MAYOR WU ANNOUNCES PLAYOFF HUB ON CANAL STREET

Canal Street to close to vehicular traffic for Bruins and Celtics home playoff games

 

BOSTON - Thursday, April 13, 2023 - Mayor Michelle Wu, in partnership with Downtown North Association, today announced the return of the Boston Playoff Hub on Canal Street, creating a car-free zone for fans to gather before and during home playoff games at TD Garden. Starting with the first Celtics playoffs home game on Saturday, April 15, approved restaurants and bars will be able to extend their outdoor patios onto the sidewalk on Canal Street. The return of this pedestrian zone builds on Mayor Wu’s commitment to reimagining Boston’s streets and transforming public space in a way that’s enjoyable for residents, small business owners, and visitors. 

"With both the Bruins and the Celtics in the playoffs this year, we’re excited to give Boston fans a space to safely gather, cheer on their favorite teams, and support our local businesses,” said Mayor Michelle Wu. “I’m grateful to our partners for teaming up with the City to bring back the Playoff Hub, creating a fun experience for our hockey and basketball fans.” 

The Playoff Hub will be free and open to the public, providing more space for Boston residents to gather outdoors and celebrate our home teams. Extended restaurant patios will open starting three hours prior to game time and will remain open until an hour after the games end. Parking regulations will be posted ahead of the first Celtics playoff game on Saturday, April 15. Vehicles in violation of posted regulations will be towed.  

“Boston’s streets belong to everyone,” said Jascha Franklin-Hodge, Chief of Streets. “The Playoff Hub will help reimagine Canal Street during playoff games, creating a unique, vibrant experience for residents and visitors to enjoy.”  

“This is a great opportunity to activate the space on Canal Street and create a vibrant experience for everyone to enjoy,” said Segun Idowu, Chief of Economic Opportunity and Inclusion. “This also serves as an opportunity to support the local businesses in the area during this very exciting time for Boston sports.” 

“It’s been an amazing season and we are so excited that TD Garden is one of just a few arenas in the country to have both teams headed to the playoffs,” said Amy Latimer, president of TD Garden.  “Thanks to the great partnership with Mayor Wu, City of Boston and Downtown North Association for extending the Playoff Hub beyond TD Garden and The Hub on Causeway.”

This announcement builds on Mayor Wu’s commitment to reimagine how Boston streets work for residents and visitors and how reconfiguring public spaces can foster community. In January, the Boston Planning & Development Agency (BPDA) announced findings from the Copley Connect pilot in summer of 2022. Following the success of the pilot, transportation planners with the BPDA and BTD intend to study permanent improvements to Dartmouth Street between the Boston Public Library and Copley Square Park that would improve the public realm between three of Boston's most iconic civic spaces and formally unify Copley Square. Additionally, the Boston Transportation Department will be announcing more Open Streets events in the coming months following the success of last year’s events creating more than a mile of car-free space in Jamaica Plain, Roxbury, and Dorchester. 

The first Celtics playoff game is Saturday, April 15. The Bruins will continue their record-breaking season in the playoffs on dates to be announced by the NHL

                          公共交通是公益事業聯盟地一名高級組織者,麻州耆英行動協會地Kathy Paul等人指出,低收入票價對老年人,低收入民眾即有色族裔非常重要。許多老年人無法搭乘巴士或火車,依賴麻州地鐵的The Ride專車服務,而可搭地鐵,火車、巴士的連結套票,每月費用可高達90元,對許多低收入者來說,要買套票,就得減少食物等其他支出。MassInc的一項民意調查顯示,有84%的接受調查者支持低收入票價。 Lydia Edwards相信,一旦低收入票價法案通過,將為麻州居民形成更公平的出門環境。

(BOSTON 4/13/2023) Senator Lydia Edwards and Representative Adrian Madaro spoke today in support of the Low-Income Fare legislation that would compel the MBTA to implement a low-income fare system and allows Regional Transit Authorities to study and implement similar programs.

The bill directs the MBTA and the Secretary of Health and Human Services to work with a diverse array of stakeholders to collect public input from communities served by the MBTA, determine eligibility and verification standards, and understand the full impact of the program on riders and the Transit Authority. Based on this community process the MBTA will then implement a low-income fare program. The bill also allows regional transit authorities across the state to engage in the same process and determine, if a reduced or no-cost fare system will work for their system.

“I’m proud to re-introduce my bill in the House to establish a low-income fare program across transit systems in Massachusetts. I look forward to partnering with Senator Edwards this session in order to advance this important cause. I’m grateful to Speaker Ron Mariano and Chair Aaron Michlewitz for funding means-tested fares in the House Ways and Means budget. Through this investment, the House recognizes that mobility is essential,” said Representative Adrian Madaro “One truth is clear, we don’t work unless the T works, unless we can access public transportation, and unless that transportation is affordable. This is economic and environmental justice. Workers deserve to be able to get to work in a decent amount of time, for a decent amount of money. Monthly link passes cost up to $90, that’s over $1000 a year. This cost may seem small, but for people with low or fixed incomes it's less that can be spent on groceries, rent, and medicine. A MassINC poll showed support for a low-income fare is high at 84 percent across the Commonwealth.

麻州大學校董會提議漲學費2.5% 麻州眾議會版本預算案也出爐

                (Boston Orange 編譯) 麻州大學校董會在412日的董事季會中投票通過,下學年起,大學本科本州學生學費漲價2.5%Amherst分校的食宿費漲4.5%Dartmouth 和羅爾 (Lowell) 分校漲2.7%

研究院學生的學費,也要調漲,Amherst和波士頓、羅爾分校漲2.5%,陳曾熙醫學院,譚慶芬護理研究院,以及晨興生物醫藥科學研究院漲3.5%,麻州大學法學院 (UMass Law)2%

麻州為有需要學生提供財務援助的主要工具,麻州贈金 (MassGrant),在過去幾十年來,學費調漲,需求學生更多之下,影響力已經縮減。根據Hildreth機構的一份報告,在1998年時,MassGrant的補助可以涵蓋公立大學80%的學費及其他費用,如今對麻州大學學生來說,卻只夠支付8%的學費及雜費,對其他州立大學學生來說,只夠支付11%的費用。

2023會計年度中,在學生們可以申請到的補助中,麻州政府約佔9%,聯邦政府的免費補助佔15%。這個會計年度,政府總共為麻州大學學生支付了13700萬元學費。

在政府補助掙扎著難以跟上需求及學費上漲的腳步之際,大學提供的財務補助,已增長到在學生可獲得的免費補助中佔69%2023會計年度達到39500萬元的程度。在大學提供的補助中,81%撥給本州學生。

                      麻州州長奚莉 (Maura Healey) 在新年度財政預算建議撥款9300萬元,為低收入本州大學部學生擴辦MassGrant Plus獎學金項目,額度之高,打破歷史記錄,還把適用對象擴及至兼讀學生 (part-time students),並涵蓋上學所需的雜費,書籍及用具費等。奚莉政府估計,9300萬元可以為33千名學生提供援助。

                  麻州眾議會財政委員會12日公佈的州政府預算,要用來自新增的「百萬富翁稅」收入,指定撥款8400萬元給MassGrant Plus。在新年度預算提案中的高等教育部分,這是眾議會版本和州長版本唯一相同的地方。

                 奚莉政府建議,把麻州預計可收到的10億元「百萬富翁稅」中的36000萬元用在高等教育。這是由曾任麻州大學財務人員的Matt Gorzkowicz所撰寫的預算案,是一項鎖定學費提案。

                  在奚莉州長的計畫中,上麻州大學或其他州立大學的學生,會在入學的第一年,鎖定未來4年學費費率。新入學的學生,費率就可能調漲。奚莉建議撥款5900萬元來平衡這計畫的開支。她也建議一次性的投資14000萬元修繕公立大專院校的校舍。

                    麻州眾議會的預算版本,並未包括修繕樓宇或鎖定學費的計畫,不過提議把高需求獎學金項目經費,從200萬元增加到5000萬元。該獎學金是給研習麻州所需職業課程,並承諾畢業後留在麻州5年的學生。

                  麻州眾議會的預算案,下一步將交付眾議會大會討論,再交給參議會和參議會自己的版本比對,研議。

Zipair 訂6月2日推出舊金山到東京新航線 單程票價91到325美元

             (Boston Orange 綜合整理) 日本平價航空公司Zipair宣佈,62日起,將推出舊金山至東京新航線。這11小=時航程,6歲以下兒童的單程票價只要91美元,價格之廉宜,令人矚目。

7歲以上乘客的單程機票價格,則為35千日圓,約等於325美元。從美國舊金山飛到成田 (Narita) 機場的日本東京,航空公司訂出的單程票價,一般為500800元,來回雙程經濟艙,則在9001200美元之間。Zipair 這新航線,將是美國與日本之間最便宜的長途航班。

                     Zipair在發佈的新聞稿中,舊金山到東京是該公司在美國營運的第4個城市,第3條航線,每週將有5個航班。根據網路資訊,Zipair202010月起開始營運,目前共有3架飛機,能到達7個城市,包括東京和洛杉磯、三藩市、首爾、曼谷、新加坡和檀香山之間的航班。該公司總裁Shingo Nishida指出,2022年時,Zipair被評為世界最佳長途平價航空公司

4/12 麻州慶祝農業日 表揚3議員 讚農民善用新科技

            (Boston Orange 編譯) 麻州州長奚莉 (Maura Healey) 宣佈2023412日為麻州農業日。州府官員、議員、農民及學生們這天齊聚州政廳慶祝,商討影響農業的議題,並恭喜麻州參議員 Bruce TarrAnne-Gobi,以及麻州眾議員Paul Schmid獲農業日獎。

麻州在美國的直接市場農業銷售中排名第五,擁有7,200多個農場,維持著49萬多英畝的農田和開放空間。地方農場為28千多名工人提供就業機會,為麻州經濟創造了近5億美元的收入。

當天還追發了肯特·拉格紀念獎 (Kent Lage Memorial Award),給已故麻州眾議員Stephen Kulik,讚揚他支持地方農民,推廣可持續農業,鼓舞了這個行業。

麻農業日也是一個教育好機會,讓學生、兒童及家庭更了解關於健康飲食、行為實踐,以及農業、食品和環境科學。他們還和議員們見面,了解立法程序。

申請ACP 合資格貧戶、耆英每月可省30元上網費

               (Boston Orange 周菊子波士頓報導) 聯邦通訊委員會和波士頓市,今 (412) 日下午在牙買加平原 (Jamaica Plain) 攜手呼籲耆英等符合資格人士,善用聯邦政府的可負擔連網計畫 (ACP),加入上網行列,每月至少節省30元上網費,改善生活。

              聯邦通訊委員會主席Jessica Rosenworcel 說,原本是在新冠病毒期間,幫助民眾連網的可負擔連網計畫 (ACP),剛爭取到250萬元新資金,現在可以繼續辦理了。

              波士頓市長吳弭 (Michelle Wu)指出,之前波士頓市已有38000人享受到這計畫帶來的好處,現在希望參與計畫的人能加 倍。吳弭還說,波士頓市有7個網路服務供應商,目前和波士頓市簽約合作的有委瑞森 (Verizon)等公司。吳弭在會中還特地點名感謝波士頓市府聯邦事務主任Sam Hyun為當日的活動居間聯繫。

              波士頓市資訊長Santiago Garces指出,幫助耆英及有需要市民上網,一直是吳弭市長十分關切的議題。嫻熟現代科技的吳弭市長索取數據也總是很精確。根據市府數據,波士頓市約有8萬人符合申請ACP的資格,相信不申請的都是不想用網路的人。

              可負擔連網計畫 (ACP)是一個旨在幫助家庭貧困程度在聯邦貧窮線200%以下家庭,或是耆英,領取奶粉券等人家,以可負擔價格享用連網服務。

              這計畫的優惠包括每個月30元,符合資格部落土地每戶每月75元的網路費,以及自掏腰包付出10元到50元,向參加活動廠商購買膝上型、桌上型電腦,筆電,可得到一次性的100元折扣等優惠。

              聯邦通訊委員會今日也發出新聞稿,指該會經由3個申請窗口,已為亞利桑那州、伊利諾伊州、馬里蘭州、密西根州、北達科他州和德克薩斯州的大約8000名學生提供了數位學習服務。

              2021 年啟動,已承諾撥款66億元的這緊急連網基金,有41.4億元經費用於支持學校和圖書館為學生提供校外,夜間學習,延續教育。到目前為止,有11,000 所學校、1,000 所圖書館和 100 個聯盟獲益。

              聯邦通訊委員會稱,新的這筆資金,估計可支持15所學校,1間圖書館,以及一個聯盟。

              一名波士頓市數位辦公室人員透露,目前這計畫採取先到先得方式提供,並沒有明確的數量限制,希望有需要的人都能盡量利用。

             (Boston Orange 綜合報導) 麻州州長奚莉 (Maura T. Healey) 412日簽署行政命令,重設司法提名委員會(JNC),制定委員和獲得司法提名者的行為準則,並指派了背景十分多元化的27人出任委員。

司法提名委員會(JNC)是一個職責為向麻州州長及州長的委員會 (Governor’s Council) 推薦司法職位候選人的組織。2011年,時任州長的Deval Patrick 解散了這個組織,查理貝克 (Charlie Baker)接任州長後,在201520231月卸任之間的這期間,儘管指派了大約200名法官,但也並未重設這提名委員會。

麻州現任州長,也是麻州歷史上第一位女性,第一位公開的同性戀州長奚莉,今日簽署行政命令重設這司法提名委員會,同時公佈了她所指派的委員名單,其中11人來自法律界,5人來自企業界,5人來自法律服務業,2名已退休法官,1名房地產及社區發展商,1名法學院人士,2明其他領域人士。
