麻省理工學院2021年亞洲商務會議探討疫情後"新世界"

         (Boston Orange 周菊子麻州報導)麻省理工學院2021亞洲商務會議以新世界(A New World)”為主題,藉以呼應新型冠狀病毒大流行消退後,世界迥然一新,各行各業都需要做某種程度調適,人們生活更加數位化的未來現實。

這場會議從35日晚開場到6日中午結束,有2名主講嘉賓,美的集團資深副總裁胡自強(Zack Hu)Minor 國際集團執行長Dillip Rajakarler,以及分別以新興科技,消費者數位化,醫療健保,創業投資及創業,可持續性發展等為討論重點的5場座談,還有分3階段舉行的初創企業簡報。

美的集團於1968年由何亨健在廣東創立,從生產家電設備起家,歷經半世紀經營,如今營收超過人民幣2600億元,名列世界500強之一,有員工135000人,已是科技集團。

          美的集團技術長暨資深副總裁胡自強的講談簡述了美的集團發展過程,在追隨人們注重改善生活,關注健康的腳步中前進,商品製造產銷不斷推陳出新,從講究方便,節約能源,感官經驗到更加注意健康需求,甚至提升到把做家務變成富有樂趣經驗的層次,形成智慧家庭生態系統的過程。

胡自強指出,新冠病毒大流行加速了整個世界與企業界的數位化,機械化,自動化腳步,美的集團也在精準了解使用者趨勢,邀使用者參與的創新過程,獲得實時回饋中,做出正確產品選擇及精準行銷的決策。

他坦言,在未來的新世界中,會有新的挑戰與機遇,無論是購買貨物,或是數位支付,人們恐怕都得學會如何在網路上,數位化的做事,人們開始更關注健康,希望花更多時間和家人相處,所以企業都得更注重數位化與自動化。

CITY OF BOSTON COMPLETES $11 MILLION INVESTMENT IN ENERGY EFFICIENCY AND RENEWABLE ENERGY UPGRADES ACROSS 14 CITY BUILDINGS

        (Boston Orange 編譯)波士頓市長今(10)日宣佈,完成第一階段的「更新波士頓信託(Renew Boston Trust)」計畫,投資4500萬元,在14座市有大樓中使用可再生能源,藉以減少能源使用,節省金錢,減少造成氣候改變的溫室瓦斯排放。

        這些市有大樓包括圖書館,社區中心,警察局,消防局等。在波士頓警察局總部安裝的太陽能棚,估計第一年就可節省大約68萬元。

              這是波士頓持續以行動實踐2019年氣候行動計畫,要在2050年成為炭中和城市的實例

BOSTON - Wednesday, March 10, 2021 - Mayor Martin J. Walsh today announced the completion of the first phase of Renew Boston Trust, the City of Boston’s initiative to invest in energy efficiency and renewable energy measures for municipal buildings. The first phase of the $45 million investment spans 14 City-owned buildings, including libraries, community centers, police and fire stations, and helps reduce energy use, save money, and reduce city-emitted greenhouse gases that contribute to climate change. 

This work marks continued commitment by the City of Boston to lead by example and implement strategies outlined in the 2019 Climate Action Plan update to reduce greenhouse gas emissions and become carbon neutral by 2050. 

“Climate change is one of the biggest challenges of our lifetimes, and the City of Boston must lead by example in our commitment to building healthier, sustainable, and more equitable communities,” said Mayor Walsh. “The Renew Boston Trust is a smart, forward-thinking program for the City of Boston, and allows us to reduce the greenhouse gas emissions that pollute our neighborhoods and further climate change.”

The first phase includes dozens of completed energy-saving projects at 14 City-owned buildings throughout Boston, which are estimated to save approximately $680,000 in the first year alone. Investments include efficient lighting and water fixtures, HVAC equipment replacements, building management systems to improve operations, and installation of solar panels. This first phase is projected to reduce municipal greenhouse gas emissions by one percent, and grow in impact over time, which improves air quality, creates healthier buildings, and reduces carbon emissions to get the city closer to achieving carbon neutrality by 2050. 

“In Boston, buildings account for nearly 70 percent of the emissions that contribute to climate change. The Renew Boston Trust not only makes our buildings more comfortable for employees and visitors, but allows us to re-invest additional savings from these energy efficiency and renewable energy upgrades into resiliency measures across the city to build stronger and healthier neighborhoods across Boston,” said Chris Cook, Chief of Environment, Energy, and Open Space.

The first phase of Renew Boston Trust was completed with the installation of carports at the Boston Police Department Headquarters. On top of these carports are 707 solar modules that reduce the amount of power the building draws from the grid, produce about 242,000 kWh annually, and save $6,000 in its first year. Solar PV installations were also made at the BCYF Roslindale Community Center and the BCYF Tobin Community Center. Each building is guaranteed between $4,000-$6,000 in savings the first year, with more anticipated over the 20 year contract.

“By using a self-funded financing model with guaranteed savings, the Renew Boston Trust program saves the City money and helps us to achieve our climate goals,” said Emme Handy, Chief Financial Officer. “Generating $32 million in proceeds, the City issued its first series of green bonds in December to finance projects such as the first two phases of Renew Boston Trust. We are pleased that the sale of green bonds achieved a three basis point pricing differential, the largest and most definitive pricing benefit to date for municipal green bonds.”

Mayor Walsh formally announced his plans for Renew Boston Trust with a $11 million investment in the FY19 budget. The upgrades are made through an energy savings performance contract, a proven self-funded financing model that guarantees energy and cost savings. The savings within the City’s operating budget from more energy efficient buildings pays for the financing of the work. With additional savings, the City plans to re-invest in resiliency measures. The next phase of Renew Boston Trust is investing nearly $20 million of energy conservation measures across 31 city-owned buildings.

As indicated in the 2019 Climate Action Plan update, Boston’s roadmap for reaching its goals of achieving carbon neutrality by 2050 and preparing our infrastructure and communities for the impacts of climate change, the City of Boston has taken bold and necessary action to lead by example. On top of investing in our existing buildings and use of City assets like parking lots to deploy renewable energy, in 2019 Mayor Walsh signed an executive order requiring all new municipal buildings (schools, libraries, community centers) will target a net-zero standard. 3/10麻州州長疫情匯報 3/12起注射疫苗可預先登記

              (Boston Orange 周菊子綜合報導)本週五(312)開始,麻州民眾預約注射疫苗可以簡單一點了。麻州政府將從該日起推出預先登記辦法,容許民眾提早上網登記,在7個大型疫苗注射站接種疫苗的機會。

             無法上網民眾,仍可使用「新冠疫苗預約資源熱線(COVID-19 Vaccine Scheduling Resource Line)」,或撥打211電話辦理登記。

             麻州政府還在大型疫苗注射站指定327(週六)43日,10(週六)11(週日_4天為「教育者日(Educator Day)」。從311日起,40萬名幼稚園到12年級教師,將可在麻州任一地點預約疫苗注射。

麻州政府表示,州政府和谷歌雲(Google Cloud)團隊合作,本週五開始,任何人都可以上網到www.mass.gov/COVIDvaccine,預先登記,只是真正的注射疫苗機會將只分發給符合注射資格者,並將以登記者的排隊順序,居住的地理位置來分發。

登記者會在有疫苗可注射後收到電子郵件,短訊或電話,提醒他們在24小時內從可有的選擇中挑個日期與時間。如果他們未能及時挑選,該疫苗注射機會將被退回。

麻州共有170個疫苗注射站。這預先登記系統目前只適用於七個大型疫苗注射站,將來再納入區域性的合作機構。查詢疫苗注設站資訊可上網vaxfinder.mass.gov

本週,麻州只會收到155,500劑供做第一劑注射的疫苗,包括第二劑疫苗在內,麻州的本州疫苗概況如下:

大型疫苗注射站拿到83,000劑,公私立醫院79,000劑,12家區域性合作機構38,000劑,社區醫療中心25,000劑,為支持受病毒打擊最嚴重20個市鎮的地方醫療局等25,000劑。

每週的疫苗分配量,將根據聯邦存貨,醫療機構的需求而定,以及有多少劑得留供注射第二劑使用等而定。醫療機構有10天的時間來使用拿到的疫苗。

麻州政府表示,本週分配給地方藥店的疫苗有95,000劑,另有19,000劑強生疫苗分配給了符合聯邦資格的醫療中心。願意到任何地點預約疫苗注射的人,可以訪問www.mass.gov/covidvaccine這網址。

            明天,311日,在大型疫苗注射站會有注射第一劑,第二劑疫苗各4萬多個機會。


Baker-Polito Administration Announces Preregistration System for Mass Vaccination Locations to Launch Friday, Updates on Dose Distribution in the Commonwealth & Designated Vaccine Clinic Days for K-12 Educators, Staff & Child Care Workers:

BOSTON — The Baker-Polito Administration today announced a new preregistration signup tool will be available for the state’s 7 mass vaccination sites starting Friday, March 12. The new system will make it easier to request and book an appointment at a mass vaccination site at a nearby location when they are available. More sites will be added to the preregistration system in the coming weeks. When preregistration launches on Friday, it will replace the current booking platforms for mass vaccination sites for online booking. The COVID-19 Vaccine Scheduling Resource Line will be available to help residents without internet access or with difficulty using the internet with the preregistration process.

The Administration also announced the weekly distribution of vaccine doses statewide for different providers, reminding residents that there are 170 public vaccination sites statewide in addition to health systems that are offering appointments to their patients.

The Administration also announced four dedicated educator days at mass vaccination sites and updates on vaccine distribution channels.

Preregistration System

Partnering with the Google Cloud Team, the Administration will launch a preregistration system for mass vaccination sites only starting Friday, March 12. This tool will be available at www.mass.gov/COVIDvaccine.

Preregistration will allow eligible residents to book an appointment at one of the state’s 7 mass vaccination sites.

Details on the Preregistration Process:

  • Eligible residents will complete the online form at mass.gov/COVIDVaccine to request to book an appointment at a mass vaccination site nearby.
     
  • After completing the form, residents will get a confirmation via their preferred method of contact (text, e-mail, phone) and receive a weekly update about their status. Residents may opt out of their preregistration at any time if they secure an appointment elsewhere.
     
  • When an appointment becomes available at a mass vaccination site, the resident will be notified and will have 24 hours to accept the appointment once it is offered to them. If an appointment is not accepted after 24 hours, the resident will go back into the queue to wait for another appointment.
     
  • To accommodate older residents and others who are unable to use the form, the preregistration form allows family members, caregivers or other companions to fill out the form on behalf of someone else. Residents who do not have internet access or someone to fill the form out for them can call 2-1-1 to preregister.

Available appointments will be offered to residents based on their vaccine eligibility and the availability of appointments at mass vaccination sites nearby. Initially, this program is only for the state’s 7 mass vaccination sites. More sites will be added to the pre-registration system in April.

Massachusetts receives a very limited supply of vaccine from the federal government each week. Due to high demand and limited supply, there are only a small number of appointments for eligible residents. Given the limited number of available appointments due to constraints on vaccine supply, it could take several weeks for eligible, preregistered residents to receive a notification about an available appointment. 

In addition to preregistering for a mass vaccination appointment, eligible residents are encouraged to book vaccine appointments at any of the 170 public vaccine sites across the Commonwealth. The state has also allocated a supply of doses to certain health care providers, hospitals and community health centers that will provide instructions to their patients on their vaccine process.

Once the preregistration system is launched on Friday, March 12, it will replace the weekly appointment release on Thursdays for mass vaccination sites only.  Eligible residents will need to preregister online or contact the call center to request an appointment for a mass vaccination site.

The preregistration system will not impact this week’s appointment release on Thursday, March 11 for mass vaccination sites. Residents should follow the usual process on March 11 to secure an appointment as a mass vaccination site. 

Other Ways to Access a Vaccine Appointment:

Eligible residents are encouraged to look for appointments at any of the state’s 170 public vaccine sites by searching vaxfinder.mass.gov

This webpage contains information on locations, hours and instructions to schedule appointments.

New appointments are added frequently for many sites. 

Vaccine doses are also provided to certain health care providers, hospitals, and community health centers.  If you are an eligible patient, please follow instructions from your health care provider on how to access a vaccine.

State Distribution:

This week, the state will receive a constrained supply of about 155,000 first doses.

This week, first doses and second dose allocations (total doses), were divided among providers as follows:

  • Mass vaccination sites: 83,000
  • Hospital Providers (both private and public): 79,000
  • Regional Collaboratives (12 total): 38,000
  • Community Health Centers: 25,000
  • Local Boards of Health (to complete 2nd dose appointments and support 20 disproportionately impacted communities): 25,000

Weekly allocations are subject to change based on federal availability, demand from providers, and obligations to meet second doses. Providers have 10 days to use their doses.

Federal Doses:

In addition to the state allocation, the federal government distributes vaccines to CVS Health sites as part of the Federal Retail Pharmacy Partnership as well as to certain Massachusetts federally qualified community health centers. These quantities fluctuate on a weekly basis and are not counted as part of the state’s weekly allocation.

This week, 95,000 first and second doses have been allocated to the retail pharmacy program and 19,000 Johnson & Johnson doses have been allocated to the federally qualified health centers.

Individuals looking to book appointments across any of these providers should visit www.mass.gov/covidvaccine to learn more.

Mass Vaccination Appointments:

On Thursday, March 11, over 40,000 new first dose appointments for mass vaccination sites will be made available to eligible groups through the state’s website and the COVID-19 Vaccine Scheduling Resource Line. Additionally, over 40,000 second dose appointments have also been scheduled at mass vaccination sites.

This is the last week that mass vaccination sites will be posted online on Thursday morning. Starting March 12, all mass vaccination appointments will be booked through the pre-registration system.

As more individuals have received a first vaccine dose across the Commonwealth, there is a greater need to book second appointments, so the mass vaccination sites have fewer first dose appointments available on a weekly basis.

Educator Vaccination Days

On March 11, pursuant to a federal directive, approximately 400,000 K-12 educators, childcare workers and K-12 school staff are eligible to receive COVID-19 vaccine in Massachusetts.

K-12 educators, childcare workers and K-12 school staff may receive vaccine from any of the 170 public vaccine sites available on mass.gov/covidvaccine.

In an effort to support the Biden-Harris Administration’s directive for states to prioritize teacher vaccinations, the Administration will designate 4 days where the state’s 7 mass vaccination sites will only offer 1st dose appointments for K-12 educators, child care workers and K-12 school staff.

These dates are: Saturday, March 27, Saturday, April 3, Saturday, April 10 and Sunday, April 11

Workers in this group must use the pre-registration system to request an appointment at one of the seven mass vaccination sites and attest they are a K-12 educator, childcare worker or K-12 school staff.

All other vaccine providers (including Regional Collaboratives) are encouraged, but not required, to restrict their appointments to K-12 educators, child care workers and K-12 school staff on Saturday, March 27 , Saturday, April 3 , Saturday, April 10 and Sunday, April 11, for consistency. Providers may designate alternative dates, in lieu of the 4 dates designated by the State, if necessary.

Clinics may not restrict access to individuals who live or work in a particular area. 

All vaccine providers (including regional collaboratives) must submit their dates for educator clinics by Tuesday, March 16. The Command Center will post the schedule for all clinics next week.

K-12 educators, childcare workers and K-12 school staff are urged to book appointments through mass.gov/COVIDvaccine beginning on March 11 as well as to book through the federal retail pharmacy program’s CVS website. Given the limited supply of vaccine, K-12 educators, childcare workers and K-12 school staff may not receive vaccine until mid-April or later.

(Boston Orange周菊子波士頓報導) 華人前進會38日在政要齊賀,社區解囊,社區民眾敘述病毒大流行造成的生活困境,感謝得到幫助聲中,迎接辛丑牛年,期盼疫情過後,世界更加正義,公平。

2020年的新冠病毒(COVID-19)大流行,逼使企業關門,工人失業,許多人生活大受影響。華人前進會雖然也從2020318日起暫時關閉辦公室,但社區組織工作和社區服務從未停歇。

華人前進會共同主席黃夏儀在慶祝會中播出的視頻中描述,疫情促使大家更為團結,許多組織合作,籌募資金,為民眾,小企業提供了直接援助。該會不但協助民眾爭取租金援助,免除被驅逐的恐懼,讓人口統計調查計算到了每一個人,在11月大選中推動出歷年最高投票率,還促使摩頓市全面實施雙語選票,這全都是和伙伴們一起努力的結果,期盼將來繼續合作,爭取人人「豐衣足食,安居樂業」。

華人前進會行政主任陳玉珍在致詞時表示,前路仍然艱難,但2020年讓大家知道,人們在許多方面已經奠定了轉型基礎,明年將繼續推動族裔正義,多族裔工人團結以及平等的恢復。由於亞裔美人將在許多重要議題上被當作契機,因此包括組織,活躍份子,以及人民的亞裔美人社區和工人必須自己先團結一致。人們必須有著「你的掙扎,就是我的掙扎」,反之亦然的心態,才能扶持、提升彼此。她指出,今年將有選區重劃,地方選舉等大活動,華人前進會需要大眾的信賴與支持,以繼續在經濟正義,族裔公平,穩定華埠等領域推動長期改變。

             波士頓市長馬丁華殊(Martin Walsh)錄了一段視頻,恭喜華人前進會牛年,國際婦女節快樂。他稱新冠病毒期間,市府不僅和市民分享公共健康資訊,分發個人防護用品,完成人口統計調查,協助民眾取得食物,分發波士頓彈性基金(Boston Resiliency Fund)來幫助小企業維持營運,而每一項活動,華人前進會都是市府的重要合作夥伴。他表示,大家都知道他即將前往華府,出任美國勞工部部長,他希望大家知道,他將把波士頓價值帶到華府去。

昆士市的居家護理工人翁雅琪,Mission Park居民陳露娣在會中應邀發言。翁雅琪直言,自己不幸染患新冠病毒,還連累兩個小孩都被傳染,幸好前進會的陳玉珍主任非常熱心,多方協助,總算度過難關。以前她只想到自己要努力工作,賺錢養家,現在她知道社區互助的重要,將來如果前進會有需要她的地方,她一定出來。陳露娣則表示,麻州地鐵削減服務,連巴士都縮減路線,班次,要不是前進會通知,她們都還不知道。

會中還播放了一段表揚各行各業基本必要工人的視頻,包括麻州地鐵(MBTA)589工會,居家服務人員等。其中有四季酒店員工陳述,該酒店在新冠病毒期間,以不合理條件突然解雇200多名員工,幸虧有華人前進會和26工會攜手協助,僅只三週,就抗爭成功。

國會眾議員普斯莉(Ayanna Presley)當晚甫從華府回波士頓,立即趕來參加華人前進會的農曆新年慶祝會。她呼應華人前進會榮譽主席李素影以「我的姊妹」介紹她,強調她和華人前進會情同姊妹,簡述她推動的各項經濟,環境、族裔的正義等政策,更提醒眾人,歷史是由勝利者撰寫的,華人前進會一向是步調設定者,不只是夥伴,更是領導者,現在是華人前進會寫下歷史篇章的時刻。

這天有許多政要出席,波士頓有即將成為代市長的Kim Janey,市議員吳弭,愛德華費林(Ed Flynn),米高法拉提(Mike Flaherty)Lydia Edwards,前經濟發展長John Barros,移民進步辦公室主任Yusufi Vali等人,麻州參議員賓加利(Joe Boncore)Jamie Eldridge,麻州眾議員Kevin Honan,摩頓市議員Stephen Winslow等等。

華人前進會藉著這場農曆新年慶祝會,同步舉辦了籌款活動,除了匿名者將提供16,000元的比照捐款之外,當晚與會者中有馬惠美(Amy Sangiolo)Ann WongVivian Tseng等許多人慷愾承諾,每月捐款35元至100元,支持華人前進會的工作。

給老虎家長們補補課

繼成功控告哈佛大學的收生標準有歧視華裔學生之嫌,同一群在近二、三十年移民美國的華人,竟撤回對耶魯大學的類似歧視華人的指控,不過事情並未有因此而停止,他們下一個目標,竟然是波士頓學校委員會。

私立大學收生自有其標準,而且沿用多年,特別在民權運動之後,有所謂平權行動,把一定比例的學額撥給有色人種,特別是黑人及拉丁裔,因為他們在過去,普遍受到有系統的歧視,不要說入讀學校,就算連乘坐巴士或在餐廳用餐,也受到種族隔離政策的打壓。平權運動不但惠及黑人,其他有色人種如亞裔華人,也得到平等的對待。

如說這些由平權運動的努力,而爭取得來的平等待遇,以哈佛大學為例,對亞裔入學有一定的比例對待,也被說成是種族歧視,而在所謂中國病毒的政治宣傳下,在紐約街頭及地鐵站遇襲的華人,不知這群口口聲聲說人家歧視的家長,是否有同樣的氣力,為在種族歧視及仇恨下的受害人抱不平。

就波士頓而言,由於疫情關係,公立學校三間考試學校暫時停用過往以公開考試及校內成績錄取學生的辦法,改用郵區號碼配額方法加過往考試成績,作為臨時實施的招生方法,限期一年,結果有華人家長認為是種族歧視,狀告波士頓公立學校。

重新以公開考試成績,作為入學準則,在疫情高企的時刻,是不可能實施的要求,相信華人家長,亦不願把子女送到考生聚集的試場,在那裡進行兩三個小時的考試,暴露在極高感染風險的環境裏。正是這個用郵區編號,作為分配入學的方法,也是以學校成績作為準則,波士頓社區就有三十多個團體支持的,而且是為期只限一年,到疫情退卻後,應會恢復公開考試,華人家長無須反應如此激烈,應瞭解到這是權宜之策。

入讀考試學校的目的,無非是讓孩子有受更高挑戰性課程的機會,好讓能應付比較艱深的功課,為將來升學作好準備,而並非是進入名牌大學的直通車票。一些老虎家長平時已逼令子女補習,上小提琴或鋼琴課,望子成龍,已逼得他們透不過氣來。人們倒要問,硬要入讀名牌大學是這些老虎家長的意願,還是他們子女的個人選擇呢?

須知名牌大學要取錄的不是書呆子,更不是考試機器,而是一個全面,對社會有責任感的積極參與者,心智成熟,而不是在父母虎威下生活的寄生蟲。無論考試成績有多出色,對社會週邊的事物毫不認識,對週圍的人群毫無關愛,這樣的材料,會被哈佛大學取錄而成為他們的學生嗎?

究竟是誰剝奪子女的教育機會,是哈佛大學的平權行動,還是老虎家長的教育子女的方式,是考試學校的臨時收生辦法,還是指控公立學校歧視的家長呢?這些問題是值得我們華裔家長好好的反思一下。
