麻州氣候長Melissa Hoffer宣佈成立青年氣候會 歡迎高中生報名

          Boston Orange編譯)麻州州長奚莉(Maura Healey)和氣候長Melissa Hoffer (21)日宣佈成立青年氣候會 (Youth Climate Council) ,就可使社區更有韌性的氣候創新及韌性作法,向州長及氣候長提出建議。

有意參加的高中生可在519日截止前提出申請,獲選者將定期和氣候長晤談。

麻州氣候長Melissa Hoffer將於423日出席麻州奧杜邦野生動物保護會 (Mass Audubon’s Arcadia Wildlife Sanctuary)的「青年氣候節」,做特別嘉賓。她將在該會中討論成立青年氣候會的重要性。

由包括「青年立刻採取氣候行動 (Youth Climate Action Now)」等麻州西部數個年請人組織籌辦的這會議,將從下午1點舉行至晚上7點半,氣候長Melissa Hoffer預定5點半發表談話。

氣候長Melissa Hoffer 表示,成立氣候創新及韌性辦公室 (Office of Climate Innovation and Resilience)旨在以整個政府的角度來處理氣候危機,從交通到教育,到所有事務,而年輕人的觀點,對這工作將有重大影響。

Chief Hoffer to attend Youth Climate Festival at Mass Audubon’s Wildlife Sanctuary; Application process now open for interested high school students 

 

BOSTON – Today, Governor Maura T. Healey and Climate Chief Melissa Hoffer announced the creation of a Youth Climate Council. The council will advise the Governor and the Office of Climate Innovation and Resilience on climate policy and actions to make communities more resilient. Interested high school students in Massachusetts can now apply to be part of the council which will meet regularly with Chief Hoffer.  

 

Chief Hoffer will be a special guest at the Youth Climate Festival on Sunday, April 23 at Mass Audubon’s Arcadia Wildlife Sanctuary where she will discuss the council’s creation and its importance. The festival runs from 1 p.m. to 7:30 p.m. and Chief Hoffer will be speaking at 5:30 p.m. The festival is a joint effort between several youth-led groups in Western Massachusetts, including Youth Climate Action Now. 

 

“I am so inspired by the young people who have been leading the charge to advocate for bold, innovative action on climate. We are creating the Youth Climate Council to center their voices, perspectives and ideas in our climate policy and make sure they have a seat at the decision-making table,” said Governor Healey. “I’m grateful for Chief Hoffer’s leadership and for her commitment to bringing people together to drive the change that we need to create a stronger, healthier and more equitable future for all.” 

 

“As Mayor of Salem, I was always impressed with the important work that our Youth Commission did and saw firsthand how their bright ideas translated into positive results for our communities,” said Lieutenant Governor Driscoll. “I’m excited about the work that Chief Hoffer is doing to bring more young people into state government, and I know this Council will have a significant impact in our efforts to combat the climate crisis.” 

 

“We created the Office of Climate Innovation and Resilience to drive a whole-of-government approach to combating the climate crisis—from transportation to education and everything in between—and the perspectives of young people are vital to this work,” said Chief Hoffer.  “These youth are leaders today, and they will be the leaders of tomorrow. These are the people who will be living with the decisions we make today, and we need them at the table. I am very much looking forward to co-creating the Youth Climate Council with the council members and to integrating the voices and perspectives of youth into the work of the Climate Office.”

          (Boston Orange編譯) 麻州房屋及經濟發展廳 (EOHED) 廳長郝伊平 (Yvonne Hao) 20日宣佈,該廳將在經濟基礎、經濟策略和消費事務和企業規章等3大支柱的架構下重組,並指派3人出任副廳長,攜手推動麻州經濟發展。

在這3大經濟發展支柱中,經濟基礎將把重點放在區域,郊區及小企業的成長上,還有基礎設施,海港及軍事裝置支援。經濟策略的重點放在旅遊,國際貿易,以及生命科學,先進製造和清潔能源等的聯邦政府層級機會上,還有跨部會的人力及技能內閣。消費者事務及企業規章則是要更全面的整合該廳總體經濟發展策略。

郝伊平廳長表示,她的團隊要確保所有麻州居民都得到有個好工作的機會,所有的企業都能得到長及競爭所需資源,所有社區都能得到繁榮所需支援。

麻州房屋及經濟發展廳宣佈的新領導團隊成員如下: 

Ashley Stolba,原任EOHED社區發展副廳長,將留任為經濟基礎副廳長,管理「一站式社區成長 (Community One Stop for Growth) 」, 擔任「海港經濟協會 (Seaport Economic Council) 」副主席,監管彌平數位差異及麻州軍事裝置等事務。她還將監管「麻州企業發展辦公室 (MOITI) 」所援助的區域企業,小型或微型,移民經營的企業,以及新設的郊區事務主任。

Stolba 也將做為該廳的環保主管,重點關注環保基礎設施所需,負責和奚莉政府其他部門的環保相關事務緊密合作。她也將負責和麻州發展 (MassDevelopment)” 麻州成長資本公司 (Massachusetts Growth Capital Corporation)”等半官方機構合作。

Sarah Stanton EOHED的新人,出任經濟策略副廳長,將監管經濟發展基金會團隊的工作及新成長計劃。她將經由麻州旅遊辦公室 (Massachusetts Office of Travel and Tourism) 和麻州國際貿易投資辦公室 (MOITI)來負責麻州的旅遊及國際貿易事務。

Executive Office of Housing and Economic Development Announces Additions to Leadership Team, New Pillars of Economic Development

 

BOSTON – Executive Office of Housing and Economic Development (EOHED) Secretary Yvonne Hao today announced the appointment of new undersecretaries and the realigning of the office under new pillars to better focus on key sectors of the economy and ensure continued economic support for all Massachusetts communities and residents.

With today’s announcement, EOHED will now be structured under three pillars of economic development: Economic Foundations, focused on regional, rural, and small business growth, as well as infrastructure, seaport, and military installation support; Economic Strategies, focused on tourism and international trade, new federal opportunities in areas such as life sciences, advanced manufacturing, and clean energy, and the cross-secretariat Workforce Skills Cabinet; and Consumer Affairs and Business Regulation, which will be more fully integrated into the office’s overall economic development strategy. 

"My team at EOHED works every day to ensure that all people in Massachusetts get the chance to have a great career, that all businesses have resources to grow and compete, and that all our communities get the support they need to thrive,” said Secretary of Economic Development Yvonne Hao. “I am excited to announce these additions and promotions within our office and thrilled so many of the leadership team members have decided to stay on at EOHED. Our leadership team is excited to work on behalf of the state to build a healthy economy that benefits everyone.”

Ashley Stolba, who has served as EOHED Undersecretary of Community Development since 2021, will stay on in the office as Undersecretary of Economic Foundations. She will expand her portfolio to foster foundational economic opportunities for residents, communities, and businesses across Massachusetts. Stolba will continue to lead the community development team by managing the Community One Stop for Growth, serving as vice-chair of the Seaport Economic Council, overseeing work to close the digital divide, and maintaining the state’s military installations. In addition to these duties, Stolba will now oversee other key foundational areas such as regional businesses assisted by the Massachusetts Office of Business Development; small, micro, and immigrant-led businesses; and the new Director of Rural Affairs. She will also now serve as the secretariat’s
climate officer focused on climate infrastructure needs. Stolba will work closely with others across the Healey-Driscoll Administration on these areas of focus, as well as with quasi-government agencies such as MassDevelopment and the Massachusetts Growth Capital Corporation. Prior to joining EOHED, Stolba was Chief of Staff at the Harvard Allston Land Company and held roles as Deputy Chief of Staff and Legal Counsel at the Massachusetts Port Authority, Associate Counsel at the Massachusetts Association of Realtors, and Policy Analyst in the Massachusetts House of Representatives. A native of Mashpee, she received her bachelor’s degree in business administration from the Uniersity of Miami and her juris doctor from Suffolk University Law School.

Sarah Stanton has joined the office as Undersecretary of Economic Strategies and will oversee new growth initiatives that build upon the work of the Economic Development Foundations team. Stanton will be responsible for the state’s tourism and international trade sectors through the Massachusetts Office of Travel and Tourism and the Massachusetts Office of International Trade and Investment. She will also lead the office’s efforts on the Healey-Driscoll Administration’s cross-secretariat Workforce Skills Cabinet and help coordinate federal opportunities like CHIPS and Science Act funding, ARPA-H, and climate-tech investment. She will work closely with quasi-government partners Massachusetts Technology CollaborativeMassachusetts Life Sciences Center, and MassVentures. Stanton most recently served as Town Manager in Bedford, Massachusetts, and previously held several key roles in local government, including serving as Budget Director for the City of Cambridge, Finance Director/City Auditor for the City of Salem, and other municipal leadership roles in the Town of Ipswich, City of Woburn, and City of Haverhill. She is an adjunct professor of city planning, political science, and public administration graduate programs at Boston University, Merrimack College, and Northeastern University. Stanton holds an undergraduate degree in political science from Plymouth State University and a master’s degree in public administration from Northeastern University.

Layla D’Emilia has been promoted to Undersecretary of the Office of Consumer Affairs and Business Regulation, which aims to protect and empower consumers through advocacy and education and ensure a fair playing field for Massachusetts businesses. As Undersecretary, she will oversee five regulatory agencies: the divisions of banks, insurance, occupational licensure, telecommunications and cable, and standards. D’Emilia previously served as Commissioner of the Division of Occupational Licensure within EOHED for the last three years, where she oversaw 265 full-time staff and a budget of $26 million.

 

Prior to joining EOHED, D’Emilia served as a senior member of the Massachusetts Executive Office of Public Safety and Security, where she coordinated and deployed operational responses and guidance around natural disasters, major weather and infrastructure events, and other significant public safety and homeland security issues. D’Emilia was also Vice President of Violence Intervention and Prevention Programs at Health Imperatives Inc., held positions focused on domestic and sexual violence prevention and response with Jane Doe Inc., and served on the Massachusetts Department of Higher Education Commissioner's Task Force on Campus Safety and Violence Prevention. She is a graduate of West Virginia Wesleyan College and Suffolk University Law School.

In addition to Undersecretaries Stolba, Stanton, and D’Emilia, Secretary Hao’s leadership team will consist of three additional functional leaders: Chief of Staff Emily MacCormack, General Counsel Jon Cosco, and Policy Director Rory O’Hanlon.  

On March 1, Governor Healey filed Article 87 legislation to create a new Executive Office of Housing and Livable Communities headed by a cabinet-level secretary that will be charged with expanding the work now done by the Department of Housing and Community Development. The Executive Office of Housing and Economic Development will be renamed the Executive Office of Economic Development, and today’s announcement of realigned focus around three pillars of economic development will better position the office to fulfill its mission of promoting business growth, opportunity, and economic vitality for Massachusetts’ communities and residents. The Article 87 reorganization plan is currently under review by the Legislature.

           (Boston Orange 編譯) 麻州州長奚莉 (Maura Healey) (21) 日公佈指派3人加入麻州地鐵 (MBTA)董事會,其中曾任麻州港務局 (MassPort)執行長的Tom Glynn將出任董事會主席。

另外2名獲指派的MBTA新董事為曾任Lynn市市長的Thomas M. McGee,以及在商業銀行有9年以上資歷,目前擔任Rockland 信託公司Worcester 借貸中心商業貸款副總裁的Eric L. Goodwine

3名新董事將和麻州交通廳廳長Gina Fiandaca,重獲指派的國際板金、空氣、鐵路和交通工人(SMART)東北地區委員會主席Robert Butler,任期還未屆滿的在任董事,Onyx 發展集團共同創辦人暨波士頓市租金穩定諮詢委員會委員Chanda Smart,以及昆士市長柯奇 (Tom Koch)等共7人一起服務。

Gina Fiandaca – 麻州交通廳廳長兼執行長

Gina Fiandaca是麻州交通廳(MassDOT)廳長兼執行長,負責監督MassDOT的公路、鐵路和公交、機動車登記和航空等四個部門。作為交通廳長,她同時擔任MassportMBTA董事會的董事。進麻州政府工作前,Fiandaca曾在德州奧斯汀市擔任助理市政經理。在20195月之前,Fiandaca在波士頓市工作,擔任交通局局長。她也曾在國家和地區停車組織任職,擔任新英格蘭停車委員會主席和國家停車組織成員。Fiandaca獲有薩福克大學的學士和波士頓大學企管碩士等學位。

Thomas P. Glynn - 主席,新任命

Thomas Glynn曾在Michael Dukakis任州長期間擔任麻州地鐵總經理,在Deval Patrick任州長時當麻州港務局 (Massport)執行長。目前他在哈佛大學肯尼迪政府學院的公共管理客座講師。

他也曾任克林頓政府的勞工部副部長,Partners Healthcare(現在稱為“Mass General Brigham | Integrated Health Care System”)的營運長。

Glynn獲有Brandeis大學博士和Tufts大學學士的學位。他是國家公共行政學院的學者。2022年獲選為傑出波士頓人士學院的成員。在奚莉政府的交接團隊中,他曾擔任公共交通委員會聯合主席。

Thomas M. McGee - 新任命

Chanda Smart - 現有成員繼續服務

Robert Butler從今年5月起出任國際板金、空氣、鐵路和交通工人(SMART)東北地區委員會主席。他也市麻州AFL-CIO的副主席。以前,Butler擔任鐵板金屬工人第17地方工會企務經理,負責管理5,000多名工會成員,並監督數百萬美元的投資和工會基金。ButlerLocal 17擔任技工近20年,對行業員工的需求有深刻了解,他利用這些知識來倡議工人權益。Butler將接任AFL-CIO席位。

Thomas Koch - 現有成員繼續服務

Tom Koch2008年以來一直擔任昆士市市長。他出生和成長在昆士市,是SimoneRichard J. Koch七個小孩中的第六個。他自2011年以來擔任MBTA咨詢委員會主席。他在1990年至1994年期間與高中甜心Christine Keenan結婚,他們有三個孩子:Cornelius Richard和雙胞胎Thomas Jr.Abigail

物業稅佔波士頓市財政收入的74%,而波士頓的50%以上的房地產豁免繳稅。從2012會計年度以來,擁有免稅物業總值超過1500萬美元的非牟利慈善機構,已經能夠自願捐款,以現金或實物形式付給波士頓市政府25%的若免稅物業需繳稅金額。來自PILOT 的款項(評估值的八分之一)中約有一半是以現金形式支付,另一半經由為專為波士頓居民服務的社區福利計劃信用支付。

麻州總檢察官Campbell和多州聯手 爭取聯邦法院恢復各州禁止家暴者持槍

            (Boston Orange 編譯) 麻州總檢察官Andrea Campbell(20) 日促請美國最高法院審理一重要案件,以維護各州禁止收到家庭暴力限制令者取得槍枝的權力。

                      麻州總檢察官Andrea Campbell加入了由25名各州總檢察官所組聯盟,像美國最高法院遞交了一份友善簡報 (amicus brief) ,促請法院審理「美國訴訟拉希米 (United States v. Rahimi.) 」案。

                      聯邦法律禁止收到家庭暴力限制令者持有槍支。因為毆打,槍擊女友,收到德州法院發給家庭暴力禁制令的拉希米(Rahimi)”案被告,以前述聯邦法令違反了美國憲法第二修正案為由,挑戰這一條文的合法性,而美國上訴法庭第5巡迴庭在今年早前發表了同意的意見。

                     麻州總檢察官Campbell和聯盟要求最高法院聆聽這一案件,推翻其下屬法院的決定,恢復聯邦法。

               "  如果家中有槍,施暴者殺死他或她的親密伴侶的機會高5倍,而婦女,懷孕的婦女和有色婦女,成為親密伴侶暴力案對象的機率,不成比率的高。Campbell說,這些法令能拯救生命,我很驕傲能夠加入全國各州的檢察官行列,以確保這些普通常識的公共安全辦法,保留在州級和聯邦層級的法令中。

             在聯邦法之外,包括麻州在內的幾乎每個州,都有限制收到家庭暴力限制令者取得槍支的法令。Campbell檢方和檢察官們認為,上訴法院的裁決使會讓那些可能被家庭暴力案施暴者傷害或殺死的受害者,處於危險境地,也妨礙了聯邦及州政府保護其居民安全的努力。

               這份簡報是麻州總檢察官Campbell在全美及麻州各地致力解決槍枝暴力的最新行動。上個月,麻州總檢察官辦公室和多州聯手起草了一封信,譴責Visa, American Express, Mastercard, and Discovery這些信用卡公司,原本決定發新代碼給銷售槍枝商戶,以協助防範大規模槍擊事件,減少暴力,卻退縮了。

AG CAMPBELL JOINS COALITION URGING U.S. SUPREME COURT TO PROTECT COMMONSENSE MEASURES RESTRICTING GUN ACCESS FOR THOSE WITH DOMESTIC VIOLENCE RESTRAINING ORDERS 

BOSTON – Massachusetts Attorney General Andrea Joy Campbell today urged the U.S. Supreme Court to hear an important case to preserve states’ authority to bar individuals subject to domestic violence restraining orders from accessing guns. 

AG Campbell joined a coalition of 25 attorneys general in filing an amicus brief today in the U.S. Supreme Court, urging the court to review the case, United States v. Rahimi. 

Federal law bars those subject to domestic violence restraining orders from possessing firearms. The defendant in Rahimi – who was under a domestic violence restraining order issued by a state court in Texas for assaulting and shooting at his girlfriend – challenged the statute on the grounds that it violates the Second Amendment of the U.S. Constitution, and the United States Court of Appeals for the 5th Circuit issued an opinion earlier this year agreeing. AG Campbell and the coalition are asking the Supreme Court to hear the case, overrule the lower court and restore the federal law. 

“An abuser is five times more likely to murder his or her intimate partner if a firearm is in the home – and women, pregnant women and women of color are disproportionately the targets of intimate partner violence,” said AG Campbell. “These laws save lives and I’m proud to join with attorneys general across this country to ensure that these commonsense public safety measures remain on the books both at the federal level and state level." 

In addition to the federal law, nearly every state in the country, including the Commonwealth of Massachusetts, has enacted a law limiting access to firearms for those subject to domestic violence restraining orders. AG Campbell and the attorneys general argue that the appeals court ruling puts at risk domestic violence victims who may be harmed or killed by their abusers, and hamstrings both the federal government and states in their efforts to protect their residents’ safety. 

The brief is the most recent step in Attorney General Campbell’s work to address gun violence throughout Massachusetts and across the nation. Last month, the AG’s Office co-led a multistate letter denouncing the decisions of Visa, American Express, Mastercard, and Discovery to walk back their commitments to implement a new merchant code for gun sales that would help prevent mass shootings and curb violence. Earlier this year,  AG Campbell filed briefs in three ongoing federal cases, Granata v. Campbell, National Association for Gun Rights v. Campbell and Hardaway v. Nigrelli to defend and uphold commonsense Massachusetts laws and regulations intended to protect the people of Massachusetts from gun violence.    

AG Campbell is joined in filing the brief by the attorneys general of Arizona, California, Colorado, Connecticut, Delaware, the District of Columbia, Hawaii, Illinois, Maine, Maryland, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, North Carolina, the Commonwealth of the Northern Mariana Islands, Oregon, Pennsylvania, Rhode Island, Vermont, Washington and Wisconsin.
