波士頓市議會昨(似)日下午通過,將在六年內斥資八千七百萬元,給波市巡邏警察加薪,加幅高達25.4%。
波市議會昨日以12比零的投票結果,通過波市巡警加薪案。競選波士頓市長失利的波市不分區議員約翰康納利(John R. Connolly),今年十月曾公開反對這加薪案,昨日也未出席投票。
波市警察中有不少人在選前私下表示,由於約翰康納利的公開反對警員加薪案,將不會投票支持他。
波市府在今年十月公佈,經由做為仲裁者(arbitrator)的布可流(Timothy Buckalew)協商,提出了給波市巡警協會(Boston Police Patrolman’s Association)加薪25.4%的建議。巡警協會代表1447名警員,該提案意味著波士頓市府需斥資八千萬元。
波士頓市長萬寧路的發言人當時指出,萬寧路相信這仲裁決定的金額太高了些。
馬丁華殊和約翰康納利當時都在競選波士頓市長,也都認為加薪加得太多,波市府恐無力負擔。馬丁華殊表示,波市府和巡警協會應重新坐到談判桌前協商。約翰康納利則說,警察應該得到加薪,但不是加那麼多,如果該合約送到市議會去,他會投反對票。
根據波市府資料,2012年時的波市巡警平均薪資為109,847元。
波市巡警書記Patrick Rose當時表示,提議的加薪要求很合理,因為這一提案的總金額,比波市府在2010年通過,五年內發給波市消防局消防員的金額還低。
馬丁華殊雖然也指該加薪幅度太高,但在競選波士頓市長時,並未就波市議會應該如何投票直接表態。昨日他重申這加薪幅度太高,但他無法改變協商提案與市議會表决。待他上任之後,他將召集相關人員,進一步研究波市府預算。

Based on comments of the Council members at the hearing, it appears that the City Council will approve the arbitration award of 25.4% over six years at a total cost of approximately $87 million. Of the City's 40 unions, 31 unions have settled contracts with a 12.3% salary increase over the same period. The Research Bureau testified at the hearing in opposition to the City Council approving the funding of the contract because of the cost and the ripple effect it would have on the other three police contracts, the firefighters' contract next year and other contracts in 2016.
