Governor Baker Nominates John C. Englander to Associate Justice of the Appeals Court

BOSTON— Today, Governor Charlie Baker nominated John C. Englander to serve as the Associate Justice of the Appeals Court. Englander has over 30 years of experience a partner in the trial department of Goodwin Procter a national law firm founded in Boston, and currently serves as General Counsel to MassDOT and the MBTA.

“John Englander has a distinguished record as an outstanding litigator in the public and private sectors, with a distinguished record of service to his clients, the Commonwealth and to the Courts,” said Governor Baker. “I am pleased to submit his name for the Governor’s Council’s advice and consent.”

“Attorney Englander has demonstrated a strong commitment to helping the citizens of Massachusetts and its communities as General Counsel for MassDOT and the MBTA as well as through his years of service helping support Cohasset Public Schools,” said Lt. Governor Polito. “I am confident his substantial experience will serve the people of Massachusetts well, if confirmed.”

The Massachusetts Appeals Court reviews decisions that trial judges across the Departments of the Trial Court have already made. Their jurisdiction also includes the Appellate Tax Board, the Industrial Accident board, and the Commonwealth Employment Relations Board. The Appeals Court has twenty-five statutory justices, including the chief justice.

Judicial nominations are subject to the advice and consent of the Governor’s Council. Applicants for judicial openings are reviewed by the Judicial Nominating Commission (JNC) and recommended to the governor. Governor Baker established the JNC in February, 2015 pursuant to Executive Order 558, a non-partisan, non-political Commission composed of volunteers from a cross-section of the Commonwealth's diverse population to screen judicial applications. Twenty-one members were later appointed to the JNC in April, 2015.

About John C. Englander
John C. Englander currently serves as General Counsel for MassDOT and the MBTA, where he advises on all legal issues facing the two agencies, including those raised by the effort to turnaround, and to improve, the MBTA. Previously, he served as a partner at Goodwin Procter where he was regularly recognized as one of the leading litigators in Massachusetts by Chambers USA and US News. Englander also co-founded and served on the Board of the Cohasset Education Foundation, a non-profit organized to support and fund the Cohasset Public Schools. After earning a Bachelor of Sciences in Mechanical Engineering at Cornell, he graduated first in class from Boston University Law School in 1983 and thereafter was a law clerk on the First Circuit Court of Appeals and on the United States Supreme Court. 昆市議員梁秀婷大選保位戰勢須爭取更多支持

(Boston Orange) 昆士市市議員初選,不分區議員部分的選舉,76,結果並不令人意外。兩名華裔參選人,在位議員梁秀婷順利進入大選,新人蕭東方敬陪末座,大選出局。
117日大選時,昆士是不分區市議員將是63的局面,在位議員梁秀婷在這次初選中的得票數3095,僅排名第五,和前三名的票數相差600票到將近2000票,要想順利連任,她在接下來的這一個多月,勢必得加把勁,鼓動更多支持者在大選時出席投票,才能保位成功。
今年的昆士市市級選舉,由於市長一職已改為四年一任,今年不須選舉,市民顯得更不在乎。初選的出席投票率僅14.68%。基於6名入圍者得票數差距並不太大,意味著大選時,誰能煽動選民出門投票,誰就有更大勝算,未來的這一個多月,昆市選情勢必更激烈。
昆士市書記辦公室的非正式統計,7名候選人的得票數,依序為在位議員狄波納(Noel DiBona)4,919票,今年6月才從昆士市公共工程局局長一職退休的雷蒙迪(Daniel Raymondi)4,037票,做了8年昆士市第1區市議員,今年轉戰不分區市議員席位的勞佛瑞(Margaret Laforest)3,624票,現任昆士市學校委員會委員,曾兩度參選昆士市市長的馬洪妮(Anne Mahoney)3,521票,接著是在位不分區市議員梁秀婷(Nina Liang)3,095票。兩名政壇新人,Stephen Tougas552票,蕭東方392票。

MAYOR WALSH HOSTS END OF SUMMER PARTY FOR BOSTON SENIORS 

BOSTON - Wednesday, September 13, 2017- Mayor Martin J. Walsh, the Commission on Affairs of the Elderly and City Fresh Foods today hosted the 13th annual Senior Party in the Park in the Park at Malcolm X Park in Roxbury.

"Party in the Park is an annual celebration that brings together hundreds of Boston's older residents for a day of fun," said Mayor Walsh. "This event showcases the value and vibrancy of Boston's diverse communities, and is a great way to close out the summer together."

For the past 13 years, the City of Boston's Elderly Commission and City Fresh Foods have partnered together provide an end-of-summer party to 800 older adults in Boston.

Sheldon Lloyd, CEO City Fresh Foods, said, "We are honored to partner with the City of Boston to provide the senior community with an eventful day of dance, music and great food."

Initially started as a small picnic, the event has gained popularity and is now the City's second largest annual event for seniors.

"I've been coming to these events for 18 years," said Julia Martin, 88, of Jamaica Plain. "My group and I benefit a lot from them. It gets us out of our buildings."

For others in the crowd, this was the first time attending. "My friends come every year," said Charles Britt of Mattapan. "Curiosity brought me here today."

The event event featured a brief speaking program, lunch provided by City Fresh Foods, and entertainment by Athene Wilson and Band.

"I've been coming to this event for at least 10 years," said Aliki Edwards, Director of Admissions and Marketing of the Sheehan Health Group.  "Events like this let people know about services and quality of care right here in the community."

臺灣學人訪波 探討東亞科技與社會議題

東亞科技與社會國際期刊East Asian Science, Technology and Society: an International JournalEASTS國際期刊)於201791日於在波士頓喜來登飯店舉辦國際學術研討會,約50名來自世界各地的專家學者共聚一堂討論東亞工業化下污染公害的法律與社會,其中約有20餘名來自臺灣的學者,也一起歡慶該刊創刊十週年,探討東亞科技與社會研究的軌跡、策略與展望。

近三十年來科技與社會研究(studies on science, technology and society science and technology studies,簡稱 STS 研究)反省科技與現代社會的互動,而《東亞科技與社會國際期刊》適時反應這個思潮。它由科技部所支持,主編郭文華任教於國立陽明大學科技與社會研究所,編輯群網羅歐美與東亞頂尖學者,由杜克大學出版社出版,是該領域唯一代表東亞的專業英語期刊。它掌握東亞科技對全球發展的重要地位,頗受學界重視。

由於今年社會研究國際學會(Society for the Social Study of Science, 4S)年會在波士頓召開,有超過1500名專家與會,故《東亞科技與社會國際期刊》於年會期間以「展望東亞科技與社會」為題召開研討會,一方面提昇臺灣在國際學術的影響力,一方面集思廣益,企望能在堅實基礎上繼續發展。

本次研討會由主編郭文華、副主編,同時任教於麻省理工學院的Michael Fischer教授、任教於世新大學的陳信行編委,與中央研究院社會學研究所彭保羅(Paul Jobin)副研究員策劃,並得到蔣經國基金會的贊助。研討會分為四個場次(詳細議程請參見附錄)。前兩場次以污染的法律訴訟為中心,分析東亞各地方興未艾的集體訴訟的公害特性、爭取權益的過程,科技在法庭的角色與STS的取徑,並由即將接任4S會長的Kim Fortun教授擔任主持與評論。

第三場次創刊主編傅大為教授分析EASTS國際期刊前十年文章的分布與趨勢,提出開發STS新課題的重要性。郭文華以傳統醫藥全球化為例,提醒東亞案例的複雜性,副主編朴喜濟(Hee Je Bak)則以南韓科技為例,指出STS必須超越「科技造就發展」的論述。另一位副主編塚原東吾雖然不克前來,但評論人Fischer教授巧妙地納入他的論文,展現與STS的可能貢獻。第四場次由前任主編吳嘉苓領軍,帶領大家看到在東亞現代化過程中被忽略的家庭、痲瘋、生殖與種族等議題,鼓勵貼近東亞脈絡的STS研究。它反省科技進步與社會控制,更為邊緣人物發聲。全場討論十分熱烈,欲罷不能,在合照後順利結束。

這是東亞科技與社會國際期刊在國際舞台的成功發聲,獲得主流學界肯定。希望該刊能再接再厲,擴大參與,在第二個十年為STS與為台灣再創高峰。



馬惠美參選牛頓市長 亞裔出席投票很關鍵

                  (Boston Orange 周菊子麻州整理報導)牛頓市今(12)天辦理市長選舉初選,市民將須從7名候選人中選出兩人,進入117日的大選。具有一半華裔血統的馬惠美(Amy Mah Sangiolo)是唯一的亞裔候選人,也是麻州在位時間最長的亞裔民意代表。
               人口已成長至87,675的麻州牛頓市,亞裔約佔14.2%,其中華裔7000餘人,約佔8.1%。由於市級選舉的選民出席投票率一向不高,只要亞裔全力支持,出席投票,牛頓市長大選選票上,將破天荒的出現一名亞裔。

                 牛頓市今年的市長選舉,由於2010年當選的現任市長塞倫華提(Setti Warren)將於2018年參選麻州州長,早於去年底已宣佈不競選第3度連任,陸續有7人跳進選戰,其中3人為現任市議員,4人是牛頓市居民。

            3名現任市議員都是不分區市議員,包括馬惠美,市議會議長藍儂(Scott F. Lennon),以及傅勒(Ruthanne Fuller)由於他們資歷較深,或財力較雄厚,坊間都認為牛頓市長選舉,其實是這三人的戰爭。
            馬惠美從1998年起當牛頓市議員,現年52歲,住在第4選區。去年底,她為辦理父親喪事,把高齡九十的母親從紐約搬來麻州和她同住,逼不得已的在參選路上比其他候選人起跑晚,在爭取支持上吃虧不少,但是聽過牛頓市市長候選人辯論的許多人認為,馬惠美顯然對牛頓市了解更深,改革熱情更高,在牛頓市面對的許多議題上,都已構思有一套因應辦法。

            馬惠美本人是環保方面律師,對環保認識很深,認為牛頓市應該把環保當作優先要務,包括逐步把市府車隊換成電動車。在土地發展上,她認為牛頓市的建造商,市府官員和居民對土地發展似乎都有不同意見,她將尋求多方合作,找出對牛頓市最有利的方案。
            她也表示將支持牛頓市的學校系統,一旦當選市長,也會參加學校委員會的會議,更主動的參與。
            牛頓市民葛幼梅,鄧永奇等人,都曾為馬惠美舉辦過選民見面會。刻正參選牛頓市學校委員會委員的沈安平,抱持著踏入政界,就應左右結緣的態度,所有的市長候選人他都支持。他為參選舉辦的競選活動,前述三人也都出席了。

傅勒(Ruthanne Fuller) 2010年當選牛頓市不分區市議員,住在第7選區,現年59歲。傅勒認為牛頓市需要為市內的每個村落中心訂定發展計畫,把交通,經濟成長及住宅等因素都考慮進去。一旦當選市長,她會把預算優先權撥給學生,耆英,以及面對特別挑戰的人。她也會關注退休的市府雇員,想辦法資助市府的退休計畫。
藍儂是2002年當選為市議員,住在第1區。現年47歲,當了8年市議會議長。他目前在(Middlesex)治安官辦公室工作,管理7000萬元預算。他表示自己一旦當選,將繼續建造可負擔住宅,優先支持市內學校系統的學術活動。他也將就市府現有的地方規劃法規等事務上和市民溝通,他認為市民應該要選個視野宏觀的人。
            另外4名參選牛頓市長的居民,分別是        Eli KatzoffGeoffrey WoodwardRichard Saunders,以及牛頓市共和黨地方委員會委員Al Cecchinelli
            有意在117日大選中投票的民眾,必須在1018日之前辦妥選民登記。

The ordinance aims to expand electric vehicle charging infrastructure in Boston

BOSTON - This week, Boston City Council President Michelle Wu filed an ordinance which would codify the right of Boston residents to install personal electric vehicle charging stations. “Across the country, we are seeing the devastating impacts of superstorms made more destructive and more frequent by climate change,” said President Wu. “It is more important than ever that our residents should be able to take advantage of every tool available to reduce their carbon footprint.”

Under the ordinance, property owners would be allowed to install an electric vehicle charging station without condominium- or homeowners’ associations banning or placing unreasonable regulations on the stations. The ordinance also spells out the rights and responsibilities of station owners, including paying for installation and electricity costs, repairing any damages to common areas caused by the station, and disclosing the existence to potential buyers. It also allows for associations to institute an application for approval process, so long as they process applications in a timely manner and do not impose unreasonable fees.

“Transportation is responsible for approximately 30 percent of greenhouse gas emissions, and electric vehicles are one tool that Bostonians are embracing to reduce their carbon footprint,” said President Wu. “As a City we should be making it easier for our residents to take this step. This draft legislation is aimed at balancing the concerns of condominium- and homeowners’ associations, as well as those of residents who are concerned about climate change. I look forward to hammering out details with all relevant stakeholders through the public process.”
