麻州政府撥2億2700萬元資助建造1874戶出租住宅

 Healey-Driscoll Administration Announces $227 Million in Awards to Create, Preserve Nearly 2,000 Housing Units 

DANVERS – Today, Governor Maura Healey and Housing and Livable Communities Secretary Ed Augustus joined local officials and housing developers from across the state to announce the 2024 Affordable Housing Development Grant Awards. A total of $227 million in state and federal tax credits and subsidies will support the creation or preservation of 1,874 rental units across Massachusetts.  

“These awards are one of the most effective tools our administration has to increase the development of housing that is affordable for people across the state,” said Governor Maura Healey. “Along with our Affordable Homes Act, we’re working to lower the cost of housing across Massachusetts to benefit our families, businesses and economy.” 

The projects include a total of 1,731 affordable rental units for residents making less than 60% of area median income (AMI), with 480 units set aside for residents making below 30% AMI and often experiencing homelessness.  

"These funds are an important step for spurring affordable housing development in our communities,” said Lieutenant Governor Kim Driscoll. “We want a Massachusetts that’s affordable, accesible and resilient so that everyone can afford to work, live and build their future here.” 

This is the Executive Office of Housing and Livable Communities’ largest annual grant award that supports the development of affordable rental housing units statewide. The total investment includes, $27.1 million in 4% federal tax credits, $12.1 million in 9% federal tax credits, $44.5 million in state tax credits and $143.4 million in state subsidy funds. 

“Today’s awards are critical in creating more affordable and livable communities across assachusetts,” said Housing and Livable Communities Secretary Ed Augustus. “I want to thank Governor Healey and Lieutenant Governor Driscoll for their leadership on housing and for wo king incredibly hard to ensure everyone can afford a home, no matter your income. These 27 affordable projects will make our Commonwealth more vibrant, accessible and equitable.” 

In addition to analyzing how these projects met the state’s housing goals, the Administration carefully evaluated the green, sustainable and climate resilient aspects of every application to ensure that all projects selected for awards will help further the state’s climate objectives. 

Held at the New England Homes for the Deaf in Danvers, Massachusetts, the Administration showcased the new construction Waterhouse project that will serve the disability community. Constructed by WinnDevelopment, the Waterhouse project will receive federal and state low-income housing tax credits and subsidy funds. The project will create 116 units, with 93 affordable, including 17 deeply affordable below 30% AMI.   

“Danvers has done more than most communities to stimulate affordable housing development that meets the needs of its residents, but whether these efforts are enough to make housing security a reality for all members of our community remains an open, and vexing, question,” said Danvers Town Manager Steve Bartha.  “As such, local officials are lucky to have Governor Healey and her team as a partner, prioritizing housing development as mission critical to the success of the Commonwealth.” 

“Today’s award provides a major boost for the housing project proposed by the partnership of New England Homes for the Deaf and Winn Development. Adding low-income housing for Deaf and Deafblind seniors to our campus is in keeping with, and enhances, NEHD’s mission. We are honored to have been selected, we thank Governor Healey and Secretary Augustus, and we are excited to begin work on this important project,” said Stephen Sacco, Chairman, NEHD Board of Trustees. 

“The planned expansion of housing at the New England Homes for the Deaf (NEHD) is proof that community officials, property owners, developers and neighbors can work as partners to deliver housing for those who need it – in this case, seniors who are deaf, near-deaf, and/or deaf-blind. We are grateful for the Healey Administration’s support for this project and for its leadership in tackling the state’s housing issues head on,” said WinnDevelopment Executive Vice President Adam Stein.

Governor Healey Signs Bill Banning Revenge Porn, Expanding Protections Against Abuse and Exploitation 

BOSTON – Governor Maura T. Healey today signed into law An Act to prevent abuse and exploitation, which seeks to prevent abuse and exploitation, strengthen protections for survivors, and enhance education for young people about the dangers of sexting and deepfakes.

The law adds Massachusetts to the states that have acted to prohibit image-based sexual assault – sometimes referred to as “revenge porn,” which is the non-consensual sharing of explicit images. The law extends to “computer-generated images,” such as “deepfakes,” which have recently caused alarm. It will also expand the criminal harassment statute to prohibit the distribution of sexual images without consent and increase the maximum fines for criminal harassment convictions.

“This law will save lives and strengthens our efforts to hold accountable those who would engage in abusive, coercive and deeply harmful behavior. This is about stopping violence, because nobody deserves to be subjected to threats, abuse or control,” said Governor Maura Healey. “We’re grateful to the Legislature for their hard work on this legislation, as well as to all of the survivors who bravely came forward to share their powerful stories of pain, fear and trauma to make a difference for generations to come.” 

“The diversion and education components of this bill are so important to make sure young people understand the dangers of sexting and deepfakes, especially as the technology available to them is rapidly changing,” said Lieutenant Governor Kim Driscoll. “It also takes the critical step of expanding the definition of abuse to include coercive control, which will further support survivors of domestic violence that might not be physical, but still causes lasting harm and trauma.”

The law creates a diversion program for minors who share explicit images to teach them about the dangers of sexting. It allows minors charged with possessing or distributing nude images of other minors to be tried as juveniles in Juvenile Court, and it requires DESE to encourage school districts to implement age-appropriate instruction on media literacy skills for all grade levels.

The law also seeks to further protect survivors by expanding the definition of “abuse” under Chapter 209A to include “coercive control.” Coercive control is a pattern of behavior intended to threaten, intimidate, harass, isolate, control, coerce or compel compliance of a family or household member that causes fear or a reduce sense of physical safety or autonomy. Examples of coercive control are publishing sexually explicit images without consent or harming or threatening to harm a child or pet.

“The inclusion of coercive control in this bill is a vital advancement in safeguarding individuals from abuse. It acknowledges the severe impact of manipulative behaviors and provides crucial protections for victims-survivors,” said Vilma Uribe, Executive Director of the Governor’s Council to Address Sexual Assault, Domestic Violence, and Human Trafficking. “Equally important is the inclusion of media literacy for our youth, empowering them to navigate the digital world responsibly.”

The law also makes the statute of limitations for certain domestic violence offenses equal to the statute of limitations for rape, assault with intent to commit rape and sex trafficking. It extends the statute of limitations for assault and battery on a family or household member or against someone with an active protective order from six years to 15 years. 

This legislation is a significant step forward in recognizing the insidious nature of domestic and sexual violence and the various forms it can take beyond physical abuse.

麻州政府在凍結人事期間新聘1300餘名員工

             (Boston Orange 編譯) 麻州政府行政及財務辦公室 (Executive Office of Administration and Finance)證實,43日開始人事凍結後,麻州新增1304名新雇員,和之前的同樣76天相比,聘僱率減少28%,截至612日,有246個工作岡位在未填補空缺中被取消了。

            麻州政府現有的人事凍結禁令,預定在630日結束,但根據州政府內部一份備忘錄,如果情況需要,行政及財務廳長Matthew Gorzkowicz可能會展延這一禁令。

            麻州政府當初是因為稅收銳減,奚莉 (Maura Healey) 州長今年1月宣佈刪減37500萬元預算後,才決定凍結人事的,但之後稅收好轉,於是麻州政府靜悄悄地增加了1304名員工。

            截至5月份,麻州的稅收超標7億元,其中大部分來自超額的資本利得稅,以及收入附加稅。根據州法,這些都是要擱置一旁,有用途限制,不能用來平衡預算的稅收。

            根據麻州政府五月公佈的財務文件,20236月時,麻州政府共有員工87,426人,比20226月時的84,652人,增加了不少。其中歸屬於州長聘僱權之下的有20236月時的43,650人,以及20226月時的41,787人。

            司法部門,高等教育及其他的一些政府機構,並不完全由州長控制。

            麻州政府行政及財務辦公室稱,43日起的這一波人事凍結,為麻州節省了1700萬元開銷。不過該廳廳長Matthew Gorzkowicz上週提醒地方市鎮官員,要平衡到630日截止的2024會計年度預算,可能還得下更多功夫。

            麻州眾議會少數黨領袖Brad Jones 19日表示,從新聘員工人數來看,州政府其實並未凍結人事。

            豁免於人事凍結的職位有直接護理,公安,季節性工作,以及休假歸來等,例如門診社工,流行病學家,食物及藥物檢驗員,護士,假釋官,青年服務工作人員等。麻州行政及財務辦公室還批准了305宗的各部門豁免於限制令,增聘新員工要求。

波士頓洪門致公堂講座教你如何申請聯邦工作機會

               (Boston Orange 周菊子波士頓報導) 波士頓洪門致公堂和波士頓洪青體育會合作,615日在華人經濟發展協會辦公室舉辦「探索公共服務職業和就業技巧」系列講座,為有意申請聯邦政府工作機會者,提供了許多竅門。

              波士頓洪門致公堂主席胡振勝 (Ted Woo)表示,有一份好工作,對年輕人的未來人生發展影響之大,過來人最清楚,他接任洪門主席的目標之一,就是要幫助華人社區年輕人,有更好的發展機會。

              這場講座由曾任美國海關及邊境保護局 (CBP)主管招聘的項目經理,現已退休的Brian Levitre主講,另有塔芙茨大學中尉警察余志文 (Jameson Yee),美國小企業管理局公共事務專員伍少武 (Norman Eng)分享各自服務部門的工作環境。

              Brian Levitre和曾任CBP波士頓反恐攔毒長的胡振勝 (Ted Woo) CBP同事,曾經攜手為各地社區舉辦過不下100場這類應徵聯邦政府工作機會講座。他在講座中分享了在聯邦政府工作的優缺點,如何申請,以及如何使履歷更漂亮。

             Brian Levitre指出,以聯邦政府工作機會為目標的好處是,無論個人專長是哪個領域,幾乎都可以找到工作機會,而且一般來說,聯邦政府的工作穩定,升遷按部就班,假期及福利都很規律。但是有如聯邦政府工作機會網站上所列出,要成功申請聯邦工作機會的貼士,申請者得仔細查看招聘描述,必須能夠針對招聘職位展示自己具備各項資格或能力。另外一般來說,聯邦政府要求的履歷表會比私人企業常,37頁很典型,有意申請者必須事先在網上填寫個人檔案,而且要使用網上的履歷表格,而不上傳一份自己的文件。至於要想知道自己是不是機會比較大的候選人,可以先查徵才敘述中的條件,例如2024年有三分之一的獲聘者是退伍軍人。如果是學生或剛畢業者,可以從實習,或是政府與學校、機構等的合作計畫著手,以獲得個人化的輔導。

              當天的出席者,問了許多問題。幾名講者都很細心,詳盡地回答,以至於整個講座從12點多一直進行到2點半,仍欲罷不能。

              胡振勝表示,會後他將繼續和其中幾名參加者保持聯繫,提供更個人化的輔導,下一次的講座,重點將放在面試技巧上。有意查察未來活動資訊及輔導課程者,可洽woo88@comcast.net。

             (Boston Orange) 麻州的天恩至德聖道院賢慧佛院 615日以隆重儀式,為其位於Attleboro市,總面積約47英畝的道場「白陽地」,新建包括3個主體物的「祖師紀念館」,舉辦安座落成慶典。

              剪綵後,有5名穿著米色旗袍的小女孩,為出席賓客獻頌「黑暗消失在世上,疾病遠離無飢荒,正義伸 張放光芒,世界大同有希望」的祈願文,再由蔡玉滿點傳師介紹,賢慧佛院堅持倫理道德教育,強調道親們應從小培養良好道德品格,正確價值觀,要注重身心靈健康,家庭和諧,祈願人人做好公民,造福社會、國家。

              Attleboro 市長Catherine Desimone 示,這是她參加過的最莊嚴隆重剪綵典禮。覺得白陽地充滿正能量,讓人感到平靜、祥和。她送給賢慧佛院一份表揚狀,揚言將來佛院需要幫助,她和市府一定全力支持。

              麻州天恩至德聖道院賢慧佛院始創於1998年初,設址碧樹市 (Braintree)2012年擴建後,舉辦過安座落成典禮。此後佛院道務不斷拓展,這才在Attleboro設立佔地47英畝的白陽地道場,並以其中大約總面積八分之一的6英畝土地,建成3個主體建築物,組成「祖師紀念館」。

              其中的「白陽聖殿」供奉道場三位祖師聖像,供道親禮佛,祭祀,研究道學,「靜修樓」安放道親靈骨福位,天恩道場前人至德大帝「養真樓」供奉道親祖先牌位。

              賢慧佛院道親指出,天恩道場前人至德大帝生前有心願,要興建一個清靜場所,作為後代慎終追遠,感恩前輩種下福田,讓道親們百歲回天後有個相聚歸宿。

              3個主體建築物,採用中國式建築風格,典雅的赭色瓦片屋頂,搭配綠意盎然的園林,另外見有安放觀音像的「觀音亭」,安放關聖地聖像的「春秋室」,以及紀念天恩道場前人至德大地的「至德亭」。

              616日,賢慧佛院道親在Braintree市道場也舉辦了一場慶祝會。

波士頓華埠獅子會換屆 周麗玲交棒 陳國航接掌會長

            (Boston Orange 周菊子波士頓報導) 波士頓華埠獅子會 616日在華埠新月宮餐廳換屆,歡迎新會長陳國航上任,恭喜新會員周柏堅加入,頒發胸針表揚余麗媖引進新會員,送出感謝狀給過去一年來協助會務有功者。

              獅子會是個在全世界有140萬會員的國際性組織。波士頓華埠獅子會棣屬於美國麻州第33K分區,每年都舉辦就職典禮,籌款晚宴,以及日常的探訪老人家,出動驗眼車,為民眾義務驗眼等公益活動。

              16日晚的就職典禮由林淑明、梅艷玲擔任司儀,在蔡倩婷唱美國國歌,會長周麗玲帶領出席獅友誓言不在你之上,不在你之下,但與你同在後,敦請麻州獅子會第33區總監Ivette Mesmer主持就職典禮。

                         周麗玲以中英文發表卸任感言。她感謝林淑明把她帶進獅子會,也謝謝所有會員過去一年來的支持,讓她在參活動中,既服務社區,也學會許多她這一生中從未嘗試過的新事物,包括織毛衣,種蔬果的耕田等等。周麗玲卸任會長後,將加入華埠獅子會的9人董事行列。

新任會長陳國航強調,加入獅子會就是要為社區服務,他期許自己能夠延續周麗玲任期內的成績,也感謝場中所有人在父親節這天撥冗出席,他和伍國光為此特地選購了小禮物(襪子),送給當天出席的所有父親們。

                      今年的波士頓華埠獅子會就職典禮比較特別,除了會長交接,新屆職員就職之外,麻州獅子會第33區總監Ivette Mesmer還代表獅子會,先後為余麗媖、林淑明別上特別的表揚胸針。林淑明是因為在過去這些年間先後為華埠獅子會引介了5名會員,余麗媖則是引介周柏堅入會,得到一枚”150萬使命 (1.5 million mission) ”胸針。Ivette Mesmer

指出,國際獅子會正在推動引介新會員行動,希望在
202671日前達到擁有150萬名會員的目標,所以在2026630日之前引介新人入會者,都有貢獻,可得一枚表揚胸針。

波士頓Celtics奪得第18個冠軍盃 6月21日將遊行慶祝

               (Boston Orange 摘譯) 波士頓市長吳弭 (Michelle Wu) (18)日宣佈,621(週五)早上11點,Celtics球員們將搭乘鴨船 (Duck Boat)遊行,慶祝Celtics隊贏得2024年的全美籃球聯盟賽冠軍,也是該球隊的第18個冠軍盃。

遊行路線預定為從銅鑼灣街(Causeway)TD Garden球場出發,經過市政府廣場,波士頓廣場,直到波約斯頓街( Boylston)上的海恩斯 (Hynes) 會展中心。

鑒於這兩天熱浪來襲,吳弭市長和公安人員提醒民眾,公眾場所不准飲酒,波士頓警察及急救服務將大規模出動,在遊行路線上沿途待命。急救服務管理局也會在市府廣場和波士頓廣場為民眾準備冷卻毛巾,噴霧帳篷等。

BOSTON - Tuesday, June 18, 2024 - Today, Mayor Michelle Wu, Boston public safety officials, and Celtics leadership shared preparations for Friday’s rolling rally championship parade to celebrate the Boston Celtics’ 18th NBA Championships. Beginning at 11:00 a.m., Celtics players will ride on Duck Boats, starting at TD Garden on Causeway Street, passing by City Hall Plaza and the Boston Common, and ending on Boylston Street by the Hynes Convention Center. 


“We are so proud of the Celtics players on and off the basketball court and are ecstatic to host a celebration for banner number 18,” said Mayor Michelle Wu. “While we know how to host a parade in the city of champions, we are reminding everyone to celebrate responsibly, stay hydrated and mindful of the hot temperatures, and reach out to one of the many public safety officials who will be present along the route if you see something that needs attention.”


In anticipation of hot temperatures, Mayor Wu and Boston public safety officials are reminding spectators to stay hydrated and use sunscreen. Underage and public drinking of alcohol will not be tolerated. Boston Police and Boston EMS will have a large presence along the parade route. The Office of Emergency Management will have misting tents out to provide cooling relief located at City Hall Plaza and the Boston Common, along with cooling towels. Residents are encouraged to sign up for Alertboston emergency notifications at boston.gov/alertboston.  


"Congratulations to the Celtics for their long deserved 18th banner. I want to make sure that we thank our State police partners, NEMLEC partners, and other public safety partners that have helped deal with the celebration last night, who will also help us in this year's rolling rally coming up," said Commissioner Michael A. Cox, Boston Police Department. "Please be aware of your surroundings in general -- if you see something that looks suspicious, please say something by dialing 911. This is a championship City and I'm sure our crowds will continue to show that Boston's the best in the world."


While the previously declared heat emergency will have ended by Friday, first responders will be ready to help those feeling adverse effects from the heat. 


“As we celebrate the Celtics and their victory, it’s important to do so responsibly,” said Boston EMS Chief James Hooley. “Remember to look out for one another, take care of each other, and make sure everyone is safe. If someone doesn’t seem okay, get help right away.”


City streets in the West End, Downtown, and Back Bay will be shut down to normal vehicular traffic for the parade route. A full list of street closures can be found here. A parking ban on impacted streets will begin at midnight on Friday morning so crews can start securing the parade route. Streets will shut down to normal traffic beginning at 9:00 a.m. on Friday. 


Commuters are encouraged to work remotely if possible and avoid driving through the downtown area during the late morning and early afternoon Friday. Parade attendees and commuters are encouraged to take public transportation. 


To accommodate higher-than-normal ridership, the MBTA will operate increased subway service and modified Commuter Rail schedules with additional train times before and after the parade. Riders are strongly encouraged to purchase roundtrip fares in advance. Additional MBTA staff, Transit Ambassadors, Keolis personnel, and Transit Police will be deployed throughout the system to assist with safety and wayfinding. Station platforms may become crowded, and as a safety precaution, riders are reminded to stay behind the yellow line when on platforms and not to obstruct closing doors of subway vehicles. Bikes will not be allowed on any subway or Commuter Rail trains on Friday. Riders can call the MBTA call center at 617-222-3200 for more information. Accessible seating will be available to watch the parade on City Hall Plaza on the Cambridge Street side and outside of the Boston Public Library on Boylston Street.
