(Boston Orange)駐波士頓臺北經濟文化辦事處於105日晚7時在波士頓公園廣場酒店(Boston Park Plaza Hotel)舉行「慶祝中華民國建國105年國慶酒會」,由賴銘琪處長夫婦主持。紐英崙地區政要、駐波士頓領事團成員、僑界領袖、學人及留學生等共七百餘人出席,會場冠蓋雲集、賀客盈門,酒會儀式莊嚴隆重。

國慶酒會儀式在全體出席貴賓高聲合唱美國及中華民國國歌中揭開序幕,賴處長首先致詞時表示, 105年前,國父孫中山先生領導革命創建亞洲第一個民主共和國,今日中華民國在臺灣持續作為希望燈塔以及世界華人典範。此外,臺灣人民在今年選出史上第一位女總統,蔡英文總統將致力維繫臺灣民主、經濟發展以及與美國長久情誼。

                     賴處長續表示,臺灣是美國第9大貿易夥伴,而美國是臺灣第2大貿易夥伴。雙方2015年貿易額高達670億美元,等同為美國創造約3235百個就業機會。美國為臺灣最大貿易投資國,投資金額超過230億美元。

賴處長結語時感謝各界出席我國慶酒會,並祝中美兩國邦誼永固。

MASSACHUSETTS VETERANS AND SERVICEMEMBERS TO RECEIVE MORE THAN $300,000 IN CONSUMER RELIEF FROM NATIONAL RETAILER FOR DECEPTIVE PRACTICESCompany Allegedly Used Deceptive Tactics to Sell Servicemembers Overpriced Products at High Interest Rates and Used Abusive Collection Practices
BOSTON – Nearly 150 Massachusetts servicemembers and veterans will receive more than $300,000 in relief from a national retailer to resolve allegations that it used unfair and deceptive practices in the sale and financing of consumer goods, Attorney General Maura Healey announced today.
AG Healey’s Office, along with 49 other state attorneys general, reached a multistate settlement with USA Discounters, also doing business as USA Living and Fletcher’s Jewelers, that requires the company to provide more than $95 million in relief to current and former customers nationwide. USA Discounters closed its stores in the summer of 2015 and later declared bankruptcy.
“Our veterans and active duty servicemembers should not be deceived into taking out high cost loans for grossly overpriced household goods, only to be preyed upon by abusive debt collection practices,” said AG Healey. “For decades, this deceptive retailer reaped huge profits by targeting servicemembers and veterans using this unfair business model and these servicemembers deserve relief from their debts.”
The multistate group investigated USA Discounters advertising, loan origination, and collection practices that targeted servicemembers, veterans and their families. The company sold consumer products, including furniture, appliances, televisions, computers, smart phones, jewelry and other consumer goods principally on credit, often using the military allotment system to guarantee payment.
They typically marketed to members of the military and veterans, advertising that these groups would never be denied credit for goods purchased from the retailer. The states allege that USA Discounters engaged in unfair and deceptive acts and practices in their sale and financing of these goods.
In collecting on consumer debts, USA Discounters allegedly engaged in abusive collection practices, constantly contacting servicemembers’ chains-of-command and causing some servicemembers to lose security clearances and face demotions.
USA Discounters also filed lawsuits to collect on its loans and allegedly only filed them in a few Virginia jurisdictions, regardless of the servicemember’s location, deployment status, or residence. Servicemembers were often unable to travel to another state to defend themselves in court while stationed at a different state military base or overseas.
Under the terms of the settlement, USA Discounters has agreed to:
·         Write off all accounts with balances for customers whose last contract was dated June 1, 2012 or earlier;
·         Apply a $100 credit to all accounts dated after June 1, 2012;
·         Write off judgments not obtained in the correct state.
This will lead to approximately $315,000 in relief to the 144 affected Massachusetts servicemembers, veterans and other consumers.
This settlement was handled by Assistant Attorney General Lisa Dyen of AG Healey’s Consumer Protection Division and Legal Analyst Sarah Petrie.

"Note to Bill O'Reilly and Fox News:  Your recent segment mocking Asian American voters and using every conceivable stereotype was, at best, racist and, at worst, really racist.  I am not "patient" or "gentle" nor do I "bow" when I say hello or know "karate."  So let me gently say this: if you are not racist at heart, then you would apologize.  Immediately."

新英格蘭玉山科技協會年會談創新發揮影響力

(Boston Orange 周菊子麻州劍橋市報導)新英格蘭玉山科技協會101日在劍橋市微軟研發中心舉辦第25屆年會,邀得6名專家講者和70多名與會者,探討創新與創意-以影響力引領潮流(Creativity and InnovationLeading Change with Impact)

John ErbanJulia Brody"預防及全球的癌症負擔:個人化決定的環境工具(Prevention and the Global Cancer Burden: Environmental Tools for Personalized Decision Making)這主題下,分別闡述治療癌症的進展,以及他們認為的未來科技發展。
John Erban指出,美國每年約有60萬人死於癌症。他所專長的乳癌,每年約有25萬宗新個案,不下4萬人因此死亡,的確是社會中嚴重的健康問題。以中國大陸來說,估計2015年內約有2814000人死於癌症,平均每天都有7500人因癌症死去,新個案不下429萬宗,平均每天都有12,000人被診斷出患了癌症,其中在男性最常見的是肺癌,支氣管癌,胃癌,肝癌,以及食道癌。大約四分之三的癌症死亡病例,都是這五種癌症。在女性中最常見的則是乳癌,肺癌,支氣管癌,胃癌,結腸癌,以及食道癌。

John Erban強調,60%的因癌症死亡個案,其實只要避免慢性感染,戒菸,注意飲食,注意環境安全,是可以避免的。
Julia Brody的研究有美國國家科學基金會和國家衛生研究院(NIH)支持,結合科技的用手機應用程式,讓人查察自己每天暴露在那些有害的化學物質之下。
李柏勳的講題是點亮走向黑暗面之旅。他分享自己做臨床醫生,研究學術多年後,成為藥物開發首長級主管的創新之旅。

徐千田因為工作關係,過去幾年訪問過十幾個國家,研究醫療保險政策與制度,深深覺得美國有可改善處。他指出,患糖尿病者,美國現有約3000萬人,中國約有11400萬人,全球則是大約5億人。美國每年約有200萬宗新個案。所以糖尿病絕不是罕見病。
90年代,治療糖尿病的藥物,大概只有幾種,現在至少有12種,病人們多了很多選擇。但徐千田看到醫療品質不足,以及不同族裔染患糖尿病的比率差距拉大。他指出,美國醫護人力和病患人數比例失衡,也是一大問題。3000名專家得承擔起治療3000萬人的重擔。

 徐千田指出,採用生物感應器收集個人各種身體狀況資訊,結合科技與生物醫學的數位健康將是方向。該中心和麻省理工學院合作,正在研發追蹤,提醒病人攝入胰島素的儀器。
Peter Hirst博士談帶領轉型改變:人類的生存指南"。他建議一個組織要達到創新,改革目標,要從策略設計,政治權力,以及文化習慣等三個角度來檢視機構的營運,若忽視這三者的存在,恐怕無法在組織裡推動任何事。
Patricia Hurter博士以從意想不到的地方創新"為主題,分享造紙,醫藥等行業之間的相似性和差異。
玉山科協的這場年會,最後在聯合健康集團(United Health Group) Optum 部門策略與創新總監莫升元博士帶領的小組討論中結束。

Governor Baker Makes Two Judicial Nominations

BOSTON – Governor Charlie Baker has nominated Kathryn Phelan-Brown, an attorney from Lynn, to serve as an Associate Justice on the Massachusetts Juvenile Court, and First Assistant Attorney General Christopher K. Barry-Smith to serve as an Associate Justice on the Massachusetts Superior Court.

“Attorneys Phelan-Brown and Barry-Smith will bring exceptional legal acumen and sound judgment to their respective benches, and put decades of relevant experience to work for the citizens of the Commonwealth, if confirmed,” said Governor Charlie Baker. “Ms. Phelan-Brown has devoted her practice to the Juvenile Court, exhibiting the compassion and commitment needed to represent children and families in some of the most heart wrenching cases in the Commonwealth. Mr. Barry-Smith has served three Attorneys General with distinction, in a number of positions of increasing responsibility within the AG’s office and I am pleased to recommend both to the Governor's Council for their consideration."

“I look forward to the Council’s review of these two distinguished attorneys,” said Lieutenant Governor Karyn Polito. “I believe both possess the qualities and the experience to excel on their respective courts and I am confident that they will treat those that appear before them fairly and wisely.”

Applicants for judicial openings are reviewed by the statewide Judicial Nominating Commission and recommended to the Governor. All judicial nominations are subject to the advice and consent of the Governor’s Council.

The Juvenile Court Department is a statewide court with jurisdiction over civil and criminal matters including delinquencies, youthful offender cases, care and protections and children requiring assistance cases. The Superior Court is comprised of 82 justices in 20 courthouses across all 14 counties and is a statewide court of general jurisdictions that handles a broad variety of civil litigation in matters of contract, injury, civil rights, and others with amounts in controversy exceeding $25,000. In addition, the Court oversees criminal matters including homicide, sex offenses, robbery, and financial fraud. Approximately 65% of the cases are civil lawsuits and the remaining 35% are criminal proceedings. About Kathryn Phelan-Brown

Attorney Kathryn Phelan-Brown is a lifelong resident of Lynn and a 1990 graduate of Saint Michael’s College with a B.A. in English.  She obtained her Juris Doctor in 1994 from the New England School of Law.  Attorney Phelan-Brown’s entire career has focused on juvenile and family law.  In 1995, she became certified as a Committee for Public Counsel Services, Children and Family Law Trial Counsel – Private Counsel Division and has accepted appointments as counsel for indigent clients involved on care and protection and CRA matters.  In addition to representing low-income/indigent clients, Phelan-Brown has served as a Guardian ad Litem and Court Investigator in the Juvenile Courts. In 2015, Phelan-Brown was recognized by the North Shore Women’s Lawyers Association as the North Shore Lawyer of the Year, recognizing both her excellent legal work and her community contributions. She is member of the Massachusetts Council on Family Mediation, and serves on the City of Lynn’s Zoning Board of Appeals.

About Christopher K. Barry-Smith

Attorney Christopher K. Barry-Smith, who has found success in both private practice and public service with the Massachusetts Attorney General’s Office, graduated cum laude from Harvard College in 1988 and in 1993 from William and Mary Law School.  After a clerkship in U.S. District Court in Hartford, Barry-Smith practiced commercial litigation at Hanify & King in Boston until he joined the Attorney General's Consumer Protection Division in 1997.  Barry-Smith returned to private practice in 1999 at Bromberg & Sunstein where he focused on intellectual property litigation, and rejoined the Attorney General’s Office in 2002.  As Consumer Protection Division Chief, Barry-Smith focused on predatory lending enforcement.  While later leading the AG's Public Protection and Advocacy Bureau, Barry-Smith directed public interest litigation in antitrust, civil rights, consumer protection, environmental, health care and insurance and financial services.  Since January 2015, Barry-Smith has served as First Assistant AG for Attorney General Maura Healey. Barry-Smith is a resident of Arlington.
