76餐飲業東主聯名呼籲州市政府減免餐稅 (meal tax)

                 (Boston Orange 周菊子報導)15日宣佈,17日生效,麻州州長查理貝克(Charlie Baker)一聲令下禁堂食(dine-in),全麻州近16,000家餐飲業的35萬名從業員,無論老闆或員工,都為何去何從愁煞眉頭,紛紛呼籲政府,社會施援,並從免繳餐稅(meal tax),協調房東減租或延期繳交起步。
               麻州州長查理貝克在318日下午宣佈了緊急規定,凡是在2019年內繳交了15萬元以下餐稅,符合資格的餐飲業,可以延遲3個月再繳餐稅。
             319日時,包括藍龍餐廳老闆蔡明昊,已有76名餐館業主聯名,由麻州餐館協會出面,代向麻州政府請願。
                波士頓華埠餐館業受此衝擊,已幾乎全數歇業。波士頓華商會會長陳文棟表示,目前大約只有樂嚐軒,香港小食,肥仔燒臘,五味樓,他鄉,南北風味,海之味在做外賣。
                新型冠狀病毒(COVID-19)襲捲世界,截至322日下午2點,全球確診總數已高達33萬餘,死亡人數也已累計至14,561。專家們早就在提醒人們要預防傳染,避免群聚,麻州州長也不斷強調,人們要保持社交安全距離(social distancing),勤洗手,用肥皂,洗20秒。他勒令餐館、酒吧在46日前只准外賣,不准堂食,就是為了降低病毒擴散機率。
               許多餐館業主表示,他們也很理解查理貝克做此決定,是為了整體社區安全,據說全美至少有19州,6城市採取了類似做法,只是餐館業原本利潤就不高,做外賣,生意額可能還不到原有營業量的1%,可還是得付房租,水電費,得繳稅,付各項規費,根本無法解決餐館的生存問題,遑論靠小費養家糊口的員工。又何況諸如Grubhub等送外賣服務,還要分走外賣利潤。
              一名餐館業主指出,州政府鼓勵餐廳做外賣,未必是好事,因為那給了房東,保險公司法律理由,稱餐館仍然獲准營業。
             另外,麻州的餐稅是6.25%,地方市鎮課徵的餐稅大都是0.75%,餐館業主每個月底都得繳。如果餐館業主沒繳,依法州政府可沒收餐廳,拍賣其資產,用以抵稅。
             有餐館業主為此發起了Change.com 的請願行動,希望能呼籲聯邦,州市政府減免餐稅,房東減租,金融機構不罰款的延緩貸款償還期限等等。
             查理貝克在316日時宣佈了1000萬元的小企業貸款基金,要幫助餐飲業者疏解經濟壓力。不過大部分餐館業主認為那是杯水車薪,作用不大。一名餐館業主表示,以麻州餐飲業員工35萬人來計算,分攤下來,每人可申請27元。然後這筆錢還得償還,簡直是不可能的任務。
             再者,這貸款是由麻州成長資本基金(Massachusetts Growth Capital Fund)承辦,發放條件之一是在310日以前,能夠營利的企業。在過去6個月內曾經信用不佳,包括繳款逾期60天的,都沒資格申請。這就使得很多需要這筆貸款的業主申請無門了。何況很多新餐館根本還沒達到營利地步。
             許多餐館業主表示,聯邦政府在協助航空公司等大企業紓困,但最緊急需要紓困的其實是他們。(更新版)

波士頓有一名警察確診


             (Boston Orange 編譯)在麻州COVID-19確診人數不斷上升之際,繼醫護人員都有近20人感染後,今(22)日傳出有一名波士頓市警察也確診了。警察局已安排該警員居家隔離。
             波士頓警察局發言人John Boyle表示,他們週六(21)獲悉此事,還不清楚這名警察是在工作時,或是在其他地方感染了病毒。為確保警局工作人員安全,他們接獲通知後馬上就徹底消毒該警員工作的地方了。
             波士頓警察局並未公佈該名警員在市內哪一區工作,但警局發言人表示,波士頓警察局仍可照常工作。目前並不知道有沒其他警員有症狀。警察們都在遵循聯邦疾病防治署,市府領導的指示行事,以減少危險。
             近期有消息指底特律(Detroit)的警力大受影響,因為5名警察確診,導致152名警察無法出勤服務了。

麻州出現第2宗COVID-19死亡病例 華埠周邊塔醫,波醫確診病例增加


(Boston Orange 編譯) 就在麻州州長正在匯報新型冠狀病毒(COVID-19)每日最新疫情之際,麻州第2宗死亡病例發生了。一名50餘歲,身體原本就有狀況的米斗塞郡(Middlesex)女士辭世了。
麻州的第1宗新型冠狀病毒死亡病例發生在上週五,一名80多歲,身體不好,原本已經住院了的薩福克郡(suffolk)男士,不幸辭世。
截至週六,麻州已有5200多人做了COVID-19檢測,確診病例525,死亡病例2宗。
麻州州長查理貝克(Charlie Baker)表示,麻州現在已能每天做1,144宗病毒檢測了。麻州公共衛生廳上週曾表示,未來數日內,麻州的檢測能量可達每日3,500宗。
全美確診人數仍在迅速攀升,22日早上的即時數據為26,975,和昨日相比,又增將近2000宗。死亡人數也增加了近50
根據聯邦疾病防治署的分析,約80%的死亡案例都是年紀65歲以上。迄今,在美國境內還沒有任何19歲以下的人因此病毒而死。
             根據波士頓環球報的報導,在波士頓華埠周邊的塔芙茨醫療中心(Tufts),波士頓醫療中心,都有病人、職工確診。週六(21)這天,塔芙茨醫療中心首次出現2名確診病人,確診職工則從之前的10人,增為12人。波士頓醫療中心確診病人1名,確診職工2人。

             目前,全美已有加州,紐約州,賓州,伊利諾州實施了就地庇護(Shelter-in-place)”法,規定居民必須留在家裏,非民生必需的企業,只能做最基本的經營。愛達荷州(Idaho),路易斯安那州,科羅拉多州,緬因州,喬治亞州也在州內的部分地區實施了這一禁令。
             在麻州,已有40多名州市議員及地方市長,要求麻州州長查理貝克(Charlie Baker)下達就地庇護(Shelter-in-place)”令,不過查理貝克仍然不願意以此法令使居民的日常生活受到更進一步限制。他再次強調,民眾必需為己為人著想,切實遵守保持社交安全距離,勤洗手,每次20秒等防範感染,傳播病毒的措施。

麻州COVID-19確診數跳至525 州長考慮徵用大學宿舍做治療用地

(Boston Orange 周菊子整理報導) 麻州的新型冠狀病毒(COVID-19)疫情,日趨嚴重,今(21)日又增112宗病例,總數跳升至525宗。麻州州長查理貝克(Charlie Baker)在下午2點的每日疫情匯報中首次鬆口,考慮徵用大學宿舍,最近關門的護理之家等場所,在必要時改為臨時醫療地點。
查理貝克表示,已和美國陸軍工程兵團商討,如何辨識哪些地方可以改為醫療用地,藉以醫治日漸增多的新型冠狀病毒病人。麻州的國家衛隊將會協助安置設備和供應補給品。

麻州健康及人民服務卿Marylou Suudders表示,麻州檢測COVID-19的數量,320日已增至962人,在更多檢測站陸續投入服務後,將會有更多人更快獲得檢測。
                      位於華森市(Waltham)AFC緊急護理站已於今(21)日成為麻州第一個正式的駕車經過(drive-through)檢測站,為民眾做初步檢測。舒士百利(Shrewsbury)CVS,週三(318)時,已先行做了駕車經過檢測的試驗。
查理貝克表示,在麻州的檢測能量提高後,確診病例一定也會迅速增加,麻州政府每日都在沙盤推演,將盡力因應。
波士頓前鋒報(Boston Herald)(20)日有報導指出,20餘名州市議員及市長聯名發信,呼籲麻州州長封城。查理貝克今日表示,他不願意仿效其他州做封城決定,希望州民能盡量正常生活,所以也不要求超市,藥店關門,民眾還是可以出門,到公園散步,但鼓勵民眾注意保持安全社交距離。
為照顧在第一線為民眾服務的醫護人員,以及在這非常時期,仍然要到超市,藥店上班的人,儘管323日起,麻州內所有的托兒中心,或是學前班都得關門,但麻州將為前述人員設立300多個托兒所,並於323日起開門服務。
根據麻州公共衛生廳今日5點多才公佈的新型冠狀病毒病例最新數據,麻州病例跳升至525宗,比昨天增加了112宗。還未確定感染來源的多達306宗。麻州米斗塞(Middlesex)情況最嚴峻,病例數高達177宗,薩福克郡(Suffolk)其次,共108宗。被病毒感染的男性比女性多,依序為275249
在這些新增病例中,有一例是監獄犯人,一例在瑪莎葡萄園(Martha’s Vineyard)
西雅圖高中生Avi Schiffmann製作的一個新型冠狀病毒全球病例即時資訊,早在三月初推出時,就備受矚目。最近他的網站獲得技術支援後,資訊更一目了然。根據該網站資料,截至今日下午6點,全世界病例已破30萬,達到307,382宗,死亡人數13,101,情況嚴重者有8,083人。
人口僅約6000萬的義大利,已有4,825人病亡,遠超過中國的3,255。義大利的確診人數也增幅驚人,已達53,578人。
美國的疫情發展,也令人戒慎恐懼,確診人數25,239,已超過德國,伊朗,擠上確診人數的第四位,僅次於中國,義大利,西班牙。不過美國的病亡人數,迄今僅297人,遠低於前述幾國的至少千餘人。嚴重病例也只有60宗。
在美國,紐約的情況最嚴峻,已有11,675人確診,55人死亡。其次為華盛頓州,1,793人確診,94人死亡。以確診人數來看,依序為新澤西州1.327人,加州1,315人,密西根州781人。

布里根醫院及塔芙茨醫療中心今晚傳出分別有9人,10人確診


                      (Boston Orange 綜合編譯) 320日晚上8點過後,麻州新型冠狀病毒(COVID-19)疫情令人憂慮,9名布里根婦女醫院,10名塔芙茨醫療中心職工確診。
               布里根婦女醫院(Brigham and Women’s Hospital)證實了這一消息,並說明該院現有4名新型冠狀病毒病人,其中3人需要密切治療。該院已收容60人做C)VID-19病毒檢測。
              最近已傳出不少醫療護理人員表示他們需要個人防護設備的呼籲。
            塔芙茨醫療中心(Tufts Medical Cente)也證實,該中心有10名職工感染了病毒。塔醫表示,該院有15人正在接受是否感染了病毒的檢測。
             (20)日下午4點,波士頓市長馬丁華殊(Marty Walsh)才在疫情更新報告中表示,市府正盡力保護醫療工作人員,也在募集資源,防護設備。
             318日時,麻州眾議會議長狄勒歐(Robert DeLeo)通知相關人員,眾議會有一名職員診,不過那人從上週四(12)起就已經開始請病假。
             麻州公共衛生廳今(20)日下午4點公佈的新型冠狀病毒病例,總數已達413例。目前尚不清楚這2家醫院的確診職工,是否也在那413例中。

市府員工和志工將遵守身體距離和衛生要求,不會和居民互動,但會把資料留在居民門前。居民不需要出門來拿手冊,市府也鼓勵民眾在任何時候都記得要保持實際的身體距離。
            資訊手冊將以英語,西班牙語,海地文,中文,越南文,佛德角克里奧語,俄文等語言印製。居民也可上網Boston.gov/coronavirus,或撥打311,經由電話傳譯,撥打市長熱線617-534-5050來獲取資訊。

BOSTON - Friday, March 20, 2020 - Tomorrow, a thousand City of Boston employees and volunteers will deliver printed information on COVID-19 to all homes in Boston. The pamphlet will outline details about the virus, a list of preventative measures to mitigate the spread, and a compilation of city resources, including food access sites. 

Employees and volunteers will adhere to physical distancing and hygiene, and will not be interacting with residents, but leaving information at their doorsteps. Residents do not have to come out of their houses to receive the pamphlet, and are encouraged to continue practicing physical distancing when possible. 

The pamphlet includes information in: English, Spanish, Haitian Creole, Chinese, Vietnamese, Cabo Verdean Creole and Russian. Residents may access information in additional languages through Boston.gov/coronavirus, by calling 311 to be connected with a telephonic interpreter, or through the Mayor's Health Line at (617) 534-5050.

麻州總檢察辦公室發令 基本民生、護理用品 禁止抬價



BOSTON – Attorney General Maura Healey announced today that her office has filed an emergency regulation to prohibit price gouging of essential products and services during the COVID-19 public health emergency.

The amendment to regulation 940 CMR 3:18, filed today with the Secretary of State’s Office and effective immediately, prohibits price gouging of goods and services necessary for public health and safety during a declared statewide or national emergency. Previously under the state’s consumer protection law, the only existing regulation related to price gouging addressed the sale of gasoline and other petroleum products.

We’ve heard from hospitals and consumers about skyrocketing prices for things like hand sanitizer, face masks, and other essential gear needed to prevent the spread of this highly contagious virus and keep our front-line workers safe. That’s unacceptable and illegal,” said AG Healey. “We issued this emergency regulation because no one should be exploiting this crisis and putting the public at risk.” 

There have been widespread reports of inflated prices for goods like hand sanitizer, face masks, and gloves as well as temporary personnel in response to the growing demand for such products and services due to the spread of COVID-19. Shortages have been reported across the country, placing a critical strain on members of the public as well as hospitals and medical facilities that rely on these essential products to protect their medical workers from infection and prevent the spread of disease.

Because the COVID-19 epidemic continues to escalate at an alarming rate, the AG’s Office has prioritized measures to ensure the availability of necessary goods and services, including personal protective equipment for medical professionals. In a letter to President Trump sent earlier this week, AG Healey joined New York Attorney General Letitia James and California Attorney General Xavier Becerra in calling on the federal government to mobilize the business community to address the shortage of personal protective equipment like masks, eye protection, gowns, and gloves. The attorneys general wrote that without this essential equipment, the doctors, nurses and others on the front lines risk infection and further spread of this highly contagious virus. 

            The AG’s Consumer Protection Division encourages members of the public to call 617-727-8400 or file a complaint online about unreasonably high prices of consumer goods during this public health emergency. 昆士市長: COVID-19確診新增3例 累計12例


              (Boston Orange 編譯)昆士市長柯奇(Tom Koch)向市民匯報抗疫最新狀況,320日,昆士市新增3宗居民確診病例,全市累計現達12例。
              柯奇在今日較長的報告中,先為麻州州長查理貝克助陣,重述麻州很快就要就地庇護(shelter-in-place)”的說法是謠言,但麻州的確鼓勵民眾留在家,盡可能在家裡工作,要做到保持社交距離(social distancing)”
              柯奇說明,昆士市內所有的個人護理行業,包括理髮店,髮廊,指甲店,按摩店,紋身店,健身房,健身中心,都得停業,至少關門到46日為止。
              柯奇指出,麻州州長今日宣佈,設立享有豁免權的緊急托兒中心,為第一線急救人員,醫護人員的家庭服務。麻州內所有的其他托兒中心,都必須在323日之前關門。
              市內的遊樂場會關閉,但公園空間是開放的。

March 20, 2020 · Governor Baker today dispelled widespread rumors that a “shelter-in-place” order would be issued imminently for the Commonwealth of Massachusetts. Residents are, however, encouraged to stay home and work from home when possible and practice safe “social distancing” practices. · All personal care businesses, including barbers, hair salons, nail salons, massage parlors, tattoo studios, gyms and fitness centers are ordered closed until at least April 6. · There are 3 new cases of COVID-19 involving Quincy residents identified by state officials today, bringing the total number of local cases to 12. Testing numbers remain uncertain, so the day-to-day reporting may not reflect the full spread of the virus. · Governor Charlie Baker today announced the creation of Exempt Emergency Childcare Centers to serve families of first-responders and front-line medical personnel. All other day care centers in the state are ordered to close before Monday, March 23. · City offices are closed to the public. The City will still operate and offices will still be staffed, but residents will be required to conduct business via telephone, the Internet or through the mail. No emergency services will be impacted. For a full list of department phone numbers and contact information, residents can visit www.quincyma.gov · Playgrounds are closed, but park spaces are open.

· Per Governor Baker’s order, all schools remain closed through April 6. · Students can pick up “Grab and Go” meals at North Quincy High School, Quincy High, Snug Harbor and Lincoln-Hancock. Additional details will be available on QPS website · All restaurants and bars are not allowed to serve food or beverages on site. · Any gathering of 25 or more people is prohibited. · Any gathering should maintain “social distancing” meaning people stay further six feet away from each other at all times. · All public regulatory boards are postponed until at least March 30. · All public facilities will continue to undergo aggressive environmental cleaning on a daily basis. · Mayor Koch will seek $1 million from the City’s Affordable Housing Trust to assist workers in the City’s hospitality industry and maintain their housing during prolonged closures. The full details of the program will be developed in the coming days. · Residents in potentially vulnerable populations, such as seniors and those with underlying medical conditions, need to be particularly careful in their contacts with other people. · Many of the things you do to help prevent colds and the flu can help protect you against other respiratory viruses such as Coronavirus: o Avoid large gatherings.

o Wash your hands often with soap and warm water for at least 20 seconds. o Cover your coughs and sneezes. o Stay home if you are sick. If you are ill call your healthcare provider for instructions before going to a clinic, office or emergency room. · There are currently no vaccines available to protect against this novel coronavirus infection. It is not recommended that people wear masks when they are in public. Masks can be useful in some settings, such as a clinic waiting room, to prevent someone who has a respiratory illness from spreading it to others.              麻州公共衛生廳表示,辭世老人原本就住醫院,健康不好,屬於染患COVID-19的高危人群。

             迄今已有3.132麻州居民由麻州公共衛生廳和商業實驗室做了COVID-19病毒檢測,其中328人確診。今(20)日下午4點公佈的全州確診總數為413宗。
             麻州公共衛生廳表示,在麻州COVID-19疫情越來越嚴峻的情況下,有輕微症狀的人,就應該留在家中,如果更嚴重了,就應該找醫護人員,看看是不是應該親自到醫院。沒有症狀的人,應該謹記保持社交距離,如果有症狀了,就應馬上自我隔離。
             目前全美已有10,400COVID-19案例,死亡人數超過150。全美各地和麻州都在要求人們避免群聚,和人保持6英尺的社交距離,不要握手、擁抱,和朋友、家人打電話,或上網聊天,不要見面。

President Trump and the White House Coronavirus Task Force announced additional actions today as part of the ongoing, government-wide response to the global pandemic:
  • To help American families and businesses, the Treasury Department announced that Tax Day will be moved from April 15 to July 15. No interest or penalties will be charged for filing during this extended window, but any American expecting refunds or credits may claim now to get their money sooner.
     
  • To minimize impact on our nation’s students, the Department of Education is temporarily waiving all interest on federally held student loans. Secretary Betsy DeVos has also directed federal lenders to allow borrowers to suspend their student loan payments without penalty for at least the next 60 days.
