麻州政府將斥資2300萬元發27000台聯網設備給社區機構彌平數位差距 11/7截止申請
（Boston Orange 編譯）麻州政府麻州技術合作組織（MassTech）旗下的麻馬州寬頻研究所（MBI）今日啟動「連結上線計劃（Connected and Online Program）」計畫，以縮小麻州各市鎮的數位設備差距。
麻州政府計劃斥資2300萬美元，分發27,000台連網設備，例如筆記型電腦、桌上型電腦、平板電腦、輔助技術和支援設備。符合申請資格機構，須在11月7日（週五）前提出申請。
這筆款項將來自資金來自美國財政部的「資本項目基金」（Capital Projects Fund），優先發放設備給門戶城市（gateway cities）和農村社區，以確保資源公平分配。
麻州政府希望藉此提升州內居民的學生做作業，參加線上課程的比率，方便居民使用遠距醫療服務，追蹤健康狀況，也幫助求職者更容易的上網申請工作，參加職業培訓。
凡是市政單位，圖書館，醫療機構，勞動力發展中心，教育機構，非營利組織，都可申請，在30至500台之間，說明需要設備台數，並相係說明如何讓公眾使用這些設備，如何衡量使用率及對社區的影響，如何提供支援與設備管理等。
Healey-Driscoll Administration Launches $23 Million Device Distribution Program to Address Digital Divide
The State will Provide up to 27,000 Internet-Connected Laptops, Tablets and Other Devices to Support Education, Job Training and Telehealth Access Statewide
BOSTON – The Healey-Driscoll administration and Massachusetts Technology Collaborative’s (MassTech) Massachusetts Broadband Institute (MBI) today launched the Connected and Online Program, a $23 million initiative to close the digital device gap across Massachusetts. The program will distribute approximately 27,000 internet-connected devices – such as laptops, desktops, tablets, assistive technology and supportive equipment – to eligible organizations across the state.
Funded by the U.S. Treasury Capital Projects Fund, the Connected and Online Program is part of the state’s broader digital empowerment strategy and aims to increase access to education, expand workforce training and support access to health care services, especially in Gateway Cities and rural communities. Devices will be preloaded with security and accessibility software and distributed at no cost to approved applicants.
“Access to the internet is no longer a luxury – it's a necessity for work, learning and health,” said Governor Maura Healey. “Through this program, we are making sure that communities across Massachusetts have the tools they need to succeed in the digital economy. Closing the digital divide is essential to building an economy that works for everyone, no matter their zip code.”
“From rural towns to our largest cities, residents deserve the chance to log on and connect with opportunity,” said Lieutenant Governor Kim Driscoll. “These devices will help families access telehealth, students complete their homework, and job seekers apply for new opportunities. This investment is about removing barriers so that everyone in Massachusetts can fully participate in our economy.”
“This historic investment will provide thousands of Massachusetts households with the necessary devices to take classes online, apply for a job or remotely track their health status,” said Massachusetts Economic Development Secretary Eric Paley. “The Connected and Online Program is another way the state is addressing the digital divide across Massachusetts by providing residents with the tools they need to thrive in today’s digital economy.”
“MBI is proud to partner with organizations across the state to support telehealth, remote patient monitoring, online learning opportunities and workforce development,” said MBI Program Executive Jody Jones. “The first step to accessing critical services in today’s world depends on a reliable device that is connected to the internet. The goal of this program is to increase access to these devices and ensure that all residents, regardless of where they live, are able to fully participate in the digital economy.”
Eligible applicants to the Connected and Online Program include municipalities, libraries, health care providers, workforce centers, educational institutions and nonprofits. Each organization may request a minimum of 30 and a maximum of 500 devices.
Applicants will demonstrate how the supplied devices will be accessible to the public, either through lending programs or on-site use and how expanded access to devices aligns with the needs of the communities they serve. Applicants must also include a strategy for measuring usage and outcomes and outline a plan for ongoing end-user support and device management.
The deadline to apply for the Connected and Online Program is Friday, Nov. 7. Interested applicants may apply here.
波士頓市長幕僚長11月中換人 朱為婷下 Clare Kelly上
（Boston Orange 編譯）已確定將連任的波士頓市長吳弭（Michelle Wu），在第一任任期將結束之際宣佈，幕僚長換人。有創業經驗，與吳弭市長年齡相仿的朱為婷（Tiffany Chu）將離任，11月17日起，原任市長政府關係主任的Clare Kelly正式接任。
市長幕僚長是市政府中最重要的工作之一，職責範圍從日常營運到長期計畫。
Clare Kelly曾任麻州環境聯盟行動基金和麻州民主黨的執行董事，並參與多次州和地方競選活動。在2005年至2011年間，她曾為麻州州長Deval Patrick工作。她與丈夫和三個孩子住在牙買加平原。2022年1月起，她出任吳弭市長的政府間關係主任。
朱為婷曾任舊金山環境局局長，也是交通規劃軟體平台Remix，這全世界有500多個城市使用其軟體公司的共同創辦人兼執行長。2022年2月，她才加入在吳弭政府，出任市長幕僚長。
在吳弭擔任市長的第一個任期內，朱為婷專注於把吳弭的看法變成行動，帶動市府部門為波士頓居民做出成績，幫助吳弭市長聘用15名內閣首長，組成一個壯大的領導團隊，特別是在氣候，計劃，交通，以及藝術文化，借用她的創業思維，以及設計專長，來試圖有所建樹，包括刪減繁文縟節，創業思維。

She will be responsible for overseeing daily operations and long-term initiatives of the Mayor’s Office, and building collaboration between City departments, community members and local organizations outside City Hall, and other levels of government. “I’m honored to step into the role of Chief of Staff to continue supporting Mayor Michelle Wu’s vision to make Boston a home for everyone,” said incoming Chief Clare Kelly. “Tiffany Chu has been an incredible leader over the past four years and I’m grateful for everything she has taught me and brought to our administration.” Kelly has served as the Wu administration’s Director of Intergovernmental Relations since January 2022 and brings a track record of twenty years of leadership and advocacy in Massachusetts. She worked for Governor Deval Patrick from 2005 until 2011, when she became the Executive Director of the Massachusetts Democratic Party. Before joining the Wu administration in January of 2022, Kelly served as Executive Director of the Environmental League of MA Action Fund. She lives in Jamaica Plain with her husband Zach and son Malcolm and twins, Eliza and Zoe. “Serving as Chief of Staff has been the most rewarding challenge of my life – it’s been an honor and privilege to work alongside the Mayor, our team, and our residents to make city government more creative, connected, and compassionate,” said Chief Tiffany Chu. “I’m proud of all that we’ve accomplished together in this first term, and I couldn’t be more excited to hand the baton to Clare Kelly, whose leadership and experience will continue driving bold, meaningful progress for Boston.” During her tenure as Chief of Staff, Chu focused on translating Mayor Wu’s vision into action – mobilizing teams across city government to deliver tangible results for Boston residents. She helped the Mayor build a strong leadership team, including hiring 15 Cabinet Chiefs, and operationalized the Mayor’s priorities, particularly across climate, planning, transportation, arts and culture, community safety, and more. Chu is most proud of bringing an entrepreneurial mindset and design expertise to City Hall – championing new ways to cut red tape and solve long-standing issues, from prioritizing new systems for 311 and basic city services to launching Boston’s multi-year zoning reform and permitting transformation efforts. Inside City Hall, she built a powerful culture around people management and collaboration, introducing best practices such as creating the City’s first People Operations Cabinet, focusing on professional development, and driving stronger hiring and recruiting processes to reduce vacancies and sustain a high-performing workforce. Before serving as Mayor Wu’s first Chief of Staff, Chu was the former CEO & Co-founder of Remix, a software platform for transportation planning used by over 500 cities worldwide. After transitioning this role to Kelly in November, Chu plans to take a sabbatical and spend more time with her family. |
