10年30億美元。麻州長 Healey 提「麻州已準備好了」法案

(Boston Orange 周菊子麻州綜合報導)麻州州長奚莉(Maura Healey)率多名政府官員今(24)日在碧樹市 (Braintree)宣佈,她已遞出授權發行1030億美元債券的「麻州已準備好法案(Mass Ready Act)」,希望藉以加強麻州的基礎建設,簡化關鍵住房和基礎設施項目的審批流程。

奚莉州長強調這是團隊研擬,建立在現有基礎上的編列支用預算經費計畫,放眼10年,要和地方社區一起面對並解決一些真正具有挑戰性的問題,以縮減能源開支,降低屋宇成本,改善交通基礎設施為目標,還要投資進農業、沿海社區,保護飲用水安全。

麻州能源及環境事務廳廳長Rebecca Tepper指出,「麻州已準備好法案(Mass Ready Act)」是要以更有智慧,防患於未然的方式花錢,例如麻州有大約3000個水壩,其中有200個大都是100年前建造的,狀況很糟,一旦其中之一決提了,就會有大片土地淹水。麻州還有大約25,000個涵洞和小橋樑,其中有許多撐不住滂沱大雨,一旦堵塞或滿溢,就得封路,急救車輛無法通過,也就意味著社區村落被隔絕。

Rebecca Tepper說,能源及環境事務廳把今年叫做“執行”年,要落實以往做的許多計劃。「麻州已準備好了」法案將授權撥發二億元讓沿海社區執行保護社區免於遭受暴風雨襲擊,以及因應海平面上升等狀況的項目:撥款2000萬元支持生物多元化,保護土地及水資源、野生動物目標。

過去幫助過99%的麻州社區評估其地方氣候危機,並為未來做計劃的「防範市政脆弱計畫 (Municipal Vulnerability Preparedness Program)」,者31500萬元的投資計劃已證明有效,將繼續辦理。

麻州政府將新設「復原力循環基金(Resilience Revolving Fund)」,給地方市鎮吉部落政府,水域提供低利貸款,讓地方領導有機會付款辦理重要項目。

麻州還要在“食物安全”上,加倍努力,藉由「糧食基礎設施安全獎助金(Food Security Infrastructure Grant)」,支持農場和生產商來每個月烹製4500萬份餐飲。

去年,能源和環境事務不還獲得5億零500萬元經費,用於為民眾提供清潔水,基礎設施,以及快速消毒等。

麻州政府這天還從麻州鹿野(Deerfield)邀請來Clarkdale水果農場東主Ben Clark做見證,陳述天候變化對農作物的影響有多大,過去這幾年,幸而有奚莉州長這一任州政府的關心,撥款支持,他們才得以度過難關。

「麻州已準備好了」法案」重點關注基礎設施,簡化許可,氣候適應力,水和自然保護,住房生產,以及消費者保護,例如

允許申請第91章許可的住房和修復等項目,在遞件後的60天內修仙批核,不需觸動MEPA審查;減少濕地法規的重複行政上訴;以及取消某些項目的環境影響報告 (EIR) 要求,另外是把MEPA審查時間縮短至30天。

在建造房屋上,為因應麻州面對的住房危機,麻州將修法簡化住房建造的審批和流程,重新授權5000萬美元用於「動力基金」(Momentum Fund),以加速混合收入和多戶型住房的開發,並響應州長「解鎖住房生產委員會」(Unlocking Housing Production Commission)的建議。

Streamlines housing and infrastructure permitting timelines to lower costs and advance critical projects 

BRAINTREE – Today, Governor Maura Healey introduced the Mass Ready Act, a historic bill that proposes nearly $3 billion in bond authorizations to strengthen infrastructure and protect Massachusetts communities against increasing extreme weather events.  

This legislation focuses on crucial infrastructure improvements, including upgrades to roads, dams, and bridges, and establishes a Resilient Revolving Fund for these types of projects. It also streamlines permitting for priority housing, culvert replacements and salt marsh restoration projects by cutting redundant reviews and improving coordination.  

The bill invests in farming and coastal economies and provides communities with resources to reduce flood and heat risk. Finally, the Mass Ready Act emphasizes the protection of water and nature by ensuring safe drinking water, restoring our waterways and preserving vital habitats for wildlife.   

Governor Healey made the announcement at Braintree Town Hall, near the site of a recently completed dam removal project that has improved neighborhood safety, restored the natural environment and allowed the river to flow freely for the first time in over 200 years.  

“The Mass Ready Act is an investment in our infrastructure and in our communities,” said Governor Healey.“It will save people money and jumpstart housing by streamlining the permitting process. This legislation will help our communities get ready for the challenges ahead and make sure our families and neighborhoods stay safe.” 

“As a former mayor, I have seen firsthand how strained municipal budgets can become, with local governments asked to do more with limited resources. This bill is crucial as it equips our communities with the necessary funding to invest in their water systems and local infrastructure,” said Lieutenant Governor Kim Driscoll. “The Mass Ready Act is not just about being prepared – it represents a bold step toward creating a stronger future and making our state more competitive, affordable and appealing for businesses and families.” 

“This legislation is about action where it matters,” said Energy and Environmental Affairs Secretary Rebecca Tepper. “Massachusetts wasn’t built for the intense storms, rising seas, and extreme heat we are seeing now. The Mass Ready Act is our down payment on a safe, healthier future – protecting clean air and water, strengthening local food systems, and preserving parks and green spaces for generations to come. These solutions are part of everyday life, and we are making sure no community is left behind.” 

“With this bill, Massachusetts once again leads on establishing one of the nation’s first resilience financing funds,” said Climate Chief Melissa Hoffer. “This fund will stretch the state’s dollars to help more municipalities build stronger and smarter. With nation-leading permit streamlining provisions, it will also ensure we build the housing, nature-based solutions, and other critical resilience infrastructure we need faster and more easily. In Massachusetts, we know how to protect our critical ecosystems and build the world we need for a better tomorrow.”  

"The Mass Ready Act paves the way for thoughtful, strategic investments in Massachusetts's greatest resources--our communities, our environment, and the infrastructure we rely on every day," said Administration and Finance Secretary Matthew J. Gorzkowicz. "The bond authorizations and policy measures in this bill will enable us to protect our assets and improve our neighborhoods, and we look forward to deploying Mass Ready Act funds to ensure resiliency across Massachusetts.” 

Strengthening Infrastructure 

The Mass Ready Act is about strengthening infrastructure to better protect our homes, businesses and communities. Due to increasing rainfall and rising sea levels, floods have become more likely. In Massachusetts, sea levels have risen, on average, over an inch per decade since the 1920s. This bill aims to address these challenges through authorizations that enhance our flood protection efforts, including addressing high-risk dams, inland flood control systems, and coastal and marine infrastructure. The bill also includes authorizations to implement ResilientCoasts recommendations, invest in parks, trails, beaches, and historic sites, improve transportation infrastructure, and manage solid waste and decrease pollution.  

To keep these projects moving quickly, the bill simplifies the environmental permitting process for priority housing and urgent infrastructure needs, including municipal culvert replacements and other natural restoration projects. The bill includes key actions to respond to recommendations from the Governor’s Unlocking Housing Production Commission. It also includes $50 million in reauthorization for the Momentum Fund to continue accelerating the development of mixed-income and multifamily housing.   

Permitting reforms include: 

  • Allowing priority housing and restoration projects to receive a Chapter 91 license in just 60 days without triggering review under the Massachusetts Environmental Policy Act (MEPA); 

  • Cutting duplicative administrative appeals for wetlands regulations, allowing local appeals for these project categories to go straight to the superior court; 

  • Adding climate resilience as a goal of the Wetlands Protection Act, simplifying permitting for natural restoration projects; and, 

  • Removing the Environmental Impact Report (EIR) requirement for priority housing and natural restoration projects, allowing for completion of MEPA review within 30 days rather than up to one year. 

The legislation also requires disclosures of flood risk and past damages during home sales and lease signings so renters and homebuyers can make informed decisions and avoid costly damages down the road. Finally, it equips the Board of Building Regulations and Standards to advance climate resilience and housing production through the state building code.   

Investing in Farms and Local Economies   

This authorization also supports investments in our communities where it matters most. It ensures that everyone has access to fresh, locally sourced food, helps towns prepare for climate challenges, supports tree planting, and creates more parks and recreational spaces.  

The Mass Ready Act also establishes the Resilience Revolving Fund, which will help cities, towns, tribal governments, and water and wastewater districts invest in resilience projects. This fund will offer low-interest loans to improve stormwater systems, reduce flood risk, and strengthen other critical infrastructure. This fund will complement other authorizations for local projects, including the Municipal Vulnerability Preparedness (MVP) Program, the Food Security Infrastructure Grant (FSIG) program, preserving open spaces, restoring watersheds, supporting outdoor recreation, protecting farmland, promoting food security, and keeping agriculture financially stable. 

Protecting Water and Nature 

The bill allocates authorization to preserve our water and natural resources, which are vital for our well-being. It ensures that residents have access to safe drinking water, maintains the quality of our waterways, and provides wildlife with the habitats necessary for their survival. Authorization highlights include PFAS mitigation and other critical clean water initiatives, land protection and support for the state’s forthcoming Biodiversity Conservation Goals

創投家Eric Paley訂9月接任麻州經濟發展廳廳長

            (Boston Orange 編譯麻州州長奚莉 (Maura Healey)今(24)日宣佈,任命Eric Paley 接替郝伊平 (Yvonne Hao),出任麻州經濟發展廳(EOED)廳長,九月生效。

Eric Paley 是一位非常成功的企業家,也是種子期創投基金 Founder Collective 的共同創辦人,擁有超過 25 年的創新經濟塑造經驗,之前還創辦並領導過Brontes Technologies2家公司,投資了Uber  The Trade Desk 等多家開創性的科技公司,多次榮登《富比士》最佳創投榜,《波士頓環球報》把他評為科技力量人物。

奚莉州長和副州長 Kim Driscoll 都強調,Paley 在支持和發展企業方面的專業知識對麻州的經濟未來至關重要,希望藉由Paley的經驗來支持企業發展、降低成本、發展經濟並提升麻州的競爭力。

Eric Paley has worked to shape the innovation economy for more than 25 years as both a successful entrepreneur and a leading venture capitalist. As co-founder and Managing Partner of Founder Collective, Paley helped build one of the world’s highest-performing seed-stage venture capital funds. His investment portfolio includes groundbreaking technology companies across diverse sectors such as transportation, media, healthcare, robotics consumer, advanced manufacturing and enterprise software, including Uber, The Trade Desk, Omada Health, Cruise Automation, Whoop, Formlabs and Airtable. Paley served on the Board of Directors of The Trade Desk from its founding until 2023, including as a public director after the company’s IPO in 2016. Paley holds an MBA from Harvard Business School and a bachelor's degree from Dartmouth College. He lives in Lexington with his wife, Shirley, and two children. He serves on the Board of Directors of the YMCA of Greater Boston. He and Shirley focus their philanthropic efforts primarily on the alleviation of food insecurity in Massachusetts. 

Paley will start his new role in September. He succeeds Yvonne Hao, who stepped down as Economic Development Secretary earlier this year. Ashley Stolba, who has served as Interim Secretary of Economic Development since Hao’s departure, will return to a senior leadership position at EOED. Under the leadership of Governor Healey and Secretary Hao, the office developed and passed the $4 billion Mass Leads Act to grow Massachusetts’ leadership in life sciences, climatetech and AI while supporting business growth and job creation, secured major federal wins including ARPA-H, the Northeast Microelectronics Hub, and CHIPS and Science Act awards, and launched the Massachusetts AI Hub.

       (Boston Orange 周菊子麻州報導波士頓地區僑界急難救助協會和波士頓華僑文教服務中心等5機構合作,621日在僑教中心舉辦「身心靈檢查站」講座,邀心理諮商師吳欣純教人如何全方位的身心健康自我檢測。

        波士頓華僑文教中心主任高家富表示,現代社會繁忙,不管是在台灣,或美國,大人、小孩在職場或課堂都面對各種壓力,保持心理健康,真的非常重要,急難救助協會這講座,很有意義。

            波士頓急難救助協會會長林麗珠指出,明年將接任波士頓政大校友會會長的吳欣純,持有麻州,德州執照,這天的講座很實用,出席者都能拿到一份問卷,可回家後自我檢測。

根據世界衛生組織(WHO)在新冠病毒疫情後2022年給出的定義,身心靈健康包括情感、心理和社會功能處於平衡狀態,能克服生活中的一股壓力和挑戰,可以實現個人的潛能與才幹,在工作、社群或其他層面能做有意義貢獻等4方面。

吳欣純說明,講座有4個目標,包括了解心理健康的定義,檢測目前自身的身心靈狀態,認識影響身心狀態的因素,以及身心平衡練習。

專業心理咨詢師吳欣純指出,人們都知道,長期感受壓力會讓身體出狀況,包括偏頭痛、呼吸急促、胸口緊繃、身體長期疼痛、賀爾蒙紊亂、典型的三高,甚至免疫系統疾病,都與身心靈失調關聯度極高。但人們很可能不知道,並不是只有精神太緊張,負荷太重,或生活不平衡,才讓人感覺或承受壓力,各人家族或國家幾世紀前經歷過的事件,也很可能成為人們的壓力。還很可能來自透過表徵遺傳影響到自己這代或是孩子那代。

吳欣純的這場講座,以深入淺出方式,從人際神經生物學、心理學與社會學出發,透過各種問卷與身體狀況檢查,幫助出席者了解各人現在的身心靈狀態。她還現場教導身心平衡的實用小妙招,包括幾種呼吸調節法與情緒停看聽。

吳欣純請出席者填寫七大類別各20個問題的問卷,來檢測自己的身心靈健康狀態,也教了“從上到下”的5步驟練習,從問自己“關於我發生了什麼”,“那對我來說意味著什麼”,“然後呢”,“再然後呢”,“現在”,以及呼吸,按暫停鍵等3種練習。

講座中最特別的是,吳欣純指出,歲月是一條長河,不只各人從胚胎到成長的經歷,尤其是兒童時期的負面經驗,會影響各人的心理健康,甚至來自父母,祖輩的記憶,社會的文化傳統與信仰,世界中的戰爭與歷史,都會在人的基因中留下印記,影響人的行為反應,自我了解,恰當因應,因而格外重要。

         這天的講座有新英格蘭大波士頓台灣商會特別贊助,還有波士顿的北一女校友會、政大校友會,以及深刻心理所(Deeply Etched Counseling and Consultation)等機構協辦。

Holyoke公校訂7月1日回歸地方 麻州還有2學區由州政府接管

        Boston Orange 綜合報導)麻州政府宣佈,Holyoke公校將於71日退出州政府接管名單,回歸地方政府管轄。這是麻州學區第一個成功退出州政府接管狀態案例。

            Holyoke公校退出接管狀態後,麻州還有勞倫斯公立學校 (Lawrence Public Schools),南橋公立學校(Southbridge Public Schools)這兩所學校仍在州政府接管中。

            波士頓公校系統有119所學校。雖然在2020年的一份報告中,有34所學校表現不佳,讓外界憂慮,但波士頓市承諾改善學區問題,和州政府達成協議,避免了被州政府接管的命運。

目前波士頓市只有Dever這所學校被列為Level 5,由州政府接管,但整個波士頓學區,仍由波士頓市自己掌管。

Holyoke公校系統從2015年以來,經過8年努力,進步顯著,各項成就包括:

畢業率躍升: 四年制畢業率從2014年的60.2%顯著提升至2024年的77.1%。其中,英語學習者和殘疾學生的畢業率增長尤其突出,分別達到32個百分點和31個百分點。

停學率顯著下降: 校外停學率從2013-14學年的20.0%大幅降至2023-24學年的9.8%

高等課程參與度提升: 1112年級學生完成高等課程的比例從2018年的39.5%增至2024年的57.0%。特別是西班牙裔/拉丁裔學生,其參與度從32.2%提升至54.6%,有效縮小了差距。

教育項目擴展與創新: 學區擴展了雙語課程,現已覆蓋超過20%的學前班至八年級學生。學前教育項目也已擴展,預計在2024-25學年提供超過500個學位。

高中改造與職業教育蓬勃發展: 聖約克高中經重新設計,引入了「新生學院」提供個性化入學體驗,以及主題學院和職業技術教育途徑。值得一提的是,聖約克高中迪恩校區的職業技術教育途徑在經歷近十年招生不足後,自2021-22學年以來已實現滿額招生。

學區結構優化: 學區已重新劃分為獨立的小學和中學,並正在建設一所新的中學,預計於2025年秋季啟用。

麻州政府稱讚Holyoke公校為脫離接管所做的努力,教育廳廳長Patrick A. Tutwiler強調,學校仍在繼續改善,但是時候交還給地方政府來負起責任了。

Holyoke學校委員會已批准由代表州政府執行接管任務的Anthony Soto續任2025-26學年的臨時學監。

麻薩諸塞州初等和中等教育廳(DESE)將根據428日簽發的「退出保證文件」,在Holyoke公校正式退出接管後的兩年過渡期內,繼續提供支持和監督。這份文件將保留「轉型計劃」中的部分規定,涵蓋教育工作者專業發展、早期識字計劃、與家庭溝通(包括非英語家庭)、教學時間政策以及教育工作者薪酬和評估等關鍵領域。

今日氣溫之高可能破紀錄。麻州長、波市長提醒民眾出門小心

             (Boston Orange 摘譯) 巨大熱浪刻正席捲麻州東北部地區,週一氣溫飆升至 90 華氏度,週二(24日)的溫度之高可能破紀錄,尤其是波士頓地區,因為「大氣蓋」困住熱空氣,導致「體感」溫度可能達到華氏110度的新紀錄。

波士頓的歷史最高溫紀錄是1911年創下的華氏104度。新英格蘭六個州的大部分地區,預計將在今日(週二)創下新的每日最高溫紀錄,包括波士頓在內的南新英格蘭地區預計將出現多個三位數的高溫。預計強勁的西風將阻止海風通常帶來的降溫效果。

熱浪從本週日開始,預計將持續到週三,影響南新英格蘭的大部分地區。高濕度將導致危險的熱影響,因為「體感」溫度將顯著高於實際氣溫。夜間溫度也將保持在高位,僅降至70華氏度以上,這可能會導致新的夜間最低溫度紀錄。

麻州州長奚莉(Maura Healey)和波士頓市長吳弭 (Michelle Wu)都已發出熱浪警告,建議居民在戶外活動時要小心謹慎,關心寵物和鄰居,並注意極端高溫可能對健康造成的影響。

BOSTON – Governor Maura Healey issued the following statement after a Massachusetts State Trooper was critically injured after being struck in a hit-and-run incident this evening. 
“I am deeply saddened to learn that a Massachusetts State Trooper was critically injured this evening after being struck in a hit-and-run incident on Revere Beach Boulevard. This marks the second incident this month involving a trooper struck while in the roadway.
My thoughts are with the injured trooper, his family and the entire Department during this difficult time. I wish him strength and healing in the days ahead. This incident is another stark reminder of the dangers our law enforcement officers face every day. I am grateful for their continued bravery and service.”

Healey-Driscoll Administration Adds More Listening Sessions to Gather Public Feedback for Statewide K-12 Graduation Requirements

Two virtual sessions, including one specifically for students, will be held June 25 and June 30

BOSTON – After receiving overwhelming participation from a series of statewide listening sessions and online survey this Spring, the Healey-Driscoll Administration announced it is offering two additional virtual listening sessions, including one specifically for students, to inform Governor Maura Healey’s K-12 Statewide Graduation Council

 

The listening sessions on June 25 and June 30, 2025 are a chance for students, educators, parents and caregivers and a broad range of stakeholders to offer feedback on a new statewide graduation requirement, including the role of assessment, the potential for differentiated pathways to earning the competency determination, and the completion of additional experiences that demonstrate civic, college, and career readiness. 

 

“The Graduation Council received so much insightful, constructive feedback from students, families, educators and stakeholders who attended the first six listening sessions. We thought it was important to offer more opportunities for the public to weigh in,” said Education Secretary Dr. Patrick Tutwiler. “I encourage everyone to participate and offer their perspectives as we work to bring the definition of what it means to graduate high school to new heights.”

Further, the Healey-Driscoll Administration launched an online survey to expand opportunities for public input. Students, parents and caregivers, educators, school counselors, businesses and community residents can complete the survey at Mass.gov/K12GradCouncil by June 30, 2025. The survey is available in six languages and takes 7-10 minutes to complete.

 

Governor Healey established the Massachusetts K-12 Statewide Graduation Council through Executive Order, and the Council is led by the Secretary of Education and Commissioner of Elementary and Secondary Education. The Council includes a broad range of stakeholders, including students, parents/caregivers, educators, school counselors, labor, education advocacy organizations, higher education representatives, legislators, and the business community.

The food truck operators will vend throughout the summer and fall at seven sites


BOSTON - Monday, June 23, 2025 - Today, Mayor Michelle Wu announced the operators and schedule for the City of Boston’s Office of Nightlife Economy Late Night Food Truck Program. This new program provides 10 food truck operators the opportunity to utilize public sites for late night food service. The seven food truck sites are located near hospitals, universities, music venues, and nightlife districts, providing workers, residents, and patrons nighttime food options. 


“The Late Night Food Truck program keeps our city alive and dynamic at all hours of the night,” said Mayor Michelle Wu. “We are excited to give these incredible businesses the opportunity to thrive and activate our neighborhoods this summer. Congratulations to the food trucks participating in the program and thank you for being anchors in our communities this summer and fall.” 


On Friday, June 6, interested operators participated in a lottery to select their desired locations and operating hours. The late night food truck schedule is as follows:

“We’ve seen time and again that food trucks can be a launching pad for long-term success. Many of today’s beloved brick-and-mortar restaurants started with a truck,” said Melissa Castro, Director of Tenant Relations & Partnerships for Graffito SP. “Food trucks offer entrepreneurs a powerful way to gain hands-on experience, build a customer base, and test their concepts in real time. We need to create as many opportunities as possible to support that journey. The Faneuil Hall Marketplace team is thrilled to collaborate with the City of Boston and be one of the participating sites in this pilot. The program creates another critical entry point that not only supports entrepreneurs but also fills a real gap in Boston’s nightlife economy by meeting the demand for late-night food options. By extending the hours and season in which vendors can operate, the program gives food entrepreneurs more time to test their operations, build consistency, and gather the insights they need to grow. It’s about more than surviving the season, it’s about learning, adapting, and increasing their chances of building a successful food business.”

  

The food trucks will operate throughout this summer and fall. This is an initiative of the Office of Nightlife Economy, which serves as a vital link between City Hall and the stakeholders within Boston's nightlife ecosystem. This initiative was informed by over 12 conversations with stakeholders and partners, including the Downtown Business Association and three neighborhood associations.


Since 2023, the Office of Nightlife Economy has engaged several hundred stakeholders. These conversations led to a range of initiatives, including the creation of the NITE Committee, implementation of a social district pilot on Temple Place, distribution of 33,000 drink spiking prevention covers, and the dissemination of over $300,000 to local businesses and entrepreneurs through the Wake Up the Night Grants, which funded over 50 events attended by over 19,000 Boston area residents. The Office also contributed to the recent expansion of 225 liquor licenses being granted to the City of Boston, the first significant increase in Boston since 2014. The Office helped with outreach and community engagement to various establishments to ensure they were aware of the liquor license application timeline. To date, the City’s Licensing Board has approved 37 new liquor licenses for various establishments across Boston’s neighborhoods. Recently, the Office of Nightlife Economy launched Night Industries Training and Education (NITE) U, a one-stop location that provides nightlife employees and business owners with resources and support.
