麻州 FAPA 8/24 談“太陽花運動”

台灣人公共事務會(FAPA)麻州分會將於八月廿四日(週日)下午四點半至七點,假麻州劍橋市哈佛大學燕京圖書館舉辦“撒種迎旭日---太陽花的蓄勢與動靜”座談。   
台灣人公共事務會正安排代表「島國前進」以及「黑色島國青年陣線」,都是太陽花運動領導人的林飛帆,周馥儀,陳為廷,賴品妤和賴郁棻,到美國進行巡迴講演,波士頓是其中一站。
他們將分享台灣近來的社會運動狀況,以及他們身為活躍公民的自身經驗和想法。

其中的林飛帆國立臺灣大學政治系研究所碩士生,曾任反媒體巨獸青年聯盟召集人,參加過野草莓、反媒體壟斷等社會運動 ,現為ECFA學生監督聯盟召集人、兩岸協議監督聯盟世代正義小組成員、黑色島國青年陣線成員
周馥儀是台大歷史所博士生,也是賴和文教基金會執行長。曾參與反國光石化、大埔農地徵收抗爭,串聯藝文界人士,以文字、音樂與電影,做軟性情感召喚,促使大眾重視公共議題。
陳為廷是清大人文社會學院學士,曾參加反學費調整方案、台灣同志大遊行、五一勞工反貧窮大遊行。因母親聲援華隆紡織廠工人,參加工運。
賴品妤是國立臺北大學進修部法律系一年級學生。她從2012年起開始參加許多學生運動,包括反對《兩岸服務貿易協議》相關公民運動、白衫軍運動以及反媒體壟斷運動等,現為黑色島國青年陣線發言人。
賴郁棻是清華大學中國文學系一年級。高中時是全國跨校高中刊物「衛客」編輯,現為清大異議性社團「基進筆記」成員、捍衛苗栗青年聯盟成員,以及黑色島國青年陣線發言人。

Mayor Gary Christenson will be holding his annual Senior Cookout on Wednesday, September 3rd from 4:00-6:00 PM at Anthony’s, 105 Canal Street. The event will be held for the benefit of Malden seniors and tickets will be required for entry into the event. 
Tickets will be delivered to seniors residing in elderly housing. Malden seniors who do not live in elderly housing may obtain tickets on August 18, 19, 20 and 21 from 9:00-11:00 AM at the Mayor’s office, 200 Pleasant Street, 6th Floor. Tickets will be available for distribution at the Senior Center on Wednesday, August 27th from 11:00 AM – 1:00 PM as well. Proof of residency/photo identification will be required.

紐英崙僑界歡送洪慧珠升任駐美副代表

紐英崙僑界,波士頓經文處依序先後於八月八日,昨(十一)日舉辦歡送會,向本週五將飛往華府,升任駐美副代表的洪慧珠說祝福,道恭喜。
在波士頓經文處歷任處長中,洪慧珠既是首名女處長,還是在任內奉調,遷往華府,從地方官升為國家層級官員的第一人。大波士頓僑界高興非常,在歡送會中紛紛獻詩,送紀念品,還以歌寄意,從“忘不了你”,“讓記憶隨風飄”,唱到“萬水千山總是情”,“何日君再來”。
洪慧珠當晚也以歌抒情的感謝僑胞歡送,唱了首“小城故事”,坦言過去四年十一個月來,大波士頓僑胞的善良,待人溫和,讓她印象深刻。
波士頓兩名僑務委員,馬滌凡、陳家驊,八月八日晚義不容辭的當司儀,主持歡送會。
在紐英崙中華公所主席阮鴻燦,麻州眾議員黃子安分別代表麻州州長,麻州議會送上表揚狀後,波士頓華僑文教中心主任郭大文,新聞組組長朱永昌,外交部組長官大鉎儼然三劍客,率先出列,祝福長官前往華府後政通人和,步步高升,聯袂合唱“愛拼才會贏“。
            全美至德三德公所副總長黃周麗桃代表該姓氏公所接著送上“藏頭詩”的書法一幅,以“慧心凝德理,珠質蘊光華”相贈。北美洲舜裔篤親總公所及紐英崙至孝篤親公所也送上一幅牌匾,刻印著“致力經文處四年,僑胞服務手心牽,三民主義人稱頌,雙十遊行鑼鼓喧,深入社區勤拜訪,時逢節日祝團圓,鵬展翅程千里,報國精忠策馬鞭”的詩句。紐英崙婦女新運會會長呂錦芳和湯鳳鳴送上小禮物,中華書法會由陳綺怡,林卓培代表送上字畫,伍胥山公所由主席夫人李晶送上絲製圍巾。華埠退伍軍人會由會長司徒文信送上禮物後,把會員們都叫了上台合照。
            在歡送會中,最開心的僑團是波士頓臺大校友會,以及台灣青年專業人士協會。臺大校友會開心是因為洪慧珠不但是校友,還在過去四年多中和他們一直互動極佳。台灣青年專業人士協會(TAP)則是因為洪慧珠,才開始和大波士頓華人僑團接觸。
            早從1960年代就已來美的華人經濟發展協會董事長蔣宗壬,當晚首開金口,上台獻唱“何日君再來”。馬滌凡,陳家驊兩名僑務委員都來幫腔,引得洪慧珠笑顏逐開的打起拍子來。
            臨別,僑胞們紛紛要求合照。其中有人笑說,將來洪慧珠仕途亨通,更加飛黃騰達時,就有照可証“我們以前認識“。

紐英崙青少年中文夏令營學中國發明

(Boston Orange 周菊子牛頓市報導)第廿八屆紐英崙青少年中文夏令營的過夜營八月九日在牛頓市 Lasell 學院圓滿落幕。300多名學員跟隨69名夏令營輔導員,本地老師,四名來自台灣老師歡渡一週,學會許多“中國發明”。

紐英崙青少年中文夏令營今年從八月三日至九日,為期一週,分別有日營,過夜營及亞洲探索營等三種類別,科目豐富,有剪紙,絲印,看羅盤,做火藥,包餃子,踢足球,在夏日星辰自然藝術人道基金會資助下,實地參觀“土地的緣故”農場等項目。經僑委會支援,他們還邀得林佳君,謝家瑋老師,教民俗舞蹈及民俗體育。應聘擔任“瘋一夏馬戲體驗營”的王光華教雜耍特技,王昇陽教舞龍,舞獅,教學陣容十分堅強。

營主任蘇宏文表示,八月八日傍晚,以及八月九日下午,紐英崙青少年中文夏令營依序為日營及過夜營舉行結業典禮。學員們各做了約十二項表演,展現學習成果。

陳銘俊盛讚紐英崙青少年中文夏令營的組織架構完善,輔導老師們熱心有經驗,營員們表現佳,希望青少年們繼續學習中華文化。
冼鳳明向營主任蘇宏文,夏令營護士,以及六十多名老師,輔導員,義工獻上鮮花,感謝他們今夏勞苦功高,為大波士頓中華文化協會麾下的紐英崙青少年中文夏令營再創佳績,為家長及青少年們籌辦了這麼好的夏日活動。感謝所有工作人員,義工的努力,才使今年的夏令營儘管換了新場地,從衛斯頓市(Weston正在維修的瑞吉斯(Regis)學院,遷到牛頓市的Lasell學院,仍然辦理的有聲有色,十分順利。她也笑說,當然還得感謝老天爺在過去這一週給大家這麼好的天氣。冼鳳明還以家長身份鼓勵營員維繫友情,將來和夏令營保持聯繫,回來當義工,輔導員。
一名熟悉紐英崙青少年中文夏令營今年運作者透露,該營今年的老師群,人才濟濟,不但有僑委會的種子文化教師,也有許多本地人才,包括在僑教中心工作的張小慧,許淑芬,陳美樺,曾任新英格蘭中文學校協會會長的王月娥,以及在大波士頓中華文化協會內指揮青少年交響樂團的陳志新,教古箏的楊信宜,教扯鈴的朱友珍,教功夫的陳弘,開過畫展的田文浩,創辦“瘋一夏馬戲體驗營的路永宜等許多人。

Former Associate Dean of MIT Sloan School and His Harvard MBA Son Agree to Plead Guilty in Hedge Fund Scam 

BOSTON—Two Boston-area hedge fund managers were charged today with conspiracy to commit securities fraud, wire fraud and obstruction of justice.
Gabriel Bitran, 69, of Newton, a former professor and associate dean of the Massachusetts Institute of Technology (“MIT”) Sloan School of Business, and his son Marco Bitran, 39, of Brookline, a Harvard Business School graduate and money manager, were charged with conspiracy to commit securities fraud, wire fraud and obstruction of justice in connection with their hedge fund businesses, GMB Capital Management and GMB Capital Partners. Both Gabriel and Marco Bitran have agreed to plead guilty to the charge.
It is alleged that from 2005 through 2011, Gabriel and Marco Bitran solicited and maintained investors in their hedge fund and investment advisory businesses with false claims that, for eight or more years, they had managed friends and family funds, delivering average annual returns between 16 and 23%, with no down years. The Bitrans falsely told investors that the money in GMB hedge funds would be invested according to a complex mathematical trading model developed by Gabriel Bitran and based upon his MIT research on optimal pricing theory. The Bitrans also routinely concealed from investors that certain of their hedge funds were simply “funds of funds,” that is, hedge funds in which values of investments are determined by the value of investments in other independently managed hedge funds, some of which were themselves broad-based funds of funds.
By means of their fraudulent representations, the Bitrans induced investors to entrust over $500 million to their businesses. From this money, the Bitrans paid themselves millions of dollars in management fees for managing the funds in which they had fraudulently induced people to invest.
In the fall of 2008, several of the Bitrans’ hedge funds had disastrous losses, resulting in investors losing 50–75% of their principal in many instances. Nonetheless, in the fall of 2008, as their funds were experiencing these losses, Gabriel and Marco Bitran redeemed approximately $12 million of their own money from these hedge funds, while deferring other investors’ requests for redemption. The Bitrans thereby extracted much of the value of their own investments while leaving other investors to suffer more losses as the funds’ values declined precipitously.
In January 2009, while investigating potential victims of the Madoff fraud, the United States Securities and Exchange Commission (“SEC”) examiners learned of the Bitrans’ performance claims and asked for supporting documentation. In response, the Bitrans allegedly made false statements to the SEC examiners and provided fabricated records purporting to support their claimed actual trading performance.
As they did so, Gabriel and Marco Bitran acknowledged to each other that they had made false statements to investors and owed them restitution. In July 2009, Gabriel Bitran e-mailed Marco Bitran and discussed the fact that they had misled investors:
“We have mislead [sic] a lot of people with a range of statements that were incorrect simply to increase our income. . . . A person with the experience and knowledge of the financial sector and a veteran professor of MIT should not have engaged in this type of behavior. . . . I certainly do not blame you for everything that happened; we both share responsibility. . . . With [several named individuals] and probably a few others . . . we told them a story that was not true! . . . In my view you are discarding their anger as bad losers. This is not the whole story. They are not idiots, they know that they were mislead [sic]. The penalty for this type of action is Full [sic] restitution, which obviously we cannot afford.”
Similarly, in a September 1, 2009 e-mail, Marco Bitran acknowledged to his father that he had not acted honestly. He stated:
“We are certainly sharing equally in this dad. . . . Lots of our problems were caused by my good intentions but very poor actions when it came to true honesty.”
Still, from early 2009 through 2010, the Bitrans took steps to shield their assets by transferring them out of GMB businesses and into entities with less obvious affiliations to Gabriel and Marco Bitran. To effect some of these transfers, they used the identity of a family member without that person’s knowledge, obtaining falsely notarized signatures in that person’s name, to shield millions of dollars that they had preferentially transferred out of the GMB hedge funds.
In total, the Bitrans lost more than $140 million of GMB investors’ principal.
If the plea agreements are accepted by the Court, the Bitrans will be sentenced to no more than five years in jail but no less than two years, as well as a period of up to three years of supervised release and more than $10 million in forfeiture.

United States Attorney Carmen M. Ortiz; Vincent B. Lisi, Special Agent in Charge of the Federal Bureau of Investigation, Boston Field Division; and William P. Offord, Special Agent in Charge of the Internal Revenue Service’s Criminal Investigation in Boston, made the announcement today. The United States Attorney’s Office received valuable assistance from the Securities & Exchange Commission in the course of investigating this case.
The case is being prosecuted by Sara Miron Bloom of Ortiz’s Economic Crimes Unit, Brian Pérez-Daple of the Major Crimes Unit and Mary Murrane, Chief of the Asset Forfeiture Unit.
The details contained in the Information are allegations. The defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

BOSTON — 
School meals in Boston will be healthier and more locally-sourced this fall and students will have a regular role in planning menus, as part of a new three-year food service contract awarded last week.

After a competitive review involving three main vendors, the Boston Public Schools has selected Whitsons Culinary Group for a $12.2 million annual contract to provide meals to BPS students for three years.
In June, after an initial bid process, Mayor Martin J. Walsh and Interim Superintendent John McDonough directed potential vendors to strengthen and re-submit their proposals to the District. "We serve millions of meals a year to our students and it's important that we get this right," Mayor Walsh said. "Our school meals have to be appetizing, local and healthy. These are non-negotiable requirements and we are proud to deliver these high standards to our students this fall."
 “We challenged those vendors to bring something new to the table,” McDonough said. “We are pleased that this has led us to a food-service contract that strengthens the quality of our school meals with higher-quality, healthier and more locally-sourced options, as well as regular student input in the meals we serve.”
Whitsons, based in Islandia, NY, had the highest composite rating – which included a blind taste test - among the three vendors vying for the three-year contract. Although its $12.2 million annual proposal was higher than the $11.4 million proposed by a separate vendor, the evaluation committee consistently ranked Whitsons’ proposal higher than the other bids across a variety of factors. Under state contracting guidelines, public agencies can select a vendor that did not offer the lowest bid when this occurs.
Now that the new contract is in place, food service this fall will include quarterly taste-tests by students and regular student and parent involvement in school menu cycles. BPS will also resume a salad bar pilot project, which will initially cover six schools. Whitsons has previously served as food vendor for the district, most recently providing summer school meals.
This fall BPS will also organize a citywide Food Service Council comprised of parents, students, educators and community partners. The Council will provide input into the District's food service program, including meal planning. 
The district, through its vendor, serves approximately 11 million meals a year to more than 57,000 students. This past school year BPS became one of the first major districts in the nation to offer free breakfast and lunch to all students regardless of income.
Earlier this year, BPS asked the Council of the Great City Schools to examine the District’s Food and Nutrition Services department. The review, which is posted on the BPS website, found widespread management and inventory tracking concerns. Although the challenges were not related to the food service vendor, the results of the review prompted McDonough to review all aspects of the Department – including the bid for the next food service contract.

波士頓華埠慶第45屆中秋節

(Boston Orange 周菊子波士頓報導) 大波士頓華埠昨(十)日鑼鼓喧天,人頭湧湧,在候選者,警察,遊人很多,政客,中華公所董事屈指可數的熱鬧中,慶祝第 45 屆波士頓華埠中秋節聯歡會。
            今年是波士頓華埠回歸傳統,重新改由紐英崙中華公所獨自承辦中秋節聯歡會的第一年,一應活動宣傳,節目編排,場地佈置,全由紐英崙中華公所主席阮鴻燦率領中華所僑團代表們選出來的四名職員,李嘉玲,雷景林,翁宇才,黃立輝,加上黃國威,李潔英,共7人成立的小組負責籌辦。

會場派發的厚厚一本節目冊,寫明了今年的波士頓華埠中秋傑聯歡會,分兩個舞台。夏利臣街的主舞台,總共安排有 9 個功夫武術團體,5個舞蹈,健身組織表演,加上開幕儀式,共有12項程序。在華埠牌樓的第二舞台,有君子樓,僑聲音樂劇社,昭倫公所康樂組,仙藝曲樂社,廣東音樂社等5個粵劇社團演唱。黃述沾紀念公園那兒,有波城安良華風,波城劍虹,波城洪清,台聯等共12支球隊比賽排球。中華公所財政翁宇才表示,包括中華象棋會,中華書法會,華埠居民會,塔芙茨醫療中心,波士頓華人佈道會,波士頓慈濟基金會,中華僑立學校等等,今年大約有130個攤位在現場展售,宣傳。
會場中的表演節目部分和往年大同小異,展售攤位倒是至少有三個第一次新鮮出現。一個是會長梁娜玲和吳繼福,徐春妹,周仙梅等,十幾名鄉親聚攏賣潤餅,以累積會務經費的波士頓大陳同鄉會;一個是剛開始在波士頓賣原湯鮑魚罐頭,有本地董事長賴國鋆親自坐鎮,中美鍋貼老闆容煒輝捧場的海魁集團;一個是北美藝術家協會捧場,剛在牛頓市開辦,由樊凡任教的牛頓鋼琴學校。

由於紐英崙中華公所主席阮鴻燦,核數黃立輝兩人都在執法機關工作,波士頓警察局A-1區警長鄺志強(Ken Fong),社區小組長陳孔恩都是華人,今年的華埠中秋節還各式警備車輛很多的特色。龍鳳酒樓旁邊的停車場,昨日成了各種警車,急救車輛展示場。
