Baker-Polito Administration Awards $64 Million in Grants to 1,312 Additional Businesses for COVID Relief

Latest round brings total direct financial support of $514 million to 11,212 businesses 

BOSTON — Today, the Baker-Polito Administration announced nearly $64 million in awards to 1,312 additional businesses in the seventh round of COVID relief grants administered by the Massachusetts Growth Capital Corporation (MGCC). Each business meets sector and demographic priorities set for the two grant programs. 

With the addition of this round of grant awards, the Administration has awarded approximately $514 million in direct financial support to 11,212 businesses across the Commonwealth. 

“As part of our ongoing commitment to supporting the Massachusetts business community, I’m pleased we are able to provide relief to another 1,312 hard hit businesses,” said Governor Charlie Baker. “With this round of awards, our efforts to deliver vital assistance to foster our economic recovery have now reached more than 11,000 businesses across the Commonwealth for a total of over a half billion dollars in direct financial support.”

“The COVID-19 public health crisis has hit small businesses hard, and there are communities and sectors that have seen their livelihoods significantly impacted through no fault of their own,” said Lt. Governor Karyn Polito. “We continue to target these grants to those businesses – whether they’re owned by women or minorities, located in Gateway Cities, or from sectors like restaurants and gyms – that need support the most.” 

Among the sectors that received the highest total number of grants this round are: restaurants, bars, caterers, or food trucks (426); personal services businesses (173); and independent retailers (114). 

In addition, grants for this round were awarded to 596 minority-owned, and 489 women-owned, businesses; 356 recipients are located in Gateway Cities, and 352 businesses have not received any prior aid. 

Acknowledging the importance of restaurants and independent retailers to communities across Massachusetts, business owners of multiple locations that met demographic and sector priorities are receiving awards to support up to two additional locations.

“Thanks to the team at MGCC, these grants create a key opportunity to sustain our small businesses by the thousands in every corner of Massachusetts,” said Housing and Economic Development Secretary Mike Kennealy. “Recognizing how critical a component our small businesses are to the Commonwealth’s economy, providing direct support has proven to be essential to our strategy for economic recovery.”  

Following the previous announcement of grant awards on Feb. 4, MGCC began a process of engaging directly with applicants that met sector and demographic priorities but were missing documents necessary to be considered for an award. MGCC is continuing to work with business owners in targeted sectors and demographic groups over a two-week period to allow for applicants to submit necessary documents.

The Commonwealth remains in Phase 3, Step 1 of the Baker-Polito Administration’s reopening plan. On Monday, temporary capacity limits of 25% instituted during the second surge of COVID-19 were lifted, allowing many businesses to return to 40% capacity. In addition, restaurants and close contact personal services are now allowed to operate at a 40% capacity limit, with workers and staff not counting towards the occupancy count for these sectors.

麻州截至2月10日共收到107萬劑疫苗 施打率67.3% 約2到4000劑疫苗浪費了


             (Boston Orange 綜合編譯)根據麻州政府公佈的疫苗數據,截至今(10)日,麻州共收到107525劑疫苗,其中約1,200劑,很不幸的浪費掉了。


上個月有大約
2000Moderna疫苗,在牙買加平原的退伍軍人醫療中心,因為清潔工人不小心把冰箱的插頭拔了下來,懷掉了。

要儲存輝瑞疫苗,需要攝氏零下80度的超冷環境,Moderna則能夠在攝氏零下25度至15度間保存。這兩種溫度都不容易。

麻州公共衛生廳發言人Ann Scales表示,截至25日,大約有1096劑的Moderna疫苗,以及176劑輝瑞(Pfizer)疫苗,總共1272劑疫苗報稱浪費掉了,在寄到麻州的疫苗中,大約佔0.13%

這數目並不包括上個月牙買加平原退伍軍人醫療中心丟掉的大約2000劑疫苗。

麻州公共衛生廳並不追蹤聯邦政府直接提供給退伍軍人醫院的疫苗。

麻州公共衛生廳9日時表示,麻州共施打了696,051劑疫苗,其中有214,361劑是施打第二劑。

目前,運到麻州的1283700劑疫苗中,有910,412劑,也是大約70.9%已施打出去。麻州公共衛生廳也在州政府官網上每日更新疫苗施打狀況。

              麻州政府今日公佈的新冠病毒疫情數據,新增確診人數1920,累計521,045人,新增82人死亡,累計14,903人。目前有1368人住院,309人住在重症病房,183人插管。

              今日做了病毒檢測的有100,271人,累計已有14,520,645人次做過病毒檢測。7天平均的確診率為2.82%

              目前麻州只有Moderna和輝瑞兩種疫苗。麻州州長查理貝克(Charlie Baker)今日在疫情匯報時坦言,強生(J&J)的疫苗只需要打一劑,而且疫苗儲存也沒有那麼嚴格的溫度要求,作業上方便很多,希望這款疫苗可以早日面市。

            (Boston Orange綜合編譯)美國新科總統拜登(Joe Biden)的內閣,終於可能有一名亞裔了。拜登今(10)日正式提名加州勞工廳廳長蘇維思(Julie A. Su)出任勞工部副部長。

坊間原本盛傳蘇維思是勞工部部長人選之一,亞裔社區也一直反映,稱拜登政府的內閣人員若連一名亞裔也沒有,怎符合他競選時強調的政府要多元化形象。但拜登最後選擇提名波士頓市長馬丁華殊(Martin Walsh)出任勞工部部長。

125日左右,白宮傳出將提名蘇維思擔任勞工部副部長的消息,亞裔社區一片讚聲,正式提名後,亞裔推動正義協會(Asian Americans Advancing Justice)也立即發出致賀聲明。

不過蘇維思要正式上任,還需通過參議院聽證,而加州當地已有團體強烈批評,加州企業和工業聯盟"在華府版的今日美國(USA Today)上刊登了全版廣告,指她監管的加州失業保險系統大幅度的運作失當,而且在她看管之下,舞弊金額高達300億元。

父母是來自台灣,畢業於史丹福大學及哈佛大學法學院的蘇維思,早年擔任亞裔推動正義協會洛杉磯分會訴訟主任,1995年時幫助無證件泰國移民,改善了他們在El Monte成衣廠的血汗工廠工作條件,2001年因此獲得麥克阿瑟基金會(MacArthur Foundation)的天才獎(genius grant)2011年,加州前州長Jerry Brown指派他擔任加州勞工委員會委員,賦予她管理加州執行勞工法這部門的權力。20191月,她再獲加州州長Gavin Newsom指派為勞工廳廳長,最近還和優步(Uber),以及來福(Lyft)這兩家網約車公司為付薪給駕駛一事對陣。

SEATTLE, WA (February 10, 2021) – The National Asian Pacific Center on Aging (NAPCA) condemns continued hate crimes, racism, and acts of discrimination against Asian American Pacific Islander (AAPI) older adults and issues a call to action for communities across the nation. Please call the White House, contact your federal, state, and local elected officials, and tell them that they need to act against hate crimes and acts of discrimination targeting AAPI older adults. “There is no greater form of cowardice than the act of aggression against our society’s older adults. We call on President Biden, Congress, state and local legislators to immediately advance stronger laws and call for stricter enforcement to protect our elders from hate crimes, acts of discrimination, and abuse,” said Joon Bang, President & CEO of NAPCA. “Preliminary data through our national COVID-19 Effects on the Mental and Physical Health of Asian Americans & Pacific Islanders (AAPI) Survey Study (COMPASS) suggests that many of the 4,000+ COMPASS participants have reported discrimination in one form or another (e.g., treated unfairly at restaurants or stores, threatened or harassed) based on their race. We need elected officials to publicly condemn those who prey upon the aging population, particularly those of AAPI descent. In January, NAPCA, the University of California San Francisco (UCSF), UNITED SIKHS, Chinese Community Center of Houston, Hmong Cultural Center of Saint Paul, Greater Boston Chinese Golden Age Center, and the Philip Jaisohn Memorial Foundation of Philadelphia began working on the COVID-19 Effects on the Mental and Physical Health of Asian American Pacific Islander (AAPI) Survey Study (COMPASS) because of the increase in negative experiences felt by AAPI communities throughout the pandemic. Recent news reports citing targeted attacks on AAPI older adults are becoming a bigger problem because of the lack of government intervention. NAPCA will continue to work with the Leadership Council on Aging, National Council of Asian Pacific Americans, and the Diverse Elders Coalition to advocate on behalf of AAPI older adults.

NAPCA offers assistance in the form of live, in-language Helpline counselors to support people who wish to contact their government representatives. Bilingual live operators in English, Vietnamese, Korean, Mandarin, and Cantonese will be available Monday, Wednesday and Friday between the hours of 8:30 am – 1:00 pm (PST).

BOSTON — Today, Governor Charlie Baker announced the nomination of Sharon F. Lalli as Associate Justice of the Falmouth District Court, and James M. Murphy as Associate Justice of the Newton District Court. Attorneys Lalli and Murphy have more than 40 years of combined legal experience.

 

“The many decades Attorneys Lalli and Murphy have spent handling cases and managing busy courtrooms have prepared them well to serve as Associate Justices of the District Court," said Governor Charlie Baker. "I am pleased to submit these candidates to the Governor's Council for their advice and consent."

 

"Over the course of their careers, Attorneys Lalli and Murphy have both demonstrated their dedication to justice and public service," said Lt. Governor Karyn Polito. "If confirmed, I am confident that they will serve the Commonwealth well as Associate Justices of the District Court."

 

The District Court hears a wide range of criminal, civil, housing, juvenile, mental health, and other types of cases. District Court criminal jurisdiction extends to all felonies punishable by a sentence up to 5 years, and many other specific felonies with greater potential penalties, all misdemeanors, and all violations of city and town ordinances and bylaws. In civil matters, District Court judges conduct both jury and jury-waived trials, and make final determinations on any matter where the likelihood of recovery is no more than $50,000 (for cases commenced on or after January 1, 2020). The District Court also tries small claims involving up to $7,000 (initially tried to a magistrate, where the defense has a right of appeal either to a judge or a jury). If confirmed by the Governor’s Council, Attorney Lalli will fill the seat vacated by the Honorable Kevin J. Cunningham, and Attorney Murphy will fill the seat vacated by the Honorable Daniel C. Crane.

Judicial nominations are subject to the advice and consent of the Governor’s Council. Applicants for judicial openings are reviewed by the Judicial Nominating Commission (JNC) and recommended to the governor. Governor Baker established the JNC in February 2015 pursuant to Executive Order 558, a non-partisan, non-political Commission composed of volunteers from a cross-section of the Commonwealth's diverse population to screen judicial applications. Twenty-one members were later appointed to the JNC in April 2015.

 

About Sharon F. Lalli

 

Sharon F. Lalli began her legal career in 1986 as an Associate at Creedon & Creedon in Brockton, where she handled litigation pertaining to probate, civil and criminal matters. In 1999, she joined the Norfolk County District Attorney’s Office as an Assistant District Attorney, handling cases assigned by the District Attorney and leading the creation and implementation of asset forfeiture procedures. In 2004, Attorney Lalli joined the Massachusetts Senate Judiciary Committee as Counsel to the Chairman, where her responsibilities included researching and preparing bills relating to legal practices, assisting and advising committee members and conducting hearings. In 2013, she joined the Plymouth County Superior Court as an Assistant Clerk Magistrate, where she continues to advise the Court and prepare warrants, writs and other official documents in addition to managing all criminal sessions and court personnel. Attorney Lalli is also a member of the Plymouth County Bar Association and the Women’s Bar Association. She earned her Juris Doctorate from Suffolk University Law School, and her Bachelor’s Degree from Stonehill College.  

 

About James M. Murphy

 

James M. Murphy began his legal career in 1998 as a Law Clerk for the Massachusetts Superior Court, where he conducted research and worked daily to assist the Justices in motion sessions, hearings and trials. In 1999, he joined the Suffolk County District Attorney’s Office, handling cases before the Dorchester District Court and Suffolk Superior Court as well as serving from 2002 until 2003 as Deputy Chief of the Safe Neighborhood Initiative. In 2003, Attorney Murphy joined Bletzer & Bletzer, PC, in Boston, where he specialized in civil litigation and criminal defense while also developing a transactional real estate practice. After 13 years in this role, he joined the Woburn District Court as an Assistant Clerk Magistrate, where he continues to preside over small claims trials, manage criminal and civil sessions, and assist judges with questions of law and procedure. In addition to his legal work, Attorney Murphy is an active member of his community, serving since 2008 on the Board of Directors for Lexington Bedford Youth Hockey and as a Volunteer since 2014 for Lexington’s Dr. Martin Luther King, Jr. Day of Service. He also served previously as a Lexington Town Meeting Member from 2007 until 2011, and as an elected member of the Boston College Law School Alumni Association Board from 2000 until 2008. Baker-Polito Administration Announces Two Mass Vaccination Sites, New Appointments & Authorization for Caregiver to Get Vaccinated with 75+ Resident at Mass Vax Sites 

Natick & Dartmouth mass vaccination sites to open in late February

BOSTON – Today, the Baker-Polito Administration announced two new mass vaccination sites will open in Natick and Dartmouth. On Thursday, 74,000 appointments will be posted online for mass vaccination sites and pharmacies at locations statewide. Approximately 30,000 additional appointments will be posted over the course of the week at pharmacies—totaling over 100,000 new appointments this week for mass vaccination sites and pharmacies.

The administration also announced that individuals who accompany someone age 75 or older to get a vaccine at a mass vaccination site may also schedule and receive their own vaccination on the same day.

Natick Mass Vaccination Site:

An additional mass vaccination site is scheduled to open on Monday, February 22, at the Natick Mall with LabCorp as the provider.

This site will begin administering 500 doses per day, then increasing over the course of several weeks to administering 3,000 doses daily. All eligible residents will be able to use this site.

Eligible residents can begin booking appointments for the Natick site on February 18th. For appointment booking, visit mass.gov/covidvaccine.

Dartmouth Mass Vaccination Site:

An additional mass vaccination site is scheduled to open on Wednesday, February 24, at Circuit City with Curative as the provider.

This site will begin administering 500 doses per day, then increasing over the course of several weeks to administering over 2,000 doses daily. All eligible residents will be able to use this site.

Eligible residents can begin booking appointments for the Dartmouth site on February 18th. For appointment booking, visit mass.gov/covidvaccine.

New Appointments At Mass Vaccination Sites & Pharmacies:

The Administration continues to build the Commonwealth’s vaccination infrastructure, and will add 30 new retail pharmacy sites and 2 additional mass vaccination sites. There are currently more than 130 vaccination sites in Massachusetts.

Tomorrow morning (Thursday, Feb. 11), more than 53,000 appointments will be posted online for mass vaccination sites for Springfield, Danvers, Foxborough (Gillette Stadium) and Boston (Fenway Park). Eligible individuals should visit mass.gov/covidvaccine for details on how to book.

Over 50,000 pharmacy appointments will be posted online by the end of this week. 21,000 of these appointments are at new stores and will be live tomorrow. The 50,000 includes:

  • CVS Health: 8,064 appointments were posted this week, with an additional 21,000 appointments going live tomorrow, and another 3,000 appointments being posted daily on Friday, Saturday and Sunday
  • Walgreens: 7,620 appointments this week (over 1,000 released each day)
  • Topco (Wegmans, Big Y, Price Chopper): 3,100 appointments this week
  • Retail Business Services (Stop and Shop, Hannaford): 2,000 appointments this week

Caregiver Attestation for Mass Vaccination Sites:

Effective Thursday, February 11th, at mass vaccination sites, an individual who is accompanying a person age 75 or older to get the vaccine may schedule their own appointment to be vaccinated on the same day. 

A caregiver must schedule their own appointment online for the same day and location as the 75 or older resident. Only one caregiver may accompany a 75 or older resident.

Mass vaccination locations will make every effort to take both individuals together to minimize wait time, even if the appointment times are not identical.

Directions to Schedule Two Appointments (for a 75+ resident & a caregiver):

Individuals can go to mass.gov/covidvaccine and schedule two separate appointments at either the same time or adjacent.

For the companion appointment, select the option ‘I am accompanying someone who is age 75+ to their vaccination appointment and my appointment is the same day.’

If individuals are unable to use or have difficultly accessing the internet, they may call 2-1-1 for assistance booking both appointments.

Only one caregiver is permitted to schedule an appointment with the 75+ resident. A caregiver may receive their first dose of the vaccine if the 75+ resident is receiving their second dose.

浪漫去年騙走361名麻州人800萬元

             (Boston Orange編譯)新年,情人節快到了,聯邦調查局波士頓辦公室提醒民眾,警覺些,別被喜氣,感情沖昏頭。麻州民眾去年就被浪漫詐騙了800萬元。

            去年(2020)共有361名麻州居民在約會網站,應用程式,以及其他的電子論壇等形式的浪漫詐騙,捲走了800萬零6260元。緬因州有57人受騙,損失1514636元;71名新罕布夏居民損失82萬零326元,以及羅德島州80抓狂的損失了1381336元。

若以損失程度來比,似乎麻州人更易墜入浪漫陷阱。

聯邦調查局的聲明中指出,詐騙者瀏覽約會網站,應用程式,聊天室,以及社交網路平台,獲取使用者的財務,或者個人身分資訊。

這週六就是情人節了,聯邦調查局說,每年尤其是在這個時候,浪漫詐騙最多。今年由於新冠病毒疫情,人們更加隔離,導致更多人在網上尋愛找情,也給了詐騙者更多機會。

聯邦調查局表示,在2020年中,全美各地向該局網路犯罪申訴中心舉報了大約23768宗浪漫詐騙案,比2019年的4295宗增加了5倍,總損失金額更高達6億零500萬元。

聯邦調查局提醒民眾注意疑似詐騙跡象,包括有人索取不洽當的照片,或財務資訊。這些資訊後來可能會被用作勒索條件。聯邦調查局也勸人們謹慎行事,不要寄錢給任何自己不認識的人。

懷疑自己遭遇網路詐騙的人,應立即停止與詐騙者的所有接觸,並立即向該局網路犯罪投訴中心(ic3.gov)舉報自己帳戶的任何資金轉移。

$626 million capital bill focuses on housing, business competitiveness, and community development; Most significant reforms to zoning in decades

 


BOSTON – 
Today, Governor Charlie Baker, Lt. Governor Karyn Polito, and Housing and Economic Development Secretary Mike Kennealy joined with legislators, municipal leaders, and other stakeholders in a virtual ceremonial signing of House, No. 5250, An Act Enabling Partnerships for Growth.

 

The new law provides a five-year roadmap backed by more than $626 million in capital authorizations and key policy provisions to support economic growth and improve housing stability across Massachusetts. In 2019, the Baker-Polito Administration announced a new economic development plan titled Partnerships for Growth: A plan to enable the Commonwealth's regions to build, connect and lead. The plan focused on four key pillars: responding to the housing crisis; building vibrant communities; supporting business competitiveness; and training a skilled workforce. The framework outlined in that plan guided the approach taken in the bill filed by the Governor in early March 2020.

 

“This new law provides tools needed to respond to both the challenges posed by COVID-19 as well as those that existed before the virus took hold, especially the housing crisis​. We are pleased to implement these policy changes, especially the Housing Choice provisions we proposed more than three years ago to make it easier to increase production and zoning reforms in communities that want and need it,” said Governor Baker. “While we continue to make progress we still have much work to do in the months ahead to help businesses recover, get people back to work, and restore the Commonwealth’s economic vitality.”

 

“With gratitude to our partners in the Legislature, the many municipal leaders, and the business community that formed a broad coalition of support, today we have a law that reflects the urgency of the moment and that is also focused on driving the changes we need at the fundamental level going forward,” said Lt. Governor Polito. “I look forward to addressing key challenges including stabilizing the economy, strengthening our downtowns and town centers, and improving housing accessibility and affordability now and long after the pandemic has passed us.”

 

This economic development package builds on the Commonwealth’s dynamic business ecosystem, which is core to the continuing success of the Massachusetts economy. The bill directs capital dollars to support advanced manufacturing and targets new and emerging opportunities to further strengthen the economy’s foundation. The new law also dedicates key resources for micro-businesses and low-to-moderate income and minority entrepreneurs for starting or expanding a business, as well as grants to community development financial institutions and community development corporations with a focus on supporting women- and minority-owned businesses.

 

To continue to grow Massachusetts’ stock of housing, combat the long-standing housing crisis, and reenergize neighborhoods and communities, this bill provides significant funding for:

 

  • Neighborhood Stabilization to return blighted or vacant units back to productive use, including in communities disproportionately affected by COVID-19; 

 

  • Transit-Oriented Housing Development to produce new, high-density, mixed-income housing near major transit nodes like Commuter Rail stations; 

 

  • Climate-Resilient Affordable Housing to build affordable, multi-family housing developments that are equipped to better respond to climate change and reduce greenhouse gas emissions;

 

  • Underutilized Properties to help turn empty or underutilized locations into active commercial space, housing, or green or civic space;

 

  • A Rural and Small Town Development Fund for community and infrastructure development needs in small towns and rural municipalities, to support projects with significant community impact; and,

 

  • Regional and Community Assistance for planning initiatives undertaken by individual municipalities, joint cities or towns, or entire regions, to address shared goals related to community development, housing production or other issues of local and regional concern.

 

The new law also ushers in key changes necessary for increased housing production with targeted zoning reforms that better enable municipalities to adopt the zoning measures needed to meet the state’s housing needs. An expansive coalition of advocates, organizers, citizens, elected officials, and others worked alongside the Administration over the past few years to get these reforms across the finish line. Known as Housing Choice, the reforms remove the requirement for a two-thirds supermajority vote and allow cities and towns to adopt zoning best practices related to housing production by a simple majority vote. 

 

“From the Berkshires to Cape Cod, the long-standing housing crisis, created by restrictive state zoning rules, has been slowing economic growth, driving up housing costs for families, and impacting the ability of companies to attract and retain talent,” said Secretary Kennealy. “We are thrilled that Housing Choice, the most significant zoning reform in decades, is now law, beginning the process of removing discriminatory barriers to housing, empowering cities and towns to build the housing they want and need, and moving us closer to our goal of 135,000 new units by 2025.”

 

“This legislation will help make Massachusetts’ cities and towns more affordable and welcoming to all, enabling new housing opportunities and unlocking growth and job opportunities for all of our communities,” said Salem Mayor Kim Driscoll. “In Salem it will finally, we hope, make possible long-sought after measures to expand our amount of affordable, accessible housing for Salem residents. I’m grateful to the Baker Administration for making this a priority and continuing to push for it over the past two years, and to the legislators who were partners in the effort to get this important work done for the people of our Commonwealth.”

 

"The Massachusetts Municipal Association applauds Governor Baker and his administration along with the leadership of the House and the Senate for their collective work to pass this critical legislation,” said Adam Chapdelaine, Arlington Town Manager and President of the Massachusetts Municipal Association. “Most notably, the MMA is grateful for the inclusion of the Housing Choice provision as the need for expanded housing opportunity has only grown more necessary during this pandemic."

 

“I am thrilled this legislation is now law so that we can double down on our efforts to boost to our economy as it recovers from the dire effects of COVID-19,” said Senate President Karen E. Spilka. “The Legislature recognized the need to be bold when addressing the challenges facing restaurants and small business owners, cultural attractions and other key sectors that will help keep our economy strong. I am particularly pleased this law includes the long sought-after housing production reforms that the Senate has supported for years. I look forward to working with the Administration and my colleagues in the House in ensuring these critical supports are distributed to those most in need.”

 

“This new law is a strong first step on our path to economic recovery from this pandemic,” said House Speaker Ronald J. Mariano. “This legislation provides immediate relief to those sectors of the economy hit hardest by the pandemic, while making key policy changes, particularly in housing, that will fuel future economic growth. I want to thank Chairman Michlewitz and the House conference committee members for their hard work on this legislation, and Senate President Spilka and our partners in the Senate for their commitment to passing a robust economic aid package.”  

 

“The economic development bill will help the Commonwealth rebuild from the devastating effects that the COVID-19 pandemic has brought,” said Representative Aaron Michlewitz, Chair of the House Committee on Ways & Means, and lead negotiator for the House on the Conference Committee. “This legislation supports our travel and tourism industry in a number of different ways, especially for our struggling restaurants. It will also encourage the Commonwealth’s housing production needs by simplifying zoning laws, encourage job creation in rural areas, and authorizes over $626 million in targeted capital investments that will reach every corner of Massachusetts. I want to thank our partners in the Administration and my colleagues in the Legislature for their input and hard work on making this bill a reality.”

 

“Even before COVID-19, we knew how strong our Commonwealth was economically but also where we were falling short. We knew that despite this being a great state, people could not afford to live here, too many of our employers couldn’t find skilled employees, and too many of our residents couldn’t find high-paying work,” said Senator Eric P. Lesser, the lead negotiator for the Senate on the Conference Committee. “The heart of this legislation was about closing those gaps, and all of those issues went into hyper-drive as a result of COVID-19. This bill is going to plug needed gaps for struggling businesses to get them to the other side of recovery, help over one million student loan borrowers in Massachusetts with new consumer protections, and lay down the markers that we need to have a more equitable and far-reaching recovery into the future.”

 

With the simple majority threshold, municipalities that pursue rezoning efforts, including those enabling new housing near transit or in downtowns, would gain approval if they achieve more than 50 percent of the vote, as opposed to the current supermajority of more than two-thirds. Prior to this historic change in law, Massachusetts was one of only a few remaining states to require a supermajority to change local zoning.
 
Zoning changes that promote best practices for housing growth that would qualify for the simple majority threshold include:

 

  • Building mixed-use, multi-family, and starter homes, and adopting 40R “Smart Growth” zoning in town centers and near transit.

 

  • Allowing the development of accessory dwelling units, or “in-law” apartments.

 

  • Approving Smart Growth or Starter Homes districts that put housing near existing activity centers.

 

  • Granting increased density through a special permit process.

 

  • Allowing for the transfer of development rights and enacting natural resource protection zoning.

 

  • Reducing parking requirements and dimensional requirements, such as minimum lot sizes.
