                  (Boston Orange 周菊子麻州報導)紐英倫客家鄉親會9月14日在波士頓僑教中心會只舉辦講座，談「遺產規劃」、「2026 Medicare 老人醫療費用與政策更新」，吸引六、七十人聆聽。

                  紐英倫客家鄉親會會長宋玉琴指出，近年越來越多鄉親關心這2議題，該會特地邀大波士頓地區知名華裔律師胡美惠，以及有15年以上金融服務經驗的保險理財專員陳愛蓮做重點報告。

                  胡美惠指出，財產規劃通常發生在一個人年滿18歲，結婚，生子，父母年邁、死亡，搬至新的州，累積了財富，自己有年齡，健康狀況，或者是考慮自己家族傳承的時候。

                  胡美惠給出幾大提示，一是避免子女上法庭，要未雨綢繆，辦好授權書（Power of Attorney），健康代理人（Health Care Proxy），以及預立指示（Advance Directive）這幾份重要文件，為個人喪失能力（incapacit）預做準備。二是挑選一名監護人，避免發生事故，個人資產全得交由遺產法庭來決定的下場。三是要了解流程，明白哪些資產會經由遺產認證法庭來處理，四是善用信託，例如可撤銷的信託，該怎麼存錢進信託，了解聯邦及州政府的遺產稅，婚姻扣減額等。

                  陳愛蓮的講解，先解釋醫療護理（Medicare）是聯邦政府為年滿65歲以上人士，以及65歲以下特定殘疾人士制定的醫療保險。醫療護理的A部分和Ｂ部分，保險公司只只支付80%的醫療費用，其餘的20%費用得買醫療補充顯來支付，Ｄ部分則是處方藥保險。Ｃ部分又稱為醫療優勢計劃（Medicare Advantage），由私人保險公司提供，涵蓋ＡＢＤ部分的醫療保險，還可能額外包括聽力，勢力，牙科等醫療保險。

                  這天除了該會前會長林岱，前副會長畢儒宗，榮譽理事周健夫等人，提出在臺灣和美國都有資產，該怎麼規劃等許多問題之外，這講題還吸引了很多新面孔出席活動。

            (Boston Orange周菊子麻州報導) 新英格蘭大波士頓臺灣商會（TCCNE）日前假波士頓僑教中心會址召開本年度第2次理事會，宣佈新增賴怡音為副會長，該會秘書長高名震兼任青商會會長，派代表出席台美投資博覽會，明年改選會長開放提名。

            TCCNE會長王志維在會中回顧了該會今年上半年舉辦過的活動，也和十餘名線上，線下出席理事討論未來計劃。

在今年的3月7月間，TCCNE舉辦過副會長蔡高進主持的保齡球賽，副會長彭聲翔，秘書長高名震分享創業經驗的小型座談會，從台灣邀請外貿協會講師楊富翔講談「如何使用LinkedIn做行銷及發掘潛在客戶」，請翁逸虹談「藉企業退休計劃管理稅務及退休」，曾雅怡講談「教育基金規劃與資產傳承策略、美國稅務規劃與退休準備」，還和波士頓急難救助協會合辦過基礎急救知識，心理諮詢講座，和波克萊台商會，紐英崙中華專業人員協會合辦了一場匹克球/野餐活動。

未來的幾個月，TCCNE將與青商會合作辦創業講座，邀靳嚴博和蕭育舜這2位創業家分享經驗，和波克萊台灣商會等組織合作，為招聘人才的鴻海集團和尋求發展機會的學生，年輕人搭起橋樑。

該會副會長彭聲翔也報告，該會將於9月底在台灣舉行的台美投資博覽會中擺攤位，有4名理事會出席駐守攤位，介紹TCCNE可在波士頓為台美投資搭橋出力。                

波士頓急難救助會講座教人防詐騙 分享故事有人曾損失台幣千萬元

  （Boston Orange 周菊子麻州報導）波士頓地區僑界急難救助協會9月13日早上在僑教中心舉辦講座，邀2名牛頓市警察講談「如何判斷及防止被詐騙」，請出席者分享朋友受害經驗。僑教中心主任高家富指出，近年來全世界詐騙氾濫，這課題的確十分重要。

        波士頓地區僑界急難救助協會會長林麗珠邀得曾在麻州輔助生活協會年會主講「人工智慧詐騙」的牛頓市社區外展警員Justin Lau和Eric Rosenbaum來分享。

        他們指出，老年人一般累積有資產，退休儲蓄，又因年紀大，生活和社會脫節，想有人陪伴，常記不住事，被騙還不太願意報案，常是詐騙犯最愛對象。

       人們已熟知的詐騙，有假稱中大獎，孫輩有危險，欠稅要罰，維修承包商不請自來，暴利投資邀約，殺豬盤等等。

         林麗珠會長也為與會眾人整理出社會中現有使用生成式 AI 技術，應用程式，冒用身份，提供就業機會，隱藏二維碼(QR Code)，轉移Sim卡資料等不同詐騙形式，提醒大家注意。

         Justin Lau和Eric Rosenbaum描述了他們提及的各種詐騙手法後，提醒人們，有些騙子還很有耐心，甚至花幾個月時間，來騙取受害人信任。而防止受騙，首要之道是鎮靜，找家人朋友商量，查察收到的資訊，千萬不要貿然寄或匯錢出去。

他們也提醒人們，譬如繳保釋金，警方通常要求繳納者親自到警局留下個資，國稅局（IRS）絕對不會打電話來催繳欠稅，或者威脅要報警抓人。接到這種電話，可以打電話到800-829-1040舉報，或者直接撥打國稅局的求助熱線查詢。

            在預防詐騙電話上，要別信任來電顯示（Caller ID），一旦接聽，立即掛斷，千萬別按任何按鈕，決不給出任何財務資料。使用電腦時，千萬別點開任何鏈接。

            會末，林麗珠會長和曾任波克萊台灣商會會長的劉秀春，徐小玲都分享了自己身邊朋友遭遇詐騙的真人真事，其中還有人被騙走逾千萬元台幣，退休金蕩然無存，讓人唏噓不已，感嘆真的要很小心。

Thousands of Massachusetts Democrats Focus on Future at State Convention

 Governor Maura Healey Points to How Massachusetts Leads the Nation as Delegates Adopt Party Platform 

 

SPRINGFIELD, MA - Democrats from across Massachusetts gathered in Springfield Saturday for the state Party’s convention, adopting a new party Platform to drive election results locally and beyond over the coming years. More than 3,500 delegates in attendance heard from local, state, and federal elected officials including Governor Maura Healey, Senator Ed Markey, Attorney General Andrea Campbell, and Congressman Richard Neal. 

 

“Today Democrats from every corner of Massachusetts heard a rallying call from our Party leaders and there is no doubt they are fired up,” said Massachusetts Democratic Party Chair Steve Kerrigan. “As we head into an election year where Governor Healey and Senator Markey will be on the ballot, we have a record of success to point to. From making Massachusetts more affordable for everyone to standing up to Donald Trump, the Governor and Senator have shown they are the right leaders for this moment.”

 

In addition to hearing from elected officials, delegates to the convention - the majority of whom are elected by their city or town ward committees - voted to adopt a new state Party platform that will drive the Party’s agenda moving forward. The adopted platform includes several amendments that highlight specific areas of importance to the Party’s State Committee, including advocating for state house employees to unionize and for LGBTQ+ rights.

 

The event took place at the end of a week marked by political violence and was a success due to strong partnership from the Springfield Police, Hampden County Sheriff, Massachusetts State Police and security at the MassMutual Center.

         （Boston Orange綜合編譯）弱勢群體團結起來，一樣有力量。明年波士頓華埠將新添一塊牌匾，紀念50年前，在反種族隔離政策規定校巴載送學生到不同族裔學校時，一批華裔母親為保護子女安全，勇敢和波士頓學校委員會交涉的歷史與成就。

           華埠土地信託會9月13日下午在昆士小學圖書館舉辦「波士頓唐人街校車平權運動:50年後的回顧（Boston Busing In Chinatown: 50 Years Later）」座談會，翻開這頁歷史，讓逾百名出席者看到，50年前的華人母親們，儘管英語不流利，卻多麼有能力。

           美國最高法院在1954年的“布朗和教育委員會訴訟案（Brown v. Board of Education）”中裁定，公立學校的種族隔離政策違憲，要求學校逐步實現種族融合。波士頓的聯邦地區法院法官W. Arthur Garrity Jr.在1974年時裁定，波士頓公立學校存在系統性的種族隔離，下令強製性的校巴雜送計畫，主要是把黑人和白人學生載送到和他們所居住社區不同地區的學校，以期達成種族融合理想。但是這一做法在波士頓民眾間引發巨大爭議和激烈反抗，尤其是白人聚居的社區，發生許多抗議和種族暴力事件。

            早年的種族隔離政策，主要是白人和黑人之間的種族隔離。但黃種人的亞裔，無可避免地受波及，華裔學生們也當然是被強制載送對象。那時候，華埠大約有1000名學生要被巴士載送到北端（North End）、查理士城(Charlestown)等絕大多數學生是白人的學校就讀。這讓華裔母親們感到非常不安。

           有“戰士母親(Warrior)”稱號，現年已84歲的Sin Wah Lee還記得，發生2名來自香港的青少年移民被控謀殺一名查理士城白人女生事情後，華裔家長們擔心他們的小孩會受到族裔因素觸發的攻擊，於是寫信給學校高層。然而這信發出去後，有如石沈大海，沒有回音，於是華裔家長們決定採取更多行動。

         1975年7月30日，華裔家長們遞給波士頓學校委員會一張表，列出9點要求，包括校巴上必須有華裔護送員，巴士站需有更多安全措施，接收華埠學生的學校，必須至少有多少人的華裔學生、老師和助教。

          當學校委員會不肯承諾後，華裔家長們採取了更進一步行動，一連3天，幾乎沒有任何一名華裔學生出席上課。

在司法部門人員和家長們晤談，除了聘用更多華裔老師和助教得由教師工會決定之外，同意其他要求後，華裔家長們才停止了杯葛。

Sin Wah Lee的女兒，現年58歲，當律師的Macy Lee還記得自己當年被校巴載送的動盪、可怕經驗。她是由警察護送去上學的，在她身後就有暴力事件。這天她把自己現年22歲的女兒也帶來出席這座談會，要讓女兒看到她是來自一個女性為自己信念奮鬥的家族。

           華埠土地信託會將舉辦一系列誌記歷史活動，預定明年在當年校巴其中一站所在地的夏利臣街(Harrison Ave.)和屋街（Oak Street）交界處，正式安置歷史足跡牌匾，記錄華裔母親在校巴強制載送年代，勇於發聲事跡。

Washington, D.C. — On Tuesday, the House Appropriations committee marked up the Commerce, Justice, Science and Related Agencies (CJS) appropriations bill for Fiscal Year 2026. The bill’s accompanying report contained concerning language that directs the Department of Justice to effectively re-establish the now-defunct ‘China Initiative,’ reviving the discriminatory profiling of Asian American scholars. In response, 82 civil rights and Asian American advocacy organizations nationwide signed onto a letter led by Asian Americans Advancing Justice – AAJC (Advancing Justice – AAJC), the Asian American Scholar Forum (AASF), Stop AAPI Hate, and Chinese for Affirmative Action (CAA) calling for the removal of this provision from the bill. 

 

Leaders of Advancing Justice – AAJC, AASF, Stop AAPI Hate and CAA expressed their disappointment for the language’s inclusion in a previous press release urging the House Committee to reject the reinstatement of the ‘China Initiative.’ Today, along with their allied partners, they stand by their calls.

 

“It is disheartening to see the return of language proposing the reinstatement of the now-defunct China Initiative after we successfully countered efforts to include it in last year’s appropriations package,” said John C. Yang, President and Executive Director of Asian Americans Advancing Justice – AAJC. “This language once again threatens to reverse the progress we have made and target Asian American and Asian immigrant scientists, researchers, and scholars under the guise of national security. Let’s be clear: the first iteration of this program did not address national security. Instead, it fueled division, upended lives and curbed our country’s global competitiveness. We urge lawmakers not to repeat history and to reject these attacks on racial justice and equity by removing language in the report that targets Asian American communities.” 

 

“Reinstating the China Initiative would revive a failed and shortsighted policy that hurt the workforce of scientists and innovators that our country depends on to stay globally competitive,” said Gisela Perez Kusakawa, Executive Director of the Asian American Scholar Forum. “We’ve already seen how this program undermined American innovation by wrongfully targeting scientists of Chinese descent, derailing careers, stoking fear, and deterring brilliant minds from contributing to U.S. research and development. In a global race for talent, we cannot afford to lose the very people driving advances in medicine, energy, artificial intelligence, and other critical fields that impact all Americans. Reviving this program would send a chilling message to the world’s top minds: that the U.S. values suspicion over science. We must not repeat a chapter that not only ruined so many lives, but also weakened our innovation ecosystem and compromised our national interest.”

 

“To bring back the China Initiative in any way, shape, or form would be a dangerous mistake,” said Cynthia Choi, Co-Founder of Stop AAPI Hate and Co-Executive Director of Chinese for Affirmative Action. “It was built on racial bias, not national security – and fueled the wrongful targeting of Asian American scientists and scholars, often without evidence or due process. It shattered lives, violated civil liberties, and chilled academic freedom, all while weakening America’s global leadership. At a time when anti-Asian hate remains a serious threat, the China Initiative would put our communities into even greater danger — and legitimize the racist notion that Asian Americans can’t be trusted in their own country.”
