麻州州長Healey誓言保護州民取得墮胎藥的權利

           (Boston Orange編譯) 在聯邦法院就Hippocratic醫學聯盟訴美國食品和藥物管理局 (FDA)一案作出裁決，中止FDA 對流產藥物米非司酮 (mifepristone)的批准後，麻州州長 奚莉 (Maura T. Healey) 承諾立即採取行動，以保護麻州居民獲得醫療服務的機會。

奚莉州長將於4月10日 (週一) 下午和州府官員及倡議者一起舉行新聞發布會，概述麻州政府的計劃。

“藥物流產是安全、有效、合法的。人們已安全使用米非司酮 20 多年，那已成了金標準。 這是極端分子在全國範圍內禁止墮胎的又一次嘗試。 但我們已準備好立即採取行動，以保護獲得這種重要藥物的機會，”奚莉州長說。 “麻州的患者將繼續拿得到米非司酮。 我們支持公民權利和自由，我們將始終保護獲得生育醫療護理的機會。”

BOSTON – Following a federal court ruling in the case of Alliance for Hippocratic Medicine v. U.S. Food & Drug Administration that stayed FDA approval of the medication abortion drug mifepristone, Governor Maura T. Healey is pledging to take immediate action to protect access to care in Massachusetts. The Governor will hold a press conference with advocates and officials on Monday afternoon to outline her administration’s plan.  

“Medication abortion is safe, effective and legal. Mifepristone has been used safely for more than 20 years and is the gold standard. This is yet another attempt by extremists to ban abortion nationwide. But we are prepared to take immediate action to protect access to this important medication,” said Governor Healey. “Patients in Massachusetts will continue to have access to mifepristone. We stand for civil rights and freedom, and we will always protect access to reproductive health care.”

             (Boston Orange 周菊子波士頓報導) 波士頓華埠居民會 (CRA) 4月5日晚討論華埠一帶停車更難狀況。市府交通局成員表示，將向上司匯報，馬津尼路暫時改為24小時可供居民停車等建議，盼市議會議長愛德華費林協助，問題可更快解決。

波士頓華埠居民會4月份月會有40多人參加。

              華埠居民會這次的4月份會議，共約40多人參加，其中一半以上在網上，華埠居民會主席黃國威，華人前進會組織員鄺寶蓮等，有將近10人在華人前進會的會議室實體參加。波士頓市議會議長Ed Flynn辦公室的盧善柔協助翻譯。

              這次的月會議程主要有2項，一為中華公所主席向居民匯報大同村停車場改建成85個住宅單位的施工進展，一為居民申訴停車難，促請相關單位拿出解決辦法。

              紐英崙中華公所主席雷國輝當晚率同edefant等3名工程公司出席，說明大同村南停車場蓋住宅大樓，建85個可負擔住宅的工程已啟動，預定20個月可竣工。預定5月15日至10月，將動用起重機運送建材，由於乞臣街街道狹窄，政府已批准工程單位可佔用人行道，造成不方便，希望居民們諒解。

              一位馬姓居民非常不高興的表示，大同村附近之前有告示牌，寫明晚上還是可停車，但後來又變成24小時都不能停。他曾在路上繞了一個多小時都找不到停車位，又急又氣。他還忍不住說，造成這情況的人有沒良心。

              另一位華埠居民Rebecca Aviles也申訴自己經常得到郊區照顧眼瞎了的母親，但是怕回家找不到停車位，每次都不得不縮短時間。她懇請相關單位拿出解決辦法。

              華人前進會組織員鄺寶蓮指出，波士頓華埠一帶，現在有許多項工程進行中，除了大同村南停車場之外，還有昆士高中新校舍，泰勒街78號工程，以及未來將動工的R1地段等。為設法解決居民面對的停車難問題，他們特地邀請波士頓交通局的William Moose出席。

              司徒玉貞等出席居民也在會中紛紛發言，提出意見，包括敦請波士頓市府考慮把馬津尼路 (Marginal Road)街上，位於公路村對面，白天計錶，晚上供居民停的計錶停車位，改成可供居民24小時停洎，又或者由市府和附近的停車場達成協議，以每月一、二百元的折扣價，提供給居民，又或者是把高速公路高架橋下的許多空位劃為居民停車位。

              居民Maggie Chen表示，居民要的不是抱歉，是解決方案。

              William Moose表示停車問題不是他的業務範圍，但居民們更改街道規則的提議，他可回報給上司，相信波士頓市議會加入協商，可加快得到結果的時間。一般而言，提出方案需時約幾個星期，有了行動決議後，也還得有時間來安排人手安置新規定標示。他強調BTD人手有限，做這些事需要時間。他答應下次回報。

             當晚有許多位居民激動表達，找不到停車位對他們的心情、生活，造成很大影響。

點，到皮革區公園參加活動，欣賞她以縫紉機為設計出發點，反映華人民工歷史生活經歷的裝置藝術作品，分享各人看法；華人前進會組織員鄺寶蓮則提醒出席者，4月19日下午12點半，在UA Local 102水管、瓦斯裝配工人工會位於多徹斯特會址 (1240 Massachusetts Ave., Boston, MA 02125) 為網約車司機舉辦座談會。鄺寶蓮還表示，下次會議將向居民匯報進展。

波士頓市議員Kenzie Bok 五月將接掌波士頓房屋管理局 (BHA)

波士頓市長吳弭在推特上發文，介紹

             (Boston Orange 周菊子綜合編譯) 波士頓市長吳弭 (Michelle Wu) 5日宣佈，第8區市議員白凱欣(Kenzie Bok)將於5月接任波士頓房屋管理局                    （BHA）行政長，負責為6萬2千多波士頓居民提供可負擔住宅。 一旦上任，現年33歲的白凱欣將是歷來最年輕的一位BHA行政長。儘管波士頓市今年將改選市議員，並於9月初選， 11月大選，白凱欣的市議員席位5月出缺後，波士頓市依法需辦理補選。 

            白凱欣畢業於哈佛大學，獲有哈佛大學碩士學位，其後再以Marshall學者身份赴英國劍橋大學深造，並取得歷史博士學位。在2019年當選為波士頓市第8區市議員之前，的白凱欣曾任BHA高級政策及計畫顧問，曾推動聯邦政府第8類房屋券依郵遞區號調整補助金額做法，讓住戶在選擇居住地點時更有彈性。2016年時，她還推動了社區保存法 (CPA)，給波士頓市的可負擔住宅帶來數千萬元資金。 

            BHA現任行政長Kate Bennett於1998年加入BHA，2020年升任行政長。她將於7月才正式卸任，以順利交接。

           在波士頓環球報3月初的一份採訪報導中，Kate Bennett坦言卸任後，她並不會退休，但還不確定她的下一步要做什麼。 

         根據波士頓房屋管理局網站，這是一個公家機關，為中低收入個人及家庭提供有補助的住宅，以及租金補助等服務。目前擁有或監管大約12,623戶出租單位，並在公屋項目下安置了2萬5千人。BHA擁有63棟住宅大樓，其中36棟指定為老人屋或殘障人士住宅，27棟為家庭住宅。在27棟家庭住宅大樓中，有3棟內有老人或殘障人士單位，另有一棟老人屋中有指定的家庭住宅單位。 在房屋之外，BHA管理大約11,469張租金援助券，或稱以租戶為基礎的第八類房屋券。州政府的類似項目，為另外的700戶人家提供了補助。在這些項目下，BHA大約協助了2萬9千人。另外BHA也為大約2100戶人家提供以住宅大樓為基礎的第八類房屋券，以及適度康復項目。 

          由於排在BHA公屋等候名單上的人數，超過3萬7千人，而BHA所擁有的樓宇，多半已年久失修，吳弭上任波士頓市長一職後，去年才承諾撥款5000萬元來修補位於牙買加平原，建於1941年，有3棟大樓，共840戶的Mildred C. Hailey公寓，然後吳弭又正在推動清潔能源方案，Kate Bennett估計至少要花15億元，才能改變這些公屋的冷暖氣、電力等能源來源。這些都是下任房屋局行政長將面對的挑戰。 白凱欣指聯邦政府有一項名為Faircloth Limit的「一英畝規則」，在這法則下，波士頓是有權資助比現有數量再多2500戶以上的住宅，意味著，波士頓市建造這些住宅的話，聯邦政府就有義務補助。她認為這是可以增加波士頓市可負擔住宅的途徑之一。

Governor Healey to Sign Executive Order Creating the Governor’s Council on Latino Empowerment 

 BOSTON – Tomorrow, Governor Maura T. Healey will sign an Executive Order establishing the Governor’s Council on Latino Empowerment and will appoint more than 40 Latino leaders from across the state. This council will advise Governor Healey and Lieutenant Governor Kim Driscoll on strategies to expand economic opportunities for and improve the overall wellbeing of Massachusetts’ Latino community. The Governor will sign the Executive Order and appoint the members at the first meeting of the Council on Wednesday, April 5^th, 2023.  

“Our Latino community makes Massachusetts strong. With the collective vision and drive of this incredible group of Latino leaders, we will grow even stronger,” said Governor Healey. “Together, we can break down systemic barriers and expand access opportunity by prioritizing education, job training, entrepreneurship and affordability.” 

“As Mayor of Salem, I was proud to work with many of our Latino residents to grow our economy and strengthen our public schools,” said Lieutenant Governor Driscoll. “I’m proud to continue these partnerships and expand our impact to every region of the state.”

波士頓哲五放映「二七部隊」紀錄片 帶出二二八被遺忘篇章

              (Boston Orange周菊子劍橋市報導)發生在1947年的二二八事件，儘管已經過去76年，人們仍然有不同解讀。「波士頓哲學非星期五」４月１日下午，在劍橋市民主中心放映紀錄片「武裝台中、二七部隊1947」，邀有心人一起回顧一段被遺忘的抵抗故事

              二二八事件，一般的說法是1947年2月27日，在台北市天馬茶房的緝私菸事件，造成民眾一死一傷，導致台中一批年輕人集結成「二七部隊」，接管全台中，抵抗陳儀政府，並堅持不懈，成為台灣當時持續最久的反抗勢力，也使得台中市成為台灣內極少數民眾未遭屠殺的地區。

              「武裝台中、二七部隊1947」這部紀錄片，藉由訪談歷史學者，二二八研究者李喬鼓勵倖存的二七部隊隊長鍾逸人，把這段歷史寫成「一九四七埋冤」，上下兩冊書，拉開序幕，另外訪談了倖存的警備隊長黃金島，青年軍蔡伯壎，台中農學校學生對陳明忠，以影片重述這一段台中民眾武裝抵抗國民政府的歷史。

              有意思的是，當年曾服刑17年的鍾逸人和坐牢24年，逃亡6年的黃金島這2人，在紀錄片拍攝時，已分別96歲，91歲，當年出獄後都致力追求民主，卻對二七部隊的關鍵歷史，一直有非常對立的看法，以至於２人長年互不理睬。

             紀錄片提及，和鍾逸人等人一起成立二七部隊的謝雪紅，不只是女生，還具有共產黨黨員身份，在二七部隊彈盡援絕後，接獲中國共黨密令，離開埔里，前往中國，留下極少數青年駐守烏牛欄吊橋。影片稱謝雪紅在中國堅持台灣應由台人自治的理念，文革時被批鬥為大右派，「地方主義」，抑鬱而終。

              這天的放映會由「波士頓哲學星期五」現任負責人魏禹嫺主持，波士頓台灣人公共事務會協辦，前會長鍾佳君、現任會長黃婷雅都在場。採訪了黃金島的自由記者及作家Anna Beth Keim應邀出席和與會者座談。

出席者包括波士頓僑教中心主任潘昭榮，一名英文比較流利的華人，一名曾到台灣參訪的中國大陸人等。一名台灣同鄉在會中直言，所謂民族是一種認同，而不完全關乎血緣，在他看來世界上沒有中華民族這樣一個族群。

              魏雨嫺表示，波士頓哲五和台灣人公共事務會麻州分會都是以促進台灣主體性，為加強台美關係努力的民間組織，不定期舉辦活動，歡迎關心台灣的人關注他們。
