BOSTON - Boston City Council President Flynn has filed a resolution to recognize May as Asian American Pacific Islander Heritage Month. This will be presented at the Boston City Council Meeting on Wednesday, May 10th and will be co-sponsored by Councilor At-Large Erin Murphy and Councilor At-Large Ruthzee Louijeune. 

“I wish to celebrate our AAPI community during Asian American Pacific Islander Heritage month. The history of our country has not always treated the AAPI community kindly despite their hard work and contributions,” said Council President Flynn. “Chinese immigrants were essential in the building of the transcontinental railroad and an important voice in our community today, and Japanese, Korean, Vietnam and Filipino immigrants were and remain an important workforce in States such as Hawaii and California.”

The Asian American and Pacific Islander (AAPI) community has made great contributions to the City of Boston and the United States. According to the 2021 Census, 9.8% of Boston’s population and 7.2 % of the Massachusetts population identify as Asian American. Unfortunately, due to the COVID-19 pandemic, there has been a significant increase of racist incidents and hate crimes against AAPI residents, including reports of physical and verbal assaults against our AAPI neighbors and elders. 

“We must come together to support our AAPI residents, especially during this time when our AAPI residents are maliciously targeted because of COVID-19. They are part of our society and help move our city forward as our neighbors, nurses, teachers, business owners, policymakers, military members, and many more. We celebrate and recognize our AAPI and immigrant communities for their achievements and contributions that enrich our city and nation’s cultural heritage.”

BOSTON - Boston City Council President Flynn has filed a resolution to recognize May as Jewish American Heritage Month. This will be presented at the Boston City Council Meeting on Wednesday, May 10th, and will be co-sponsored by Councilor Gabriela Coletta. In Massachusetts, Jewish American residents make up 4.3% of the population, and in the Boston and the Greater Boston area, they comprise 8% of the population.

“Jewish Americans have had a long history in the United States and they continue to be an integral and indispensable part of our city and country,” said Council president Flynn. “For over three and a half centuries, they have made enormous contributions to our country and are our teachers, small businesses owners, healthcare and medical professionals, policy makers, among others. Their culture and heritage make our country’s multi-cultural fabric stronger, and I am proud to recognize and celebrate them for their sacrifices and hard work,” said Council President Flynn. 

In spite of their contributions to our nation, there has been an alarming rise in antisemitism, neo-nazism, white nationalism and hate crimes across our city and country. In recent years, neo-nazi and white nationalist groups have marched in Downtown Boston and demonstrated outside of LGBTQ+ events in Jamaica Plain and the South Boston Waterfront. A Rabbi was also stabbed in 2021 by an antisemitic individual in Brighton. Nationally, there have been high profile figures, including celebrities, professional athletes, and elected officials who have made antisemitic remarks on social media platforms and attended events with neonazis. 

“It is critical that we continue to stand with our Jewish neighbors now, and always, and condemn the acts of antisemitism that we see in our city and country. We must continue to recognize the contributions of our Jewish community, lend our support, and show up for them,” said Council President Flynn.

麻州民主黨發聲明 指控共和黨挾持美國經濟

             (Boston Orange 編譯) 麻州民主黨今 (9) 日發出聲明，稱支持川普的共和黨議員把美國經濟當成人質，威脅要刪減支持美國持續運轉的那些重要工作及系統的開銷經費，還要推動為億萬富翁及企業利益減稅。

刪減經費對象包括麻州教師、退伍軍人和執法人員。

該聲明稱共和黨的極端議程與拜登總統的計劃形成鮮明對比，拜登計劃將促進經濟增長，10年內減少近3萬億美元的赤字，並為麻州居民創造機會，同時在大型製藥和大型石油方面削減浪費性支出。

麻州民主黨主席Steve Kerrigan表示：“當拜登總統和麻州民主黨人正在努力加強經濟，幫助全州的勞動人民向前邁進時，那些呼籲「讓美國再次偉大 (MAGA)」的共和黨議員正挾持我們的經濟，照顧億萬富翁和企業利益。正如總統所說，美國從未拖欠過債務 – 麻州共和黨人應該撇開他們的黨派政治遊戲，加入拜登總統行動的行列，迅速採取行動以避免違约。”

MAGA Republicans’ Default on America Plan Would Devastate Massachusetts

BOSTON - MAGA House Republicans are threatening to hold the American economy hostage to cut spending for vital jobs and systems that keep America moving, including funding for Massachusetts teachers, veterans, and law enforcement – while also pushing tax cuts for billionaires and corporate interests. The GOP’s extreme agenda stands in stark contrast to President Biden’s plan that would grow the economy, cut the deficit by nearly $3 trillion over 10 years, and create opportunities for Massachusetts residents while cutting wasteful spending on big pharma and big oil.

“While President Biden and Massachusetts Democrats are fighting to strengthen the economy and help working people across the Commonwealth get ahead, MAGA Republicans are holding our economy hostage to look out for billionaires and corporate interests. As the president has said, America has never failed to pay our bills – Massachusetts Republicans should put their partisan gamesmanship aside and join President Biden in acting quickly to avoid a default,” said Steve Kerrigan, Chair of the Massachusetts Democratic Party.

Instead of finding common ground, MAGA extremists are proposing a plan that could:

• Cut 60,000 teachers, hurting up to 25 million kids;

• Cut 30 million veterans health visits and increases the disability claims backlog by 130,000; 

• Eliminate 2,000 border agents which could allow 900 more pounds of fentanyl into the country;

• Threaten health care for nearly 21 million Americans;

• Make it easier for billionaires to cheat on their taxes

麻州獲得聯邦環保署300萬元做評估 將再爭取執行經費

            (Boston Orange 劍橋市綜合報導) 美國環保署 (EPA)副署長Janet McCabe 5月9日到訪麻州，和麻州州長Maura Healey在劍橋市麻州認證的被動式房屋 (Passive House) The Finch慶祝麻州加入拜登總統的「減少氣候汙染補助 (CPRG)」計畫，將獲得300萬元評估研究補助。

              美國環保署 (EPA)副署長Janet McCabe指出，拜登總統推出的「通膨縮減法案 (Inflation Reduction Ace) 」包括上週環保署宣佈的5.5億元「環境正義繁榮社區補助 (Environmental Justice Thriving Communities Grantmaking) 」，以及今年稍早前宣佈，用於支持獲得服務不足，以及負擔過重社區的1億元環境正義補助款。溫室氣體縮減基金 (Greenhouse Gas Reduction Fund) 將另外撥發大約270億元，來為全美的清潔能源和清潔空氣投資，發揮槓桿應用私人資金功效。

              環保署的「減少氣候汙染補助 (CPRG)」計畫，預定今年暑假撥發共2.5億元給申請參加計畫的各州做評估研究，接下來再撥46億元補助款給各州及地方政府或部落、區域執行環保計畫。

              根據環保署網站資訊，這筆「減少氣候汙染補助 (CPRG)」計畫還為全美67個最大的都會城市另撥100萬元，為部落另撥2500萬元。

              全美現有48州申請參加了這計畫。

              麻州州政府特地選在劍橋市的The Finch，隆重宣佈拜登總統在推動環保上撥款金額創歷來之最的相關計畫，是因為The Finch這座有98戶綜合收入住宅帶樓，符合最高能源效率，以及包括靜零排放的可持續標準，是麻州能源中心「被動式房屋設計挑戰」的一部分，展現了即使是蓋多家庭可負擔樓宇，也可以達到被動式房屋的節省能源目標。

                         上麻州州長奚莉(Maura Healey)任後一直強調要為麻州爭取到聯邦政府的每一分經費。她對拜登總統的「減少氣候汙染補助 (CPRG)」計畫感到非常激動，強調這是大事，改善大自然環境刻不容緩。

昆士市市長Tom Koch今秋競選第七度連任

            (Boston Orange 編譯) 昆士市市長柯奇(Thomas Koch) 正式確認，今秋將競選第七度連任。一旦當選，並做滿任期至2027年，他在昆士市市府工作的時間，將是長達40年。

              現年60歲的柯奇，在昆士市出生，長大，並堅守昆士市至今。他是在1987年時加入昆士市政府，擔任公園局局長，以及當年市長James Sheets的執行秘書。

              柯奇在週一時說，該做的事還有很多，”我一直都說，我是一個任期做一件事，在這個時候來評估，我的肚子裏仍然有一把火。我們已經有了很大的進步，但還有很多事要做，我們要蓋個Squantum學校，要完成安全樓宇，在西昆士市也要有做小學。我們價值一億元的道路更新也才做到一半，我們在Furnace Brook 高爾夫球俱樂部也有很多工作，在海牆方面也有很多工作要做，總之還有很多事要做。

              昆士市將於今年的11月7日，改選市長，9市議員。看情況，8月29日週二，辦初選。

              柯奇是在2007年第一次贏得市長選舉，接著在2009，2011和2013年連續贏得任期2年的市長席位。由於2013年時，市民在公投中把市長任期從2年延長至4年，所以2015年時，柯奇當選連任時的任期就展延為4年。2019年，他以69%的得票率，擊敗對手Brenda Ryan，成為昆士市在位時間最長的市長。

              昆士市的9個市議員席位，目前有Noel DiBona，David McCarthy，Anthony Andronico，Ian Cain，James Devine，以及William Harris等5名在位市議員領取了參選表格。

              挑戰第5選區的Richard Iacobucci和挑戰第2選區的Richard Ash也已經領取了參選表格。

              不分區市議員Anne Mahoney和梁秀婷，以及第5選區市議員 Chuck Phelan都還未領表格。

              3個學校委員會委員的席位，也將改選。在位的Paul Bregoli，Kathryn Hubley 和 Frank Santoro都已領取參選表格，另有2名角逐者，Liberty Schaaf 和 Courtney Perdios，也將加入選戰。

波士頓華埠梁姓男士被控當中國代理人未報備 羈押入獄至週四聆訊

                        (Boston Orange 綜合編譯) 在波士頓華埠有許多人熟識的梁姓男士，今 (9) 日被捕，罪名是秘密和中國政府合作，把美國境內參加抗議，支持民主異議份子的華人活躍份子及組織排上黑名單。

                         現年63歲，，住在布萊頓 (Brighton)的Li Tang Liang，是美國公民，美國聯邦大陪審團以他未通知美國總檢察官，就做外國政府代理人的共謀罪起訴了他。

                       在波士頓聯邦法庭的簡短聆訊中，美國地方法官Jennifer Boral 應美國政府要求，下令羈押，直至星期四聆訊，再視審訊結果來考慮是否釋放他。

                     長22頁的起訴書稱Li Tang Liang從2018年起，直到至少去年，一直經由WeChat這通訊軟體，和中國官方溝通，提供個別人士及組織的資訊。

                        波士頓環球報在網站上公佈了起訴書，第16頁上有Liang站在華府中領館前，手持一份封面上印有「警察」2字證書的照片。

                       Liang的行動包括給中國政府提供波士頓地區個人及組織的資訊；在美國組織活動來對抗支持民主異議份子的抗議活動；向中國官員提供在美國異議份子的照片及資訊，為中國公安部提供可能招募的新人姓名。

                     該起訴書稱，共謀的目的是”在美國境內偷偷推進中國政府的目標和想要達成的事。

                    Liang週二在簡短的出庭時間中。經由翻譯法庭程序的傳譯發言。他承認拿到一份有20頁長的起訴書，但是還沒機會看。當他知道要被羈押在牢裏直到星期四聆訊時，感到很驚訝。

                     在美國副警長準備給戴著腳鐐的他從法庭護送出去時，他問道，“基本上，我是被捕了，而且不准我回家? 我要抗議”。

                    被指派代表Liang的助理聯邦辯護人Aziza Hawthorne告訴Liang，在拘留聽證會之前，政府可以在不得保釋下，合法羈押他。

                   Liang   的妻子和女兒都出席了聆訊，但拒絕就控罪發言。Hawthorne也拒絕表示意見。

                   據稱，2018年時，在波士頓華埠的一次抗議中，一名學生毀損了中國國旗。梁利堂把這學生活躍份子的照片和視頻，給了中國政府官方人員。Liang也被控提供本地親台灣華人組織的名單，包括組織規模，會員人數及團體領袖姓名等。

                   2019年時，Liang共同創辦了新英格蘭中國和平統一聯盟 (New England Alliance for the Peaceful Unification of China) ，並擔任副會長。該起訴書說，Liang想要讓自己看起來像是地方社區組織成員，但其實是在中國政府的指示或控制下行動。

                    據稱，Liang和中國政府人員合作，在波士頓組織反抗議活動，以因應支持香港民主，反對遣送中運動的遊行，

                    起訴書稱，在對抗的抗議後，Liang發WeChat訊息，以及關於一名支持民主異議份子的視頻。給美國境內職位最高的中國外交官之一，並且說，”拿著麥克風的這個人，就是去年損壞中國國旗的壞人。

                     起訴書稱，在2019年9月時，Liang把在波士頓公供圖書館前的反中國異議份子的照片，發給一名中國政府人員，說他們是”一群想要惹事的小丑”。

                   起訴書還說，去年，Liang向中國政府提供了波士頓地區2個人的姓名及職專業背景，稱這2人是中國公安部招募的最好人選。

                 美國司法部為打亂中國政府針對美國境內嚴厲批評中國政策，支持民主活躍份子的行動，近來高調發動一系列起訴，Liang的起訴案，正逢其時。

                  上個月，有2個人在紐約被逮捕，罪名就是代表中國政府，協助在紐約市設立祕密警察站，以及幾十名中國國家警察被控以社交媒體騷擾美國境內的異議份子。

                  12月時，一名來自中國的柏克萊音樂學院學生，以一宗聯邦追蹤罪被捕，因為他在網上威脅一名在波士頓校園貼海報，呼籲爭取自己國家境內自由民主的學。

                  波士頓梁忠孝堂主席梁添光表示之前並不知道有這回事，而且這是一宗私人事件，梁氏宗親會目前不適宜有任何行動。另一名熟識Liang的華埠居民直言發生這情況，並不驚訝，但目前還要看案情如何發展，才知道到底是怎麼一回事。

 NATIONAL LABOR UNION FILES FEDERAL LAWSUIT ALLEGING DEBT LIMIT STATUTE IS UNCONSTITUTIONAL

The complaint, filed in U.S. District Court in Boston, argues the Debt Limit Statute violates the principle of separation of powers, asks the Court to prevent the President and Secretary of the Treasury from canceling or suspending operations of the federal government. 

BOSTON, MA - This morning, attorneys representing the National Association of Government Employees (NAGE), which represents nearly 75,000 employees working in agencies across the federal government, filed a complaint in the U.S. District Court in Boston challenging the constitutionality of the Debt Limit Statute as it exists and seeking an injunction that would prevent the Executive Branch from suspending operations of the federal government due to the debt limit being reached. 

“This litigation is both an effort to protect our members from illegal furloughs and to correct an unconstitutional statute that frequently creates uncertainty and anxiety for millions of Americans,” said NAGE National President David J. Holway. “The Debt Ceiling has become a political football for certain members of Congress. If Congress will not raise the Debt Limit as it has nearly 80 times before without condition, it leaves no constitutional choice for the President.”    

NAGE is seeking an order declaring the Debt Limit Statute unconstitutional and unenforceable because it confers upon the President the sole and unchecked discretion to cancel or curtail government spending already approved by Congress, an authority which is not available to the President under the Constitution. 

As described in the complaint, pursuant to the Fourteenth Amendment, the President must ensure the federal government does not default on its debt. Should the debt limit be reached, the President still must find the funds to meet its obligations to holders of the public debt, either through borrowing or by cutting spending enough to meet debt payments. However, cutting programs that have been authorized and funded by Congress is not an authority available to the President. 

The complaint alleges that the Debt Limit Statute is unconstitutional because it puts the President in a quandary, as it would require him to exercise discretion in deciding which programs Congress has authorized should continue being funded and which programs should not. The Constitution requires that funding appropriations be determined by Congress, not the President. 

The lawsuit seeks suspension of the operation of the Debt Limit Statute until Congress determines the priorities and order of payments that the President should take, in order to meet the limit set on total indebtedness. The complaint does not specifically deny that Congress may set a limit on indebtedness. However, the lawsuit contends that the President may not take the major actions necessary to comply with the Debt Limit Statute without a clear road map or direction that the President must follow. Until Congress revises the Debt Limit Statute to give such guidance, there is no constitutional means by which the President can comply with it. 

This is not the first time the courts have been called upon to address the constitutionality of a statute that would provide the President unfettered discretion to curtail Congressional appropriations.  The Supreme Court addressed this issue in Clinton v. New York, 524 U.S. 417 (1995), where it struck down a Presidential line item veto over spending.  In that case, Justice Kennedy wrote: “Failure of political will does not justify unconstitutional remedies.”  

“Congress’s failure of will to act is not justification to violate the Constitution,” continued President Holway. “But it is the reason this case had to be filed to protect the American public, federal employees, and our Constitution.”

波士顿台山鄉親聯誼會5月6日一早在帝苑大酒樓「慶祝雙親節」，約160多名鄉親出席共聚，歡聲笑語的噓寒問暖，同用早餐。慶祝會還邀有多名嘉賓，或分享社區動態，或籲鄉親簽名支持反對大麻店進駐華埠。

                       台山鄉親會長黃紹培當天先簡述雙親節由來，直言該會向來重視傳承中華民族文化，多年前已開始把每年5月的母親節，6月的父親節，二合為一的成為「雙親節」，同時向父親、母親致敬。鄉親會今年換屆後，新任會長黃紹培，副會長黃漢湖，黃偉健，陳晶年，李樹藹等人也非常重視「百善孝為先」的中國傳統文化，早從一個月前就召開會議，策畫辦理今年的雙親節。

黃紹培強調，他們這一屆，將傳承歷屆會長作風，熱心為鄉親服務，同時帶動鄉親關懷彼此與社區。

這天出席台山茶話會的嘉賓，有紐英崙中華公所主席雷國輝，英文書記阮鴻燦，華人前進會副主任陳穎琪，社區組織員鄺寶蓮，大同村居民聯誼會會長黃國威，至德三德公所主席曹品慈等人。

中華公所主席雷國輝向台山鄉親們問好，說明大同村南停車場正在建造一棟有85戶可負擔住宅的大樓，施工期間乞臣街有部分需要暫時封街改道，難免影響道路交通，還請鄉親們見諒。有商家申請在必珠街25-29號開大麻店一事，中華公所已在4月13日的特別會議中通過決議，反對開張，請鄉親們簽名支持。

                        台山鄉親聯誼會榮譽會長鄺元傑也在會中發言，指出該店申請開張地點不但和台山鄉親會會址近在咫尺，還是華埠”心臟”地帶，附近不但有20多家餐館、糕餅店，還有昆士小學、中學，以及廣教學校和僑立學校，既是華埠居民的生活中心區，遊客雲集地，還有眾多兒童，青少年學子來往。在這樣的地方開大麻店，極端不妥。更何況前一陣子才有波士頓郊區一學校4名學生吃了含大麻巧克力後，中毒送醫的新聞報導，讓人對大麻店更感憂慮。

波士頓市長華埠及皮革區聯絡員黃楚嵐以廣東話和鄉親們打招呼，說明市長日前才在中華貿易大樓的華埠公共圖書館舉辦了咖啡時間，表達了市政府樂意傾聽民意，歡迎市民隨時表達意見，他會收集並轉達給市長。黃楚嵐隨後逐桌徵詢鄉親們的意見。

                                                華人前進會社區組織員鄺寶蓮當天也在會中匯報居民會正在蒐集簽名，促請市政府交通局同意他們所提3項要求的請願書。她還提醒年滿65歲以上台山鄉親，要記得更換醫療卡。

參訪團中王氏青年會執行主任Patricia Barnwell夫婦及余風采堂姻親等，有不少鄉親將第一次到訪臺灣，對此次臺灣參訪之旅都相當期待。

波士頓華埠居民會將向交通局提更改停車規定建議 討論區域規劃

               (Boston Orange 周菊子波士頓報導) 波士頓華埠居民會5月3日晚在網上開月會，討論華埠停車問題，徵詢居民對區域規劃的意見，將於2週內，把修訂版建議書交給波士頓交通及公共工程局。

波士頓華埠居民會5月份有約30人出席開會。

              當晚有將近30人在網上參加會議，另有數人在華人前進會的會議室，和華埠居民會主席黃國威，華人前進會組織員鄺寶蓮等人一起開會。波士頓市長的華埠及皮革區聯絡員黃楚嵐，波士頓市議會議長愛德華費連 (Ed Flynn)3名華裔助理之一的盧善柔，華埠土地信託會主任駱理德等人也都出席了會議。盧善柔和駱理德還協助翻譯會議發言，幫助居民們了解會議內容。

              鄺寶蓮在會上說明，華埠居民會已經草擬了一封中英文的建議書，將在這次會議後修訂，把居民們提出的額外意見加入，並收集居民簽名後，預定於2週內交給波士頓市交通局，促請考慮，並提出辦法。居民會希望在下次的月例會中，可以得到市府回應。

              多名與會居民在會上再次表達了華埠大同村一帶的停車問題，嚴重影響居民生活，尤其是對Uber等網約車司機，造成極大不便。

華埠土地信託會建議的區域規劃。

              Peiying Yu指出，華人願意付2000多元的貴租，住在華埠，就是因為英文不好，現在卻面對這樣的狀況，讓人很有無力感。

              一位名叫Maggie Chen的居民還表示，她自己做過不完整統計，華埠一帶因為各項工程，失去50多個停車位，幾乎佔了華埠一帶所有路邊停車位的三分之一。她建議波士頓市政府在各項工程施工的這非常時期，找出地方，讓居民停車。

華埠土地信託會主任駱理德當晚協助翻譯。

Maggie Chen認為，在塔芙茨醫療中心和昆士小學那兒找停車位之外，中華公所的停車場，經常有許多空位，或許也可以撥出來供大同村居民使用。

Ann Soohoo也再次強調，應該要求波士頓市府限制每戶只發給1到2張居民停車證，並嚴格審查申請者是否符合資格。

居民陳曉義 (譯音) 認為，政府在華埠一帶蓋的樓越來越多，應該同時考慮停車位的問題。

華人前進會草擬，還待修訂的停車建議書。

Tran Le指出，居民們或許可以請市政府考慮把華埠一帶停車位改為雙重作用停車位，意即既可作為計時停車位置，同時可讓貼有居民證的車輛停洎。

駱理德指出，華埠有一批人，每月第二個星期一的5點半，聚會討論華埠總體計畫，以及區域規劃，歡迎有興趣的居民參加討論。

華埠土地信託會和華人前進會有意藉區域規劃來穩定社區。

當晚還介紹了華人前進會和華埠土地信託會支持的「經由區域規劃來穩定華埠」這構想，解釋區域規劃 (Zoning) 列出了政府准許什麼樣的土地發展和土地使用，指稱華埠居民可以借用區域規劃來穩定社區，保存可負擔住宅，控制交通流量，管理噪音華程度，並保護歷史及文化資源。更重要的是縮小區域規劃範圍，可以阻撓最貪心的發展商進華埠購買更多樓宇。

做區域規劃說明者還簡介了華埠歷史，指出華埠刻正面對社區內電子廣告牌泛濫，發展商不斷增建豪華住宅，不斷有公司想要進華埠開大麻店等威脅，修訂區域規劃，將可防止這些狀況發生。
