90分鐘內 波士頓警察在多徹斯特、麥特潘起獲10把槍

             (Boston Orange 編譯) 530日下午4點半多,波士頓警察在90分鐘內,分別從多徹斯特和麥特潘的2起事件中,起獲10把槍,其中1起事件還發生了襲警情況。

              波士頓警察表示,這2起事件源於波士頓警察打擊青年暴力工作小組的調查。

              第一起事件發生於下午4點半,波士頓警察在多徹斯特亞當街540號調查後,逮捕了2名嫌犯,28歲住在波士頓的Donta Lewis,以及21歲住在WalpoleLamont Jacobs-Barrows

              2人一見到警察,拔腿就跑,稍後被捕。警察說,在他們逃跑時,Lewis丟掉1把槍,Jacob-Barrows丟掉了另外2把,警察總共找到3把槍。

              他們將在多徹斯特市級法院,面對槍枝與彈葯相關的控罪。

              在時間過去不到90分鐘時,大約是615分,警察在麥特潘的Elizabeth 17號一帶,警察又逮捕了7名嫌犯,發現7把槍。

              警察還未確認這7人的身分。警方表示,事件發生時,他們正向一名他們在調查中的一名成年男子走過去。那人徒步逃跑,把1把槍丟棄在一輛停著的汽車中。

              警察後來逮捕了那人,但正準備用車把這嫌犯送走時,一大群人圍向逮捕人的警察。從其他地方趕來支援的警察抵達後,在附近發現6把槍,還又逮捕了3個人,控以槍枝相關罪名。

              接著警方又以攻擊警察罪名,再逮捕3人。警方在這事件中共逮捕7人,預定在多徹斯特法庭傳訊。

麻州州長查理貝克在退伍軍人紀念日致詞 "自由不是沒有代價的"

BOSTON – Governor Charlie Baker and Lt. Governor Karyn Polito participated in the Massachusetts Military Heroes Fund Memorial Day Ceremony with Secretary of Veterans’ Services Cheryl Lussier Poppe to honor and remember our fallen military heroes in recognition of Memorial Day.

 

GOVERNOR BAKER: “I think the fact that you call it a garden gives it a special sense of perpetuity and grace and puts forth that notion that this is ground to be tended and treated with the respect and the sense of love and devotion that it deserves.

 

“And I know I speak for myself and the Lieutenant Governor and everybody on our team, when I say how much those of us who get a chance to participate in this game called democracy – that we all know we sit on the shoulders of every one of these flags behind me, and the families and the stories and the histories that they represent.

 

“And every flag like that everywhere, all over the world – that represents a fallen serviceman or servicewoman who's died in the defense of freedom here in this country.

 

“The common line in this is freedom isn't free. The part we don't always say: It is profoundly expensive, in human terms and financial terms.

 

“And part of what makes this event so special for me and for the Lieutenant Governor, and our team, is the walk that many of the folks who are sitting in these chairs and standing here wearing those yellow flowers will take as they come up here and remind us of the size of the human cost, and the human loss and the human sacrifice that comes with all of this.

 

“And to those of you who are going to take this walk today, I just want you to know that for me and for the Lieutenant Governor, it is in many ways the most powerful and impactful moment of Memorial Day weekend and has been every time we've been here to watch you walk up here and speak the name, again, of your lost loved one.

 

“In some respects, it's a constant reminder to all of us that it's more than just it's not free – this thing we call freedom. People pay an enormous price so that the rest of us can benefit from it.

 

“God bless you all. Thank you.”

 

In honor of Memorial Day, Governor Baker has ordered that the United States flag and the Commonwealth flag be lowered to half-staff at all state buildings from sunrise until noon and full staff from noon until sunset on Monday, May 30, 2022. The order applies to the main or administration building of each public institution of the Commonwealth, other state-owned or state-controlled buildings and all state military installations.

              (Boston Orange 周菊子麻州綜合報導) 300多名義工在波士頓廣場以37千面美國國旗插出的壯觀旗海,讓人們在又一年的紀念退伍軍人之際,為距離美國9166公里之遠的烏克蘭,竟然還在和俄國打仗,糾纏已3個月,感傷不已。

              這個週末是美國退伍軍人節 (Veteran’s Day),麻州軍人英雄基金 (Massachusetts Military Heroes fund)和金星 (Gold Star)家庭在300多名義工協助下,舉行第13屆紀念儀式,又一年的在波士頓廣場插出美國國旗,以每一面國旗紀念每一名在戰爭中喪生的麻州軍人。 

              許多這些喪生軍人的家屬,這天各自胸前別著一朵黃花,依序列隊,在莊嚴樂音飄揚的紀念儀式中,為這片旗海,插上最後的幾面旗。

              查理貝克說,在這紀念退伍軍人的日子,他忍不住要提俄國和烏克蘭的戰爭,那些來自新聞報導,視頻,社交媒體訊息所帶給人的絕望感,是那麼真實的在現在這時刻,在大家眼前展示,戰爭真正的代表了什麼。

              這人們通常不去說的部份,極端昂貴,無論是人,或者是錢。

              Gary Keefe將軍也說,喪生軍人家屬所面對與親人永別的傷痛之深之廣,更是難以形容。他說那些不是死在戰場上,但死於暴露在危險的化學物品之下,或因無法忍受戰爭所帶來創傷,以致身心失調而自殺的那些軍人們,也值得人們尊敬。

              他說,這些軍人都為信守軍人承諾而犧牲了生命。

              在紀念儀式中,包括麻州副州長白莉朵 (Karen Polito)、麻州財政長高柏珂 (Deb Goldberg)都加入了唸出亡故軍人姓名行列。

              這週末,麻州各地都有紀念退伍軍人的活動,昆士市在530日一早,還舉行了紀念退伍軍人遊行。麻州州長查理貝克和波士頓市長吳弭 (Michelle Wu)將於這天中午到南端,出席波多黎各退伍軍人紀念儀式。




波士頓警察局加買高性能無人機 關注隱私人士感憂慮

               (Boston Orange 編譯) 波士頓環球報稱,波士頓警察局沒通知波士頓市議會及民眾,就悄悄擴大了無人機偵查計畫,擁護隱私權人士對警察局使用科技不透明,感到憂慮。

              波士頓環球報稱,該報拿到文件,知道3月初時,波士頓警察局又採購了一架高性能的無人機,還計畫設立無人機小組來操作。這架25千元的無人機是波士頓警察局使用的第8架無人機。警察局發言人John Boyle警探說,所有的警察局無人機仍只限於用在經過批准的行動中,例如犯罪現場重建,或是在包括波士頓馬拉松賽等特別活動中做安全監督。

              不過波士頓警察局的這擴張行動,再度引發人們對警察可能用無人機來執行例行監督,觸犯了人民反對未授權搜查的第四修正案權力。

              波士頓市議會去年秋天通過條例,要求波士頓警察局從720日起向該會揭露之前以及未來採購的所有監察科技,另外也要求波士頓警察局在採購新科技之前獲得市議會批准,以容許市議會檢視警察局已經採買的科技,並決定警察局是否可以繼續使用。

              波士頓市長吳弭 (Michelle Wu)的辦公室表示,市長會確保一旦「監察監管條例」生效後,「這採購」會完全符合規定。

              根據麻州美國公民自由聯盟 (ACLU) 的資料,麻州只有十幾個警察局常常使用無人機。在所有向州政府機構登記在案的無人機中,執法機構擁有的無人機佔了40%

              WBUR電台及ProPublica的調查於去年底發現,警察局避過公眾眼光,使用據稱來自犯罪事件中的錢,購買了間諜軟件後,警察局的悄悄購買歷史就引發人們的顧慮。

              麻州美國公民自由聯盟主任Kade Crockford表示,像這樣的採買及使用科技,應該在購買及使用之前經過審查,因為我們看到泰經常得,這些秘密採購的工具不成比例的備用在黑及棕色鄰里之中。

              2017年時,在牙買加平原Mildred C. Hailey大樓的幾名居民就拍到2名未穿制服警察,在他們的公寓那兒試驗一架無人機。

              波士頓警察局最近向Ascent Aerosystems這家本地公司買了蔗架無人機,以及支援設備。波士頓市政府的採購單顯示,波士頓警察局選購了這家公司的全天候,高性能Spirit無人機,價格14千元,物體追蹤熱像儀,1萬元,還有其他幾件設備。

              管理波士頓警察局無人機的警探 Carl Blando在寫給市府,說明採購理由的信中解釋,警察局在找多功能的無人機,以用於各種任務,包括群眾管理,犯罪現場繪圖,執行拍照,拍視頻,以及其他特別環境,或由局長、總監,經理或指定人士指派的特別活動。

在採買監察設備之外,警察還想聘用並訓練15名警察,在隨叫隨到的基礎上,使用這些無人機。根據波士頓環球報得到的文件顯示,警察局上週五就開始接受使用申請了。操作無人機的警察需要持有聯邦航空局的有效執照,以及特別為小無人機發放的遙控駕駛證書。

              波士頓警察2019年就開始用無人機了,那時只限於犯罪現場小組 (Crime Scene Response Unit)使用。20219月,大約在更新無人機政策2週後,波士頓警察局就把該局唯一的無人機系統經理Blando調到國土安全局,目前只有BlandoTimothy Connolly隊長的2人小組。

              波士頓市議員Kendra Lara等幾名市議員表示,她不知道波士頓警察局最近又買了無人機,並強調在法令生效後,檢視警察採購的所有監察科技的重要性。

第43屆波士頓龍舟節訂6月12日舉行 48隊參賽

 (波士頓香港龍舟賽訊)壹年壹度的波士頓香港龍舟賽將於六月十二日(星期日)舉行, 時間中午十二時至下午五時。2022年 是波士頓龍舟節和龍舟賽的第四十三週年。因為新冠疫情,龍舟節2020年取消活動,2021年通過影視與觀眾線上見面,2022年年初龍舟節組委會決定恢復實時比賽和文化活動。今年大波士頓地區、麻州、新英格蘭各州以及加拿大前來參賽的共有四十八個龍舟隊。屆時,龍舟健兒們將在鑼鼓喧天聲中,劃著顏色鮮艷、船身輕盈的香港式龍舟, 在Weeks 步行橋和Western Ave大橋之間的查理斯河中激烈角逐。龍舟賽激烈的競爭將在以下十個分組之間展開:集團組、金融組、醫保組、大學組、大學校友組、社區組、俱樂部組、女子組,以及癌癥幸存者專賽。本年度龍舟賽及節慶由波士頓龍舟節組委會主辦,由以下公司和單位贊助:香港駐紐約經濟貿易辦事處、道富銀行、華人醫務中心、神笔、Harvard Pilgrim, CVS Health, Eastern Bank, Trapology Boston, Blue Cross Blue Shield of Massachusetts, Flyhomes, Foxwoods, Salesforce, Gentle Giants等。

每年農歷五月初五(陽歷五月下旬至6月中旬)的端午節是為了紀念中國古代詩人愛國人士屈原(340-278 BCE)。作為楚國的政治領袖,屈原被認為是中國第壹家傑出的詩人。屈原失去了國王的青睞並且被被驅逐出他的家鄉楚國,是因為他反對向強大的秦國妥協。在流亡期間,他寫的詩“離騷”顯示屈原對故國和人民的極大忠誠。公元前278,屈原聽聞楚國已經被入侵。在絕望中他在汨羅江自盡。等楚國人趕到河裏去救他已經來不及了,他們便裏粽子投向江水以紀念屈原愛國的精神,同時也希望吃了粽子的魚兒們能夠讓屈原安息。

如今端午節龍舟賽已經成為世界上的壹項熱門運動和節慶,而北美的第壹箇龍舟節就是在1979年時始創於波士頓,迄今四十三周年,近年來每年有三萬人前來參加。 這個慶祝活動向美國和世界人民介紹端午節龍舟賽,為推廣中國的以及亞洲的文化,發揮了巨大的作用。在大家的參與和支持下,波士頓龍舟節會越辦越好。

Boston Mayor is Keynote Speaker at First In-Person Graduation Ceremony in Three Years 

President Eddinger and Mayor Wu at 2022 CommencementBOSTON, MA (May 26, 2022)—Bunker Hill Community College (BHCC) held its 48th Commencement Exercises on Thursday, with Boston Mayor Michelle Wu addressing graduates as keynote speaker and recipient of the College’s Presidential Distinguished Service Award.  

The largest community college in Massachusetts, BHCC enrolls nearly 18,000 students each year. One thousand two hundred and ninety-nine students graduated with an associate degree or certificate.  

“Bunker Hill is an incredible college—dedicated to creating opportunities, and opening doors, for all its students,” Mayor Wu said to gathered students, faculty, and staff. “But it is an even more incredible community. I have heard from students who came here afraid that their past performance would determine their future opportunities… And in every case, no matter your situation, I know that, here, you were told: Let us know what you need in order to learn. Let us help you accomplish your goals.” 

The Presidential Distinguished Service Award is given annually to a leader in Greater Boston who exemplifies service to the Bunker Hill Community and to the communities the college serves.  

BHCC President Pam Y. Eddinger presided over the ceremony and addressed graduates in the college’s first in-person commencement in three years.  

“If you use your power to actualize your own potential, if you use your power to affirm your own dignity, then you can reach across to your neighbor and join your power to theirs,” Eddinger told graduates. “We rise, together.” 

In addition to Wu, two other awards were presented at the ceremony: the Trustees’ Distinguished Service Award, presented by College Board of Trustees Vice Chair R. Kelly Cameron to the co-chairs of the College’s ReOpen Task Force, Transition Team, and Mental Health Commission, each of which were deeply involved in planning and policy-making at the college during the COVID-19 pandemic. “Be well-read...be well-spoken...be well-traveled...be well-dressed...be well-balanced,” Cameron told members of the graduating class.  

Professor of Biology and Chemistry Libby Dunphy gave the faculty address to the graduating class. “Today...you should be proud of yourself. You have earned this,” Dunphy said. “I hope you know that you are an inspiration to me. It is a pleasure to teach students who are hard-working, serious, and above-all curious.” 

Eddinger also presented College Student Government Association President Chase Baker with the President’s Leadership Award, given annually to a student who exemplifies leadership at the College. “As we face our next challenges, don’t forget that you and you alone–not family, not social expectations–define what constitutes your success,” Baker said. “And don't be surprised if that changes throughout your career. Whatever the future may hold, now is the time for celebration! You should all be immensely proud of what you have achieved.”

Bunker Hill Community College is the youngest and the largest of the 15 Community Colleges in the Commonwealth of Massachusetts. The College serves nearly 18,000 students per year, including 600 international students from 94 countries, speaking more than 75 languages.

American Legion Child Welfare Foundation, 7/15/2022
The Foundation supports organizations that contribute to the physical, mental, emotional, and spiritual welfare of children through the dissemination of information about new and innovative programs designed to benefit youth, or through the dissemination of information already possessed by well-established organizations. Grant requests should have the potential to help American children in a broad geographic area.

Kauffman Foundation, Open
Grants (up to $1M) support organizations or projects that are creating supportive communities for entrepreneurs with focused programs.

Transformational Partnerships Fund, Open
Partnerships supported by TPF typically involve two or more degree-granting institutions of higher education. Catalytic grants of up to $100,000 can be used to engage third-party technical assistance providers knowledgeable in law, finance, governance, fundraising, human resources, and other related fields.
