麻州獲得聯邦環保署300萬元做評估 將再爭取執行經費

            (Boston Orange 劍橋市綜合報導) 美國環保署 (EPA)副署長Janet McCabe 59日到訪麻州,和麻州州長Maura Healey在劍橋市麻州認證的被動式房屋 (Passive House) The Finch慶祝麻州加入拜登總統的「減少氣候汙染補助 (CPRG)」計畫,將獲得300萬元評估研究補助。

              美國環保署 (EPA)副署長Janet McCabe指出,拜登總統推出的「通膨縮減法案 (Inflation Reduction Ace) 」包括上週環保署宣佈的5.5億元「環境正義繁榮社區補助 (Environmental Justice Thriving Communities Grantmaking) 」,以及今年稍早前宣佈,用於支持獲得服務不足,以及負擔過重社區的1億元環境正義補助款。溫室氣體縮減基金 (Greenhouse Gas Reduction Fund) 將另外撥發大約270億元,來為全美的清潔能源和清潔空氣投資,發揮槓桿應用私人資金功效。

              環保署的「減少氣候汙染補助 (CPRG)」計畫,預定今年暑假撥發共2.5億元給申請參加計畫的各州做評估研究,接下來再撥46億元補助款給各州及地方政府或部落、區域執行環保計畫。

              根據環保署網站資訊,這筆「減少氣候汙染補助 (CPRG)」計畫還為全美67個最大的都會城市另撥100萬元,為部落另撥2500萬元。

              全美現有48州申請參加了這計畫。

              麻州州政府特地選在劍橋市的The Finch,隆重宣佈拜登總統在推動環保上撥款金額創歷來之最的相關計畫,是因為The Finch這座有98戶綜合收入住宅帶樓,符合最高能源效率,以及包括靜零排放的可持續標準,是麻州能源中心「被動式房屋設計挑戰」的一部分,展現了即使是蓋多家庭可負擔樓宇,也可以達到被動式房屋的節省能源目標。

                         上麻州州長奚莉(Maura Healey)任後一直強調要為麻州爭取到聯邦政府的每一分經費。她對拜登總統的「減少氣候汙染補助 (CPRG)」計畫感到非常激動,強調這是大事,改善大自然環境刻不容緩。

昆士市市長Tom Koch今秋競選第七度連任

            (Boston Orange 編譯) 昆士市市長柯奇(Thomas Koch) 正式確認,今秋將競選第七度連任。一旦當選,並做滿任期至2027年,他在昆士市市府工作的時間,將是長達40年。

              現年60歲的柯奇,在昆士市出生,長大,並堅守昆士市至今。他是在1987年時加入昆士市政府,擔任公園局局長,以及當年市長James Sheets的執行秘書。

              柯奇在週一時說,該做的事還有很多,我一直都說,我是一個任期做一件事,在這個時候來評估,我的肚子裏仍然有一把火。我們已經有了很大的進步,但還有很多事要做,我們要蓋個Squantum學校,要完成安全樓宇,在西昆士市也要有做小學。我們價值一億元的道路更新也才做到一半,我們在Furnace Brook 高爾夫球俱樂部也有很多工作,在海牆方面也有很多工作要做,總之還有很多事要做。

              昆士市將於今年的117日,改選市長,9市議員。看情況,829日週二,辦初選。

              柯奇是在2007年第一次贏得市長選舉,接著在200920112013年連續贏得任期2年的市長席位。由於2013年時,市民在公投中把市長任期從2年延長至4年,所以2015年時,柯奇當選連任時的任期就展延為4年。2019年,他以69%的得票率,擊敗對手Brenda Ryan,成為昆士市在位時間最長的市長。

              昆士市的9個市議員席位,目前有Noel DiBonaDavid McCarthyAnthony AndronicoIan CainJames Devine,以及William Harris5名在位市議員領取了參選表格。

              挑戰第5選區的Richard Iacobucci和挑戰第2選區的Richard Ash也已經領取了參選表格。

              不分區市議員Anne Mahoney和梁秀婷,以及第5選區市議員 Chuck Phelan都還未領表格。

              3個學校委員會委員的席位,也將改選。在位的Paul BregoliKathryn Hubley Frank Santoro都已領取參選表格,另有2名角逐者,Liberty Schaaf Courtney Perdios,也將加入選戰。

波士頓華埠梁姓男士被控當中國代理人未報備 羈押入獄至週四聆訊

                        (Boston Orange 綜合編譯) 在波士頓華埠有許多人熟識的梁姓男士,今 (9) 日被捕,罪名是秘密和中國政府合作,把美國境內參加抗議,支持民主異議份子的華人活躍份子及組織排上黑名單。

                         現年63歲,,住在布萊頓 (Brighton)Li Tang Liang,是美國公民,美國聯邦大陪審團以他未通知美國總檢察官,就做外國政府代理人的共謀罪起訴了他。

                       在波士頓聯邦法庭的簡短聆訊中,美國地方法官Jennifer Boral 應美國政府要求,下令羈押,直至星期四聆訊,再視審訊結果來考慮是否釋放他。

                     22頁的起訴書稱Li Tang Liang2018年起,直到至少去年,一直經由WeChat這通訊軟體,和中國官方溝通,提供個別人士及組織的資訊。

                        波士頓環球報在網站上公佈了起訴書,第16頁上有Liang站在華府中領館前,手持一份封面上印有「警察」2字證書的照片。

                       Liang的行動包括給中國政府提供波士頓地區個人及組織的資訊;在美國組織活動來對抗支持民主異議份子的抗議活動;向中國官員提供在美國異議份子的照片及資訊,為中國公安部提供可能招募的新人姓名。

                     該起訴書稱,共謀的目的是在美國境內偷偷推進中國政府的目標和想要達成的事。

                    Liang週二在簡短的出庭時間中。經由翻譯法庭程序的傳譯發言。他承認拿到一份有20頁長的起訴書,但是還沒機會看。當他知道要被羈押在牢裏直到星期四聆訊時,感到很驚訝。

                     在美國副警長準備給戴著腳鐐的他從法庭護送出去時,他問道,基本上,我是被捕了,而且不准我回家? 我要抗議

                    被指派代表Liang的助理聯邦辯護人Aziza Hawthorne告訴Liang,在拘留聽證會之前,政府可以在不得保釋下,合法羈押他。

                   Liang   的妻子和女兒都出席了聆訊,但拒絕就控罪發言。Hawthorne也拒絕表示意見。

                   據稱,2018年時,在波士頓華埠的一次抗議中,一名學生毀損了中國國旗。梁利堂把這學生活躍份子的照片和視頻,給了中國政府官方人員。Liang也被控提供本地親台灣華人組織的名單,包括組織規模,會員人數及團體領袖姓名等。

                   2019年時,Liang共同創辦了新英格蘭中國和平統一聯盟 (New England Alliance for the Peaceful Unification of China) ,並擔任副會長。該起訴書說,Liang想要讓自己看起來像是地方社區組織成員,但其實是在中國政府的指示或控制下行動。

                    據稱,Liang和中國政府人員合作,在波士頓組織反抗議活動,以因應支持香港民主,反對遣送中運動的遊行,

                    起訴書稱,在對抗的抗議後,LiangWeChat訊息,以及關於一名支持民主異議份子的視頻。給美國境內職位最高的中國外交官之一,並且說,拿著麥克風的這個人,就是去年損壞中國國旗的壞人。

                     起訴書稱,在20199月時,Liang把在波士頓公供圖書館前的反中國異議份子的照片,發給一名中國政府人員,說他們是一群想要惹事的小丑

                   起訴書還說,去年,Liang向中國政府提供了波士頓地區2個人的姓名及職專業背景,稱這2人是中國公安部招募的最好人選。

                 美國司法部為打亂中國政府針對美國境內嚴厲批評中國政策,支持民主活躍份子的行動,近來高調發動一系列起訴,Liang的起訴案,正逢其時。

                  上個月,有2個人在紐約被逮捕,罪名就是代表中國政府,協助在紐約市設立祕密警察站,以及幾十名中國國家警察被控以社交媒體騷擾美國境內的異議份子。

                  12月時,一名來自中國的柏克萊音樂學院學生,以一宗聯邦追蹤罪被捕,因為他在網上威脅一名在波士頓校園貼海報,呼籲爭取自己國家境內自由民主的學。

                  波士頓梁忠孝堂主席梁添光表示之前並不知道有這回事,而且這是一宗私人事件,梁氏宗親會目前不適宜有任何行動。另一名熟識Liang的華埠居民直言發生這情況,並不驚訝,但目前還要看案情如何發展,才知道到底是怎麼一回事。

 NATIONAL LABOR UNION FILES FEDERAL LAWSUIT ALLEGING DEBT LIMIT STATUTE IS UNCONSTITUTIONAL

The complaint, filed in U.S. District Court in Boston, argues the Debt Limit Statute violates the principle of separation of powers, asks the Court to prevent the President and Secretary of the Treasury from canceling or suspending operations of the federal government. 

BOSTON, MA - This morning, attorneys representing the National Association of Government Employees (NAGE), which represents nearly 75,000 employees working in agencies across the federal government, filed a complaint in the U.S. District Court in Boston challenging the constitutionality of the Debt Limit Statute as it exists and seeking an injunction that would prevent the Executive Branch from suspending operations of the federal government due to the debt limit being reached. 

“This litigation is both an effort to protect our members from illegal furloughs and to correct an unconstitutional statute that frequently creates uncertainty and anxiety for millions of Americans,” said NAGE National President David J. Holway. “The Debt Ceiling has become a political football for certain members of Congress. If Congress will not raise the Debt Limit as it has nearly 80 times before without condition, it leaves no constitutional choice for the President.”    

NAGE is seeking an order declaring the Debt Limit Statute unconstitutional and unenforceable because it confers upon the President the sole and unchecked discretion to cancel or curtail government spending already approved by Congress, an authority which is not available to the President under the Constitution. 

As described in the complaint, pursuant to the Fourteenth Amendment, the President must ensure the federal government does not default on its debt. Should the debt limit be reached, the President still must find the funds to meet its obligations to holders of the public debt, either through borrowing or by cutting spending enough to meet debt payments. However, cutting programs that have been authorized and funded by Congress is not an authority available to the President. 

The complaint alleges that the Debt Limit Statute is unconstitutional because it puts the President in a quandary, as it would require him to exercise discretion in deciding which programs Congress has authorized should continue being funded and which programs should not. The Constitution requires that funding appropriations be determined by Congress, not the President. 

The lawsuit seeks suspension of the operation of the Debt Limit Statute until Congress determines the priorities and order of payments that the President should take, in order to meet the limit set on total indebtedness. The complaint does not specifically deny that Congress may set a limit on indebtedness. However, the lawsuit contends that the President may not take the major actions necessary to comply with the Debt Limit Statute without a clear road map or direction that the President must follow. Until Congress revises the Debt Limit Statute to give such guidance, there is no constitutional means by which the President can comply with it. 

This is not the first time the courts have been called upon to address the constitutionality of a statute that would provide the President unfettered discretion to curtail Congressional appropriations.  The Supreme Court addressed this issue in Clinton v. New York, 524 U.S. 417 (1995), where it struck down a Presidential line item veto over spending.  In that case, Justice Kennedy wrote: “Failure of political will does not justify unconstitutional remedies.”  

“Congress’s failure of will to act is not justification to violate the Constitution,” continued President Holway. “But it is the reason this case had to be filed to protect the American public, federal employees, and our Constitution.”

波士顿台山鄉親聯誼會56日一早在帝苑大酒樓「慶祝雙親節」,約160多名鄉親出席共聚,歡聲笑語的噓寒問暖,同用早餐。慶祝會還邀有多名嘉賓,或分享社區動態,或籲鄉親簽名支持反對大麻店進駐華埠。

                       台山鄉親會長黃紹培當天先簡述雙親節由來,直言該會向來重視傳承中華民族文化,多年前已開始把每年5月的母親節,6月的父親節,二合為一的成為「雙親節」,同時向父親、母親致敬。鄉親會今年換屆後,新任會長黃紹培,副會長黃漢湖,黃偉健,陳晶年,李樹藹等人也非常重視「百善孝為先」的中國傳統文化,早從一個月前就召開會議,策畫辦理今年的雙親節。

黃紹培強調,他們這一屆,將傳承歷屆會長作風,熱心為鄉親服務,同時帶動鄉親關懷彼此與社區。

這天出席台山茶話會的嘉賓,有紐英崙中華公所主席雷國輝,英文書記阮鴻燦,華人前進會副主任陳穎琪,社區組織員鄺寶蓮,大同村居民聯誼會會長黃國威,至德三德公所主席曹品慈等人。

中華公所主席雷國輝向台山鄉親們問好,說明大同村南停車場正在建造一棟有85戶可負擔住宅的大樓,施工期間乞臣街有部分需要暫時封街改道,難免影響道路交通,還請鄉親們見諒。有商家申請在必珠街25-29號開大麻店一事,中華公所已在413日的特別會議中通過決議,反對開張,請鄉親們簽名支持。

                        台山鄉親聯誼會榮譽會長鄺元傑也在會中發言,指出該店申請開張地點不但和台山鄉親會會址近在咫尺,還是華埠心臟地帶,附近不但有20多家餐館、糕餅店,還有昆士小學、中學,以及廣教學校和僑立學校,既是華埠居民的生活中心區,遊客雲集地,還有眾多兒童,青少年學子來往。在這樣的地方開大麻店,極端不妥。更何況前一陣子才有波士頓郊區一學校4名學生吃了含大麻巧克力後,中毒送醫的新聞報導,讓人對大麻店更感憂慮。

波士頓市長華埠及皮革區聯絡員黃楚嵐以廣東話和鄉親們打招呼,說明市長日前才在中華貿易大樓的華埠公共圖書館舉辦了咖啡時間,表達了市政府樂意傾聽民意,歡迎市民隨時表達意見,他會收集並轉達給市長。黃楚嵐隨後逐桌徵詢鄉親們的意見。

孫儉元指出,臺灣有很多值得一看、值得了解的地方,相信參訪團回國這一趟,今後會更加喜歡臺灣;潘昭榮除了為參訪團進行詳細的行前簡報,也向團員們介紹僑委會,並分享參訪的景點特色。

紐英崙中華公所主席雷國輝代表參訪團員們感謝僑委會邀請,並精心安排參訪行程;中華公所也特地邀請書畫家伍振中繪製3幅畫作,準備於參訪時贈送給相關單位,略表感謝接待心意。

至孝篤親公所主席陳文珊、陳鐵堅,以及北美舜裔篤親公所美東總理陳建立、陳黃海蘭夫婦,還有同行的波士頓僑務委員陳仕維,都十分關心臺灣能否進口冷凍鳳梨及釋迦;潘昭榮透露,僑委會也將特地安排試吃活動,讓團員們品鑑臺灣美味。

參訪團中王氏青年會執行主任Patricia Barnwell夫婦及余風采堂姻親等,有不少鄉親將第一次到訪臺灣,對此次臺灣參訪之旅都相當期待。

波士頓華埠居民會將向交通局提更改停車規定建議 討論區域規劃

               (Boston Orange 周菊子波士頓報導) 波士頓華埠居民會53日晚在網上開月會,討論華埠停車問題,徵詢居民對區域規劃的意見,將於2週內,把修訂版建議書交給波士頓交通及公共工程局。

              當晚有將近30人在網上參加會議,另有數人在華人前進會的會議室,和華埠居民會主席黃國威,華人前進會組織員鄺寶蓮等人一起開會。波士頓市長的華埠及皮革區聯絡員黃楚嵐,波士頓市議會議長愛德華費連 (Ed Flynn)3名華裔助理之一的盧善柔,華埠土地信託會主任駱理德等人也都出席了會議。盧善柔和駱理德還協助翻譯會議發言,幫助居民們了解會議內容。

              鄺寶蓮在會上說明,華埠居民會已經草擬了一封中英文的建議書,將在這次會議後修訂,把居民們提出的額外意見加入,並收集居民簽名後,預定於2週內交給波士頓市交通局,促請考慮,並提出辦法。居民會希望在下次的月例會中,可以得到市府回應。

              多名與會居民在會上再次表達了華埠大同村一帶的停車問題,嚴重影響居民生活,尤其是對Uber等網約車司機,造成極大不便。

              Peiying Yu指出,華人願意付2000多元的貴租,住在華埠,就是因為英文不好,現在卻面對這樣的狀況,讓人很有無力感。

              一位名叫Maggie Chen的居民還表示,她自己做過不完整統計,華埠一帶因為各項工程,失去50多個停車位,幾乎佔了華埠一帶所有路邊停車位的三分之一。她建議波士頓市政府在各項工程施工的這非常時期,找出地方,讓居民停車。

Maggie Chen認為,在塔芙茨醫療中心和昆士小學那兒找停車位之外,中華公所的停車場,經常有許多空位,或許也可以撥出來供大同村居民使用。

Ann Soohoo也再次強調,應該要求波士頓市府限制每戶只發給12張居民停車證,並嚴格審查申請者是否符合資格。

居民陳曉義 (譯音) 認為,政府在華埠一帶蓋的樓越來越多,應該同時考慮停車位的問題。

Tran Le指出,居民們或許可以請市政府考慮把華埠一帶停車位改為雙重作用停車位,意即既可作為計時停車位置,同時可讓貼有居民證的車輛停洎。

駱理德指出,華埠有一批人,每月第二個星期一的5點半,聚會討論華埠總體計畫,以及區域規劃,歡迎有興趣的居民參加討論。

當晚還介紹了華人前進會和華埠土地信託會支持的「經由區域規劃來穩定華埠」這構想,解釋區域規劃 (Zoning) 列出了政府准許什麼樣的土地發展和土地使用,指稱華埠居民可以借用區域規劃來穩定社區,保存可負擔住宅,控制交通流量,管理噪音華程度,並保護歷史及文化資源。更重要的是縮小區域規劃範圍,可以阻撓最貪心的發展商進華埠購買更多樓宇。

做區域規劃說明者還簡介了華埠歷史,指出華埠刻正面對社區內電子廣告牌泛濫,發展商不斷增建豪華住宅,不斷有公司想要進華埠開大麻店等威脅,修訂區域規劃,將可防止這些狀況發生。

HUD 撥款1650萬元給波士頓市 重點關注解決流浪漢問題

              (Boston Orange 周菊子波士頓綜合報導) 波士頓市今 (4) 日宣佈,獲得聯邦房住局 (HUD) 3年,撥給1650萬元,以及76張穩定住房券 (stability vouchers) ,將可幫助372戶人家脫離「無殼蝸牛」處境。

                 波士頓市長吳弭 (Michelle Wu) 在致詞時感謝聯邦房住局房屋服務資深顧問,韓裔的Richard Cho在人口統計調查時,曾親抵波士頓和市府工作人員一起上街頭,實地了解波士頓市內的流浪漢問題。吳弭強調,要幫助無家可歸人士解決流離失所,精神失常等問題,絕對沒辦法用單一方法解決,她感謝波士頓市的公共衛生局,急救局,房屋局等通力合作,波士頓市才能夠爭取到那麼大一筆補助,而且還是照波士頓所申請數額,全額補助。

                 波士頓市房屋長Sheila Dillon也興奮得感謝各相關單位齊心協力,爭取到這筆款項。她還打趣地向新任波士頓房屋局局長Kenzie Bok喊話,說現在有一大筆錢給你用了。

               根據聯邦房住局的補助條款,波士頓市內幾個做流浪漢服務的機構,分別獲得數額不同的補助款,包括Eliot社區服務將在未來3年獲得6299520元,用於安置105名來自「美沙酮英里 (Mass&Cass)」一帶的高危險地區,需要喘口氣,得到穩定醫療,以及過渡性住房的流浪漢;波士頓房屋局將獲得5302517元,用於建造45張有彈性,低門檻的房屋券,以及47張新的穩定券,並善用45張主流券來為迫切需要服務的人,提供137個居住機會,同時為所有家庭提供全方位的服務。

               麻州參議會房屋委員會主席Lydia Edwards這天也應邀出席致詞,向波士頓市道賀,聲言麻州議會也在積極審議,尋找辦法解決房屋問題。

BOSTON - Thursday, May 4, 2023 - Mayor Michelle Wu today announced that the City of Boston has been awarded $16.5 million over three years, the full amount requested, from the U.S. Department of Housing and Urban Development (HUD) to address unsheltered homelessness, securing unprecedented resources to build on the City's housing-centered approach to the intersecting crises of unsheltered homelessness, substance use disorder, and mental health centered in the area of Massachusetts Avenue and Melnea Cass Boulevard. In addition to receiving the funding, the City was also awarded 76 stability vouchers to support residents and families ability to stay in housing. This funding will create 372 housing opportunities for individuals or families with severe service needs and histories of unsheltered homelessness.


“This unprecedented federal grant is a recognition of our coordinated approach to the crisis of unsheltered homelessness and will allow us to work with the Commonwealth and providers to expand on the progress we have made,” said Mayor Michelle Wu. “This funding will allow us to create more stable housing options for those who need it most, and provide wrap-around services to support them in their transition to permanent housing. We are grateful to the Biden-Harris Administration for recognizing the successes we are having and for this commitment to our approach.”


“Over the last several years, government and non-profit partners in the City of Boston have exemplified what it looks like to collaboratively solve homelessness by using evidence-based programs and using a public health approach to helping people obtain stable homes with supportive services,” said Dr. Richard Cho, Senior Advisor for Housing and Services at the U.S. Department of Housing and Urban Development. “HUD is pleased to award the City of Boston additional grants and housing vouchers to extend the reach of their success to the vulnerable people who have been sleeping night after night on Boston’s streets and other unsheltered settings.”


The funding will be distributed among several organizations that provide services and housing to those experiencing homelessness. Eliot Community Services will receive $6,269,520 over three years to house 105 individuals from the Massachusetts Avenue and Melnea Cass area or other high-risk settings, either currently or recently unsheltered, who need both respite from the streets, medical stabilization, and a housing pathway. The Boston Housing Authority will receive $5,302,517 to create 45 flexible low-barrier housing vouchers, and 47 new stability vouchers, and leverage 45 mainstream vouchers to provide 137 housing opportunities for individuals or family households with severe service needs. Wrap-around services will be provided for all households.

Family Aid Boston will receive $1,846,694 to place 10 families with high service needs in transitional housing for 90 days, bridge to rapid rehousing, and work toward permanent housing placement. Ecumenical Social Action Committee will receive $1,789,110 to house 16 Youth-Young Adult (YYA) households with a focus on underserved youth, young parents, and LGBTQ+ youth who are least likely to seek shelter and services due to safety issues in the adult and family shelter system. Pine Street Inn will receive $1,320,000 over three years to stabilize 75 clients in Boston Housing Authority public housing and provide housing navigation and stabilization services.


“This funding will allow us to expand services to those in need and provide more stable housing for the most vulnerable members of our community,” said Sheila Dillon, Chief of Housing for the City of Boston. “We are grateful for the support of HUD and our partners in the community for their partnership and for this tremendous validation of our progress.”


This grant also leverages over $18 million to support health care organizations in their work to provide services and address the needs of individuals experiencing homelessness. Healthcare partners that committed leveraged services to this grant include Boston Medical Center Health System and the Boston Accountable Care Organization (BACO), Boston Public Health Commission, Boston Health Care for the Homeless Program, Massachusetts Behavioral Health Partnership, Harvard Street Neighborhood Health Center, VA Boston, and MassHealth, the state’s Medicaid agency, which funds a wide array of services that our partners will leverage to keep people healthy and stable in housing. In addition, Mass General Brigham committed $600,000 in new flexible funding to help address unmet needs in this new initiative.

Supporting the most pressing needs of the communities we serve is a core part of our mission as a health system, and I want to congratulate Mayor Wu, Chief Dillon, and everyone involved in this monumental effort.”


The Mayor’s Office of Housing engaged a diverse array of 45 stakeholders, including the Boston Advisory Council on Ending Homelessness (BACHome) and persons with lived experience of homelessness, to develop the application. BACHome is composed of people with lived experience of homelessness in Boston. The Council provides guidance to City officials and other stakeholders with respect to policies, funding needs, and system improvements. BACHome Council members participated in the selection process for subgrantees for this federal funding and provided a letter of support for the application to HUD.
