(Boston Orange  周菊子麻州報導) 美國聯邦就業機會平等委員會(EEOC)副主席Jocelyn Samuels 523日到訪波士頓,經該會駐波士頓主任安豐貴,以及經文處處長孫儉元協助,在波士頓僑教中心與台僑團體晤談,傳達美國的勞工權益,鼓勵台僑遭遇不公要發聲。

Jocelyn Samuels在晤談會中非常仔細的解釋,該會 (U.S. Equal Employment Opportunity Commission,簡稱EEOC) 主要職責是執行聯邦法,舉凡求職者或企業員工因為種族,膚色,宗教,性別,所來自國家,年齡,殘疾,遺傳等因素,在工作場所受到歧視,該會都可受理投訴,並介入調查,並就確認的違法情況向法院提訟,讓違法者受到懲罰。 

無論是聘請,解雇,升遷,騷擾,培訓,薪資及福利相關的工作場所情況,聯邦政府都會保障勞工權益受到保護。Jocelyn Samuels還指出,因員工吹哨揭發錯漏,或投訴自身遭遇而施以報復,也是違法行為,即使是無身份者,也可向該會申報,受到保護。該會不會,也依法不得向移民局舉辦無身份的投訴者。

安豐貴指出,亞裔礙於文化傳統,大都有著大事化小,小事化無心態,有時候又礙於語言障礙,因此在遭遇言詞,甚至肢體方面霸凌,能躲就躲,以致於給人好欺負的印象。最近這3年多來,既因新冠病毒疫情,也因中美台關係的微妙變化,這次特地趁著副主席出訪,安排和台灣僑團的晤談會,希望台灣僑胞也能清楚美國法令對勞工權益的保障,遭遇狀況知道可以洽詢該會。

中華頤養院年會「引領向前」 政要雲集

            (Boston Orange) 中華頤養院 (South Cove Manor) 以 「引領向前 (Leading the Way) 」為主題,523日晚在昆士市龍鳳酒樓舉辦年會,並邀得麻州經濟發展廳廳長郝伊平 (Yvonne Hao) 、麻州眾議會議長Ronald J. Mariano 做主講人,會上政要雲集。

             昆士市市長柯奇 (Tom Koch),昆士市議員梁秀婷 (Nina Liang),麻州老人事務廳廳長陳倩,麻州眾議員陳德基,美國退休少將陳紹章,哈佛大學費正清中心主任伍人英,邦克丘社區學院院長余慕潔 (Pam Eddinger)等許多嘉賓,這天紛紛應邀出席。

             中華頤養院新任董事長屈振生在開場歡迎詞中感謝各界從該院於1985年開辦起,就一路支持,稱許員工為真英雄 (true heroes),認真努力,為該院締造院民一度無人感染,迄今無人逝於新冠病毒的紀錄。該院還在執行長Bill Graves,院長陳力與同仁的同心協力中,締造業內流動率最低紀錄,該院董事們為此十分感恩。

             該院執行長Bill Grave則強調,該院秉持創院以來的4個原則,尊重所服務的人,以及其傳統、偏好;提供極佳的前沿護理及服務,投資在員工身上,服務社區,才得以堅持有成。

             昆士市長柯奇致詞時也說,還記得中華頤養院創辦人之一的陳秀英與團隊為遷址找他洽談時的情景,如今中華頤養院的經營成績,讓他和昆士市引以為傲。

             麻州眾議會議長Ronald J. Mariano指出,新冠病毒疫情爆發以後,護理業的人才荒就更加嚴重,州議會也都知道這情況,他們將竭力協助,為中華頤養院等醫療業提供資源。

             年會主講人,麻州經濟發展廳廳長郝伊平稱照顧長者是穩定社會經濟發展的重要一環,州政府非常重視。她自己的外祖母,當年就曾經住在頤養院,每次她去探望,都會陪著看醫生,幫忙翻譯,這親身體驗讓她既感嘆當年如果有中華頤養願這樣的地方可讓外祖母住,該多好,也深感護理業對老年人的重要。她強調州政府正在積極培養、引進人才。

             中華頤養院當晚還頒發George A Schlichte獎學金給Kevin Liaw,以及Ting/Mugar 傑出領袖獎給10名員工,以及員工服務獎給在該院服務年期屆5101530年的員工。服務滿30年的Mi Ha Li,以及Oi Lai Wan Li

             據悉,中華頤養院有意擴建,並積極遊說州政府恢復以多種語言辦理認證護士助理考試,以彌平業內人力缺口。

波士頓市府MOIA撥款71萬餘元 資助15家非牟利機構營運

              (Boston Orange 編譯) 波士頓市長吳弭 (Michelle Wu ) 和市府移民進步辦公室(MOIA) (24) 日宣佈,撥款711千元,資助15家非牟利組織,擴辦移民服務。

              15個機構各獲5千到9千元不等補助款,用於幫助移民了解自己的權益(Know Your Rights) ,協助填表,以及提供法律諮詢或作為其代表等。

              吳弭市長指出,移民系統很複雜,要獲得合格的法律援助,可能會困難且昂貴。

              在聯邦政府的2022會計年度中,移民法庭有13千多件宗案件,其中40%以上沒有法律代表。這些補助款是移民進步辦公室基於吳弭市長要確保波士頓市是每一個人的城市這理念撥發的,以確保法律援助不是只有那些負擔得起請律師的人才能得到的服務。MOIA還找創新辦法來擴大這些移民極為需要的服務。

              MOIA主導的計畫包括免費移民諮詢公民日,以及專門的案件門診 (Dedicated Docket clinics)”

              MOIA主任Monique Tú Nguyen表示,當人們得不到符合資格並有能力的法律服務時,就會淪為詐騙獵物。該辦公室藉由支持社區組織,以及鼓吹更好的移民政策,正在找社區中大型的系統化議題解決方案。

            15個獲得補助的機構為,

Agencia ALPHA:經費將用於擴大提供法律服務。

Boston Adult Technical Academy(波士頓成人技術學院):

                該組織藉由律師提供法律諮詢來幫助移民學生。

Brazilian Women’s Group(巴西女性團體):

              該組織將提供移民律師,在移民案件和新的駕照法方面提供指導,為其成員提供協助。

Brazilian Worker Center(巴西工人中心):

              補助款將擴大該組織現有的向新到巴西移民提供的移民協助。

Centro Presente (禮物中心)

            將增加提供法律諮詢門診的能力,並擴大和新到移民分享「知道你的權益」等材料。

Gilbert Albert Community CenterGilbert Albert 社區中心):

             經費將用於試驗性的提供專場法律服務。

Greater Boston Legal Services(大波士頓區法律服務):

             這筆補助款將為新到者提供短暫的法律服務。

Immigrant Family Services Institute(移民家庭服務機構):

            該組織將為最近抵達的海地移民提供移民法律服務。

International Institute of New England(新英格蘭國際機構):

              經費將容許尋求庇護者和難民申請永久居留權。

Mabel Center for Immigrant Justice(馬貝爾移民司法中心):

MAYOR WU AND IMMIGRANT ADVANCEMENT AWARD GRANTS TO EXPAND ACCESS TO IMMIGRATION SERVICES 

$711,000 awarded to 15 nonprofits to increase access to immigration legal services.

 

BOSTON - Wednesday, May 24, 2023 - Mayor Michelle Wu and the Mayor’s Office for Immigrant Advancement (MOIA) today announced that the City is awarding $711,000 in grants to 15 nonprofits to expand access to immigration services. The grants range from $5,000 to $90,000 for programs including Know Your Rights training, forms assistance, and legal consultation and representation.  

“The immigration system is complicated, and it can be difficult and expensive to get access to qualified legal help,” said Mayor Michelle Wu. “I’m grateful to these organizations for stepping up to provide these critical services to our residents.” 

Immigration legal services are expensive and there is often not enough capacity for organizations and lawyers to take new cases. In the 2022 federal fiscal year, there were more than 13,000 immigration court proceedings and over 40% did not have. Building on the Mayor’s commitment to ensure Boston is a city for everyone, these grants are part of several initiatives by the Mayor’s Office for Immigrant Advancement to make sure legal help is not limited to only residents who can afford it and to find innovative ways to expand much needed resources. Additional MOIA-led initiatives include Free Immigration ConsultationsCitizenship Day, and Dedicated Docket clinics.   

“When people don’t have access to qualified and competent legal services, they often fall prey to scams,” said Monique Tú Nguyen, Executive Director of the Mayor’s Office for Immigrant Advancement. “Through supporting community organizations and advocating for better immigration policies, we're finding solutions to major systematic issues in our communities.”  

Fifteen local organizations are selected to receive funding from the MOIA Expanding Access to Immigration Services Grant. They are: 

Agencia ALPHA: Funding will expand capacity to provide immigration legal services. 

Boston Adult Technical Academy: The organization will support immigrant students by providing legal consultations from an immigration attorney. 

Brazilian Women’s Group: The organization will support their members by providing an immigration attorney to give guidance in immigration cases and the new driver’s license law.  

Brazilian Worker Center: The grant will expand their current immigration support for recently arrived Brazilian immigrants. 

Centro Presente: The organization will increase their capacity to provide legal consultation clinics and share Know Your Rights material for recent arrivals. 

Gilbert Albert Community Center: Funding will pilot on-site events dedicated to legal services. 

Greater Boston Legal Services: The grant will provide brief legal services to recent arrivals. 

Immigrant Family Services Institute: The organization will provide immigration legal services to recently arrived Haitian immigrants. 

International Institute of New England: Funding will allow asylees and refugees to apply for permanent residency. 

Mabel Center for Immigrant Justice: The organization will take new cases for asylum seekers in Boston Immigration Court. 

Mutual Aid Eastie: Funding will be used to train community members to help residents get driver’s licenses starting in July 2023. 

Project Citizenship: The grant will help permanent residents apply for U.S. citizenship with a disability waiver. 

Soccer Without Borders: Funding will provide Know Your Rights sessions to participants. 

Somali Development Center: The organization will enroll staff in immigration law training for Department of Justice recognition and accreditation.  

Student Clinic for Immigrant Justice: The funds will be used to train students to support attorneys with asylum cases.


Avid電信公司不當發送機器人自動撥號電話 Campbell等51銘總檢察長提告

201812月至20231月期間,據稱Avid撥打或安排撥打了超過75億次電話給“全國的別撥打電話名單 ( National Do Not Call Registry)”上的電話號碼,違反了《電話消費者保護法》、《電話銷售規則》和其他聯邦和州的電話銷售和消費者法令。其中約有104593113通電話是打給麻州的電話號碼。

AG Campbell說,機器自動撥打 (Robocalls) 的這些電話不僅很煩人,還可能有害,因為消費者經常被誘騙透露他們的個人或財務信息,我很自豪能夠加入這個由跨黨派檢察長組成的聯盟,對Avid的參與撥打數十億非法機器撥打電話到麻省和全國行為,採取行動。

Avid201812月至20231月間撥打或嘗試撥打超過24. 5億通電話。其中超過90%的電話持續時間不到15秒,這表明它們很可能是機器撥打的電話。此外,Avid幫助製造了數億通使用偽造或無效的呼叫者身份號碼的電話,包括超過840萬多通假冒政府和執法機構以及私人公司的電話。

據稱Avid Telecom發送或傳送的許多電話,與社會保障局詐騙、醫療保險詐騙、汽車保修詐騙、亞馬遜詐騙、DirecTV詐騙、信用卡利率降低詐騙和就業詐騙等有關。

由美國電信領導,通知電信供應商有已知或疑似非法機器人從其網路撥打電話的企業追蹤組,向Avid電信公司發出過至少329份通知,告訴他們該公司在傳送這些電話。但Avid Telecom仍繼續進行這些活動。

Avid Telecom是一家網路電話 (VoIP) 服務提供商,出售數據、電話號碼、撥號軟件和/或專業知識,以幫助其客戶大規模的撥打由機器人撥打的電話。據稱它還作為中介商,幫助客戶在全國範圍內發送非法的機器人所撥打電話。

AG CAMPBELL SUES AVID TELECOM FOR ILLEGAL ROBOCALLS 

Company Transmitted Over 7.5 Billion Scam Calls to Phone Numbers on National Do Not Call Registry

BOSTON – Massachusetts Attorney General Andrea Joy Campbell, along with a bipartisan coalition of attorneys general, today sued Michael D. Lansky, LLC, which does business under the name Avid Telecom, its owner Michael Lansky, and its vice president Stacey S. Reeves.

Between December 2018 and January 2023, Avid allegedly initiated and facilitated more than 7.5 billion calls to telephone numbers on the National Do Not Call Registry, violating the Telephone Consumer Protection Act, the Telemarketing Sales Rule, and other federal and state telemarketing and consumer laws. Approximately 104,593,113 of those calls were to numbers in Massachusetts.

“Not only are robocalls annoying, but they can be harmful, as consumers are often tricked into revealing their personal or financial information,” said AG Campbell. “I am proud to join this bipartisan coalition of attorneys general to take action against Avid for its role in facilitating billions of unlawful robocalls in Massachusetts and across the country.” 

Avid sent or attempted to transmit more than 24.5 billion calls between December 2018 and January 2023. More than 90 percent of those calls lasted less than just 15 seconds, which indicates they were likely robocalls. Further, Avid helped make hundreds of millions of calls using spoofed or invalid caller ID numbers, including more than 8.4 million calls that appeared to be coming from government and law enforcement agencies, as well as private companies. 

Avid Telecom allegedly sent or transmitted calls related to Social Security Administration scams, Medicare scams, auto warranty scams, Amazon scams, DirecTV scams, credit card interest rate reduction scams, and employment scams. Examples of some of these scam calls are available to listen to here and here.

The US Telecom-led Industry Traceback Group, which notifies providers about known and suspected illegal robocalls sent across their networks, sent at least 329 notifications to Avid Telecom that it was transmitting these calls, but Avid Telecom continued to do so.

Avid Telecom is a Voice over Internet Protocol (VoIP) service provider that sells data, phone numbers, dialing software, and/or expertise to help its customers make mass robocalls. It also serves as an intermediate provider and allegedly facilitated or helped route illegal robocalls across the country.

Today’s legal action arises from the nationwide Anti-Robocall Multistate Litigation Task Force of 51 bipartisan attorneys general. The task force is investigating and taking legal action against those responsible for routing significant volumes of illegal robocall traffic into and across the United States. The Federal Trade Commission and the Social Security Administration’s Office of the Inspector General provided investigative assistance in this matter.

AG Campbell is joined in filing today’s complaint by the Attorneys General of Alabama, Arizona, Arkansas, California, Colorado, Connecticut, D.C., Delaware, Florida, Georgia, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin, and Wyoming.
