波士頓華埠社區中心要為亞裔企業建平台

(Boston Orange 周菊子麻州報導) 波士頓華埠社區中心(BCNC)昨日宣佈將成立“企業領袖協會”,為亞裔在昆市辦企業營造更好環境。麻州企業發展助理部長范文南(Nam Pham)點出,昆市有發展旅遊業極佳條件。
            波士頓華埠社區中心(BCNC)昨(6)日在該中心設於昆士市興國街275號的服務據點,舉辦“在新昆市做生意(Doing Business in the New Quincy) “座談,以瞻望昆市未來,探討如何協助亞裔在昆市創業,做生意。

            甫締造歷史,當選為昆士市首名亞裔市議員的梁秀婷應邀致詞,謙虛表示自己也在學習,將竭力做民眾與市府之間橋樑。
昆士市是麻州南岸最大城市,總人口約93,000,其中2034歲年輕人在全市人口中所佔比率是波士頓各市鎮之最。昆市居民中約27%在美國境外出生,32%在家不說英語,亞裔經營的企業,佔全市企業的17%

波士頓華埠社區中心董事長鍾潔姿,行政主任李隆華,辦公室經理謝約翰(John Xie)等人表示,該中心昨日慶祝成立46週年,仍在從個人,家庭角度出發,研擬改善移民生活的服務項目。鑑於前述的昆市大環境改變,該中心在提供英語培訓,轉介社會服務外,刻正進一步的從協助有心人做生意著手,改善移民生活。

            范文南指出,麻州有27,000家亞裔經營企業,卻只有200家登記麻州供應商多元化計畫(Massachusetts Supplier Diversity rogram),可見如何幫助少數族裔充分利用政府提供的服務,仍是一大課題。在昆士市選出首名亞裔市議員梁秀婷之下,相信昆市今後在這方面將大有改善。
            范文南表示,查理貝克(Charlie Baker)上任州長以來,麻州政府有不少支持昆市經濟發展的行動,包括1030日宣佈了經由“麻州工作(MassWorks)”項目,撥款580萬元給昆士市改善地方基礎建設;1014日撥款420萬元,協助建造亞當綠地公園(Adams Green)等等。
            由於海南航空的開通了波士頓直飛北京,上海航線,國泰航空公司開通了波士頓直飛香港航線,到麻州旅遊的中國人數急遽增加,2014年達到173000人之多。范文南建議亞裔社區利用昆市商會的孵化器辦公場所,把握昆士市是美國的“總統城市(The City of Presidents)“,有許多歷史景點的優勢,發展旅遊業。
            昆市商會會長Dean Rizzo表示,他在昆市協助企業已逾12年,曾和現任昆士市長助理邱潔芳,麻州眾議員陳德基等人合作,深知昆市亞裔人口增長之快,市內企業已有17%都是亞裔經營等事實。
            Dean Rizzo指出,近年來昆市變化的確很大,在今年到明年底之間,昆市將增建不下15棟大樓,約2200個住宅單位,其中有不少座落在商業區,將可支持更多小企業。他在回應JP富士集團梁戰成的如何幫助小企業生存這提問時表示,歡迎亞裔社區使用該會資源,拓展企業種類,增強持續經營能力。
            哈佛格林健保包容發展副總裁Brenda Cole表示,該公司早就注意到亞裔社區的增長趨勢,並針對亞裔需求設計了“東方和諧”項目,把針灸,太極等東方人熟悉的醫療方式,包括進新設計的醫療保險計畫之中。

網協創業營4.0 展望未來 匯報佳績

中國的“大眾創業,萬眾創新”風,捧得海外華人圈創業風也越演越烈。紐英崙中華資訊網路協會(NECINA)五日晚才為第四期創業營辦講座,MIT-CHIEF和燎原等機構六日晚又辦起留學生“首屆創業馬拉松”。
網協五日晚在畢馬威會計師樓(KPMG)的劍橋市辦公樓舉辦第四期創業營活動。主持第三期的高弘說明,網協體會到創業者不但要寫企業企劃書,更要找合夥人,團隊,資金,得懂市場,行銷管道等等,因此成立創業營,找到許多熱心,又有創業經驗的人,來幫助有心者充分利用各方面資源。
 網協創業營第四期主持人李大勇表示,這期創業營原本由米天創投合夥人田田負責,最近網協內部有人事調動,田田升任副會長,第四期創業營改由他承辦。
高弘指出,網協創業營成立以來,已有不少成功案例。網協現任會長王振榕所創辦的Dreamech,就是第一期創業營的第一名。其後陸續成功創業的包括已落戶中國,獲得種子融資的“愛直播”,智慧鍋(SmartWok),爭取到400萬元A輪融資的NuvoltaBDI,真實生活精靈(TrueLife Geniei),iBrainext.com,以及最近才在“麻州挑戰“本年度比賽中,獲選為最後16名得獎團隊,今年初剛完成第一輪融資,並獲科技星(Tech Star)接受培訓的“電視螢幕洞察(TVision Insights)”等。
包括米天創投,輿圖創投,策略天使,東方連接資本,公平天堂資本,Andy Palmer等,都是關注網協創業營,隨時準備投資的資本機構。
五日晚,網協創業營請來innoPad共同創辦人金辰(Marc Jin),“適合我的工作福利(WorkBenefitsMe)”創辦人兼執行長邱智泉,以及退休主管服務公司(SCORE)的中文輔導專員郭慧明作講者
金辰有麻省理工學院史隆管理學院的商管碩士學位,目前是勒星頓醫療(Lexington Medical)的高級主管。2006年時,他和人合作創辦了InnoPad,今年成功退出。
邱智泉有德州A&M大學的電機博士學位,後來再從達特茅斯學院的Tuck商學院取得商管碩士,曾在鐵山(Iron Mountain)公司,把一項產品成功的從構想帶到上市,並爭取到迪士尼,華納兄弟,NBC等超大公司為客戶。現在他在華森市的Constant Contact裏創辦著“適合我的工作福利”這新企業。
他們兩人講述了各自的創業經歷,都指出唸商管碩士,在課堂上的學習固然重要,但在那段期間獲得的人脈關係,更是有用。
在波士頓夥伴金融集團擔任助理副總裁的郭慧明,暇時還在小企業行政局(SBA)的退休主管服務公司(SCORE)當義工。
郭慧明指出,許多如今的美國大公司,包括蘋果,英代爾,聯邦快遞等,在草創時期,都曾經找過SCORE輔導,在資金,諮詢,以及政府合約上,獲取幫助。尤其小企業行政局為輔助人們創業,辦有許多融資或貸款方案,甚至還有無償的資助,有心創業者,實在不應該錯過這麼好的資源。

麻大孔子學院三辦志願者教師崗中培訓

麻州大學波士頓孔子學院日前第三度承辦國家漢辦志願者教師崗中培訓,邀得肯塔基大學孔子學院院長修華靜等10名專家,學者開講,有來自美國28州的146名老師參加。
開幕式有中國駐紐約總領事館教育參贊徐永吉,教育領事常全生、張揚、丁捷等一行四人,以及麻州大學波士頓校區副教務長Schuyler S. Korban等出席,有全體志願者教師齊唱漢語志願者教師之歌《瀚宇之花盛開》,場面頗為壯觀。
在開幕式中,徐永吉向志願者教師們提出四點希望,一要牢記使命,開展漢語教學;二要遵紀守法,樹立良好形象;三要深入社區,了解美國社會;四要廣交朋友,當民間大使。麻大副教務長Korban表示,漢語志願者教師在促進中美友誼上,發揮了很大作用。
在第一天的培訓中,有修華靜博士的《美國學校文化面面觀》,高健的《點燃學生的學習熱情》的深入分析,也有同時段五個不同主題的分享。
李兆紅介紹動態的教學課堂,張曉霞分享全浸制課堂的策略和親身體驗,以及怎樣通過因材施教,有效地教授大綱規定的教學容,還有通過開展什麼樣的活動,能幫助建立學校和社區的友好關係。陸熙雯強調ACTFL語言能力大綱、5C外語學習標準以及各州共同核心標準的重要性。劉恆嘉分享如何用做小項目方式激發學生學習漢語的興趣和設計項目的方法。楊明和陳麗嘉分享課堂管理技巧。
第二天的培訓,有王淑紅的從漢語教學資源角度,介紹國際漢語教材編寫指南平台、孔子學院數字圖書館以及其他漢語教學資源和輔助工具;張華的分享混合式中文學習模式、教育技術及多媒體教學,以及如何推動學生的個性化中文學習。
麻州大學波士頓孔子學院院長傅春梅表示,該院成立於2006年,由麻州大學波士頓校區和中國人民大學、中國人民大學附屬中學共同建設,如今已是新英格蘭地區漢語教師培訓的重要基地之一。

麻州五校辦華語文測驗

  (Boston Orange) 麻州五所學校刻正辦理2015年華語文能力測驗及兒童華語文能力測驗。經文處教育組透露,約200人參加。
            經文處教育組表示,自從美國總統歐巴馬20159月宣佈「百萬強計畫(1 Million Strong Initiative)」,估計到2020年時,美國學習中文的學生數將達到1百萬。
111日華語文能力測驗在麻州西部的Williams College舉行。

            教育部為協助學習中文者瞭解自己學習中文的進展,開辦了華語文能力測驗及兒童華語文能力測驗。今年在紐英崙地區的測驗,從111日至118日,分別在5個學校舉行,包括威廉斯學院(Williams College)、和理大學(College of the Holy Cross)這兩所大學,新罕布夏州的倍得福高中(Bedford High School, NH),以及勒星頓及中華語文這兩所中文學校。
在大約200名報考學生中,個人報名者增加不少,還有人從紐約州、俄亥俄州等遠道趕來。其中的和理大學畢業生熊天明(Thomas Schoenberger),曾獲2014年教育部華語文獎學金,到過臺灣大學國際華語研習所進修9個月。這次考試,他挑戰最高等級的流利精通級。
在勒星頓中文學校應試的羅嘯天(Stephen Rabasco)也報考流利精通級。羅嘯天曾到臺灣東海大學研習華語,後入讀臺灣大學中文研究所,回美後在哈佛大學繼續學業。他從2012年起,每年都報考,以確認自己的中文能力。
教育組指出,華語文能力測驗分6個等級,包括入門級、基礎級、進階級、高階級、流利級與精通級。適合712歲小朋友的兒童華語文能力測驗,分3個等級:萌芽級、成長級與茁壯級,試題內容也偏重圖畫等生動活潑適合小朋友的主題。

TREASURER DEB GOLDBERG ANNOUNCES SALE RESULTS OF COMMONWEALTH TRANSPORTATION FUND REVENUE BONDS

Deal Will Generate Proceeds That Will Fund Six New Rail Projects Throughout Massachusetts

BOSTON – The State Treasurer’s Office announced today that it has successfully completed the sale of its Commonwealth Transportation Fund (CTF) Revenue Bonds, 2015 Series A.  The transaction, led by Citigroup, was offered to individual investors on Wednesday, November 4 and opened to institutional investors the following day.   While the Commonwealth has issued CTF Bonds before, this represents the first transaction in which proceeds will also be used to pay for portions of the Commonwealth’s Rail Enhancement Program.
“One of the best ways we can ensure that Massachusetts remains the best place in America to start a business or raise a family is investment in our rail infrastructure,” said Treasurer Deb Goldberg.  “This deal helps us do that and at a low cost of capital.”
"The successful sale of these very well received bonds is an important step toward making critical investments outlined in the Governor’s Capital Budget Plan for the MBTA and other important transportation initiatives,” said Kristen Lepore, Secretary of the Executive Office for Administration and Finance.
The proceeds of the transaction are expected to be used to fund six rail projects around Massachusetts. They include the Green Line extension, the purchase of orange and red line vehicles, the South Coast Rail extension, Knowledge Corridor, South Station improvements, and Fairmount Line improvements. 
The transaction was originally planned to total $450 million.  Due to favorable market conditions and consideration of a second expected transaction in December, the size of the deal was increased to $500 million, effectively eliminating the need for the second transaction.  Even while increasing the size of the issue, the average interest rate on the bonds was lowered due to investor interest. The additional proceeds are expected to fund portions of the Commonwealth’s Accelerated Bridge Program.
“We consistently look to execute our transactions as efficiently and cost-effectively as possible. Because of strong demand and heavy retail participation, we were able to upsize the total transaction which will save hundreds of thousands of dollars that we would have paid in additional transaction costs had we conducted the originally-planned second sale in December.  Wrapping in that deal also allowed us to reduce market risk.  We don’t know what is going to happen in December; now we don’t need to” said Sue Perez, Assistant Treasurer for Debt Management.
The Commonwealth received over $150 million in orders for individual investor accounts on Wednesday, over half of what it made available on the first day.  Remaining bonds were sold during the institutional sale the following day with a tightening in prices due to high demand.  The bonds represent the fifth issue under the Commonwealth Transportation Fund, the state’s strongest credit with ratings of AAA/Aaa from S&P and Moody’s.  The bonds are secured by a portion of the 24 cent gas tax as well as certain RMV fees.

     THE PRESIDENT:  Good morning, everybody.  Several years ago, the State Department began a review process for the proposed construction of a pipeline that would carry Canadian crude oil through our heartland to ports in the Gulf of Mexico and out into the world market.

This morning, Secretary Kerry informed me that, after extensive public outreach and consultation with other Cabinet agencies, the State Department has decided that the Keystone XL Pipeline would not serve the national interest of the United States.  I agree with that decision. 

This morning, I also had the opportunity to speak with Prime Minister Trudeau of Canada.  And while he expressed his disappointment, given Canada’s position on this issue, we both agreed that our close friendship on a whole range of issues, including energy and climate change, should provide the basis for even closer coordination between our countries going forward.  And in the coming weeks, senior members of my team will be engaging with theirs in order to help deepen that cooperation.

Now, for years, the Keystone Pipeline has occupied what I, frankly, consider an overinflated role in our political discourse.  It became a symbol too often used as a campaign cudgel by both parties rather than a serious policy matter.  And all of this obscured the fact that this pipeline would neither be a silver bullet for the economy, as was promised by some, nor the express lane to climate disaster proclaimed by others.

To illustrate this, let me briefly comment on some of the reasons why the State Department rejected this pipeline.

First:  The pipeline would not make a meaningful long-term contribution to our economy.  So if Congress is serious about wanting to create jobs, this was not the way to do it.  If they want to do it, what we should be doing is passing a bipartisan infrastructure plan that, in the short term, could create more than 30 times as many jobs per year as the pipeline would, and in the long run would benefit our economy and our workers for decades to come. 

Our businesses created 268,000 new jobs last month.  They’ve created 13.5 million new jobs over the past 68 straight months -- the longest streak on record.  The unemployment rate fell to 5 percent.  This Congress should pass a serious infrastructure plan, and keep those jobs coming.  That would make a difference. The pipeline would not have made a serious impact on those numbers and on the American people’s prospects for the future.  

Second:  The pipeline would not lower gas prices for American consumers.  In fact, gas prices have already been falling -- steadily.  The national average gas price is down about 77 cents over a year ago.  It’s down a dollar over two years ago.  It’s down $1.27 over three years ago.  Today, in 41 states, drivers can find at least one gas station selling gas for less than two bucks a gallon.  So while our politics have been consumed by a debate over whether or not this pipeline would create jobs and lower gas prices, we’ve gone ahead and created jobs and lowered gas prices.

Third:  Shipping dirtier crude oil into our country would not increase America’s energy security.  What has increased America’s energy security is our strategy over the past several years to reduce our reliance on dirty fossil fuels from unstable parts of the world.  Three years ago, I set a goal to cut our oil imports in half by 2020.  Between producing more oil here at home, and using less oil throughout our economy, we met that goal last year -- five years early.  In fact, for the first time in two decades, the United States of America now produces more oil than we buy from other countries. 

Now, the truth is, the United States will continue to rely on oil and gas as we transition -- as we must transition -- to a clean energy economy.  That transition will take some time.  But it’s also going more quickly than many anticipated.  Think about it.  Since I took office, we’ve doubled the distance our cars will go on a gallon of gas by 2025; tripled the power we generate from the wind; multiplied the power we generate from the sun 20 times over.  Our biggest and most successful businesses are going all-in on clean energy.  And thanks in part to the investments we’ve made, there are already parts of America where clean power from the wind or the sun is finally cheaper than dirtier, conventional power.

The point is the old rules said we couldn’t promote economic growth and protect our environment at the same time.  The old rules said we couldn’t transition to clean energy without squeezing businesses and consumers.  But this is America, and we have come up with new ways and new technologies to break down the old rules, so that today, homegrown American energy is booming, energy prices are falling, and over the past decade, even as our economy has continued to grow, America has cut our total carbon pollution more than any other country on Earth.

Today, the United States of America is leading on climate change with our investments in clean energy and energy efficiency.  America is leading on climate change with new rules on power plants that will protect our air so that our kids can breathe.  America is leading on climate change by working with other big emitters like China to encourage and announce new commitments to reduce harmful greenhouse gas emissions.  In part because of that American leadership, more than 150 nations representing nearly 90 percent of global emissions have put forward plans to cut pollution.

America is now a global leader when it comes to taking serious action to fight climate change.  And frankly, approving this project would have undercut that global leadership.  And that’s the biggest risk we face -- not acting. 

Today, we’re continuing to lead by example.  Because ultimately, if we’re going to prevent large parts of this Earth from becoming not only inhospitable but uninhabitable in our lifetimes, we’re going to have to keep some fossil fuels in the ground rather than burn them and release more dangerous pollution into the sky.

As long as I’m President of the United States, America is going to hold ourselves to the same high standards to which we hold the rest of the world.  And three weeks from now, I look forward to joining my fellow world leaders in Paris, where we’ve got to come together around an ambitious framework to protect the one planet that we’ve got while we still can. 

If we want to prevent the worst effects of climate change before it’s too late, the time to act is now.  Not later.  Not someday.  Right here, right now.  And I’m optimistic about what we can accomplish together.  I’m optimistic because our own country proves, every day -- one step at a time -- that not only do we have the power to combat this threat, we can do it while creating new jobs, while growing our economy, while saving money, while helping consumers, and most of all, leaving our kids a cleaner, safer planet at the same time. 

That’s what our own ingenuity and action can do.  That's what we can accomplish.  And America is prepared to show the rest of the world the way forward.
