AG HEALEY FILES LAWSUIT TO STOP ILLEGAL ROLLBACK OF NET NEUTRALITY PROTECTIONSCoalition of 22 Attorneys General Files Petition for Review, Formally Commencing Lawsuit
BOSTON – Continuing their fight to protect equal and open access to the internet, Attorney General Maura Healey today joined a coalition of 22 attorneys general in filing a multistate lawsuit to block the Federal Communications Commission’s (FCC) illegal rollback of net neutrality protections.

The coalition filed a petition for review in the U.S. Court of Appeals for the D.C. Circuit, formally commencing the lawsuit against the FCC and the federal government.
            “With so much of our lives online, the last thing we need is a slower, more expensive, and more restricted internet,” AG Healey said. “We are challenging the FCC’s order not only because it’s bad for consumers, students and small businesses here in Massachusetts – but because it’s illegal. We are moving forward with our lawsuit against the FCC to protect the internet as we know it.”  
The FCC released its final order rolling back net neutrality protections on Jan. 4 after voting 3-2 in favor of the order on party lines in December. After that vote, AG Healey announced she would join a multistate lawsuit against the FCC over its vote to rollback net neutrality protections. 
The repeal of net neutrality would have dire consequences for consumers and businesses in Massachusetts and across the nation that rely on a free and open internet—allowing internet service providers to block certain content, charge consumers more to access certain sites, and throttle or slow the quality of content from content providers that don’t pay more. The order also seeks to prevent states from taking action on their own to protect and secure equal and open access to the internet for their citizens.
In the petition filed today, the attorneys general seek a determination by the court that the FCC’s order to end net neutrality is “arbitrary, capricious, and an abuse of discretion” in violation of various federal laws and regulations.
Under the Administrative Procedure Act, the FCC cannot make “arbitrary and capricious” changes to existing policies, such as net neutrality. The FCC’s new rule fails to justify the Commission’s departure from its long-standing policy and practice of defending net neutrality, while misinterpreting and disregarding critical record evidence on industry practices and harm to consumers and businesses. Moreover, the rule wrongly reclassifies broadband internet as a Title I information service, rather than a Title II telecommunications service, based on an erroneous and unreasonable interpretation of the Telecommunications Act. Finally, the rule improperly and unlawfully includes sweeping preemption of state and local laws.

The lawsuit was filed by the Attorneys General of New York, California, Connecticut, Delaware, Hawaii, Illinois, Iowa, Kentucky, Maine, Maryland, Massachusetts, Minnesota, Mississippi, New Mexico, North Carolina, Oregon, Pennsylvania, Rhode Island, Vermont, Virginia, Washington, and the District of Columbia.

Sketch, Daly City, February 1981, Bren Bataclan Boston, MA – The Pao Arts Center presents its winter exhibition, Kulap: New Works by Bren Bataclan, which explores the artist’s immigrant experience to the Daly City, San Francisco in 1981. Kulap is on view from January 18 – April 28, 2018.   The Pao Arts Center’s main gallery features 15 brand-new paintings created for this exhibition. The immigrant experience in America has always been multifaceted, yet the process of coming to and becoming a part of the United States engenders challenges and triumphs that share many common features: the struggle to adapt, to acquire vital knowledge and skills, to balance the need to adopt the new culture with the claims of the old home; the experiences of racism and exclusion, and the tightly-knit comfort of a diaspora.
Bataclan’s vivid style blends influences from anime, “Superflat” artists such as Takashi Murakami, Filipina artist Norma Belleza, and his visual communication background. Bataclan uses his graphic design skills to excise inessentials and distill human meaning from complex situations. His minimalist, hyper-stylized compositions are immediately accessible to viewers of all ages and backgrounds, even as they convey deeply-felt themes of estrangement, belonging, discovery, and confusion.
Kulap invites recognition, reflection, and contemplation of what it means to be an immigrant, a citizen, and an evolving human being.
About the Artist: Bren Bataclan is a Cambridge-based artist who was born in the Philippines and grew up in the San Francisco area. Prior to becoming a full time artist, Bren taught design and computer animation at UMass Amherst and the Museum School. In the early 2000s, Bren began giving away paintings in public spaces with a note saying, "This painting is yours if you promise to smile at random people more often." Since then, he has given away 3,000 paintings in 70 different countries and to all 50 U.S. states. Schools began to ask Bren to give presentations about his kindness-related street art project. His presentations led to 150 mural projects for schools, hospitals and businesses. Heinemann Press published an elementary school textbook entitled, "The Smile Artist," about his artwork. And in 2017, he gave a TEDxTalk about his street art project. Bren received his BA in design at UCLA (summa cum laude) and his MA in computer animation at the Ohio State University. (圖文由波士頓華埠社區中心提供)

      石国玲女士是中国最早的风险投资人之一,中国最早的IT人,1992 年将美国著名的IDG风险投资引进广东成立合资投资公司,成为广东省风险投资集团和广东IDGVC的联合创始人。现为香港汇泽亚洲投资有限公司副总裁。该公司的另一位联合创始人王干芝先生是阿里巴巴的首位投资人,而且是唯一一位投资阿里巴巴前三轮的投资人。该公司投资了日本最大的的语音技术公司AMI,日本最大的电子地图公司昭文社等网络与软件公司,并在全亚洲范围内重点投资技术型的中小企业,帮助这些技术型的中小企业发展。这次讲座我们将可以听到石博士讲述阿里巴巴早期的融资策略,发展中遇到的问题和如何峰回路转达到今天的局面。


      石国玲女士近年来专注于物联网,人工智能及大数据,移动互联网,机器人,石墨烯及生物医药领域的投资。投资参股了中国科学院的中科智城,有米科技及米双创信息科技,瀚信通信科技,丰石大数据,学壹传媒,千微网,美国硅谷Seevider等许多创新科技公司。石国玲女士在进军投资领域之前,本身就是一位高科技的IT 人才。她领军设计的“CGT-901高档中英文/图形终端1992年成为第一批进入中国银行和中国保险公司的国产计算机,为中国的计算机国产化做出了贡献,荣获1993年广东省科技进步奖。石博士还参与了中国第一台汉字微电脑“GF20/11A”攻关工作,荣获1984年广东省科技成果一等奖,中国科学院科技成果一等奖。研制的用于国家计委工业普查的“CSI–I型装置,荣获1987年广东省科技进步二等奖。研制的电解电容自动分选机,荣获1987年电子工业部科技进步二等奖。她还被授予广东省劳动模范。

                             (Boston Orange 周菊子波士頓報導) 波士頓伍胥山公所114日中午在華埠泰勒街會所舉行幹部就職典禮,伍黃兩家宗親及嘉賓濟濟一堂,恭喜主席伍輝民,伍樹俊,以及一眾新屆職員上任就職。
               駐波士頓台北經濟文化辦事處處長賴銘琪,副處長陳銘俊,波士頓華僑文教中心主任歐宏偉,黃氏公所主席黃仁宇,黃國瀚等多名嘉賓應邀出席,懇切致詞。

               連任主席伍輝民也是波士頓港澳之友社的共同創辦人,定居波士頓數十年,長期為族人服務,一向熱心,早就擔任過伍氏主席,近年退休,又被族人請出來再當主席。他的致詞簡短扼要,感謝族人支持,請繼續協助族務。
               新任主席伍樹俊以伍氏公所牆上對聯為引,藉著建堂紀念先人為盡孝思,非恃財雄爭出色,勒石流芳後代同垂景仰,因懷義氣得留名光宗耀祖的祖訓,呼籲宗親體恤前人艱苦創業精神,強調在元老,總長等先進帶領,宗親同仁的支持,幫助下,波士頓伍氏一定會克服困難,爭取更大成績。

               波士頓經文處處長賴銘琪全程以廣東話致詞。他先感謝伍氏對經文處長期以來的支持,繼而笑說,伍氏夫婦的鶼鰈情深甚至讓他太太都催他探問增進夫妻關係之道,結果得到的回答都是他們要先回家向太太請示之後才能告訴他。
               賴銘琪還在致詞中再次表示,自己將在未來數個月後調任返台,但做處長是一時,做朋友是一世,希望伍氏把他們夫婦倆納入朋友圈。

               經文處副處長陳銘俊也強調賴處長的一世朋友說,表示雖然自己不姓伍,踏進伍氏公所卻人人親切相迎,讓他也有回家的感覺,心裏非常溫暖。尤其是人稱蓮姑的李伍綺蓮,以及前主席伍樂仁夫婦對他非常照顧。陳銘俊還講了幾句台山話來套近乎,笑說講得不對要怪教他的那個人。
               僑教中心主任歐宏偉也感謝伍氏一直以來的協助,支持,並代表僑委會委員長吳新興,副委員長呂元榮,僑民處處長郭大文,送上問候,恭賀新禧。
               伍氏美東副總長伍煥華接著總結,伍氏請職員,嘉賓們一一合影,與出席眾人分享燒肉午餐後,就職儀式圓滿結束。伍氏職員隨後立即朝開工作會議,底定三月十七日晚在帝苑大酒樓舉行農曆新年春宴。

The future city will be enabled by Digital technology. These was the theme for Prof. MIT's Dennis Frenchman's talk at the Jan 6 MIT- Tsinghua Innovation Summit.

Prof. Frenchman discussed how digital technologies are being increasingly imbedded into cities and how these technologies are affecting life in cities. Back in 2000 we saw major tech firms developing info technologies to make cities smart. But these new digital technologies did not make the cities run any faster.

Now we are in the middle of a second wave, according to Frenchman. Cities are investing in new technologies and sensors - creating an urban intelligence. The most important product of these smart cities is not new technologies but the social changes that the new technologies are bringing about.

And as cities are facing increasing challenges the need for innovation by cities is increasing. 

These new activities are not being designed by engineers or university professors - but are driven by the customers and users of cities - the digital natives who grew up on the Internet, social media and mobile phones.

Millenniums are flocking to cities - they prefer the density, diversity, social networks of cities - and benefit of less commuting. This is where they are locating their new companies. 

And they are bringing their generations' values to cities and their own companies - less consumption and ownership oriented - more social and collaborative. Their networks and communities are global. They are health and environmental conscious in their outlooks and activities. These are the risk takers and the entrepreneurs who are moving to cities. And with $200 billion invested in startups - the proliferation of these innovative commercial models are changing the nature of business itself - and cities.

According to Frenchman, we are living a digital lifestyle where everything is incredibly connected. In the 20th century, highways were likened to arteries; we now have new urban pathways - the Internet and mobile systems creating a nervous system for the city. 

Thru mobile and sensor based applications a new science is developing for looking at how cities behave - and tracking them in real time. The analysis of cities tell us that cities are not doing well - there are inefficiencies, waste and a lot of inequality in the 20th century city. However, big data is creating opportunities to change this, and capitalize on underutilized urban assets.

Prof. Frenchman then discussed the traditional assumption of cities based on hierarchies, separation of spaces and specialization - and that the new work, business and living patters are fragmenting cities and bringing their parts together in surprising ways.

For instance, streets used to define the public vs private realm - at the building lines. With the new digital technologies those edges are becoming blurred. New models for storefronts and digital signs are creating ubiquitous potential for transformation and meeting places and advertising. And the use of media to create new types of commercial spaces.

New models for working are arising: WeWork and other co-working spaces now account for significant square footage in New York and London. And now they are looking to introduce new models for living: co-living space. 

These new companies and their services and production techniques are driving a new model for urban industry - efficient, clean, knowledge based and advanced manufacturing. And mixed into housing to create a new fine grain for living. Making efficient, live networks for community. 

This is the new Tech city. According to Prof. Frenchman, in the old economy we moved to where the factories were located. In the new economy we are moving to where the idea factories are situated.

Prof. Frenchman concluded his talk by presenting his projects for a digital media city in Seoul and a new business district for Jinan China that illustrate these themes.

全球網站自21日起開始開放線上報名
中華民國僑務委員會、教育部及客家委員會合作辦理之「2018年海外華裔青年英語服務營」(以下簡稱英語營),歡迎現居美國、加拿大、紐西蘭、澳洲、英國、愛爾蘭、南非、或貝里斯地區,並以英語為母語,能以簡單中文溝通,身心健康、學行良好、能適應團體生活,且具高度從事志願服務意願者的華裔青年踴躍報名,本活動預計招募華裔青年534名(含70名海外客籍青年志工)。
申請資格為 :未曾參加本活動者,報名時已就讀11年級以上且於20181130日前年滿17足歲,但未滿25足歲之華裔青年(以護照所載年齡為準)。
活動期間為:2018630日至728日止,為期四週,活動內容:第1週由教育部安排英語教學訓練課程,第23週則前往偏遠地區國中、國小(海外客籍青年志工所服務之學校將以客家文化重點發展區的偏鄉學校為原則實地從事英語教學志願服務,第4週由僑務委員會負責安排寶島參訪活動。全程參與者將由僑務委員會核發80小時中英文服務證明。
