麻州政府設立250萬元雇主托兒服務創新基金 資助企業改善員工相關需求

Boston Orange編譯)麻州政府今(8)日宣佈,投資250萬美元,啟動「雇主托兒照顧創新基金(Employer Child Care Innovation FundECCIF)」計畫,鼓勵企業投資高品質、可負擔的托兒服務,以支持有工作的家庭,並強化麻州的經濟和勞動力。企業申請補助的截止日期為11  3 日(星期一)下午 4 點。

「雇主托兒照顧創新基金(Employer Child Care Innovation FundECCIF)」是一項為期2年的試驗計劃,將把總額250萬美元分成將提供  5 項競爭性補助金,每項金額從 25 萬美元至 100 萬美元不等,要求獲得補助企業拿出可以是現金或實物捐贈的一比一的配對資金,來支持包括學費補助、與員工分攤費用、預留當地育兒中心的座位、在辦公室內或附近設立育兒設施,以及透過社區合作進行基礎設施投資等托兒相關服務。

這項目將由聯邦公司基金會(Commonwealth Corporation Foundation)與早期教育和護理部(EEC)等州政府辦公室合作管理,優先考慮支持高需求產業(如醫療、生命科學)的勞工、在育兒資源短缺地區擴大服務、幫助低收入家庭和有特殊需求的兒童,以及服務非傳統工時的家庭。

New pilot program encourages employer investment in affordable, high-quality child care to support working families and strengthen Massachusetts’ economy and workforce 

BOSTON — The Healey-Driscoll Administration announced today the launch of the Employer Child Care Innovation Fund (ECCIF), a $2.5 million pilot program to help employers expand access to affordable, high-quality child care for working families. The fund will be administered by the Commonwealth Corporation Foundation, in collaboration with the Department of Early Education and Care (EEC) and Executive Offices of Economic Development (EOED) and Labor and Workforce Development (EOLWD). 

As outlined in the Administration’s Workforce Agenda and Governor Healey’s Child Care Task Force, investments in “work supports” like child care are essential to attracting and retaining talent in Massachusetts. Affordable, accessible child care not only helps parents and guardians participate in the workforce but also strengthens employer productivity and supports the state’s long-term economic competitiveness. 

“We know that far too many parents are being held back from returning to the workforce because of the daunting cost of child care. And that innovative solutions that expand access to affordable care are critical for our economic growth,” said Governor Maura Healey. “The Employer Child Care Innovation Fund will support the success of our child care providers and create more affordable child care options for parents so that they can get back into the workforce. We’re grateful to the Legislature for their partnership on creating this transformative program.” 

“The Employer Child Care Innovation Fund underscores Massachusetts’ commitment to addressing one of the most pressing challenges facing working families today,” said Lieutenant Governor Kim Driscoll. “By fostering innovative partnerships between employers, child care providers and communities, our initiative will expand access to affordable, high-quality care, strengthen the workforce, and support the state’s long-term economic growth." 

ECCIF will provide competitive funding for employer-led child care pilots. Over a two-year period, three to five grantees will be awarded grants ranging from $250,000 to $1 million. Each award requires a one-to-one employer match, with the strongest applications including both cash and in-kind contributions. Applications are due no later than 4pm Monday, November 3,rd 2025. This pilot is funded through the Fiscal Year 2025 state budget.  

The initiative is designed to test innovative models that make child care more affordable for families while building capacity in the sector. Examples of eligible projects include: 

  • Tuition assistance or shared-cost programs with contributions from employers, employees, and the state. 

  • Expansion or reservation of seats in local child care programs. 

  • Development of onsite or near-site child care. 

  • Infrastructure investments through community partnerships. 

  • Flexible scheduling or dependent care assistance programs. 

“Families in Massachusetts and across the country are having trouble finding child care that is affordable and at the times and locations that work best for them,” said Secretary of Education Dr. Patrick Tutwiler. “I am excited to see how this innovative pilot supports our local businesses to help families find the care they need to work and setting our youngest learners up for lifelong success.” 

“Accessible, affordable, and quality child care is an essential support for our workers and employers especially as we drive greater equity, affordability, and competitiveness across Massachusetts,” said Secretary of Labor and Workforce Development Lauren Jones. “This pilot will deliver a public-private partnership to complement efforts already underway by the Healey-Driscoll Administration with a focus on opportunities for employers to support child care as a workforce strategy.” 

“Affordable, high-quality child care is one of the most powerful investments we can make in our workforce and our economy,” said Economic Development Secretary Eric Paley. “This fund will help test new models that make it easier for parents to stay and thrive in the workforce, while giving employers the tools they need to recruit and retain talent across every region and sector in Massachusetts.” 

While ECCIF is open to employers across all industries and regions, priority will be given to proposals that: 

  • Support workers in high-demand sectors such as health care, life sciences, clean energy, and advanced manufacturing. 

  • Expand child care access in areas facing shortages of available seats. 

  • Benefit families with low incomes, infants, toddlers, and children with high needs. 

  • Serve historically underserved populations and families working non-traditional hours. 

  • Demonstrate strong plans for sustaining efforts beyond the pilot period.

"We are excited to learn from our new Employer Child Care Innovation Fund about how best to partner with and empower employers to invest in their employees to ensure a strong and competitive economy for Massachusetts."

Eligible applicants include Massachusetts employers or consortium of employers in good standing; licensed nonprofit early education and child care providers, including nonprofit-controlled organizations and family child care providers; and nonprofit intermediary organizations such as chambers of commerce, community-based organizations, community foundations, and community colleges. Eligible workers are parents who are payroll employees — not contractors — of Massachusetts employers and who work in the state.

 Governor Healey to Nominate Judges for Probate and Family Court, Superior Court   

BOSTON – Governor Maura Healey will later today nominate Alessandra Petruccelli, Mark Lee and Elena Tsizer to serve as Associate Justices of the Probate and Family Court and Gillian Feiner to serve as an Associate Justice of the Superior Court. Following their nomination, the four will be considered by the Governor’s Council for confirmation.  

 

“All four of these attorneys will bring decades of experience to the Courts and are dedicated to upholding the law. I know they will strengthen our bench and help our residents navigate the legal system,” said Governor Maura Healey. “I am thankful to the Governor’s Council for working with us on confirming over ninety high-quality judges since I took office” 

 

“I am excited to work closely with the Governor’s Council to confirm these four excellent attorneys and am excited to see the important work they will do on the bench,” said Lieutenant Governor Kim Driscoll.  

 

The Superior Court is a trial court of general jurisdiction for Massachusetts and is committed to delivering high quality justice in a timely and fair manner in accordance with the rule of law. The Court's 82 justices sit in 20 courthouses in all 14 counties. The Superior Court has original jurisdiction in civil actions over $50,000 and in matters where equitable relief is sought. It also has original jurisdiction in actions including labor disputes where injunctive relief is sought, exclusive authority to convene medical malpractice tribunals, appellate jurisdiction over certain administrative proceedings, and may hold sittings for naturalization in any city or town. The Superior Court also has exclusive original jurisdiction of first-degree murder cases and original jurisdiction of all other crimes.

The Probate and Family Court Department handles court matters that involve families and children, like divorce, child support, and wills. The Probate and Family Court Department's mission is to deliver timely justice to the public by providing equal access to a fair, equitable, and efficient forum to solve family and probate legal matters and to help and protect all individuals, families, and children impartially and respectfully.

About the Nominees: 

Alessandra Petruccelli has, for the past 20 years been the Managing Attorney of a solo practice in East Boston, focused on family and domestic relations law, as well as real estate transactional work. As managing attorney, she has built a respected reputation in the field of family and domestic relations law. She has extensive experience litigating matters involving divorce, child custody, property division, spousal support, care and protection cases, guardianships, and the removal of children from the Commonwealth of Massachusetts. As lead counsel, Attorney Petruccelli has tried over 100 cases in both the Juvenile Court and the Probate and Family Court. She has also represented clients in numerous evidentiary hearings, including contempt proceedings and requests for restraining orders. She holds a Bachelor of Science from the University of Massachusetts at Amherst and a Juris Doctor from Suffolk University Law School. She lives in Lynnfield. 

Mark Lee has, for the past 18 years been the Managing Attorney of a solo practice in Worcester where he has focused on all aspects of family and domestic relations law, including cases involving divorce, custody, child support, removal, division of assets, and the probating of estates. Additionally, Attorney Lee has been appointed a Special Master several times by various courts in Massachusetts to resolve accounting disputes and oversee real estate sales. He is a long-time volunteer at the Massachusetts Bar Foundation, where he was recognized as a Louis D. Brandeis Life Fellow in 2017. He holds a Bachelor of Arts from Stonehill College and a Juris Doctor from New England School of Law. He lives in Oxford.  

Elena Tsizer is the Founder and Principal Attorney at Tsizer Law, where she owns a solo practice based in Framingham focused on domestic relations and family law, probate law, estate planning, and bankruptcy. She has significant experience representing clients in cases involving divorce, custody, child support, and complex asset divisions. She began her legal career as a a judicial law clerk in the Bristol, Middlesex, Suffolk and Worcester Divisions of the Probate and Family Court. She holds a Bachelor of Arts from Temple University and a Juris Doctor from New England Law.  

Gillian Feiner previously served as an Assistant Attorney General in the Massachusetts Attorney General’s Office for fifteen years, including as Chief of the False Claims Division and Senior Enforcement Counsel for the Health Care and Fair Competition Bureau. As an Assistant Attorney General, Attorney Feiner directed and led the multi-state team that investigated and sued Purdue Pharma LP and members of the Sackler family for their deceptive marketing of OxyContin that led to a crisis of opioid addiction across the country. To resolve the matter, Purdue and the Sackler family have agreed to pay a total of $7.4 billion, including a payment of up to $108 million directly to Massachusetts.  As an Assistant Attorney General, Attorney Feiner also led teams investigating the three largest drug distributors in the country (AmerisourceBergen, Cardinal and McKesson) and drug maker Johnson & Johnson for their roles in the opioid crisis, and automakers Volkswagen and Fiat-Chrysler for environmental and consumer protection claims arising from emissions-tampering. Since 2023, Attorney Feiner has served as Senior Counsel at States United Democracy Center, where she leads a program focused on the rule of law and works with a team that provides legal counsel and support to government officials and law enforcement leaders as they work to protect public safety and uphold the rule of law. First Lady Joanna Lydgate has served as the President and Chief Executive Officer of States United Democracy Center since 2020. Attorney Feiner holds a Bachelor of Arts from Columbia University and a Juris Doctor from Northeastern University School of Law.

Joan Bennett Kennedy, former wife of  Senator Edward M. Kennedy (D-MA), dies at 89. 

BOSTON, MA —  Joan Bennett Kennedy, former wife of the late Senator Edward M. Kennedy (D-MA), classical pianist, music teacher, and advocate for mental health and addiction services, passed away peacefully in her sleep at her home in Boston, Massachusetts on October 8, 2025 at the age of 89.

 

Mrs. Kennedy was married to Senator Kennedy for 24 years, and was the mother to his three children, Kara, Ted, Jr., and Patrick. Raised in a conservative Republican home, her life quickly changed when she married Ted Kennedy in 1958, just as the Kennedys were accelerating their political lives. By 1962, at the age of 25, she became the youngest wife of the youngest U.S. Senator ever elected in the history of the United States.

 

Playing the piano instantly became her trademark while campaigning with the Kennedys, where she would frequently open political rallies and warm up the crowd with her piano serenades. After her divorce from Senator Kennedy in 1982, she moved from Washington to Boston to escape the media spotlight, pursue a Master’s Degree in Musical Education from Lesley University, become a music teacher, and focus on her new sobriety. As a classically trained and accomplished musician, she regularly performed with orchestras all over the world, spreading her message about the transformational power of music and the need for equitable access to arts education for all K-12 students. She became active with local Boston arts organizations, the Boston Symphony Orchestra and the Boston Council for the Arts and Humanities. In 1992, she wrote the best-selling book, The Joy of Classical Music, to demystify the genre and make classical music more accessible to all listeners.

 

Mrs. Kennedy became one of the first prominent women in America to publicly acknowledge her struggles with alcoholism and depression, a move that she felt was essential to breaking the silence and tackling the taboo of addiction in the 1970s. Her honesty and candor, and her ability to successfully recreate her life in Boston, a community that supported her privacy and embraced her recovery, made her an inspiration to countless other women facing similar challenges.

 

She is survived by two children, Ted Kennedy, Jr., and former Congressman Patrick J. Kennedy (D-RI), 9 grandchildren, 1 great-grandchild, over 30 nieces and nephews, and a sister, Candace (Candy) McMurrey, of Houston, TX. Her daughter, Kara, died in 2011.

 

“I will always admire my mother for the way that she faced up to her challenges with grace, courage, humility, and honesty. She taught me how to be more truthful with myself and how careful listening is a more powerful communication skill than public speaking,” said Ted Kennedy, Jr.

 

“Besides being a loving mother, talented musician, and instrumental partner to my father as he launched his successful political career, Mom was a powerful example to millions of people with mental health conditions. She will be missed not just by the entire Kennedy Family, but by the arts community in the City of Boston and the many people whose lives that she touched,” said Patrick Kennedy.

 

“Joan was an accomplished pianist and possessed an impressive knowledge of the classical music repertoire. Her dedication to the Boston Pops Orchestra, and especially to the young people of Boston, will have a lasting impact. She will be greatly missed and will always be regarded as a member of our Boston Symphony Family,” said John Williams, Conductor Laureate of the Boston Pops.

華美傳統基金會為2025波士頓華裔小姐加冕 捐款 2000元支持教育

         Boston Orange 波士頓報導)華美傳統基金會(CAHF)和波士頓同源會合作,105日晚在帝苑大酒樓舉辦第5屆波士頓華裔小姐(Miss Chinese Boston)加冕典禮“,由卸任的2024波士頓華裔小姐何君慧(Angela He)為接任的2025波士頓華裔小姐徐楚瀟(Lauren Xu)戴上后冠。


         華美傳統基金會共同創辦人及現任會長李徐慕蓮(Esther Zee Lee)表示,該會舉辦這選美比賽,是為給年輕女孩提供機會,參加舊金山中華總商會每年舉辦的“美國華埠小姐”選拔,和來自全美各地約13個城市的優秀女孩交流,爭取贏得2萬美元獎學金機會。

         5日晚的加冕典禮,有波士頓市議員愛德華費連(Ed Flynn),Erin Murphy,波士頓市退伍軍人服務局局長Robert Santiago,米斗塞郡(Middlesex)地方檢察官Marian Ryan等嘉賓應邀出席,發表講話,頒給表揚狀。

             Robert Santiago表示,他很榮幸能代表吳弭市長和波士頓市來參加今年的“波士頓華裔小姐”加冕典禮。這類活動提醒了人們,是奠基在韌性,服務及團結上,使得波士頓市那麼特別。這加冕典禮慶祝的不只是美貌及優雅,更是領導力。

         Marian Ryan 以她自己是麻州唯一的女性地方檢察官為例,指“波士頓華裔小姐”這樣的活動,彰顯了重視女性。

         華美傳統基金會共同創辦人李衛新在會中表示,該會是具有501 (C) (3)資格的非牟利機構,希望各界捐款支持。為表示該會對培養人才,支持教育的心意,當晚該會還捐款給昆士小學,昆士中學個1000美元,依序由學校老師Nancy YeeSteven Lee和昆士中學校長張可仁領取。

11歲李婳將於10/18 為布魯克蘭交響樂團音樂季首演獨奏小提琴

Boston Orange 綜合報導)布魯克蘭(Brookline)交響樂團將於10  18 日(週六)晚 8 點,在諸聖堂(All Saints Parish)推出樂季首演音樂會,並邀請今年的協奏曲大賽優勝者,年僅 11 歲的小提琴家李婳(Emma Hua Lee)擔綱,獨奏Pablo de Sarasate的《流浪者之歌》。

布魯克蘭交響樂團的這場音樂會,將由Andrew Altenbach擔任音樂總監,預定演奏Nikolai Rimsky-Korsakov的“西班牙隨想曲”,Georges Bizet的“卡門組曲”,Manuel de Falla的“三角帽”第二組曲。

將在音樂會中獨奏小提琴的李婳, 2018 年由父親Victor M. Lee 和老師 Esther DeGrunigen啟蒙,踏上音樂路 2020 年底,她師從 Anna Korsunsky,並定期接受師大音樂系陳沁紅(Chinn-Horng “Nanette” Chen)教授 的指導,琴藝突飛猛進。

李婳可謂從小光芒四射, 7 歲就首次登台,和新愛樂管弦樂團(New Philharmonia Orchestra 合作演出《巴赫 A 小調小提琴協奏曲》。她還曾演奏過《維尼亞夫斯基 D 小調第二號小提琴協奏曲》和《聖桑 B 小調第三號小提琴協奏曲》,並在 2024 年的 Richter 弦樂比賽榮獲冠軍。

李婳目前就讀布魯克蘭鎮的 The Park School 六年級,除了音樂,她也和一般孩子一樣,熱愛唱歌、游泳和希臘神話。
