新聯盟推動公民投票防止奧運花稅款

波士頓辦奧運,反對,質疑聲浪一直未減。麻州第三黨黨主席費確克(Evan Falchuk)和“投票給一號(Yes on 1)”日前宣佈合作,將攜手推動通過選票問題,制止稅款花在奧運上。
目前在愛默生學院執教的費確克,去年參選麻州州長未果,但得票數超過政府規定,得以成立聯合獨立黨(United Independent City)。上週,他和曾經成功推翻汽油稅自動加價的“投票給一號(Yes on 1)”這非牟利組織合作,揚言要爭取到約69,000足夠數額選民簽名,讓“制止稅款花在奧運上”這問題,放到大選選票上,由民眾投票公決。
“投票給一號(Yes on 1)”的共同主席,麻州眾議員 Geoff Diehl,副主席Martin A. Lamb等人,日前和費確克一起在州政府大樓前發表聲明,指出他們已設立網站TankTaxesforOlympics.com,還有麻州眾議員Steve Aylward,Marty Lamb 等人的支持。
Geoff Diehl表示,他們代表麻州內辛勤工作的納稅人,所以去年推動廢除汽油稅自動加價,但要保護納稅人的錢,還得制止把稅款花在不必要的事情上。他們將動用強大的草根力量,來讓波士頓2024知道,大家把稅款看得很緊,並監督波士頓2024實現承諾,不能動用稅款。

AG Healey, Rhode Island Attorney General and Energy Advocates Send Letter to ISO-New England and New England Transmission Owners Arguing for a Public Process For Proposed Rate Increases
            BOSTON – Continuing her promise to be the 21st Century Ratepayer Advocate for Massachusetts, Attorney General Maura Healey is leading an effort for increased transparency in setting energy transmission rates.
AG Healey today along with Rhode Island Attorney General Peter Kilmartin and consumer and energy advocates from several other New England states sent a letter to ISO-New England and  New England electric transmission owners urging the companies to develop a transparent process that allows all stakeholders the opportunity to review, question and challenge proposed transmission rates.
“A revised protocol should also allow parties a meaningful opportunity to question the transmission owners and ISO New England regarding the proposed formula rates and provide a well-defined process to challenge implementation of proposed [Regional Network Service] and [Local Network Service] rates,” said AG Healey in the letter.
AG Healey said in the letter that transmission owners should also provide the calculations used to develop their proposed rates to state regulatory commissions, attorneys general and consumer advocacy agencies. The AG also asked that electric transmission owners make available all inputs to transmission rate formula calculations and that they make an affirmative showing that such costs are properly included. 
ISO-New England is an independent, non-profit Regional Transmission Organization serving Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont.
New England customers pay nearly $2 billion per year through the Regional Network Service rate alone, with Massachusetts customers paying approximately 46 percent.
Last week, the AG’s Office presented evidence before a Federal Energy Regulatory Commission (FERC) Administrative Law judge arguing that Eversource Energy, National Grid and their investors are earning too much in profits from power transmission lines and that they are making their excess returns on the backs of ratepayers. 
Healey’s letter was joined by representatives from Kilmartin’s office, PowerOptions, the State of New Hampshire Consumer Advocate, Freedom Energy Logistics, Connecticut Consumer Counsel, the State of Maine Public Advocate Office, the Vermont Department of Public Service and the Industrial Energy Consumer Group.
AG Healey’s office is ramping up efforts to ensure that any transmission rates are fair, reasonable and transparent. Energy customers pay for a return on investment, depreciation, operation and maintenance of high voltage transmission lines that move electricity over state lines. Electric transmission can play a big factor in a customer’s bill.

Announces Second Round of Informational Sessions and Webinars to Help Businesses Comply with New Law That Gives One Million More Employees Access to Paid Sick Leave

 BOSTON — Joined by some of the more than one million workers who will now receive paid sick leave, Attorney General Maura Healey celebrated the new Earned Sick Time law that officially takes effect tomorrow at an event held in front of the Irish Famine Memorial in Downtown Crossing. AG Healey also announced a second round of informational sessions and webinars to help businesses comply with the new law.
“This new law means that one million workers in Massachusetts will no longer be forced to make the difficult choice of working or taking care of a sick family member,” AG Healey said. “I’m proud of Massachusetts’ leadership on this issue, and I’m proud of our office’s role in helping to implement this new law. Our work, however, is not done and we’re holding another round of information sessions to make sure that all businesses have the support they need to successfully implement the law.”
Web-based information sessions have been scheduled for July 7 at 10 a.m., July 14 at 2 p.m., July 16 at 10 a.m., July 21 at 2 p.m. and July 23 at 10 a.m.. RSVP information will be posted on  www.mass.gov/ago/earnedsicktime.
The regulations were finalized after the AG’s Office solicited extensive input in an unprecedented process that included seven public hearings and four listening sessions across the state. More than 1,100 people attended the meetings and the AG’s Office received over 75 formal comments and responded to hundreds of emails questions regarding the new law.
The office’s final regulations include clarifications and adjustments to provisions regarding the accrual, use and payment of Earned Sick Time, employer size, notice requirements, and rules for requiring medical documentation. The final regulations also include clarifications on when employees can make up time instead of using it and how employers with existing leave policies can keep their own plans while complying with the law.
Even before the final regulations were filed, AG Healey announced a Safe Harbor provision, which grants employers who already offer paid time off policies to their employees until January 1, 2016 to come into full compliance with the new law.
The Fair Labor Division and Community Engagement Division of the AG’s Office will be responsible for the second round of information sessions, many of which will be coordinated with local chambers of commerce. A more detailed list of the upcoming outreach events will be made available in the coming days and posted on the AG’s website.
Nearly, one in three workers in Massachusetts do not currently have access to sick leave or any paid time off, the vast majority of whom work in low-wage jobs. More than half of service industry workers do not have access to a single sick day.
Massachusetts will be joining California and Connecticut as the only states with an earned sick time law.
Earned sick time can be used for routine or emergency medical visits and travel time, to care for an ill family member or to address issues of domestic violence.

八仙樂園粉塵爆炸事件,僑委會關切協助僑生家屬來臺
    有關八仙樂園發生粉塵爆炸案,來臺就讀僑生受傷及本會處理情形說明如下:
    本次事件計有來自香港地區就讀元智大學莫同學、臺北醫學大學馬來西亞僑生林同學分別受到粉塵爆燒傷,本會即依僑生緊急事件通報處理機制,由專責人員與該學生在臺家屬及校方人員、留臺校友會工作人員等洽繫,前往醫院瞭解受傷學生情況及探視在臺家屬瞭解需求,為協助受傷學生父母儘快來臺探視,本會即指示駐馬來西亞代表處僑務人員及透過行政院大陸委員會洽繫駐香港臺北經濟文化辦事處協助家屬來臺簽證等相關事宜,目前莫同學家屬已抵臺,林同學家屬機票訂位中。
    另來自馬來西亞就讀於萬能科技大學之華裔外籍生黃同學在此次粉塵爆炸案亦受傷住院,本會除透過該校校方人員表示關心,並與教育部洽繫,冀能關心學生後續治療及家屬來臺探視相關安排。
    海外僑界亦表達關心及協助之意,包括具國外醫師執照之僑胞提供專業及緊急協調海外醫療物資支援意願,本會均即時轉達給衛福部參考。

    本次意外事件,對於受傷者身心受創,本會陳委員長至表關切,除親與海外家屬聯絡慰問,並責成本會僑生處同仁持續與受傷僑生相關家屬、校方保持聯繫,給予同學受傷後續治療之關懷與必要協助。

BOSTON - Monday, June 29, 2015 - Mayor Martin J. Walsh today announced that WBZ-TV's Lisa Hughes will be this year's orator for the Independence Day Celebration, which will take place at 10:00AM on July 4 at Faneuil Hall.

"Each year we select a speaker who embodies America's spirit of freedom and who celebrates equality and justice for all people," said Mayor Walsh. "Given her extraordinary career and the leadership she has shown for our Commonwealth, we are happy to welcome Lisa as this year's orator."

Hughes will join a distinguished and diverse list of orators for the ceremony, which dates back to 1773. Past orators include: John Quincy Adams, John F. Kennedy, Horace Mann, Keith Lockhart and Julia Child. For a complete list of orators, please see attached document.

"I am beyond thrilled and honored to have been selected as this year's speaker," said Hughes. "I am proud to be among those who have orated this historic occasion and celebration before me."

Hughes joined WBZ in June 2000. In 2014, Hughes received both a Columbia DuPont Award as well as a 2013 George Foster Peabody Award as part of WBZ-TV's team coverage of the Boston Marathon Bombings. In 2008 Lisa received an Emmy Award for On-Camera Talent Reporter. In 2007, Lisa won a regional Edward R. Murrow Award for her at-home interviews with the candidates running for governor. Lisa was an Emmy Award nominee in 2000 for News Anchoring and received an Emmy Award for Hard News Story in 1996.

9:30AM - The procession halts at the Old Granary Burial Ground where Sam Adams, John Hancock, Peter Faneuil and Robert Treat Paine are honored, and then continues to Bromfield Street to Washington Street to the Old State House.
9:40AM - The Declaration of Independence is read by Captain Commanding Domenic Previte of the Ancient and Honorable Artillery Company at the Old State House balcony, from which the Declaration of Independence was first read to Bostonians in 1776, by a member of the Ancients.
10:00AM- Procession reforms from Congress Street to North Street and ends at Faneuil Hall.
10:15AM - Patriotic Exercises being at Faneuil Hall, including remarks from Mayor Walsh, oration by WBZ-TV's Lisa Hughes and Patriotic Musical Selections.

BOSTON – Today, Governor Charlie Baker and Lt. Governor Karyn Polito released the following statements in remembrance of State Senator Thomas P. Kennedy, who passed away Sunday evening:

“I’m very saddened to learn of the loss of Senator Thomas Kennedy who I have had the pleasure of knowing and working with for many years. Tom’s perseverance in overcoming his disabilities served as an inspiration for all those who knew him and for many more who are also working to surmount their own challenges in life,” said Governor Baker. “The people of Massachusetts are better off thanks to his faithful and admirable service to his community and constituents over the last 30 years. My thoughts and prayers are with his family, friends and colleagues during this difficult time.”

“I had the honor of serving with Senator Kennedy in the legislature and observed first hand his dedication to the people he served. He was a true public servant who displayed passion and professionalism in his work,” said Lt. Governor Polito.

In honor of Senator Kennedy, Governor Baker has ordered that the United States and Commonwealth flags be lowered at all state buildings beginning at sunrise on Monday, May 29, 2015 and continuing until the day of interment.

FALMOUTH – June 29, 2015 –Energy and Environmental Affairs (EEA) Secretary Matthew Beaton today announced $500,000 in grant funds to help the Oyster Pond Environmental Trust (OPET) purchase and permanently protect critical habitat land in Falmouth. 

“By facilitating the preservation of vital land and waterways, this public-private partnership demonstrates our strong commitment to conserving Cape Cod’s natural habitat and improving water quality,” said Governor Charlie Baker.

“I am proud we were able to assist the Oyster Pond Environmental Trust and their partners make this important purchase,” said EEA Secretary Matthew Beaton. “This grant underscores the Baker-Polito Administration’s commitment to protecting the Commonwealth’s natural resources and improving access to open spaces for all Massachusetts residents.”

This EEA grant of $500,000, funded through the Landscape Partnership Grant Program, will help OPET leverage non-profit, foundation, private, and municipal funding to purchase five properties, totaling 22 acres, from the Woods Hole Oceanographic Institution for $2 million. The Town of Falmouth will hold the Conservation Restriction, which will permanently protect the land from development.

While water quality in Oyster Pond has suffered due to the impact of excessive amounts of nitrogen pollution, this purchase of land will protect important habitats, preserve the water quality of Oyster Pond and provide outdoor recreation. The Headwaters of Oyster Pond contain critical wetlands, estuary shoreline, two vernal pools and coastal woodlands.

OPET plans to expand the trail system to allow public access to more of the land. Additionally, OPET will partner with Spohr Gardens to expand education and outreach programs to include information about the importance of wetlands, vernal pools and coastal woodlands. 

The Conservation Restriction includes a provision for the land to be available to the scientific community and Falmouth schools for research projects approved by OPET and the Falmouth Conservation Commission.

Other donors to the purchase of this land include the Town of Falmouth Community Preservation Funds, The 300 Committee Falmouth's Land Trust, Salt Pond Bird Area Sanctuaries, Inc, the Compact of Cape Cod Conservation Trusts, the Orenda Wildlife Trust, several foundations, many private donors and volunteer and pro bono time.

“I am thrilled that the Commonwealth was able to assist the Oyster Pond Environmental Trust in protecting and preserving these valuable lands,” said State Senator Vinny deMacedo. “This partnership of public funds and private donors will protect this vital ecosystem and allow the hundreds of species that call this land home to thrive. Thanks to this work, this precious natural resource will be enjoyed by many future generations.”

“I want to thank OPET for taking the leadership role in making this purchase possible and for Secretary Beaton and his staff's active participation in making this project a model of how public and private agencies can leverage limited resources for great results,” said State Representative David Vieira. “I'm proud to have played a role in bringing together my colleagues in the legislature for the Environmental Bond authorization for this purchase and for the commitment by the Baker-Polito Administration to fund the project in Fiscal Year 2015.  Congratulations to all the parties involved.”

“I would like to thank the Oyster Pond Environmental Trust, in particular Wendi Buesseler, for having the passion and commitment to help make this joint venture become a reality,” said State Representative Tim Madden. “What a great collaboration between the state, the town of Falmouth, and the many individuals who contributed to preserving such a beautiful and important piece of land.”

“OPET is extremely pleased to received these funds that allow us to link together our existing land holdings with Spohr Gardens and create 34 acres of contiguous, diverse open space and preserve it for all of Falmouth to enjoy,” said Wendi Buesseler , OPET Executive Director. “The headwaters property provides important habitat for a vast array of wildlife, and preserving the Pond’s water quality will protect the third largest herring run in Falmouth as well as the imperiled American eels.”

Opening Ceremony to Take Place in Historic Faneuil Hall Marketplace
BOSTON - Monday, June 29, 2015 - Mayor Martin J. Walsh today announced the City of Boston will kick-off the 34th annual Boston Harborfest at Faneuil Hall Marketplace on Wednesday, July 1 at 12:00PM.

"Each year, Harborfest brings thousands of residents and visitors to downtown Boston to celebrate the birth of our nation, right where it happened," said Mayor Walsh. "I would like to thank all of our partners for another great year of fantastic events."

Boston Harborfest is a five-day festival with over 200 activities celebrating American Independence and honoring the city's colonial roots. City officials will be joined by Captain Claudia Gelzer, Sector Commander, United States Coast Guard Sector Boston; Commander Sean Kearns, Captain, USS Constitution; Pat Moscaritolo, President and Chief Executive Officer, Greater Boston Convention & Visitors Bureau;Richard Doucette, Executive Director of the Massachusetts Office of Travel & Tourism; and Carol Troxell, President of Faneuil Hall Marketplace Merchants Association during the celebration to kick-off the festival.

Residents, visitors and businesses are invited to participate in the patriotic opening ceremony, which will feature the United States Navy Band Northeast's "Rhode Island Sound" vocalist Musician Second Class Laura Carey, who will lead the crowd in singing the National Anthem, and the ceremonial cutting of the Harborfest cake. Captain Gelzer and Commander Kearns and special guests will use a cutglass(sword) to cut the cake, provided by Faneuil Hall Marketplace and created by Montillio's Baking Company. National Park Service Park Rangers and Freedom Trail® Players, dressed in 18th-century costume, will be on hand to offer historical information about Faneuil Hall and other sites along the Freedom Trail.

Held from July 1 - 5, Harborfest celebrates the colonial and maritime heritage of America's independence in Boston. Over the years, Harborfest has grown from a local event to a national celebration. In 1982 there were 35 activities over the course of three days. Now in its 34th year, Harborfest is considered to be the largest patriotic celebration in the nation.

波士頓麻大亞美研究用數位說故事 三地連線傳播震撼力

麻州大學波士頓分校日前舉辦“亞美研究中的數位說故事”全國峰會, 讓麻州波士頓,以及加州的洛杉磯,及聖塔克拉拉(Santa Clara)三地,同步分享20段學生製作的視頻,感受數位說故事所發揮的更大震撼力。
            這場“亞美研究數位說故事(digital storytelling)”峰會是美國教育部資助,來自波士頓,洛杉磯及聖塔克拉拉三地,為亞美,土著,太平洋島民服務機構,包括麻州大學波士頓分校,聖塔克拉拉的任務學院(Mission college),洛杉磯的聖安東尼山(Mt. San Antonio)學院,長達一年的跨地域合作成果。
            麻州大學波士頓分校教授鄧雪齡指出,早從2005年開始,該校編號AsAmSt370的亞美媒體素養(media literacy)課的學生們,每年春季都會製作一輯短片,敘述他們各自的亞美移民故事。和西岸加州的大學合作,讓人更加體會到做為亞裔,身為移民的故事,在各地不斷上演,柬埔寨,華人,菲律賓,韓國,越南,東加或多元混血的後代,各有不同的經歷。
在“峰會”中分享的視頻故事,麻大波士頓分校選映了五段,包括2009年來美的柬埔寨學生,已在麻州議會工作的柬埔寨後裔,在亞美學生成功項目中當讀寫輔導員的韓裔,在美國出生的越南華僑後代,以及因為家庭因素,在全家移民後,其他家人又返回原居地,只有她獨自留下的台灣移民等。
其中許多故事,經過視頻剪接,濃縮,配合第一人稱,或平鋪直敘,詼諧幽默,或諷刺謔笑,沈重哀傷,全讓人有如跟著敘述者走過一遍他們自己或親人所經歷的動盪人生,不時心情激動難抑。
 “峰會”中的接待會,請NBC波士頓台(WHDH-TV)的宣傳聯絡員Hanah N. Fadrignalan做主持人,邀來七名波士頓亞美電影節短波(Short Wave)競賽的歷屆得獎者或決賽入圍者出席討論。
