Baker-Polito Administration Awards Over $19 Million in Funding for Dams and Coastal Infrastructure

Awards made in 23 Different Cities and Towns for 26 Projects

 

BOSTON – The Baker-Polito Administration today announced approximately $19.2 million in grants through the Executive Office of Energy and Environmental Affairs’ (EEA) Dam and Seawall Program, continuing efforts to address failing dams and strengthen coastal infrastructure. This funding will support 23 municipalities and nonprofit organizations as they seek to advance 26 critical infrastructure projects within their communities. Grants have been awarded for projects within the following communities: the Towns of Acton, Bridgewater, Dracut, Falmouth, Hopkinton, Hull, Middleborough, North Attleboro, Oak Bluffs, Plymouth, Raynham, Scituate, Somerset, Stow, Swansea, and Winchendon, and the Cities of Fall River, Fitchburg, New Bedford, Newburyport, North Adams, Springfield, and Weymouth.

 

“As we continue to witness the impacts of climate change on the Commonwealth, it is important that we work to address the state’s aging infrastructure, such as dams, seawalls, and other structures,” said Governor Charlie Baker. “By investing in these types of critical structures, we will make Massachusetts communities more resilient to withstand stronger storm events and other impacts and ensure better safety and performance for years to come.”

 

“Our Administration is proud to assist our municipal partners as they work to address failing dams and seawalls, which can be a costly endeavor that puts a significant financial strain on local budgets,” said Lieutenant Governor Karyn Polito. “Through our continued partnership, we will be able to make critical repairs and other necessary work to improve important infrastructure and make our communities more resilient to climate change.”

 

Grants are awarded to advance designs and permits, as well as to construct the projects. This round of grants will support 15 design and permitting projects and 11 construction projects. With these new grants, EEA’s Dam and Seawall Program has now made over $114 million in total grants and loans to address deficient dams, seawalls, and levees since the program began in 2013.

 

“The Baker-Polito Administration has made tremendous progress in addressing dams, seawalls, and levees by investing more than $100 million in funds to cities and towns since 2015,” said Energy and Environmental Affairs Secretary Beth Card. “Many of these structures were never intended to withstand the conditions we experience today, such as more intense storms and rising sea levels, requiring us to act now to implement resilient solutions to better protect our communities from future events and issues.”

"The reality of rising sea levels and the increased risk of flooding in Massachusetts prompted the legislature to create the Dam and Seawall Repair or Removal Fund," said Senate President Karen E. Spilka (D-Ashland). "Seawall and dam infrastructure is critical for safeguarding the wellbeing of communities throughout the Commonwealth. Even in-land communities, like Hopkinton in MetroWest, will benefit from restored functioning and heightened protections against flooding from nearby lakes and waterways."

 

“As we work together to build a greener and more resilient Commonwealth, I want to applaud the Baker-Polito Administration for working with us in the Legislature to combat climate change and meet critical environmental infrastructure needs,” said Senator Michael J. Court Order Halts Arizona Voter Purge Law Before November 2022 Election

 

Arizona Officials Prohibited from Taking Any Action to Implement or Enforce
Arizona HB 2243 to Remove Voters or Disqualify Ballots in November 2022 Election

Phoenix, AZ — A federal judge in Arizona today signed a stipulated order resolving the Arizona Asian American Native Hawaiian and Pacific Islander for Equity Coalition’s (AZ AANHPI for Equity Coalition) request for a preliminary injunction of House Bill 2243 in the ongoing lawsuit related to that bill and House Bill 2492. HB 2243 is a voter purge bill that targets voters of color and naturalized voters in Arizona, which could have had sweeping effects on the upcoming November election. The order, agreed to by all defendants and entered by the court, stipulates and orders that the defendants will not take any action to implement or enforce HB 2243 in a manner that would remove voter eligibility or disqualify any otherwise valid ballots prior to January 2023—effectively ending the threat of the law for the upcoming November election.

 

“We are pleased to have a court order in place ensuring that HB 2243 will not be implemented before the election. HB 2243 is an insidious law that was set to purge eligible voters from voter rolls,” said Niyati Shah, Director of Litigation at Asian Americans Advancing Justice – AAJC. “This agreement ensures that eligible AANHPI voters, especially the more than 60% who are naturalized, are no longer at risk of being potentially purged from voter rolls before the midterm elections.”

 

The stipulated order comes shortly after the AZ AANHPI for Equity Coalition filed a motion for a preliminary injunction of HB 2243, and just days before Defendants were to file any opposition and attend a court-ordered expedited hearing on the motion.

 

“While we are pleased with this early agreement that protects the right to vote in the next election, we remain steadfast in our commitment to continue to fight both of these voter suppression laws for the long term,” said May Tiwamangkala, Democracy Defender Director at AZ AANHPI for Equity Coalition. “We are in this fight to protect the rights of all voters in our state, including those from the AANHPI communities.”

 

Sadik Huseny of Latham & Watkins added, “We appreciate the Court’s recognition of the urgency of our motion for preliminary injunction regarding HB 2243. There are many Arizona officials named as defendants in this case, and as noted in our motion, the various inconsistent and shifting positions on the implementation of HB 2243 made a court order necessary to prevent an imminent voter purge. We look forward to continuing our litigation to protect the right to vote by all citizens in Arizona—whatever their race, country of origin, or path taken to citizenship.”

麻州州長查理貝克巡視地鐵維修進度 已完工近60%

                     (Boston Orange 周菊子波士頓綜合報導) 在麻州民眾忙著初選投票之際,麻州州長查理貝克 (Charlie Baker) 和麻州地鐵總經理 Steve Poftak,麻州交通廳廳長 Jamey L. Tesler3人聯袂,96日一早,再次巡視麻州地鐵維修進展,強調一切順利,橘線地鐵可順利在919日恢復行駛。

                                        Steve Poftak3人,這次是到邦克丘 (BunkerHill)社區學院旁社區學院站巡視,親眼看看工程人員怎麼工作。Steve Poftak表示,橘線停駛期間的計畫中維修工作,已經完成了將近60%,為減少震動設定的6個限速區,已經有2個不需限速了。            

                            在州街(State Street)和城中區 (Downtown Crossing)這段地鐵可以不需要限速後,傑克森廣場 (Jackson Square) 安裝特殊軌道後,成為第2個不需限速區段。

                                            Poftak說,總體而言,工作人員已經完成了47%的計畫中軌道更換,65%的軌路 (track)更新,91%的特殊軌路安裝,37%,或者是400個計畫中要更新,又稱古龍蛋 (Cologne Egg) 的彈性軌道緊固器,已經更換了124個。Oak Grove和摩頓中心這2個車站間的信號系統更新,也完成了55%

                                            麻州地鐵發言人Joe Pesaturo透露,麻州地鐵斥資約3690萬元,從外面請來3大合約商,包括Barletta Heavy DivisionMiddlesex Corporation,以及Alstom來執行軌路及信號系統的更新工作。

                                                其中價值共2340萬元的2個合約,交給了Barletta,另外一個1300萬元更新基礎設施,及緊急軌路的合約,交給了Middlesex公司。

                                            麻州地鐵表示,現在每天都有150175人在忙著做維修。

                                    Poftak還表示,一但這些工程竣工後,將啟用58輛橘線新車廂。

                                    查理貝克說,工作人員在橘線停駛的30天之中,會更換大約2500個鐵路紐帶,6000英尺的軌道。

                                            至於聯邦交通管理局 (FTA) 新出報告,譴責麻州地鐵管理當局的工作效率及能力後,麻州政府是否要剝奪公共設施廳 (DPU) 的管理及監督麻州地鐵,以策安全職責,查理貝克說,他沒這打算。

                                    麻州議會倒是排定10月時,就麻州公共設施局在麻州地鐵營運上的角色,開會聆訊。

BOSTON – Today, Governor Charlie Baker nominated Clerk Magistrate Margaret F. Albertson as an Associate Justice of the Boston Municipal Court and Clerk Magistrate Eric T. Donovan as Clerk Magistrate of the Brockton District Court.

 

“If confirmed, Clerk Magistrates Albertson and Donovan will bring their years of valuable experience and knowledge of the Trial Court to their new roles as an Associate Justice of the Boston Municipal Court and Clerk Magistrate of the Brockton District Court,” said Governor Charlie Baker. “I am pleased to submit their nominations to the Governor’s Council for consideration.”

 

“Clerk Magistrates Albertson and Donovan are qualified candidates with many years of experience in public service and in leadership roles within the Trial Court,” said Lt. Governor Karyn Polito. “If confirmed, I am confident they will serve the court well in these positions.”

 

The District Court hears a wide range of criminal, civil, housing, juvenile, mental health, and other types of cases. District Court criminal jurisdiction extends to all felonies punishable by a sentence up to five years, and many other specific felonies with greater potential penalties; all misdemeanors; and all violations of city and town ordinances and by-laws. The District Court is located in 62 courts across the Commonwealth.

About Margaret F. Albertson

 

Margaret F. Albertson began her legal career as an assistant district attorney for Boston Municipal Court in 1992, where she represented the Commonwealth in trials of both felony and misdemeanor cases. In 1993, she was promoted to supervising assistant district attorney at Boston Municipal Court, as well as deputy chief of district courts. From 1995 to 1998, Clerk Magistrate Albertson served as Superior Court assistant district attorney for the Suffolk County District Attorney’s Office. Clerk Magistrate Albertson remained at the District Attorney’s Office as deputy chief of Superior Court prosecutions until she joined the South Boston Division of the Boston Municipal Court as assistant clerk magistrate in 2000. She then became the Acting Clerk Magistrate in 2005. She was nominated later that year to become the Clerk Magistrate. Clerk Magistrate Albertson received her bachelor’s degree from the College of Holy Cross in 1987 and her juris doctor from Boston University School of Law in 1991.

 

About Eric T. Donovan

 

Eric T. Donovan first began his legal career in 1996 at the Norfolk District Attorney’s office as a supervising assistant district attorney and a lead assistant attorney jury session. In 1999, Clerk Magistrate Donovan joined Finneran, Byrne & Drechsler, L.L.P. as an associate. From 2000 to 2005, Clerk Magistrate Donovan served in the Massachusetts Legislature as assistant counsel for House Counsel’s Office. He then worked as a solo practitioner until 2006 when he joined the Massachusetts Trial Court as Assistant Clerk Magistrate for the Brockton District Court. From 2015 to 2016, he served as chief of staff for the Massachusetts Department of Developmental Services, before becoming chief of staff, general counsel and chief operating officers at the Department of Veterans’ Services until 2018. Since 2018, he has served as Clerk Magistrate of the Brighton Division of the Boston Municipal District Court. Clerk Magistrate Donovan received his bachelor’s degree from Westfield State College in 1992 and his juris doctor from New England School of Law in 1995.

) 波士頓市長吳弭 (Michelle Wu) 和波士頓交通局(BTD) 96日早上宣佈,將推動全市的設計過程,擴大自行車路線,預定在未來3年內增加9.4英里自行車道,並加設100個藍自行車車站。

              吳弭市長的目標是要讓50%波士頓居民,從住家走到藍自行車站,只要3分鐘。

              波士頓市將在未來3年,擴大自行車網路,以期50%的波士頓市居民,可以在步行3分鐘的距離內,找到一個藍自行車車站;把藍自行車網路再擴大40%,約增加100多個新車站;在30個鄰里區內建速限坡 (speed bump),明年先建10個;在室內的公園、圖書館及學校增加75個凸起來的穿越人行道;經由波士頓市的免費學習騎自行車工作坊,協助600名婦女獲得信心騎自行車。

              波士頓市府表示,2019年時,大約有700人在穿越波士頓街道時嚴重受傷,另有365人在騎自行車時嚴重受傷,為此市府將增設促進安全的工具。

              目前波士頓市的自行車網路約有59英里不在街道上,另有17.5英里的分隔自行車道,波士頓市府計畫再建9英里的自行車道,並以連結波士頓城中區,以及發生較多事故區域為優先,估計到202312月時完工。

              預定增加自行車道的地點包括:

              奧斯頓/布萊頓 (Allston/Brighton) 的北Beacon 街,南街,西方大道,Winship街。

              後灣/城中區 ( Back Bay/ Downtown) 的伯克利街 (Berkeley) ,波約斯頓街 (Boylston),牛奶街 (Milk)

           (Boston Orange 周菊子波士頓報導) 21屆羅德島州龍舟節暨台灣日由華人青年會 (CYPN)暴風雨隊,波士頓台灣龍舟隊 (BTBC),海洋州龍舟俱樂部隊 (Ocean State Dragon Boat Club) 依序贏得冠亞季軍。今年最特別的是羅德島州州長McKee在開幕式中簽署法案,規定中小學必需至少開一堂亞美課。

因新冠病毒疫情停辦2年後,羅德島州龍舟節暨台灣日今年跨入第21屆,由普塔基市、黑石谷旅遊局、駐波士頓台北經濟文化辦事處協力合作,93日這天在羅德島州普塔基市的節慶碼頭舉行。

                  在活動創辦人葉超、吳子平,黑石谷旅遊局首長畢靈頓 (Bob Billington)和波士頓經文處等人悉心籌畫下,今年的這節慶活動,不但有25支龍舟隊參賽,更有中華民俗藝術工作坊分2個時段,各表演10餘場舞蹈、扯鈴,擺出捏麵、書法,七彩紙粽子等手工藝展示,以及鹽酥雞、鳳梨酥、珍珠奶茶、台式滷肉飯等台灣小吃攤位,吸引了成千上萬群眾,在會場及河邊穿梭,熱鬧極了。

                下午2點的吃餃子比賽,依然是最受大眾喜愛的節目之一,在眾人加油、驚嘆聲中,男子組冠軍吃下了36個餃子,女子組冠軍吃下了26個餃子。由於長榮航空贊助的美國台灣來回機票只有一張,經抽籤由女子組冠軍贏得獎項。

龍舟賽共分成龍獅虎組,以及專業組,慈善組。龍組冠亞季軍為華人青年會 (CYPN)暴風雨隊,波士頓台灣龍舟隊 (BTBC),海洋州龍舟俱樂部隊 (Ocean State Dragon Boat Club),獅組冠軍Khmer Naga,虎組冠軍是One Racing

                  羅德島州州長McKee表示,羅德島州龍舟節歷經20年,已是羅德島州最著名,規模最大的亞裔社區活動,在開幕式上簽署由該州參議員Sandra Cano,眾議員Barbara Ann Fenton-Fung所提,已於上個議會會期通過的法案 (S2910A H7272A) ,規定從2023-2024學年起,中小學課程必須包括一節亞美,夏威夷土著及太平洋島民的歷史,以及亞太裔在促進民權上的貢獻,意義更重大。
