       Small panel of experts to work with a vender to assist in developing acampaign; identify the audience and resources for support; & assist in monitoring the quality of the project

Response and Assessment:
·       Coordinate attendance for Regional Chief's Meetings across Massachusetts to discuss DV Toolkit
·       Coordinate and establish distribution process of  guidelines/best practices for domestic violence high risk teams
·       Explore and identify opportunities to expand safety nets for victims and perpetrator accountability

Housing Stability and Self Sufficiency:
·       Explore and provide recommended safety nets for victims’ housing protections.
·       Increase collaboration between SA/DV and shelter/housing systems and subsidized housing models to promote existing best practice solutions and expand housing options

Human Trafficking:
·       Continue to work towards expanding Child Sexual Exploitation training/policy/practice to DYS, DCF and DMH
·       Identify opportunities for increased collaboration between the High Risk Victims Unit (HRVU) of the Massachusetts State Police and District Attorney's Offices
·       Research the strategies/best practices associated with the identification, safe recovery and ongoing supports of child victims.

Prevention and Education:
·       Complete “Skills Chart” across educational sectors and identify opportunities for adoption and implementation
·       Identify opportunities to support launch and sustainability of consistent messaging for the Statewide Public Awareness Campaign

Veteran/Military Families:
·       Collaborate with OVC TTAC in creating best practice  military-civilian SA/DV Tools
·       Explore and identify opportunities to expand Military & Civilian response training/ policy/ practice to DPH, DCF, and Veteran Services

Governor Baker signed Executive Order 563 on April 27, 2015, which re-launched the Governor’s Council to Address Sexual Assault and Domestic Violence and elevated the Council to the Governor’s Office. Over the last four years, with Lt. Governor Karyn Polito as Chair, the Council has successfully worked to support effective implementation of key provisions of Chapter 260: An Act Relative to Domestic Violence and advanced other important initiatives, such as in undertaking a 2018 Action Plan to address five priority areas: Assessment and Response; Child Trafficking; Military, Veterans, and Families; Housing Stability and Self-Sufficiency; and Prevention and Education.
