麻省國際醫療中美醫院院長峰會談大數據

麻省醫療國際,中美華人醫師協會和哈佛大學醫學院華人專家學者聯合會合作,三月廿九日在波士兒童醫院舉辦了一場中美醫院院長哈佛峰會,探討以轉化醫學和大數據在醫院管理中的應用
合作夥伴醫療體系(Partners HealthCare任董事長大衛托奇雅納(David F.  Torchiana聯合國經濟發展委員會副主任朱西蒙(Simon Chu),中南大學湘雅醫院院長孫虹廣州金域檢驗集董事梁耀銘, 南京中醫藥大學副校長程海波,寧波市人民醫院副院長姜建帥以及安徽醫科大學生命科學院副院長周海勝等人,當天分別就大數據在醫院管理,診療,科研中的應用最佳醫院管理模式的探討這兩個主題,發表報告,談話。
大衛托奇雅納原本是麻州醫師組織主席,上個月才上任為年營業額一百一十億元,麾下有六千名醫生,六萬名職工的合作夥伴醫療體系(Partners HealthCare)董事長兼執行長。
當天他在麻省總醫院醫師屈振生協助翻譯下,介紹1869年在波士頓出生,迄今仍為美國外科史中最重要人物的Ernest Amory Codman醫師,以及質量檢測(quality measurement)的歷史。他在結論中表示,質量檢測已證明在疏忽及改善護理上很有價,公開質量檢測報告是必要也不可避免的,但是如果做得不妥當,病人會受傷害,專家們必須管理過程。
中南大學湘雅醫院院長孫虹在會中介紹了湘雅醫院的歷史和近年快速發展的歷程,以及中國公立醫院的改革及其深遠意義。
聯合國經濟發展委員會副主任朱西蒙以美國的醫療及保險系統為借鏡,分析,闡述中國當今醫療系統的改革,公立及私立院的地位,醫療大市場中的機遇等。
廣州金域檢驗集董事梁耀銘以中國醫療檢驗行業最大集團創始人的身份,介紹了該一行業在中國的商業化過程,發展機遇與挑戰。
寧波市人民醫院副院長姜建帥以該院為例,介紹了信息化管理對醫院現代化,提高效率等的意義及作用。
南京中醫藥大學副校長程海波,當天以轉化醫學與研究型醫院為主題,發表講談,介紹了多個轉化醫學研究機構,包括中國-哈佛醫學院轉化醫療聯合中心,上海國家轉化醫療中心等。 
安徽醫科大學生命科學院副院長周海勝當天從大數據轉化醫學研究的核心,包括大數據的儲存,管理,並行計算,分析等技術,以及知識展現和轉化等四個重點談起, 對大數據的醫學應用,做了詳盡闡述。他認為,如今的大數據轉化醫學研究有十個目標,包括保護健康,促進健康,延長壽命,預測疾病,提前警告疾病,預防疾病,制定公共衛生政策,個人參與,個體化醫療,以及精確化醫療等。不過相關人才匱乏,如何剔除偽數據等,是這一領域發展面對的挑戰之一。
會議主席功雄在開幕致詞中表示,近年來,醫療衛生信息發展迅速,基因組學,生物技術等跨學科資訊整合,大數據應用,都對更精準治療,甚至預防,有很大幫助,該一會議旨在促進中美醫院交流科研成果,治療經驗,協助醫院利用信息,更好的管理醫院,提高服務品質。

新康樂樓預定下週竣工 舊中華頤養院取得翻修許可

中華耆英會,波士頓華人佈道會昨(一)日在波士頓華埠治安委員會中宣佈喜訊,康樂樓擴建工程,預計下週竣工,中華頤養院舊址已可進行翻修。
            波士頓華埠治安委員會昨日出席者不少,但議程清淡,在例行的警察局罪案紀錄報告之外,只有一宗陳情案。
            BBR公司的Joe Conniea與律師Paul Johnson昨日陳述,該公司計畫在尼倫街64號,製作30呎的巨型螢幕廣告,所有的電力將由該公司承擔等等。出席會議者之一的李衛新表示,這樣的廣告將使尼倫街變得有時代廣場,和波士頓華埠特性不合。
            波士頓市警察局A-1區警長鄺志強(Ken Fong)昨(一)日表示,上個月華埠平靜,但因波市流民收容所的狀況變化,南、北車站附近流民活動增多。
            上個月,波士頓華埠共發生三宗搶劫案,三宗惡性攻擊案,一宗侵入案,二宗汽車偷盜案,七宗小規模破車而入偷盜案,三宗移動車輛傾罪案,一七七宗移動車輛違規案,發出五十九章停車罰單。
            鄺志強表示,在必珠街,華盛頓街都有車輛被匪徒傾入,取走電腦,手袋等物品的案件。前晚在必珠街和林肯街交界處,還發生一宗惡意攻擊案,受害者表示有人向他暗示有槍,要他交錢出來,他沒理會的逕自走開,那人竟拿酒瓶打他。
            鄺志強指出,因為政府最近准許流民在南,北車站逗留,附近一帶的流民活動增多,民眾宜加強注意自身安全。
            中華耆英會行政主任梅伍銀寬在會上報告好消息,康樂樓擴建工程,預計下週竣工,益士石街上的街道,終於可以恢復寬敞。
            波士頓華人佈道會陳卓明牧師也高興透露,該會買下的中華頤養院舊址,終於取得牌照,可以進行翻修工程了。
            華埠王氏青年會行政主任Patricia Barnwell報告,該會將於四月廿六日舉辦每年一度的“健康兒童日(Healthy Kids)“。
            司徒玉貞報告,波士頓亮晶晶的大掃除活動,預定五月二日舉行。

MASSACHUSETTS DOCTOR AND MEDICAL PRACTICE RESOLVE ALLEGATIONS CONCERNING MEDICALLY UNNECESSARY STRESS TESTS
 
BOSTON –A Massachusetts cardiologist and his practice entered into an agreement with the United States yesterday to resolve allegations that they improperly billed Medicare for medically unnecessary stress tests.
 
Primary Care Specialists, Inc., and Terrence C. Hack, M.D. agreed to pay $24,000 to resolve the government’s claim that Dr. Hack and Primary Care Specialists improperly billed Medicare for medically unnecessary myocardial perfusion studies, also known as nuclear stress tests, in violation of the False Claims Act.  Performing these unnecessary stress tests results in patients’ needless exposure to radiation as well as wasting Medicare dollars.  Dr. Hack is a cardiologist licensed in Massachusetts, and Primary Care Specialists, Inc. is his Ayer, Mass. practice.  In agreeing to settle this claim, Dr. Hack has not admitted liability.
 
“We protect the integrity of Medicare by scrutinizing billing practices that burden the Medicare fund, such as when reimbursement is sought for medically unnecessary tests,” said United States Attorney Carmen M. Ortiz.  “We take every opportunity to investigate, eliminate, and deter waste and fraud in this vital government program.”
 
This matter was investigated by the Department of Health and Human Services, Office of the Inspector General.  It was handled by Assistant U.S. Attorneys Sonya A. Rao and Rosemary Connolly, Chief of Ortiz’s Civil Division.

MAYOR WALSH ANNOUNCES CITYWIDE PARKBOSTON EXPANSION FOLLOWING SUCCESSFUL BACK BAY PILOT


BOSTON - April 1, 2015 - Today, Mayor Martin J. Walsh announced the expansion of the ParkBoston app to include all Boston parking meters. The app allows drivers to quickly and easily remotely pay a meter with their mobile phone, avoiding the hassle of finding quarters or running back to the meter to add more time before it expires.  

During a nine-week pilot program, launched in January 2015 in a portion of the Back Bay, the ParkBoston app was downloaded over 15,000 times and facilitated over 12,000 parking transactions. Based on this success, the City expects to complete the expansion of ParkBoston to all other meters by the end of summer 2015. This announcement follows on Mayor Walsh’s announcement last week focused on improving transportation across the City through innovative design, programs, and technology.

“Last week I said we cannot delay making innovative improvements to our transportation system,” said Mayor Walsh.  “Thousands of Bostonians have already embraced this new and convenient technology, and expanding this service throughout the city will make the experience of paying for parking easier for each and every user.”

During the pilot, the Boston Transportation Department has worked closely with Passport, an industry leader in mobile payments, to design a smooth and seamless parking experience for users.

“The community has really embraced ParkBoston, and we are excited to be bringing this type of innovation to more people so quickly,” said Gina Fiandaca, Commissioner of the Boston Transportation Department. “This is one of the first steps we are taking in overhauling the parking experience in Boston.”

Both ParkBoston decals applied to parking meters and on-street signage will let drivers know where the new service is in effect. Its expansion to the City of Boston’s 8,000+ metered parking spaces in three phases is expected to be completed by the end of summer 2015. The first phase will begin installation this week, consisting of the remaining spaces in the Back Bay and throughout the Fenway/Kenmore area. The second phase will consist of spaces throughout Downtown, Beacon Hill, the West End, North End, and Charlestown. The final phase will include South Boston, the South End, Mission Hill, Allston, and Brighton. ParkBoston payment will become an available option for parkers as soon as the signs and decals are installed on each block.

Last week Mayor Walsh announced that the Boston Transportation Department would be seeking to upgrade all parking meters to new intelligent devices. The ParkBoston app and new smart meters will work together to provide the City with parking data to manage the space at the curb more effectively. It will also provide users with a wide variety of choices in payment from smartphone to credit cards to coins.

Smartphone users can take advantage of the new service by going to park.boston.gov to create an account. iPhone and Android users can also get the free ParkBoston app through the App Store or Google Play. A pay-by-voice option is also available for those without web-enabled phones.  To learn more, please visit park.boston.gov.

The pilot phase of Park Boston was supported by the Mayor's Office of New Urban Mechanics, Mayor Walsh's civic innovation team.  Identifying and implementing ways to improve Boston's streetscape for pedestrians, cyclists and drivers is one of the office's core areas of focus.  Recent collaborations with the Boston Transportation Department have included the TicketZen app to make it easier to pay parking tickets, a data partnership with Waze to improve traffic flow, and vehicle sideguards pilot that led to the a nation-leading safety ordinance for large vehicles performing city contracts.

BOSTON - April 1, 2015 - Mayor Martin J. Walsh announced today the appointment of Richard Weir as Chief of Communications for Boston Public Schools. In this position, Weir will be responsible for stewarding communications for all schools within the Boston Public School system, overseeing media relations, web publishing, social media and district publications. Weir currently serves as City Hall Bureau Chief for the Boston Herald. Weir will join the City of Boston on April 13

The Boston School Committee recently voted to name Dr. Tommy Chang as the next Superintendent of Boston Public Schools. Dr. Chang will begin on July 1

"Rich Weir is a professional and experienced reporter who has covered Boston in the press for more than six years," Mayor Walsh said. "He knows our neighborhoods inside and out and he is more than familiar with our school system. I have enjoyed the opportunity to work with Rich as a reporter and I have seen first-hand his passion for making Boston a better city. I am excited to bring his knowledge and integrity to Boston Public Schools and I look forward to having him on our team."

With more than two decades of experience as a newspaper reporter in Boston, New York and Maine, Weir has been recognized through numerous press awards for deadline, feature and analytical writing. Writing for the Boston Herald, he has covered the last two mayoral elections and produced in-depth investigative articles on a range of issues and governmental agencies. 

Weir also worked as a writer for the City Section of the New York Times before moving to the New York Daily News in 2000 to serve as a police reporter. In this position, Weir covered major crime and breaking news stories, including the 9/11 World Trade Center attacks. Weir is a frequent guest on Boston Herald Radio and was featured in the book, "The Elements of Story," written by former New York Times columnist and editor Francis Flaherty, for his instinct in finding enterprising story ideas. 

Weir graduated from Clark University in 1989 and earned a master's degree from the Columbia University Graduate School of Journalism in 1992.
