Funding Opportunity: Apply Now for FY26 Local Cultural Council and Tribal Cultural Council Grants

BOSTON – Mass Cultural Council announces that grant applications are now available for the FY26 Local Cultural Council (LCC) Program and Tribal Cultural Council (TCC) Program. As the Commonwealth’s independent state arts agency, Mass Cultural Council is charged with bolstering the cultural sector, thereby advancing economic vitality, supporting transformational change, and celebrating, preserving, and inspiring creativity across all Massachusetts communities.   About the Local Cultural Council Program In FY26, Mass Cultural Council will invest $5.7 million into the LCC Program, the nation’s largest volunteer-based, grassroots arts and culture public funding network. In total, 329 local and reginal cultural councils award annual grants, ensuring public investment in, and access to, arts and culture in every Massachusetts community. LCC grant awards, typically between $500-$750, support a broad range of projects and programs, such as operating support, ticket subsidies, field trips, artist residencies, public art, fellowships, community events/programs, site specific projects, and other activities, based on local priorities. Both individuals and organizations are eligible for funding. Each LCC is a municipal body that determines its own eligibility requirements based on a community engagement process. Prospective applicants are encouraged to check the council profile to learn more about the local priorities for this funding round. About the Tribal Cultural Council Program The Tribal Cultural Council Program is an expansion of the LCC Program, supporting Native and Indigenous communities by providing funds for Tribal governments to grant to projects that provide community benefit. As with LCCs, participating Tribes have established governing councils for this program that will receive and review applications and ultimately award funds. 華裔家長應替子女選擇雙語教育 - 昆士小學前副校長來函

 華裔家長應替子女選擇雙語教育

無論你是從中國大陸，或者香港甚至其他國家移民來美國，或早已入籍美國，或是美籍華人的第二代或第三代子女，華裔家長都應該替子女選擇中文雙語教育課程，原因是這些教育課程，就是特定為以非英語為母語的學生而設的，是具有實際意義的教育課程，而現在唯一能提供中文雙語教育課程的學校，就是位於華埠，已經有超過百年歷史的昆士小學。

雙語教育課程是美國聯邦最高法院，為保障美國移民子女擁有接受平等教育機會的權利，而向非英語為母語的學童提供的一種特別的教育課程，目的是讓非英語為母語的學生，透過母語教學及英文為第二語言教學策略，用三至五年的時間，盡快過渡到全英語課程，趕上甚至超過同級學生的水平，用英語做作業及在班上以流利學術英語＇進行討論或作表述報告。

昆士學校人才輩出，活躍於波士頓唐人街，為社區爭取權益的李素影女士就是曾任校長及中文雙語課程的主任。昆士小學雙語課程的畢業生有教師律師，在各行各業工作，獲得尊重及專業認可，為他們的學業與事業打下良好的根基，這有賴昆士小學。在波士頓公立學校中三間出名的考試學校，不少華裔學生是在昆士小學畢業，甚至來自昆士小學的中文雙語教育課程，這是不爭的事實。

儘管華裔家長想送子女進入昆士小學的中文雙語教育課程，也並非容易的事情。過往中文雙語教育課程並非昆士小學一家。在查理士鎮有哈佛根德小學，柯士頓／布来頓有寶雲小學，東波士頓有楷德小學，不過要進入在當時的昆士小學，除了在昆士小學一英哩步行半徑範圍內，其餘情況都是由抽籤決定了。

由於財赤及其他政治因素，除了昆士學校外，其他提供中文雙語教育課程的小學，相繼關閉或結束，現在只剩下昆士小學一間，仍然保留中文雙語課程，教學語言則隨着中國大陸移民趨勢，亦由廣東話改成普通話。加上學校所屬唐人街社區不斷豪華化，以致樓價及租金上升，已不是一般新移民家庭所能負擔得起的了。新移民家庭不能立足於唐人街，被迫遷往波士頓較遠的社區，支付較便宜的租金，便更遠離了一英哩步行半徑範圍以外的昆士小學派位區了。

其實所有學生派位，並非在學校一英哩步行範圍的規定學生，如有語言需要或選擇特別課程的學生，不管學生居住的地址，仍可享有校巴服務。非英語為母語的雙語學生，就是有特殊語言需要，這種類別的學生，為他們而設的有效語言課程，因此是不應受到距離限制的規定，學生應有權接受有意義的教育課程，這不單是取決個人語言的需要，而是美國最高法院的裁決。

同時，根據麻州識字法例規定，中學畢業生，除在英語達標外，還精通另一語言，可在畢業証書上，獲加蓋語言印章，這樣的表彰是一種個人的學術成就外，還給予大學入學評審及僱主更多一重的考慮，需知懂得雙語是不可多得的人才。

波士頓唐人街一向是亞裔社區的傳統文化中心。每年在華埠舉行的中秋節慶祝會及農曆年醒獅表演，均吸引大量在波士頓地區的各族裔人士前來參加，一起慶祝。新移民在華埠取得醫療，法律及各種輔導，一站式語言服務，華埠就好像一個磁鐵，吸引着大波士頓市郊社區民眾，前來享受美食，華埠的活動更投射到其他衛星社區如摩頓，昆市等，各自有具不同特色的慶祝活動，社會更需要大量的雙語人才。昆士小學更是華人家長夢寐以求將子女送進入讀的優秀小學。

在波士頓華裔學生基於語言上的需要，是有權接受有意義的教育課程，這是聯邦法庭的裁決。波士頓公立學校理應提供方便，有利華裔子女入讀，而不是處處設立關卡，強加不合理的入學規定，令入學增加不必要的困難。華裔家長是懂得自己的權利的，尤其是非常重視子女的教育，積極融入主流社會，成為有貢獻的美國公民，波士頓公立學校是有義務提供優質的教育課程，責無旁貸。

          (Boston Orange 編譯) 愛默生學院（Emerson College）麾下的“藝術愛默生(ArtsEmerson)”，將於 2025年9月19日至21日 在派拉蒙中心（ Emerson Paramount Center） 推出普立茲獎決選入圍者黃君儀（Kristina Wong）親自編劇，演出，由Jessica Hanna執導的卡啦ＯＫ音樂劇「黃君儀，＃食物銀行網紅（Kristina Wong, #FoodBankInfluencer）」。

這是一部透過幽默、諷刺與真摯情感，探討美國的緊急食物援助系統，以卡拉OK音樂劇形式呈現的喜劇。黃君儀在化身為自稱的「食物銀行網紅」中，用歌聲與尖銳的觀察，揭示美國各地食物發放過程中存在的種種荒謬、不足之處，以及那些在前線默默付出的英雄們。她將自身從紐約到納瓦霍族部落親身參與食物發放的經歷，轉化為一場既讓人捧腹大笑又充滿社會反思的表演。

黃君儀表示，她很高興能帶著這部作品在 ArtsEmerson 首次亮相，「幾年前開始創作這部劇時，沒想到有關緊急食物援助的議題在今天會變得如此迫切。我希望能為這個沉重的食物獲取問題，帶來一些急需的幽默感，也希望這齣戲能為波士頓本地的社區食物分發工作帶來鼓勵。」

Former Arcadis executive plans to drive global public-private collaboration

Paris, 1 September 2025. RX France has announced the appointment of Nicolas Boffi as the new Director of MIPIM, the global urban festival. An engineer and urban planner by background, Boffi has over 20 years of experience in real estate and urban development, working across project management, business development and public affairs.

Every March, MIPIM attracts over 20,000 delegates to Cannes, France, from over 90 countries comprising key decision-makers in the real estate, investment and political communities. MIPIM’s Asia Summit, which focuses on Asian real estate investment opportunities, takes place every December in Hong Kong.

Boffi joins MIPIM from Arcadis, where he led strategy for the Global Cities Program as Paris City Executive, working with the private sector and city leaders to deliver sustainable urban projects in Paris and other major global cities.

Boffi succeeds Nicolas Kozubek, who successfully steered MIPIM through a period of significant changes in the industry. Healey等5名州長發表聯合聲明 敦促川普政府信守離岸風力政策

（Boston Orange編譯）麻州州長奚莉（Maura Healey）和紐約，康州，羅德島，新澤西等5州州長，9月1日勞工節這天發表聯合聲明，稱勞工是美國經濟骨幹，共享繁榮的基礎，呼籲川普政府維護已批核，並准許施工的所有離岸風力項目。

麻州州長奚莉和紐約州州長Kathy Hochul、康乃狄克州州長Ned Lamont、羅德島州州長Dan McKee及新澤西州州長Phil Murphy在聯合聲明中說，全美目前有包括許多工會成員的5,000多名勞工直接參與離岸風力產業，另有數千人在全國40個州從事相關製造業，涉及的私人投資高達數十億美元。

五名州長警告道，若川普政府取消任何已獲批准的項目，都將有數難以計的勞工家庭受影響，工作機會將流失，美國在全球清潔能源製造等領域的領導地位，也將拱手讓給外國競爭者。川普政府政策的不確定性，也將打擊投資者信心。

他們還提及，在致力確保電網的可靠性，韌性與可負擔性之際，離岸風電和其他再生能源都很重要，但必須有包括核能，天然瓦斯，水電，以及其他科技的多元互補資源，以保護能源資源的安全，維持系統的強度。

5名州長最後重申對勞工與工會的堅定支持，並強烈敦促川普政府，為了就業、家庭、國家競爭力、能源安全與未來，讓這些計畫持續推進。

“On Labor Day, we honor the strength, skill, and determination of America’s workers. From construction sites and factories to ports and power plants, working people are the backbone of our economy and the foundation of our shared prosperity. 

“Nowhere is that clearer than in the offshore wind industry, where labor is on the front lines. Today, more than 5,000 workers—many of them proud union members—are directly engaged with building this new American industry, with many thousands more manufacturing products across 40 States that will help lead to a new era of U.S. energy independence. These projects represent years of planning, billions of dollars in private investment, and the promise of tens of thousands of additional jobs. They are revitalizing our ports, strengthening our supply chains, and ensuring that America—not our competitors—leads in clean energy manufacturing and innovation.  

“We are looking for the Trump Administration to uphold all offshore wind permits already granted and allow these projects to be constructed. Efforts to walk back these commitments jeopardize hardworking families, wasting years of progress and ceding leadership to foreign competitors. Workers, businesses, and communities need certainty, not reversals that would cost tens of thousands of American jobs and critical investment. Sudden reversals would also impact countless other workers and taxpayers on scores of non-energy public projects. The U.S. markets operate on certainty. Canceling projects that have already been fully permitted--including some near completion—sends the message to investors that the work can be stopped on a whim, which could lead them to decide to either not finance different projects or impose higher interest rates that would ultimately place a bigger burden on taxpayers. 

“At the same time, we remain committed to ensuring that the electric grid is reliable, resilient and affordable. Offshore wind and other renewables are central to that effort, but it must be complemented by a diverse mix of resources—including nuclear power, natural gas, hydropower, and other technologies—that together keep our system strong and our energy sources secure. Doing so will also help us attract major economic development projects that will offer economic security for American workers and transform communities as we move to a 21st century economy. As Governors, we are committed to delivering on this energy system for our states and working with the Trump Administration to advance projects that meet these objectives.

      （Boston Orange周菊子羅德島州報導）羅德島州龍舟賽暨臺灣日在2025年跨出改朝換代第一步。8月30日的這第24屆節慶，在豔陽高照，遊人如織中，由波士頓暴風隊以1:13：880的優異成績奪得龍組冠軍。吃餃子由Ben Martin和Melissa Seng依序吃下40、30個餃子，奪得男女組冠軍。

展售攤位中最引人矚目的是蓬萊仙島水煎包攤位，人龍之長，大破紀錄。

廖朝宏處長指出，今年他們把台灣最好的特技團又再帶回羅德島州，為大家表演。他也點名感謝「Hello Taiwan (哈囉台灣)」創辦人江明信遠道從紐約來參加盛會。

               羅德島州長Dan McKee早在當年還是Cumberland市長時，就開始幾乎年年參加羅德島州龍舟賽暨臺灣日活動。他說，一晃眼已經24年，羅德島州會有個這麼棒的活動，全因為葉超、吳子平和甫退休的黑石谷旅遊局前執行長Bob Billington當年創辦，又持續努力多年。他很高興自己也曾下水參賽，划過幾次龍舟，今年更是在龍舟賽結束後，河對岸新建體育館有場球賽，地方民眾的生活將因此更為豐富。

今年的開幕式，主席台上只有8個座位。依序曾任羅德島州參議員和眾議員的Sandra Cano和Barbara Ann Fenton-Fung已卸任公職，今年都在主席台上不見蹤影。 不過她們倆人，一為羅德島州現任財政廳廳長之妻，一為曾參選羅德島州州長，今年仍是吃餃子大賽主持人馮偉傑之妻，還是都來參加了開幕式。

  成立於1990年的台灣特技團是台灣目前唯一隸屬官方的專業雜技表演團。團長王希中率領全都接受過8年以上嚴格訓練的12名團員，演出了“翩若驚豔”，“ 逐光而行 ”，“ 靜野桐林 ”，“  乘風破浪”，“  讚嘆喜悅”，“  星空願語”，“ 晶速領航 ”，“ 歌誦禮讚 ”等8個節目。

台下觀眾們看得十分投入，紛紛拿起手機錄影，鼓掌，甚至起立致敬。尤其是團員們謝幕時，轉身背對觀眾，T恤上字母連成「台灣隊 （Team Taiwan）」字樣，更是博得全場報以熱烈掌聲。

             羅德島州龍舟賽暨臺灣日在龍舟競賽之外，每年最受歡迎的環節是吃餃子比賽。今年雖然沒有長榮和中華航空公司贊助台北和羅德島州來回機票，但絲毫不減人們參賽熱情，共有男子28人，女子14人競比誰能在2分鐘之內吃下最多餃子。

             今年的男女子組吃餃子冠軍得主，都不是第一次參賽。女子組由住在羅德島州，第2次參賽的34歲女生Melissa Seng吃下30個餃子，奪得冠軍。男子組由年僅20歲，這是第3次參賽，學會了要一邊吃餃子，一邊喝水，吞嚥更快訣竅，今年吃下40個餃子的Ben Martin奪冠。

             今年的羅德島州龍舟賽暨台灣日和往年不同之處，除了參賽報名在早鳥日結束，已收到

            21隊報名就提前截止收件，比賽提早開始，提早結束，主舞台上嘉賓較少，增加賽後啤酒派對，看球賽活動之外，每年都有，往年安排在主舞台帳篷尾端的中華文化手工藝展示，以及台灣味小食及糕點販售，今年改為波士頓經文處和海外青年文化大使（FASCA）合作擺放介紹台灣文物宣傳品，擺放，另在觀光局大旗下，擺出長榮、中華航空的介紹攤位，以及這天賣出3000多個蓬萊仙島水煎包，香蔥肉餅，珍珠奶茶及抹茶等的銷售攤位。

        親自現場煎水煎包的潘譓如表示，幸好有波士頓僑務委員郭競儒，曾任波克萊台灣商會會長的陳玉瑛夫婦，以及石明軒夫婦等人協助，他們一早5點多就從波士頓出發，趕到羅德島州佈置攤位，一整天排隊人龍都很長，連羅德島州州長都說水煎包好吃，讓他們為台灣美食揚威羅德島州很感欣慰。

今年的羅德島州龍舟賽，龍虎獅3組，各有金銀銅獎。金獎得主依序為波士頓暴風雨龍舟隊，羅德島州鳳凰隊（Phoenix），以及中山大學、中國藥科大學校友聯隊。

             (Boston Orange)中華表演藝術基金會的2025夏日系列音樂會，8月23日晚在傅聰國際協奏曲比賽冠軍Kevin Ahfat和余建寧(Channing Yu)指揮水星交響樂團，合奏拉威尔 (Ravel) 最出名作品之一《左手鋼琴協奏曲》，全場觀眾起立致意，掌聲久久不歇中畫下圓滿句點。

傅聰國際協奏曲比賽冠軍 Kevin Ahfat，2018年時曾被加拿大廣播公司（CBC Music）評為「30位30歲以下最炙手可熱的加拿大古典音樂家」之一。《西雅圖時報》稱他為“舞台表現力與技術技巧並存的藝術家”，《先鋒西雅圖》形容他是“有望成為古典鋼琴界新生代代表”。《音樂美國》指他“表現力與技巧完美平衡”，《美國唱片指南》更說他 “在大段落中能爆發出雷霆般能量，但更注重音樂性而非炫技”。

音樂會結束後，聽眾擠到後台，耐心排隊的一一向表演者致意。許多人盛讚Kevin Ahfat 的音樂演繹，驚人的好，曾獲指揮獎的余建寧，指揮出灑脫新境界。

2025年的傅聰國際協奏曲比賽，先由 Anton Nel、Angel Ramon Rivera、孔嘉寧、安寧、應天峰等人藉視頻評審，從來自澳洲、加拿大、中國和美國，年齡低於 35歲的參賽者中選出八人進入半決賽，再於8月16及17日在波士頓新英格蘭音樂學院以每人表演20分鐘獨奏曲目，7分鐘樂團片段做現場複賽與決賽。

Marc-Andre Hamelin、Michael Lewin、Sergey Schepkin、Wha-Kyung Byun、余建寧等評審，最後選出Kevin Ahfat (加拿大）， Xiaoya Wan (中國)，以及 Yide Peter Shi (中國)，依序得冠亞季軍，以及獎金5千、2千、1千美元。

2025的夏日系列音樂會，共安排有15場免費演出，包括大、中、小提琴、及鋼琴、由23位音樂家以獨奏、雙重奏、四重奏方式演出。

這23位傑出音樂家，都已在世界樂壇上展露才華。他們是來自新英格蘭音樂學院、茱莉亞音樂學院、卡內基美隆大學、佛羅里達大學、波士頓音樂學院的教授們，以及艾弗里·費舍爾職業獎（Avery Fisher Career Grant），瑙姆堡 (Naumburg)獎，梅紐因、範克萊本、克利夫蘭、維尼亞夫斯基、帕格尼尼、埃特林根、托馬斯、埃文庫珀、傅聰國際等大賽的獲勝者，又或者是皇家音樂學院，音樂會藝術家協會，波士頓交響樂團及紐約愛樂交響樂團的成員。他們這些音樂家大都是茱莉亞、新英格蘭等著名音樂學院，或是新英格蘭音樂學院與哈佛大學雙重學位的音樂藝術博士或藝術家文憑 (Artist Diploma)畢業生或在學生。

波士顿音樂評論 (The Boston Musical Intelligencer）在音樂會系列開始前就刊登專文介紹，並針對15場精彩演出，發表了由7位音樂評論家撰寫的9篇樂評，全都高度讚揚每場演出。
