麻州勞工節大遊行 州長、市長大批川普政府揚言絕不退縮

(Boston Orange 周菊子波士頓綜合報導) 2025年9月1日，成千上萬麻州工會成員、民眾和政要，高舉民主、自由、正義旗幟，從州府大樓穿越國王墓地，郵政廣場，芬紐廳，遊行到波士頓市府廣場，疾言厲色，聲勢浩蕩的強調，「勞工比億萬富翁優先（Workers Over Billionaires）」。

            這是19世紀以來，麻州第一次的勞工節大遊行，由大波士頓勞工會（Greater Boston Labor Council）發起，取代了過去多年來慣例在公園廣場酒店舉辦的勞工節早餐會。

            奚莉州長激昂地說，麻州擁有許多個美國第一，但最早是麻州人團結起來，發動革命，第一個站出來爭取自由與民主。她說自己和副州長Kim Driscoll，勞工廳廳長Laura Jones在過去這2年半來，每天都致力和所有人合作，達成許多勞工協議，增加工資，增加州政府員工。

            奚莉州長說，過去這72個小時以來，她傾盡全力的保護麻州工人們的工作，他需要麻州的每個人團結起來，知道誰站在自己這邊，又是誰不站在自己這邊。川普將再次砍掉麻州所贏合約的所有工作機會，發出了裁員通知，包括川普取消了在Salem市建離岸風力碼頭的經費 （3400萬元），意味著木工，勞工，樁工，油漆工，以及許多其他人的工作機會都受影響。川普的刪減研究經費，更是砍進了教育界的工作機會，包括美國教師聯合會（AFT），麻州教師協會（MTA），美國汽車工人聯合會（UAW），美國州縣市公務員聯合會（AFSCME），以及建築業的建築工人等的工作機會。川普對醫療護理(Medicare)和醫療補助（Medicaid）的刪減，更是對護士及醫療護理工人造成毀滅性影響。

            她呼籲大家別搞錯，川普不是在幫美國，以及其工人，川普只是在幫助中國，和他那少數的最有錢的億萬富翁朋友。

            他說大家在麻州要團結一致，別退縮，大家知道要做什麼，要相信什麼，要支持誰，而且她相信大家都知道她和誰站在一起。

            波士頓市長吳弭感謝出席的所有成就了波士頓。她說，二週前，波士頓人才聚在波士頓市府廣場這兒，告訴川普「波士頓不會退縮」，不會向恐嚇戰術低頭，不會怕政治敗類，更不會向想要把波士頓買下來，把我們的社區賣出去的億萬富翁讓步。

            他說，大家這天遊行，是要表達觀點。億萬富翁在華府牽引資助某一位特定的波士頓市長候選人，告訴工人們閉上嘴巴，低頭做事，以保生存機會，針對“我們”的用策略來威脅，以期他們重寫規則時，“我們”會保持沈默。但波士頓再次發送了“見鬼了，才不要(Hell, No)“這樣的訊息。

            她說，波士頓市是保羅瑞維爾（Paul Revere），梅爾金（Mel King）的地方，不會容忍暴政，不會讓人塞住嘴巴，不會讓他們奪走我們心愛之人的醫療保險，去資助有錢人的做法得逞。她說，“我們”會站出來，打回去“。

            國際油漆工和相關行業聯盟總會長Jimmy Williams說，他從費城來，那兒沒有億萬富翁。他請大家記得，一年有365天，經過前人爭取，勞工們只得到一天來抒發，而這遊行是要把各行各業的工人帶到一起，為共同利益而並肩努力，對抗暴政。大家必須站在一起，向億萬富翁級的人說，工人階層不會再容忍了。

            麻州教師工會會長唐佳宇請了尚莫維爾市的代表發言，敘述了該是工會在合約上爭取到的3項勝利，包括尚莫維爾市教育工作者工會的合約，大幅提高該市助教薪資，縮小班級人數，美國服務業僱員國際工會（SEIU）第三地方分會針對清潔工的新合約，調整了工資公平性。尚莫維爾市警察主管協會的合約，大幅加薪。

            大遊行到波士頓市府廣場的舞台後，上台發言者也談及好幾項工會合約，包括今年5月成立工會的麻州總醫院與布里根婦女醫院（MGB）一般醫療醫師，正在爭取改善待遇，代表芬衛球場（Fenway Park）和鄰近MGM音樂廳共約1000名特許經營員工的「在這兒團結本地第26分會（Unite Here Local 26）」發起了芬衛球場113年歷史上的首次罷工，要提高薪資福利，反對自動化。代表麻州廢棄物處理公司約450名員工的國際卡車司機工會（Teamsters Local 25），也派員上台發言，說明他們從7月1

日起開始罷工，爭取更好薪資、福利和工作條件的行動，迄今未能與資方（Republic Services）達成協議。他們的罷工，造成Beverly，Malden， Canton ，Gloucester ，Danvers， Peabody ，Arlington ，Watertown等城市的垃圾堆積如山，嚴重影響居民的日常生活和地方上的公共衛生。

MAYOR MICHELLE WU ANNOUNCES THAT CITY OF BOSTON ACQUIRED SISTER MARY VERONICA PARK IN SOUTH BOSTON FOR PERMANENT OPEN SPACE PRESERVATION 

BOSTON - Tuesday, September 2, 2025 - Mayor Michelle Wu and the Boston Parks and Recreation Department today announced the City has officially acquired Sister Mary Veronica Park in South Boston, securing the neighborhood gathering space as permanently protected public open space. At a public hearing on July 28, 2025, the Boston Parks and Recreation Commission voted to approve the purchase of the park, located at the intersection of West 8th, F, and Grimes Streets in South Boston. The property will be protected in perpetuity under Article 97 of the Massachusetts Constitution and placed under a Conservation Restriction held by the South Boston Neighborhood Development Corporation. Closing took place on Thursday, August 14. 

“Ensuring that our community spaces remain protected and accessible to all residents is a top priority,” said Mayor Michelle Wu. “This acquisition of Sister Mary Veronica Park reflects our dedication to preserving our city’s rich history and strengthening community- driven spaces across Boston.”

The City negotiated a price of $200,166.67 with the Roman Catholic Archbishop of Boston (RCAB), supported through the Community Preservation Act funding for the Boston Open Space Acquisition Fund. The acquisition fulfills a years-long community effort to protect the property from potential development.

Originally owned by the City of Boston and transferred to the Archdiocese in 1955, the site became an informal pocket park in 1968 when the South Boston Resident Association cleaned and improved the parcels. Maintained over the decades by the Archdiocese and neighbors, the space features five mature trees, several benches, and a small planter.

When the property was listed for sale in 2023, neighbors formed the “Save Sister Mary Veronica Park Committee” to advocate for the preservation of the property as open space, gathering over 2,000 signatures from South Boston residents on a petition. 

“We’re excited to share that Sister Mary Veronica Park will now be a City park, ensuring that this space will remain a community asset for generations to come,” said Cathy Baker-Eclipse, Interim Commissioner of Boston Parks and Recreation. “We’re grateful to the South Boston community for their advocacy on this project and look forward to maintaining the park as a welcoming place for all.”

“South Boston NDC is thrilled to support this acquisition by holding the long term conservation restriction to ensure that Sister Mary Veronica Park will remain open space in perpetuity,” said Donna Brown, Executive Director of South Boston NDC. “We’re thankful to our neighbors whose advocacy will ensure this park and its mature trees continue to grow and strengthen South Boston’s tree canopy for generations to come.”

 State Health Officials Announce Season’s First Human Case of West Nile Virus in Massachusetts

                WNV risk levels remain elevated in multiple communities

 

BOSTON (September 2, 2025) – The Massachusetts Department of Public Health (DPH) today announced the first human case of West Nile virus (WNV) in Massachusetts this year in a woman in her 70s who was exposed in Middlesex County.

 

“West Nile virus can be a very serious disease and its presence in mosquitoes remains high right now in Massachusetts,” said Public Health Commissioner Robbie Goldstein, MD, PhD. “While September brings cooler air and the return to school for many in the state, the risk from WNV is going to be elevated for some time. Residents should continue to take precautions to avoid mosquito bites.”

 

The first WNV positive mosquitoes in the state this year were announced on June 17. There have been 319 WNV-positive mosquito samples so far this season detected from Barnstable, Berkshire, Bristol, Dukes, Essex, Franklin, Hampden, Middlesex, Norfolk, Plymouth, Suffolk, and Worcester counties. There has also been one WNV infected goat identified this year.

 

The risk for WNV is high in 10 municipalities in Suffolk and Middlesex counties and moderate in 193 municipalities in Barnstable, Berkshire, Bristol, Essex, Franklin, Hampden, Hampshire, Middlesex, Norfolk, Plymouth, Suffolk, and Worcester counties.

 

There have been 18 Eastern equine encephalitis (EEE)-positive mosquito samples and no human or animal cases so far this year.

 

“The mosquitoes will be with us until the first hard frost,” said State Epidemiologist Dr. Catherine M. Brown. “People should use mosquito repellent with an EPA-registered active ingredient, clothing to reduce exposed skin, and consider rescheduling outdoor activities that occur during the evening or early morning.”

 

People have an important role to play in protecting themselves and their loved ones from illnesses caused by mosquitoes.

 

Avoid Mosquito Bites

Apply Insect Repellent when Outdoors. Use a repellent with an EPA-registered ingredient, such as DEET (N,N-diethyl-m-toluamide), permethrin, picaridin (KBR 3023), or oil of lemon eucalyptus (p-menthane-3,8-diol (PMD) or IR3535) according to the instructions on the product label. DEET products should not be used on infants under two months of age and should be used in concentrations of 30 percent or less on older children. Oil of lemon eucalyptus should not be used on children under three years of age.

 

Be Aware of Peak Mosquito Hours. The hours from dusk to dawn are peak biting times for many mosquitoes. Consider rescheduling outdoor activities that occur during evening or early morning in areas of high risk.

 

Clothing Can Help Reduce Mosquito Bites. Wearing long sleeves, long pants and socks when outdoors will help keep mosquitoes away from your skin.

 

Mosquito-Proof Your Home

Drain Standing Water. Mosquitoes lay their eggs in standing water. Limit the number of places around your home for mosquitoes to breed by draining or discarding items that hold water. Check rain gutters and drains. Empty unused flowerpots and wading pools and change the water in birdbaths frequently.

 

Install or Repair Screens. Keep mosquitoes outside by having tightly fitting screens on all windows and doors.

 

Protect Your Animals

Animal owners should reduce potential mosquito breeding sites on their property by eliminating standing water from containers such as buckets, tires, and wading pools – especially after heavy rains. Water troughs provide excellent mosquito breeding habitats and should be flushed out at least once a week during the summer months to reduce mosquitoes near paddock areas. Horse owners should keep horses in indoor stalls at night to reduce their risk of exposure to mosquitoes. Owners should also speak with their veterinarian about mosquito repellents approved for use in animals and vaccinations to prevent West Nile virus (WNV) and EEE. If an animal is suspected of having WNV or EEE, owners are required to report to the Department of Agricultural Resources, Division of Animal Health by calling 617-626-1795, and to the Department of Public Health by calling 617-983-6800.

             (Boston Orange 編譯)麻州州長奚莉（Maura Healey）和教育廳廳長Patrick Tutwiler，麻州中小學教育局局長Pedro Martinez今（2）日參訪Tewksbury的Dewing小學，慶祝麻州投資2500萬元，資助272所小學辦理免費的幼兒讀寫密集輔導。

            這是由來自「公平份額」計畫經費所支持的項目，為幼稚園到3年級小學生提供10週，至少每週幾次，一對一或小組輔導的項目，並以小學1年級學生為優先對象。

            這項目是「識字計劃：從3歲到小學3年級成功讀寫計劃」的一部分，目標是要彌平學習差距，尤其是在新冠病毒疫情後加重了的閱讀問題，以確保所有學生都能得到將來成功所必須擁有的基本技能。

            麻州政府先是8月時推出第一個「啟動掃盲學院 （Literacy Launch Institutes）」，在全州為600名教育者提供了免費的幼兒識字培訓，接著參訪Easthampton，撥發第二期的930萬元給30個學區，幫助這些學區執行高品質的幼兒讀寫教材。然後再撥發330萬元給25個學區，幫助他們為4到12年級學生購買高品質教材，支持專業學習。

Healey-Driscoll Administration Celebrates Launch of No-Cost Early Literacy Tutoring for 272 Elementary Schools 

$25 million high-dosage tutoring program follows summer of early literacy investments in evidence-based instructional materials and professional development for educators 

TEWKSBURY – Governor Maura Healey, Education Secretary Patrick Tutwiler and Elementary and Secondary Education Commissioner Pedro Martinez today celebrated Massachusetts’ $25 million investment in no-cost, high-dosage early literacy tutoring for 272 elementary schools with a classroom visit to Dewing Elementary School in Tewksbury. High-dosage tutoring is an evidence-based model shown to deliver significant gains in literacy achievement, particularly for students who are behind grade level, and provides one-on-one or small-group tutoring sessions multiple times a week for at least 10 weeks.  

This high-dosage tutoring program is designed to help students in kindergarten through third grade build foundational reading skills this school year — with Grade 1 as the top priority. The initiative was created by Governor Healey as part of her comprehensive strategy to improve literacy for all Massachusetts students and is funded through a $25 million investment in Fair Share dollars.  

“I proposed this $25 million investment in high-dosage tutoring because we know students are not where they need to be when it comes to reading in Massachusetts and across the country. By making tutoring available for thousands of children this school year, we are putting proven strategies directly into elementary classrooms so our students get the support they need to succeed,” said Governor Healey. “I want to thank the Legislature for their partnership in this important work and all of our educators who are working hard to make sure students receive this important support.” 

“High-dosage literacy tutoring is one of the smartest investments we can make in our students and our future,” said Lieutenant Governor Kim Driscoll. “We’re proud to partner with educators across the state to provide tailored instruction to some of our youngest readers and help close achievement gaps we continue to see as we recover from the pandemic.”  

Today’s celebration comes after a summer of investments the administration has made in early literacy, including through Governor Healey’s Literacy Launch: Reading Success from Age 3 through Grade 3 initiative: 

· The administration launched the first Literacy Launch Institutes, providing free in-person early literacy training and professional development for 600 educators from across the state in August. 

· The administration visited Easthampton to award $9.3 million in Literacy Launch PRISM II grants to 30 school districts to help implement high-quality early literacy instructional materials. 

· The administration also awarded $3.3 million in PRISM III literacy grants to 25 school districts to support the purchase of high-quality instructional materials for grades 4-12 and professional learning support. 

“Reading is the foundation of all learning, and high-dosage tutoring is helping us ensure every student has the opportunity to build that foundation early,” said Education Secretary Tutwiler. “We are prioritizing this critical investment in equity, access, and achievement and I am so grateful to the dedicated educators and tutors making a difference every day for their students.” 

“It’s exciting to start a new school year knowing that hundreds of schools will now be able to offer high-dosage early literacy tutoring,” said Elementary and Secondary Education Commissioner Pedro Martinez. “These are exactly the type of supports that our youngest students need if we want to address reading challenges early, before they interfere with students’ learning.” 

“Literacy unlocks every other dimension of learning, and every child in Massachusetts deserves the chance to become a confident reader and learner,” said Senate President Karen E. Spilka (D-Ashland). “By investing in evidence-based tutoring and high-quality instruction, we are ensuring that our youngest students — especially those who need the most support — are set up for success in school and in life. I'm proud that the Senate has made this a priority in the state's budget, and I applaud the Healey-Driscoll Administration for making this program a priority and distributing these dollars expeditiously." 

"High-dosage tutoring recognizes the importance of reading in early education. Good literacy skills are essential to a strong education, and an educated public is essential to a healthy democracy," said Town of Tewksbury Town Manager John C. Curran. 

"We are excited about this high-dosage early literacy tutoring opportunity and recognize its potential to significantly impact our students' foundational reading skills,” Tewksbury Superintendent Brenda Theriault-Regan. “Our district is prepared to move quickly on the DESE-sponsored program once funding becomes available. This aligns perfectly with our commitment to ensuring all students achieve reading proficiency." 

Offered through the Department of Elementary and Secondary Education (DESE), the high dosage tutoring initiative provides participating schools and districts with tutors at no cost to the school or student. The tutoring offers flexible models — including in-person and virtual formats — designed to meet local needs during and after the school day. DESE has selected qualified tutoring providers to partner with schools and work with students across the state. First graders are prioritized as this is a crucial year to solidify early reading skills. 

Funding Opportunity: Apply Now for FY26 Local Cultural Council and Tribal Cultural Council Grants

BOSTON – Mass Cultural Council announces that grant applications are now available for the FY26 Local Cultural Council (LCC) Program and Tribal Cultural Council (TCC) Program. As the Commonwealth’s independent state arts agency, Mass Cultural Council is charged with bolstering the cultural sector, thereby advancing economic vitality, supporting transformational change, and celebrating, preserving, and inspiring creativity across all Massachusetts communities.   About the Local Cultural Council Program In FY26, Mass Cultural Council will invest $5.7 million into the LCC Program, the nation’s largest volunteer-based, grassroots arts and culture public funding network. In total, 329 local and reginal cultural councils award annual grants, ensuring public investment in, and access to, arts and culture in every Massachusetts community. LCC grant awards, typically between $500-$750, support a broad range of projects and programs, such as operating support, ticket subsidies, field trips, artist residencies, public art, fellowships, community events/programs, site specific projects, and other activities, based on local priorities. Both individuals and organizations are eligible for funding. Each LCC is a municipal body that determines its own eligibility requirements based on a community engagement process. Prospective applicants are encouraged to check the council profile to learn more about the local priorities for this funding round. About the Tribal Cultural Council Program The Tribal Cultural Council Program is an expansion of the LCC Program, supporting Native and Indigenous communities by providing funds for Tribal governments to grant to projects that provide community benefit. As with LCCs, participating Tribes have established governing councils for this program that will receive and review applications and ultimately award funds.  華裔家長應替子女選擇雙語教育

無論你是從中國大陸，或者香港甚至其他國家移民來美國，或早已入籍美國，或是美籍華人的第二代或第三代子女，華裔家長都應該替子女選擇中文雙語教育課程，原因是這些教育課程，就是特定為以非英語為母語的學生而設的，是具有實際意義的教育課程，而現在唯一能提供中文雙語教育課程的學校，就是位於華埠，已經有超過百年歷史的昆士小學。

雙語教育課程是美國聯邦最高法院，為保障美國移民子女擁有接受平等教育機會的權利，而向非英語為母語的學童提供的一種特別的教育課程，目的是讓非英語為母語的學生，透過母語教學及英文為第二語言教學策略，用三至五年的時間，盡快過渡到全英語課程，趕上甚至超過同級學生的水平，用英語做作業及在班上以流利學術英語＇進行討論或作表述報告。

昆士學校人才輩出，活躍於波士頓唐人街，為社區爭取權益的李素影女士就是曾任校長及中文雙語課程的主任。昆士小學雙語課程的畢業生有教師律師，在各行各業工作，獲得尊重及專業認可，為他們的學業與事業打下良好的根基，這有賴昆士小學。在波士頓公立學校中三間出名的考試學校，不少華裔學生是在昆士小學畢業，甚至來自昆士小學的中文雙語教育課程，這是不爭的事實。

儘管華裔家長想送子女進入昆士小學的中文雙語教育課程，也並非容易的事情。過往中文雙語教育課程並非昆士小學一家。在查理士鎮有哈佛根德小學，柯士頓／布来頓有寶雲小學，東波士頓有楷德小學，不過要進入在當時的昆士小學，除了在昆士小學一英哩步行半徑範圍內，其餘情況都是由抽籤決定了。

由於財赤及其他政治因素，除了昆士學校外，其他提供中文雙語教育課程的小學，相繼關閉或結束，現在只剩下昆士小學一間，仍然保留中文雙語課程，教學語言則隨着中國大陸移民趨勢，亦由廣東話改成普通話。加上學校所屬唐人街社區不斷豪華化，以致樓價及租金上升，已不是一般新移民家庭所能負擔得起的了。新移民家庭不能立足於唐人街，被迫遷往波士頓較遠的社區，支付較便宜的租金，便更遠離了一英哩步行半徑範圍以外的昆士小學派位區了。

其實所有學生派位，並非在學校一英哩步行範圍的規定學生，如有語言需要或選擇特別課程的學生，不管學生居住的地址，仍可享有校巴服務。非英語為母語的雙語學生，就是有特殊語言需要，這種類別的學生，為他們而設的有效語言課程，因此是不應受到距離限制的規定，學生應有權接受有意義的教育課程，這不單是取決個人語言的需要，而是美國最高法院的裁決。

在波士頓華裔學生基於語言上的需要，是有權接受有意義的教育課程，這是聯邦法庭的裁決。波士頓公立學校理應提供方便，有利華裔子女入讀，而不是處處設立關卡，強加不合理的入學規定，令入學增加不必要的困難。華裔家長是懂得自己的權利的，尤其是非常重視子女的教育，積極融入主流社會，成為有貢獻的美國公民，波士頓公立學校是有義務提供優質的教育課程，責無旁貸。

黃君儀「食物銀行網紅」喜劇 9/19-21登陸“藝術愛默生”派拉蒙中心

          (Boston Orange 編譯) 愛默生學院（Emerson College）麾下的“藝術愛默生(ArtsEmerson)”，將於 2025年9月19日至21日 在派拉蒙中心（ Emerson Paramount Center） 推出普立茲獎決選入圍者黃君儀（Kristina Wong）親自編劇，演出，由Jessica Hanna執導的卡啦ＯＫ音樂劇「黃君儀，＃食物銀行網紅（Kristina Wong, #FoodBankInfluencer）」。

這是一部透過幽默、諷刺與真摯情感，探討美國的緊急食物援助系統，以卡拉OK音樂劇形式呈現的喜劇。黃君儀在化身為自稱的「食物銀行網紅」中，用歌聲與尖銳的觀察，揭示美國各地食物發放過程中存在的種種荒謬、不足之處，以及那些在前線默默付出的英雄們。她將自身從紐約到納瓦霍族部落親身參與食物發放的經歷，轉化為一場既讓人捧腹大笑又充滿社會反思的表演。

黃君儀表示，她很高興能帶著這部作品在 ArtsEmerson 首次亮相，「幾年前開始創作這部劇時，沒想到有關緊急食物援助的議題在今天會變得如此迫切。我希望能為這個沉重的食物獲取問題，帶來一些急需的幽默感，也希望這齣戲能為波士頓本地的社區食物分發工作帶來鼓勵。」

Former Arcadis executive plans to drive global public-private collaboration

Paris, 1 September 2025. RX France has announced the appointment of Nicolas Boffi as the new Director of MIPIM, the global urban festival. An engineer and urban planner by background, Boffi has over 20 years of experience in real estate and urban development, working across project management, business development and public affairs.

Every March, MIPIM attracts over 20,000 delegates to Cannes, France, from over 90 countries comprising key decision-makers in the real estate, investment and political communities. MIPIM’s Asia Summit, which focuses on Asian real estate investment opportunities, takes place every December in Hong Kong.

Boffi joins MIPIM from Arcadis, where he led strategy for the Global Cities Program as Paris City Executive, working with the private sector and city leaders to deliver sustainable urban projects in Paris and other major global cities.

Boffi succeeds Nicolas Kozubek, who successfully steered MIPIM through a period of significant changes in the industry. Boffi’s appointment builds on this success and marks a new chapter for MIPIM, strengthening its role as the global meeting point where real estate, city and world leaders address geopolitical uncertainty, embrace technological change, and accelerate the shift toward sustainable urban development.
