 Baker-Polito Administration Announces $86 Million Investment in Workforce Housing

Funding will expand programming, enable workforce homeownership

MATTAPAN – Today, Governor Charlie Baker joined Undersecretary for Housing and Community Development Janelle Chan, MassHousing Executive Director Chrystal Kornegay, legislators and affordable housing advocates to announce $86 million in new funding to expand the Workforce Housing Initiative, including $60 million to support homeownership.

The investment announced today will allow MassHousing to expand this initiative and develop new homes to increase first-time homeownership opportunities. The $60 million commitment will create roughly 500 new workforce homes that will be affordable and accessible for moderate-income, first-time homebuyers. The remaining $26 million will support the creation of roughly 260 new workforce housing rental units.

“Since taking office, our administration has invested more than $1 billion into affordable housing, building and preserving tens of thousands of units for residents and families across the Commonwealth,” said Governor Charlie Baker. “We are proud to add an additional $86 million of funding targeted towards middle-income families, and we will keep advocating for the passage of the Housing Choice legislation to boost the production of much-needed units.”

“Access to adequate, affordable housing is critical to the growth of our communities and the families that comprise them,” said Lt. Governor Karyn Polito. “Governor Baker and I will continue to draw upon every tool at our disposal to promote housing options for residents, and look forward to using today’s new funding to help more families buy their first homes and lay roots in their neighborhoods.”

Launched in 2016, the Workforce Housing Initiative supports the development of homes for middle-income households who struggle to meet high housing costs, but do not qualify for traditional affordable housing. Since then, MassHousing has committed or closed workforce housing financing totaling $73.4 million to 31 projects in 16 communities across the state, making the Workforce Housing Initiative the largest state-level middle-income housing program in the United States.

Governor Baker made the announcement at Olmsted Green, a multi-phased workforce housing development at the site of the former Boston State Hospital. Led by Lena New Boston, a partnership between Lena Park Community Development Corporation and the New Boston Fund, the transit-oriented re-development of former Boston State Hospital will feature more than 500 mixed-income units once completed, including 41 townhomes that extend homeownership to families otherwise unable to afford it. In June 2018, the Governor joined Mayor Martin Walsh to cut the ribbon on the project’s latest phase.

A 2018 MassWorks grant worth $3 million funded the road and subsurface work required to deliver the project’s final 268 additional units of housing, 109 of them affordable.

“The housing shortage facing Massachusetts continues to intensify and poses a serious threat to maintaining our recent economic success,” said Secretary of Housing and Economic Development Mike Kennealy. “From our Housing Choice legislation to our affordable housing investments, our team is working around the clock to address this crisis head-on, and this additional investment in workforce housing is a meaningful step forward.”  

“Across the Commonwealth, the need for more housing, for households at every stage of life and across all incomes is only growing,” said Housing and Community Development Undersecretary Janelle Chan. “Our team is committed to meeting this critical housing challenge with new initiatives and funding, and today’s recapitalization of the Workforce Housing Fund is another great example.”

“We are thrilled the Baker-Polito Administration is investing in MassHousing’s Workforce Housing Initiative, the largest statewide program providing middle-income households with affordable homes,” said MassHousing Executive Director Chrystal Kornegay. “This substantial new state commitment will build on that success, opening new homeownership opportunities for Massachusetts workers, while also creating hundreds of new workforce housing rentals. It will advance our efforts to close the state’s racial homeownership gap, and unlock sustainable, inclusive economic growth.”

“Olmsted Green is a clear demonstration of what is made possible by unique programs like the one Governor Baker announced here today,” said Jerry Rappaport Jr. of New Boston Fund. “We are incredibly proud of the success of this development, which has delivered hundreds of opportunities for rental and homeownership to the workforce community here in Mattapan. We look forward to continuing this project and serving as a model for similar homeownership opportunities across the Commonwealth.”

“A healthy mix of both workforce rental and workforce ownership housing is vital to building strong and vibrant communities across the Commonwealth. This is especially true in neighborhoods of color which are last to see investments from traditional lenders,” said Representative Russell E. Holmes. “Today’s announcement ensures a commitment to solutions that help address the wealth disparity that continues to grow as home prices become more and more out of reach for modest income first time home buyers.”

“Homeownership is an important step in addressing the wealth gap in communities of color,” said Representative Carlos Gonzalez, Chair of the Black and Latino Legislative Caucus. “I commend Governor Baker for this bold initiative that will provide economic resources that will have impact today and for future generations.”

This $86 million commitment to expanding MassHousing's Workforce Housing Initiative is being made possible through the capital the state received from the sale of General Electric’s headquarters.

The Baker-Polito Administration has shown a deep commitment to increasing the production of housing across income levels. Since 2015, the administration has invested more than $1 billion in affordable housing, resulting in the production and preservation of more than 17,000 housing units, including 15,000 affordable units. In 2018, Governor Baker signed the largest housing bond bill in Massachusetts history, committing more than $1.8 billion to the future of affordable housing production and preservation. The Baker-Polito Administration has also advanced the development of more than 7,000 mixed-income housing units through the successful MassWorks Infrastructure Program, reformed the Housing Development Incentive Program, and worked with communities to implement smart-growth development and planning efforts.

今天的揚帆儀式，主要是為2020年5月14到19日，一連六日免費向公眾開放的海上節慶活動，預做宣傳。”五月花號抵美400年”的為期一整年慶祝，已於今年(2019)的4月17日，藉由新英格蘭系譜歷史學會(New England Historic Genealogical Society)的五月花號複製模型船，以及萬帕諾亞格(Wampanoag)族美國土著樂隊Patuxet母女的兩座雕塑揭幕，鋪開序曲。

根據五月花號原型重造的五月花二號(Mayflower II)，目前在康州神秘海港博物館(Mystic Seaport Museum)船塢已翻修三年，預定明年作歷史性的翻修後首航，訂5月14日駛抵麻州海軍碼頭和美國憲法號並列，供民眾參觀，再於9月轉往五月花號最初抵達美國的地點，普利茅斯種植園(Plymouth Plantation)展覽。

馬丁華殊在致詞時指出，這是非常有意義的節慶，提醒著人們來到美國，為的是自由與機會，大家必須從歷史，從過去學習，這也是個教導孩子們的好機會，讓他們知道，前輩先烈曾經忍受過什麼苦難，美國才有今天，大家必須攜手促使社會更公正，實踐美國給人民的承諾。

馬丁華殊還說，慶祝完五月花號抵美400週年後，波士頓市也將籌備到2030年時的波士頓市400週年。

查理貝克指出，五月花二號是英國在1957年建成，並特地重走當年航線駛抵美國，藉以感謝美國在第二次世界大戰時，不棄當年出走前嫌，挽救英國的義舉。查理貝克上個月才訪問倫敦，出席一系列的離岸風電會議。他抽空參觀了1604年以後五度重建的天主教堂，裏面的一個小教堂，居然存有一本名冊，詳細記載了在二次世界大戰中捐軀者的姓名，而當年跨洋來到新天地美國的100多人，不但經歷艱辛，也曾有過一段和美國土著起起伏伏的來往，這都讓人在這400週年之際，要更加自覺地問自己”我們是誰”，作為一個整體社區，又該如何使得社會更美好。

五月花號是在1620年9月6號那天，從英國普利茅斯(Plymouth)向維琴尼亞(Virginia)出發，在海上航行66天後，船在11月抵達鱈魚角(Cape Cod)，也就是今天的普羅威斯頓(Provincetown)。船上有120名乘客和大約30名船員，其中許多是為爭取宗教自由，航向遠方。

船抵新大陸後，只有53人還活著，其中的41名男人在11月11日簽署了”五月花號公約(Mayflower Compact)”，同意建立一個形同政府的民眾自治團體，也開啟了美國的民主制度。

由於搭乘五月花號的這批朝聖者(Pilgrims)，在啟航前，曾定居荷蘭11年，五月花號400週年紀念，因此將是一場橫跨海洋，在英國，荷蘭，美國三地都有活動的大規模慶祝活動。

根據擁有五月花二號的普利茅斯種植園的資料，最原始的五月花號在1621年4月回航英國，後來出售，損毀了。五月花二號是由受過麻省理工學院訓練的海事建築師William Avery Baker為普利茅斯種植原設計，根據朝聖者當年出航時搭乘的船，於1950年代中期在英國Brixham建造的。這艘五月花二號於1957年抵達美國。

在2020年5月14日至19日的一連六日慶祝中，查理士城(Charlestown)的海軍碼頭將有登船導覽，搖滾音樂會等現場音樂演奏活動，為學校及非牟利團體安排的教育性導覽，以及系列講座等等。所有活動都免費，查詢詳情可上網MayflowerSails2020.com。

U.S. Department of Commerce Issues Preliminary Determinations in the Countervailing Duty Investigations of Imports of Fabricated Structural Steel from China, Canada, and Mexico

WASHINGTON – Today, the U.S. Department of Commerce announced its preliminary determinations in the countervailing duty (CVD) investigations of imports of fabricated structural steel from Canada, China, and Mexico. In the China and Mexico investigations, Commerce made affirmative determinations, finding that exporters received countervailable subsidies at rates ranging from 30.30 to 177.43 percent, and 0.01 (de minimis) to 74.01 percent, respectively. In the Canada investigation, Commerce made a negative determination, finding that exporters received countervailable subsidies at de minimis levels ranging from 0.12 to 0.45 percent.

Based on these preliminary determinations, the Department of Commerce will instruct U.S. Customs and Border Protection to collect cash deposits from importers of fabricated structural steel from China and Mexico.

In 2018, imports of fabricated structural steel from Canada, China, and Mexico were valued at an estimated $722.5 million, $897.5 million, and $622.4 million, respectively.

The petitioner for these investigations is the American Institute of Steel Construction Full Member Subgroup (Chicago, IL).

The strict enforcement of U.S. trade law is a primary focus of the Trump Administration. Since the beginning of the current Administration, Commerce has initiated 172 new antidumping and countervailing duty investigations – this is a 219 percent increase from the comparable period in the previous administration.

Antidumping and countervailing duty laws provide American businesses and workers with an internationally accepted mechanism to seek relief from the harmful effects of the unfair pricing of imports into the United States. Commerce currently maintains 488 antidumping and countervailing duty orders which provide relief to American companies and industries impacted by unfair trade.

Commerce is currently scheduled to announce its final CVD determinations on or about November 19, 2019.

If Commerce makes affirmative final determinations, the U.S. International Trade Commission (ITC) will be scheduled to make its final injury determinations on or about January 2, 2020. If Commerce makes affirmative final determinations in these investigations, and the ITC makes affirmative final injury determinations, Commerce will issue CVD orders. If Commerce makes negative final determinations, or the ITC makes negative final determinations of injury, the investigations will be terminated and no orders will be issued.

The U.S. Department of Commerce’s Enforcement and Compliance unit within the International Trade Administration is responsible for vigorously enforcing U.S. trade law and does so through an impartial, transparent process that abides by international law and is based on factual evidence provided on the record.

Foreign companies that price their products in the U.S. market below the cost of production or below prices in their home markets are subject to antidumping duties. Companies that receive unfair subsidies from their governments, such as grants, loans, equity infusions, tax breaks, or production inputs, are subject to countervailing duties aimed at directly countering those subsidies.

Program Awards $322,000 in Grant Funding to 100 Organizations to Hire Young People

BOSTON – Attorney General Maura Healey today announced that her office is awarding nearly $322,000 in grant funding to 100 organizations across the state to fund summer jobs for young people that are focused on health and wellness.

“Our summer jobs program provides hundreds of young people across the state with an opportunity to challenge themselves, gain new skills, and make a difference in their own community,” AG Healey said. “We are pleased to be able to continue support cities, towns and nonprofits with this funding that keeps young people active and safe in the summer months and improves public health in Massachusetts.”

            This year’s Healthy Summer Youth Jobs Grant Program is funded with health-care related settlement money from the AG’s Office. This is the fifth year that the AG’s Office is running the grant program, which allows teens to hold summer jobs in their own communities that are focused on promoting nutrition, physical fitness and healthy living.

Examples of jobs funded through this year’s grant program include:

• Coaching sports or physical fitness activities at a summer camp;
• Building and maintaining a community garden or urban farm;
• Leading classes on cooking, nutrition, and healthy lifestyles;
• Creating a recycling awareness campaign for the community; and,
• Mentoring and educating youth about healthy relationships.

Since AG Healey launched the grant program in 2015, it has funded more than 800 jobs for young people across the state through settlement money.

            In addition to funding, the AG’s Community Engagement and Fair Labor Divisions will be visiting the young workers and providing training on worker’s rights and wage and hour laws.

(Boston Orange 周菊子整理報導)波士頓台灣人生物科技協會(BTBA; Boston Taiwanese Biotech Association)的2019年會已經排定8月3，4兩日，在哈佛大學的西北大樓(Northwest Building)舉行，主講演講嘉賓將有輝瑞製藥首席科學家Seng Cheng博士和中研院院士暨北卡教堂山大學微生物和免疫學專家丁邦容教授(Jenny P-Y Ting)。

波士頓台灣人生物科技協會是2012年由陳昇宏，陳映嘉等一群來自台灣，在生物科技領域鑽研的研究所學生，博士後，年輕專業人士等所組成的協會。自從2013年首度舉辦年會，一舉邀得前中研院院長翁啟惠博士，中研院院士暨哈佛大學教授蔡立慧博士擔任主題演講人，從美加各地吸引了300多人參會後，因而打響名號。

今年的會議，已排定的議程，除了兩場主題演講之外，另有生物科技論壇:藥物形態，生物科技業界概況，學術座談，生技產業的領導與管理，學術圓桌會議，生技交流早餐會，麻州生命科學中心介紹波士頓生物科技生態系統綜覽，生物科技群聚的城市介紹，生技科學趨勢話題: 合成生物學等，共有不下44名講者。他們希望藉這場會議，讓年輕一輩的生醫從業人員或在學青年都能對生物醫藥領域的學術以及生技產業的發展，有更進一步的了解，包括全球新藥研發模式已逐漸轉型，除了小分子藥物及蛋白質藥之外，目前許多公司正在投入大量的資金來研發RNA技術平台和基因操控，利用CAR-T細胞來進行癌症治療的技術，更是這幾年炙手可熱的科學發展。

兩位BTBA前任會長，Alnylam製藥資深科學家杜荷洲，Acceleron 製藥科學家II郭杏姿，都將在生物科技論壇中分享經驗。德州台灣人生物科技協會(TTBA)會長Chih-Hsu Lin，中西部台灣生物科技協會(MTBA)共同會長之一Hao-Wei Chang，以及Bay Area台灣人生物科技協會(BATBA)資深代表Eric Du也將特地來波士頓，介紹當地生物科技聚落的主體方向。

BTBA的現任會長，Q-State Biosciences資深科學家鄭永志和Bluebird Bio科學家朱治齊是2018年8月接任的。為了服務歷年來的所有BTBA 會員（目前FB名單上已有1884名會員），他們從10月起每月舉辦講座，邀請兩名學者專家或研究會員來分享其研究或工作心得，給會員建立人脈關係的機會，並了解學術界和生技產業界的不同面貌，以期規劃未來生涯時，能夠更有頭緒。每次講座結束，接著就是年會的籌備會議。

朱治齊和鄭永志表示，迄今他們已舉辦了9場每月講座，其中包括布洛德研究院(Broad Institute)的Ariel Yeh，麻省總醫院的王承育(Chen-Yu Wang)等，每次兩人，目前已有18名生技學者專家前來分享他們的研究專長。另外，除了協會本身主辦的活動，BTBA也協助波士頓當地的其他單位，以及從台灣前來波士頓的官方組織籌備各式活動。在今年期間，他們還協助台北市政府在麻州舉辦第一屆的”台北生技論壇”，也協助科技部來舉辦中國醫藥大學的海外招聘會座談會，另外今年BTBA也在例行活動中加入了學術界以及產業界的同儕學習專題活動 (Industry/Academia Peer-Mentoring Programs) 主要讓會員們從輕鬆角度來幫助其他會員了解各自領域的概況以期達到相互成長的目的。

                  (Boston Orange 周菊子全是福市報導)紐英崙中華資訊網路協會(NECINA)日前以”AI、大數據、  雲計算行業前沿視野”為主題，在全是福(Chelmsford)市瑞迪森酒店舉行年會，頒發青少年創業比賽(YES)獎，宣佈高弘接任會長。

               一整天的會議有二場主題演講，分別是早上由麻州大學醫學院盧山教授談”AI時代病人和醫藥專業人士的觀點”，下午由哈佛大學教授孔祥重論述”深度學習推理無處不在(Deep Learning Inference Everywhere)”。

             盧山獲有來自美國政府及比爾蓋茲基金會6000萬元資助，研究愛滋疫苗。他在會中論述病人與醫藥專業人士對人工智能各有期待與戒慎之處外，還慨歎可能是”中美貿易戰”引出的併發症，已在美國學術界華裔科研人士間形成”風聲鶴唳”效應，影響恐怕很深遠。

             孔祥重是美國國家工程院院士，台灣中研院院士，曾獲匹茲堡知識產權法協會年度發明家獎。他在會中解釋了深度學習推理如何運作，無論是電腦終端機，雲端，手機，或智慧擴音機等物流設備，幾乎無處不可應用，還可高度優化，更加精準。谷歌的張量處理芯片(TPU)就是一個例子。他說有如1985年那部”回到未來”電影，早在1980年代他就提出”矩陣過濾收縮排列(systolic array for matrix and filter)”，但直到電腦運算能力大幅提升，深度學習實際可操作後，諸如谷歌芯片等應用，才如雨後春筍般湧現。可是”深度學習”也有失敗的例子，IBM投資了數以十億計資金的個人化治療”華生(Watson)”項目，就因診斷效果並不如人意而收場，業界也還在找失敗的原因，包括模型參數比數據量多，數據達不到預期的需求，數據不平衡等等。

             孔祥重也談到深度學習推理應用在區塊鍊，物聯網，5G，3D-IC上，和台積電合作研究線路延遲及電耗。

             末尾，孔祥重還簡略介紹了他應邀擔任校長的台灣人工智慧學校，已經在台北，新竹，台中，南部設有4所分校，有4100名校友，正在開設”智慧醫療專班”。

              當天應邀出席講談的其他講者和講題，依序為Alphaserve科技公司Subrata Das談”人工智能和機器深度學習的先進商業應用”，浙江網新恒天軟件首席創新官馬滿才談”下一個十年的金融科技新ABC”，DataXu共同創辦人Sandro Catanzaro談”電視革命-大數據，人工智能和雲計算的影響”。More Health原定講者不克出席，改由該公司高管以視頻遠距簡述”人工智能驅動的醫學數據抽象層”，IBM雲分析架構師張志斌談”在混合多元雲中的展延人工智慧和機器學習”，IDEAS的董事Jason Geng談”轉行進數據科學”。

             當天的網協年會還有頒獎給第13屆青少年創業比賽得獎者，表揚績優幹部，新任會長高弘接棒，曹江山卸任，總經理倪繼紅續任，董事會王雷，高玲平離任，沈心焯，

賀東當選為新任董事等環節。       

             其中的青少年創業比賽，共有來自37所不同高中的44名學生參加，在6個月中接受10堂課培訓，自行聚會不下5次的分組商議後，由免過敏(AllerFree)，學者爪(Scholar Paw)這兩隊得勝。下一屆的網協青少年創業比賽將由曲芸領軍。

             紐英崙中華資訊網路協會是1996年時由陳五福，許基康，邱瑞賢，吳錦城，宋利偉等波士頓科技界著名華人創辦的組織。23年後，除了許基康仍以麻州為家外，宋利偉辭世，其餘3人都已搬離波士頓，協會在世代傳承中依然活躍。查詢該會詳情可上網http://necina.org。

            (Boston Orange 周菊子昆士市綜合報導) 今年是美國市級選舉年，麻州昆士市包括市長，9名市議員，3名學校委員會委員都要改選。昆士市長柯奇(Tom Koch)將爭取第六度連任，昆士市歷史中的首名亞裔(華裔)市議員梁秀婷也將競選第三度連任。若無意外，他倆都將直接進入大選。

             根據昆士市選務局資訊，今年9月10日初選，11月5日大選。市長及不分區市議員選舉部分，由於已宣佈參選人數未超標，估計都不需要辦理初選。

7月19日是有意參選者遞表的截止日期。經市府認證，取得50個以上已登記選民的有效簽名者，可名列8月8日公佈的昆市府候選人名單。截至六月，昆士市共有23名居民領取了參選提名表。

市長選舉部分，除了柯奇已於6月26日正式競選連任之外，截至目前，只有住在Cranch街14號的Brenda Ryan於六月初領了提名表，但她是否參選，還在未定之數。

不分區市議員部分，包括梁秀婷在內的三名在位市議員，都已表態競選連任。

柯奇在2008年時首度當選為二年一任的昆士市市長，並持續連任。2015年昆士市長席位改為四年一任，柯奇再度當選，成為昆士市歷史中在位時間第二長的市長。

5月14日，他在每週一次的播客(Podcast)中首度表態要繼續競選連任。6月26日，他在正式啟動競選連任大會中表示，四年竟然過得那麼快，又要競選連任了。他說自己真的愛這份工作，過去這些年來，他推動經濟成長，把昆士市帶進新世代，不僅建了首座老人中心，蓋了一座新學校，還翻修了許多老舊樓宇，正在持續建設昆士中心，下一個四年，他還要改善交通，建可負擔住宅，更關注環保，該做的事還有許多，希望市民繼續支持他。

包括前聯邦眾議員William D. Delahunt，諾福克郡治安官Jerome P. McDermott，昆士學院校長Michael G. Bellotti等人，當天都出席支持。

梁秀婷在2015年首度當選為昆士市議員，2017年競選連任時，經歷了昆士市少有的7人角逐3席挑戰，以及初選時得票數僅排名第5的驚險，今年2019，她再度競選連任，6月27日在Victory Point Bar & Grill正式為選舉開跑，拜票。由於這場選舉，迄今還只有5人領表，包括另兩名在位不分區市議員Noel DiBona和Anne Mahoney，以及兩名新人William Burke和Frank Rubino，估計她可順利進入11月的大選。

               昆士市是諾福克郡(Norfolk)最大的城市，也是麻州第八大城市，家庭收入中位數為71,808元(波士頓市為62,021元)，人口數的估計在2017年為93,824，亞裔21,789，佔總人口比率29%，其中華人約為17,732，佔總人口比率高達18.9%。

                昆士市愛國者報(Patriot Ledger)在2016年時，曾以一系列五篇報導，論述市內亞裔人口大增與昆士市現在與未來的關係。文中提及，亞裔人口雖然增長，民意代表也從2009年起有麻州眾議員陳德基，2015年起有昆士市議員梁秀婷，但亞裔的社會參與度不足，亞裔居民的貧窮率約10%，比整個麻州的亞裔貧窮率還高，市內50%亞裔擁有自置住宅，申請開辦企業者有三分之一是亞裔等頗為兩極化的發展，對整體社會的穩定、平衡可能有什麼影響，恐怕是亞裔社區和昆士市政府都需要思考的問題。(圖片已於6月27日發表)

波士頓2019國慶煙火

美國國慶日讀歷史 全美第一個巧克力工廠在那兒?

                       (Boston Orange 周菊子整理報導)2019年7月4日，美國慶祝建國243週年，川普總統閱兵，大波士頓人看煙火，聽音樂會，閒談美國歷史，喟嘆世界局勢紛亂。

                   根據美國人口普查資料，美國的總人口在近10年間增加1000多萬人，從從2010年的308,745,538  增長至2017 年的321,004,407，其中亞裔約17,186,320，佔總人口的5.4%，華裔4,108,085，在總人口中約佔1.3%。亞裔，華裔都還是少數族裔中的少數。

                      這統計的人口數和實際人口數，到底差距有多大，實在很難說，但在美國面對科技盤整社會，尤其中西部人民遭遇更大生計挑戰之際，美國社會似乎漸有動盪不安之勢。

美國總統川普的要建圍牆，以抵擋來自墨西哥非法移民，在邊界設羈押營，逼使家庭分離，更已儼然戰爭硝煙，撕裂了和平社會。近來猶太人加入抗爭行列，波士頓都有近千人遊行；美中貿易戰以來，出現一連串刁難著名科研機構中華裔科學家事件，還有著名高校停招來自中國大陸留學生，這種種情況都讓人喟嘆，”我們的(美國)社會怎麼了?”。

最近微信上有人重新轉發”邏輯思維”在2013年發表的第39期視頻中的一段”被排斥的中國人”，倒也的確提醒了已取得美國公民身分，並不在乎是否融入了美國社會的華裔移民們，得審視一下在入籍時已宣誓效忠美國的自己是怎麼看待自己和美國，中國的關係，在明知美國歷史課本中幾乎完全沒有亞裔的情況下，有沒關心如何教育下一代，要怎麼面對那些明目張膽，或隱藏在笑臉後，卻仍能讓人在細微動作中感受到的”歧視”，或是”差別對待”，要怎麼思考他們的身分問題。

網上出現的”考考你的美國歷史”，頗可作為慶祝美國243歲的有意義遊戲。

問題一:美國的第一個首都，是哪個城市?

問題二:第一個住進美國白宮的總統是誰?

問題三:哪個城市有全美第一個燈塔，第一個巧克力工廠?

(答案: 紐約，約翰亞當斯，波士頓。 全美第一個燈塔是座落在Little Brewster Island，建於1716年的波士頓之光(Boston Ligjt)。全美第一個巧克力工廠是1765年由John Hannon 和 James Baker博士在多徹斯特(Dorchester)創辦的，原本叫做"Hannon的最棒巧克力"，後來改名為"貝克巧克力公司(The Baker Chocolate Company)。

               (Boston Orange 周菊子波士頓報導)紐英崙中華總會和紐英崙廣東同鄉總會，紐英崙港澳之友社攜手，7月3日晚在帝苑大酒樓慶祝美國國慶，表揚華裔消防員，藉以彰顯華人對美國社區也有貢獻。

             波士頓市消防局副局長黃瑞瑜當晚代表局長Joseph Fin出席。她在致詞時指出，消防員這個行業，很危險，薪水又不高，每次出勤，都有可能回不來，其實是一份壓力很大的工作，亞裔人數一向不多。她認為每一個願意冒著自己生命危險來做這份工作的人，都很值得尊敬。她還要很高興的說，她從法院回到波士頓消防局工作後，和局長Joseph Fin等人攜手推動，如今亞裔消防員人數已增加一倍。
             根據根據波士頓市消防局網站，波士頓早在1631年就有防火條例，1653年有第一個消防隊。根據維基百科，1678年正式成立波士頓消防局。目前全局的國際消防員成員約718人，年薪約65,000元。

             波士頓市第二區市議員Ed Flynn當晚特地出席，頒發表揚狀，感謝三名主辦人余麗媖，雷國輝，蔡倩婷關懷社區，籌辦鼓勵民眾愛國，為社會服務的活動。

             紐英崙中華總會會長陳毓禮也是主辦人之一，當晚本應到場，但他因近來身體不適，未克出席。反倒適他哥哥陳毓璇，姊姊阮陳金鳳都來支持活動。

            駐波士頓台北經濟文化辦事處處長徐佑典，紐英崙中華公所主席陳家驊，波士頓市議員Ed Flynn等嘉賓，也都在會中應邀致詞，指出以表揚對社會有貢獻者作為對美國生日的慶祝方式，很有意義。

                主辦單位表示，他們原本想要表揚已退伍、卸任的華裔消防員，但有人時間配合不了，無法出席，有些已失去聯絡方式。只有黃志康，Alex Cho，Gary Chin，William Chan，Raymond Chan， Robert Tran等6人中的4人，出席在座。他們分別來自麻州不同市鎮。

波士頓紐百利街上停車場 4000萬元 賣了

                     (Boston Orange 編譯) 一個停車場，賣價4000萬美元?沒錯，波士頓環球報今(3)天的一篇報導指出，紐百利街(Newbury)和達特茅斯街(Dartmouth)交界處的那個停車場，上星期就以這價錢賣給了一家芝加哥投資公司。

                  這停車場面積不到三分之一英畝，不過大概是波士頓後灣區這高端購物區的最後一塊空地了。

               擁有這物業已超過一世紀的家族，今年稍早決定把這結果證明是一項非常精明的長期投資套現。專精於零售業發展的L3 資本旗下的一家公司，打敗了許多競標者後，買下這塊地。

截至7月3日為止，L3資本並未公佈對這塊地有什麼計畫。知道競標的人說，L3資本有意一樓街道做零售店面，樓上做辦公室或公寓。

不過，無論該公司提案做甚麼，都得波士頓市政府和後灣建築委員會批准。

這塊地從1950年代末期，業主Gove家族把1883年在填土填出來的後灣區上用磚石建成的Aubry大酒店公寓，以及鄰近角落上的幾棟小樓與夷平後，就一直是停車場了。

根據後灣房屋網站，一位顯赫的塞冷鎮(Salem)居民Aroline Pinkham Gove，也是他母親所創辦專利醫藥企業的繼承人，從1908年開始拼湊出這片物業。在她死後，這物業一直由信託代她的後代持有，管理。

L3資本大多數的物業都在芝加哥和紐約，在洛杉磯和邁阿密也有一些。該公司早前在紐百利街上買下，又賣掉一座小的零售樓宇，現在正和另一家芝加哥投資公司重新發展已空置許久，在城中區的原Barnes & Noble大樓。

這是波士頓地區一系列的投資者爭戰之一。他們有時候同意付出驚人的數額，例如為劍橋市坎德廣場(Kendall Square)滿佈石塊的一畝地花5050萬元，或者為堡點渠道(Fort Point Channel)一帶，鋪著瀝青的6英畝地花2億1800萬元。

這筆交易反映了全球投資者放前進波士頓的慾望有多強烈。地產公司CBRE的資本市場執行副總裁Scott Dragos說，波士頓被人視為不尋常的強勁又穩定的市場。

他說，這兒的成長是可持續的。從其他市場來這兒的人們，通常會馬上就出手了。

後灣區的這4000萬元，大約等於每英畝一億二千萬元，也就是L3資本付的錢比買家在其他交易中付的還多。本地經濟說，這價格強調了儘管來自網路零售的競爭越來越大，紐百利街持續受歡迎度，還有波士頓市那個地區的可發展土地有多稀缺。

代表賣家的JLL地產公司資深主任Ben Sayles說，這塊地是空白畫布，紐百利街是波士頓最好的零售，辦公及居住地點。這塊地可以用做任何一種用途。

不過，目前這塊地還是停車場，人們可以在那兒花20元停一小時，或花42元停一整天。
