ONEin3 Presents Public Art Happiness Project in Copley Square

ONEin3 Council asks residents and visitors what they love about the city

BOSTON – The 2014 ONEin3 Council is asking Bostonians to participate in a "Public Art Happiness Project" in Copley Square on Saturday, July 19. From 10:00 AM to 2:00 PM, council members will ask passers-by to fill in the statement “We are Boston. Boston is____.” The phrase will appear on a large painted board and each participant will write in their unique answer on an IdeaPaint surface. Once the answer is recorded, it will be erased for the next person to write in their response.

Participants will be asked for their age, neighborhood and hometown. The process will be video-taped and photographed in order to capture each response. The group will produce a time-lapse video to illustrate the variety of responses and diversity of participants.

“Our goal is to capture Boston’s sprit in a fun and visually-appealing way,” said ONEin3 Boston Manager Chloe Ryan. “This project combines people’s enthusiasm for Boston with their passion for public art.”

ONEin3 will partner with local nonprofit YouthBuild Boston (YBB) and IdeaPaint to design and construct the display board. YBB members will also be present on Saturday to help encourage participation in the project. 

“We are extremely excited about the way in which the Mayor’s ONEin3 Council is going to activate the community of Boston and curate feedback through a public art piece,” said Jeff Avallon, VP of Corporate Development, IdeaPaint.  “IdeaPaint is all about collaboration and this is a perfect example of the city coming together in a fun way to celebrate what Boston is all about.” 

波士頓浙大校友夏日遊喬治島

波士頓浙江大學校友會日前夏日郊遊，四十多名分別來自麻州大波士頓地區，羅德島州的校友，歡聚一堂，遊賞喬治島（Georges Island）風光，暢敘舊雨新知情。

            今年的夏日聯誼，由路宜，於欣慰率隊籌備，經過策劃，踩點，統計，訂票，訂午餐等一系列工作，才讓參加活動的校友們無憂無慮的歡度一午。為了招呼已購票，但沒趕得及按時抵達的校友，王同益和欣慰還在長碼頭（Long Wharf）集合點，多等了一個小時。

            參加活動的浙大校友，當天上船後，感受海風微醺，欣賞目不暇接的美景，盤點各自在波士頓的點點滴滴，談論彼此的學習、工作和生活，將近四十分鐘的輪渡，竟然一晃眼就到了。

上了喬治島後，先抵達島南端的海牆（Sea Wall），一夥人躺陽在海鷗飛翔、鴨子浮水，海天一線的美景中，霎時忘卻所有煩惱。

喬治島上最值得遊覽的是美國內戰沃倫堡，鳥瞰時，形狀有如美國國防部的五角大樓。

島上的中央草坪是娛樂活動的好地方。浙大校友們在這玩起足球、桌遊，推車輪等遊戲，還有人三三兩兩的環遊堡壘，邊欣賞風景，邊拍照。

郊遊結束前，參加活動的校友們一齊在草坪上擺出了“ZJU”字樣，聊表對母校浙江大學的懷想，感念。

波士頓市雙語選票即起永久有效

波士頓華埠社區推動不下十一年的雙語選票法案，昨（十五）日在華埠信義大廈內簽署成法，從今年九月初選起，波士頓市居民將永久性的享有中英，越英雙語選票。

麻州州長派區克（Deval Patrick ）表示，民眾發聲，社區行動，政府聽到，才促成雙語選票法通過。他稱許多名政要為此事所作的努力，也為自己在卸任前有幸簽署這法案，感到高興，特地選擇進華埠簽署編號為H. 4089的這法案。

派區克說，保護居民投票權，是好政府的基本條件。這法案將容許更多麻州居民在選舉日那天發聲。

由於這是華埠社區從2003年起就開始推動的法案，一度成功，後來發現有“日落條款”，再接再勵後，才在麻州眾議員麥家威（Aaron Michlewitz），麻州參議員安東尼，裴楚西里（Anthony Petruccelli），波士頓市議會議長林乃肯（Bill Linehan）等許多人合作努力，才終於落實的法案，有歷史性意義，經相關人士廣泛呼籲，昨日有逾百人出席觀禮。

波士頓市長馬丁華殊（Martin Walsh）也特地趕來見證，並畫龍點睛的指出，這法案簽署的最重大意義，是落實了民主，容許人們更真切的自主做決定，知道自己投的是什麼票。他說自己的父母雖然通英文，但也是移民， 他因此格外了解，簽署這法案所包含的意義，比儀式本身多太多了。

麻州眾議員麥家威（Aaron Michlewitz）笑說，當初競選時他就聲言，一旦當選，推動雙語選票絕對是他的優先要務，尤其是“別改變把你選進州議會的規定”。麥家威事後透露，如果不是由於他倆帶頭積極推動，礙於麻州州務卿的仍有不同意見，出於波士頓家規法的這雙語法案，可能無法在本年度的麻州議會會期內通過。今年九月及十一月的州級選舉，也就不會有雙語選票了。

麻州參議員安東尼，裴楚西里（Anthony Petruccelli）也稱讚華埠社區，坦言他從陳翟蘇妮（Sonia Chang Diaz）那兒接管波士頓華埠社區以來，推動雙語選票也是優先要務。他笑說人們不會相信，過去這三週以來，為了雙語選票一事，他和麥家威通話次數有多頻繁。

波士頓市議會議長林乃肯（Bill Linehan）昨日代表波市議會發言，指出雙語選票法案從波士頓市家規法（ Home Rule petiton），搖身變成州法，是波市議會歷屆議員努力的結果，包括約翰康納利（John Connolly)，小阿若約（Felix Arroyo），都有功勞。

華埠居民會的共同主席余仕昂，梅陳月嫦；華人前進會的名譽主席李素影，共同主席湯建華，行政主任駱理德等人昨日全都獲邀站在麻州州長身後，見證法案簽署，笑容滿面的每個人還都獲得一隻簽署法案用筆作紀念。

州長辦公室指出，這法案是由麻州眾議員麥家威（Aaron Michlewitz）代表波士頓市提出的家規法，規定麻州州務卿須在麻州辦理州及聯邦層級的選舉時，必須特別為波士頓市印製雙語選票。該法案也規定，波士頓市選務局須為波市的所有選舉，印製雙語選票。波市選務局將根據聯邦人口統計數據，市府記錄，以及其他資料來決定，哪一個投票區需要印製雙語選票，但凡在語言上屬於少數族裔，且英語流利程度有限的人口超過該區總人口5%，就必須在選舉時印製雙語選票。

該法案也規定提供音譯。但凡候選人的姓名是英文，或不是傳統上用中文書寫的語言時，就由相關的，發音類似的中文字來代表。

每名候選人都將拿到一份姓名譯音建議，並有七天的時間考慮，再以書面通知回答是否要修改音譯，或決定是否要翻譯他們的姓名。

麻州波士頓雙語選票法案主要內容

永久性雙語法案主要內容：

            雙語法案中比較重要的第二段為，儘管麻州總法第54章第40節，或者其他的總法，特別法和此相反，麻州州務卿必須在依法需準備的其他雙語選票之外，在波士頓市內指定地點，為聯邦，州級的選舉準備中英，越英的雙語選票

            波士頓市選務局需在波士頓市內指定地點，為所有的波士頓市初選，大選，準備中英，越英的雙語選票。

            凡是選區內說某種語言，英語程度有限的少數族裔， 達到投票區人口的5%時，就須印製中英，越英，雙語選票。波士頓市選務局可藉由聯邦統計局最近的人口普查數據，市府記錄，關於索要雙語選票的記錄，以及其他的人口地理資訊，包括姓氏名單等數據，做決定。

            波士頓選務局將決定應提供多少雙語選票給市內的各個投票站，並在聯邦及州級選舉時，依照麻州州務卿指定的日期，通知應該印製的雙語選票數量。在任何初選或大選之前三十天，選務局需通知波市選舉顧問委員會，任何非牟利機構或宣傳組織已向該局登記，將向相關語言的少數族裔社區提供通知。

SECTION 2. Notwithstanding section 40 of chapter 54 of the General Laws or any other general or special law to the contrary, in federal and state elections, the state secretary shall prepare bilingual ballots in English and Chinese and in English and Vietnamese in addition to any other bilingual ballots required by law in the designated polling places within the city as required by section 4.

SECTION 3. Notwithstanding the charter of the city or any other general or special law to the contrary, in all city preliminary and final elections the board shall prepare bilingual ballots in English and Chinese and in English and Vietnamese in addition to any other bilingual ballots required by law in the designated polling places within the city as required by section 4.

SECTION 4. Bilingual ballots in English and Chinese and in English and Vietnamese shall be provided in each polling place in the city where more than 5 per cent of citizens of voting age in the precinct are members of that language minority and are limited-English proficient, as determined by the board, or where the substantial need for such ballots is determined by the board, taking into account objective data obtained from the most recent federal census, city records concerning utilization of or requests for bilingual ballots, and any other demographic information available to the board, including the Lauderdale and Kestenbaum list of surnames. The board shall determine the number of ballots to be provided at each polling place in the city and shall inform the state secretary of the number of the ballots needed prior to each federal and state election by a date specified by the state secretary. Thirty days prior to any primary or election, the board shall inform the city’s Election Advisory Committee and any other bona fide non-profit agency or advocacy organization serving the relevant linguistic minority community that has registered with the board for notification, of the numbers of bilingual ballots and the precincts in which they shall be available.
